Rarely does an independent, non-profit health organization give so much back to the community it serves, but Cerebral Palsy of Louisiana certainly does! They provide free services to anyone with cerebral palsy throughout the state – services many of its clients critically need and otherwise wouldn’t have access to. Cerebral palsy is a condition that is brought on by damage to a child’s brain either during pregnancy, labor or shortly after birth. It is the most prevalent lifelong disability in the United States. It can affect a person’s ability to communicate, hear, see, talk or even walk without some type of assistance. Cerebral palsy is not a disease and should never be referred to as such – it never progress and can’t be transmitted. Many of cerebral palsy’s symptoms can be managed with therapy, training, wheelchairs, walkers and communication devices. Cerebral Palsy of Louisiana assures that anyone living with cerebral palsy within the state has access to funds needed to help cover the cost of managing this condition. Anyone with cerebral palsy living in the state qualifies for the services provided regardless of financial situation or age. Each client enrolled with CP of LA receives up to $2,000 per year to help offset their treatment costs and can be used for just about anything.

THIBODAUX, La. (AP) — District Attorney Cam Morvant says Lafourche Parish spent more than $230,000 prosecuting a Thibodaux man accused of decapitating his disabled son. Jeremiah Wright In February, thirty-two-year-old Jeremiah Wright was found not guilty by reason of insanity in the 2011 death of 7-year-old Jori Lirette. He had been charged with capital murder. Lirette, who was fed through a tube, was confined to a wheelchair and required around-the-clock care. The boy, who had cerebral palsy, was killed on Aug. 14, 2011, and his severed head was found in the yard of the house Wright shared with Jori’s mother, Jesslyn Lirette. Additional remains were found in trash bags nearby. A forensic psychologist said Wright told him that he killed Jori because he thought his son was a robot. Wright told the psychologist that he “wanted to see its insides - to see what it’s made of.” After police said Wright dismembered his son, Wright told the psychologist that he “found foam at the joints and a plastic skull.” Judge John LeBlanc handed down the verdict without trial in February, after prosecutors agreed that mental illness had kept Wright from understanding he was doing something wrong. Audit: $1.3M in food benefits went to dead JANET McCONNAUGHEY Associated Press

NEW ORLEANS (AP) — About $1.3 million in federal food card benefits were used fraudulently in Louisiana after the legal recipients died, a state audit has found. The audit looked at Louisiana Purchase food cards assigned to one-person households during the four years ending June 30, 2013. It found that 3,938 were used after the person’s death.

The Department of Children and Family Services arranged in April to get daily death records from the state health department, Secretary Suzy Sonnier said in a reply dated June 25 and filed with the July 2 audit. She said the department is working to automate a check of Social Security numbers against people getting Supplemental Nutritional Assistance Program benefits. See Benefits Page 6-A

LCC to offer open swimming, lessons

The Larose Civic Center pool is now open for public swimming on Monday through Thursday from 4 to 6 p.m. through August 7. Cost is $3 per day / per person or $50 per child for a summer pass. Concession items will be sold. Summer swimming lessons are also being offered at the Civic Center pool through August 1 for the cost of $85 per child. Fishermen advised of dangers of flesh-eating bacteria The Louisiana Department of Wildlife and Fisheries (LDWF) is advising fishermen to be aware of the potential danger of vibrio vulnificus (V. vulnificus) bacteria that can be found in saltwater. According to the Centers for Disease Control and Prevention (CDC), V. vulnificus can cause an infection of the skin when open wounds are exposed to warm seawater often leading to skin breakdown and ulceration. Vv is often called a “flesh eating bacterium”. Persons whose immune systems are compromised are at a higher risk for invasion of the organism into the bloodstream and potentially fatal complications. The infections are fatal about 50 percent of the time. Louisiana Department of Health and Hospitals (LDHH) data indicates there are about 10 to 15 cases per year in the state. The majority get the infection from skin contact with sea water (80 percent) or consumption of raw seafood (20 percent). A recent study showed that people with pre-exist-

ing medical conditions were 80 times more likely to develop Vv bloodstream infections than were healthy people. Fishermen in saltwater should carry with them basic disinfectant (1 part chlorine bleach mixed with 4 parts fresh water or tincture of iodine or antibiotic ointment) and use if skin is punctured while handling fishing tackle, bait or fish. If ulceration and rapid swelling around the wound area are noted, attention by a physician as soon as possible is advised. For more information, visit www.cdc.gov/vibrio.

Wright remains in the parish jail until he can be moved to the state forensic mental hospital in Jackson. Sheriff’s spokesman Brennan Matherne says it can sometimes take years for a bed to become available.

CP of LA doesn’t duplicate services that clients may otherwise qualify for through another program, and never pays a client’s insurance deductible or anything covered by a client’s insurance. A doctor’s prescription is required if CP of LA will cover the cost no matter if it’s a wheelchair or swim therapy. Requesting assistance requires a formal request and applicable documentation. The organization never caps the number of people it accepts into its program. One can simply call Cerebral Palsy of Louisiana’s office in Marrero at 1-800-375-8275 or by visiting their web site at cerebralpalsyla.com. Under the direction of a volunteer board of directors, the organization, its staff and a network of parents, clients and volunteers from all over the state work to raise money throughout the year to help fund the many needs of its clients. One of their biggest fundraisers is the local telethon or telethons actually. Did you know that CP of LA holds five telethons throughout the state annually? Did you know that the telethons held in Houma and Cut Off raise the largest amounts of money in the state? “Our area raises roughly $75,000 to $100,000 with the telethon to help support Cerebral

Palsy of Louisiana,” says Ashley Barrios, a board member with the organization. “That means that all the money raised here stays here in our community and our state,” she added. Barrios has been a board member for nearly eight years. Her roots with the organization go much, much deeper. “I’ve been involved with CP of LA for a long time…I worked the telethon as a kid,” she says. “I would bring the VIP phone panel some water, answer phones or anything I could to help. I even raised money too.” The telethon is certainly a big money maker for the organization, but Barrios understands that most of that happens in advance. “Just because you are sitting there on TV answering phones, doesn’t mean the money will come rolling in. You have to go out and get those pledges in advance,” she says. “I contact people that I know and raise as much money as I can before the telethon. I usually show up to the event with funds in my hand that I spent months collecting,” she says. ”Anything raised while answering phones at the telethon is a bonus,” she added. This year’s telethon will be held August 23 and 24th at the Cut Off Youth Center. Much still needs to be done before the event like finding someone to represent South Lafourche as the face of CP of LA. “Each year we choose a child to represent our group. This year, we still don’t yet have one yet,” says Barrios. “Posters, TV commercials and marketing materials – the poster child really is the face of the organization for South Lafourche for the entire year,” she says. She noted that $1.3 million amounts to less than 1 percent of Louisiana’s SNAP benefits to single-person households during the four years studied. More than $556,000 — about 43 percent of the total — was spent four months or more after the recipient’s death, according to the audit. Nearly $273,000, or 21 percent, was spent in the first month, the audit said. “According to DCFS, it would be difficult to prevent all improper spending in the first month after death because of the amount of time it takes for a death record to become available to DCFS,” the auditors wrote. They also noted that no federal program lets the department wipe out benefits loaded onto a card until they have been on the card for a year. “This could lead to misspending by others after the participant’s death,” the auditors wrote. Sonnier wrote that the department’s fraud and recovery unit is investigating the identified cases and will do all it can to get back the money and prosecute whoever used the cards. But auditors noted that the department said the chance of getting back the money is low because, with only one person in the household, there’s nobody left to investigate for fraud.

Audit: Medicaid paid $2.7M to ineligible inmates

NEW ORLEANS (AP) — Louisiana’s health department made nearly $2.7 million in Medicaid payments for state prisoners, who are not eligible for the benefits, according to a state audit. The audit, released Monday, says the monthly Bayou Health and Louisiana Behavioral Health Program payments were made for 2,644 inmates over the 23 months ending Dec. 31, 2013. The Department of Health and Hospitals pays a monthly fee for each participant to the contractors which run the two programs. About 27 percent of the payments were for participants who were incarcerated before the programs began, the auditors wrote. They said Magellan Health Services got $465,000 in Louisiana Behavioral Health Partnership administrative fees for inmates, and the five Bayou Health contractors got $2.2 million in monthly payments similar to insurance premiums. The department expects to get back all of the money by the end of August, state Medicaid director J. Ruth Kennedy wrote in a response filed with the audit dated July 2. She said the Department of Health and Hospitals has been getting a weekly file of prison inmates from the Department of Corrections since last September, and uses that information to remove inmates from both plans. Medicaid money can be used for state inmates only if they are inpatients in a facility such as a hospital, nursing home, juvenile psychiatric facility or intermediate care facility.

The Louisiana Department of Wildlife and Fisheries is holding their 5th Family Fish Fest on July 12th at Elmer’s Island in Grand Isle from 6 a.m. till 12 noon. Family Fish Fest events are designed to increase youth and family involvement in fishing and fisheries conservation. Each event includes fishing opportunities with live redfish and speckled trout tagging at all saltwater locations. Divisions for shore fishing include Little Angler (10 and under), Junior Angler (11-16) and Team (adult and youth). Anglers are asked to bring their own equipment, bait and live fish transport containers. Live redfish and speckled trout will be tagged and released by LDWF biologists in conjunction with the Louisiana Cooperative Marine Fish Tagging Program. Outside of the main fishing event, the Department will provide numerous outdoor activities for the entire family including mobile touch tank, fish identification, knot tying lessons, how to age a fish, cast net lessons, minnow races, arts and crafts and casting tutorials. Robbie the Redfish, LDWF’s newest mascot, will also be onsite for photo opportunities and to greet guests. Entry for the event is $10 per participant and includes a t-shirt and lunch. Participants who bring in a live speckled trout or redfish to be tagged and released will receive a raffle ticket with the chance to win a grand prize. Adults will receive an additional raffle ticket for each youth entered. The first 50 registrants will receive a complimentary rod and reel, courtesy of Pure Fishing, and the first 100 registrants will receive a fishing goodie bag. Saturday night fights promise lots of action

Some of the area’s best fighters are matched on a stacked card Saturday, July 12 at the Larose Civic Center. The main event fight, Jordon Plaisance representing Team Bonehead MMA vs. Sulpher MMA’s Marcus Andrusia, promises to be an action packed one. Local MMA fighter Randy Billiot will compete in his 18th professional fight along with Team Extreme’s Brett “Mii-Nu” Theriot and Maxx Smith, coming off a five-second knockout, who will take on John Charo. Others scheduled to fight on this card will be Team Bonehead MMA’s Alex Pierce, along with Ian Matherne, Harold Mayo and Jay Bruce representing Team Rebel. A Thibodaux woman was arrested after deputies found her child and several animals living in adverse conditions inside her home. Danielle Morgan, 30, of 220 Leighton Drive, was charged with 14 counts of animal cruelty and one count of cruelty to juveniles. On the afternoon of Thursday, July 3, deputies responded to the Morgan’s residence after learning there were several dogs living there in unfavorable conditions. Upon arrival, deputies noted a strong odor of animal urine and feces inside the home. Morgan allowed deputies to enter the home, and they observed a large amount of animal excrement on the floors. The Greater Lafourche Port Commission is issuing a Request for Proposals (RFP) to any parties interested in leasing or acquiring other rights in property located in Port Fourchon, the South Lafourche Leonard Miller, Jr. Airport, and the South Lafourche Airport Industrial Park. The Commission’s intent is to place its available property into productive use, in accordance with its Master Plan recommendations, in a manner which generates commensurate revenue for the Commission, provides optimum utilization, and generates substantial community benefits.
