NEW ORLEANS (AP) — Dozens of Louisiana shrimpers — ranging from Vietnamese-Americans to Cajun fishermen — rallied Wednesday in downtown New Orleans to bewail low prices, farm-raised shrimp imports and other woes in their industry. Shrimpers spoke out at a meeting of the Gulf of Mexico Fishery Management Council, a body of industry and government representatives that regulates fishing in the Gulf of Mexico. The group is meeting in New Orleans this week.

Oftentimes, we’ll find ourselves with injuries or illnesses that aren’t necessarily in need of an emergency room visit, but do need medical attention. With most physician clinics open only during business hours Monday – Friday, what is one to do when he or she needs medical attention after hours? On August 1, Lafourche Urgent Care in Raceland opened its doors to the public and treated a record number of patients on Saturday and Sunday. The clinic is open seven days a week from 9 a.m. to 8 p.m. and boasts on-site x-ray capabilities and laboratory services as well as the ability to treat broken bones, lacerations and other minor illnesses. GRAND ISLE, La. (AP) — A new oyster hatchery built with $3 million in BP oil spill settlement money to withstand hurricane-force winds opened Wednesday in Grand Isle. The 7,000-square-foot concrete building, designed to withstand 140-mph winds, is raised 20 feet above sea level and will more than double production of the larvae used to seed oyster grounds, according to the Louisiana Department of Wildlife and Fisheries. The building’s recirculating water system allows year-round production, boosting the number of larvae from about 400 million a year to as many as 1 billion a year, department spokeswoman Ashley Roth said in an email Wednesday. “This oyster hatchery is a very important tool in rehabilitating the state’s valuable oyster resources in the wake of the Deepwater Horizon oil spill,” department Secretary Robert Barham said at a ribbon-cutting ceremony. Louisiana State University President F. King Alexander said, “LSU is proud of the role our scientists play in Louisiana’s world-famous oyster industry, which supplies more than a third of our country’s oysters. This hatchery will provide critical support to a resource that is integral to our state’s culture and identity.” Fisheries head Randy Pausina and Louisiana Sea Grant executive director Robert Twilley also spoke at Wednesday’s ribbon-cutting. Sea Grant has been involved in oyster research and improvements for more than 20 years, Twilley said.

Bridge closing …

According to the Louisiana Department of Transportation and Development, there will be alternating lane closures on the West Larose Vertical Lift Span Bridge in Larose, beginning Monday, August 17, at 7:00 a.m. The lane closures will be daytime operations only ending between 3:30 and 5:00 p.m. daily. One lane of traffic will be maintained with flagging operations across the bridge. The closing is required to begin preparations to remove the existing painting system and repaint the structure. This one lane operation is expected to last 5 days weather permitting.

CLOVELLY, LA - The Louisiana Offshore Oil Port, (LOOP), is adding three new above-ground oil tanks and 1.1 million barrels of storage capacity to its Clovelly Hub, one of the nation’s largest oil trading and distribution centers for crude oil. The project is estimated to cost more than $25 million and is scheduled for completion in late summer 2016. Once completed, the new tanks will join 15 other crude oil storage tanks now in operation at the Hub and increase Clovelly’s above-ground storage to 10.1 million barrels. LOOP also has 60 million barrels of underground storage. “We are expanding to meet the changing needs of our industry,” said Tom Shaw, President of LOOP LLC, the owner and operator of the Clovelly Hub. “Expanding North American production has made the Clovelly Hub an even more attractive destination for crude producers and shippers demanding high-volume storage and ready access to refiners.” See LOOP Page 5-A

Disc Disorders & Chiropractic

The disc is a small cartilage pad situated between spinal bones. Each disc serves as a connector, spacer & shock absorber for the spine.

Since spinal discs have a very poor blood supply, they depend upon the circulation of joint fluids to bring in nutrients and expel wastes. If a spinal joint loses its normal motion and this pumping action is impaired, the health of the disc deteriorates. Like a wet sponge, a healthy disc is flexible. A dry sponge is hard, stiff and can crack easily. This is how many disc problems begin.

Discs can deteriorate, bulge, herniate and/or rupture. This can be quite painful, putting pressure on the spinal cord and nerve roots, interfering with their function.

The chiropractic approach to disc problems is to help restore proper motion and position to the spinal joint. Besides reducing the bulging or herniating of the disc, better spinal function helps reduce inflammation and allows the healing process to begin. $2.4 million grant to benefit West Fourchon Marsh project

(Washington, D.C.) – According to a press release from U.S. Sen. David Vitter (R-La.), the Coastal Protection and Restoration Authority of Louisiana will be receiving a grant of almost $2.5 million from the National Oceanic and Atmospheric Administration (NOAA) to finance the West Fourchon Marsh Creation and Marsh Nourishment project. “Louisiana’s coastline is our crucial first line of defense against hurricanes, and it’s an enormously productive part of our economy and culture. This investment of nearly $2.5 million in the West Fourchon Marsh will aid in restoration and preservation for some of Louisiana’s most vulnerable marshlands, estuaries, and ports.� said Vitter. Funds from the NOAA grant will be used to implement the West Fourchon Marsh Creation and Marsh Nourishment Project (TE-

134). Borrowing offshore sediment from the Gulf of Mexico, the project will affect 614 acres of marsh in the Terrebonne basin in Lafourche Parish by creating 302 acres of saline intertidal marsh and nourishing 312 acres of emerging marsh. Additionally, the project will aid in protecting infrastructure and economy near Port Fourchon – an economic driver in the region. The port serves as one of the state’s primary points for servicing the Gulf of Mexico’s domestic deepwater oil and gas industries. The Coastal Protection and Restoration Authority of Louisiana was established by a special session of the Louisiana Legislature in December 2005 to address recovery issues following hurricanes Katrina and Rita. Shrimpers From 1-A

The shrimpers say they’re struggling against a flood of cheap farm-raised imported shrimp, market uncertainties, hurricanes, the lingering effects of the massive BP oil spill and high fuel prices. They are looking to remind customers and political leaders of the challenges they face. “If it stays this way you will see at least half of this industry go down,� said Ashton DeHart, a 38-yearold fisherman from Bayou Dularge, a fishing community far out in the marsh, about 60 miles southwest of New Orleans. “If they gave us an honest price, you’d never hear from the fishermen,� he said. Tai Nguyen, a 46-yearold Vietnamese-American fisherman who runs a boat with his wife, Tho, said fishermen receive about $1.30 a pound at the dock but it sells for $7 in supermarkets. “Something’s wrong,� he said. Shrimpers say they’re facing a dramatic price

drop this year. They say on average shrimp has dropped from about $4.70 a pound at the dock last year to $1.30 a pound this year. Dressed in T -shirts reading, “Domestic Shrimpers Need Fair Prices For Quality Organic Shrimp,� the shrimpers chanted: “Demand Gulf shrimp!� During the meeting, shrimpers held up signs reading: “Ask where your shrimp come from� and “Foreign shrimp = unemployed Americans.� More than 90 percent of the shrimp consumed in the United States is imported. Roy Crabtree, regional administrator for the National Marine Fisheries Service, said he understood their complaints. But he said the Gulf fishery council and the federal government have limited power to help the fishermen with their economic troubles. In recent years the federal government has imposed tariffs on imported domestic shrimp and placed a moratorium on the number of boats permitted to harvest shrimp in the Gulf. Those measures have helped shore up the industry, shrimpers acknowledged. Crabtree said the Gulf fishery council will decide the fate of the moratorium

early next year. “The issues they have are economic ones, largely driven by shrimp prices and fuel prices,� Crabtree said. “Shrimp are largely a global market now and prices are affected by that.� Crabtree said the shrimp industry is not hampered by overfishing or serious environmental factors. “The fishery itself is healthy enough,� he said. Increasingly Gulf shrimpers have sought to highlight the differences in quality between the shrimp they catch — wild, fresh shrimp — and the farmraised, poor quality shrimp from South America and Asia. Clint Guidry, president of the Louisiana Shrimp Association, said those efforts will continue. “You have to create niche marketing,� he said. But he said the federal government must do a better job of protecting American shrimpers from imports.

The investigation revealed that a 2010 Lexus IS 250 was traveling south on LA 308, just north of the St. Charles Bypass Road. The Lexus, being driven by Cody Duet, age 19, of Larose, for unknown reasons, traveled off the right side of the roadway as it exited a left hand curve on LA 308. After leaving the roadway, the Lexus struck a ditch and rolled over. Duet, who was not wearing a seat belt, was ejected from the vehicle during the crash and pronounced dead on the scene by the Lafourche Parish Coroner’s Office. The front seat passenger, who was wearing a seat belt, was transported to Thibodaux Regional Medical Center with moderate injuries The crash remains under investigation.

What a Life!

Todd All important eternal treasures can sometimes come in small packages My mother, who is 98 with a good mind, has recently moved from the assisted living part of her nursing home to the nursing home side. When people move to smaller living quarters, they have to downsize. This is the fourth time my mother had to downsize: from a six-bedroom house where she raised 10 children, to a condo, to an assisted living facility, to a nursing home. When people downsize, they must get rid of “stuff”. Sometimes that is a hard thing to do. I was helping my siblings go through boxes of my mother’s “stuff” (separating the wheat from the chaff) when I came across a small book called “Proverbs to Live By: Timeless Words of Wit and Wisdom.” I had heard some of these before but some were new to me. I would like to share some of these with you. “The supreme happiness of life is the conviction that we are loved.” – Victor Hugo. This is so true of all aspect of life. Do we feel that our parents loved us? Do we feel that our significant others love us for who we are? Jesus came to tell us that God loves us no matter how much we messed up in life. Several regional Louisiana businesses have been contracted to work on the Clovelly Hub new-tank construction project.   Local engineering firms Morris P Hebert, Wink Engineers and Clement Controls Systems were selected to undertake the design phase of the project.  Grand Isle Shipyard and Boh Brothers performed civil earthwork, Hayward Baker has initiated the foundation work and Smith Tank and Steel of Prairieville will perform the fabrication and erection work.  Several other local companies have been contracted to provide support services related to piping, coatings, quality control and electrical services The Clovelly Hub now receives domestic oil from Texas drilling sites, drilling in the Gulf of Mexico and from the US midcontinent.  â€œLast year was the first time in 34 years that that we received, stored and distributed more domestic crude oil than foreign,â€? said Mr. Shaw. LOOP has safely received and distributed over 12 billion barrels of crude oil to fuel the nation since it began receiving crude oil shipments in 1981.  LOOP

currently employs a staff of over 200 persons between its operations offshore in the Gulf of Mexico, onshore at the Clovelly Hub, Port Fourchon, St. James, and Covington and is currently the largest privately owned repository for crude oil destined for refineries in the U.S.

A Mass of Christian Burial will be celebrated at 11:00 a.m. Thursday with burial in the church cemetery. She is survived by her husband, Calvin A. Thibodeaux Sr.; sons, Calvin A. Thibodeaux Jr. (Tracy), Kevin Thibodeaux (Kathryn), Kalon Thibodeaux (Toni); daughter, Cambria Guidry (Harris); brother, Herbert Fremin Jr. (Betty); grandchildren, Morgan, Lindsay, Kyle, Brandon, Jason, Daniel, Tyler; great-grandchildren, Gracie, Landon, Rhett, Jaci, and Lana Rae. Her greatest joys in life were traveling, camping, spending time with family, and watching her favorite team the New Orleans Saints. She will be missed by all who knew her. Two arrested as agents seize $10,000 in drugs and cash

The Lafourche Parish Sheriff’s Office has announced the arrest of Adrian Tran, age 20, and Terrierenee Billiot, age 19, both of Larose. The Lafourche Parish Drug Task Force had been investigating Tran and had obtained two warrants for his arrest for distribution of marijuana. Through investigation, agents discovered Tran to be located at a car wash on Hamilton Street in Larose Tuesday afternoon. Upon arrival, agents and deputies positioned their units attempting to close off both ends of the car wash stall with emergency lights activated. Tran shifted his vehicle into reverse, and struck an LPSO unit, eventually clearing the unit from blocking the car wash stall. Tran proceeded toward Highway 308 at a high rate of speed, and agents observed him throw a large amount of money out of the window. As he passed through the intersection of Hamilton Street and Highway 308, Tran caused a collision involving a total of five vehicles. Deputies checked on the welfare of those involved in the crash, and several were transported to area hospitals for treatment of minor injuries. As Tran exited his vehicle, a large bag of suspected high-grade marijuana fell out of the vehicle. Agents later found additional cash and a stolen handgun inside the vehicle also. Tran admitted to having additional marijuana at his St. Louis Street residence. Agents responded and discovered his girlfriend, Billiot, at the residence with two juveniles. Agents recovered additional drugs and cash at the residence as well as various drug paraphernalia. In all, agents seized nearly one pound (453.4 grams) of suspected high-grade marijuana with a street value of approximately $9,068, along with $1,658 in cash. Tran received treatment at a local hospital and was then transported to the Lafourche Parish Detention Center in Thibodaux. He was booked on the two aforementioned warrants, as well as charges of possession with intent to distribute marijuana, illegal possession of a stolen firearm, carrying a weapon in the presence of a controlled dangerous substance, use of a controlled drug in the presence of persons under 17, aggravated flight from an officer, aggravated criminal damage to property, vehicular negligent injuring, obstruction of justice, and possession of drug paraphernalia. His bond was set at $216,000. Billiot was also arrested for her involvement. She was booked with possession with intent to distribute marijuana, possession of drug paraphernalia, and use of a controlled drug in the presence of persons under 17. She was released on Wednesday after posting $11,000 bond.

Thibodaux police chief announces retirement

THIBODAUX, La. (AP) — After four and a half years on the job, Thibodaux Police Chief Scott Silverii says the same faith that led him to accept the position helped him make the decision to retire. The city said in a news release Silverii’s last day will be Aug. 28, but no successor has yet been named. The City Council unanimously approved his appointment in January 2011 and reconfirmed him Dec. 16. The 50-year-old Thibodaux native said he started thinking about retirement about a year ago. He insists

there wasn’t an incident that led to the decision, but rather that God made it clear over the past year that he had other plans for the law enforcement veteran. ___

La. lottery revenue grows, nearing $454 million last year

BATON ROUGE, La. (AP) — Louisiana’s lottery is raking in more cash from players. The state lottery corporation announced Wednesday it took in nearly $454 million in the fiscal year that ended June 30. The corporation says that’s up about $3.3 million from the prior year and the lottery’s second-largest haul since operations began in 1991. Lottery President Rose Hudson said in a statement that scratch-off tickets were a revenue-driver, with sales growing 13 percent. Under Louisiana law, 35

percent of the money generated by the lottery goes to the state treasury, dedicated to public elementary and

secondary education. The lottery says it transferred more than $158 million to K-12 education last year.

Other dollars go to retailers that sell tickets, and at least half of the lottery’s revenue pays for prizes for players.

Louisiana is facing a land loss crisis that will require bold, science-based action by the next governor. In an effort to highlight the importance of this critical issue, the Coalition to Restore Coastal Louisiana (CRCL) has organized a Coastal Issues Forum with this year’s candidates for governor at Nicholls State University on Tuesday, Aug. 18, at 4:00 p.m. All four candidates, Scott Angelle, Jay Dardenne, John Bel Edwards and David Vitter, will attend. The Forum will be 90 minutes, consisting of five questions asked by a panel of experts. CRCL Board

Chair, Pierre Conner, will serve as the moderator. The Coastal Issues Forum will examine the major topics that our next governor will have to address, including funding, science-based solutions, harnessing the power of the Mississippi River for restoration and building partnerships for a restoration economy. It will also be rebroadcast in its entirety on Cox 4 in Baton Rouge, Lafayette, New Orleans; Eatel 4 in Ascension and Liv-
