‘Morganza’ a big benefit for Lafourche

Stalemate continues on use of Common Core

BATON ROUGE, La. (AP) — A face-to-face meeting Thursday between Gov. Bobby Jindal and Education Superintendent John White didn’t break an impasse over standardized testing, leaving teachers and students in limbo with fewer than four weeks until public schools open. The Board of Elementary and Secondary Education had directed White to seek a compromise with Jindal, in an attempt to keep the disagreement out of court. It was their first sit-down since the governor stalled White’s testing contracts to undermine Louisiana’s use of the Common Core education standards. After it was over, no resolution had been reached on testing plans for students in third-grade through eighth-grade. See Stalemate Page 3-A

Centenarian celebrates a milestone Marc C. Kimball Contributing Writer

She walked into the room with a beaming smile that lit up her entire face. Both of her hands were clenched into fists and raised high into the air. “I made it,” she says. “Who said I wouldn’t make it?” she adds with a chuckle. This wasn’t a race, a finish line or even a contest … it was a celebration in her honor, specifically her 100th birthday! The V. H. Boudreaux Senior Center in Lockport hosts a monthly birthday party for its members. This gathering on July 15 wasn’t that event. Nope. This was a special party celebrating the century mark reached by Melba Hebert. She knows everyone gathered there. She should. She has been a regular at the center since its creation, and actually was instrumental in its founding. “My friend Nelly had eight children in a row and couldn’t get her housework done because several older women kept coming over to her

house and bothering her,” Hebert says. “Nelly’s father, V.H. Boudreaux came up with the idea of setting a time for the women to gather and visit with Nelly. Before long, we had a woman from Raceland join us, a few more from Lockport and some from Mathews all gathering to visit. We soon outgrew the room in Nelly’s house and we moved over to the Town Hall,” says Hebert. The group would visit and sew quilts together in that small room in the Lockport Town Hall. The ladies sold their quilts and saved all monies collected. Eventually they had enough to purchase their own place – a vacant bank building on Barataria Boulevard in Lockport where they still gather, sew and visit to this day. Melba has been a permanent daily fixture at the center, sewing quilts and building lasting friendships with other seniors in the area. “In all my years at the center, I never knew anyone making 100,” she says.

Give a ‘Gift for Life’ and help a child learn to swim

Les Reflection Du Bayou (LRDB), a non-profit 501-C-3 organization, was born in 1986 when a group of women stirred up quite a bit of attention as they began to clean and beautify a neglected bridge along their Bayou Lafourche community. Later they convinced the judges, sheriff and district attorney, to send community service workers. Collaboration between all made Les Reflection Du Bayou the leader in beautification and cleaning litter from Lafourche Parish. LRDB passion helped to curtail drug plus alcohol use in youth and activities by making them positively involved in the community. LRDB was the inspiration where the community service workers would be sent on a bus throughout the parish every weekend to pick up litter. This community service bus continues to be used today to keep

road sides clean of litter. In 1999, LRDB was awarded a two-year grant for “AmeriCorps on the Bayou” as a joint project between the Corporation for National Service, Louisiana Lieutenant Governor, and Louisiana Service Commission. This grant gave 11 young members the opportunity to serve by assisting LRDB community volunteers in accomplishing even more than in previous years. Les Reflection has received many awards and grants since their humble beginning, but one of the most prestigious was presented personally by President George W. Bush, the Presidents Community Volunteer Award, co-sponsored by the Points of Light Foundation. This highest honor was one of twenty given that year, worldwide. See Gift Page 5-A

Impaired driver crashes into apartment complex

A Thibodaux man is facing charges after driving into an apartment complex while impaired. Corey Hood, 33, of 309 Ledet Drive, is charged with his first DWI offense and reckless driving with accident stemming from the incident. Shortly before 9:15 p.m. on Monday, July 14, deputies received a call that a vehicle had just struck a brick wall of an apartment building at City Place Townhomes in Lockport. A detective and a Lockport Police officer in the area were the first to arrive on the scene. See Driver Page 5-A

If you have been keeping up with levee protection efforts in south Louisiana after hurricanes Katrina and Rita in 2005, you should know something about “Morganza To The Gulf” — a $12.9 billion, 72-mile system of levees, floodgates, and locks in Terrebonne and Lafourche parishes. A completed “Morganza” system will mean hurricane and tidal surge protection for thousands of homes and businesses in the two parishes. The portions of the project within Lafourche parish are sections “K” and “L” which will be constructed along the west side of Grand Bayou going north from Pointe-Aux-Chenes and then east connecting with Lafourche’s hurricane protection system in Cut Off. The cost of permitting and construction for “K” and “L” has been partially funded by CPRA and CIAP monies and by a cooperative endeavor between Terrebonne, North Lafourche and South Lafourche (SLLD) levee districts, and Lafourche and Terrebonne parish governments, with SLLD the responsible party. Gates to close Grand Bayou and Bayou Blue are in future phases of the project and will be financed when funds become available.

Boat museum to offer tours Tues., Thurs.

The 38th annual seminar on history and genealogy will be held by the Lafourche Heritage Society on Saturday, August 2nd at the Envie Restaurant and Banquet facility in Thibodaux. The day’s activities will begin with registration and coffee at 8:30 a.m. and will close after the last speaker at 3 p.m. The seminar will have two morning sessions, a buffet lunch and two afternoon sessions. The seminar will be attended by book vendors offering history and genealogy selections. The society will also have its publication available for purchase. At the July 14th South Lafourche Levee District (SLLD) public meeting, Steve Smith of All South Consulting Engineers (New Orleans) announced that the final permit for “K� and “L� from Louisiana Department of Natural Resources (DNR) which took two years to obtain has been given to the U. S. Army Corps of Engineers (USACE). “The ball is in their court,� said Smith, who believes that new questions from USACE after receipt of the permit are a sign that the project is moving forward. USACE is requesting financial guarantees for mitigation, and conservation easements for the mitigation areas, he said. Smith stated that a letter from the state guaranteeing that money is “in hand� for mitigation has already been provided to the Corps. The easement issue—a guarantee between landowner and user that the property set aside for mitigation shall be used for that purpose only—is one that SLLD General Manager

Windell Curole and Smith are developing now for the USACE. The areas of mitigation are about 40 acres of marsh owned by Apache Corporation along the SLLD levee in Cut Off, and another 40 acres within the Louisiana Wildlife and Fisheries Point-Aux-Chenes reserve. Completion of sections “K� and “L� would provide flood-protection for the Terrebonne community of Pointe-Aux-Chenes, and the central Lafourche area, including Lockport, Mathews and Raceland. In 2005 Hurricane Rita almost flooded Lockport, and virtually every levee in Terrebonne was breached. In a Tri-Parish Times interview earlier this year, Curole and former state senator Reggie Dupre, who is now the director of the Terrebonne Levee and Conservation District, both agree that “Morganza� is important to central and north Lafourche, as well as Terrebonne Parish. “The biggest benefit, I think, is the Larose, Lockport and even as far as Raceland areas in Lafourche Parish,� Dupre said. “And then Terrebonne

“We’re not in a better place from the policy perspective than we were two weeks ago,� White said. White and a majority of board members support Common Core, grade-bygrade benchmarks of what students should learn in English and math that have been adopted by more than 40 states. Jindal, a one-time Common Core supporter, now opposes the standards as a federal intrusion into local education, echoing criticisms levied by tea party supporters around the country. He suspended the testing contracts to derail plans to purchase Common Core-aligned testing material. White says the Republican governor overreached his authority and was trying to circumvent education policy set by the board and upheld by state lawmakers. Jindal says the education department didn’t follow contracting law and needs to seek competitive bids. Jindal chief of staff Kyle Plotkin, the only other participant in Thursday’s meeting, said the governor talked to White about Louisiana’s history of public corruption and the importance of changing that culture, to stress the need for competitively bid contracts. To sum up the meeting, Jindal issued a two-sentence statement: “I made it clear to Superintendent White that it is important for the Louisiana Department of Education to follow the law. Procurement law is designed to protect taxpayers and it must be followed.� Board leaders offered to

House votes to extend moratorium on Internet taxes

WASHINGTON (AP) — The House has voted to make permanent a moratorium that prevents state and local governments from taxing access to the Internet. Under current law, the moratorium expires Nov. 1, exposing Internet users to the same kind of connection fees that often show up on telephone bills. The moratorium was first enacted in 1998. State and local governments that already had Internet taxes were allowed to keep them under the current moratorium. But under the bill passed Tuesday, those jurisdictions would no longer be able to collect the taxes. ___ Mother, daughter die in submerged vehicle DULARGE, La. (AP) — State police say a 31-year-old Theriot woman and her 3year-old daughter died when their vehicle overturned into a canal off La. Highway 315 south of Falgout Canal Road in Terrebonne Parish. All Christians are commissioned to witness to God’s love by our lives A parishioner wrote the following article on witnessing. I have edited it for the purpose of this column. “You are my witnesses, says the Lord, my servants whom I have chosen to know and believe in me and understand that I am the Lord.” (Isaiah 43:10) Every week I find myself sitting in my pews, praying for Jesus to meet me this day and send me out to do his will, bringing his Word to others. I recite the prayer that all Catholics say before the gospel is proclaimed: “Jesus, please let your Word be on my mind, always on my lips, and forever in my heart.” After all these years I finally comprehend the meaning of these words. I am asking Jesus to let his Word be always on my lips! Christians are called to be witnesses to the Good News of Jesus Christ! In Acts 1:8, Jesus commissions his disciples right before his Ascension into heaven with their primary task. “You will receive power when the Holy Spirit comes upon you, and you will be my witnesses in Jerusalem, throughout Judea and Samaria, and to the ends of the earth.” That word “witness” sometimes leaves a funny taste in some people’s mouths. Witnessing is not always a part of our “comfort zone.” We were taught as youngsters that we were not to talk about two subjects in public: religion and politics. Only a Christian fundamentalist would dare corner you on the street, step into your personal space crying, “Are you saved?” When God sent me into this world, my parents were practicing Methodists who became Episcopalians and finally found a home in the Catholic Church. When I first experienced someone asking me if I was saved, I was thrown off guard. My immediate naive answer was, “Yeessss! Isn’t everyone? Jesus died for all our sins?” I wasn’t even aware that there were people in the world who didn’t believe in Jesus, much less those who had never heard of Jesus! I had no idea what they meant by a personal relationship with Jesus! Didn’t we all have that? I went on a retreat recently and became aware that all Christians have a responsibility to witness to Christ in their lives. We will have to answer for this on Judgment Day! Jesus told us, “Everyone who acknowledges me before others, the Son of Man will acknowledge before the angels of God. But whoever denies me before others will be denied before the angels of God.” (Luke 12:8-9) I don’t want to be denied before the angels of God. We have a responsibility to witness to Christ Jesus, not just verbally but also with our lives. Being a living witness can be easier than witnessing verbally, but we are called to do both. St. Paul is a perfect role model for expressing faith in Jesus. Read some of his letters for inspiration. I have my own very powerful witness. God has given me many opportunities to use it, and has pro-

vided me with beautifully open souls who were in need and want to hear it. There are times people need to hear God’s word and may not know it. We should always pray to the great Heavenly Lover, the Wise Counselor, the Holy Spirit to inspire us with the words that God wishes that person to hear. We should be instruments in the hands of God, saying “Yes, Lord” even in our discomfort. Moreover, we should let go and let God take over. Then we will be his witnesses throughout our world, “Telling of his salvation from day to day. Declaring his glory among the nations, his marvelous works among all the peoples.” (Psalm 96:2-3) Peace, Jennifer

Cardinal to visit Our Lady of the Rosary July 27 Our Lady of the Rosary Catholic Church in Larose is preparing to welcome an extraordinary visitor to the parish and the bayou community. His Eminence Orlando Cardinal Quevedo, O.M.I., Archbishop of Cotabato,

Philippines will be presiding at the 10 a.m. Mass and 5:30 p.m. mass on Sunday, July 27. An invitation for this unique opportunity to attend mass with a Cardinal of the Church is open to the community. A reception will follow the conclusion of the 10 a.m. mass in the Holy Rosary school cafeteria. The Cardinal’s visit to Larose was planned even before he was appointed Cardinal by Pope Francis on February 22, 2014. His connection to our community comes from his connection to two priests serving in the Diocese of Houma-Thibodaux. In 1983, His Eminence was a new bishop of the Diocese of Kidapawan, Philippines. He ordained Father Roni Villamor, pastor at Our Lady of the Rosary. Two years later, he ordained Father Toto Buenaflor, pastor of St. Gregory in Houma. The purpose of his visit is to stay in

touch with priests he ordained and to appeal for the Archdiocesan Seminary in the Philippines where Frs. Roni and Toto were ordained. “We are just so happy to have him visit us and share his thoughts on the Asian Church in all his Masses with us,” says Fr. Roni Villamor. “The Mission Appeal he will do will benefit the Archdiocesan Seminary where I entered as an 8th grader and finished my minor seminary formation.” The current rector of this seminary is one of Fr. Galliano woman arrested for theft

On June 19, deputies responded to a theft complaint wherein cash and jewelry were stolen from inside a residence. Deputies learned the items were found to be missing following cleaning services performed at the home by a local cleaning service. During the initial investigation, deputies developed Jenny Terrebonne, 34, of 176 East 144th Street in Galliano, an employee of the cleaning service, as a suspect in the crime. Detectives began investigating and learned Terrebonne had pawned jewelry at an area pawn shop. The jewelry was actually found to belong to another victim whose home Terrebonne cleans as an employee of the cleaning service. Detectives obtained a warrant for Terrebonne’s arrest in that case.
