Several thousand dollars stolen in vehicle burglary

The Lafourche Parish Sheriff Office has announced a reward is being offered for information leading to the arrest of the person or persons responsible for a vehicle burglary in late July on Peltier Drive in Raceland wherein several thousand dollars in cash was stolen. Detectives learned a woman parked her vehicle outside her residence in the 300 block of Peltier Drive at around 1:30 a.m. on Sunday, July 26. The woman left a bag containing several thousand dollars in cash from her business inside the vehicle along with a tablet computer. At some point in the hours that followed, the vehicle was burglarized, and the cash and tablet were stolen. The resident discovered the burglary at around 10 a.m. that morning. See Theft Page 7-A

School uniform vouchers still available

Lafourche Parish Government’s Office of Community Action still has some vouchers for school uniforms available, according to parish officials. Executive Director of Community Action Freddia Ruffin-Roberson said these vouchers are designated for qualifying families and can be picked up at any of the parish’s three outreach offices in Thibodaux, Mathews and Galliano. WASHINGTON (AP) — As Social Security approaches its 80th birthday Friday, the federal government’s largest benefit program stands at a pivotal point in its history. Relatively modest changes to taxes and benefits could still save it for generations of Americans to come, but Congress must act quickly, and even limited changes are politically difficult. The longer lawmakers wait, the harder it will become to maintain Social Security as a program that pays for itself, a key feature since President Franklin Roosevelt signed the Social Security Act on Aug. 14, 1935. “The more time that they take,

the less acceptable the changes will be because there needs to be adequate time for the public to prepare and to adjust to whatever changes Congress will make,” Carolyn Colvin, acting commissioner of the Social Security Administration, said in an interview. Social Security’s long-term financial problems are largely a result of demographic changes. As baby boomers swell the ranks of retirees, relatively fewer workers are left to pay taxes. In 1960, there were more than five workers for every person receiving Social Security. Today there are fewer than three. See Social Security Page 6-A

Contractors working for the South Lafourche Levee District recently completed upgrades to a large segment of levee on the west side of Bayou Lafourche. From the Apache Dock near the southern limits of the Town Of Golden Meadow northward to just past the Cote Blanche Connection in Cut Off, the district upgraded and improved the levee height by moving some 1.6 million cubic yards of dirt at a cost of approximately $9 million. Having begun over two years ago, this largest capital improvement to date for the district brought levee heights to nearly 16 feet on the southern end of the project to right at 14 feet on the northern end. “We’re spending money in all areas to try and keep the levee system as topnotch as possible. We always try to spend our resources wisely and in the best manner possible,” said Windell Curole, general manage of the district. Curole also noted that should the area be affected by tropical weather this year, residents can get information that is local and specific to the area by listening to local radio and in addition by checking the district’s social media page on Facebook. He also noted that a Twitter handle would be a likely option in the near future as well.

Mathews, LA – In an effort to find homes for a large influx of dogs, the Lafourche Parish Animal Shelter is offering $30 dog adoptions through Friday, Aug. 14. This price includes spay/neuter, microchip and age-appropriate vaccines. According to shelter manager Hilary Knight, a recent case involving a homeowner from Galliano caused the shelter to increase its dog population by 29 alone. This homeowner surrendered his animals last week after suffering a stroke that left him unable to care for them. See Adoption Page 6-A

into a frown. He slowly got up and said, “Tee Mar-tan, I know your father, your grandfather and I knew your great-grandfather, and you’re going to give me a test? You see this wooden leg? I lost it in the war (World War II) and you are going to give me a test? Shame on you!� Without any further discussion I wrote out and handed him his new license. He thanked me and limped out again. I was humbled and that was the straw that broke the camel’s back. Next day I went to Dick Guidry’s office and told Dick, “I can’t do this anymore. The people who used to like me, danced to my music and listened to me on

Drivers License Examiner, part II

The first Drivers License Examiner in South Lafourche was now operating out of the Golden Meadow Town Hall. The town had only one jail cell located across the hall from me. One morning I heard: “Hey Leroy, you got a smoke?� The cell door swung open and a guy I knew said, “It’s not locked, Police Chief Bob Mayet lets me sleep one off when I drink too much across the street.� We laughed as I handed him a cigarette. Across the street was the “Town Club� or “La Nige�, Golden Meadow’s favorite watering hole and dance hall where I played music many times through the years. Ironically, today a Catholic shrine stands there. I remember an episode from “La Nige�. My wife Dot had brought our four-year son Mike to hear me play, (you could then)! My guitar kept shorting out and in frustration I banged it against the wall. Mike took his toy guitar and smashed it on the chair. Dot picked him up, and as they

One day a stranger, who had evidently been drinking, walked in and threw a license on the table. “I want this renewed,� he angrily told me. “One moment sir, this is an Alabama license and there are procedures.� He grabbed my shirt with both hands and slammed me against the wall. Police Chief Bob Mayet who was in the building heard the commotion, rushed in, grabbed my assailant and carried him to the jail cell about 15 feet away. The Chief got a radio call, locked the cell and told the prisoner, “Shut up and I’ll deal with you when I get back�. My nervous students heard him rant and rave and we learned new Alabama cuss words that day. He threatened me with being skinned alive and boiled in oil. I was happy when Chief Mayet returned, loaded him in his squad car and headed for Thibodaux. The next day he told me, “Leroy, you survived a close one. He’s got a long rap sheet in Alabama, even a possible murder charge.� My training and pay grade certainly did not include this! One day, Mr. Whitney Rebstock, a well-known and respected Golden Meadow citizen, limped into my office. I knew he had a wooden leg so I pulled up a chair and he sat down and handed me his expired drivers license. In Cajun French he said, “Tee Martan�, (little Martin), “fix me up.� I knew his family,

among whom were Linton, Morris and my classmate from the Golden Meadow graduating class of 1946, Joe, and later David Cheramie’s grandfather.

DOTD releases illustrated publication about Louisiana’s historic bridges

The Louisiana Department of Transportation and Development recently announced the release of “Crossing the Bayou: Louisiana’s Historic Bridges�. This richly illustrated publication highlights Louisiana’s bridge building and provides a guide to 150 historic bridges that represent significant engineering designs, important trends and historical events. The publication provides readers the option to search a historic bridge by name, parish or type. Moreover, each historic bridge is profiled with a photo, description, history and importance. It also identifies the state’s 33 bridges receiving priority for preservation. Back in 2012, a project team composed of the Louisiana Department of Transportation and Development, Louisiana State Historic Preservation Office and Federal Highway Administration, joined forces to begin a multi-phase statewide historic bridge inventory for state-owned and parish-owned bridges constructed through 1970. Later, DOTD sought the help of Mead & Hunt, a national consulting firm that specializes in historic bridges, to assist in completing the historic bridge inventory. The process, which took three years to complete, culminated with release of “Crossing the Bayou: Louisiana’s Historic Bridges�. A copy of “Crossing the Bayou: Louisiana’s Historic Bridges� is accessible from DOTD and the Division of Historic Preservation’s website.

BRIEF Man gets a year for printing $100 bills in casino hotel room

LAKE CHARLES, La. (AP) — U.S. Attorney Stephanie Finley says a DeQuincy man has been sentenced to a year and a day in prison for making $100 counterfeit bills at a casino hotel. Finley, in a news release, said U.S. District Judge Patricia Minaldi sentenced 22-year-old Deldrick Fowler on one count of counterfeiting obligations to the United States. He was also sentenced to three years of supervised release. According to evidence presented at the April 30 guilty plea, the U.S. Secret Service used surveillance equipment to observe Fowler on Aug. 12, 2014 at the Isle of Capri Casino in Lake Charles producing the fake money in a hotel room. Agents seized two counterfeit $100 bills, 16 uncut sheets of $100 bills, and 10 uncut sheets of $100 bills printed on only one side. __________

US oil and natural gas rig count up 10 to 884

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. increased by 10 this week to 884. Houston-based Baker Hughes said Friday 670 rigs were seeking oil and 213 explored for natural gas. One was listed as miscellaneous. A year ago, 1,908 rigs were active. Among major oil- and gas-producing states, Texas gained eight rigs, Louisiana gained four, Kansas increased by three, West Virginia gained two and California, and North Dakota each increased by one. Pennsylvania lost three rigs, Colorado declined by two and Ohio lost one. Alaska, Arkansas, New Mexico, Oklahoma, Utah and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. __________

Louisiana credit rating holds steady with second rating firm

BATON ROUGE, La. (AP) — A second national rating agency has decided against downgrading Louisiana’s credit rating. Standard & Poor’s Rating Services announced Friday that it is keeping Louisiana at the same credit rating for an upcoming $74 million bond sale to investors, to pay for work on Interstate 49 South projects. But the rating agency left Louisiana on a negative credit outlook. Standard & Poor’s said Louisiana has made improvements to address its ongoing budget problems, but needs to do more work before it will return to a stable outlook. The move mirrors action a day earlier from rating agency Moody’s Investors Service. Ratings from the credit agencies help determine interest rates when the state borrows money through bond sales. A drop in credit rating raises interest costs, making it more expensive to borrow. __________

Arena Football League folds Las Vegas, New Orleans teams

LAS VEGAS (AP) — The Arena Football League has folded franchises in Las Vegas and New Orleans. A league announcement Sunday says the Las Vegas Outlaws and New Orleans VooDoo organizations had ceased operations immediately. The decision leaves the league with 10 teams.

The league board removed the Las Vegas team from postseason play after a 5-12-1 season, and moved the 5-13-0 Portland Thunder into the playoffs against the 17-1-0 San Jose Sabercats on Friday. New Orleans went 3-14-1. The league says Las Vegas and New Orleans players under continuing contracts with either team would be reassigned during the offseason. A message left Monday with the league office in Des Plaines, Illinois, wasn’t immediately returned. __________

LSU sells out of season tickets for 12th straight year

BATON ROUGE, La. (AP) — LSU has sold out of season football tickets for the 12th straight season as 74,350 season tickets have been purchased for the 2015 home schedule. Associate Athletic Director for Ticket Operations Brian Broussard said Monday that the tickets sold ties the school record which was set last year when Tiger Stadium was expanded to seat more than 100,000. The expansion allowed the school to offer nearly 6,000 additional season tickets. Prior to that, LSU’s season ticket sales record was 68,772, which was met three straight years from 201113. LSU has sold out of season tickets every year dating back to the 2004 season when 66,232 season tickets were sold the year after the Tigers won the BCS National Championship. The Tigers open their 11th season Sept. 5 against McNeese State. __________

Louisiana Common Core review draws comments from 723 people

BATON ROUGE, La. (AP) — Despite controversy about Louisiana’s use of the Common Core education standards, only a few hundred people have submitted comments for a public review process of the English and math benchmarks. The Department of Education said Monday that during the first month of an ongoing comment period, 723 individuals sent in 29,809 “pieces of feedback� on the multistate standards of what students should learn at each grade level. Sixty percent of commenters described themselves as educators, 23 percent as parents, 7 per-

cent as district or school administrators and the rest as members of the public or other education institutions. The first meeting of the education standards review committees is set for Aug. 19 in Baton Rouge, with final recommendations to be made in February. 4th consecutive night of demonstrations in Ferguson brings confrontations, arrests

FERGUSON, Mo. (AP) — Police arrested nearly two dozen people in Ferguson during a fourth consecutive night of demonstrations marking the anniversary of the fatal shooting of 18year-old Michael Brown. The gathering that stretched into early Tuesday morning came a day after a protest along West Florissant Avenue that was interrupted by gunfire and a police shooting that left an 18-year-old critically injured. The violence set the St. Louis suburb on edge and had protest leaders worried about whether tensions would escalate. St. Louis County Executive Steve Stenger declared a state of emergency, which authorized county Police Chief Jon Belmar to take control of police emergency management in and around Ferguson. By early Monday evening, hundreds of people had gathered again along West Florissant, the thoroughfare that was the site of massive protests and rioting after Brown was fatally shot last year in a confrontation with a Ferguson police officer. The protesters chanted, beat drums and carried signs. When some in the group moved into a traffic lane, officers in riot gear forced people out of the street. Some demonstrators threw water bottles and other debris at officers. __________

Colorado and New Mexico declared stretches of the Animas and San Juan rivers to be disaster areas as the orange-colored waste stream made its way downstream toward Lake Powell in Utah after the spill Wednesday at the abandoned Gold King mine near Silverton, Colorado. The 3 million gallons of mine waste included high concentrations of arsenic, lead and other heavy metals. Workers with the EPA accidentally unleashed the spill as they inspected the abandoned mine site. EPA officials said Monday that there was no leading edge of contamination visible in downstream sections of the San Juan River or Lake Powell. But that has done little to ease concerns or quell the anger caused by the spill. In 20 years, there will be about two workers for every person getting benefits. “Remember, these are our most vulnerable population,” Colvin said. “These are the elderly who helped to build this country. These are the disabled who certainly did not wish to become disabled.” The options fall into broad categories: benefit cuts, tax increases or a combination of both. None is popular. Nearly 60 million retirees, disabled workers, spouses and children get monthly Social Security payments, a number that is projected to grow to 90 million over the next two decades. About 168 million workers pay Social Security taxes. Adding to the gridlock, policymakers are moving in opposite directions. Republicans are pushing to cut benefits while a growing number of Democrats is pulling to expand them. The debate is playing out in Congress and the presidential campaign, increasing the likelihood that Washington will deal with Social Security the same way it has so many other issues — not until it becomes a crisis. Some 72 members of Congress signed a letter to President Barack Obama in

July, calling for Social Security benefits to be enhanced. “In my view, given the fact that poverty among seniors is going up, that seniors are struggling, that people with disabilities are struggling, we have got to expand benefits, not cut them,” said Sen. Bernie Sanders, I-Vt., who is running for the Democratic nomination for president. The poverty rate among those 65 and older has inched up in recent years. But it still is significantly lower than the poverty rate for younger age groups, in large part because of Social Security. Sanders has proposed increasing Social Security’s annual cost-of-living adjustment, or COLA, and increasing minimum benefits for low-wage workers. The average monthly payment is $1,221. That comes to about $14,700 a year. Sen. Orrin Hatch, RUtah, scoffs at the idea of expanding benefits. “Where are they going to get the money?” asked Hatch, chairman of the Senate Finance Committee, which has jurisdiction over Social Security. “They don’t ever seem to give any consideration to how deeply in debt our country is and how difficult it’s going to be to get out of it.” For much of the past three decades, Social Security produced big surpluses,

collecting more in taxes than it paid in benefits. Social Security’s combined trust funds are now valued at $2.8 trillion. The retirement trust fund has enough money to pay full benefits until 2035. At that point, the program would collect enough payroll taxes to pay about 79 percent of benefits, triggering an automatic 21 percent cut. The disability trust fund is projected to run out of reserves much sooner, in late 2016. If that happens, it would trigger an automatic 19 percent cut in benefits. Obama and other Democrats want to redirect tax revenue from the much bigger retirement fund to the disability fund, as Congress has done in the past. But Republicans say that would be like robbing seniors to pay the disabled. If the two funds were combined, they would have enough money to pay full benefits for both programs until 2034, according to the trustees. But long before then, Social Security’s long-term financial problems could become too big to solve without painful remedies or excessive borrowing. Once the surplus is gone, the gap between scheduled benefits and projected tax revenues starts off big and quickly becomes huge. In the first year, the gap would be $571 billion, according agency data. Over the first decade, the deficit would total more than $7 trillion. Social Security uses a 75-year window to forecast its finances, so the projections cover the life expectancy of every worker paying into the system. Options to address Social Security’s finances, along with the share of the 75-year shortfall that each one would eliminate: TAXES: Social Security is financed by a 12.4 percent tax on wages. Workers pay half and their employers pay the other half. The tax is applied to the first $118,500 of a worker’s wages, a level that increases each year with inflation. Options would be to apply the payroll tax to all wages, including those above $118,500. This option would wipe out 66 percent of the shortfall. Or increase the combined payroll tax rate by 0.1 percentage point a year, until it reaches 14.4 percent in 20 years. This option would eliminate 49 percent of the shortfall. RETIREMENT AGE: Workers qualify for full retirement benefits at age 66, a threshold that gradually rises to 67 for people born in 1960 or later. Workers

are eligible for early retirement at 62, though monthly benefits are reduced. Options are to gradually increase the full retirement age until it reaches 68 in 2033. This option would eliminate 15 percent of the shortfall. Or raise the early retirement age to 64 in 2023, and the full retirement age to 69 in 2027. This option would wipe out 29 percent of the shortfall. COLAs: Each year, if consumer prices increase, Social Security benefits go up as well. By law, the increases are pegged to an inflation index. This year, benefits went up by 1.7 percent. Options would be to adopt a new inflation index called the Chained CPI, which assumes that people change their buying habits when prices increase to reduce the impact on their pocketbooks. The Chained CPI would reduce the annual COLA by 0.3 percentage point, on average. This option would eliminate 19 percent of the shortfall. Or adopt a new measure of inflation that takes into account the higher costs that older people have to pay for health care. This measure, called the CPI for the Elderly, would increase the annual COLA by about 0.2 percentage point, on average. MARY RABB Mary Frances Dunckelman Rabb, a retired school teacher & guidance counselor, active church member, and creative civic leader, died Tuesday, July 28, 2015, at the home of her son, Greg Rabb, in Winchester, Tennessee. She was a native of Raceland and a resident of Larose for the past 54 years. Mary was 77 years old. She graduated from Raceland High School in 1955 as its Valedictorian. She was also the homecoming queen, cheerleader, editor of the yearbook staff, 4H club president, and a member of the volleyball and basketball teams. She then attended and graduated from Northwestern State University in Natchitoches, Louisiana. While attending Northwestern, she met and married John Hughes Rabb of Shreveport. After graduation, the young couple moved to New Orleans where Mary taught in the Orleans Parish School system for one year. They returned to Northwest-

ern and obtained their Master’s Degrees in 1961. They then moved to Larose where they became teachers at Larose Cut-Off High School. Mary was a Geometry teacher and guidance counselor. As senior class sponsors at LCO High School, they helped students present the first Senior Variety Show and organized the first senior class trip, accompanying students on an educational bus/train tour of Washington, D.C. and New York City. When South Lafourche High School was opened in 1966, Mary became a full time guidance counselor. She and John continued the tradition of senior class sponsorship, variety show directors, and class trip chaperones. After many years of teaching, Mary entered the business world and opened a clothing store called “The Greenhouse” in Larose. Later, she returned to teaching at Larose Cut-Off Junior High School where she finally retired. Mary and John enjoyed nothing more than spending time on the Farm in Winchester and traveling with their grandchildren Will and Kelly from the Great Smokey Mountains to The Colorado River. Mary was an active member of the Bayou Civic Club, serving on its Board of Directors for several terms. She was also elected to their Hall of Fame. She remained active in the organization and was a great mentor to several of the organization’s directors. Mary was a member of Krewe of Versailles and was Queen VIII with King Leonard Chabert.

Mary was an active parishioner of Our Lady of the Rosary Catholic Church in Larose. She served on the Pastoral Council, Liturgy Committee, and was one of the creative people who decorated the church each season. She was a youth minister, confirmation leader, Eucharistic Minister, and scheduled ministers, ushers, lectors & commentators for the Sunday evening mass every week. Mary is survived by her son, Gregory Dunckelman Rabb, daughter-in-law, Mary Kay Comeaux Rabb, grandson, Will René Rabb & fiancé, Shaina Arp, granddaughter Kelly Rabb Bolin & husband, Kason Bolin, and great granddaughter, Charleigh Bolin. She was preceded in death by her husband, John Hughes Rabb, daughter, Kelly Elizabeth Rabb, and parents, Florence Dill Dunckelman and William Francis Dunckelman. Mary will be remembered for her dedication to the causes of youth. She was an advocate of young people and devoted her life, along with her husband, John, to their behalf. Both John and Mary made every young person they touched feel special. A mass of Christian burial was celebrated at 1:00 p.m. on August 1, in Larose at Our Lady of the Rosary Church. Visitation began at 9:30 until funeral time. In lieu of flowers, the family requests donations be forwarded to Kelly Grove Campground of the Larose Regional Park, P.O. LILLIAN BRUCE Lillian H. Bruce, 82, a native of Golden Meadow and resident of Cut Off passed away on Friday, August 7, 2015. Visitation was held on Sunday, August 9th at Samart-Mothe Funeral Home in Cut Off from 5:00 p.m. until 9:00 p.m. and on Monday at Sacred Heart Catholic Church from 9:00 a.m. until funeral time. A Mass of Christian Burial was celebrated at 11:00 a.m. with burial in the church cemetery. She is survived by her son, Wayne Bruce and wife Denise; daughters, Cindy B. Guidry and husband Mitchell, Linda B.
