The Lafourche Parish Council received the 2016 Proposed Operating, Maintenance, and Capital Budget from President Charlotte Randolph on Tuesday, September 22 at the council’s public meeting in Mathews. Although the proposed budget was not discussed, there were a few comments by administration and councilmen on the state of parish finances going into 2016. Parish President Randolph’s Operations and Maintenance Budget is proposed at a value of $98,507,852. By comparison, the 2015 budget was proposed at $100,225,287, and 2014’s amended budget total was $74,542,117, Randolph’s administration estimates that the parish will collect about $15,383,425 in general sales tax and another $25,970,129 in ad valorem tax next year. Combined funding from grants, state revenue sharing, fees, licenses, permits and other sources of expected revenue for 2016 total $40,415,476. These figures closely mirror numbers from 2015’s budget, where tax estimates were $15,344,661 in sales tax, $23,858,071 in ad valorem tax, and grants were stated at $40,640,130. See Budget Page 4-A

Members of the Greater Lafourche Port Commission selected an interim member in a special meeting on Wednesday to fill the seat of Donald Vizier, who resigned two weeks ago after serving more than 25 years on the board. By majority vote, commissioners selected Larose businessman Ted Savoie to fill the vacancy. Savoie has many years of experience in the marine industry and he took the seat after being sworn in on Wednesday morning. “I would like to thank the members of this commission for the trust they have placed in me by choosing me to sit on this body. I will work hard to move the port forward and see that it grows as an economic engine for the area and the region,” Savoie said. Cut Off woman arrested for stealing over $220,000 from her employer
Rhonda Anglin, (age 46), was arrested recently for stealing more than $220,000 from the local business where she was employed. In early September, detectives opened an investigation after learning Anglin had allegedly cashed several business checks written as made payable to cash. This activity, detectives learned, occurred over the course of approximately one year dating back to October 2014. The total amount of money stolen was $19,200. That led to Anglin’s arrest for Felony Theft on September 8. She was released the following morning after posting $10,000 bond.

The Cadets held a special ceremony honoring those soldiers who are prisoners of war or missing in action, (POW/MIA). The cadets do a saber routine after they enter carrying service caps for each branch of service. They circle the Missing Man Table primarily used during the event. The cadets are involved with POW/MIA issues and have been educating as many people as they can about POW/MIA awareness.

NEW ORLEANS (AP) — Call 2015 the year of hurricane anniversary coincidence in Louisiana. Besides marking the 10th anniversary of the devastating hurricanes Katrina and Rita, this year is the 100th anniversary of a deadly storm that struck in 1915, the 50th anniversary of Hurricane Betsy in 1965, (a storm that flooded New Orleans), and the 30th anniversary of Hurricane Juan in 1985, (a storm that caused widespread coastal flooding). The anniversaries are also a sobering reminder that Louisiana is a hurricane alley. Here, then, is a brief look back at these hurricanes that shaped Louisiana’s history: THE HURRICANE OF 1915 The Hurricane of 1915 (hurricanes didn’t have names back then) struck south of New Orleans on Sept. 29. Newspapers called it one of the worst storms to ever to strike Louisiana. Miles of levees were washed away and thousands of people were left homeless. Boats were tossed around like toys in a bathtub. Once the floodwaters receded, scores of bodies were left behind. Survivors, hungry and without help, were stranded on levees.

District judge says councilman disqualified
A Lafourche Parish councilman representing District 5, covering Bayou Blue and Pointe-auxChenes along the Lafourche-Terrebonne border, who John Arnold went unopposed in the Oct. 24 primary has been disqualified. On Monday, a district judge ruled John Arnold, R-Gray, was disqualified because he falsely certified on his candidacy form that he did not owe any fines when he actually owed more than $5,000 in late fees to the Board of Ethics. According to an objection to Arnold’s candidacy filed by the Louisiana Board of Ethics, Arnold had $5,095 in outstanding fines relating to late submissions of personal financial statements. 6 killed, 7 hurt when SUV rolls during Texas police chase
EDNA, Texas (AP) — An SUV crammed with at least 15 people rolled during a police chase in South Texas early Thursday, leaving six people dead and seven more injured, police said. Police are trying to determine who was driving the 2003 Ford Explorer when it crashed in Edna, about 90 miles southwest of Houston. Two people who ran from the scene were tracked down and detained, police Chief Clinton Wooldridge said. Authorities are trying to identify the victims, some of whom came from Honduras and Guatemala, Wooldridge said. He had no information on their legal status, but said the vehicle seemed to have been adapted to fit in many passengers, hinting at the possibility of a people-trafficking operation. Five patients who were treated at Jackson County Hospital in Edna have been released to the custody of U.S. Border Patrol agents, hospital spokeswoman Donna Coleman said. She said two others are at a hospital in nearby Victoria in stable condition. Officers tried to stop the SUV for a traffic violation but the vehicle sped away and police gave chase. As the vehicle veered onto Highway 59, the driver seemed to overcorrect and the SUV flipped several times, police said. Four people died at the scene and two more died at hospitals, Wooldridge said. ___
Carnival to begin cruise ship operations in Alabama
MOBILE, Ala. (AP) — The Carnival Fantasy will begin voyages from the Alabama coast, marking the return of cruise ships to Mobile after a four-year absence, city officials announced Wednesday. The Mobile City Council approved the deal between Miami-based Carnival Cruise Line and the city-owned cruise ship terminal on Wednesday. The 2,056-passenger Carnival Fantasy will offer four- and five-day cruises to ports in Mexico, officials said. The agreement approved by the council is for about 13 months, meaning the cruises will run from early November 2016 to late November 2017. ___
6 accused of taking polluted oysters
BATON ROUGE, La. (AP) — Six men in their teens and 20s are accused of harvesting polluted oysters in Terrebonne and Lafourche parishes, the Louisiana Department of Wildlife and Fisheries said. Sgt. Bryan Marie cited Dustin Buquet, 18, Richardo Najero-Morales, 25, and Cline Ledet, 29, all of Chauvin, on Sept. 18, according to a department news release Tuesday. They’re accused of taking oysters from a polluted part of Bay Antoine in Terrebonne Parish. Marie ticketed 23-yearold Dillon Verdin of Cut Off, and 21-year-olds Alexei Vargas and Holden Verdin, both of Houma, on Tuesday in Bayou Faleau in Lafourche Parish, Enforcement Division spokesman Adam Einck said. Einck said the health department had closed the areas because of pollution. He did not say what caused the pollution.
Each boat held 15 sacks of oysters, Einck said. He said Marie confiscated the boats and dredges, and put the oysters back in the water. Taking oysters from a polluted area brings a $900 to $950 fine and up to 120 days in jail. In addition, the men could be sentenced to serve 40 hours community service and be required to only harvest oysters from a vessel that is equipped with a vessel monitoring system. ___
‘CSI’ ends its 15-season run with 2-hour reunion finale
NEW YORK (AP) — There was scant evidence suggesting it would be a hit. “CSI: Crime Scene Investigation” was a lastminute pickup by CBS, plugged into a Friday
lineup whose widely forecast surefire hit would be a reboot of “The Fugitive,” not a quirky little drama dwelling on hair fibers and blood spatter. Premiering in October 2000, “CSI” was an out-ofnowhere smash. (“The Fugitive” flopped.) But that was just for starters. It would spawn two long-running spin-offs, set in Miami and New York, and recently gave birth to a third, “CSI: Cyber,” which now will survive it as the 15-season run of the original “CSI” comes to an end Sunday at 8 p.m. local time. The two-hour farewell brings back bygone stars including Marg Helgenberger (who played exoticdancer-turned-investigator Catherine Willows until departing three seasons ago) and Petersen (who headlined for eight-plus seasons as lab boss Gil Grissom).

According to the Daily Comet, Arnold said when he first became a councilman he did not know what he had to turn in and his forms were late. Subsequent financial statements were turned in late as he took care of personal business, and the fees piled up. When he signed up to qualify earlier this month, Arnold said he thought the fines had been paid. On Tuesday Arnold paid all of his outstanding fines to the Board of Ethics. He said he now plans to run for the special election next spring to fill the seat. Lafourche Parish District Attorney Cam Morvant issued a legal opinion that said council members will have 10 days from the first of the year to call a special election as early as March 5 to select a representative for District 5. Morvant said that until the person chosen by voters in the special election takes office, the council can appoint a qualified
person, someone who is qualified to vote and has lived in the district for at least one year, to fill the seat. The council has 30 days from the first of the year to appoint that person, and the appointee will be ineligible to run in the special election, he said.

Buildings collapsed and were badly damaged by hurricane-force winds. Flooding devastated the Lower 9th Ward. President Lyndon Johnson was quick to arrive and tour devastated New Orleans. The devastation prompted the federal government into building a massive levee system around New Orleans â&#x20AC;&#x201D; a system that was partially complete when Katrina hit. The hurricane also led to the creation of the National Flood Insurance Program. Betsy killed at least 58 people in Louisiana. HURRICANE JUAN 1985 Juan pales in comparison in intensity and strength with the storm of 1915 and Betsy, but in Louisiana it remains remarkable because even as a Category 1 hurricane it caused extensive flooding. Juan was an erratic storm that meandered over the Louisiana coast between Oct. 28 and Oct. 31, dropping torrential rains and caused flooding 35 miles inland from the coast. Windell Curole, a hurricane expert and levee manager in south Louisiana, said Juan proved that south Louisiana was facing a serious coastal crisis due to land loss. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s the statement that the Gulf was here,â&#x20AC;? he said. â&#x20AC;&#x153;It was a minimal storm and it pushed water way inland.â&#x20AC;? If youâ&#x20AC;&#x2122;ve received a replacement for your credit or debit cards in the mail lately, take a closer look. That little gold chip on the front is going to make it tougher for thieves to steal your data. By year-end 2015, Visa estimates that 63 percent of cards in American wallets will feature this new technology (www.VisaChip. com) aimed at derailing counterfeit fraud. The new chip adds a unique, onetime code that changes every time you use your card to make an in-store payment. That automatic security code change makes your data nearly impossible to use to create a
counterfeit card. Counterfeit or â&#x20AC;&#x153;clonedâ&#x20AC;? cards account for about two-thirds of in-store fraud to the tune of $3 billion, according to Boston-based research firm Aite Group. The transition to chip cards is expected to be nearly complete by yearend 2017. Youâ&#x20AC;&#x2122;ll see very slight differences in using these cards. First, youâ&#x20AC;&#x2122;ll need to insert a chip card into a new slot built for chip cards and keep it there until your purchase is complete. You wonâ&#x20AC;&#x2122;t have to swipe traditional magnetic strip on the back anymore. You will still be able to sign, enter a PIN or just

pay-and-go for everyday transactions as before. Just remember to take your card with you when the transaction is complete. However, if you are currently using an old but unexpired card or if the business where youâ&#x20AC;&#x2122;re doing a transaction doesnâ&#x20AC;&#x2122;t have the upgraded chip card equipment, donâ&#x20AC;&#x2122;t panic. The strip on the back of your card will continue to work with all card terminals for the foreseeable future. For merchants â&#x20AC;&#x201C; the collective name for the stores, restaurants and other businesses where you use credit and debit cards every day â&#x20AC;&#x201C; the transition to chip cards is moving along as well. According to a recent survey by Visa, approximately 90 percent of business owners are aware of chip technology and about 70 percent have already upgraded their equipment or have plans to do so. Current estimates show that 47 percent of U.S. terminals will be able to read chip cards by the end of the year. Thereâ&#x20AC;&#x2122;s one more incentive for all businesses to get on board with chip card technology: Starting October 1, liability for some counterfeit fraud may shift from the card-issuing financial institutions to retailers unless they are able to accept and process chip card transactions. For merchants, processing chip transactions will likely involve a hardware or software upgrade somewhat similar to upgrading a cellphone contract. In many cases, the terminal will be included in
the cost of the service. About a third of merchant terminals are already chip card-capable and just need a software update to fully function. For the smallest businesses, some low-cost options for upgrading card acceptance terminals can cost $100 or less. Square https://squareup.com/co ntactless-chip-reader, for example, recently announced a new $49 card reader that accepts chip cards as well as mobile payments and theyâ&#x20AC;&#x2122;re giving away 250,000 of them to small business customers at no cost. If you travel overseas regularly, youâ&#x20AC;&#x2122;ve probably already seen chip card technology in action. Itâ&#x20AC;&#x2122;s based on a global standard called EMV and is already at work in countries moving to cashless options for private and public goods and services. One final note. While youâ&#x20AC;&#x2122;re waiting for your new chip cards, youâ&#x20AC;&#x2122;ll still be able to use your current strip-based credit cards in new machines under their zero liability fraud protection rules. However, debit card security rules are different, so it is best to check with your bank on their guidelines so you know your funds are secure. Bottom line: The move from strip to chip cards will create a more secure environment for credit and debit card users. However, consumers will still need to keep their cards safe and confirm the accuracy of all their spending data.

$134M for recovery projects arising from 2010 Gulf oil spill

NEW ORLEANS (AP) — A panel on Wednesday approved using $134 million provided by energy giant BP PLC on 10 projects to help the Gulf of Mexico recover from a catastrophic 2010 oil spill. The approval came from a trustee council made up of Gulf coast states and federal officials overseeing ecological restoration from the offshore spill. About $126 million will go to projects to help sea turtles, fish, vegetation and birds and $8 million on enhancing recreational uses. In 2011, BP offered to spend $1 billion to spur the recovery of the Gulf, anticipating future restoration costs meted out through the courts. BP is expected to spend billions of dollars more on restoration. An April 2010 blowout at a well BP and its contractors were drilling touched off the worst offshore oil spill in U.S. history. The explosion and fire aboard the Deepwater Horizon rig killed 11 workers and crews took nearly three months to cap the leak, which some experts estimated at more than 130 million gallons of oil. So far with the new projects included, about $832 million of the $1 billion has been awarded. The projects were announced previously in April. The largest amount of money — more than $45 million — will go to measures to protect sea turtles, which are considered

threatened and endangered throughout U.S. waters. The April 2010 spill hit turtles hard, in particular a species of small turtles known as the Kemp’s ridley turtle. The new money will be spent over 10 years on finding Kemp’s ridley turtle nests in Texas and Mexico, helping nesting turtles or rescuing turtles in distress and getting shrimp fishermen to avoid catching sea turtles in their nets. The next largest amount of money — $30 million — is for projects along the Mississippi coast. That money will be used to build about 272 acres of reefs and 4 miles of breakwaters. Scientists expect that these spots will over time become fertile marine grounds and enhance the growth of oysters, shrimp, crabs and other species. Scientists also say the breakwaters will reduce shoreline erosion and marsh loss. Alabama is to receive about $10 million for similar projects. Meanwhile, about $20.6 million will be spent on bird nesting areas in Texas. This project will restore and protect three islands in Galveston Bay and one in East Matagorda Bay to provide more nesting habitat for brown pelicans, gulls, great blue herons, roseate spoonbills and other birds. Another $20 million will pay fishermen to set aside long lines during the six-month bluefin tuna spawning season and use other gear. The program is
expected to last between five and 10 years. Longline boats use up to 40 miles of baited hooks to fish for yellowfin tuna and swordfish, but also haul up sharks, bluefin tuna and marlin. Bluefin tuna, which can weigh a quarter-ton and sell for thousands of dollars, have been severely overfished, particularly to feed a worldwide market for sushi. Experts are praising restoration efforts so far. “A lot of it is focused on coastal areas, and that’s where a lot of the damage occurred,” said Ian MacDonald, an oceanographer at Florida State University. But he said deep-sea areas shouldn’t be neglected, noting much oil ended up on the ocean floor where it damaged corals and deepsea marine life. (AP) — In a recent TV commercial, New Orleans Saints quarterback Luke McCown somberly ponders the existence of a wireless network provider’s backup generators, saying “I bet if they had their chance, some of those backups would really shine.” McCown hasn’t had his chance to shine in New Orleans because Drew Brees has been so durable, never missing a start with the Saints because of injury since joining the team in 2006. Brees is hoping to keep that streak alive and prevent the Saints from falling into a 0-3 hole to start the season this Sunday at Carolina. He bruised his right rotator cuff in New Orleans’ 26-19 loss to Tampa Bay in Week 2, but said earlier this week he has “every intention of playing.” Coach Sean Payton remains noncommittal, taking a wait-and-see approach with the organi-
zation’s all-time leading passer. Panthers safety Roman Harper, who spent eight seasons with Brees in New Orleans, said he’s seen the 36-year-old Brees hurt before but “he always finds a way to play.” Panthers coach Ron Rivera said he’s preparing as if Brees will play and “if we get the other guy, then so be it.” The other guy is McCown, who is in his third season as Brees’ backup. His only pass attempt in New Orleans came as a holder on a fake field goal. McCown has started nine games in 12 seasons, the most recent coming in 2011 for the Jacksonville Jaguars. If Brees doesn’t play, Saints fans might not know what to do. KUECHLY’S STATUS: On the other side of the ball, the Panthers could be without star middle linebacker Luke Kuechly for the second straight week. Kuechly missed practice Wednesday and Thursday while waiting to be cleared by an independent physician from a concussion he suffered in Week 1. A.J. Klein proved to be

He’ll mention the responsibility he feels to be a role model for younger cousins, or how he keeps up with an old youth football teammate whose father was gunned down during one of their practices in his native New Orleans years ago. “I don’t know how it feels to not have a father or someone to talk to when you’re having problems,” Fournette says. “So I just try to keep his spirits up and make sure he’s all right.” The questions he tends to deflect are those which would have him to talk about how good of a football player he is. He’s asked that a lot, because he is a Heisman Trophy contender whose combination of speed, agility and brute strength has helped him fill stat sheets with gaudy numbers and supply highlight shows with awe-inspiring scoring runs. “You can’t talk this game,” Fournette, in his typically succinct manner, says when asked about his aversion to self-promotion. “You have to play it.” For Fournette, there also is a measure of credibility at stake. He constantly reinforces to teammates the notion that they deserve credit for much of the praise he gets. So he isn’t about to stand
in front of a microphone talking about how great he is. Fournette is more inclined to tout the attributes of fullback J.D. Moore, a former walk-on who is now starting and on scholarship. Moore helps clear lanes through which Fournette gains the speed he needs to lay waste to would-be tacklers. “His story is spectacular,” Fournette said about Moore. “I came in with all the hype, but walk-ons get treated way different. He came from the bottom and I think he deserves everything that’s coming to him.” Ask Fournette to pick a favorite scoring run and he’ll come back with: “No favorite run. I have favorite guys and that’s my (offensive) line.” That’s what he said after running for a careerhigh 228 yards and three TDs on 19 carries against Auburn last week. His scoring runs included a 40-yarder in which he ran over a defensive back and a 27-yarder in which he used

Circle Flies After pulling a farmer over for speeding, a state trooper started to lecture
him about his speed, pompously implying that the farmer didn’t know any better and trying to make him feel as uncomfortable as possible.
He finally started writing out the ticket, but had to keep swatting at some flies buzzing around his head. The farmer said, “Having some problems with circle flies there are ya?” The trooper paused to take another swat and said, “Well, yes, if that’s what they are. I’ve never heard of circle flies.” The farmer was pleased to enlighten the cop. “Circle flies are common on farms. They’re called circle flies because you almost always find
them circling the back end of a horse.” The trooper continues writing for a moment, then says, “Hey, are you trying to call me a horse’s behind?” “Oh no, officer.” The farmer replies. “I have too much respect for law enforcement and police officers for that.” “That’s a good thing,” the officer says rudely, then goes back to writing the ticket. After a long pause, the farmer added, “Hard to fool them flies, though.”

He says his physical style stems from his preference to initiate contact rather than lose leverage by trying to wriggle away from defenders. Teammates say he appears to have an uncanny ability to use timing of his stride and the angle of his body to transfer his already formidable strength and energy into a compact point of contact. Duo arrested for meth, stolen property found Chrisy Rousse

At around 11:20 p.m. last Sunday, September 20, deputies patrolling the Galliano area observed a suspicious person near the west bank of Bayou Lafourche. Deputies identified him as Gary Kiger, 44, of Larose. Deputies found Kiger to be in possession of a small amount of methamphetamine and drug paraphernalia. Deputies also made contact with a female, identified as Chrisy Rousse, 37, of Cut Off, who was sitting in a vehicle nearby and found to be in possession of methamphetamine.
Deputies also discovered Kiger to be in possession of several items he had allegedly stolen that evening while visiting an acquaintance’s residence. In all, deputies recovered approximately $1,000 in stolen property and 8.6 grams of methamphetamine. Rousse and Kiger were booked into the Lafourche Parish Detention Center in Thibodaux. Rousse is being held in lieu of $25,000 bond. Kiger was additionally charged with Felony Theft, and his bond was set at $11,000.

In honor of Pope Francis’ historic visit to the United States this week, I am dedicating this column to him. I have taken the following quotations from Pope Francis’ writings and talks. This first quote is what the Pontiff says about himself. “If I’m not mistaken, Sigmund Freud said that in every idealization there’s aggression. Depicting the Pope as a sort of Superman, a star, is offensive to me. The Pope is a man who laughs, cries, sleeps calmly and has friends like everyone else – a normal person.” Following that line of thinking, the Pope says holiness is for everyone. “We need saints without cassocks, without veils. We need saints with jeans and tennis shoes. We need saints that go to the movies that listen to music, that hang out with their friends. We need saints that drink Coca-Cola, that eat hot dogs, that surf the internet and that listen to their iPods. We need saints that love the Eucharist, that are not afraid or embarrassed to eat a pizza or drink a beer with their friends. We need saints who love the movies, dance, sports, theater. We need saints that are open, sociable, normal, happy companions. We need saints who are in this world who know how to enjoy the best in this world without being callous or mundane. We need saints.” “This is the struggle of every person: to be free or to be a slave.” So many people today have become slaves to drugs, alcohol, gambling, sex, food, material possessions, the latest fad, etc. that they are no longer free. God wants to free us. Just ask for the grace to put God first. This quotation is good to remember during this election year when politicians use so many sound bites. “Where there is truth, there is also light, but do not confuse light with the flash.” God’s mercy is the theme of the Holy Year that will begin on December 8. “God never tires of forgiving us; we are the ones who tire of seeking his mercy.” We should never give up on anyone. “Even if the life of a person has been a disaster, even if it is destroyed by vices, drugs, or anything else – God is in this person’s life. You can, you must try to seek God in every human life. Although the life of a person is a land full of thorns and weeds, there is always a space in which the good seed can grow. You have to trust God.”

countered a Person: Jesus, in our midst.” The Holy Father wants us to protect human life in all its forms. “It is not ‘progressive’ to try to resolve problems by eliminating a human life.” Both men and women reflect God’s image. “God’s image is the married couple, a man and women, together. Not just the man. Not just the woman. No, both of them. That’s God’s image.” The Pope on the media: “The media only writes about the sinners and the scandals but that’s normal, because a tree that falls makes more noise than a forest that grows.”
