Report: Lockport Police vehicle purchases violated law

The town of Lockport accidentally violated public lease law and public bid law in buying police vehicles, according to a report the Louisiana Legislative W Auditor’s office released Monday. Stagni and Co. accounting firm reviewed Lockport’s financial statements for the fiscal year ending June 30. The report says the town entered into a leasepurchase agreement with Ford Motor Credit Co. in October 2015 to buy two police vehicles at a total initial cost of $70,862. In violation of public lease law, Lockport did not get prior written approval from the Louisiana State Bond Commission to enter into the agreement.

According to the report, the town got three written quotes from local vendors for one of the vehicles, which cost $42,195, but did not put the purchase out for bid as required by law. “The public bid law ... is a set of laws that govern contracts for public works and the purchase of materials and supplies by public entities that meet certain threshold requirements called the ‘contract limit,’” the report says. “This limit is $30,000 for materials and supplies and $152,400 for public works. The purpose of the bid law is to ensure that public entities receive the best possible price when using public funds for the procurement of materials and supplies of public works.” Lockport Police Chief Warren Vedros said the violations were honest mistakes and there was no intention of hiding anything or deceiving anyone. His department believed the bid law threshold was for purchases over $50,000, he said, and was unaware of the need for approval for the lease-purchase agreement. According to the report, Lockport agreed to institute written policies to comply with public lease law and public bid law and contact a local auditing agency before advertising or purchasing materials or equipment above the threshold. The town will also see if training is available for employees involved in purchases.

NTSB: Fatal railroad crossing not on tour bus route

JACKSON, Miss. (AP) — The Texas tour bus hit by a freight train in a deadly crash wasn’t supposed to have taken the road where it got stuck at a rail crossing earlier this week, a federal official said Thursday. National Transportation Safety Board member Robert Sumwalt said the driver may have followed a GPS set for commercial vehicle use rather than directions from the tour company, WLOX-TV reported. Speaking at a news conference, Sumwalt also said two other buses apparently followed the route provided by Florida-based Diamond Tours to the casino where they were headed in Biloxi, Mississippi.

In Texas, survivors and family members of the dead began filing lawsuits as more details emerged of Tuesday’s crash, in which the CSX freight train slammed into the bus at a humped rail crossing on Biloxi’s Main Street. A survivor said Thursday that after bus became lodged on the crossing, the bus driver yelled for all the passengers to get off shortly before the train hit. She was sitting behind the driver in the bus. The crossing has a warning sign about low clearance, topped by a graphic of a tractor-trailer stuck on a railroad track. ___

Audubon Aquarium welcomes ‘otterly’ adorable new resident

NEW ORLEANS (AP) — The Audubon Aquarium in New Orleans has welcomed its newest resident: a rescued juvenile sea otter from Monterey, Calif. The Audubon Nature Institute says in a statement that the 18-monthold female sea otter arrived at the aquarium Wednesday evening. She joins the Audubon’s current resident, Clara, an 8-year-old sea otter, in the aquarium’s 25,000-gallon sea otter habitat. The otter was found as an abandoned day-old pup in September 2015 by the Monterey Bay Aquarium’s Sea Otter Research and Conservation program. After several unsuccessful attempts of releasing her back into the ocean, U.S. Fish and Wildlife Service officials determined she wouldn’t survive on her own. The aquarium is conducting an online poll to name the otter, which can be found on its website. The winning name will be announced March 16 on Audubon’s Facebook page and website.

Marvin Adam Bourgeois, 76 a native of Raceland and resident of Metairie, passed away on February 27, 2017. Relatives and friends were invited to attend the Funeral Mass at St. Jerome Catholic Church, 2402 33rd Street, Kenner on Friday, March 3, 2017 at 12:00 p.m. Visitation was at the church from 10:30 a.m. to 12:00 p.m. Interment was in St. Mary’s Nativity Church Cemetery, Raceland. He was survived by his daughter, Margaret Bourgeois; son, Temple Bourgeois (wife, Tish); granddaughters, Adaline Bourgeois, Abigail Cantrelle, Isabel Cantrelle and Hallie Cantrelle; grandson, Jude Cantrelle, Jr.; sister and brotherin-law, Brenda and Leroy Larousse; niece, Lisa Duplantis and her family; and cousins and friends. He was preceded in death by his wife, Geraldine Benoit Bourgeois; parents, Adam and Louise Crochet Bourgeois; and brother Melvin Bourgeois. He was a parishioner of St. Jerome Catholic Church of Kenner. He loved his grand kids especially his little Queenie/Buddy he had her spoiled. Visitation had taken place at Falgout Funeral Home of Lockport on Thursday, March 9, 2017 from 5 p.m. until 9 p.m. and at Holy Savior Catholic Church on Friday, March 10, 2017 from 8 a.m. until service time. Funeral Mass began at 11 a.m. with burial followed at St. Mary’s Mausoleum in Raceland. Ms. Sheila is survived by the father of her children and former husband, Nelson Crochet Sr.; children, Jim Crochet (Jennifer), Nelson Crochet Jr. (Alexis), Hidie Dominique (Lionel Jr.), and Kimberly Loupe (Kyle); 12 grandchildren; brother, Glenn Guidry; and sisters Lynn Gregoire and Denise Guidry. Gwendolynn “Gwen” Pitre Cheramie, 70, died peacefully in her home on the morning of March 7, 2017, after a long and courageous battle with breast cancer and then lung cancer that lasted more than twenty-two years. Funeral services will be held on Monday, March 13 at 11 a.m. at St. Joseph Co-Cathedral in Thibodaux. Visitation will be from 8:30 a.m. until funeral time. A memorial reception for family and friends will take place immediately after the funeral in the Life Center behind the church. She is survived by her husband, Roland; son, David and Nicole; daughter, Michelle Ingram and son-in-law, Om; grandchildren, Alex and Jacob Cheramie, and Camille Ingram. Also Gwen is survived by her sister, Sandy. She was preceded in death by her parents, Lester Sr. and Earline Bourgeois Pitre; and brother, Lester Pitre Jr. Roland Cheramie would like to thank the many friends, medical personnel and members of the religious community who were so helpful offering prayers, food, and support during the past few weeks. Korte Michael Cheramie, 28, a native and resident of Cut Off passed away on February 25, 2017. A visitation was held on Saturday, March 11, 2017 at Sacred Heart Catholic Church from 10 a.m. until service time. A memorial mass was held at 12 noon with burial following in the church cemetery. Korte is survived by his mother, Jill David Cheramie; fiance’, Darla Keys; her family, Kayci and Kaidence Keys; grandparents, Jimmy and Claudette David; uncle, Don David; aunts, Abbigail Autin and Deborah David; cousins, Dione David, Donielle Cazayoux and husband, Jonathan, their son Grayson Tyler, Marc Kimball, Kristy Eymard, and Auggie Autin; and godchild, Allan Cheramie. Omri Rabon, 25, of Galliano and Janie Cheramie, 33, of Cut Off on Wednesday, March 8. Rabon was arrested in connection to a vehicle burglary, which occurred in late February, while Cheramie was arrested due to a warrant for probation violation. As previously released, Golden Meadow Police and LPSO detectives were investigating a vehicle burglary reported on Monday, February 27, wherein a woman’s purse was stolen and fraudulent charges were made on her credit card. On March 1, detectives arrested Brent Terrebonne (age 46) of Golden Meadow for Simple Burglary and ten counts of Unauthorized Use of an Access Card. Two days later, on Friday, March 3, detectives arrested Geoffrey Galliano (age 31) of Larose for Simple Burglary of a Motor Vehicle. Detectives later obtained warrants on Omri Rabon as a third suspect in the case. Then, on Tuesday, March 7, deputies of the Problem-Oriented Policing (“POP) Squad and Bicycle Patrol, collectively referred to as “POPcycle,” attempted to locate Rabon with assistance from K-9 deputies. Through the help of an anonymous tip, the deputies proceeded to a residence on West 152nd Street where they found Rabon hiding in a closet, and he was immediately taken into custody without incident. Deputies also discovered Janie Cheramie,

who had an active warrant for a probation violation, to be hiding in the attic of the residence. She was also taken into custody and transported to the Lafourche Parish Detention Center where she is being held without bond. Through investigation and questioning of Rabon, detectives were able to link to him a residential burglary, which was reported Monday evening at a residence on West Main Street in Cut Off. Following questioning, Rabon began shaking and told detectives he swallowed a bag of suspected methamphetamine prior to his arrest. He was transported to a local hospital by ambulance where he remains in stable condition. Upon his release from the hospital, Rabon will be transported to the Detention Center where he will be booked on charges of Simple Burglary of an Immovable Structure, Simple Burglary of a Motor Vehicle, and five counts of Unauthorized Use of an Access Card. Detectives have indicated

that Rabon may face additional charges as the investigations into these incidents continue.

Matthew’s gospel tries to prove that Jesus is the New Moses

Matthew wrote his gospel for the Jewish people. By lining up eight parallel events, he tries to show that Jesus is the New Moses. 1. When both Moses and Jesus were born, a ruler threatened their lives. A Hebrew woman bore a baby boy. She knew that Pharaoh had commanded that every Hebrew boy should be thrown into the Nile. They put the baby in a basket among the reeds on the river bank, and he survived. A Hebrew woman named Mary was found with child by the Holy Spirit. Joseph took her as his wife, and she gave him a son. An angel appeared to Joseph and said, “Get up, take the child and his mother, and flee to Egypt . . . for Herod is about to search for the child, to destroy him” (Matt. 1:18, 24, 2:13). They escaped to Egypt, and the baby survived. 2. Both had a unique call from God at the beginning of their ministry. God called to Moses out of a burning bush, “Moses, Moses!” He said, “Here I am.” God said, “I am the God of your fathers.” (Ex. 3:4,6). When Jesus was a young man, John baptized him. As he came up from the water, the heavens were opened and he saw the Spirit of God descending like a dove on him. A voice from heaven said, “This is my Son, my Beloved, with whom I am well pleased.” (Matt 3:1617) 3. Their missions were to set people free. God commanded Moses to say to the Israelites, “I am the Lord, and I will free you from the burdens of the Egyptians and deliver you from slavery to them.” (Ex 6:6). At the beginning of his ministry, Jesus said, “The Spirit of the Lord is upon me, because he has anointed me to bring good news to the poor. He has sent me to proclaim release to the captives and recovery of sight to the blind, to let the oppressed go free” (Lk. 4:18,19). 4. Both established a memorial celebration to remember God’s deliverance of his people. Moses said to his people, “Remember this day on which you came out of Egypt, out of the house of slavery, because the Lord brought you out from there by strength of hand” (Ex 13:3). Jesus said, “I have eagerly desired to eat this Passover with you before I suffer . . .” Then he took a loaf of bread, and when he had given thanks, he broke it and gave it to them, saying, “This is my body, which is given for you. Do this in remembrance of me” (Lk. 22:15,19). 5. Both leaders led their people through water to freedom. The Israelites went into the Red Sea on dry ground. In the waters of baptism we die to all that is not of the Lord and put on Christ. 6. Both proclaimed the law of God from a mountain. Moses went down the mountain and gave the people the Ten Commandments. In Matthew’s gospel it says, “When Jesus saw the crowds, he went up the mountain, he sat down, and gave us the new commandments.” 7. Both were instruments of God in delivering people from sin. Moses made a serpent of bronze, and put it on a pole. When-

ever a serpent bit someone, that person would look at the serpent of bronze and live (Num. 21:9). “Just as Moses lifted up the serpent in the wilderness, so must the Son of Man be lifted up, that those who believe in him may have eternal life.” 8. Sign and wonders accompanied both ministries. Moses was unequaled for all the signs and wonders that the Lord sent him to perform in the land of Egypt. Likewise, Jesus was sent to show God’s power in view of the poor and needy, the sick and the lame and to “seek out and to save the lost” (Lk. 19:10).
