NEW ORLEANS (AP) — A federal judge has ruled that BP must stand by the agreement made with the companies it compensated for losses after the 2010 Gulf oil spill despite the oil giant saying some claims were overestimated. BP argued that a flawed funding formula enabled nearly 800 businesses to overestimate their spill-related claims. One construction company hundreds of miles from the coast received $13.2 million, but deserved $4.8 million at most, BP said. Another company selling “animals and animal skins” was overpaid about $14 million, and about 50 others shouldn’t have been paid at all, the company said. About 150 claimants should return a total of $185 million, and overpayments to the rest haven’t been calculated, attorney Kevin Downey argued. U.S. District Judge Carl Barbier was not persuaded Wednesday, thwarting BP’s latest attempt to control potential liabilities now approaching $50 billion. The judge agreed weeks ago to change the compensation formula for any future payments, but ruled Wednesday that a deal is a deal when it comes to the money BP has already paid out. See BP Page 5-A

If you are looking around for a fishing tournament for a worthy cause, look no further than the “Fish the Bayou” rodeo on October 4, headquartered at the Larose Civic Center. In its second year, “Fish the Bayou” will again stress fun angling, delicious food, great door prizes and musical entertainment. The tournament is an annual fishing rodeo put on by the Dusty Richardel Memorial Foundation, a non-profit organization that awards scholarships to Louisiana high school seniors who
forego traditional college training and instead join the blue-collar workforce right out of high school. Revenue from the rodeo goes toward funding those scholarships. After last year’s event, the foundation was able to award “blue-collar worker” scholarships to 12 students totaling $20,000. Created in memory of Larose resident Dusty Richardel, the foundation’s mission is to help facilitate opportunities for high school graduates who shared Dusty’s ambition to become a skilled blue-collar worker. Rotarians’ popular festival and cookoff provide funds for community, world projects Marc C. Kimball Contributing Writer
This group of civic-minded business professionals gathers every Thursday evening from 7 to 8 p.m. at their usual place, a white building located next to Tom’s Texaco in Golden Meadow. Their building is marked with a huge, 6 foot, blue and yellow cog wheel, reminiscent of something out of Spacely Sprocket’s factory from the Jetsons. They are called Rotarians. Sounds like a race of people expected to beam onto the Enterprise. The Rotarians are all earth-bound people focused on making our world a better place. They are members of the Golden Meadow Rotary Club. Rotarians have been gathering weekly and doing good deeds in our community since 1943. Their first president was Dr. J. Andre Gravois, and I am sure he isn’t from space, or any of this dynamic group’s members which since 1989, includes women. Since its charter was awarded in 1943, the Golden Meadow Rotary Club has accomplished some amazing things throughout our community that we take for granted. They established blinking lights at Falgout Funeral Home in Galliano, the Golden Meadow Bridge and
street lights throughout the town of Golden Meadow. And they do much, much more. They added rubber around the playground equipment, three lighted tennis courts and a basketball court at Oakridge Park in Golden Meadow. But their reach extends far beyond Golden Meadow. They currently award scholarships to students from South Lafourche High School attending Nicholls State University – currently they have four students at NSU on a $3,500 scholarship. Doctors Without Borders, Engineers Without Borders, Architects Without Borders, etc., the list goes on … are all Rotary Club initiatives. In 1985, Rotary focused on the eradication of polio from our planet. They are almost there! Along with the World Health Organization, Rotary International has eradicated the disease throughout the world. Only Pakistan, Afghanistan and Nigeria remain. “That’s because of war in those countries. We haven’t been able to go in there yet,” says Mike Collins, a long-time Rotary member who has served as District Governor and traveled to some exotic locales doing good. “I was in the Philippines when we ad-
An important parish repair project, proposed as far back as 2008, is set to start in November, although some councilmen have expressed concern over design and funding. Parish administration and councilmen alike have expressed some worry that the poor state of the bulkhead could eventually cause the road to cave in, shutting down North American Shipyard, a major employer and taxpaying entity in Lafourche. The Industrial Park Road Bulkhead Project has gone through its design phase and has been advertised. A contractor will be chosen when bids are opened on October 14. Construction is set to begin in November, says Heather Klingman of Duplantis Design Group PC, the engineering firm in charge of the project. The improvement along Industrial Park Road will consist of a new steel sheet pile bulkhead of approximately 425 feet in length along the northwest corner of the intersection of Bayou Lafourche and the Gulf Intracoastal Waterway (GIWW) in Larose. Steel piles will range in length from 35 to 55 feet. The bulkhead will be backfilled to strengthen the shoulder of Industrial Park Road. Tie-back piles will be driven as an anchor for the wall. Whether or not the design of the project goes far enough to adequately protect the roadside and repair the worn out bulkhead is one issue which councilmen have debated. At the September 23rd Parish Council public meeting, Phillip Gouaux, who has been pushing for repair of the bulkhead for over 5 years, questioned the design. “I have looked at the plans to put new sheet piles against the old piles. Wouldn’t it be a good idea to go out further and backfill?” he asked. See Bulkhead Page 5-A

2 killed in head-on collision Wednesday
LAROSE, La. (AP) — Louisiana State Police say two men died when a pickup truck crashed headon into a tractor trailer and then was hit by a dump truck Wednesday morning. Trooper Evan Harrell identified the victims as 38year-old Murphy Callais Jr., of Cut Off, and 62-year-old Lloyd Coleman, of Thibodaux. Harrell says Callais was driving east on the La. Hwy. 24 around 10:30 a.m. Wednesday when he tried to pass a dump truck and struck a westbound 18wheeler driven by Coleman. After the impact, Harrell says the pickup rotated counter clockwise into the eastbound lane where it was struck by the dump truck. Troopers say Callais and Coleman, who were wearing seat belts, were pronounced dead at the scene by the Lafourche Coroner’s Office. ___

By the end of the year, up to 30 states could have an average gasoline price of under $3 a gallon, according to a forecast from GasBuddy.com. Already the average in Springfield, Missouri is below $3. Several other cities are on the brink. The national average is $3.35 per gallon, a dime below last year at this time and near its low for 2014. Lower fuel prices help the economy by making goods cheaper to ship, making travel more affordable, and leaving a few extra dollars in drivers’ pockets. ___
Homeland Security acknowledges 70 percent of immigrant families fail to report to authorities
WASHINGTON (AP) — For nearly three months this summer, the Obama administration carefully avoided answering questions about what happened to tens of thousands of immigrant families caught illegally crossing the Mexican border and released into the United States with instructions to report back to immigration authorities. Homeland Security Secretary Jeh Johnson and others said they faced deportation. But it turns out that tens of thousands of those immigrants did not follow the government’s instructions to meet with federal immigration agents within 15 days. Instead, they have vanished into the interior of the U.S. The Homeland Security Department privately acknowledged that about 70 percent of immigrant families failed to report as ordered. The disclosure came during a confidential meeting at its Washington headquarters with immigration

advocates participating in a federal working group on detention and enforcement policies. The Associated Press obtained an audio recording of Wednesday’s meeting and separately interviewed participants. On the recording, the government did not specify the total number of families released into the U.S. since October. Since only a few hundred families have already been returned to their home countries and limited U.S. detention facilities can house only about 1,200 family members, the 70 percent figure suggests the government released roughly 41,000 members of immigrant families who subsequently failed to appear at federal immigration offices. ___
Search suspended for missing shrimpers
NEW ORLEANS (AP) — The Coast Guard has sus-
pended its search for two missing shrimpers last seen south of Southwest Pass near the mouth of the Mississippi River. The Coast Guard called off the search Thursday. Authorities say the shrimping vessel Christopher’s Joy capsized around 4 p.m. Tuesday throwing the four crew members into the water. The Coast Guard said a boat in the area rescued two members of the shrimp boat’s crew but two others remain missing. Response crews searched more than 5,745 square miles for more than 64 hours for the two missing crewmembers of the 75foot shrimping vessel. Capt. Phillip Schifflin, commander of Coast Guard Sector New Orleans, says their hearts go out to the families and friends of the two men who were lost at sea.

What a Life!
By: Rev. Wilmer L. Todd The cross of Christ has taken on many forms over the centuries
We often see members of a team sign themselves with a cross before or after they perform on the playing field. While we do not know their intentions, that gesture can have great significance. The following is a brief history of the Cross of Christ. Until the year 312, the Roman Government persecuted the church. So we don’t find the cross openly displayed on monuments and catacomb sepulchers. One disguise was an anchor, which took on a much deeper meaning: a hope based on the Cross of Christ. Other disguises were a trident (a three-prong spear), or the mainmast of a ship. Another hidden symbol of the cross was an X also called the St. Andrew’s cross because he is supposed to have died on that type of cross. When the church was free from persecution after Constantine’s Edit of Milan (313 AD) most Christians were still not comfortable enough to display the cross. The simple Greek cross (+) is found below the inscription of Rufinus and Irene, in the catacombs, in the early 3rd century. During the 5th and 6th centuries, the crosses are decked with flowers, palms, and foliage, and the jeweled crosses were adorned with gems and precious stones.
The earliest example of the crucifix, a carved representation of Christ attached to the cross, is from the late 6th century. The early Christians had the custom of making the sign of the cross on their foreheads. Tertullian wrote about 204 AD: “At every forward step and movement, at every going in and out, when we put on our clothes and shoes, when we bathe, when we sit at table, when we light the lamps, on a couch, on a seat, in all the ordinary actions of daily life, we trace upon the forehead the sign.” Afterwards these signs of the cross were united in one large sign that we use today. In the Western Church the hand was carried from the left to the right shoulder; in the East-
ern Church a person signed with the first three fingers from the right shoulder to the left. The sign of the cross was also made at liturgical functions over persons and things, sometimes with five fingers extended, to represent the Five Wounds of Christ, sometimes with thumb and lower two fingers joined representing the Persons of the Trinity. In the year 326 the mother of Constantine, St. Helena, then about 80 years old, journeyed to Jerusalem to destroy the pagan buildings that were put on the site by the Romans to discourage believers from coming to Christ’s death and burial places. The Cross-was covered in a ditch with stones, so that the faithful might be able to venerate it. Only a

Limited funding and concerns over the taking of more water bottom were the reasons for the design. There will be some fill work behind the new sheet piles, with a new 300-foot guard rail in the curve, said Klingman. Another issue is where the funding for the work will come from. Parish President Charlotte Randolph has proposed to fund the project out of tax money in the Road Sales Tax District #2 Fund. When some councilmen expressed opposition to that idea, administration sought a ruling from District Attorney Cam Morvant in April 2012. The DA’s office responded, stating in this case the use of RSTD2 funds is allowable as the repair is “in furtherance of maintaining a public road”. At Tuesday’s public meeting, Jerry Lafont opposed use of RSTD2 funding, saying it was “deceiving the voters”. “When we voted on the tax call, it was for roads and drainage. We have since added bridges; now, bulkheads? If we need to fix this (bulkhead), and I am all for fixing it, we should pull the money from the general fund, not from road sales,” he argued. Councilman Daniel Lorraine, ever protective of RSTD2 money, was also opposed. “It is not our (RSTD2) responsibility to fix that whole bulkhead,” he stated. He too wants the money to come from the general fund. Councilman Phillip Gouaux, in whose district Industrial Park Drive runs, spoke on behalf of getting the job going and not worrying where the money comes from. “This is a parish road. Go and walk the bulkhead.

Under that deal, claimants agreed not to sue, and BP agreed that no future court action could change their payments. “BP disagrees with today’s decision and will appeal it,” company spokesman Geoff Morrell said. “We asked the Court, as a matter of equity and fairness, to order the return of excessive payments.” Barbier said he would rule later on the issue of compensation for cleanup workers whose chronic medical problems weren’t diagnosed until after the deal’s cutoff date of April 16, 2012. The settlement entitled cleanup workers with chronic conditions including rashes and breathing problems to receive up to $60,700 if the problems first surfaced within days of their cleanup work. BP is still facing a financial nightmare from the nation’s worst oil disaster, which began with an explosion that tore open the oil company’s Macondo well on the floor of the Gulf of Mexico, destroying the Deepwater Horizon drilling rig and killing 11 workers. As the spill defied containment efforts for nearly three months, fouling seafood grounds, coastal marshes and beaches, BP sought to restore its image and limit its liability by promising to compensate the victims. Trying to force businesses to return that compensation could cost the London-based company some goodwill, but BP’s financial pressures are different now. “In 2010 and 2011, BP was willing to cut any deal necessary with anyone to reduce its legal risk,” said Pavel Molchanov, an energy analyst for Raymond James. “Now the company is taking a more assertive approach.” BP’s closing share price was $50.20 the day of the explosion, and fell to $22.80 in June 2010, before the well was capped. Shareholders returned after BP set aside $42 billion to cover its liabilities, reassured the financial damage was contained.
That’s no longer so clear: The judge’s ruling this month that BP showed gross negligence and willful misconduct added a new level of uncertainty around BP’s spill-related expenses, reducing its market value by $9 billion in a single day. “That was not expected,” Molchanov said. “It added a big question mark.” BP’s total potential liabilities now include up to $18 billion in fines and penalties that could be imposed for violating federal pollution laws, and more than $27 billion BP says it has already paid to restore the coast and settle damage claims. The claims office said it has paid $4.1 billion to more than 50,700 people and businesses as of Wednesday, and it’s not done yet — the settlement fund is not capped. BP’s stock fell another 21 cents Wednesday, closing at $45.51. The oil giant reported profits of $24 billion last year, but analysts have said it could be forced to sell assets to cover the fines. Peter Pitre has been a 34-year Rotarian and has perfect attendance at the meetings. He has witnessed the effects of their polio eradication efforts first hand. “A guy in our company from India came up to me and hugged me,” says Pitre. “He told me ‘thank you’ for eradicating polio from my country.” India has been polio free for two years now. Rotary Clubs are linked to District Clubs which are linked to a National Rotary Club and Rotary International. Rotary is on six continents. It’s a global organization with local roots. “After Hurricane Katrina, I sent an email to the Rotary Clubs in our district and sent it up the ladder stating that we needed water,” says Collins. “Within a week, we had 40,000 gallons of water. We are a group that certainly values service to community more

than service to self.” Their ideas for good deeds come from various sources, one of which is their local members. “We are trying to get younger people involved to keep our ideas and projects new and fresh,” he says. “We also get ideas from other Rotarians at conferences, through exchange programs and our monthly magazine.” Grand Isle and Lockport have a Rotary Club as well. Each is autonomous and performs different acts of good for the communities they serve. Their fundraising is also different. That’s why this group decided to gather at one of their member’s homes Thursday instead of their traditional meeting place. They are preparing shrimp for their upcoming fundraiser. “The Rotary Bayou Music Festival and Shrimp Cook Off is our largest fundraiser of the year,” says Collins. “It’s held Saturday, October 4 at Oakridge Park.” The event features bands and a shrimp cook off. So far, there are ten teams registered for the competition. “Participants pay $15 and can eat all the boiled shrimp they want, all of which are prepared by our teams of competitive boilers,” says Collins. “The teams show up at 8 a.m. and begin preparing. We provide the water to boil and the shrimp. The doors open at 11 a.m.” Every penny the 501(c)3 non-profit organization receives goes right back into our community in the form of good acts. “Every dollar Rotary spends is accounted for,” says Collins. “When we gather on Thursday nights, we have a meal that we pay for. Month long event focuses on mourning traditions in south La. In the early days of the 18th and 19th Century, the Creoles of Louisiana were predominantly of French, German and Spanish descent. These families, whose parents and grandparents had settled in New Orleans and the surrounding areas of south Louisiana, were all Roman Catholic. Their religion was woven deeply into the fabric of their daily lives. Morning, evening, and before meal prayers, rosaries and holy candles also made up the patterns of daily life in these homes. In the city and on the plantation, these customs were devoutly followed. In death as in life, these Catholic families of old Louisiana practiced customs and rituals that were followed for generations by their ancestors. Of course with the much shorter life expectancy of those days, family members were in mourning a considerable amount of their life. A widow would be in deep mourning for a whole year. Black garments were required at all times. Children were also required to dress the part. Holy Days were also very important and November 1st, All Saints’ Day, (“La Toussaint”), was one of the most celebrated Holy Days of the year. In honor of these important customs and traditions, St. Joseph Plantation is proud to present its Annual Mourning Tour. The tour runs from October 2nd through November 4th. The plantation home is dressed in full “deep mourning”.
Black crepe drape and wreath adorn the front doors. Pianos and organ are closed; mirrors covered, white candles and flowers accentuate the black draped coffin, which is placed in the main hall, as was the old Creole custom of home visitation. Each room of the plantation home is decorated according to these prescribed customs. Incorporated into the regular house tour, St. Joseph Plantation family members and friends explain these old customs and rituals, which are all so very important in understanding the rich history and culture of Old Creole Louisiana and should not be forgotten. An invitation is extended to all who want to learn and experience the rich history and culture that makes South Louisiana so unique, interesting and loved. Jury Duty
A man was chosen for jury service, but he very much wanted to avoid it. He tried every excuse he could think of, but none of them worked. On the day of the trial, he decided to give it one more shot. As the trial was about to begin, he asked if he could approach the bench. “Your Honor,” he said “I must be excused from this trial because I am preju-
diced against the defendant. I took one look at the man in the blue suit with those beady eyes and that dishonest face and I thought ‘He is a crook, he’s guilty, guilty.’ So your Honor, I could not possibly stay on this jury.” The judge replied, “Get back in the jury box. You are just the kind of juror we are looking for - a good judge of character. That man is the defendant’s lawyer.”
