BATON ROUGE, La. (AP) — Louisiana’s fall ballot is going to be a long one, as competitors trying to reach Washington crammed the races for open U.S. House and Senate seats during the three-day qualifying period that ended Friday. The Senate race was the most popular, drawing 24 candidates to replace Republican incumbent David Vitter, who isn’t running for re-election. The Secretary of State’s Office said the Senate candidate list has more people on it than any congressional race in its database, which stretches back to 1982. Among the contenders are two congressmen, the state treasurer, lawyers, businessmen and white supremacist David Duke, who made a surprise entrance into the race on the last day of the qualifying period. After signing his paperwork and paying the registration fee, Duke — a Republican and convicted felon who last served in elected office as a state lawmaker in 1994 — said: “I believe my time has come.” Other GOP contenders See Senate Page 6-A

Qualifying for the Nov. 8 election, which includes races for president and Congress, ended Friday with five Lafourche Parish candidates automatically elected after no one signed up to run against them. Golden Meadow Mayor Joey Bouziga and Police Chief Reggie Pitre were unopposed, as were Lockport council members Sharon Robichaux Guidry and Rodney Hartman. Bobbie Morris Galjour was also elected to the Lockport Town Council. Incumbent Lockport Police Chief Warren Vedros will be challenged by two other candidates, Hamilton “Buck” Guidroz and former Police Chief Ernest P. Boudreaux, Sr. For Lockport Town Council, Ralph Sapia will face opposition from Stephen Baudoin. Both are hoping to replace Donovan Barker, who is not running for re-election. Three candidates are seeking the Lockport Mayor’s seat to replace Mayor Paul Champagne who announced in June he would not seek a second term. Gene Breaux, Edward “Coach Ed” Reinhardt and current Lockport Councilman Craig Rogers are vying for the seat. Can shake raises thousands for officers killed or injured in recent shootings Money will be divided between Dallas and Baton Rouge

More than $50,000 has been raised locally in Lafourche Parish to assist officers recently killed or injured in the line of duty. Law enforcement officers, firefighters and other first responders from agencies throughout the parish teamed up on July 16 to hold can shakes throughout the parish. That effort, plus private donations before and after, as well as an internal fundraiser involving Sheriff’s Office employees, helped contribute to the total. The initial effort, called “Support Dallas #BackTheBlue”, was to raise money for Dallas police officers killed or injured in the incident that occurred on July 7. But less than 24 hours following the can shake fundraiser, another in-

cident occurred in Baton Rouge, taking the lives of three police officers and leaving others injured. Based on the overwhelming generosity, fundraiser organizers decided to split the money between Dallas and Baton Rouge to aid officers and their families in both locations. Sheriff Craig Webre said the generosity of the citizens of Lafourche Parish is what allowed for the substantial donations of $25,000 to each group of officers. “Obviously, this effort was conceived and geared to go to Dallas officers, but within 24 hours of the unbelievable outpouring of support

Letters and Opinions Accident could have been avoided with just a little diligence

Last Tuesday, July 19th in Grand Isle, my brother, father and first cousin were involved in a terrifying accident at a camp as 3 generations of our family all gathered for dinner. A stairway stringer broke and fell out from under their feet as they helped my 76-year old father (suffering from Parkinson’s) up the stairs to the celebration. As I write this, my Dad has returned back home and is recovering from a broken back; my cousin has just been transferred to Shreveport after surgery in New Orleans to repair his injuries and broken nose; and my brother, luckily, is simply icing his bruises back in Dallas and attempting to get his life back to normal. As for myself, I’m waking up each day trying to make sense of why this happened and how to move forward and turn this senseless accident into some sort of meaning and positive message, which is why I am writing this now. First, I want to say how grateful I am that the three victims of this are going to be ok and make full recoveries. Coming from the suburbs of Dallas, you wouldn’t expect such quality emergency care in a remote area

of Louisiana. But I have such high praise to the volunteer EMT team from Grand Isle that arrived on the scene to help my Dad and cousin. I got to witness their talents from start to finish as they loaded them into the ambulance and I rode with them all the way to Galliano to Lady of the Sea General Hospital where they were also given topnotch emergency care before being transferred elsewhere in the state. Secondly, after surveying the accident scene I can’t help but shake my head at what happened. While it was a freak accident and no one is pointing fingers in blame, this accident was completely avoidable. The construction of the stairway was really bad and, as they say, a “ticking time-bomb�. It was only a matter of time before the faulty construction of the stairway exposed its weakness and came crashing down. The scary reality is this; many other camps share this bad construction and my guess is that no one thinks or expects that this type of accident will ever occur. Think again! I surveyed about 30 camps in the surrounding area the next day in my curiosity and found at least 3 or 4 that shared this type of weakness and mis-construction. Camp owners and

builders can avoid this nightmare in the future with the most basic of inspections and/or repairs. But the first step is awareness and belief that this accident can happen ‌ and that the stakes are extremely high. What if some of the grandkids had been on the stairway when it gave loose? Four generations of my family have been traveling to Grand Isle every single year without fail. Some of them travel there 6 to 8 times each year, and for some of us, this is the annual family trip that we put on the calendar immediately after the current year trip ends. This accident is not going to be our legacy memory, but it will be a difficult one to shake and not reflect upon each year. I need to channel my emotions on what happened in hopes that no other family has to go through this type of accident, because someone will lose their life next time from a head injury or some sort of fatal internal injury. I hope this helps raise awareness of this concern. It would really help our family heal and hopefully help another precious family avoid a fatal tragedy in the future. Louisiana may need short-term loan for temporary cash flow

to pay the state’s bills. The Bond Commission on Thursday agreed without objection to start the process, with a final decision in August. Gov. John Bel Edwards’ administration, Treasurer John Kennedy’s office and legislative leaders are monitoring state cash flow to determine if the loan will be needed temporarily. The state usually borrows from its own savings accounts until tax collections, fees and other payments roll into the treasury. But former Gov. Bobby Jindal and lawmakers raided many of those accounts to patch together prior budgets, leaving the state with fewer reserves for shortterm borrowing. Kennedy said the state last took out a similar short-term loan nearly 30 years ago, but local governments regularly use the maneuver. ___

Deputies: Lost wallet leads to 3 drug possession arrests

HOUMA, La. (AP) — South

Louisiana authorities say a lost wallet landed three Utah men in jail on drug charges. Terrebonne Parish Sheriff Jerry Larpenter says the wallet was found at a hotel and turned in to the sheriff’s office. It held a driver’s license — and crystal meth. He says deputies went to the hotel and found the men with more drugs in their room, including prescription drugs and marijuana. A news release says Jacob Meservey and Brennen Orr, both 22 of Spanish Fork, Utah, and 21-year-old Treyton Davis of Mapleton, Utah, were arrested Friday on a variety of drug possession charges. They were being held Sunday in lieu of $25,000 bond. ___

US rig count up 15 this week to 462

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by 15 this week to 462. A year ago, 876 rigs were active. Depressed energy prices have sharply curtailed oil and gas exploration. Houston oilfield services company Baker Hughes Inc. said Friday that 371 rigs sought oil and 88 explored for natural gas this week. Three were listed as miscellaneous. Among major oil- and gas-producing states, Texas gained 15, California was up by two and New Mexico gained one. Louisiana declined by two. Alaska and Kansas each lost one. Arkansas, Colorado, North Dakota, Ohio, Oklahoma, Pennsylvania, Utah, West Virginia and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May at 404.

Tuesday, July 26. A donation to Baton Rouge officers will be made at a later date. In addition to the $25,000 donation to officers in each city, deputies will also present statues of St. Michael along with a plaque bearing a biblical inscription on each.

“In a Small Pond” By Leroy Martin Dining with the Gheens In America, millionaires often establish foundations to distribute some of their wealth to charitable organization. They are called philanthropists. I knew the meaning but not the spelling. (One of my skills is the ability to draw my Webster as fast as John Wayne can draw his Winchester.) They are sometimes called the “Super rich 1%”. But they help the less fortunate through organizations like the Gates, Buffett, Forbes, and Ford Foundations, some donating 90% of their fortunes in their wills. In Lafourche we have the Danos, Chouests, Lorios, Peltiers, and other foundations. I commend those benefactors who also help the economy by creating jobs. I do not envy them. I would just like to be them. The C. Edwin and Mary Jo Gheens Foundation is one. Founded by the Gheens in 1957, it was val-

ued at $23 million at her death in 1982, worth $145 million today and distributes $6.5 million in grants per year. The grants are to benefit the City of Louisville, Kentucky and the parishes of Lafourche and Terrebonne in Louisiana, (details next week.) In 1958, my boss Assessor Hubert Robichaux and I, were invited to dine with the Gheens at their home in Louisville, Kentucky which was better than our previous plan to find a McDonald’s. (Reality check: Just a metaphor as there were no McDonald’s in Kentucky or anywhere else in 1958, nor a Wendy’s, I-Hop, Pizza Hut, Burger King or interstate highways.) I had just driven 773 miles on 2-lane highway heading to an Assessors’ conference in Cleveland, Ohio. We slept in Louisville where the name Gheens was everywhere, a street, a school and the BradasGheens Candy factory, all viewed from our hotel room. Awesome! At 11 the next morn-

ing, as pre-arranged, we drove to the Gheens’ mansion where a young man took our car and a uniformed butler ushered us to an elegantly dressed couple exuding poise and charm extending their hands. Mrs. Gheens was 67-years old, dressed in a flowery gown and Mr. Gheens, 70-years old, wore a coat and tie. As my head spun, I visualized us meeting the Master and Mistress in the grand ballroom of Tara Plantation in the 1860’s. The call of “dinner is served” brought me back to reality and we were escorted to the dining room and a long table. On the wall was a beautiful painting of a moon over the mountains and I inadvertently sang out “Blue moon of Kentucky.” Mr. Gheens chuckled and said, “Bill Monroe. Not my music but my employees love him and he plays at their Christmas parties at their request.” We were then served by two maids, but the glamour of the event has long obliterated from my mind what was served. We chatted briefly and were escorted to another room where a giant glass bowl embossed with the words “Bradas & Gheens” sat on a table filled with paper wrapped candy. “Here’s something to nibble on during your trip,” Mr. Gheens said as he filled two small paper bags

with candy. After a brief chat we were escorted to our car sitting in the driveway with the motor running. As we settled in, Mr. Gheens’ butler approached the car with a white box in his hand. “Mr. Gheens wants Mr. Robichaux to have this,” he said. Hubert opened it and with a hearty laugh showed it to me. It was a large chocolate bar embossed “Bradas & Gheens, wt. 1 lb.” Mr. Robichaux, still laughing, tossed the box on the back seat and said, “Well, we got a gift after all.” Yeah, “I answered, “and a tour of Tara Plantation.” He looked at me quizzically and I wondered if he had ever seen “Gone with the Wind”. I turned on the radio and watched the Appalachians fading away in the rear view mirror. We never saw the candy bar again. It disappeared at one of the gas stops. Do I consider this column braggadocio? Maybe, but as legendary baseball great “Dizzy” Dean once said: “It ain’t bragging if you can do it”, and using the great comedian Red Skelton’s catch phrase: “I Dood It!” Bye now! Ochsner and singing sensation Cameron Richard helps bring attention to Cleft Palate Awareness & Prevention Month NEW ORLEANS – His story captured the hearts of millions of Americans when he appeared on the final season of American Idol; born with a cleft palate, Cameron Richard continues to amaze. Now 16-years-old, the Raceland teen has overcome insurmountable odds. Shortly after birth, doctors at Ochsner Hospital for Children (OHFC) treated him for a severe case of Respiratory Syncytial Virus (RSV) bronchiolitis that nearly killed him. At 10 months old Ochsner’s surgeons repaired Cameron’s cleft palate, and over the next year he was in and out of the hospital for unrelated illnesses. “It was like we were living at the hospital—it felt like forever,” said Cameron’s mother, Tina Richard. “But the staff at Ochsner Hospital for Children treated us like family.” Tina remembers doctors saying that speech would be Cameron’s greatest challenge and that he

would most likely need speech therapy for many years. At the time, becoming a singing sensation as a teenager may have been the last thing she imagined for her son. “It was difficult to hear in the beginning, but our concerns quickly faded,” Tina said. “After a while you kind of forgot everything he had been through.” Instead of needing therapy, Cameron thrived. His love for music developed at a very young age— inspired by musical greats like Led Zeppelin, Michael Jackson, the Beatles and contemporary artists like Justin Timberlake and Rihanna. During his appearance on American Idol, Cameron “wowed” the judges—performing a rendition of Ed Sheeran’s “Give Me Love.” “Getting the opportunity to perform in front of some of the biggest stars in Hollywood was a dream come true,” said Cameron. “The experience will be something I will always remember, and I’m honored my story is inspiring others to follow their dreams.” Life has been hectic to say the least since appearing on one of the most popular TV shows ever created. Cameron’s summer schedule includes events across Louisiana and beyond. However, he still makes time for friends and extracurricular activities. The soon-to-be junior at Central Lafourche High School this fall play’s soccer and was elected as junior class president. “I like to think I’m like most high schoolers,” said

Cameron. “Singing is just something that has opened the doors for me to share my story and let kids around the world know anything is possible.” Cameron has never shied away from the condition he was born with. Every July, he happily participates in National Cleft Craniofacial Awareness & Prevention Month—a time when treatment specialists, support organizations, advocacy groups, and affected individuals and families join forces to encourage awareness of cleft and craniofacial conditions. Cameron’s pediatrician, Dr. Daniel Bronfin — who leads the Ochsner

Craniofacial Team, a interdisciplinary team of 10 clinicians who have expertise in caring for these special children — said that it’s “very, very unusual” for cleft palate patients to not require speech therapy. “The majority of cleft patients not only need speech therapy, it turns out to be one of the most critical interventions for these kids,” Dr. Bronfin said. “Despite multiple evaluations by speech pathologists, Cameron never required speech therapy. That was not expected, but Cameron has proved expectations wrong through sheer determination.” “Cameron has certainly left a lasting impression on all of his doctors, and we know that this exceptional young man will serve as an inspiration to other children with similar challenges.” Approximately 1 out of every 700 babies are born with a cleft lip and/or palate. The CDC estimates 7,000 babies will be born with cleft in the U.S. this year. The American Cleft Palate-Craniofacial Association strongly encourages team care for all children with clefts.

Local Nicholls State nursing students on week-long mission trip Four Nicholls State nursing students and nursing professor, Shane Robichaux, are going to head out to Kingston, Jamaica, from July 26 to August 1 on a mission trip. Missionaries of the Poor are overseeing the mission work in Jamaica. The group was able to make the trip due to a $1,200 donation from the Cardiovascular Institute of the South. The students will spend those days assisting people to meet basic needs,

such as bathing, feeding and cleaning at the shelter. Most of the people they will be working with are handicapped and cannot take care of themselves. Because nursing is a serviceoriented profession, this type of first-hand experience will be very beneficial to the students. The students, who are all local, actually approached Robichaux about wanting to do a mission trip as underclassmen. Now, they’re all upperclassmen.

Lafourche library branches win Ezra Jack Keats grants

Five Lafourche Parish Public Library branches have received an Ezra Jack Keats Foundation mini grant to deliver creative, multicultural programs in the coming year. Ezra Jack Keats was an American writer and illustrator of children’s books. To qualify for the grant named in his honor, an applicant must propose a program designed to foster creative expression and interaction within a diverse community. The programs must also relate to some aspect of Keats’ work. This year, the Foundation found that the Choctaw, Golden Meadow, Lockport, Raceland, and South Lafourche branches succeeded in that aim. The library branches are among 64 schools and libraries in 26 states to receive the grant in 2016 and are the only recipients this year in Louisiana. Here’s a breakdown of the planned projects. HELP TO TELL LOCKPORT’S STORY The Lockport Branch Library, 720 Crescent Avenue, is asking for help in creating a video that features recreations of historic scenes and helps to tell the story of Lockport, Louisiana. In this eight-part workshop, participants will create sets, characters, and storyboards for a stop-action video dedicated to

GUMBO IS GOOD Drawing on Keats’ emphasis of multiculturalism in his works and the use of gumbo as a metaphor for multiculturalism, participants in the South Lafourche Branch’s Gumbo is Good program will create a multicultural mural representing their ideas about multiculturalism along Bayou Lafourche. Children’s original artwork will be incorporated into the mural for display in the library, with a giant foam gumbo pot, or melting pot, using for a backdrop. This project will be held throughout October. HAPPY BIRTHDAY, EZRA The Golden Meadow Branch Library, 1403 N. Bayou Drive, is celebrating Keats’ 100th birthday this year with a three-week long celebration in November involving Keats’ books, a variety of crafts, and even cupcake decorating. The meeting was called to order by Mayor David Camardelle who led the Pledge of allegiance to the American Flag. Council Member Bladsacker then followed with a prayer. Motion by Council Member Barthelemy seconded by Council Member Bladsacker and unanimously agreed to amend the agenda to add a resolution concerning the BP Oil Spill Settlement. Motion by Council Member Besson seconded by Council Member Bladsacker and unanimously agreed to close the agenda as amended. The Chief then reported that in a couple of days the police department will be switching to the 911 system and there will be a better response to calls. Fontana, Clerk of Court and Parish Custodian of voting machines, in and for the parish of Lafourche, will hold a general instruction class for persons wishing to become eligible to serve as election commissioners in Lafourche Parish until December 31, 2020. In accordance with R.S. 18:431, as amended, general instruction classes are open to any interested person who meets the qualifications listed below.

In order to be eligible to serve as an election commissioner, the applicant must have the following qualifications: 1. You must be a registered voter in the ward in which you are seeking to serve. 2. You must not be a candidate for election to public office. 3. You must not have been convicted of an election offense. 4. You must be able to perform the essential duties of a commissioner as described in the information pamphlet by the Secretary of State persuant to R.S. 18:421 (C).

Persons attending the general instruction class will be required to pass a written test as required by R.S. 18:431 (A). Upon successfully passing the test, each person will be issued a certificate of instruction and will be placed on the master list of certified commissioners for Lafourche Parish. Persons receiving a certificate of instruction will remain certified until December 31, 2020, unless otherwise disqualified.

BE IT RESOLVED by the Council for the Town of Grand Isle, in the State of Louisiana, that the City of Grand Isle hereby accepts BP’s offer to pay the amount of $4,000,000.00 and $500,000.00 for attorney’s fees reimbursement per Oil Pollution Act (OPA), and $70,000.00 for costs reimbursement, for a total of $4,570,000.00 for the Town of Grand Isle’s economic losses and as full and final settlement of all claims against BP and others resulting from the Deepwater Horizon Oil Spill; and BE IT FURTHER RESOLVED that the Mayor of the Town of Grand Isle is authorized and directed to execute and deliver to BP a general release, in the form attached hereto (the “Release”), of all damages resulting from or associated with the Deepwater Horizon Oil Spill, in favor of BP and all entities associated with that incident as listed in the attached Release, which form and substance are hereby approved; and BE IT FURTHER RESOLVED that the execution of the Release shall be deemed conclusive evidence of the approval and acceptance of the Release.
