Appeals court overturns parish president’s ethics ruling

The 1st Circuit Court of Appeal has overturned an ethics ruling that would have required Lafourche Parish President Charlotte Randolph to pay more than $55,000 in penalties. According to the Daily Comet, Randolph rented out her Grand Isle camp to BP after the 2010 Deepwater Horizon oil spill. Once learning of an ethics board ruling in an unrelated case, Randolph terminated the rental agreement with BP and reported the agreement to the state Board of Ethics. The board later ruled she was in violation of Louisiana law because the parish was in a contract with the oil giant at the time of the rental. Randolph was fined $5,000 and ordered to repay the $50,000 she received for rent. The primary issue was whether the parish was in an active contract with BP. The appellate court ruled that the $1 million BP gave the parish for its workers to aid in the oil-spill cleanup was an irreversible, nonrefundable payment, not a contract, and was complete once the payment went through. The judges came to the conclusion that no contractual, business, or financial relationship existed between BP and (Lafourche) Parish during the period of time the Randolphs leased their camp to BP. The ethics board is now responsible for Randolph’s legal fees but also has the option of appealing the case to the Louisiana Supreme Court.

Qualifying for a number of state and local offices in the upcoming November election concluded last week. The headline race on the ballot will be the U.S. Senate currently held by Mary Landrieu, a Democrat from New Orleans. Eight opponents including U.S. Representative Bill Cassidy, a Republican from Baton Rouge and Tea Party favorite Rob Maness, a Republican from Madisonville, will challenge Landrieu in the fall. Also challenging the incumbent are a slew of lesser-known candidates including Wayne Ables, Raymond Brown, Thomas Clements, Brannon McMorris, Vallian Senegal and William Waymire, Jr. In the race for Louisiana’s First Congressional District, incumbent Steve Scalise is being challenged for another term by Lee Dugas, “Vinny” Mendosa and Jeff Sanford. In the race for Louisiana’s Sixth Congressional District, which is an open seat due to Bill Cassidy seeking the U.S. Senate seat, thirteen candidates signed up for the race including former Governor Edwin Edwards. Duet announces candidacy to School Board, District 15

Calvin Duet, a 63year resident of Galliano, announces his candidacy for Lafourche Parish School Board, District 15. He is the son of Citolia (Toya) Duet and the late George J. Duet and is married to Norma Faucheux Duet. Calvin Duet Calvin is a graduate of South Lafourche High School and Nicholls State University, where he earned a BA degree in Elementary Education and a Second Language Specialist in Elementary French. Although Calvin is a retired teacher with 33 years teaching experience at GMLE, GJH, and GMUE/GMMS, he has remained active in education by serving as a substitute teacher for the past 7 years, a STEM Club sponsor, and a school volunteer. I, Kelly Besson, Sr., am announcing my candidacy for Constable of Grand Isle/Cheniere. I am 60 years old and a lifelong resident of Grand Isle. I have been married to my wife Roselyn for 43 years. Painting for a Cure benefit set for Sunday

Vision Communications’ Relay for Life team has partnered with a local artist, Tracey Wisehart-Plaisance, for the first “Painting for a Cure� fundraiser. The event will take place at 2 p.m. on Sunday, August 31 at the Vision Cafeteria (115 West 9th Street, Larose). Tracey will provide lessons while participants will put their own spin on the Relay Goddess artwork. The class will be $45 and reservations are required. The Lafourche Parish Public Library system offers a variety of events for every age throughout the month of September. The public is invited and encouraged to take advantage of the many opportunities offered through the parish public libraries. A representative of the Learning Center of Lady of the Sea General Hospital will discuss baby safety at a program for parents on September 4 at the Larose Branch Library, 305 E. Fifth Street. The program will begin immediately after the library’s 11 a.m. Storytime. The Lafourche Parish Public Library is offering its Fine Forgiveness/Fine Free program in September. The library will forgive charges in any amount for overdue, damaged, or lost items (except laptop fines) in exchange for varying amounts of nonperishable food or pet supplies (pet food, litter, etc.). Any person who owes money to the library (for anything except laptop fines) can bring in items according to a suggested donation schedule to clear their library record and once again enjoy library services. Donated items will

benefit local community organizations such as food banks and animal rescue organizations. The library will also forgive fines for any overdue items (except laptops) returned in good condition in September. For more information, visit your local library branch. Saints focused on lingering position questions GUERRY SMITH Associated Press

METAIRIE, La. (AP) — With Drew Brees back healthy, the New Orleans Saints are free to work on the little things that can make the difference between a Super Bowl run and something less. Rolling through the preseason at 3-0, the Saints still have to choose a placekicker, settle on a starting center, figure out veteran defensive back Champ Bailey’s role and determine Brees’ backup. They don’t have to worry about Brees, though. After throwing two touchdowns in the first quarter against the Colts on Saturday in his return from a strained left oblique, Brees missed Monday’s practice, but not for health reasons. Rather, he was excused to be with his wife, Brittany, who is expecting their fourth child. Brees’ absence gave Luke McCown, an 11-year veteran, and second-year undrafted free agent Ryan Griffin plenty of snaps in Monday’s workout. McCown took advantage, hitting tight end Jimmy Graham deep down the middle of the field in tight coverage for one of several on-target completions. “I felt good,� McCown said. “Tempo is always the buzzword through training camp, but that’s what you want to see. I felt like our tempo was good from the onset to the last throw in the 2-minute drill.� McCown started the first two exhibition games and played before Griffin against Indianapolis, but coach Sean Payton said not to read anything into the order. McCown has completed 22 of 40 preseason passes for 211 yards and two touchdowns with one interception. Griffin is 35 of 57 for 404 yards with three scores and one interception. “Ryan will get a ton of work this week,� Payton said. Center Jonathan Goodwin worked with the firstteam offense in practice Monday after starting against Indianapolis, appearing to move ahead of Tim Lelito. Still, Payton said that competition was not done, either. Lelito is in his second year. Goodwin, entering his 13th season, is in his sec-

ond stint with the Saints after starting from 2008 to 2010. “They both provide position flexibility,� Payton said. “They are two different players in their careers. We will see where that’s headed, but we are getting pretty good consistent play and that is encouraging.� The competition between kickers Shayne Graham and Derek Dimke will continue, too, with Payton saying it likely would go to the final cut day. Graham replaced former Saints kicker Garrett Hartley for the final two regular-season games of 2013 and the playoffs, converting six of eight field-goal attempts, including a game-winner at Philadelphia in the wild-card round. Dimke has not kicked in a regular-season game. Neither has missed a field goal in the preseason, with Graham going 4 of 4 and Dimke 2 of 2. “Both of them have done well in practice,� Payton said. “Tomorrow we will try to create a competition period again and then give them plenty of work on Thursday. We’ve not made a decision.� Payton was happy just to get a chance to look at defensive backs Patrick Robinson and Bailey, who are trying to carve out roles in the secondary, with one of them possibly starting at cornerback. Both returned from undisclosed injuries last week and played against Indianapolis. Robinson, a first-round pick in 2010, started ahead of Bailey, a 15-year veteran released by Denver in March. “We are getting healthier, and that’s good,� Payton said. “We have some good competition.� NOTES: With Brees unavailable, Payton stepped in to take some snaps at quarterback in Monday’s practice, which was not in full pads, and then moved to cornerback briefly, “With safety help,� he quipped. The 50-year-old Payton played quarterback in college for Eastern Illinois, and was briefly a replacement player with the Chicago Bears during the 1987 players’ strike. Miles says No. 13 LSU will play two QBs vs Wisconsin BRETT MARTEL AP Sports Writer

BATON ROUGE, La. (AP) — Unless LSU coach Les Miles is being coy, he’s having a hard time settling on a No. 1 quarterback. So with the 13thranked Tigers opening the 2014 season this Saturday in Houston against No. 14 Wisconsin, Miles said Monday that he’ll play two quarterbacks, sophomore Anthony Jennings and freshman Brandon Harris. “Our team understands that we have talented quarterbacks,� Miles said. “But right now they have not separated themselves, and we are not certain. If we were certain, then I promise you, we would play the one guy that would give us all the advantage. “But if two guys can give us greater advantage than one guy, then let’s certainly play two,� Miles added. For the past two seasons, LSU has had certainty under center. Zach Mettenberger, now an NFL rookie with Tennessee, was the unquestioned starter and leader of the offense. Jennings was the clear No. 2 quarterback last season as a freshman, and took over when Mettenberger was hurt in the second half of the Tigers’ regular season finale against Arkansas. But while Jennings led LSU to a comeback victory over the Razorbacks, he was inconsistent in the Tigers’ Outback Bowl victory over Iowa, completing only 7 of 19 passes with one interception and no touchdowns. Harris enrolled in January, allowing him to challenge Jennings in both spring practice and fall camp. For now, LSU’s offensive regulars are downplaying whatever inconsistencies may arise from a two-QB system, and playing up the potential benefits. “It’s not disconcerting to me at all,� fullback Connor Neighbors said. “They’re having a competition and when you have a competition like that, they’re getting better and they’re pushing themselves. “It doesn’t matter to me and I’m sure it doesn’t matter to the rest of the team because whichever one is in the game has to lead us and they know that,� Neighbors added. “They’ve been very assertive and very confident when they’re in the huddle.� In recent weeks, Miles has not allowed Jennings or Harris to meet with media. While it is common for Miles to shield freshmen from media exposure, he has also silenced the sophomore, Jennings, in an effort to prevent one QB from becoming the voice of the offense over another. Wisconsin coach Gary Andersen — who hasn’t announced a starting QB, either — said the approach of his defense would be similar for either Jennings or Harris, both of whom run well but remain unproven passers. Andersen said he wants his defense focused primarily on executing its base scheme as well as possible. “The base defense on paper should be able to react to any scheme and be able to handle any scheme, assuming the players get what they’re supposed to get and can tackle,� Andersen said. Perhaps Andersen isn’t that concerned with who starts at quarterback for LSU because he expects the Tigers’ running backs to

Miles said freshman Leonard Fournette, widely regarded as one of the top high school running backs in the nation last year, is expected to make his college debut against the Badgers as well. “He’s going to want the opportunity to do everything that he can do. And certainly he’ll play a role in this game,� Miles said. “No reason for him to think about winning the Heisman (Trophy) tomorrow, OK. ... Just make a contribution. Do the things that you’re slated to do.� Fournette was a physically overpowering rusher in high school, and it remains to be seen how well he’ll respond against bigger, stronger and faster defenders at the major college level. Yet Miles has been pleased by Fournette’s running against LSU’s highly regarded defense in scrimmages this month. “There will be better players on the field; certainly, it’s going to not be the same,� Miles said of Fournette’s transition. “But it would be my suggestion that he’s one of those guys that have taken hits against pretty good defense, and he’s ready for that.� Fellow LSU running backs sound impressed as well. “Obviously it’s not high school, but I still think he’s going to be able to get out there and do some of the things he’s done in high school,� Magee said. “He’s that talented.� Notes: Miles said defensive back Jalen Mills, who was arrested this summer and charged with simple battery, is “preparing to play� on Saturday. Miles has declined to specify what Mills’ “in-house� punishment is, and whether that might cost him any playing time against Wisconsin.

When I entered school in Lafourche Parish, there was no free school bus transportation or hot lunches. Coal was the fuel used for heat. There were no air conditioners or ceiling fans and it got hot long before summer vacation began. During the winter months the children of fur trappers were given books and allowed to leave school to join their parents. Mr. Lafarge and later Mr. Monclair were superintendents and we were always prepared by our teachers for their visits, which was a big deal. Huey Long, who was elected Governor in 1928, had delivered on his promise to give students free school books. I submit no judgment, praise or fault, but it’s a fact that he was well loved in South Lafourche. Most homes, including ours, had three pictures hanging on the wall, Jesus Christ, Franklin D. Roosevelt and Huey Long. Some even added a fourth, Mr. Sears of Sears, Roebuck and Company. How did we get to school or eat lunch? At that time our neighbor, Mr. Esmire St. Pierre, had converted an old truck, added benches and covered it with tarpaulin. And voi la, we

had a school bus! He would charge a dime per person but the truck would break down often. In those cases, he would shout, “First to third graders, stay in the truck; four to seven, get out and walk; eight to eleven, get out and push.” It’s amazing how we ever made it to school. Silver dimes, as we called them, though I doubt there was any silver in them, were the ‘coins of the realm’, since that’s how the shrimp pickers were paid. Every home had a roll or two of ‘silver’ dimes and sometimes no other cash at all. I know—-I was there. Mr. St Pierre was a World War 1 veteran, tough but fair. He had lost a son, Pennington, to leukemia. ‘Penny’ was our playmate, a little older but we loved him. When a fight would break out, as they often did, Mr. St. Pierre would break it up and make them schedule a rendezvous Sunday morning under a street light he had installed by his house. This was next to our house and my mother would dread it because the fighters would often come and wash off the blood at our cistern faucet. Since there were no cafeterias or hot lunches, the families would pack a lunch for their children. When my mother could not, mostly on meatless Fridays, she would give me 15 cents to buy a ten cent fried potato sandwich from Mrs. ‘By yan’ at Rizan’s grocery store, and an M.B.C. ‘pop rouge’ for a nickel. (A good ‘pop’ story’s coming next week). Sometimes I would pass up the soft drink to buy a nickel Dixie cup of ice cream with a movie star picture on the lid. I always wanted a cowboy hero, but it was usually some yucky star like Greta Garbo or Robert Taylor. One of the few things I remember from grade school was a play I was in where I portrayed a ‘little blade of grass’. My mother made the costume as you can see by the picture submitted here. Please try to refrain from laughing … Augh, OK, go on and laugh! On Saturdays there was the 10-cent movie matinee with a news reel, a travel log, (which we would boo), a serial (which we called a continue picture), Dick Tracy or Flash Gordon, a comedy (we cheered when it was The Three Stooges), a cartoon, (my favorite was Porky Pig), and a cowboy B picture such as Hopalone Cassidy, Durango Kid or always the favorite, Gene Autry. After church on Sunday, mother would read the funny papers until I learned how to do it myself. That was one task my Aunt Sarah could not do. Today they’re called the comics, and they’re all that, but back then there was action, Caption Easy – adventure, Tim Tyler’s Luck, pre-historic Alley Oop, tear jerkers Apple Annie (later called Mary Worth) and Little Orphan Annie. (Tomorrow, tomorrow, I love ‘ya tomorrow … but Broadway was way in the future). Until next week remember, the meek shall inherit the Earth, but not the mineral rights. … Tha, tha, tha, that’s all, folks!

54th Annual Grand Isle Redfish Rodeo set for this weekend The 54th Annual Grand Isle Redfish Rodeo will be held this weekend, August 29, 30 and 31 at the Bridgeside Marina. The rodeo is celebrating its 18th year as Partners in Education with Grand Isle High School by honoring past graduates and faculty members. Rodeo hours are 5 p.m. Thursday till noon Sunday. Only redfish caught during rodeo hours will be eligible. An angler can register one redfish per day caught in Louisiana waters. Fishing methods allowed include trolling, casting, drift fishing or still fishing. Fishing methods not allowed are trout lines,

trawls, cast nets, gill nets and seines. Tickets will be sold at rodeo headquarters on Friday, Saturday and Sunday until 12-noon for entrance and consolation prizes. A $20 rodeo ticket entitles the owner to enter one redfish daily (ticket must be presented when redfish is entered) and a chance of winning cash entrance prizes (ticket need not be present to win). Seeking the office are interim Assessor, Wendy Thibodeaux, Jonathan Cheramie, and Jerome “Dee� Richard. All 15 seats on the Lafourche Parish School Board were also up for consideration in November with some members being re-elected without opposition. Local races include the District 7 race where Gary Foret and Myra Zeringue Luft are seeking the post. In District 15, Calvin Duet and Lawrence Mounic will square off for that position. Apple Inn Motel, Gators on the Bayou Sports Bar undergoes major renovations

Past problems have plague the Apple Inn motel, located on Hwy. 1 in Larose; but, all that has changed since new owner Ben Peterson, who has many years of industry experience, went in full force to attack at the once-poor reputation. Peterson teamed up with Larose native Michelle Chouest who will oversee daily operations at the newly renovated hotel and its Premier Sports Bar & Grill, Gators on the Bayou. He has put more than $75,000 into upgrades at the facility in order to make it a family friendly and professional atmosphere. Chouest with a team of great workers and the thorough support of her husband, “Black”, along with several of her family members will work to keep the place reputable and to delivery quality food and friendly service. “My husband and I have 6 kids all together, mine, his and ours. Ben has children of his own. We wanted to create an atmosphere where our children and others’ would feel safe and comfortable, ” Chouest said. The extensive renovation efforts include replacing carpeting with flooring, replacing windows and doors, wall and ceiling texturing and décor as well as furniture for the hotel and lounge. Each of the 18 rooms with double or single beds have a television, microwave, mini-fridge and free wi-fi. Security cameras are everywhere throughout the campus ensuring the safety of guests and bar attendees. For less than $70 a night, patrons can stay in the hotel, have access to the lounge and sports bar, use the laundry service and free wi-fi and use the on-call taxi. Many local companies already have contracts open with the newly renovated facility for employees. Guests can rent rooms on a nightly, weekly or monthly basis depending on their needs. Currently, the Apple Inn is at 100 percent occupancy. “With past ownership, there was some really shady stuff going on. We don’t allow it and have eyes and ears everywhere. We want our patrons and staff to know that safety is a number one priority for us. We have a zero tolerance policy,” Chouest said. A large portion of the building that wasn’t being used in the past is now home to a sports bar that serves delicious food as well as ice cold beer. Gators on the Bayou Sports Bar not only has a full bar and boasts the cheapest beer on the bayou, it also has fantastic food at great prices including home-made onion rings, cheesy fries, wings, burgers, philly cheese sandwiches, pizza and much more. On weekdays the restaurant serves food from 10 a.m. to 2 p.m. and again from 5 to 9 .m. on weekends food is served from 5 - 9 p.m. In the non-smoking sports themed facility, there are 11 flat screen televisions and a 102 inch high-definition projection screen. Peterson wanted to ensure that patrons from various places could watch their favorite teams while locals could cheer along LSU and the Saints at the same time. Gators on the Bayou has the SEC network, NFL Sunday Ticket through Direct TV, pay-per-view events such as UFC fighting and more. From 10am to 9pm Gators caters to a familyfriendly atmosphere. After 9pm the bar part will stay open for a strictly adult crowd. “We want Gators to be a place where a family can come in to grab great food and watch the Saints but also to be a place where people can come over after work for a few drinks and fun,” Chouest said. The Apple Inn facility has 5 of the newest gambling machines around as well as a mega-touch arcade, dart machine and electronic jukebox. For those wanted to shoot pool or hang out in a adult-only scene, the Apple Inn lounge also serves appetizers, has poker machines and a full

bar.

The grand re-opening is set for September 5, 6 and 7. Patrons can come in during August betwen 5 and 7 p.m. to get $1.50 beer and .50 cent wings. On Friday,

Visitation was held at Our Lady of Prompt Succor Catholic Church on Tuesday August 26, from 9:00 a.m. until funeral time. A Mass of Christian Burial was celebrated at 11:00 a.m. with burial in the church cemetery. She is survived by her daughters, Audrey S. Cheramie and husband James, Kate Smith, Melissa S. Heart group: E-cigarettes need tighter control but may be a ‘last resort’ to help smokers quit

The American Heart Association’s first policy statement on electronic cigarettes backs them as a last resort to help smokers quit. The American Cancer Society has no formal policy but quietly took a similar stance in May. Both groups express great concern about these popular nicotine-vapor products and urge more regulation, especially to keep them away from youth. They also stress that proven smoking cessation methods should always be tried first. But if those fail, “it is reasonable to have a conversation” about e-cigarettes, said the Heart Association’s president, Dr. Elliott Antman. The Cancer Society said e-cigarettes “may be a reasonable option” for people who could not quit after trying counseling and approved methods, such as nicotine patches. Neither group recommends e-cigarettes for smoking cessation, and makers of the devices do not market them that way.

E-cigarettes are battery-powered devices that vaporize nicotine. They’ve been sold in the U.S. since 2007 and now have millions of users worldwide and nearly $2 billion in annual sales. They contain less toxic substances than traditional cigarettes do, but little is known about their health effects. _________

Hotels collecting record amounts in fees; they’ll guarantee that king bed for $30

NEW YORK (AP) — Forget bad weather, traffic jams and kids asking, “Are we there yet?” The real headache for many travelers is a quickly-growing list of hotel surcharges, even for items they never use. Guaranteeing two queen beds or one king bed will cost you, as will checking in early or checking out late. Don’t need the in-room safe? You’re likely still paying. And the overpriced can of soda may be the least of your issues with the hotel minibar. Vacationers are finding it harder to anticipate the true cost of their stay, especially because many of these charges vary from hotel to hotel, even within the same chain. Coming out of the recession, the travel industry grew fee-happy. Car rental companies charged extra for services such as electronic toll collection devices and navigation systems. And airlines gained notoriety for adding fees for checking luggage, picking seats in advance, skipping lines at security and boarding early. Hotel surcharges predate the recession, but recently properties have been catching up to the rest of the industry. “The airlines have done a really nice job of making hotel fees and surcharges seem reasonable,” says Bjorn Hanson, a professor at New York University’s hospitality school. ___ Pediatricians have a new prescription for schools: later start times for teens Delaying the start of the school day until at least 8:30 a.m. would help curb their lack of sleep, which has been linked with poor health, bad grades, car crashes and other problems, the American Academy of Pediatrics says in a new policy. The influential group says teens are especially at risk; for them, “chronic sleep loss has increasingly become the norm.” Studies have found that most U.S. students in middle school and high school don’t get the recommended amount of sleep — 8½ to 9½ hours on school nights; and that most high school seniors get an average of less than seven hours.

More than 40 percent of the nation’s public high schools start classes before 8 a.m., according to government data cited in the policy. And even when the buzzer rings at 8 a.m., school bus pickup times typically mean kids have to get up before dawn if they want that ride. _________

Montegut teen killed in Terrebonne Parish crash

BOURG, La. (AP) — Authorities say a Montegut teenager was killed in Bourg after being ejected from his truck. State police say 19year-old Austin Neil was driving north on Lower Country Drive shortly after 6 p.m. Saturday when he failed to negotiate a right curve and went off the left side of the road. Trooper Evan Harrell says Neil’s Ford Sport Trac hit a guardrail before traveling across the roadway to the right and rolling several times. Harrell says Neil, who was not wearing a seat belt, was pronounced dead at the scene by the Terrebonne Parish Coroner’s Office. Police said the truck’s

three passengers, who were also not wearing seat belts, received minor injuries. _________

Graham says he’s done dunking after “steep” fine

INDIANAPOLIS (AP) — Saints tight end Jimmy Graham got the message from the NFL. He’s not dunking footballs over goal posts any more. On Saturday night, the Pro Bowl tight end finally responded to a $30,000 fine imposed by league officials. He called it “steep” and said “you can’t really have fun anymore.” Graham was punished for two touchdown celebrations during last weekend’s preseason win over Tennessee. The Saints received two 15-yard penalties and Graham received the fine for defying a rule put in after last season, when he pulled the crossbar off center during a game. After being away on business, Tim thought it would be nice to bring his wife a little gift. “How about some perfume?” he asked the cosmetics clerk. She showed him a $50 bottle. “That’s a bit much,” said Tim, so she returned with a smaller bottle for $30. “That’s still quite a bit,” Tim complained. Growing annoyed, the clerk brought out a tiny $15 bottle. “What I mean,” said Tim, “is I’d like to see something really cheap.” The clerk handed him a mirror. __________________
