Jindal admin: State has a $178.5M surplus
BATON ROUGE, La. (AP) — The Jindal Administration says Louisiana has ended the 2014 fiscal year with a $178.5 million budget surplus. Commissioner of Administration Kristy Nichols said Thursday that creating a “fiscally responsible” plan for the surplus is the administration’s next step with health care and higher education as the top priorities. The surplus is from the fiscal year that ended June 30. Any determination of how the money is spent will be handled when the Legislature convenes its annual session in April. The state Constitution limits the way in which surplus money can be sent to items like paying down debt, construction projects and other one-time expenses. A budget status report will be presented to the Joint Legislative Committee on the Budget at its meeting Oct. 17.

Tuesday, Thursday and even Saturdays, this amazing group of Olympic athletes trains at the Cut Off Youth Center. They’re in the pool, swimming laps, practicing their strokes and taking direction from their coaches. These young athletes are preparing for a grueling three-day competition in Lafayette. It’s the state meet, which is held three times per year. This is the first state event that Lafourche Parish will be competing with its own Special Olympics team. Lafourche is the 56th out of Louisiana’s 64 parishes competing! It began on August 7th at 6 p.m. when a group of parents, athletes and volunteers gathered at the COYC to develop a Lafourche Parish Special Olympics Team. Their meeting was successful – nearly 50 people attended, formed a committee, schedules and teams. Fast forward a week-and-a-half to August 12th, the first practice for the new Lafourche Parish Team, and they haven’t stopped practicing since! These young
swimmers are preparing for their first state Special Olympics, the State Fall Classic, held October 17-19 in Lafayette at Pelican Park. The sports are divided up into three chunks that athletes can compete, but participation is limited to only one sport, per athlete, per grouping. The first sports on the list: swimming, horse shoes and softball. These 19 aspiring Special Olympic Athletes are in the water working on their strokes, times and techniques for winning. Like all future Olympians, these athletes are focused. Lauren is a prime example of how dedicated and committed these young athletes can be. Atlantic hurricane season among weakest in decades
A political forum hosted by the Chamber of Lafourche and the Bayou Region was held on Thursday for candidates for Lafourche Parish School Board as well as District Judge Division B and Lafourche Parish Assessor. The three candidates seeking the judgeship from retiring judge Jerome Barbera are John J. Erny, III, Anthony “Tony” Lewis and Steve Miller. Erny is an attorney in private practice while Lewis and Miller both serve as assistants in the Lafourche Parish District Attorney’s office. On the topic of crime and incarceration, Erny stressed the need to punish violent offenders while using other vehicles for rehabilitation of non-violent offenders such as the long established drug court. Lewis noted that while violent offenders need to be handled accordingly, a possible option for rehabilitation of nonviolent offenders is the work release program established in the parish. “In the case of a non violent individual who can be rehabilitated, work release and possible home incarceration are possibilities that should be looked into. This allows the non-violent individual to keep working and provide for his family and give back to the community,” said Lewis. Miller stressed that the focus to crime prevention needs to begin in the home. “The moral compass of an individual begins in the home. While the court must deal with violent and repeat offenders in the proper manner, the individuals who can be rehabilitated and become productive members of society must be attended to through the drug court and other programs,” he stated. One of the possible options Miller noted for future consideration is a mental health court. “A mental health court is something that could be looked into as a further option for non violent offenders. We need to consider all options and keep an open mind, but with public safety as the always top issue.” See Candidates Page 5-A

SAN JUAN, Puerto Rico (AP) — This year’s Atlantic hurricane season is shaping up to be one of the weakest in decades with only five named storms in the region so far this year. That is the fewest named storms since the full Atlantic season of 1983, when there were four. The 1994 season also had only five named storms into October, then two hurricanes formed in early November of that year. Forecasters have projected another two named Atlantic storms for the rest of this year’s season that ends Nov. 30. But there are no signs of any new ones spinning off Africa’s west coast during what is usually the season’s peak period — mid-August to late October. “The tropical Atlantic is just dead,” said Max Mayfield, a former director of the U.S. National Hurricane Center in Miami. A typical June-November hurricane season has 12 named storms, nine of them hurricanes and three of those major. See Hurricanes Page 5-A

Lafourche Parish Government and the Office of Emergency Preparedness want to let local residents know they are working with the Department of Health and Hospitals as well as the Governor’s Office of Homeland Security and Emergency Preparedness to monitor the Ebola Virus Disease (EVD) in the event a case presents itself in Louisiana. To date, there have been no reports of EVD entering the state and officials are urging residents to remain calm, but vigilant.

Letters and Opinions October hurricanes can still be deadly
A calm hurricane season for September often leads to a calm October. But 50 years ago on October 3, 1964 Hurricane Hilda attacked and crossed the Louisiana coast with 115 mph winds. Just two days prior on October 1st, the winds were 150 mph. The highest tide was 10 ft. near Atchafalaya Bay with flooding extending to South Lafourche and Grand Isle and a storm surge up to 4 ft. Although the flooding caused major problems to the people of South Lafourche, it had no comparison to tragic deaths of 23 people in Larose by a tornado spawned by the hurricane. That record of deaths still stands today, to which no hurricane-created tornado has ever surpassed. On October 27, 1985, Hurricane Juan meandered in the Gulf for three days causing flooding along the Louisiana coast and in the Lafourche, Terrebonne, and Grand Isle areas. A 7.2 ft. storm surge was recorded at the newly constructed Golden Meadow floodgate. With a partially constructed hurricane levee system, water entered the

communities of South Lafourche where the federal levees had not yet been constructed. Although the water was at one time 7.2 ft. against the outside of the levee, interior flooding was at a 4.5 ft. height maximum due to the partial success of the uncompleted levee system. This is still the record level of flooding from Larose to Golden Meadow. On October 1, 1893, a hurricane took over 2,000 lives in coastal Louisiana. Over 700 people died at Chenier Caminada alone. The retreat from the hurricane threat resulted in the formation of the communities of Leeville, Golden Meadow and Cut Off, with many other inland communities receiving survivors from the storm. Although August and September have the greatest number of storms, in 1964, 1985 and 1893 the October storms were the ones that caused the most suffering. Windell A. Man gets 24 years for sexually exploiting children
NEW ORLEANS (AP) — A 43-year-old Raceland man has been sentenced to 24 years in prison for sexually exploiting children and possessing child pornography. U.S. Attorney’s Office in New Orleans says Johnny Smith pleaded guilty Wednesday to the sexual exploitation of children and possession of images depicting the sexual victimization of children under age 12. U.S. District Judge Sarah S. Vance also sentenced Smith to a lifetime of supervised release and ordered him to register as a sex offender. Prosecutors say FBI agents found videos Smith recorded in which he engaged in sexually explicit conduct with a 3-year-old girl. Agents also found about seven videos of 17 images depicting children under
age 12 engaged in sexually explicit conduct that Smith downloaded and saved to his computer. ___
Father runs over toddler daughter, killing her
KENNER, La. (AP) — A 14month-old girl is dead after her father accidentally rolled over her with his truck in the family’s driveway. Kenner Police Sgt. Brian McGregor says police began receiving 911 calls around 8:55 a.m. Wednesday, reporting that a child had been hit by a vehicle. McGregor says the mother and father were outside their home, but had left the front door open while they worked on a GPS device. He says the toddler crawled outside and under the vehicle undetected. As the man began to pull out of his driveway, McGregor says he ran over her. The child was taken to University Hospital, where she was pronounced dead. No criminal charges will be filed. McGregor says the case, however, will be forwarded to the Jefferson Parish District Attorney’s office for review.

US: Phony fisherman netted $75,000 in spill claim ___
NEW ORLEANS (AP) — The U.S. Attorney in New Orleans says a Slidell man has pleaded guilty to fraud in connection with a claim he filed related to the 2010 Gulf of Mexico BP oil spill. U.S. Attorney Kenneth Polite (poh-LEET’) said in a news release that 55-yearold Darrell Morris pleaded guilty Thursday to one count of conspiracy to commit wire fraud. Prosecutors said that Morris applied for disaster relief funds in October 2010, presenting false documentation indicating that he had earned money as a commercial fisherman before the spill. Polite said Morris, who had never been in the commercial fishing business, received about $75,000. Morris is to be sentenced in February. He could get up to five years in prison. ___
Protesters yell abuse at officers in St. Louis
ST. LOUIS (AP) — Protesters angered by the fatal shooting of a black 18-year-old by police faced off with officers in south St. Louis for a second night as accusations of racial profiling prompted calls for a federal investigation ahead of a weekend of planned rallies and civil disobedience. State and city leaders have urged the Justice Department to investigate the death of Vonderrit D. Myers in the Shaw neighborhood Wednesday night, fearing he was targeted because he was black. Police say the white officer who killed Myers was returning fire, but Myers’ parents say he was unarmed. Myers’ death comes two months after the Aug. 9 fatal shooting of Michael Brown, a black unarmed 18-year-old, by a white police officer in nearby Ferguson. Brown’s killing sparked dozens of often violent protests in the St. Louis suburb. A state grand jury is deciding whether Officer Darren Wilson will face charges in his death.
Two cars seized from drug dealers in Lafourche to be used to promote drug resistance education
Two cars seized from drug dealers in 2012 will be utilized to promote awareness of the Lafourche Parish Sheriff’s Office D.A.R.E. program. A 2007 black Lincoln MKZ and a white 2008 Cadillac CTS will bear colorful graphics that will be utilized to promote the D.A.R.E. program in addition to the 1989 Ford Mustang convertible which had been used since 1996 and will soon be refurbished. Sheriff Craig Webre says the cars have been assigned to two School Resource Officers, who are also certified D.A.R.E. instructors, who will drive the vehicles to their schools daily. “These cars will not only serve as a promotional tool for our D.A.R.E. program, but will also serve as a reminder of how costly dealing drugs can be,” said Sheriff Webre. “Now, cars that were once used in the sale of illegal narcotics will now help promote drug resistance education.” The D.A.R.E. Cadillac CTS made its public debut on Saturday at the Lafourche Pride Awards Banquet in Thibodaux. It features a “red, white and blue” theme as well as “Daren the Lion,” which is the official mascot for the D.A.R.E. program. The CTS was seized in 2012 as part of a Lafourche
Parish Drug Task Force operation wherein agents seized nearly $50,000 in cocaine, crack cocaine and cash and culminated in the arrest of upper-level drug dealer Antonio Tillman and several associates. The D.A.R.E. Lincoln MKZ made its debut earlier this year as it was featured in several area Mardi Gras parades. It also features the “Daren the Lion” in a swamp-like setting complete with an alligator and a pelican. The MKZ won overall “Best of Show” at the 23rd Annual Louisiana D.A.R.E. Officers Association Training Conference in July. Agencies from around the state entered specialty vehicles including cars, trucks, and sport-utility vehicles. The car was seized in October 2012 after agents caught Ricky Trosclair driv-
ing the car with a suspended license. Trosclair also had eight (8) grams of methamphetamine, over five (5) grams of marijuana, $3,200 cash, and a firearm. The D.A.R.E. program began in Lafourche Parish in 1990. The core lessons are taught at the 5th grade level, but the program also includes visitation lessons for Head Start and Kindergarten through 4th grade, as well as 8th grade middle school component. The D.A.R.E. program is taught in more than 30 public, private, and charter schools throughout Lafourche Parish. Last year Pope Francis sent a letter to the bishops’ conferences of the world asking them to consult “immediately” and “as widely as possible” in their church parishes about issues such as contraception, same-sex marriage, divorce and other topics touching on family life. Right now the Synod of Bishops is meeting in Rome to discuss family life in our contemporary society. The theme for this meeting is “The Pastoral Challenges of the Family in the Context of Evangelization.” The synod members (which includes 15 married couples) will try to find ways to improve the pastoral application of church teachings, ways to explain it, and ways to help Catholics live it. The Synod will last until October 15. Excitement and anticipation for this synod have been high, partly because of a 39-question survey the Vatican sent to the world’s bishops last year. The intention was to provide substantial consultation at the local level. Since there was no special formula for the consultation, some lay Catholics wondered whether this synod would really address the problems of family life today. This synod is not expected to make any proposals. It will discuss the lived experiences of families today. The report of the discussions will be sent to dioceses around the world in
preparation for another synod next year. Any changes to church practices on marriage and family life will come next year. Many studies have been done on the family. They can be a great help to us in evaluating our own family life and in pointing out the areas in which we need to develop and grow as a family. According to a study of more than five hundred family counselors, the following are the top traits of successful families: Communicating and listening; affirming and supporting family members; respecting one another; developing a sense of trust; sharing time and responsibility; knowing right from wrong; having rituals and traditions; sharing a religious core; respecting privacy. It is obvious from hearing such a list that the one ingredient that has to go into any family is work. Good, strong families do not just happen on their own. It takes a great deal of work to build, nurture, and help your family to grow in love, freedom, respect, and kindness. Let’s face it; nothing is guaranteed. We cannot control how children are going to turn out. However, that does not mean we should not put our whole heart and soul into our family life. An essential ingredient of any successful family has to be an awareness of what is going on in the family. Awareness means paying attention to other family members, listening to their stories, taking an interest in what is important to them. If we are always busy with our own activities, we are probably missing much of what is going on with your other family members. Family life is not just the responsibility of the parents. As children grow and
become more aware of the needs of their family, they too should learn to take part in helping in whatever small or large ways they are capable. It is within the family that we learn the meaning of responsibility and respect. It takes hard work to build, nurture, and help our families to grow. Yet, This is our calling. We are called to holiness precisely as a family. It is often in our compromises in family life that our holiness develops. We are brothers and sisters in Christ. We are the blessed children of God. Let us live that way! Maybe we can start by answering this question: When was the last time you told a family member, either in a letter, e-mail, or in conversation, that you loved him or her?

Three candidates are seeking the post of Lafourche Parish Assessor. The candidates are Jonathan “Jo Jo” Cheramie of Thibodaux, State Representative Jerome “Dee” Richard of Thibodaux and interim Assessor Wendy Thibodeaux also of Thibodaux. When asked what they believed the role of the assessor was in dealing with the business community, Cheramie stated that fairness was the most important component. “The assessment of properties at fair market value. That’s what I’ll do,” he said. Richard noted his years in public service, specifically the Louisiana Legislature. “Time should be spent lobbying the legislature and balancing the exemptions because what is good for the business owner can impact the homeowner and vice versa,” he said. Thibodeaux acknowledged that the role of the office is to “keep businesses in business.” “The office has to balance tax rolls so that the tax burden is fair to all parties,” she said. All candidates spoke in favor of protecting the homestead exemption with Cheramie noting, “everyone should pay something, even if it’s only $50.” Richard likened it (homestead exemption) to a “political football.” “It will never go away,” he said.
In closing, Cheramie stressed his education and his service to his country through the armed forces. Richard noted his years of public service and his being the only elected official in the contest. Thibodeaux noted that she is the only certified assessor in the race and the only one who has worked in the assessor’s office giving her the training “to do the job from day one.” Early voting is scheduled for October 21 thru October 28. Election day is Tuesday, November 4.

“This is Lauren’s second year with Special Olympics Louisiana (SOLA). She started with a limited set of swimming skills and suffers from severe seizures,” she says. “She swims now without her swim belt and even walks off the diving board,” she added. “It’s great as a parent too see a child participate and just have fun,” says Dufrene. “To see her excited about something…is just awesome!” These events do more than develop an athlete’s abilities in the pool. Melisa Adams has seen her son grow as an athlete and more importantly, as a person since becoming a part of SOLA nine years ago. “The athletes have so much joy, not just for their sport,” she says. “There are no selfish part’s of these kids,” she

added. “They cheer for their team mates in other competitions in all the events. They really learn team skills, group dynamics, sportsmanship and so much more,” she added. This sentiment is echoed by Dolly Tauzin, who lives in Matthews. Her son Luke is a first-time member of the Lafourche Team. For the past nine years he has been competing with the Terrebonne Team. “We can learn something from these kids,” says Tauzin. “We’re the ones with disabilities. These kids are as pure as they come,” she added. “The lessons they learn from being around others and competing…these kids need to know it’s so wonderful for them,” she added. Casey Minton, Director of Internal Communication and Marketing with SOLA knows about the opportunities for personal growth that exists with Special Olympics. The benefits to a parish with their own team are numerous. “Increased participation, exposure and participation in new sports, but more importantly leadership opportunities, personal growth and pride,” says Minton. “Athletes also receive assistance from the state and area programs to ensure they receive appropriate training and guidelines to offer a quality program,” she added. All of these benefits are now available to our athletes here, in our parish, without loosing them to neighboring parishes’ teams. But why having our own, Lafourche Team, matters? “Development of a team in Lafourche leads to development of athlete activities and events, which leads to athlete development! Our athletes become more self-confident and have the courage to become leaders in our organization as a result,” says Minton. From the first organizational meeting on August 7th to the approaching first state Special Olympics which will be held in midOctober, Team Lafourche would not be there without volunteers. It’s due in part to the team of volunteers – the parents and coaches that makes SOLA possible. Paula Dufrene credits Coach Megan Danos for the advance her daughter Lauren has made in the pool. “Megan worked with Lauren at swim meats and really helped her to advance,” says Dufrene. “When I asked Lauren if she wanted to compete this year in swimming on a Lafourche team, the first thing she asked is if Megan was going to coach her,” she said. Megan Danos is a phenom. She works two jobs, coaches the COYC Hurricane swim team, serves on the COYC Board and still
finds time to help out anywhere she can. “I had some time between summer swim league and thought ‘why not start a new sport?’,” she says. “This opportunity gives these athletes the ability to learn new sports skills while improving performance all while participating as individuals and as a team,” she said. “Besides, participants build lasting friendships and the kids have fun,” she added. Pat Carpenter Bourgeois, President and CEO of SOLA certainly has seen the valuable contributions volunteers provide. “It is inspiring, for those of us who have longevity in Special Olympics, to see new enthusiastic volunteers who wish to give their time at a local level to offer athletes more opportunities. They have seen the growth of athletes who participate on a limited basis and want to strive to see each athlete become all they can be through Special Olympics.” says Bourgeois. Center. “It was expected to be a less than average season, and so far, that’s panning out,” Feltgen said, noting the peak period is about to end. “It takes a big slide in November.” An increase in wind shear and dry, sinking air limited storm development this year, said Gerry Bell, lead seasonal hurricane forecaster for the National Oceanic and Atmospheric Administration’s Climate Prediction Center. “That combination really, really shuts the season down,” he said. Hurricanes often begin with remnants of storms in Africa that head west over the Atlantic. But Bell said it hasn’t been a very stormy season. The atmosphere has been stable, preventing moisture and heat from the ocean from rising and feeding any storms. And, with warm water the fuel for hurricanes, the tropical Atlantic is slightly cooler than normal. Most importantly, the wind between 5,000 and 30,000 feet up is strong and it would essentially prevent
heat from rising and forming the core of a hurricane, Bell said. Officials with the Caribbean Catastrophe Risk Insurance Facility said no member countries have requested help this year, with no storm or excessive rainfall policies being triggered. Total storm energy this year, which takes into account strength of storms and how long they last, is only 41 percent of normal. It’s in stark contrast with the Pacific, where storm energy is 40 percent higher than normal. The eastern Pacific has had 18 named storms this year with eight of them major, tying a record. “Unless you are on the outer banks of North Carolina, this season has been unbelievably quiet,” Mayfield said. But no matter how slow it’s been, it takes just one storm to be a disaster, Bell said. “History says now is not the time to become complacent,” he said. The National Oceanic and Atmospheric Administration, which runs the U.S. hurricane center, in August revised its projection for this year’s season, saying it expected only seven to 12 named storms. It originally had projected eight to 13 named storms, including three to six hurricanes. Of the five named storms so far this year, four grew into hurricanes, one of them major. That one, Hurricane Edouard, barreled through open waters in mid-September, its 115mph (185-kph) winds generating only strong waves that delighted surfers in the Caribbean and along the U.S. East Coast. “We’ve been very fortunate so far,” said Dennis Feltgen, a meteorologist with the National Hurricane
