Lafourche watercraft millage rate third highest among coastal parishes

On Tuesday evening, the North Lafourche Levee District (NLLD) held a meeting where Parish Assessor, Wendy Thibodeaux, presented on the massive millage rates in Lafourche Parish. “Lafourche is 20% higher than Terrebonne Parish, which is right next door. Lafourche’s rate is 131.93 mills and Terrebonne’s is 105.91 mills,” says Thibodeaux. The effects of the millage are that watercrafts are choosing to dock in surrounding parishes with a cheaper millage rate. With the downturn of the oil field, boat owners are looking to hold onto every penny possible. Why is this bad for Lafourche? In 2014, the parish made over $52 million in taxes from the docking of these watercrafts. Therefore if the boats leave the parish, it will lose out on millions of dollars which could go to greatly benefitting Lafourche. See NLLD Page 5-A

Expect delays! According to a report from the Louisiana Department of Transportation and Development, the West Larose Vertical Lift Span Bridge will be closed, beginning Wednesday, August 26, at 7:00 a.m. for a period of approximately 3 months. The bridge will be completely shut down to vehicular traffic to allow the contractor to raise the bridge, remove the old painting system and repaint the structure towers and main span. DOTD says the bridge will be made operational should a tropical storm move into the Gulf with any path near the Louisiana coast.
Common Core: Committee begins review of Louisiana education standards MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Amid an ongoing political storm over Common Core educational standards for public schools, a state committee began Wednesday to review Louisiana’s educational benchmarks — but some feared the deadline is too short and the panel would end up rebranding the controversial standards that started the debate. The 26-member standards review committee, which held its first meeting in a hotel ballroom, was created by state lawmakers to comb through the grade-by-grade English and math yardsticks to determine which ones should be kept, tossed or tweaked. The review came in response to loud criticism of Common Core. The Common Core standards have been adopted by more than 40 states to better prepare
students for college and careers. Opponents say the standards are developmentally inappropriate and part of federal efforts to nationalize education. The committee includes teachers, other educators, school administrators, higher education officials and parents and has even more members on various subcommittees. It will submit its recommendations to the state education board in February after public hearings in Shreveport, Alexandria, Crowley, Covington and New Orleans. “The work that you’re going to do is of such importance because it presents the opportunity for the future of Louisiana,” Senate Education Committee Chairman Conrad Appel, R-Metairie, told committee members in a wide-ranging public comment period early in the day. For the first time in memory, candidates seeking the governor’s office in Louisiana gathered Tuesday to discuss coastal issues as a sole topic. The four contenders, Public Service Commissioner Scott Angelle, Lieutenant Governor Jay Dardenne, State Representative John Bel Edwards, and U.S. Senator David Vitter, met on the campus of Nicholls State University in Thibodaux. Asked what the first actions they would take as governor regarding coastal issues, Dardenne responded that he would immediately seek the assistance of the federal delegation in Washington to seek out additional avenues for funding as well as reissue executive orders to insure that all components of the coastal master plan were being carried out to their capacity. “I would also hold a summit of all stakeholders in the issue and use the weight of the governor’s office to make sure that the plan for restoration was being moved forward,” Dardenne said. Edwards noted that the first thing that must occur is to have “honest budgeting” and to only spend money allocated for coastal projects on coastal issues. “We have to stop taking money from one issue and giving it to another based on expediency,” he said. “We, as a state, must also make a more robust appeal to Congress for funding and prove that we are responsible in the spending of it.” See Candidates Page 5-A

LONDON (AP) — Husbands and wives across the world are being confronted with their partners’ extramarital affairs after a catastrophic leak at adultery website Ashley Madison spewed electronic evidence of infidelity across the Internet. Online forums were buzzing Thursday with users claiming to have found evidence that their significant others were on the dating site. 3 firefighters die in wildfire after vehicle crash
TWISP, Wash. (AP) — Three U.S. Forest Service firefighters died after their vehicle crashed and was likely caught by flames as they battled a blaze Wednesday in Washington state, authorities said. Four other firefighters were injured. The casualties came as firefighters on several fronts fought against raging wildfires advancing on towns in the north-central part of the state. The accident occurred near the town of Twisp, the National Forest Service said, relaying information from Okanogan County Sheriff Frank Rogers. “The firefighters were engaged in initial attack operations and were involved in a vehicle accident when it is believed that the fire overtook the vehicle,� Rogers reported, according to the statement from Okanogan-Wenatchee National Forest. It wasn’t immediately clear if the four injured were also involved in the accident. ___

Todd The second installment of Treasures from “Proverbs to Live By” This is the second installment of “Proverbs to Live By: Timeless Words of Wit and Wisdom.” “Fear less, hope more; eat less, chew more; whine less, breathe more; talk less, say more; hate less, love more; and all good things are yours.” – Swedish Proverb. This is practical advice
for good healthy living. Jesus is always telling us, “Do not be afraid” and “Love one another as I have loved you.” Maybe we need to be less critical and more positive. It’s also a good idea to look at the way we eat. We all need to slow down. “A person who rides a tiger is afraid to dismount.” – Chinese Proverb. Often in life, we get caught up in doing things good or bad that demand all of our attention. We see this in the military. People go off to war and are trained to kill and when they come home, the adjustment to civilian life is very difficult. Many things can consume people: gambling, drugs, alcohol, jobs, hobbies, etc. “Dismounting” can be very painful and dif-
ficult. “Genius is 1 percent inspiration and 99 percent perspiration.” – Thomas Edison. Edison acquired a record number of 1,093 patents (singly or jointly) and was the driving force behind such innovations as the phonograph, the incandescent light bulb and one of the earliest motion picture cameras. He also created the world’s first industrial research laboratory. He was smart but he did a lot of perspiring. Are we willing to use our talents according? “You cannot prevent the birds of sadness from passing over your head, but you can prevent their making a nest in your hair.” - Chinese Proverb. All of us will experience sadness in our life. But we don’t want to become a sad person. We have to deal realistically with our losses in life. We always have to go through the cross to obtain new life. “They who give have all things; they who withhold have nothing.” – Hindu Proverb. We find happiness in giving. We open our hands and hearts when we give to others. When we hold onto our possessions, we close our arms and our hearts. “It is in giving that we receive.” “Don’t marry for money; you can borrow it cheaper.” – Scottish Proverb. How true! Many marriages go wrong because someone marries for the wrong reason. The only question that needs to be answered is: Can I live and share life with this person for the rest

According to Vitter, his administration would take “three to five projects and put them on steroids. Accelerate them to completion or at least make significant progress on the ground with them. We can’t study any more. We also need to develop a strategy to increase funding as well as develop a campaign to significantly increase private matching funds for coastal projects.� Angelle said that in addition to seeking more funding from federal sources, “we need to make it a felony for any misappropriation of coastal funding. This money being spent properly is critical to our future and our children’s future.� He would also call a summit of all stakeholders to insure that “everyone was on the same page so the projects can move forward in a steady manner.� Vitter also pledged to veto any bills that would raid coastal funds for placement in other areas. “Coastal restoration is too important to play politics with. We need leadership to stay focused on this critical issue,� he said. Angelle also pledged to keep coastal funds from being raided and noted that the soon to be enacted federal revenue sharing with Louisiana needs to remain the “law of the land.� “We need to show the nation that this issue is worthy of national investment,� said Edwards. “We need to prove to people in other parts of America why they need to care about the coastal issues facing Louisiana and one way to begin is using the funding we now have in a timely and responsible way.� The Republican candidates are U.S. Sen. David Vitter, Lt. Gov. Jay Dardenne and Public Service Commissioner Scott Angelle. The Democrat is state Rep. John Bel Edwards. The primary election is Oct. 24.

Retired St. Tammany Parish algebra teacher Anthony Nichols applauded the review effort, but suggested the deadline set by state lawmakers is too short. “I question, I wonder if it is a reasonable, good amount of time to accomplish this task,� he said. Common Core opponent Kathryn Goppelt urged against only making modest changes to Common Core. “We are here today in good faith to develop Louisiana standards by Louisiana educators,� she said. “We’re not here to rebrand Common Core with a cursory review or to do
some tweaking.� Jim Garvey, a member of the state Board of Elementary and Secondary Education, or BESE, pushed committee members to “be bold in making your recommendations for changes, but keep the bar high.� BESE had planned a standards review process, but state lawmakers placed it into law as part of a deal brokered earlier this year to end legislative disputes over Common Core. Whether the review will jettison Common Core or only make modest adjustments remains unclear. Regina Sanford, assistant superintendent of curriculum and instruction for the St. Tammany Parish school system and the person selected by the state education board to chair the review committee, pledged an open, unbiased evaluation. “It’s very important that the work that we do today provides students with a solid foundation on which to build their futures,� she said. But Sanford also suggested the discussion should steer clear of curricula, textbooks and instructional materials, saying those are decisions that are left to individual school districts. The education board will decide in March which of the committee’s recommendations to adopt. Those proposals will go to the House and Senate education committees and the governor for review. The legislative committees and the governor could reject the standards in an up-or-down vote, not a lineitem veto of individual standards. If the revised standards are rejected, Common Core stays in place.

Thibodeaux states that the way to achieve this is to levee the amount of money needed for the improvements, not levee for more and put the extra in surplus. Thibodeaux used an analogy of buying a fire truck. “If the parish needs a new fire truck, I am not saying don’t buy one. What I am saying is if the truck costs $200,000, don’t levee $500,000 and put the rest in surplus.� Thibodeaux is presently going to every district to make sure that knowledgeable decisions are being made about the tax dollars. The assessor showed the NLLD members how to calculate millage rates by taking the district’s budget and dividing it by the prior year’s taxable value. By doing this, the parish will reestablish trust, incentive, investment, and balance to the community.

Smith said he received thousands of emails from annoyed Fox viewers and expects to get more with the story being revisited. “Should we have not become emotional because so many people were upset that we became emotional on Day 4 of watching babies and old people die?� he said. “I suggest that those people who were upset because we showed our emotions in watching babies and old people die that they put themselves in a situation where they watch babies and old people die, and then give ‘em a call in 10 years and see if they want to remember it. I would venture to guess that they would not.� Fox’s show includes recollections from survivors and government officials, including former FEMA head Michael Brown and Andrew Card, chief of staff to President George W. Bush. Smith said he believed that a decision was made early in the disaster not to save some people in need, although he did not accuse anyone specifically. “Do I want people to remember what happened in Katrina?� he asked. “I don’t want to remember it, because what we did was we failed as a society. That’s what we did. All of our leaders failed.� As the title alludes, ABC’s special is more about rebirth than recollections. The stories of two women provide the centerpiece. Syrena Johnson, plucked from the roof of her New Orleans home after Katrina when she was 15, returned and is working as a chef. Diane Brugger owned a Pass Christian, Mississippi, inn and survived the flood that killed her husband and destroyed the business. She has rebuilt it. Their stories of resilience make the special more relatable to viewers who may not have been through a tragedy like Katrina but go through their own hard times, Roberts said. “It’s an unfolding story, and I talk about that,� she said. “Locals want to memorialize people who lost their lives, and they want people to see the progress. But they also want people to see that it’s still a work in progress. How long did it take to rebuild the Freedom Tower?� Brugger hadn’t told her chilling story publicly before, and Roberts played a home court advantage to help get the interview. She’s from Pass Christian, too. That didn’t feel like an edge a decade ago. The Houston-based retailer made the announcement Thursday. President and CEO Michael Glazer says the closures involve stores representing 4 percent of total sales. Company officials did not immediately say which locations will close. Glazer says the company was challenged by the impact of a weaker peso and economic softness in parts of Texas, Louisiana, Oklahoma, and New Mexico. Stage Stores has about 850 locations in 40 states, with more than 14,000 employees. It operates as Stage, Bealls, Goodyâ&#x20AC;&#x2122;s Palais Royal and Peebles. Louisiana borrows money for I-49 South work in Acadiana
BATON ROUGE, La. (AP) â&#x20AC;&#x201D; Louisiana has borrowed $76 million to pay for work on Interstate 49 South projects in Broussard and Jeanerette. State Treasurer John Kennedy announced Wednesday that the state sold bonds to investors this week, to generate the money. The debt will be paid off over 20 years with a 3.79 percent interest rate. The projects are part of a long-term plan to convert 160 miles of U.S. 90 from Lafayette to New Orleans

Louisiana has hundreds of millions of dollars in unclaimed money owed to people that it holds until someone claims it. UK marine researchers receive â&#x20AC;&#x2DC;oldest message in a bottleâ&#x20AC;&#x2122;
LONDON (AP) â&#x20AC;&#x201D; A centuryold message in a bottle, possibly the oldest ever found, has finally reached its destination. Tossed into the North Sea sometime between 1904 and 1906, the bottle washed up on the beach on the German island of Amrum, and was found by a couple in April. Inside they found a postcard asking that it be sent to the Marine Biological Association of the U.K. â&#x20AC;&#x201D; which they did. â&#x20AC;&#x153;We were very excited,â&#x20AC;? Guy Baker, a spokesman for the group, said Friday. â&#x20AC;&#x153;We certainly werenâ&#x20AC;&#x2122;t expecting to receive any more of the postcards.â&#x20AC;? Baker said the bottle was one of some 1,000 released into the North Sea by researcher George Parker Bidder, who later became the associationâ&#x20AC;&#x2122;s president. The bottles were weighed down to float just above the sea bed, and used as part of a study into the movement of sea currents. Inside each bottle was a postcard promising a â&#x20AC;&#x153;one shilling rewardâ&#x20AC;? to anyone who returned it to the association, along with information about where and when they found the bottle. Most bottles were trawled up by fishermen and returned decades ago, Baker said. The association is now looking into having the Guinness Book of Records recognize the message in a bottle as the oldest ever found. The current recordholder, released in 1914 for a scientific experiment, was found 99 years later. Meanwhile, an old shilling has been sent to the couple who found the bottle.

ADRINE CHAUVIN LEE Adrine Chauvin Lee, 102, a native of Lockport and resident of Larose, died Thursday, August 6. Visitation was from 10 a.m. until funeral time Tuesday, August 11, at Holy Rosary Catholic Church in Larose. A Mass of Christian burial was at noon, August 11, at the church, with burial at Holy Savior Catholic Church in Lockport. She is survived by her daughter, Gail L. Falgout and husband, Len Ray Falgout; son, Percy Lee and wife, Linda B. Lee; daughter in law, Dianna S. Lee; 8 grandchildren; 15 great grandchildren; and one great great grandchild. She was preceded in death by her husband, Enoch Lee; son, Allen Lee; one infant daughter; one grandson; twin granddaughters; her parents; five sisters; and one brother. GLENN RIVET Glenn David Rivet, 63, a native and resident of Raceland passed away August 15, 2015. Visitation was held on Wednesday August 19, at St. Hilary of Poitier’s Catholic Church in Raceland from 9:00 a.m. till funeral time. Funeral Mass began at 11:00 a.m. with burial in St. Mary’s Cemetery. He is survived by his daughters, Kristy Lynn Rivet and fiancé Jamie Gaudet and April Rivet Ordoyne and husband Ryan; grandchildren, Shelby, Maci, and Jillian Garrett and Taylor, Connor, and Camryn Ordoyne; mother, Sondra Adams Rivet, and sisters, Beryl Rivet Pitre and her husband Chris and Monica Rivet and her companion Eric Carney; mother of his children Bonnie Delaune, and Godchildren, Alicia Pitre and Nicholas Arcement. He was preceded in death by his father, Louis “Sonny” Rivet Jr.; brother, Gregory John Rivet Sr., and nephew Gregory John Rivet Jr. Mr. Glenn adored his grandchildren, nephews, and nieces and was a terrific grandfather and uncle who was very involved in their lives. He was retired and enjoying it, and loved to watch the Saints and LSU football and will be sadly missed by all who knew him. CAMO begins transmitting AIS safety messages to vessels in the Port Fourchon area
Port Fourchon, LA — The Coastal and Marine Operators (CAMO) group announced it has successfully completed the first step in rolling out a major initiative to protect the safety of mariners, the environment and hydrocarbon pipelines from being damaged. The CAMO group began transmitting Automatic Information System (AIS) safety messages directly to mariners in two charted pipeline corridors in Port Fourchon, significantly improving their situational awareness by providing immediate alerts for vessels in close proximity to submerged pipelines. These vessel safety messages use existing AIS technology that is already deployed on most commercially operated vessels. The first phase of CAMO’s AIS-based pipeline damage prevention and awareness program is being launched in partnership with the Greater Lafourche Port Commission (Port Fourchon) and Oceaneer-
ing, a global provider of engineered services and products primarily to the offshore oil and gas industry. Oceaneering’s PortVision AIS-based vessel-tracking service is being used to monitor vessel activities in the two charted pipeline corridors north and south of Port Fourchon that pass under its main navigable channel. When the PortVision service detects a vessel operating at a speed less than 0.5 knots for three minutes or more within one of these corridors, an addressed, one-time AIS Safety Related Message (also known as message 12) is immediately transmitted directly to the vessel’s wheelhouse that says, “PIPELINE BELOW.” Depending on the equipment installed on the receiving vessel and its equipment configuration, there may be visual and audible variations in how the AIS safety alert is received. sexual battery following incident with correction officer The Lafourche Parish Sheriff’s office reported Inmate Codi Campbell, 28, faces new charges following an incident at the jail. On the afternoon of Monday, August 17, Inmate Codi Campbell signaled for a correction officer to speak with him. Once the officer arrived at Campbell’s cell, Campbell exposed himself to the officer. Campbell later reached through the cell bars and grabbed the officer in a sexual manner. Campbell was subsequently charged with obscenity and sexual battery (forcible fondling). Campbell was initially arrested on January 22, and was previously being held in lieu of $38,000 bond due to charges including two

counts of distribution of crack cocaine, theft and resisting an officer. His bond has now increased to $138,000 due to the additional charges.
FIRST Steps Pistol Orientation program slated for September Detectives seeking man for
convenience store theft The Lafourche Parish Sheriff’s office announced a reward is being offered for information leading to the arrest of a man who stole alcoholic beverages from a Mathews convenience store last week. At around 6:30 p.m. on Monday, August 10, deputies responded to the store on LA Highway 308 in Mathews and learned an unidentified male subject had entered the store about 20 minutes prior and left with four bottles containing alcoholic beverages without paying for them. A store employee attempted to make contact with the man, but he fled the scene in a white Dodge Charger. Detectives began an investigation and eventually obtained surveillance footage of the suspect.
