Constables, JPs to get raises Buster Avera Contributing Writer
An effort to increase the salaries of all constables and justices of the peace in Lafourche Parish was debated heavily at Tuesday’s Council public meeting in Mathews. Jerry Jones’ sponsored W ordinance, designed to give them a $300 raise, met with some criticism. Before Tuesday, constables and JP’s made $500 monthly in salary. The ordinance proposed to raise that figure to $800 monthly. “I’ve been here 34 years and they have never had a raise,” said Councilman Daniel Lorraine. “And there’s no telling how many years they were paid that same $500 salary before I got here.” Justices are elected to six-year terms. But while the college cuts are lessened for now, deeper reductions are likely only a few months away when the governor and lawmakers must deal with another expected midyear shortfall, a point Dardenne stressed to the committee. “I have to be honest with you, it’s not getting higher education out of the woods,” he said. John Bel Edwards reached a compromise Thursday to rebalance Louisiana’s state operating budget and close a $313 million deficit, lessening — but not eliminating — a spending cut for public colleges. Colleges will take a $12 million hit, losing about 1 percent of their state financing, under the plan approved without objection by the Joint Legislative Committee on the Budget. The size of the higher education cut had been the chief point of disagreement. Edwards earlier had proposed an $18 million cut to campuses. to elaborate on his December 6th Facebook posting regarding what he called attacks in Council meetings and in the press over a U.S. Equal Employment Opportunity Commission (EEOC) complaint. “If we pulled the item at the last meeting, what item are you referring to?” asked Councilman Jerry Jones at the Tuesday public meeting. “I am not at liberty to say, but I am tired of these false accusations,” responded Cantrelle. It is unclear what the complaint was about, whether it was an investigation of the dismissal of one or several employees, and/or the reasons for dismissal. In an attempt to get to the bottom of the complaint and other questions, Jones offered three resolutions on Tuesday requesting that District Attorney Cam Morvant’s office “investigate” certain matters. One was a resolution asking Morvant to “investigate the possible criminal activity associated with the manner in which random drug screens for the Parish have been handled.” The second request to the DA is to “investigate the possible malfeasance in office of the Parish President regarding bribery.” And the third is a request to “investigate the possible extortion of the current Parish President regarding bribery.” See Council Page 6-A

salary to a worthwhile cause, and helping to educate the youth and future of our parish is a good way to do it,” Cantrelle said. Each spring, school principals from Thibodaux High School, E.D. White High School, Central Lafourche High School and South Lafourche High School will be asked to each nominate three students once a year from moderate to low income families who will then submit their credentials for the scholarships. “Initially, three scholarships of $500 each will be presented prior to the beginning of the fall and spring semesters (August and January). Students who have received the award already can resubmit for the next award the following year,” said Cantrelle. “We wanted to break down the three recipients roughly by council district with the nominees from Council Districts 1, 2 and 3 having attended Thibodaux High and E.D. White High, the nominees from Council Districts 4,
5 and 6 having attended Central Lafourche High and the nominees from Council Districts 7,8 and 9 having attended South Lafourche High. There may be some overlap, but that is the general idea. We also hope to increase the dollar amounts of the scholarships as we move further along in this process.” Criteria for receiving the awards are that the recipient must be a resident of Lafourche Parish, must be nominated by a principal and/or school guidance counselor, must attend either Nicholls State University or Fletcher Technical Community College and must maintain a grade point average of 2.8 or above while there. Once nominated, candidates will be asked to submit relevant transcripts, school awards, any club and civic participation and an essay on why they are the best choice to receive the award. While Mr. Lorraine claims I am negative, I claim facts. I am not a registered voter in Lafourche Parish, yet I am a property owner that pays property tax without homestead exemption. I plan to permanently retire in Lafourche Parish soon, after having a secondary home here since 1991. During Mr. Lorraine’s tenure of over 30 years, as Leeville’s councilman, he
has let Leeville wash away before our eyes. He has let a bank, municipal gas, park, post office, senior center, volunteer fire department and more, leave Leeville. The public boat launch which he claims was his doing, sat idle for eight years until I personally initiated talks with DOTD and WLF, to learn of the politics involved, which held the project up. For over 20 years, CWPPRA has funded restoration projects along the Louisiana coast. Until I nominated Leeville for a restoration project, Leeville had never been nominated. The project I nominated will be approximately $45 million investment on the fragile side of Leeville. Lorraine has never attended CWPPRA meetings and other vital hearings for the Coastal Master Plan, as it pertains to Leeville. While Lorraine claims I am negative, I am a doer, not a slacker. If the Tourism agency is so wonderful, why aren’t the Leeville and Fourchon public boat launches listed on their costly website, which has been re-vamped many times? I have brought this fact to their attention numerous times, to no avail. Their staff [Tourism] actually contacted me over a year ago, to learn of the kayak industry and its impact on Leeville. Wilma Harvey wanted to run a water hose to the public launch from a motel in Leeville, for the Hobie event. This was not realistic and confirmed she had no idea where the motel was in conjunction to the launch. The staff needs to familiarize itself more, as it pertains to Leeville’s offerings. Tourism deemed Leeville was not conducive for the social events for Hobie. Even after great effort was put in hosting the awards event. I personally met with the Lt Governor, inviting him to the event and involved the Seafood Promotion Board for this event. What did you do, Mr. Lorraine? I requested the Parish to have the trash picked up. President Cantrelle and Terrry Abadie took care of this, not you. The infamous Leeville Commission, which I, not you, had the legislature create, has been ineffective at most. I commend whomever wrote the letter for you, we know you didn’t write it. NEW ORLEANS (AP) — The public board that owns the former Six Flags park in New Orleans will review an offer to buy the overgrown site, which was abandoned after Hurricane Katrina. News outlets report New Orleans Industrial Development Board President Alan Philipson said Wednesday that Tonya Pope of Jazzland Theme Park made a $3.26 million offer Tuesday. It’ll be considered at the board’s January meeting. Pope wants to turn the property back into Jazzland, the amusement park that predated Six Flags. Special election for treasurer to be scheduled for October
BATON ROUGE, La. (AP) — The special election to choose Louisiana’s next state treasurer will be held in October. Republican John Kennedy won last week’s runoff election for the U.S. Senate and will be sworn into office Jan. 3. His resignation will trigger the need for a special election to replace him as treasurer. Kennedy didn’t file his resignation paperwork by the Wednesday deadline Gov. John Bel Edwards’ office says was needed to put the special election on the March ballot, so the election will be on the October one. Kennedy was in Washington on Wednesday for Senate orientation. Edwards’ office says the treasurer election will be officially set for the October ballot when Kennedy
files resignation paperwork. After Kennedy resigns, his top assistant Ron Henson will lead the office until a treasurer is elected. ___
New rules planned to keep sea turtles from shrimp net deaths
NEW ORLEANS (AP) — More shrimp fishermen would have to use nets equipped with turtle escape hatches, to prevent sea turtle deaths, under proposed new federal rules. The National Marine Fisheries Service wants to require more shrimp fishermen to use “turtle excluder devices.” The devices are metal grates that allow turtles to escape the boats’ nets. The fisheries service announced the proposed rules Thursday. They will be subject to a public comment process through midFebruary. Thursday was the deadline for the federal government to propose regulations to protect turtles under a settlement with the conservation nonprofit Oceana. Oceana sued the government in April 2015, arguing that government estimates indicate that more than 500,000 sea turtles get caught in shrimp nets each year, and more than 53,000 of them die. ___
Doctors say wounded Louisiana deputy’s recovery going well
HOUSTON (AP) — Doctors at a Houston hospital say a Louisiana sheriff’s deputy who was critically injured in a shootout that killed three other Baton Rouge law-enforcement officers in July is doing remarkably well as he continues his recovery. East Baton Rouge Parish Sheriff’s Deputy
Nicholas Tullier is being treated at TIRR Memorial Hermann hospital in Houston, where he’s been able to communicate nonverbally and regain some movement of his body since his arrival last month. His father, James Tullier, on Thursday called his son’s ongoing recovery “a miracle.” A lone gunman, 29year-old Gavin Long, fatally shot two Baton Rouge police officers and one sheriff’s deputy before he was gunned down. Two other officers besides Tullier, who was shot in the head and stomach, were wounded in the attack outside a convenience store. ___
Report: Louisiana has large wealth gap between rich, poor
BATON ROUGE, La. (AP) — Louisiana has one of the highest income inequality rates in the country. That’s the finding of a left-leaning organization that advocates for low- to moderate-income families, the Center on Budget and Policy Priorities. The center’s report released Thursday says the top 5 percent of Louisiana households have an average income 14 times larger than the bottom 20 percent of households — and an average income nearly five times larger than middle-income households. The poorest 20 percent of residents have an average income of $16,900, compared to $238,600 for the richest 5 percent, according to the data. The report urges state tax policy changes to close the gap. According to the report, states with the largest wealth gaps are New York, California, Connecticut, Louisiana, Massachusetts, Illinois, New Jersey, Florida, Georgia and Texas.

That’s a step in the right direction.” The budget-rebalancing plan uses savings from hiring and spending freezes and reshuffles available dollars to fill the gap. Most statewide elected officials will be spared cuts, as will the transportation, prisons and tourism agencies. Reductions will hit the education, veterans affairs and public safety departments, along with the governor’s executive department. Nearly half the deficit will be closed by postponing $152 million in payments to health providers that care for Medicaid patients until next year. Former Gov. Bobby Jindal pushed back a similar Medicaid payment last year, a delay criticized as a gimmick to avoid making tough financial decisions. Edwards and lawmakers had planned to get payments back on track, paying 13 months of Medicaid bills in one year, but that idea has been scrapped. Nearly all the cuts could have been made by Edwards without needing legislative approval, but the Democratic governor stalled action for a month
to work with lawmakers who wanted to limit the higher education cut. House Appropriations Chairman Cameron Henry, R-Metairie, said the negotiations proved budget solutions can be found “as long as everyone kept talking.” The deficit is from the financial year that ended June 30, when state income fell below projections, mainly driven by continuing employment declines that are hammering Louisiana’s tax collections. Another shortfall, projected to be around $300 million, is expected for the current 2016-17 budget year, because tax collections and other sources of state revenue aren’t coming in as expected. If you’re planning a long road trip, you need to map out your final destination, your ultimate goal. However, to get to that ultimate goal, you need to deal with all kinds of immediate goals. You must take this highway, and then that highway. Stay in this town, that city. Cross this mountain, that valley. Though you are always keeping your final goal in mind, you may have to pay more attention to your short term goals, so that you will not get lost along the way. We know that our ultimate goal in life is to be with God forever. To achieve this goal, we have to set many short terms goals as we travel on our journey. Repentance and hope are closely tied together. If we are going to be about the work of repentance, then we will need to have hope inside ourselves that things can be different – that we can be different. Hope is an important part of life. Hope for the future – the distant future when God will fully establish the divine kingdom, and hope for the near future – the personal futures of our lives. One hope lives with the other hope, like a circle within a circle. Where does our hope for reconciliation lie? With whom do we need to be reconciled? Imagine this scene. You family is gathered around the tree on Christmas Eve. All is peaceful. There is nothing between you – no hurts, no broken promises, no harsh words, no unspoken re-
sentments. You can feel the bond of love between everyone. Then you quietly think to yourself, “How did this come about?” You remember to a decision you made several weeks ago that you would take the first step in any needed reconciliation. You knew that the easiest way to patch things up between you and others was to be an active agent. You took the first step and extended a hand of friendship. You wrote a letter to that brother who had hurt you deeply. You offered forgiveness and a hope for a renewed friendship. That led to this peaceful scene on a Christmas Eve. Maybe some of you are saying to yourself, “Oh, sure, you obviously don’t know my family.” You’re right, I don’t know your family, but I do know that God has asked us not to give up. Always reach out with a merciful heart. Maybe later the other person will be ready to accept your outreach. Perhaps not. That’s out of your control. Yours is to offer in a genuine spirit of reconciliation and friendship. That is what the feast of Christmas is all about. Therapist Harville Hendrix invites couples to work out what he calls “Your Relationship Vision.” The purpose of the exercise is to help the people see the potential in their relationship. He invites couples or partners to write each sentence as if it were already true. Here is a partial example of a relationship vision which one couple wrote. Remember it is a vision of what could be. We express our feelings and ideas clearly and directly. We are compassionate listeners and passionate lovers. We forgive the past, look forward to the future, and live the present. We give each other space to grow. We pray alone, to-
gether and with others. We are financially secure and share our wealth. Our fights are clean and have closure. The exercise is based on the philosophy that “a shared vision is essential to a successful relationship.” God has given us the power to change. This Christmas could be our most meaningful Christmas if we allow Jesus to come fully into our lives, touching every dark corner and every secret place we have harbored over the years. May we all allow the Lord to be born again – this time in our hearts.

Councilman Armand Autin was not in favor of the raise. “Considering that the employees of the parish are not getting raises, it’s crazy to jump up 60%, from $500 to $800,” he said. Autin offered an amendment to raise the salaries only by 15%, to $650, but several councilmen disagreed. “They actually do fulltime work and don’t get anything extra,” said Bayou Blue Councilman James Bourgeois. Jerry Jones noted that neighboring parishes pay $750-800 monthly for their JP’s and constables. Autin’s amendment failed by 1-8 vote (his was the only “yea” vote), but the ordinance in its original form passed by 8-1 vote, with Autin dissenting.

Debate ensued as to whether the DA, who is also legal counsel for Cantrelle as well as for parish government, could investigate the person he represents. Several councilmen asked for more clarity on the third resolution. “Is he being ‘extorted’, or is he ‘extorting’?” asked Councilman Michael Gros. Again, Jones would not respond. The vote on all three resolutions was 5-4. Dissenting were Lorraine, Autin, Bourgeois, and Gros. As a result of the passage of the resolutions, Cantrelle sent out a press release regarding the Council’s requests to the DA. Cantrelle said the drug screen issue “deals with a personnel issue which cannot be discussed publicly.” Of the other requests to investigate malfeasance and possible extortion, Cantrelle responded: “These allegations are false and unsubstantiated. The charge is unfounded and scurrilous.”
