Operating an unlicensed daycare in Louisiana now a criminal offense

BATON ROUGE, La. – A new bill recently signed into law by Gov. John Bel Edwards now creates criminal penalties for individuals found to be operating a child day care center without a valid license. House Bill 197 by Rep. Steve Pylant, (Republican – Dist. 20), also makes it a crime to continue operating a child day care center after notification from the Department of Education that the operator must seek a license, or continued operations of a child day care center following revocation of a license. This law is a result of a collaborative effort between the Child Care Association of Louisiana, Louisiana State Police, the Louisiana Association of Chiefs of Police, and the Louisiana Sheriff’s Association. “Over a year ago, Angel Gabrielle Green, a toddler, lost her life after being cared for at an illegal daycare facility. We must do everything we can to protect our children and ensure that safe, quality childcare is available,” said Governor John Bel Edwards. “This legislation sends a clear message that we value our children too much to place them in harm’s way, and we will work tirelessly to prevent anyone from operating a daycare center in our state illegally,” said the Governor in a news release. “We take the welfare of Louisiana’s youngest learners very serious. We’re not going to allow unsafe childcare centers to operate in this state,” said State Superintendent John White. “This law provides the teeth necessary to help prevent instances where egregious violators are found to have a total disregard for the laws of our state, putting the safety of our children in jeopardy.” “This is a good law for Louisiana to ensure the safety of our youngest citizens. I was happy to have sponsored this bill,” said

Rep. Steve Pylant. Penalties for violations include: First Offense: fine of not more than $1,000 or not more than six months in jail, or both. Second Offense: fine of not more than $2,500 or not more than six months in jail, or both; ineligible to apply for a child care license for a period up to 24 months. Third or Subsequent Offenses: fine of not more than $5,000 or not more than 12 months in jail, or both; ineligible to apply for a child care license for a period up to 48 months. A child day care center is defined as any place or facility operated by any institution, society, agency, corporation, person or persons, or any other group for the purpose of providing care, supervision, and guidance of 7 or more children, not including those related to the caregiver, unaccompanied by parent or guardian, on a regular basis for at least 12 1/2 hours in a continuous 7day week. Related or relative is defined as the natural or adopted child or grandchild of the caregiver or a child in the legal custody of the caregiver. Any hours needed by the child day care center to transport children to and from the facility shall be included in the calculation of the 12 1/2 hours of operation. “As a society, we have a moral obligation to ensure our young children are safe, especially those under three. For too long, too many Louisianan children have been exposed to dangerous conditions in unlicensed, underground facilities. This law helps put a stop to this. The future of our state depends on our children who will only thrive if they are safe, healthy, and well cared for,” said Sherry Guarisco, Executive Director of the Louisiana Partnership for Children and Families.

Port

From 1-A

On July 11, Parish President Jimmy Cantrelle attended the GLPC Executive Committee meeting, asking the Port Commission to match the parish’s $166,000. “The estimate is $390,000 to $400,000. We (parish) will put up $166,000, the state $100,000. We ask ya’ll for a little cushion to go up to (an additional) $166,000. We will use our money first. We will only take (from GLPC) up to what the bid is. We are asking ya’ll to be on standby, said Cantrelle. Cantrelle made it clear that the wheelchair accessible and lighted fishing pier will be built first and that if cost estimates for the 40-ft. by 70-ft. pavilion run higher than expected, the latter will not be done. Seat “H Commissioner Jimmy Guidry asked about the pavilion cutting into other businesses in the area. “I think they made the same statement when the boat launch was built. But it turned out to be a win for the parish and every business person there. It’s like building a mall — if you bring more people in, you will sell more. I can’t see why it’s gonna hurt any business, Cantrelle responded. GLPC Executive Com-

I am very proud to have volunteered time and energy for the development of Lockport’s beautiful bayouside park. I also served on Lockport Planning and Zoning Commission prior to my election in 2000. I am an active member of the Lockport Rotary Club, active member of the Lockport Food Festival and member of the Knights of Columbus and past member of the Pastoral Council at Holy Savior Church. In today’s society, safety and security is on everyone’s mind. As such, I have participated in the chiefs of police conferences over the past several years to get better educated about what the Lockport Police Department needs and the town’s role in protecting and serving its residents. I try to know everybody in the community, all the families that have been here my whole life and I make every effort to welcome new families and businesses to our community. Current Mayor Paul Champagne has also given me his endorsment. My goals have always been improving drainage and streets, encouraging growth and economic development, tackling blight and crime and bringing new businesses to Lockport, while helping support current businesses. I respectively ask the voters of Lockport to support me in my campaign for mayor of Lockport. It’s an important position and needs experience!

Budget

From 1-A

The budget bill was the final piece of legislation from the recently-ended special session that was

awaiting Edwards’ decision. The $4.4 billion, multiyear budget contains $1.6 billion in projects with cash earmarked for them, like federal and state highway dollars that pay for road and bridge work. Another $2.8 billion in projects are slated to be financed with state borrowing through bond sales. Louisiana is so overcommitted in projects financed with borrowing it would take years to pay for everything with state lines of credit. Meanwhile, the state also faces stricter limits for the next few years on how much money it can borrow because of its financial problems. Bond-financed projects that weren’t vetoed still aren’t assured to receive money because the budget bill contains more items than available money. The State Bond Commission will vote on which ones advance, largely based on the governor’s recommendations. Edwards wants to steer the limited money available mainly to port improvements, roadwork and a backlog of deferred maintenance on stateowned and college campus buildings. ___ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

Louisiana airports awarded grants

The U.S. Department of Transportation (DOT) will award multiple grants totaling $1,440,067 to six Louisiana airports in Madison, Terrebonne, Lafourche, Pointe Coupe, West Carroll, and Catahoula Parishes. The Federal Aviation Administration (FAA) will be responsible for allocating the funding to all six airports. “Maintaining and updating Louisiana’s airports is vital to the stability of our economy, Sen. David Vitter said in a news release. “Updating our airport infrastructures keeps business moving and allows for safe travels for everyone involved. The Houma-Terrebonne Airport in Houma will receive a grant of $281,050 to fund the construction of a parallel taxiway to improve the safety of procedures on the existing runway. Locally, the South Lafourche Leonard Miller Jr. Airport in Galliano will receive a grant of $128,160 to fund the design phase of a new taxiway lighting system that will improve safe airfield operations during low visibility situations.

NICE, France (AP) — A Tunisian living in France drove a large truck through crowds celebrating Bastille Day along Nice’s beachfront, killing at least 84 people, many of them children, according to police and hospital officials. The slaughter ended only after police killed the armed attacker in a hail of bullets. French leaders on Friday extended the country’s 9-month-old state of emergency and vowed to deploy thousands of police reservists on the streets after Thursday night’s massacre of pedestrians leaving a fireworks display for France’s independence day. Video shot by bystanders shows the truck coming under police gunfire as it drives through an intersection into the pedestrian promenade. Crowds flee in panic, taking shelter in shops, hotels or leaping off the elevated pavement onto the beach below. Police finally surround the stationary truck and fatally shoot its driver. Police identified the attacker as Mohamed Bouhlel, a 31-year-old Nice resident, and said he had drawn a gun on them. The truck’s front windshield was riddled with bullets. Video footage showed the truck driving slowly down the southern French city’s famous, palm treelined Promenade des Anglais boulevard, which had been sealed off and turned into a pedestrianonly party zone. German tourist Richard Gutjahr filmed the moment when an unidentified motorcyclist rode alongside the truck and grabbed hold of the driver’s door as two other police officers on foot nearby fired a single shot each at the driver’s windscreen. But the truck accelerated through an intersection into screaming crowds, where Gutjahr could hear the final confrontation involving 15 to 20 seconds of gunfire. “Police were everywhere in town for the day. They clearly saw he was a danger, because that truck should never have been on the road, said Gutjahr, who took cover as police started shooting because he feared the truck might contain a bomb. “France was struck on the day of its national holiday, July 14, the symbol of liberty, French President Francois Hollande said as he denounced “this mon-

strosity. No group has claimed responsibility for the carnage, but French officials called it an undeniable act of terror. The assault on revelers rocked a nation still dealing with the aftermath of two attacks in Paris last year that killed 147 people and were claimed by the Islamic State extremist group. “Terrorism is a threat that weighs heavily upon France and will continue to weigh for a long time, Prime Minister Manuel Valls said after Hollande called an emergency government meeting Friday. “We are facing a war that terrorism has brought to us. The goal of terrorists is to instill fear and panic. And France is a great country, and a great democracy, that will not allow itself to be destabilized. Hollande told reporters Friday that about 50 people were still “between life and death after the attack. Politicians said the truck knocked over and crushed pedestrians over a distance of 1-1/4 miles. Broadcast footage showed a scene of horror along Nice’s famous promenade, with broken bodies splayed on the asphalt, some piled near one another, others bleeding onto the roadway or twisted into unnatural shapes. The regional president, Christian Estrosi, told BFM TV that “the driver fired on the crowd, according to the police who killed him. He said more than 10 children were among the dead. “A person jumped onto the truck to try to stop it, Ciotti told Europe 1 radio. “It’s at that moment that the police were able to neutralize this terrorist. I won’t forget the look of this policewoman who intercepted the killer. Estrosi said some of the city’s 1,200 security cameras had pinpointed the moment the attacker boarded the truck, far from the seaside “in the hills of Nice and could follow his path to the promenade. Estrosi

called for the investigation to focus on any accomplices. “Attacks aren’t prepared alone. Attacks are prepared with accomplices, Estrosi said. “There is a chain of complicity. I expect it to be unveiled, discovered and kept up to date. Damien Allemand, a journalist for the Nice-Matin newspaper who was at the waterside, said the fireworks display had finished and the crowd had got up to leave when they heard a noise and cries. “A fraction of a second later, an enormous white truck came along at a crazy speed, turning the wheel to mow down the maximum number of people, he wrote in an online account. “I saw bodies flying like bowling pins along its route. Heard noises, cries that I will never forget. On video, one person could be heard yelling, “Help my mother, please! A pink girl’s bicycle was overturned by the side of the road. Two Americans, Sean Copeland, 51, and his son Brodie, 11, of Lakeway, Texas, were on a European summer vacation that began with the running of the bulls in Spain. France, one of the world’s top tourist destinations, has long known it is a top target for the Islamic State group. In September 2014, then-IS spokesman Abu Mohammed al-Adnani referred to “the filthy French, telling Muslims within the country to attack them in any way they could, including “crush them with your car. France is also Islamic State’s biggest source for European recruits. Nice itself was home to a prolific producer of French-language jihadist recruitment videos, Omar Omsen, who is now fighting in Syria. ___ Satter reported from Paris, Hinnant reported from Perigueux France, Keaten reported from Geneva. THE MIRACULOUS PRAYER Dear heart of Jesus, in the past I have asked for many favors. This time I ask you this very special one (mention here). Take it dear Jesus and place it within your own broken heart where your Father sees it, then in your own merciful eyes. It will become your favor not mine. Amen Say this prayer for 3 days. Promise publication and favor will be granted. Never known to fail. L.C. _________________________ PRAYER TO ST. RAYMOND Glorius St. Raymond, compassionate and loving patron of those who suffer, I laden with troubles cast myself at your feet and beg you to protect me. MEMORIALS

In Loving Memory Of

BOO LEGENDRE

First Anniversary in Heaven Sunrise: 2/11/1972 Sunset: 7/17/2015 We do not need a special day to bring you to our minds. The days we do not think of you are very hard to find. Each morning when we awake we know that you are gone. And no one knows the heartache as we try to carry one. Our hearts still ache with sadness and secret tears still flow. What it meant to lose you, no one will ever know. Our thoughts are always with you, your place no one can fill. In life we loved you dearly; in death we love you still. There will always be much heartache, and often a silent tear, but always a precious memory of the days when you were here. If tears would make a staircase, and heartaches make a lane, we’d walk the path to Heaven and bring you home again. We hold you close within our hearts; and there you will remain, to walk with us throughout our lives until we meet again. Our family chain is broken, and nothing seems the same; but as God calls us one by one, the chain will link again. Sadly missed by, Addy, Angelique, Angelle, Family and Friends ____________

In Memory Of

BARBARA M. CHOUEST

And though we grieve, reaching for your hand in vain, our faith is such that we believe that all of us shall meet again. Sadly missed by your loving husband and family ____________

In Memory Of

Layoffs planned in Gov. Edwards’ office to balance budget

BATON ROUGE, La. (AP) — Layoff notifications have gone out to some of the employees of Gov. John Bel Edwards’ office. Edwards spokesman Richard Carbo said Wednesday the governor’s office will reduce its staff to cope with a $1 million budget cut for the financial year that began July 1. Some employees were told Tuesday that they’ll be losing their jobs. Carbo says he didn’t have an exact number of how many layoffs would be made to balance the office budget. He also didn’t say how many people already have been notified they were getting pink slips. The governor’s office is trying to move people being laid off to other state agencies if there are available jobs that the employees could fill. _____________

Plaisance named Nicholls State’s interim athletics director

THIBODAUX, La. (AP) — Nicholls State has named women’s basketball coach DoBee Plaisance as the university’s interim athletic director. University President Dr. Bruce Murphy, in a news release Wednesday, said Plaisance will take over immediately, replacing Rob Bernardi who resigned Friday. Bernardi will stay on to assist in the transition until Sept. 1. Plaisance is in her ninth year as coach of the women’s basketball program, leading them to three straight winning seasons and five consecutive appearances in the Southland Conference Tournament. In 2011, she was named senior woman administrator, making her the highest ranking female in the Nicholls Athletic Director. Murphy says the university is fortunate to have someone with Plaisance’s connections and experience to step in and ensure that the program carries on following Bernardi’s resignation. _____________

BATON ROUGE, La. (AP) — Three of Louisiana’s Republican statewide elected officials will travel to Cleveland next week for the Republican National Convention. Secretary of State Tom Schedler, Attorney General Jeff Landry and Treasurer John Kennedy are planning to attend the party’s summer convention and events organized for the Louisiana delegation. None is among the state’s official delegates to the convention, which will select the party’s nominee for president. Schedler is expected to be there most of the week, while Kennedy’s office says the treasurer will travel to Cleveland Monday and return home Wednesday. Landry’s office wouldn’t provide details of his schedule, except to confirm he’ll attend the convention. Spokeswomen for Lt. Gov. Billy Nungesser, Insurance Commissioner Jim Donelon and Agriculture Commissioner Mike Strain say those GOP officials aren’t planning to travel to the convention. _____________

Transportation study group created by governor begins work

BATON ROUGE, La. (AP) — Gov. John Bel Edwards told a study group considering ways to tackle Louisiana’s more than $12 billion road and bridge work backlog that its work is vitally important to the future of the state. Edwards spoke to the transportation task force, which he created last month, as it began its work Tuesday. He framed the issue as critical to economic development and quality of life. The Democratic governor said he expects the group to explore proposals to raise more money to steer toward transportation projects. He didn’t specify a gas tax increase or other approach he’d prefer. The 18-member task force includes lawmakers, state and local government officials and business leaders. Its recommendations are due by Jan. 1. Edwards wants to use the suggestions to build his 2017 legislative agenda. _____________ Daniel Joseph Webwe Jr., 44, Grand Isle. Struggling for words

John, who was diagnosed with lung cancer, was in the hospital when a pastor decided to visit. The pastor leaned in and began to pray with him. All of a sudden, John could neither breathe nor talk, so the pastor gave him a pen and paper to right his last few words. Somehow,

John managed a message before he died. Two days later at the funeral, the pastor was telling everyone how good John was and how he passed away while they were praying. The pastor remembered the letter and took it out of his jacket and read it out aloud, “You’re standing on my oxygen tube!

What a Life!

By: Rev. Wilmer L. Todd The pornography epidemic is harming citizens of all ages nationwide Last week, we looked at Utah’s official government resolution stating, “Pornography is a public health hazard leading to a broad spectrum of individual and public health impacts and societal harms.” We also looked at some quotations from the Catholic Bishops’ pastoral on pornography. Today we will continue with the Bishops’ pastoral. The bishops have given us a spiritual background for treating our bodies with respect: “The human body has such great dignity! The divine Son assumed a complete human nature, body and soul. By his Resurrection, we look forward to the resurrection of our own bodies. In Baptism, our bodies are made temples of the Holy Spirit.” They go on to say, “In marriage, chastity takes on the character of permanent, faithful, and fruitful love, and includes the intimate physical, sexual expression of love. The good of sexual pleasure finds its proper place within the embrace of husband and wife. In their wedding vows spoken before God and the Church, a man and a woman freely and without reserve give themselves to each other as husband and wife. Marital love is all-encompassing, a total gift of self, open to new life. As Sacred Scripture attests, this chaste and holy love receives its meaning from and is an analogy for God’s faithful, fruitful love.” The Bishops strongly denounce the moral aspects of pornography. “We must state clearly that all pornography is immoral and harmful and using pornography may lead to other sins, and possibly, even crimes. All pornography is harmful and wrong. The effects on a person may vary depending on the intensity of the content. Pornography is not art.” The pastoral echos what Jesus said about adultery. “Looking at another person with lust – as only a sexual object to enjoy, control, and use – is a sin. It is a disordered view of the person, because it is ordered toward use, as of a thing, rather than love, which pertains to persons. This is why pornography can never be justified, even within marriage.” They go on to say, “Much of the pornography is violent, and when for example men view it, they are more likely to abuse a girlfriend or wife sexually. The novelty of Internet pornography can itself be intoxicating, affecting brain chemistry and seducing viewers to keep clicking. In contrast to a magazine, the Internet has no final page.” The Bishops point out that pornography can be addictive. “Viewing pornography, usually combined with masturbation, directly affects the brain’s reward pathways. Studies have noted that it had a similar effect on the brain as cocaine does on a person with a drug addiction or as alcohol on a person with an alcohol addiction. After using pornography, the person craves more and over time seeks out a higher number of and/or more extreme images to get the same high.” “For girls, an over-sexualized society in general and pornography in partic-

ular can contribute to low self-esteem, eating disorders, and depression. Data also indicates that husbands and wives who use pornography are more likely to have an extramarital affair.” The Bishops urge us: “Even from an early age, your children can learn self-control, modesty, and respect for others from your words and actions. Parents and guardians, protect your home! Be vigilant about the technology you allow into your home and

be sensitive to the prevalence of sexual content in even mainstream television and film and the ease by which it comes through the Internet and mobile devices. “Reject the lies of a culture that tells you that selfgratification is the road to happiness. Reject pressure to treat sexual activity as recreational. Refuse to objectify your body or someone else’s through sexual pictures or videos.” Our bodies are temples of the Holy Spirit.
