Accused killer’s trial postponed

BATON ROUGE, La. (AP) — Louisiana state lawmakers got their first glimpse Thursday of next year’s budget gap that they’ll have to close, and it’s another hefty shortfall: $1.2 billion. The grim news, delivered to the joint legislative budget committee, barely raised eyebrows at the committee hearing, after more than six years of such disappointing financial forecasts. The shortfall is projected for the 2015-16 fiscal year that begins July 1. Gov. Bobby Jindal and lawmakers will decide in next year’s legislative session how to address the hole. Barry Dusse, director of the governor’s Office of Planning and Budget, told the committee that the administration is devising ways to close the gap. See Budget Page 6-A

The trial for a man accused of the stabbing deaths of a Lockport woman and her two young daughters has been delayed until David Brown next year. David Brown, 36, of Houma and Texas, is charged with three counts of first-degree murder for allegedly stabbing Jacquelin Nieves, 29, and her daughters, 7-year-old Gabriela and 20-month-old Izabela, Nov. 4, 2012, in their Lockport apartment in 2012. The bodies were found in their apartment during a fire, which Lafourche Parish deputies said was set to cover up the killings. Detectives believe Brown also sexually assaulted Jacquelin and Gabriela. Brown was originally scheduled to stand trial Sept. 29, but that date has been changed to April 20. Prosecutors are seeking the death penalty. Lafourche Parish District Attorney Cam Morvant said Brown is on his second set of attorneys, and the trial was postponed because the defense needed more time to work on the case. Brown denies involvement and has pleaded not guilty.

Hundreds of performers, volunteers and residents of lower Lafourche make the Cerebral Palsy Telethon a reality and with ever increasing success year after year! Sanamo seeks re-election to School Board, Dist. 12 I am Ann Bouvier Sanamo and I am announcing my candidacy for School Board Representative of District 12 for the Lafourche Parish School Board. I am a graduate of South Lafourche High School and Nicholls State University and hold a Master’s Degree in Elementary Education with an emphasis in Math and Science from the University of Central Florida. I am an experienced elementary and middle school teacher and successful business owner. I’ve been married for 32 years to Greg Sanamo and we have a 23year old son Kelly who is a recent Psychology graduate from UNO. I am proud to have served this board in representing District 12 for the past 4 years and wish to continue my work for the people of Lafourche. It is my goal to continue
to enact educational standards that will allow our children to reach Ann Bouvier the highest Sanamo standards in education and prepare them for success in their adult lives. One of my goals in life is to influence the lives of students in a positive manner. What better way can that be accomplished than by guaranteeing them the best education possible? The airline will provide service three days a week to Newport News-Williamsburg International Airport in Virginia. It’s a new airline resurrecting the name of a 1980s discount carrier. The airline advertises fares between New Orleans and Newport News starting at $119. Deputies: Parents passing out on heroin
METAIRIE, La. (AP) — Jefferson Parish sheriff’s deputies say a mother and father passed out on heroin with their two young sons in the car. Col. John Fortunato, a spokesman for the sheriff’s office, says 41-year-old Michael Pierce and 34-yearold Melanie Pierce, of Denham Springs, were found Sunday in their car in the parking lot of a Metairie restaurant. Fortunato says they face charges that include endangering a child, having drugs and paraphernalia in the presence of a child and possession of heroin. He says the children, aged 4 years and 11 months, were taken to the hospital, but suffered no injuries. Fortunato says the children were then released to their grandparents. It was unclear if the Pierces have an attorney. ___

Gaddis was arrested after detectives determined she allegedly was involved. Folse and Truxillo were later identified as suspects and also arrested. Both Folse and Truxillo were booked as fugitives. Truxillo’s bond was set at $300,000. Folse’s bond is $506,000. He also faces two unrelated, outstanding warrants from Lafourche Parish. It was unknown if either had an attorney. ___
New Orleans’ police chief announces retirement
NEW ORLEANS (AP) Ronal Serpas is leaving after four years as New Orleans police superintendent and 25 years in the city, saying at a news conference Monday that he has a new job but not revealing what that is. Serpas has come under fire from officers upset by changes to rules for off-duty work and to disciplinary policies that sent scores of officers out of the department. Mayor Mitch Landrieu says the interim chief will be 7th District Commander Michael Harrison. Serpas joined the department in 1980. He was police chief in Nashville, Tennessee, when he returned to New Orleans in 2010 as superintendent. His appointment was announced one day after Landrieu asked the U.S. Justice Department to send a team to help reorganize a department under several federal investigations, including those into shooting deaths of unarmed civilians in the days after Hurricane Katrina in 2005. Though the 156 homicides in New Orleans last year was the lowest in decades, recent mass shootings have the city upset. Those included one in the French Quarter that killed one man and injured nine, and one in the Lower 9th Ward that killed two people and wounded five, including a mother and her two sons, ages 2 and 4. ___

I ended my column last week with “its 30 4 me�. “30� is a newspaper columnist’s sign off, meaning “end of story�. (I suppose my language can use a little brushing up, too.) Correction in last week’s column: Rex Griffin’s granddaughter Trorine Richoux’s husband is Danny, not Harry. Sorry, I was thinking of an old friend. Danny and Trorine live in Galliano. A while back I wrote about how my Aunt Sarah helped raise and tutor me, and she did a good job, too, because by the time my mother entered me in first grade (no kindergarten or pre-k then) I was pretty bright. I knew my prayers, (we were all Catholic), my alphabet and my numbers up to 100 and beyond. But there was only one problem—-IT WAS ALL IN FRENCH! I DID NOT KNOW ONE WORD OF ENGLISH! I even knew the national anthem, not the “Star Spangled Banner� but France’s “Le Marseilles�. I can still sing it, “Allons enfants de la patric, le jour de gloire est arrivay�. I’m glad that our teachers didn’t understand the words, because the State of Louisiana had passed a law banning the French language in our schools. Imagine thousands of Cajun boys and girls booked and jailed on a “speaking French� rap. This was happening all over the Cajun country, so it would have taken a lot of jails. When my mother left me at school, I experienced a feeling of sheer panic. The Cajun boys and girls grouped together and the few English speaking ‘Texi-
readable, but a Cajun typing without waving his arms? That’s hard Cher! So here’s a toast to yesterday which is gone, today which is here, and tomorrow which will never come. Why? I don’t know!

Remember that the events I write about were in some way happening throughout South Louisiana. It might have been rice instead of shrimp, cotton instead of oil, and a plow instead of a boat but we were all in that ‘same’ boat. Police: 2 California boys planned school shooting
SOUTH PASADENA, Calif. (AP) — Police said they prevented a “horrific tragedy� by arresting two teenage boys who plotted to kill three high school staffers then gun down as many students as possible in a quaint Los Angeles suburb. The boys, who were trying to get weapons, had been under constant surveillance since the school district informed police of their plans last Thursday, South Pasadena police Sgt. Brian Solinsky said Monday. He would not elaborate on the plans or what form they took, but Solinsky said they were “very specific� and included named targets. The boys’ names haven’t been released.

“We already have started working on solutions for next year,” he said. “We’re well on our way to solving this shortfall.” Dusse said the administration expects the state’s revenue forecast to improve, providing millions of new dollars for spending. He also said state agencies will save more than $200 million next year from the recommendations of consultants with Alvarez & Marsal, a New York-based firm that was hired to find ways to cut state costs. Budget committee Chairman Jim Fannin, RJonesboro, was skeptical. “I don’t see anything that gives us any indication that there’s a tremendous amount of growth that we can expect over the next three years” in state finances, he told Dusse. Fannin also said he didn’t believe the consultant’s ideas would save nearly as much as the Jindal administration claimed. “I don’t have a lot of confidence that we can expect all of that savings to materialize. It looks good on paper,” he said. Jindal and lawmakers used $991 million in patchwork financing to balance this year’s $24.6 billion
budget that won’t be available the following year for spending, according to the nonpartisan Legislative Fiscal Office. That piecemeal funding includes savings from an advanced debt payment, trust fund dollars, money from a tax amnesty program, loan repayments, pharmaceutical settlement dollars and other one-time sources of cash. Even as they were approving the final version of this year’s budget, lawmakers were worrying about the looming headache they faced next year. The forecast for next year’s shortfall — developed by the Jindal administration as required by law — involves replacing all the patchwork financing, while also accounting for inflationary increases in salaries, retirement and health care. Many of those inflationary costs aren’t funded each year, so the actual shortfall could be slightly lower. After the committee discussion, Jindal’s Division of Administration released a list of ways it was working to close the budget gap for next year. In addition to cost-cutting from the consultant’s ideas, the administration said it expects to get another $145 million in tax

nel 5 starting Saturday, August 23, from noon until 10 p.m. and Sunday, August 24, from noon until 6 p.m. The telethon is also live streamed on the organization’s web site, www.cerebralpalsy.com and updates are posted continuously throughout the weekend on Facebook and Twitter. “Every year we hold four state-wide telethons to raise funds – Monroe, Lafayette, Houma and Cut Off,” says Kathy Arceneaux, a 16-year veteran with CP of LA who handles all organization’s telethons. “And, the Cut Off telethon always brings in the most money,” she added. Arceneaux attributes the success to the community’s commitment. “When there is great support, success is almost always guaranteed,” she said. Kathy has seen quite a few telethons and notices a trend. “Every year, Houma’s telethon is held in early August and Cut Off at the end of August and they both keep getting bigger in terms of fundraising,” she added. “Houma generated $82,000 in pledges this year…that’s up $10,000 from the previous year. We are a small organization doing really big things,” she says. Without any federal or state money, the organization relies solely on its fundraising efforts. Here in Lafourche, we are the largest in terms of monies pledged. “Oh,” says Arceneaux, “Houma and Lafourche often run neck-in-neck, however, the Cut Off telethon always generates more pledges,” she added. Last year, our telethon brought in $111,000 in pledges. Every year, the group selects a local poster child to represent and become the face of cerebral palsy for our area. This year’s poster child is Jason Ross and he is no stranger to the telethon, or being a poster child for that matter. He has served previously as a poster child when he was younger and enjoys helping the organization any way he can. “Jason is always at the telethons in Cut Off,” says Arceneaux. “He thoroughly enjoys volunteering and helping out, and he loves the entertainment we schedule every year.” Speaking of entertainment, they have some great acts scheduled for the weekend. The Bayou Bell Ringers, LA 56, Southern Earth Tones and the Blue Eyed Soul Revue, among others, are all scheduled to perform. Also, you don’t want to miss Windell Curole (yes, that Windell Curole!) strumming his guitar and singing with his band! “We really need to start grooming the younger generation to take the place of their parents and grandparents and carry the volunteer torch forward,” she said. There are 20 phone lines that are manned in two-hour shifts and with 16 hours of telethon, well Arceneaux does the math for us.

On July 12th the Bayou Travelers Motorcycle Club and friends participated in a can shake at the South Lafourche bridge. Because of the generosity of the South Lafourche residents the group was able to present cancer patient Shannon Dubois $2,702 at a poker run given on her behalf on July 27th. One hundred percent of the money raised was donated to the cancer patient.
The set-up for the event begins on Friday morning at 9 a.m. “We have stages to set up, 20 phones to get plugged in, laptops, paperwork, all kinds of things that have to be done before the event starts on Saturday at noon,” says Arceneaux. Usually, our area oozes volunteers, but not this year according to Arceneaux. “Usually I have people calling me all the time to volunteer,” she says. “This year, I have had to seek out volunteers to help with the telethon. A lot of our volunteers have gotten older, moved away or just aren’t able to help like they used to,” she added.

METAIRIE, La. (AP) — Drew Brees walked up to the line of scrimmage early Sunday, taking a snap during the New Orleans Saints’ prepractice walk-through. Though the play was only at quarter-speed, the quarterback received a resounding applause from those in attendance at the Saints’ first training camp practice at home since returning from White Sulphur Springs, West Virginia. For the first time since Aug. 1, when Brees strained a left oblique muscle, he fully participated in a practice. “I’ve been taking it very slow, very deliberate,� said Brees, who sat out six practices and two games and was limited in two other practices. “No use in rushing something that could get worse. I wanted to make sure it was all good. I’m still
not 100 percent, but I hope that by Saturday I am.� While Brees had pegged the Saints’ game Saturday night at Indianapolis as his date to see his first game action, coach Sean Payton wasn’t setting any timetable. “I think our plan is that he’ll be able to (play),� Payton said. “Like I said earlier, I want to make sure that we’re not looking at the date ahead of the injury.� Brees hasn’t missed a start due to injury since coming to New Orleans in 2006. Women perfect fishing skills at Tag Louisiana Workshops
The Louisiana Department of Wildlife and Fisheries recently hosted two Womenâ&#x20AC;&#x2122;s Fish Tagging Workshops at the Grand Isle Fisheries Research Lab where 25 women perfected their angling skills under the supervision and the assistance of experienced LDWF staff.  The program consisted of a one-day workshop where angling and fish tagging techniques were taught to women, 18 and older, who may lack either the opportunity or confidence to learn these skills. Participants were chosen by a lottery drawing and were required to have previously attended a one-day introductory workshop at the Gonzales Cabelaâ&#x20AC;&#x2122;s in the spring.  LDWF biologists led inshore fishing trips, providing a hands-on opportunity for the participants to utilize the skills previously learned.   Additional activities included fish cleaning, cooking fish, fish ageing and a tour of research facilities at the lab.  The Louisiana Cooperative Marine Fish Tagging Program, implemented by LDWF in conjunction with CCA Louisiana, aims to improve understanding of marine fish movements, habitat preferences and population size. The program provides interested volunteer anglers with free,

Report: Cost to raise today’s child tops $245,000
WASHINGTON (AP) — A child born in 2013 will cost a middle-income American family an average of $245,340 until he or she becomes an adult, with families living in the Northeast taking on a greater burden, according to a report out Monday. Those costs — food, housing, childcare and education — rose 1.8 percent over the previous year, the Agriculture Department’s new “Expenditures on Children and Families” report said. As in the past, families in the urban Northeast will spend more than families in the urban South and rural parts of the U.S., or roughly $282,480. When adjusting for projected inflation, the report found that a child born last year could cost a middle-income family an aver-

Australia offers 126 days of paid leave at the federal minimum wage, while the United Kingdom offers 280 days of leave, the first six weeks of which are offered at full salary, while the remaining days are paid on a flat rate.

Can iron alleviate symptoms of premenstrual syndrome? Irritability, bloating, pain, and depression are all side effects of premenstrual syndrome, or PMS. PMS can be a minor annoyance for some but debilitating to others. Diet can play a role in the severity of PMS symptoms. A study conducted at the University of Massachusetts Amherst published in the American Journal of Epidemiology links a diet rich in iron and zinc with reduced symptoms of PMS. Women whose diets were full of plant-based iron were one-third less likely to develop symptoms of PMS than women who consumed less iron. Nonmeat sources of iron include dried beans and green, leafy vegetables like spinach and kale. The study found women who consumed the most iron had up to a 40 percent lower risk for PMS than other studied groups. And women who consumed 10 milligrams of zinc per day were found to have a lower risk of developing symptoms of PMS as well. Researchers are not sure why iron and zinc play such a critical role in PMS symptom reduction, but

The photographer for a national magazine was assigned to get photos of a huge forest fire. Smoke at the scene was too thick to get any good shots, so he frantically called his home office to hire a plane. “It will be waiting for you at the airport!” he was assured by his editor. As soon as he got to the small, rural airport, sure enough, a plane was warming up near the runway. He jumped in with his equipment and yelled, “Let’s go! Let’s go!” The pilot swung the plane into the wind and soon they were in the air. “Fly over the north side of the fire,” said the photographer, “and make three or four low level passes.” “Why?” asked the pilot.
“Because I’m going to take pictures! I’m a photographer, and photographers take pictures!” After a long pause the pilot said, “You mean you’re not the instructor?”
some suggest that it has to do with serotonin production. Iron is involved in serotonin production, a neurotransmitter that helps regulate mood and appetite. Low serotonin levels play a role in clinical depression, and other studies have previously linked low serotonin levels to PMS symptoms. Women should know that supplementing a diet with high doses of zinc and iron is unadvisable, as these minerals could cause serious health problems if taken above the recommended levels. Zinc and iron obtained from natural food sources is recommended over oral supplements that supply zinc and iron. There are other natural remedies that could help with PMS treatment and prevention. Increasing cal-
cium and magnesium intake can help as both nutrients can relax muscles and alleviate cramping. Using evening primrose oil, which contains gamma linoleic acid, can reduce inflammation that may cause cramps and breast tenderness. Although many women refrain from exercise when battling PMS, such activity actually may help ease PMS symptoms. Aerobic or cardio exercise reduces stress, boosts circulation, releases endorphins, and has been shown to reduce the uncomfortable symptoms of PMS. A well-balanced diet and exercise are two ways women might be able to relieve symptoms of PMS. Keep in mind that severe PMS is not typical and any emotional or physical symptoms that seem abnormal should be addressed by a gynecologist or family doctor.
Jobless rate rises in La., but so do payrolls JEFF AMY Associated Press
Louisiana’s unemployment rate rose for the third straight month in July, but employer payrolls continued to grow strongly, telling two different stories about the state’s labor market. The state’s jobless rate rose to 5.4 percent in July from 5 percent in June. Louisiana’s unemployment rate was 6.4 percent in July 2013. A separate survey shows employers added 7,700 workers to payrolls in July. That’s a big monthly increase and another record high for payroll jobs in the state. The figures — adjusted to cancel out normal seasonal changes — were released Monday by the U.S. Labor Department. Though the two surveys typically move in the same direction over the long run, they can diverge from month to month.
New debate over need for mammograms
Recent findings concerning the number of breast cancer deaths that have been prevented by mammograms has led to a shift in thinking regarding the efficacy of mammograms when screening for cancer. A study from Canadian researchers published in the February 11, 2014 issue of the British Medical Journal followed nearly 90,000 women for 25 years. These women were randomly assigned to either get mammograms and screening by trained nurses or to receive no screening beyond self-breast exams. The results showed that 22 percent of aggressive breast cancers were overanalyzed and would been too minor to pose a life threat. Furthermore, the results concluded that women getting mammograms were just as likely to die from breast cancer as those who didn’t get them. Experts also warned that the radiation used in mammograms could actually put women at greater risk for developing cancer. This study is not the only one to highlight overinflated benefits of regular mammograms. Several additional studies have ultimately questioned the advantages of annual mammograms. Women who are diagnosed with breast cancer through mammography may endure certain unnecessary treatments for slow-growing cancers that were a miniscule health threat. Dr. Erika Schwartz, author of “Dr. Erika’s Healthy Balance” newsletter, hasn’t had a mammogram in 15 years and finds that women are generally overradiated and overprodded. Dr. Schwartz recommends selfexaminations as the best way for women to check for signs of cancer. Should a suspicious lump be found, other tests for cancer exist. One such test is an ultrasound, which uses less radiation than a mammogram. Statistics point out approximately 200,000 women and a few men are diagnosed annually with breast cancer in the United States alone, and that breast cancer kills roughly 40,000 people per year, according to the American Cancer Society. Despite studies and statistics, immediate changes with respect to mammogram screenings are unlikely. Doctors are likely to remain cautious, and many still advocate for annual mammograms. Ultimately, the decision to get or forgo a mammogram remains a woman’s choice, even if it’s one that research has shown may require more careful consideration than many women would otherwise think.
Most of the increase in unemployment came from Louisianans launching job searches but not finding work. That lifted the number of unemployed people, who aren’t counted unless they’re actively seeking work. Still, the rise in people seeking jobs suggests they’re more optimistic about their prospects. The number of unemployed Louisianans rose by nearly 9,000 in July to almost 114,000. In July 2013, Louisiana had 133,000 unemployed workers. Jobless rates rose in 30 states, fell in eight and were
unchanged in 12. Mississippi had the highest jobless rate at 8 percent, while North Dakota retained the nation’s lowest jobless rate at 2.8 percent. The national unemployment rate rose to 6.2 percent in July from 6.1 percent in June. That’s lower than the 7.3 percent rate in July 2013. Louisiana has seen strong payroll growth since the beginning of 2010, with payrolls rising 5.7 percent during that time, far outstripping the number of jobs lost during the recession. In July, payrolls rose in
Louisiana in sectors including trade, transportation and utilities; professional and business services; education and health services; leisure and hospitality; construction and manufacturing. Payrolls fell in financial activities and government. The broadest measure of those who are unemployed averaged 11 percent in Louisiana from July 2013 through June 2014, the most recent figures released. That includes people looking for work only sporadically, who have given up looking or who work part time because they can’t find a full-time job. Nationwide, that broad measure averaged 12.9 per-

Mayorâ&#x20AC;&#x2122;s report: 1. Requested that the Council consider adopting a resolution naming the Caminada Bridge as the Andy Valence Memorial Bridge. The following resolution was then adopted on a joint motion by the Council: RESOLUTION NO. 2672 A resolution requesting the Louisiana State Legislature name the newly built bridge across Caminada Bay to Grand Isle as the Mayor Andy Valence Memorial Bridge. WHEREAS, Andy Valence served as the Mayor of the Town of Grand Isle from 1988 to 1996; and WHEREAS, as Mayor, Andy Valence was responsible for acquiring millions of dollars of improvements for the Town and was very instrumental in the construction of the water pipeline from Jefferson Parish to Grand Isle and solving the long and menacing problem of insufficient drinking water; and WHEREAS, during his terms as Mayor, Andy Valence worked tirelessly lobbying the State Legislature to construct a new bridge across Caminada Pass to Grand Isle as the old bridge was deteriorating and prohibiting adequate passage of fishing and sporting vessels. NOW, THEREFORE, BE IT RESOLVED BY the Mayor and Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that: In memory of Andy Valence, Mayor of the Town of Grand Isle from 1988 to 1996, the State Legislature is hereby requested that the new bridge across Caminada Pass to Grand Isle, be named the Andy Valence Memorial Bridge.
