The South Lafourche Levee District will ask constituents to renew a 5-mill property tax in March of 2017. The SLLD passed a W resolution at Monday’s public meeting in Galliano to ask residents of the District to continue the assessment of 5 mills against their property “for the purpose of constructing and maintaining necessary levees, levee drainage, flood protection, hurricane flood protection and all other purposes incidental thereof.” The millage, a renewal, would begin in 2018 and run for another 10 years. SLLD estimates that the tax would generate an estimated $3,570,000 per year. Levee District President Ronald Callais said a copy of the resolution will be sent to the State Bond Commission on behalf of the levee district, along with a letter requesting prompt consideration and approval of the application to call the election. The election would take place on Saturday,

The Louisiana Sportsmens Coalition (LaSC) picked up more support in Gheens this week when Public Access Water Rights Association (PAWRA) donated all of its cash to help LaSC in its fight for public access to waters in Louisiana. LASC, formed in late 2015, has been gathering members and momentum in its efforts to change state law regarding waterways used by the public for decades but are now deemed “private”. Members of LaSC lament the increasing harassment and canal blockings by landowners who say they own the waterways (some natural) within and adjacent to their properties.
LaSC says the state of Louisiana is one of very few states in the US to recognize this “right to block”. Conversely, they say, in other states, “if you can float it, you can boat it”. In an August 2014 article about the increase in canal blockings in coastal Louisiana, NOLA.com’s Todd Masson explored the reasons why Louisiana is different than other states. The result, says Masson: “Fish some of the marshes around Lafitte, Leeville or Golden Meadow, and you’re as likely to catch a trespassing ticket as you are a redfish.” PAWRA, similarly, is a group that was formed over the blocking of the Company Canal and boat launch in Gheens in October 2000,

Participants may decorate floats, trailers or golf carts. Participants in the parade must be at least 4 years old. March 25, 2017 and all registered voters within the confines of the levee district will be eligible to cast a vote. In other action, Commissioner Clarence Marts, Jr. outlined SLLD’s priority project list for 2017. SLLD will raise the LA Hwy.1 ramp over the levee at Golden Meadow to a height of 16 ft. A similar project to raise LA Hwy. 3235 in Larose to a 13 ft. elevation will be undertaken in 2017. Several levee and berm improvements throughout the system, including raising the southeast corner of Clovelly to 14 ft., will also begin next year. These projects as well as the millage renewal proposal were approved unanimously by commissioners. Monty Vegas was absent. SLLD General Manager Windell Curole noted the cost of the projects will be approximately $16 million. “As these projects will take place during a twoyear period, we will be able to cover all costs,” he said.

House Appropriations Chairman Cameron Henry, R-Metairie, said more debate was needed about individual parts of the plan. Statewide elected officials would be spared cuts, as would the transportation, prisons and tourism agencies. Reductions would hit the education, veterans affairs and public safety departments, along with the governor’s executive department. After all the reshuffling, the health department would take a net state cut of $12 million, a less than 1 percent hit to its state financing — and would postpone $152 million in payments to service providers in the Medicaid program. Former Gov. Bobby Jindal pushed back a similar payment last year to close a budget gap. The Jindal administration tried to describe the maneuver as an “anti-fraud” initiative, but the delay was criticized as a gimmick to avoid making tough financial decisions. Edwards and lawmakers had planned to get the payments back on track — paying 13 months of Medicaid bills in one year — but that idea will be scrapped. “I think members would obviously prefer to get that Jindal payment

over with,” Henry said. “With the cuts we have before us, it’s probably an option that members may be getting a little bit more comfortable with. But I think some more conversation needs to be had.” The deficit is from the budget year that ended June 30, when state income fell below projections. Further shortfalls are expected in the current 2016-17 budget year, because tax collections and other sources of state revenue aren’t coming in as expected. The governor’s chief budget adviser, Commissioner of Administration Jay Dardenne, asked the Bond Commission’s staff on Thursday to look into whether a state debt refinancing could help Louisiana save money. Dardenne said the Edwards administration hasn’t decided if it will pursue the maneuver. Henry resisted the idea, saying the state needs to start working on long-term structural fixes and the “expenditure problem.” Louisiana refinanced debt earlier this year to generate $82 million in quick cash for the budget. The decision added longterm costs to state debt repayment. were on hand in Gheens as Vice President Andy Leboeuf presented the check to LaSC Director Anthony Buquoi in the hopes that the money would help LaSC succeed in its goal of public access to all waterways. “They are more organized than us, and have lobbyists and legislators on their side,” said PAWRA treasurer Oray Savoie. “It’s the best thing we could do.” In return for the generous donation, LaSC granted membership to all PAWRA members who wanted to join. They number over 100, said Savoie. LaSC boasts 450 paid members and over 6700 others who have “joined” through Facebook. “It’s spreading like a virus,” said Buquoi of the growth of LaSC. He noted that fishing is a $3 billion industry in Louisiana and 50% of the tourist industry in the southern part of the state. Now through his larger organization fishermen will have one voice to fight the problem, says Buquoi. LaSC is proposing to push a bill in the March 2017 legislative session that will give voters a chance to weigh in on the matter. They would not elaborate on the bill or who its author might be, only that it will impact future access to all state waters as well as opening up all now closed canals and waterways. For now they are focused on educating the public by contacting as many individuals and groups as possible. “Get your wives and children to join. Get Grandma to talk about it at bingo. You never know who she might be sitting next to,” said members at the meeting and on Facebook. BATON ROUGE, La. (AP) — Gov. John Bel Edwards, highway officials and law enforcement agencies are promoting Louisiana’s “move over” law. The law requires motorists to change lanes, if possible, when approaching emergency or police vehicles on the shoulder of a highway, or to at least slow down. The law is aimed at keeping emergency responders safe from injury. Violators can face a fine up to $200. State officials Monday held a press conference aimed at reminding drivers about the law, as part of Traffic Incident Management Awareness Week. Edwards said his uncle, a state trooper who was responding to an accident, was killed by a truck driver who did not slow down or move over. The governor says more than 150 law enforcement officers have been killed after being struck by vehicles
LOS ANGELES (AP) — The “Duck Dynasty” family says its A&E series will end after this season. Their announcement was paired with Wednesday’s debut episode of the show’s 11th season. “Duck Dynasty,” one of reality TV’s biggest hits, starred a successful Louisiana duck call-making family, the Robertsons. They told viewers it was a family decision to make this season the final chapter. In 2013, the year after it debuted, “Duck Dynasty” ran into controversy. Phil Robertson, the family patriarch, was suspended by A&E after GQ magazine quoted him declaring that gays are sinners and African-Americans were happy under Jim Crow laws. His family supported him, saying in an online post at the time that although some of Phil comments Robertson’s were coarse, “his beliefs are grounded” in the Bible and he is a “Godly man.” Others defended his right to voice his opinions, and he was reinstated by A&E. The last flight of “Duck

Thibodaux High student arrested for bringing gun to school
THIBODAUX, La. (AP) — Lafourche Parish deputies say a 17-year-old student at Thibodaux High School has been arrested for bringing a handgun to school. Sheriff Craig Webre said in a news release Brennan Garman of Thibodaux was arrested Wednesday. Webre said a school administrator learned a student possibly had a firearm inside his vehicle. The sheriff says a school official and resource officer found a 9mm handgun inside the center console of Garman’s vehicle. Garman faces a charge of carrying a firearm by a student at school. He was released from jail late Wednesday night after posting $1,000 bond. Online jail records do not list an attorney for Garman.

LOIS GUIDROZ
A gathering to celebrate the life of Lois Ann Billiot Guidroz, age 69, will be held at Evangeline Funeral Home of Delcambre on Tuesday, November 15, 2016 from 9 a.m. until 2:30 p.m. Mrs. Guidroz will be laid to rest with her husband at Holy Family Mausoleum at 3 p.m. immediately following the visitation. Lois was born October 26, 1947 in Golden Meadow, La to the late Jean “John” Billiot and the late Jullienne Verdun Billiot, all direct descendants of the Houma Nation. She passed away peacefully on Sunday, November 13, 2016 at her residence surrounded by her loving family. Lois was a homemaker who spent her days caring for her family and many others as well. Some of her favorite pastimes were sewing and tending to her vegetable garden. But cooking and sharing meals was at the top of that list. Her grandchildren will always remember her for making the best Chili for their birthday celebrations, and her smothered chicken was second to none. She had a smile that let you know you were a friend, and her heart was full of love. She leaves behind many fond memories that will be cherished by all who knew and loved her. Survivors include her children, April G. Tatum (Joseph Tatum, Jr.) of Delcambre, Lillie T. Guidroz of Abbeville, Jeremiah K. Guidroz (Karen M. Guidroz) of Erath, Torrey T. Guidroz (Helen M. Guidroz) of Erath, Julliene A. Leyva (Justin Leyva) of Houston, and Frannie K. Guidroz of Delcambre; 13 grandchildren, Ralen LeBlanc, Harley L. Darby (Joey), Joshua Boudreaux (Mishala), Kirsten B. Beary (Thomas), Mariah Tatum, Alexia Breaux, Cory Guidroz, Colby Guidroz, Javier Leyva, Arianna Leyva, Zailee Leyva, Natalie Guidroz and Kian Leyva; four great grandchildren, Natalie Darby, Tevin Gary, Jaxon Beary and Adelaide Beary; and her brother, Adam G. Odson A. Danos Jr., 77, a native and resident of Grand Isle passed away on Sunday, November 13. He is survived by his wife of 54 years, Elaine Punch Danos; sons, Odson A. One arrested, one sought in theft from Thibodaux sugar cane field
Detectives have arrested one suspect and are searching for another in connection with the theft of an airboat and security camera from a sugar cane field in Thibodaux last month. Raeann Carnline, 21, of Golden Meadow was arrested Tuesday, and as of press time Friday morning detectives were searching for Justin Theriot, 28, also of Golden Meadow. Both face multiple charges stemming from the thefts. On Sunday, October 30, detectives began investigating a theft, which occurred in a sugar cane field just off Greenwood Plantation Road in Thibodaux. The property owner reported a digital camera being used for security purposes was stolen from the property. The camera captured images of two suspects before it was stolen. These suspects were also persons of interest in the theft of an airboat from the same property during the early morning hours of October 10, 2016. Detectives received anonymous tips directly and through Crime Stoppers Bayou Region identifying the suspects as Theriot and Carnline. Through investigation, detectives found Carnline had posted a photo of an airboat in a Facebook group dedicated to facilitate the sale of airboats. The boat matched the description of the stolen airboat, and detectives discovered
evidence that the photo had been taken at Theriot’s property in G o l d e n Meadow. Arrest warrants were Carnline then obtained for Theriot and Carnline. O n Tuesday, November 15, Carnline turned Theriot herself in. She was booked into the Lafourche Parish Detention Center in Thibodaux where she was booked on warrants for Felony Theft and Misdemeanor Theft, as well as perpetration of crimes against a victim 65 years of age or older (R.S. 14:50.1) due to the victim’s age. Theriot has active warrants for the same charges. What a Life!
By: Rev. Wilmer L. Todd Awareness and self-reflection are important keys to spiritual growth
Awareness is one of the greatest qualities of the spiritual life. Awareness is living in the present, not the past or the future. A person who is aware of life looks around and sees, hears, smells and takes in what is happening both on the outside but more importantly on the inside. The Gospels mention that Jesus was aware of his inner and outer realities. In Mark’s gospel it says, “Immediately aware that power had gone for from him, Jesus turned about in the crowd and said, ‘Who touched me?’” (Mk 5:30) Luke’s gospel proclaimed, “Jesus aware of their inner thoughts, took a little child and put it by his side.” (Lk 9:47) The ancient Greek philosopher Aristotle said, “The ultimate value of life depends upon awareness and the power of contemplation rather than upon mere survival.”
Sometime in life we have to lose something before we can appreciate the deeper things of life. Architect Norman Foster made this observation, “A life-threatening illness or two certainly gives you an awareness of your own mortality. It heightens your sense of gratitude for things that previously, if you’ve not taken them for granted, you perhaps never appreciated how precious they were. That’s almost a platitude, but one has to state the obvious.” Motivational speaker, Jack Canfield, urges us to “smell the roses.” He says, “By taking the time to stop and appreciate who you are and what you’ve achieved – and perhaps learned through a few mistakes, stumbles and losses – you actually can enhance everything about you. Selfacknowledgment and appreciation are what give you the insights and awareness to move forward toward higher goals and accomplishments.” Deepak Chopra, Indian American author, speaks of his own experience. “I’ve worked all my life on the subject of awareness, whether it’s awareness of the body, awareness of the mind, awareness of your emotions, awareness of your relationships, or awareness of your environment. camp in Barataria Lake. We took off one summer morning down Bayou Lafourche to Leeville where we turned into what was known once as Sander’s Canal, now East Louisiana Canal. There was a toll charge on one dollar to pass in the canal in those days. We got to the end of the canal and entered Bay des Islette. After some miles of traveling, we came upon a cut of land my father called LaCoupe a Gambi, and there ahead was our camp, located northeast of Grand Isle. It was built in the lake on cypress pilings about eight feet above the water level and had three rooms from what I can remember. The camp was on the top of the oyster shells island which forms a small island about 70-feet wide and about 200 or more feet in length. This little island was formed by years of sorting the oysters from shells of dead oysters at the time when my father and his father and brothers were harvesting their oysters during the season, usually in the winter months. Conch, (sea snails), also known as “be-gan-no”, had killed some of the oysters during the summer months causing the empty shells. The reason my father had taken us to the camp that summer was because it was his turn that year to go to the camp for the summer and trap the began-nos. The trapping of be-ganno is done by nailing palmetto leaves on long stakes, usually long straight young willow trees. The palmetto leaves were nailed about two feet from the bottom end of the stake. My father would drive the stakes on the oyster beds in different areas about 2-feet deep so the palmetto would touch the bottom on the oyster bed. The be-gan-nos, thinking this was an ideal place to lay their eggs, would

A memoir Editor’s Note: The following is the first part of a memoir written by the late Velton P. Guidry, a Galliano native who passed away in 2011 at the age of 81 from cancer. Velton, a Korean War veteran, was the son of Gracien and Augusta Guidry and had 3 brothers and 3 sisters. He did oystering, shrimping and retired as a tugboat captain. Velton was an avid fan of geneology and was instrumental in starting up the “La Table Francaise”, a two-hour meeting held in French every third Tuesday of the month at the South Lafourche Library, dedicated to preserving the Cajun culture. “Geneology was his passion,” stated his brother Richard Guidry, (known to many as “the sign man”). “When I would drive Velton to Thibodaux for his cancer treatments, every cemetery we’d pass, he would tell me how many Guidrys were buried in each. When he died, a lot of that died with him.” The Lafourche Gazette is contemplating publishing stories about the past periodically and thought Mr. Velton’s memoirs would be interesting to our readers, especially those who knew him and can relate to his story. This is what I remember in the days of my youth. Exactly how old I was at the time of some of these events is hard for me to remember, but I do remember some were before I started going to school at age six, and maybe older. One of my best memories that stayed engraved in my mind, and the one I cherish the most, is the summer my father took the whole family to his oyster
climb up on the palmetto leaves, a big mistake for Mr. Be-gan-no. My father would get up early every day to go pass the traps before it would get too hot. If I got up early enough, I would go with him. After we finished passing all the traps, we would go to the bank of another island about a half mile away and shovel the began-nos onto that island. At the end of our summer stay at the camp, the pile of dead be-gan-nos had increased to roughly 8-feet wide by 5-feet in height. My father would also make sack oysters in his spare time. About twice a week, Mr. Edward Callais would come from New Orleans in his boat to pick up sacks of oysters for orders he had from some New Orleans restaurants. Sometimes he would show up at night and my father would get up to load the oyster sacks on his boat. Most of the time he would take only so many sacks and my father had to go the next morning and throw the oysters back in the water. I’m not sure, but I think he would give my father thirty-five cents for a sack of oysters. I remember getting up before sunrise just to smell the cool fresh air of the early morning and to see the sun come up. As I sat in a very peaceful world in a rocking chair and listened to the chirping of the seagulls, there was no greater sense of pleasure and tranquility that can be experienced by a human being. As the sun started to rise above the horizon, very red in color and about eight times in size of when it would be in higher altitude, it was so beautiful that I can’t explain if I wanted to, especially when the sky was patchy with clouds. It was an ideal portrait of art. That made my getting up early all worthwhile. To be continued . . .

After a while you don’t have to make any effort, because, as illusions begin to crumble, you begin to know things that cannot be described. It’s called happiness. Everything changes and you become addicted to awareness. “There’s the story of the disciple who went to the master and said, ‘Could you tell me something that would guide me through my days?’ It was the master’s day of silence, so he picked up a pad. It said, ‘Awareness.’ When the disciple saw it, he said, ‘This is too brief. Can you expand on it a bit?’ So the master took back the pad and wrote, ‘Awareness, awareness, awareness.’ “Watch yourself. No one can show you how to do it, because they would be giving you a technique, they would be programming you. Watch yourself. When you talk to someone, are you aware of it or are you simply identifying with it? When you got angry with somebody, were you aware that you were angry or were you simply identifying with your anger? “Later, when you had the time, did you study your experience and attempt to understand it? Where did it come from? What brought it on? I don’t know of any other way to awareness. You only change what you understand. What you do not understand and are not aware of, you repress. You don’t change. But when you understand it, it changes.” Work on awareness!
