Troop C helps dreams come true in the community
In September of 1989, the Troop C Trooper’s Association adopted the Troop C Grant-A-Wish Program. The program enables children with a life-altering or lifethreatening illness, who reside in the Troop C community, to fulfill a wish they would not otherwise be financially able to fulfill. The wishes have ranged from meeting their favorite singer or hero to Disney World vacations. The latest wish was granted to Taylor Cannel, an 18-year old from the Houma area who was diagnosed with a brain tumor in 2008. Taylor just graduated from South Terrebonne High School and will be attending Nicholls State University in the fall. Taylor’s major love is anything to do with hunting and fishing, and thankfully he is still able to do those things. When asked what he would like as his wish, he simply wished for a Cabela’s shopping spree. At the annual Grant-AWish banquet last year, Taylor was told to pick any Cabela’s store location he wanted to go to. See Troop C Page 5-A

Adrian “Boo” Legendre, owner/ publisher of the L a f o u r c h e Gazette, passed away Friday morning from an apparent heart attack. Details were still sketchy as of press time Friday morning and Boo Legendre will be posted on the Gazette’s Facebook page as soon as more information is forthcoming. Boo was also a Century 21 real estate broker and had planned to take over ownership of Century 21 American Realty in January. Boo leaves behind his wife Addy, daughters Angelique and Angelle, parents Earl and Eva Legendre, and inlaws Panky and Barbara Christen. Boo was a caring, loving, generous individual who will be greatly missed.

The dredging contractor for the Greater Lafourche Port Commission’s Northern Expansion Slip D Bucket Dredge project has begun excavating a new channel in Port Fourchon’s expansion area, creating the new Slip D. The Slip D development is the latest phase of the port’s Northern Expansion, adding 300 acres of developed property to the port and creating over 10,000 linear feet of waterfront in Port Fourchon. The port’s newest slip will be 1,000 feet wide and nearly 4,000 feet long, a departure from the dimensions of Slips B and C (700 feet wide and 7,000 feet long) in response to the needs of the offshore supply vessels who frequent Port Fourchon. “We look to the future when designing the footprint of any new port development project,” said Port Director Chett Chiasson.

Parish President, councilman spar over distribution of monies
Lafourche Parish Council members and Parish President Charlotte Randolph began discussions Tuesday evening on how and when the $8.1 million windfall the parish will receive from its recent settlement with British Petroleum (BP) will be disbursed. Councilmen Mike Delatte and Philip Gouaux spoke in favor of spending the money once it was received, noting the many pending projects that could use the funding. “It would be a shame if someone’s house floods knowing that maybe if we had used that money for a drainage project, it could have been averted,” said Delatte.

‘I just like pigs’: Cops say nude man found drinking in barn
MILLERSVILLE, Pa. (AP) — Police have charged a man with trespassing, public drunkenness and indecent exposure after he was caught on a neighbor’s Pennsylvania farm in the nude, drinking beer among pigs. Police in Manor Township, Lancaster County, say 64-year-old Larry Henry told them, “I just like pigs” when they found him in the hog barn June 26 about 10:15 p.m. Henry faces a preliminary hearing Aug. 4. His defense attorney didn’t immediately return a call for comment Wednesday. Arrest papers show Henry had been banned from the farm since he got caught trespassing four years ago. Police say Henry smelled of alcohol and acknowledged drinking a sixpack of beer while hanging out with the hogs. Police say the brand of beer was in keeping with the overall theme. Henry was drinking Hamm’s. ___

Body found in Texas lake, believed to be ex NFL receiver
WYLIE, Texas (AP) — A body recovered from a Dallasarea lake is believed to be an ex-Houston Texans receiver who fell from an inflatable tube being towed by a boat. The Collin County Sheriff’s Office said Tuesday that the body is believed to be 37-year-old JaJuan Dawson of Murphy. Divers located the body Monday night in Lavon Lake. An autopsy was ordered. Dawson was not wearing a life preserver during Sunday night’s outing with his family on a rented boat. The 6-foot-1, 197pound receiver from H.L. Bourgeois High School in Gray, Louisiana, played for Tulane, then the NFL. Dawson spent the 2000 and 2001 seasons with Cleveland and 2002 with Houston. He had 52 catches for 664 yards and two touchdowns. ___
Parents urged to ensure vaccinations are current
BATON ROUGE, La. (AP) — With the beginning of a new school year quickly approaching, state health regulators are urging parents to make sure their children have received all required vaccinations. State officials say Louisiana law requires children, ages 4 or older and entering kindergarten, prekindergarten or Head Start programs, to have proof of receiving the following vaccinations: — booster dose of poliovirus vaccine — two doses of measles, mumps and rubella vaccine — three doses of hepatitis vaccine

La: same-sex health insurance for state workers’ spouses
BATON ROUGE, La. (AP) — The health insurance program for Louisiana state employees, retirees and some public school systems is taking applications for coverage for same-sex spouses and their dependents. Those who were married before June 26 — the date that the U.S. Supreme Court ruled that marriage is a fundamental right for all Americans — have until Aug. 11 to apply, according to the Office of Group Benefits. Those married on or after that date have 30 days after the marriage to apply for coverage for spouses and dependents. The Office of Group Benefits opened the enrollment period July 10. The Retired State Employees Association sent out a notice about the enrollment period Tuesday. Applications must be faxed or postmarked by Aug. 11. Coverage for newly enrolled dependents will begin on Aug. 1 for couples married before June 26. For those married on or after June 26, coverage for spouses and dependents is effective on the date of the marriage, if the application is made on time. Employees and retired employees should send the Office of Group Benefits a letter asking for the coverage and include documents to verify the relationship. That means a copy of the marriage certificate to add a spouse. If adding a spouse’s

dependent children, they need copies of the children’s birth certificate as well as one of the marriage certificates. ___
Crash kills New Orleans man near Valentine
Shortly before 9 p.m. Wednesday evening, Troopers from Louisiana State Police Troop C began investigating a two-vehicle fatality crash that claimed the life of a 30-year old New Orleans man on LA 308 near Valentine. The investigation revealed that a 2000 Nissan Altima, driven by Omar Faruk, was traveling north on LA 308, just north of the Valentine Bridge. As the Altima was traveling north, it failed to negotiate a slight left hand curve in the road. The car traveled off the right side of LA 308 and then reentered the road. As it reentered the road, it began to rotate and traveled into the southbound lane of LA 308. A southbound 2014 Chrysler Town and Country Van struck the Altima on the driver’s side. The Chrysler was being driven by Joshua Johns, 32 years old from Port Charlotte, FL. Faruk, who was properly restrained, was pronounced dead on the scene by the Lafourche Parish Coroner’s Office. Johns, who was also properly restrained, was transported to Terrebonne General Medical Center with minor injuries.

What a Life!
By: Rev. Wilmer L. Todd Are we a Christian nation or a nation where most people are Christians?
I saw a bumper sticker that read, “The United States is a Christian Nation.” While that is a noble thought, it is not a true statement. A truer statement would be, “The United States was founded on Judeo-Christian principles. While most citizens are Christians, everyone is free to practice the religion of their choice without government interference.” Many of our founding mothers and fathers came to this country to obtain religious freedom. In Europe, the rule of law was, “The religion of the king was the religion of the people.” The writers of the Bill of Rights guaranteed that everyone was free to practice the religion of their choice and that the government could not establish a national religion. The first Amendment of the Bill of Rights states, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.” Most of the signers of the Declaration of Independence were committed Christians. They all believed in God. However, they never established Christianity or any other religion as the official religion of the country. Congress even formed the American Bible Society and voted to purchase 20,000 copies of the Bible for the people to read. However, they never forced anyone to read the Bible or worship God in Christian liturgies, or they never used the name, “Jesus Christ” in any official documents. A fine line exists between the government establishing a religion and the recognition that religion is part of our heritage and culture. While we do want freedom of religion for everyone – Christians, Jews, Moslems, Buddhists, etc. – we also recognize that we are a society that believes in God. The documents that es-
tablished the principles of our country use the terms “The Creator,” “Divine Providence,” “The Lord” and other references to God. These terms apply to all religions. What is more disturbing to me is that we do not follow the principles of Jesus. For example, Jesus said that God would judge us by the way we treat each other. Do we take the time to be sensitive to people’s needs? Do we gossip about other people? Do we treat all people with equality? Do we have a loving attitude toward people of other nationalities and races? Jesus taught us the power of forgiveness. Do we forgive others? Or when someone hurts us, do we want to get even?
Jesus taught us to do the right thing. Do we cheat on our taxes? When we vote, do we weigh the moral values of the candidates or the proposition? Are we aware of the needs of the poor? Jesus preached about the evils of pride, injustice, hypocrisy, blindness, the abuse of power, having too many possessions. He warned us about being greedy. We ignore this 95 percent of Jesus’ teaching to concentrate on a morality that usually deals with human sexuality. The great commandment is, “Love God above all things and love our neighbor as ourselves.” Do we love ourselves? Do we eat properly? Do we exercise enough? Do we

Eventually, the council decided to leave the question on the timing of the spending for another day, once the funds are actually in parish coffers, which according to Randolph, will go into the parish general fund. Councilman Daniel Lorraine also questioned Randolph on the distribution of settlement monies to various parish entities. Lorraine asked Randolph why all parish entities had not been informed about the process to submit claims, noting that board members of some parish subdivisions had told him they had heard nothing about the claims process. “I believe it’s the responsibility of this administration to notify all the entities in the parish, all the recreation districts, not just one or two, and all the fire districts as well. Why didn’t someone go talk to all these people?” Lorraine asked. Parish President Randolph passed the issue to the district attorney, noting that a member of the district attorney’s staff contacted the administration about the then forthcoming lawsuit. “It was not our job,” said Randolph.

Taylor chose to visit the Cabela’s store in Alaska. After working with the Alaska Cabela’s marketing manager, Carri Ann Pratt, Grant-A-Wish was able to set up an amazing itinerary for Taylor and his family which included 2 charter fishing trips, a bear viewing trip, a private tour of the Alaska Wildlife Conservation center, and of course a full day of surprises at Cabela’s. Taylor was very appreciative and thankful for the opportunity to experience this Alaskan adventure. The Troop C Grant-AWish Program is funded through private donations, annual fund-raisers, and by a Corporate Sponsorship Program. The program is also
proud to be partnered with several civic organizations in the Troop C area which includes the communities of Assumption, Lafourche, and Terrebonne Parishes, and St. James and St. John the Baptist Parishes on the west side of the Mississippi River. The program is open to children up to the age of 18 who have a life-altering or life-threatening illness which has been diagnosed by a doctor. The Colonels sat in the Top 10 after the opening day of fishing in Lake DuBay, thanks to a trio of fish that weighed 6-pounds, 9-ounces. Marcel said that fishing in Wisconsin’s fresh waters was more difficult that fishing in Louisiana. Because the lake isn’t overly big and because it was fished by so many teams, there weren’t enough fish to go around for everyone and some teams had a tough time weighing anything worthwhile in the event. But after getting acclimated to it all, Marcel said she and Rivet became bigtime fan-favorites, both among the locals watching

the event and also among other teams out of contention who wanted to see an underdog win. “Wisconsin is a great state,” Marcel said. “There’s beautiful scenery, tasty cheese and extremely nice people.” After getting acclimated to the lake and the pressures of the tournament, Nicholls had a huge Day 2, scoring 8-pounds, 7-ounces worth of fish to take the overall two-day lead. The big day for any team in the tournament. Because of that, Rivet and Marcel were awarded with a $250 gift card to Bass Pro Shop. Rivet said the thrill of being the best bass fishing team in America through two days is a memory he won’t soon forget. “It’s a feeling that you just can’t describe or explain,” Rivet said. “It’s something that just feels so good.” Countless pictures of the Colonels at that day’s weigh-in show the joy and excitement in the two’s faces at their accomplishment. Once word of Nicholls’ successes got from Wisconsin to Louisiana, all of Rivet and Marcel’s social media friends showed their support, bombarding the two with Facebook messages and other words of encouragement. “I still can’t even get on Facebook because I have so many notifications to check, and I just haven’t had time to look at them all,” Marcel said. “All the support that we’ve gotten is mind-blowing. It all just really touched my heart. People that don’t even know us were rooting for us the whole time. It’s still just unbelievable to me.” On the final day of fishing, the lake was just about fished out and only a couple bass were snagged on the entire day. Rivet and Marcel had a couple bites, but nothing big enough to weigh. That allowed Texas A&M’s Josh Bensema and Matthew Mcardle to rally past Nicholls to win the title. The Colonels finished third, behind only the champions and a team from the University of Minnesota. With the tournament over, the anglers are back home to return to their normal lives. But the summer of 2015 will always be a special one for Rivet and Marcel. It’s forever going to be one where they put the Nicholls Bass Fishing Team on the map. “This week has been one of the most exciting, yet tiring weeks of my life,” Marcel said. “I’m so exhausted, but it’s been such an amazing experience. It’s so fun to be doing what you love. It’s a little stressful, but it’s such a blast – especially when you can do it with someone you love.”

“Our tenants envision bringing larger vessels into port waterways into the future, so Slip D is growing in width to accommodate longer, wider vessels and the turning radius a larger vessel may need.” Nearly 4 million cubic yards of material will be dredged to create 150 acres of developed property adjacent to the waterfront along Slip D as well as 65 acres of new marsh. Two miles of steel bulkhead will be constructed along the newly created Slip D waterfront, and one mile of new roadway will be constructed for land access to Slip D leases. A fully developed Slip D is estimated to take six to eight years to construct, but months before a teaspoon of soil was ever moved, the Port Commission already had received offers on Slip D. Currently, a “right of first refusal” is in place on a section of the new slip’s as yet undeveloped property. Port Commission Board President Perry Gisclair, commenting upon the

BATON ROUGE, La. (AP) — Louisiana lawmakers won’t be returning to Baton Rouge this month to consider overriding Gov. Bobby Jindal’s vetoes of bills passed in the last legislative session. As expected, the veto session was canceled by state senators. It takes a majority vote of either the House or Senate to scrap the session. Vote tallies were released Friday morning. Twenty-six of 39 senators turned in ballots by the Thursday midnight deadline to stop the gathering, according to the Senate. The House didn’t turn in enough ballots to cancel the session. Jindal vetoed nine bills and stripped items from the budget. A rejected 1.5 pension hike for retired state employees and public school teachers drew the most public criticism. Lawmakers haven’t held a veto session since the current constitution was enacted four decades ago.

(AP) — The number of public high school seniors who scored well enough on the ACT standardized test to enter college without remedial work continues to grow, Louisiana’s education department said Thursday. Of the latest group of graduating seniors, 24,619 students earned an ACT score of 18 or higher. That’s a boost of 959 students from 2014 and of 6,312 students from 2012, according to data released by the department. The number of students who scored well enough to earn scholarships through the state’s TOPS free college tuition program also increased. Nearly 1,000 more students reached a score to be eligible for TOPS than in the previous year, according to the education department. State Superintendent John White credited rising standards and accountability changes for the improvements. “Raising expectations for all students is not easy, but our students are showing they are as smart and capable as any in America,” White said in a statement. “By providing access to more rigorous courses and tests for all students, we are seeing achievement increase across the board.”

Louisiana’s average ACT composite score is 19.4 on a 36-point scale, the department said. National ACT results won’t be released until next month, but Louisiana has consistently fallen below the national average of states and is expected to do so again. The national average ACT composite score last year was 21. For the TOPS program, 27,838 students earned the minimum 17 ACT score needed for a TOPS Tech award for community or technical college tuition, while 18,039 received the 20 Act score needed for a TOPS award to a regional university. Louisiana began requiring all students to take the ACT in 2013, regardless of whether they planned to enter college. Raceland man drives truck into bayou while fleeing from deputies Sunday, July 19, 2015 THE LAFOURCHE GAZETTE
Lafourche Parish Sheriff Craig Webre announced the arrest of a Raceland man who drove his vehicle into Bayou Lafourche in an attempt to evade deputies. David Matherne, 27, faces several charges following the incident. At approximately 8:30 p.m. on Monday, July 13, deputies responded to a theft complaint in Raceland. Through investigation of the incident, deputies learned David Matherne was outside his residence speaking to another man when Matherne became angry and allegedly grabbed the man’s cell phone and wallet. Matherne then allegedly threw one of the items to the ground, poured gasoline on top of it and set it ablaze. The other man went back to his home on Danos Street to contact the Sheriff’s Office regarding the incident. Less than an hour later, Matherne arrived on Danos Street to confront the other

Lafourche Parish Sheriff Craig Webre announced recently that a team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), will arrive on August 2, to examine all aspects of the Lafourche Parish Sheriff Office policy and procedures, management, operations, and support services. “Verification by the team that the Lafourche Parish Sheriff Office meets the Commission’s state-ofthe-art standards is part of a voluntary process to gain accreditation - a highly prized recognition of public safety and professional excellence,” said Sheriff Webre. As part of the assessment, agency personnel and members of the community are invited to offer comments at a public information session at 6 p.m. on Monday, August 3, in the Lafourche Parish Courthouse, Division “E” (Second Floor) located at 201 Green Street, Thibodaux. If for some reason an individual cannot speak at the public information session but would still like to provide comments to the assessment team, he/she may do so by telephone. The public may call (985) 438-0622 on Tuesday, August 4, between the hours of 1:00 p.m. and 3:00 p.m. Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA Standards. When Matherne arrived at the intersection with the highway, he continued forward at a high rate of speed, smashing into several objects as well as a shed on the opposite side of LA 1, and then crashing into Bayou Lafourche. Rescue units and Water Patrol deputies were called to the scene to assist as deputies observed Matherne exit the vehicle and begin to swim away from the scene in an attempt to avoid arrest. He was initially transported to a local hospital to be treated for his injuries sustained in the crash. Following treatment at the hospital, Matherne was transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with aggravated flight from an officer, felony theft, and two counts of simple criminal damage to property, one of which was a felony charge. He is currently being held in lieu of $36,000 bond as set by Judge John E. LeBlanc and he is also being held for Louisiana Probation and Parole. Matherne’s criminal history dates back to 2007 and includes 10 prior arrests in Lafourche and Terrebonne Parishes for charges including armed robbery, varying degrees of assault and battery, and drug charges.

A very moving story As a bagpiper, the musician played many gigs. Recently he was asked by a funeral director to play at a graveside service for a homeless man. The man had no family or friends, so the service was to be at a pauper’s cemetery in the Kentucky back country. As the bagpiper was not
familiar with the backwoods, he got lost, and being a typical man, didn’t stop for directions. So after finally arriving an hour late he saw the funeral director had evidently gone and the hearse was nowhere in sight. There were only the diggers and crew left and they were eating lunch. As he was opening the door to his car, he overheard one of the workers say, “I never seen nothing like that before and I’ve been putting in septic tanks for twenty years.”
