South La. Economic Council CEO Optimistic about 2017 Buster Avera Contributing Writer

Recently, members of the Lafourche Parish Council (LPC) and the Greater Lafourche Port Commission (GLPC) heard some encouraging news fromWthe South Louisiana Economic Council’s (SLEC) CEO Vic Lafont. Visiting their January public meetings and procuring annual dues to his organization, Lafont told LPC and GLPC that 2017 will be a better year in terms of economic growth and jobs. Lafont’s organization focuses on the region of St. Mary, Assumption, Lafourche and Terrebonne parishes, with a goal of increasing development and economic activities within the region and giving advice to businesses. Touting his “4th Quarter Barometer” and the 2016 job growth, which he said occurred in professional and technical services, utilities, education and IT, Lafont told members of both organizations that he thinks recovery is in sight. For example, the Louisiana rotary rig count in January 2017 was 50, up 8 from last year’s second half numbers, he said. “Something’s happening, and it’s not bad,” he said at Tuesday’s council meeting in Mathews. The Lockport KC monthly fundraiser dinner will be held on Sunday, January 29 at their home on Seventh Street between 11 a.m. and 1 p.m. The menu will consist of hamburger steaks, mashed potatoes, sweat peas, salad and bread for an $8 donation. Mardi Gras party set for Feb. 3 in Larose

The Krewe of Versailles will have a Mardi Gras Party open to the public on Friday, February 3 at the Larose Civic Center. The band, Good Feelings, will start at 8 p.m. with the door opening at 7 p.m. Casual attire. Tickets are $15 advanced and $20 at the door. Must be 18 years or older to attend. Concealed handgun class to be held Feb. 4

A Concealed Handgun Training Course will be held on Saturday, February 4 at the LPSO Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8 a.m. and last until approximately 5 p.m. with a break for lunch. The cost for the course is $110, and advance registration is suggested due to limited class size. This course is a pre-requisite for those applying for a Concealed Handgun Permit from the State of Louisiana.

Lafont called recent changes in Washington part of a “comeback” for our region. “Garret Graves’ appointment (to the chairmanship of the House Transportation and Infrastructure Subcommittee on Water Resources and Environment) is huge,” said Lafont. The committee oversees water resources development and regulatory programs administered by the U. S. Army Corps of Engineers and the Environmental Protection Agency. U. S. Representative Graves’ official website says his appointment will play a role in shaping legislation to limit the scope and economic damages of agency regulations, shorten the time it takes for projects to be completed and bring efficiency to government. Such influence has already changed the Corp’s 404 permit process. That process stalled the Larose Floodwall Project along the Intracoastal Waterway, costing the local levee district (and taxpayers) thousands of dollars in wasted time and contractor mobilization costs when the project was shut down last year. Also, Republican Congressman and House Majority Whip Steve Scalise’s close ties to newly elected president Donald Trump will go far in helping south Louisiana, said Lafont. As a member of the Energy and Commerce Committee, Scalise is a leader in pushing for a strong national energy strategy that he says will increase the supply of American oil and natural gas thereby lowering dependence on Middle Eastern oil. Trump’s decision to advance construction of the Keystone XL and Dakota Access pipelines will help the area as well. “We were counting on a comeback; we didn’t know how fast it might come back,” Lafont concluded. On Tuesday, the parish council approved SLEC membership dues of $25,000 for 2017. Earlier this month, the Port Commission agreed to membership dues of $10,000.

EDWARDS from 1-A

Edwards wants to use more than $119 million from Louisiana’s “rainy day” fund to partially fill the shortfall and eliminate the rest of the deficit with cuts. “There will be no proposal from my administration to raise a single tax or fee,” he said. But the governor said Republican and Democratic lawmakers have asked that he allow them to consider fee hikes, so he’ll give lawmakers that option in the parameters of the special session that he’ll call. He didn’t provide specifics about where he proposes to make cuts, saying he’ll submit that detailed legislation by Feb. 6. But Edwards said he wants to spare public colleges, K12 education, prisons, the social services department and certain health services for the poor and people with disabilities. He warned the other reductions needed to rebalance the budget will be deep and painful. “After years and years of cutting, there are no painless options left,” he said. House Republican leaders have balked at the budget-rebalancing session, saying Edwards and the budget committee could make the cuts on their own, without calling the full Legislature back to Baton Rouge. They’ve said such a session will bear unnecessary costs. Edwards said constitutional limits on his and the committee’s abilities to cut spending would force limited areas of the budget to take the brunt of the cuts, usually higher education and health services. A special session, he said, will allow lawmakers to cut more broadly. Some GOP lawmakers also are resistant to using the rainy day fund, saying Louisiana needs to make permanent cuts to better match the state’s spending to its income rather than using the savings account for a temporary fix. Tapping into the fund requires a hefty two-thirds vote of the House and Senate, which could be a difficult hurdle for Edwards to reach. NEW ORLEANS (AP) — The mayor of New Orleans wants to force bars along Bourbon Street to close their doors after 3 a.m. in an attempt to reduce violence in the city. Mayor Mitch Landrieu stresses that the bars and clubs will still be allowed to stay open, they just have to close their doors. Some bar owners are skeptical and say the proposal would hurt business in a city known for its opendoor attitude and all-night partying. In the past few years, some of the on-the-street, alcohol-fueled hoopla has at times ended abruptly in gunfire. Shootings on Bourbon Street in 2014 and last November left two people dead and more than a dozen wounded. ___________

BATON ROUGE – The Louisiana Department of Revenue is now accepting printed 2016 state individual income tax returns, along with those filed electronically through commercially-available tax preparation software. Louisiana File Online, the state’s free tax filing web application, will begin accepting returns on February 6. December Louisiana jobless rate dips as labor force shrinks

NEW ORLEANS (AP) — Louisiana’s unemployment rate dipped to 6.1 percent in December as people kept leaving the labor force. The jobless rate fell from 6.2 percent in November, but remained above December 2015’s 5.8 percent level. Fewer people reported having jobs and fewer were looking. The number of unemployed Louisianans was 129,000 in December, down slightly from November, but 5,000 above December 2015 levels. Louisiana had the fourth-highest jobless rate among states, with Alaska worst at 6.7 percent. The nationwide jobless rate rose to 4.7 percent from November’s 4.6 percent. A separate survey shows Louisiana employer payrolls rose by 2,000 to 1.98 million. Payrolls — a top labor market indicator — remain 5,000 below yearago levels, indicating continued economic weakness. The U.S. Labor Department released figures Tuesday, adjusted to cancel out seasonal changes. ___________

371-foot ship new Gulf of Mexico artificial reef off Texas

GALVESTON, Texas (AP) — A 371-foot former cargo vessel named for a mythical sea monster has become an artificial reef in the Gulf of Mexico off Texas. The Texas Parks & Wildlife Department says the Kraken was sunk 67 miles off Galveston. The

ship is expected to become a home to fish, coral and other invertebrates — plus a destination for divers. The project is part of the state’s Artificial Reef Program funded through grants and industry donations. The Kraken last May was towed from Trinidad to Brownsville. Crews removed all fuel, oil and hazardous materials to abide by environmental regulations. Department officials say the ship sank last Friday as openings cut into the vessel filled with water. The Kraken settled about 140 feet below the surface. ___________

Terrebonne Parish to mark opening of women’s jail

ASHLAND, La. (AP) — Officials are marking the opening a women’s jail in Terrebonne Parish. The Courier of Houma (http://bit.ly/2jRqnYE ) reports that Wednesday’s grand opening will include a ribbon-cutting at 11 a.m., and guided tours will be held shortly after. The Ashland facility had been a juvenile detention center. Terrebonne Sheriff Jerry Larpenter says the newly converted space will accommodate the parish’s need for additional inmate bed space. The jail will accommodate about 130 female inmates and free up space for more male inmates at the current jail next door. BATON ROUGE, La. (AP) — All oyster harvest in the West Cove portion of the Calcasieu Lake Public Oyster Area in Cameron Parish is closing at a half-hour after sunset Tuesday. The oyster population in the lake has been in decline for several years and state officials say the continued commercial harvest may threaten the long-term sustainability of remaining oyster resources in the area. The state Department of Wildlife and Fisheries announced the closure Friday. Officials: Twisters damage, destroy 31 houses in Louisiana

PLAIN DEALING, La. (AP) — Authorities say tornadoes destroyed or damaged 31 houses and RVs in Louisiana: 29 in the northwest near Plain Dealing, and two in the Natchitoches (NAK-uh-tesh) Parish town of Natchez. Officials say nobody was seriously hurt. The National Weather Service tells local news media that both areas were hit Saturday by EF-2 twisters, with 115-mph winds in Bossier Parish and 120-mph winds in Natchez. Howard Johnson of Natchez told KTBS-TV (http://bit.ly/2jIMtfA ) he woke as his house was being torn apart. It wound up in the Red River. KSLA-TV reports that a survivor crawled out of his rolling mobile home. Plain Dealing resident N.D. MacKellar told The Times that as windows burst, he ran, carrying his wife to their bathtub. Bogue Chitto National Wildlife Refuge closed

NEW ORLEANS (AP) — The U.S. Fish and Wildlife Service says it’s closing Bogue Chitto National Wildlife Refuge due to high levels of the Pearl River. The closure, announced Thursday, will affect primitive-weapon and archery deer seasons on the federal tract, but not waterfowl season. NOLA.com/The TimesPicayune reports (http://bit.ly/2jXaaB1 ) regulations require closure of the refuge, located in eastern St. Tammany Parish, whenever the Pearl River at the Pearl River, Louisiana, gauge reaches 15.5 feet. Forecasters are expecting it to remain at or above that height through at least Jan. 31. The closure is necessary because high river levels force wildlife to group up on emergent ridges, where they become susceptible to over-hunting. French Quarter Festivals, Inc. announced the 2017 lineup Tuesday, noting that Neville is scheduled to perform on the opening day, April 6, on the Abita Beer Stage. The 34th annual event runs through April 9 at various stages set up giving festival-goers a chance to listen to more than 1,700 musicians. The festival is free and open to the public. In addition to Neville, Cedric Watson and Bijou Creole, Cole Williams Band, Cupid, Messy Cookers Jazz Band, Mo’Fess, Love Evolution, Perdido Jazz Band, T’Monde, and Valerie Sassyfrass make their debuts at this year’s festival. Woman’s body found under Walker bridge; foul play suspected

WALKER, La. (AP) — Authorities suspect foul play after a woman’s body was found beneath a Baton Rouge-area highway bridge. News outlets report that investigators believe the woman had been dead for at least a week when her body was found Wednesday morning amid tree limbs and other debris beneath the Interstate 12 bridge over West Colyell Creek in Walker. Walker Police Capt. John Sharp says the cause of death remains undetermined pending an autopsy, but the case is being investigated as a homicide. Investigators are reviewing several active missing person cases in Livingston Parish. No further information was immediately available. ___________

Woman accused of fatally backing over husband with truck

GRAND ISLE, La. (AP) — Police say a woman backed over her husband with a pickup truck, killing him. NOLA.com/The TimesPicayune reports that Jefferson Parish arrest records show 46-year-old Sherry Pruitt, of Grand Isle, is charged with vehicular homicide, driving without a license and operating a vehicle while intoxicated. According to Grand Isle police, a witness says Pruitt backed over Buddy Lowe while driving a pickup truck on Jan. 21. Authorities say Lowe was unresponsive when they arrived at the scene and he was later pronounced dead. Police say Pruitt told officers she did not have a driver’s license. Upon her arrest, she was taken to a hospital for a toxicology test due to concerns of a possible overdose. A judge Wednesday set an approximately $26,000 bond for Pruitt, who is currently in custody. Galliano man arrested for carnal knowledge of a juvenile

David Nelson Jr., 19, of Galliano was arrested for Carnal Knowledge of a Juvenile. Earlier this month, the Golden Meadow Police Department was notified about Nelson possibly having sexual relations with a 16-year-old female. Juvenile detectives with the Lafourche Parish Sheriff’s Office were called in to investigate the case. Through investigation, they learned Nelson had consensual sex with the female on at least two occasions. Detectives made contact with Nelson on Monday, January 23, and during questioning, he admitted to having sex with the 16-year-old female. He was arrested and booked

into the Lafourche Parish Detention Center. He was released Monday afternoon after posting $2,500 bond.

Assistant District Attorneys Joe Soignet and Jason Chatagnier are the prosecutors for Blackledge’s trial, and New Iberia attorney Lynden Burton is representing Blackledge. Lanier is presiding over the case. Soignet said in his opening statement that the crime likely occurred between 4 a.m. and 4:30 a.m. on Sept. 22, 2013, but deputies were dispatched about 11:45 a.m. Blackledge was picked up during a traffic stop Feb. 6, 2014. Blackledge initially told detectives Major entered the apartment with two guns and shot both victims, but detectives said that didn’t match the evidence from the scene. Blackledge then said Major had shot Nikki Landry, then pointed a gun at him and threatened to shoot him if he didn’t kill Lefort. In his opening statement, Burton told the jury that Blackledge reads at a first-grade level. He said his client was held at the Sheriff’s Office substation for more than 12 hours and that detectives could have recorded that whole time but didn’t. Burton said detectives claimed to have offered Blackledge a chance to sleep, but there was no bed where he was held. Witnesses have said they heard him screaming and being thrown against a wall, but there is no proof of that. Jurors on Thursday heard Taveyon Blackledge’s confession to detectives and jail conversations between him and his father, who is alleged to have ordered the crime. At the beginning of the calls, Thompkins states his name. “I know the odds are against me,” he said in one call. Thompkins would call someone and then have them connect him to Blackledge. The day before the slayings, he mentioned “that confidential informant,” saying she needed to “get out of Dodge.” In another call, he lamented to another man that Blackledge didn’t “at least try to get me a lawyer. ... He didn’t do nothing for me.” Blackledge and two other males were picked up during a traffic stop about 4 p.m. Feb. 6, 2014, and arrived at the Lafourche Parish Sheriff’s Office’s Criminal Operations Center in Lockport shortly before 5 p.m. There, detectives questioned and eventually released the other two males before moving on to Blackledge. Detectives Ben Dempster and Kevin Johnson questioned Blackledge. question and I can’t answer yours I will give you $5,000.” The idiot says, “Okay.” The genius then asks, “How many continents are there in the world?” The idiot doesn’t know and hands over the $5. Dempster testified that Blackledge signed a waiver of his rights and appeared to understand what he was doing. In a pre-interview about 10:30 p.m., Dempster said, the detectives spoke with Blackledge about how he knew the victims, his relationship with his father and how Thompkins and Major had pressured him to kill Landry or pay someone to do it. The pre-interview was not recorded. The jury then heard Blackledge’s first recorded interview, which began shortly before 2 a.m. “He tried to pressure me, tried to make me do something I don’t want to do,” Blackledge said of Thompkins. Dempster asked if he meant kill Landry, and Blackledge said yes. “Why was he trying to pressure you into killing Nikki Landry?” Dempster asked. “He had to go to court, and he didn’t want to go to jail for a long time,” Blackledge responded. Dempster asked him what Thompkins meant by hiring a lawyer. “You try to hire somebody to do something,” Blackledge said. When asked if “do something” meant kill someone, Blackledge said it did. He told the detectives he’d driven to the apartment, and Major went in and killed the victims. He said he then drove away, dropped Major off at home and paid him $2,000. Blackledge said he’d known Landry for a couple of months. “Even though I knew her situation and what she did, I really didn’t want nothing to happen to her,” he said. “She was always good to me.” He said he had no one to turn to for guidance when his father began pressuring him into committing the crime.

Captains Chad Shelby and Todd Charlet then questioned Blackledge. Shelby said a $5 bill was found near Landry’s body, so robbery was an unlikely motive. Investigators also found crack cocaine, synthetic marijuana, pills and drug paraphernalia in the apartment. It appeared the two victims were killed at nearly the same time, Shelby testified. Landry was found lying on her side in bed, and Lefort was on the couch immediately inside the apartment, facing away from the door. Shelby said he told Blackledge it made no sense that someone would have used two guns for the same crime, stood in the hallway and at once shot Lefort on the couch and Landry in the bedroom. “Bullets don’t magically bend around corners,” he said. Shelby said Blackledge then became emotional but eventually agreed to give a new statement to Dempster and Johnson. In his second recorded interview about 5:20 a.m., Blackledge said Major shot Landry and then pointed a gun at him and forced him to kill Lefort. There were no video cameras in the room, and the Sheriff’s Office does not use body cameras. New Iberia defense attorney Lynden Burton grilled Dempster and Shelby on the lack of recording and the fact that Blackledge was in the room for 12 hours, alone except when the detectives were questioning him. State District Judge Walter Lanier is presiding over the case, which Assistant District Attorneys Joe Soignet and Jason Chatagnier are prosecuting. What a Life!

Mrs. Eunice Pellegrin of Chauvin was diagnosed with stomach cancer in the year 2000. The doctors operated on her but they said the cancer was too far gone. They just closed her up and sent her home. She prayed the following prayer every day of her life. She died June 11, 2016 at the age of 86. It was indeed a miracle that she lived so long. Heavenly Father, I call on you right now in a special way. It is through your power that I was created. Every breath I take, every moment of every hour, I live under your power. Father, I ask you now to touch me with that same power. For if you created me from nothing, you can certainly recreate me. Fill me with the healing power of your spirit. Cast out anything that should not be in me. Mend what is broken. Root out any unproductive cells. Open any locked arteries or veins and rebuild any damaged areas. Remove all inflammation and cleanse any infection. Let the warmth of your healing love pass through my body to make new any unhealthy areas so that my body will function the way you created it to function. Father, restore me to full health in mind and body so that I may serve you the rest of my life. I ask this through Christ our Lord. Amen. Eunice liked to write poems. Twelve members of the South Lafourche National Honors Society attended the LEAD Conference in Denver, Co., November 11-13, 2016. This conference is held three times a year in various cities across the United States. The participating members were able to learn how to better their community as well as their school and how to be active members within their community and school.
