Sales Tax Holiday set for August 1 and 2

BATON ROUGE – Just in time for back-to-school shopping, most retail purchases in Louisiana are exempt from the 4 percent state sales tax on Friday, August 1, and Saturday, August 2. The 2014 Louisiana Annual Sales Tax Holiday applies to most individual consumer purchases of tangible personal property. The sales tax holiday exempts the first $2500 of the purchase price of each eligible item when the customer: • Buys and accepts delivery of eligible property; • Places property on layaway; • Acquires property that was previously placed on layaway; or • Places an order for immediate delivery, even if the delivery must be delayed, provided the customer has not requested delayed delivery See Holiday Page 6-A

Local retailers “Pitch In!” for annual school supply drive

Local retailers, Vision Communications, Callais Office Supply and Walmart, are joining together to help raise the most needed school supplies for the Lafourche Parish Public Schools’ upcoming school year. Since 2010, Vision Communications and Callais Office Supply have donated cases of copy paper to local schools in an effort to assist with the shortage of paper for teachers. Last year an additional school supplies fundraiser was established with the added assistance of the Walmart locations in Galliano and Mathews. Last year’s school supply drive collected over 5900 school items and received cash donations for a total value of $9,096. See Supplies Page 6-A

Despite good news, benefit programs face problems

Big-time sale!

The Larose Civic Center will host their annual indoor garage sale beginning on Wednesday, July 30 from 5 to 9 p.m., Thursday, July 31 from 8 a.m. to 5 p.m., and Friday, August 1 from 8 a.m. to 1 p.m. Thousands of items will be available including clothes, housewares, books, furniture, toys and more. All proceeds benefit the Larose Civic Center operations. Pictured is Rhett Griffin bringing in bags of items and helping with the boy’s clothes.

WASHINGTON (AP) — Despite some good news, Medicare and Social Security still face long-term financial problems as millions of baby boomers reach retirement. Social Security’s disability program is already in crisis as it edges toward the brink of insolvency. Getting relief from a slowdown in health care spending, Medicare’s giant hospital trust fund won’t be exhausted until 2030, the government said Monday. That’s four years later than last year’s estimate. As for Social Security, its massive retirement program will remain solvent until 2034. The disability trust fund, however, is slated to run dry in just two years. At that point, unless Congress acts, the program will collect only enough payroll taxes to pay 81 percent of benefits. “The fact is, without bipartisan action, benefits will be cut,” said Rep. Dave Camp, R-Mich., chairman of the House Ways and Means Committee. The trustees who oversee Social Security and Medicare issued their annual report Monday on the financial health of the government’s two largest benefit programs. See Programs Page 6-A

Public school begins August 11, is your child prepared? Health officials remind parents to be certain their child is up-to-date on vaccinations

BATON ROUGE, La. - The new school year is approaching, is your child ready? Preparation isn’t limited to getting uniforms and school supplies. Every child should be protected before heading to the classroom and that means being certain they are up-todate on their childhood vaccinations. The Louisiana Department of Health and Hospitals reminds parents that ensuring children have received their necessary vaccinations is not only important, it’s the law. “Other parts of the country have seen a resurgence of measles, including Houston, which had a large outbreak last year,” said DHH Secretary Kathy Kliebert. “These vaccinations protect our children from these terrible diseases. Getting vaccinated is a simple process with big rewards. These vaccines help keep children healthy, so they can spend more days in the classroom learning and out of the doctor’s office.” Louisiana law requires children age four or older who

are entering kindergarten, pre-kindergarten or Head Start programs this year have proof they have received the following vaccinations: - a booster dose of Poliovirus vaccine (IPV) - two doses of Measles, Mumps, Rubella vaccine (MMR) - three doses of Hepatitis vaccine (HBV) - two doses of Varicella (chicken pox) vaccine (Var) - a booster dose of Diphtheria Tetanus Acellular Pertussis vaccine (DtaP) Children in Daycare need to be up-to-date with their age-appropriate immunizations. Children who are 11 or older and are entering the sixth grade this year must have proof they have received all of the age-appropriate immunizations listed above, and at this age, children also need proof of receiving: - meningococcal (meningitis) vaccine - Tetanus Diphtheria Acellular Pertussis vaccine (Tdap)

Some medical conditions leave no sign of their presence. High blood pressure? Diabetes? No one would know your affliction unless you told them about it. Alopecia Areata? People know you have it immediately! Alopecia causes the body’s immune system to attack and kill hair follicles causing baldness. There is no known cause or cure. Some are diagnosed as early as 6 months old. For others, the condition may appear later in life. Regardless of when the condition starts, a person is forced to live with its consequences throughout their lifetime. No eyebrows. No eyelashes. No hair on their head. Ever. Imagine being a 5-year old girl going to your first day of school and you’re bald? One group is working tirelessly to help! Locks of Love is a public, non-profit organization that provides vacuum-fitted hairpieces to children suffering long-term hair loss, not

just from Alopecia. Some of their prosthetic recipients have suffered from severe burns, injury or endured long-lasting radiation treatments. Wigs are expensive. Locks of Love ensures that every child suffering with hair loss, regardless of his or her financial situation, has access to a wig. Locks of Love uses only donated human hair to create the highest quality hair prosthetics. These prostheses help restore self-esteem and confidence in children, allowing them to face their peers and the world. Hairpieces are provided every 18 months to children 6 to 21 years old for a total of ten hairpieces. This way, as the child grows and changes, so does their hair! The vacuum fitted hairpieces they create are designed exclusively for children who have experienced a total loss of scalp hair. See Locks Page 6-A

“When we don’t vaccinate, we leave the door open for the return of diseases such as measles and whooping cough, which continue to be a threat to babies, children and adults in the United States,” said DHH Immunization Medical Director Dr. Frank Welch. “School vaccination laws have helped eliminate major vaccine-preventable diseases. So, avoid the rush and take the time now to schedule your children for their back-to-school vaccinations.” Vaccines have proven safe and effective in preventing illness and death from many infectious diseases. Having kids vaccinated keeps them healthy and in school, protects other children and family members from getting sick, and allows children to lead longer, more productive lives. Parents should contact their child’s doctor to have children vaccinated. Children who are eligible to receive vaccinations at Parish Health Units are those that have Medicaid, those without insurance, American Indian/Alaskan native, or children who are insured but their insurance company does not cover specific vaccinations. Parish Health Units are located in Galliano, Unit 133, W. 112th St., 6325567, and Thibodaux, Unit 2535, Veterans Blvd., Thibodaux, 447-0921. Those children who have insurance should contact their private provider for vaccination services. Parents can obtain copies of their child’s immunization record from their child’s physician or from a Parish Health Unit or a Federally Qualified Health Center. If parents are not able to submit proof of updated immunizations, their children will need to be re-vaccinated to get an updated immunization record.

Locks

The high-quality hairpieces never require the use of tape or glue. Each hairpiece created requires between six and ten ponytails of donated human hair at least ten inches in length. Any length of ten inches or more is accepted with no maximum length you can donate. Hair cut years earlier can still be donated, as long as it was cut off and is still bundled as a ponytail at least ten inches in length. Hair is needed and accepted from men, women, old, young and of all races. It’s a charity for children by children it seems. Locks of Love estimates that 80% of the hair donors are children. On August 3, the group will hold their 15th annual Locks of Love Cut-A-Thon from noon until 5 p.m. at Lakeside Mall’s Center Court. This is their only monetary fundraising event of the year. The group offers haircuts for $15 dollars and sells t-shirts. Hair and monetary donations are accepted year round. Laurie Reed Sadenga knows about children afflicted with Alopecia – her daughter Allie was diagnosed at three months old. Allie lost all her hair shortly after her first birthday. “We first became aware of Locks of Love when Allie was three years old,” she says. “We began volunteering with the organization the very next year and have been doing so for the past 4 years. Anyone can come and get a back to school haircut at Lakeside Mall,” she says. “You don’t have to have ten inches of hair to come and support us on August 3rd,” she added. “This really is a monetary fundraiser. Donated hair is a plus!” Laurie understands the importance of volunteering. She also understands the importance children feel in belonging and being ac-

cepted by their peers. “It means a lot for a kid with medical hair loss to meet others experiencing the same thing,” she says. “They don’t feel so alone.” The group serves all children in south Louisiana as well as a good chunk of the Gulf South. “We service kids from Bayou Lafourche and want to reach out to kids in the smaller communities that might not know about us,” she says. To learn more about hair and monetary donations, or to volunteer, you can visit the organizations website, www.locksoflove. com, or call Leslie Fountain with the New Orleans Chapter at 504-491-0342.

The deductions apply to educational expenses for public, private, parochial, and home schools. Together, they accounted for 41 percent of all federal spending last year. Though both programs are “fundamentally secure,” Treasury Secretary Jacob Lew said, “the reports also remind us of something we all understand: We must reform these programs if we want to keep them sound for future generations.” There is little appetite in Congress to tackle such big issues. However, the

The sales tax holiday applies only to the 4 percent state sales tax. Local sales taxes still apply unless the local taxing authority creates its own exemption. The sales tax holiday does not apply to: • Vehicles subject to title and license • Meals prepared for consumption on premises or to-go; and • Taxable services such as hotel occupancy, laundry services, printing services, telecommunication services, the furnishing of cold storage space, leases or rentals of tangible per-

longer Congress waits to act, the more difficult it will become to avoid either large tax increases or significant benefit cuts in both programs, said economist Charles Blahous III, one of two public trustees. “What is changing is that we are rapidly running out of time,” Blahous said. If Congress acts quickly, Social Security could be shored up for several generations through relatively modest changes to benefits and revenues. However, many advocates oppose any cuts to benefits, while many Republicans in Congress oppose any increase in taxes. “The president will not support any proposal that would hurt Americans who depend on these programs today, and he will not support any effort that slashes benefits for future retirees,” Lew said. In 2030, when the hospital trust fund is expected to be depleted, Medicare will collect enough payroll taxes to pay 85 percent of inpatient costs. Medicare is adding 10,000 new beneficiaries a day as baby boomers reach age 65. But the report said costs per beneficiary were essentially unchanged in 2013, for the second year in a row. That is a contrast with previous years, when both per-person costs and overall enrollment were growing. Experts debate whether the health-spending slowdown is the result of a sluggish economy or represents a dividend from Obama’s health care overhaul, which cut program spending to finance coverage for the uninsured. Congress and the administration later agreed to more cuts. How all those trends

converge, “no one knows and there is an active debate going on,” Blahous said. “That debate is certainly not one that the trustees are going to settle.” The trustees are the secretaries of the Treasury, Health and Human Services, and Labor Departments, as well as the Social Security commissioner and two public trustees — a Democrat and a Republican. Social Security’s disability program could be shored up in the short run by shifting tax revenue from the much larger retirement program, as Congress has done in the past. However, that would slightly worsen the retirement program’s long-term finances. Lew endorsed such a move Monday. If the two trust funds were combined, they would have enough money to last until 2033, the report said. That’s the same exhaustion date as in last year’s report. The trustees are projecting a 1.5 percent increase in monthly Social Security payments to beneficiaries next year. That would be among the lowest since automatic adjustments were adopted in the 1970s. The increase will be based on a government measure of inflation. Medicare’s Part B monthly premium for outpatient care is expected to remain unchanged for 2015, at $104.90. Average premiums for prescription coverage are expected to increase by less than $2 a month. Medicare’s hospitalization deductible is projected to rise to $1,248 in 2015, an increase of $32 from this year. Follow Stephen Ohlemacher on Twitter: http://twitter.com/stephenatap

Coastal restoration grows at Nicholls thanks to Shell Grant THIBODAUX — With the help of a $40,000 coastal restoration grant from Shell, volunteers from Nicholls State University and Shell’s Louisiana offices harvested and planted thousands of native beach grasses on newly created dunes. Local retailer elected first vice chairman of NRHA

James Cabirac, owner of Kief Hardware in Cut Off, was recently elected first vice chairman to the board of the North American Retail Hardware Association (NRHA) at the organization’s annual meeting in Las Vegas, Nev. Cabirac started at Kief Hardware at the early age of 15 as a store clerk after school. He became the store’s manager just a few years later and ultimately the owner, purchasing the store in 2001 at age 22. Cabirac has been honored by NRHA three times for his success as a hardware retailer. He was named a Young Retailer of the Year in 2001, received the NRHA Young Retailer of the Year Alumni Achievement Award in 2007 and was an overall award winner for NRHA’s Retail Innovator Awards in 2010. A committed member of the community, Cabirac founded Kief Cares, a nonprofit organization that donates 10 percent of the store’s proceeds to local schools, organizations and charities. Kief Cares also donated all of the materials needed to build a house to a local family after Hurricane Gustav. Cabirac is also co-owner of Hi-5 Low Prices, a new discount store format with four locations in Louisiana. He and his wife Anna Marie have three children, Jack, Julie and Cate Elizabeth.

THIBODAUX — Nicholls State University has signed an agreement with the Louisiana Mid-Continent Oil and Gas Association (LMOGA) and other state agencies and colleges to form a long-term partnership to help Louisiana businesses address the employment needs of the expanding Gulf of Mexico deep-water exploration and production industry. “Nicholls looks forward to collaborating to meet the workforce needs of the booming oil and gas industry,” said Nicholls President Bruce Murphy. “For more than 40 years, our Petroleum Engineering Technology and Safety Management program has prepared students for management careers in production, drilling operations, safety and related fields. Through this public private partnership, Nicholls will have more opportunities to develop synergistic relationships, share resources and work closely with business and industry leaders.” Recent technological innovations have increased deep-water activity at an impressive pace, making the Gulf of Mexico the fastest growing offshore market in the world. But with this growth comes a challenge. Forty percent of skilled oil and gas professionals are expected to reach retirement age within the next decade. Companies will need to recruit and train a number of individuals to take on these roles. “This partnership is a prime example of how Louisiana higher education is coming together with business and industry to meet workforce needs,” said University of Louisiana System President Sandra K. Woodley. “Leveraging the power of existing programs will yield a multi-faceted approach to growing the employee pipeline for the fastest growing offshore market in the world. It is a wise approach for the longterm economic stability of our state.” Partners who signed the Memorandum of Understanding Thursday, July 24, include Nicholls, LMOGA, the Louisiana Community and Technical College System, the University of Louisiana System, Fletcher Technical Community College, South Central Louisiana Technical College, the Louisiana Workforce Commission and Louisiana Economic Development.

Trying to prove a point

A man drinks a shot of whiskey every night before bed. After years of this, the wife wants him to quit; she gets two shot glasses, filling one with water and the other with whiskey. After getting him to the table that had the glasses, she brings his bait box saying, “I want you to see this.” She puts a worm in the water and it swims around. She puts a worm in the whiskey and the worm dies immediately. She then says, feeling that she has made her point clear, “What do you have to say about this experiment?” He responds by saying: “If I drink whiskey, I won’t get worms!” ___________________

Tough choice

“What are you crying about?” The man sniffles, and asks his wife, “Remember when we were just dating, and your dad told me I would have to marry you or spend the next twenty years in prison?” The wife says, “Yea, but why are you crying?” The man says, “I would have gotten out of prison today!” __________________
