Voters are asked to go to the polls Saturday to decide a new port commissioner, a new councilman, and a tax renewal. Only voters in the Tenth Ward will choose a new member to serve on the Greater Lafourche Port Commission board. Voters will decide between Rodney Gisclair, Sr., R-Cut Off, and Jimmy “T-Jim” Lafont, R-Cut Off. Tenth Ward voters only will also decide on a tax RENEWAL for Special Education District #1 to be collected for a period of ten years, beginning in 2017 and ending in 2026, for the purpose of acquiring, constructing, improving, maintaining or operating the facilities of the District. Voters in Lafourche Parish Council District 5 will elect a new councilman. Voters there will decide between James Honore’ Bourgeois, Republican, and Holly “Scooter” LeBouef, no party.

NEW ORLEANS (AP) — A federal judge in New Orleans granted final approval Monday to an estimated $20 billion settlement over the 2010 BP oil spill in the Gulf of Mexico, resolving years of litigation over the worst offshore spill in the nation’s history. The settlement, first announced in July, includes $5.5 billion in civil Clean Water Act penalties and billions more to cover environmental damage and other claims by the five Gulf states and local governments. The money is to be paid out over roughly 16 years. The U.S. Justice Department has estimated that the settlement will cost the oil giant as much as $20.8 billion, the largest environmental settlement in U.S. history as well as the largestever civil settlement with a single entity. U.S District Judge Carl Barbier, who approved the settlement, had set the stage with an earlier ruling that BP had been “grossly negligent” in the offshore rig explosion that killed 11 workers and caused a 134-milliongallon spill. In 2012, BP reached a similar settlement agreement with private attorneys for businesses and residents who claim the spill cost them money. That deal, which didn’t have a cap, led to a protracted court battle over subsequent payouts to businesses. A court-supervised claims administrator is still processing many of these claims. From her alter ego Martha to her popular one-liners like “but it’s Saturday,” “Party Down South” cast member Mattie Breaux has certainly made a name for herself in reality television. But as the popular CMT channel series airs its final episode Thursday, Breaux closes that chapter and awaits new and exciting opportunities. “I’m definitely ready for that next chapter,” she said. “(The show) is just one of those things where you hate to close
the book but you’re so glad you read it.” The Gheens native is currently back in her hometown spending time with family, “getting back to myself.” She admitted that she doesn’t quite know what to do with herself since she would normally be filming episodes around this time. The 26-year-old has been with the show since the series premiere in 2014. The series was set in five different locations including Murrells Inlet, S.C., Athens, Ga., Biloxi, Miss., St. Petersburg, Fla., and Savannah, Ga. See Party Page 3-A

oyster farm. Assisted the National Guard and other agencies during the BP oil spill. Supplied support to local, State, and numerous non-profit organizations, which assisted the community efforts. Provided numerous buoys and navigational aids to ensure safety and promote commerce. The Port Commission is continually seeking funding, permits and project management towards dredging. FEMA has approved $1,400,000. We are in the process of procuring matching funds of $360,000 to continue repairs to the Commercial Fishing Dock along Bayou Rigaud. Her favorite one-liner, “but it’s Saturday,” comes from her first day of filming when everyone moved into the Murrells Inlet house on a Saturday. She got all dressed up in a leather skirt thinking everybody would go out partying since it was a Saturday and many area bars would be closed Sunday through Wednesday. But when that didn’t happen, she cried and called a “t-a-x-y” to come pick her up. “Looking back, I was like I don’t know why I was crying,” she admitted. “But that was my favorite episode. It brings me back to that first vacation.” Among the five summer destinations, Breaux said St. Petersburg, Fla., was her favorite. “Something about those Florida vibes,” she recalled. “I think it was because of the pool. I was able to wake up, put some chicken on the grill and layout.” For the final season, Breaux and her cast mates made their mark in Savannah, Ga. “The last vacation was bittersweet … the vibes there were great, the house was cool. We gave it all we got,” she said. She admitted, however, that they weren’t as wild as they were on previous seasons because they are
older. “We’re getting older so it’s weighing on us a little more,” she said. Since being on the show, Breaux said her life has turned around for the better. She went from cutting hair at a salon in Lockport to partying hard onscreen with seven other southerners. “I went to all my family asking ‘do y’all think I should do (the show),’ she said. “They were like go live. They didn’t want me to look back and say I wish I could’ve done it.” Her family records the show every season and they all watch together. Looking back, she said she could’ve handled herself differently but she wanted to stay true to herself. “I’ve accepted it, I am kind of wild. It’s nothing new to my mom,” she joked. Now that the show is over, one of Breaux’s main focuses is keeping her body fit. She said she might have some acting opportunities lined up but she couldn’t go into detail. “I have a few good things upcoming,” she said. “But I’m finding my purpose, I’m still soul searching.”

The trial for a man charged in the killing of a confidential informant and her acquaintance has been delayed until the summer. Toronzo Thompkins, 37, of Raceland, is now set for trial July 19 in state District Judge Walter Lanier’s courtroom in Thibodaux. Man accused of stealing candy could get 20 years to life
NEW ORLEANS (AP) — A man is facing a possible 20 years to life in prison after being accused of stealing $31 worth of candy bars from a New Orleans store. The New Orleans Advocate reports 34-year-old Jacobia Grimes pleaded not guilty in court on Thursday. Orleans Parish prosecutors chose to charge Grimes under a statute that boosts the alleged candy theft to a felony. The law applies to those who’ve been convicted of “theft of goods” at least twice before. Grimes has five prior theft convictions, making him a “quad” offender under the state’s habitualoffender law, and facing 20 years to life. Grimes’ attorneys, Miles Swanson and Michael Kennedy, said his prior guilty pleas were for similar shoplifting attempts. Grimes, who was released on bond, was due in court Wednesday.

MONROE, La. (AP) — Some Monroe homeowners dropped flood insurance when they got the choice, and are now regretting it. Some homeowners in the area got notices from their mortgage company saying they were no longer required to buy flood insurance, and some were among the 23 houses that flooded in March, Frenchman’s Bend Homeowners Association President Jonathan Oglesbee said. The requirement was dropped after the Federal Emergency Management Agency accepted revisions to the area’s flood plain map, based in part on a developer’s work to add fill dirt to raise a subdivision. “We wanted to provide that flood map so that those folks wouldn’t have to have high-dollar flood insurance,” Police Juror Walt Caldwell told The News-Star. Statewide, the storms did $20 million damage to roads and bridges statewide, the American Press reported. The state Department of Transportation and Development said more than

US rig count drops 14 this week to 450, another all-time low
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. dropped 14 this week to 450, another all-time low amid continuing energy industry price woes. A year ago, 1,028 rigs were active. Houston oilfield services company Baker Hughes Inc. said Friday 362 rigs sought oil and 88 explored for natural gas. Among major oil- and gas-producing states, Texas lost five rigs and Oklahoma four. California, North Dakota and Oklahoma each dropped two while Alaska, Kansas and Pennsylvania declined by one apiece. New Mexico gained two rigs and Utah was up one. Arkansas, Colorado, Ohio, West Virginia and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. The previous low of 488 set in 1999 was eclipsed March 11, and has continued to dip. ___
Budget worst-case scenario would close parks, historic sites
BATON ROUGE, La. (AP) — Lt. Gov. Billy Nungesser says he could shutter many of Louisiana’s state parks, museums and historic sites if his agency takes the worst-case scenario cut for next year. Nungesser told a House budget committee Monday that Gov. John Bel Edwards’ administration asked him to prepare for up to a 30 percent reduction in state financing in the budget year that begins July 1. Nungesser says he would prioritize the most heavily-visited sites to stay open. Other agencies are threatened with similar cuts because Louisiana has a $750 million gap in next year’s budget. The lieutenant governor says he hopes the governor and lawmakers stave off the cuts in a possible special legislative session. Nungesser says he’s also trying to create more public/private partnerships to generate money for parks and museums.

BP has estimated its costs related to the spill, including its initial cleanup work and the various settlements and criminal and civil penalties, will exceed $53 billion. “We are pleased that the Court has entered the Consent Decree, finalizing the historic settlement announced last July,� BP spokesman Geoff Morrell said in an email. U.S. Attorney General Loretta Lynch praised the settlement. “Today’s action holds BP accountable with the largest environmental penalty of all time while launching one of the most extensive environmental restoration efforts ever undertaken,� Lynch said in a statement. In Louisiana, where delicate coastal marshes were damaged by the oil, Gov. John Bel Edwards said the decision clears the way for the state to receive critical coastal restoration funding. Alabama Attorney General Luther Strange, who acted as a coordinating lawyer for the five Gulf states, also was among those touting the settlement. David Uhlmann, a University of Michigan law professor and former chief of the Justice Department’s environmental crimes section, said Barbier’s ruling “ends a long sad chapter in American environmental history.� “The question that remains is whether we have learned enough from this tragedy to prevent similar environmental disasters in the future,� he said. While overall reaction to the settlement has been positive, there were lingering complaints that some of the BP payments may be tax-deductible for the oil
giant. Court documents state that the civil penalties will not be tax deductible, although other settlement costs could be. “We are saddened to learn that the gross negligence of BP continues to enjoy taxpayer subsidies,� Lukas Ross of Friends of the Earth said in an emailed news release. CRIMINAL CHARGES A Justice Department criminal investigation resulted in charges against four mostly lower-ranking BP employees. Most of those cases largely fizzled. In February, a jury acquitted BP rig supervisor Robert Kaluza of a misdemeanor pollution charge. Another rig supervisor, Donald Vidrine, pleaded guilty to the same charge after federal prosecutors abandoned more serious manslaughter charges against the two supervisors. Former BP executive David Rainey was acquitted of charges he manipulated spill-related calculations. Former BP engineer Kurt Mix was convicted of obstruction of justice for deleting a string of text messages, but a judge ordered a new trial amid allegations of juror misconduct. Mix ultimately pleaded guilty to a less serious charge and was sentenced to six months of probation. GUILTY PLEA The criminal investigation wasn’t a total dud for the federal government. BP pleaded guilty in 2013 to manslaughter for the rig workers’ deaths and agreed to pay a record $4 billion in criminal fines and penalties. BUSINESS AND RESIDENT CLAIMS In 2012, BP reached a multibillion-dollar settlement agreement with private attorneys for businesses and residents who claim the spill cost them money. That deal, which didn’t have a cap, led to a protracted court battle over subsequent payouts to businesses. A court-supervised claims administrator is still processing many of these claims.

remember any of it, because of, as a physiatrist friend called it “Lacunar Amnesia�. Dudley Bernard was trying to cheer me up as he said, “Ernest Tubb, standing back stage laughed out loud when you mimicked him by saying ‘come in Billy Byrd’. I could have done it better,� he said with a smile, “but you did fine.� Cheering me up at that moment was not possible. I finally got over it and it only took 50 years! “Bix� Carmichael Flash forward to the 1970’s when I was attending a B.M.I. regional awards ceremony in New Orleans. I was a songwriter member but the ticket was a hefty $50, so I went alone. Awards for deceased honorees were accepted by relatives and friends; “The Big Bopper� by his wife from Terrebonne Parish, (Bourg), and Hank Williams, by his former band member Hiram Buttram from St. Tammany Parish. Other no-shows, without the legitimate reasons that Bopper and Hank had, were Webb Pierce and Faron Young from Shreveport and Hank Locklin from Florida. Local artist present were Alan Toussaint, Pete

Fountain and Mac Rebenac, still years away from his Dr. John alter ego. I had hired him for many Cosimo sessions in the early 1960’s for myself, Vin Bruce, Joe Barry and Jimmy Donley. The pay then for a 3 to 5 hour session was $15. I don’t know what Dr. John gets today for a two hour concert, but I suspect it’s more than that. Mac and I even cowrote a song called “Heavenly� which was recorded by Tommy Ridgely. He recognized me and we chatted. Mac had been incarcerated in Texas a few years back for a minor marijuana incident, which would probably be dismissed today, but he did time in jail. What I really remember about that night was a young man sitting next to me there to accept an award for his father. He introduced himself to me as Bix Carmichael, son of Hogey Carmichael. Wow! I was stunned. He had been named after the legendary trumpet player Bix Beiderbecke, played by Kirk Douglas in the movie “Young Man With a Horn.� His father had written songs like (hold your breath) �Stardust�, “Lazy Bones� and “Old Buttermilk Skies�. His song, “Georgia on my Mind�, had been published by Ralph Peer in 1930 and Ray Charles’ recent hit recording was receiving an
award. I proudly told him that Peer had published some of my songs. (They never were recorded, but I got his attention). The state of Georgia had officially made it their state song and my family and I had the good fortune to hear the song by Ray Charles on the nightly laser show at Stone Mountain, Georgia. He said, “Yes, we get nice royalties from that, too.� In our conversation, which was cut short when his name was called, he said he wished that “Stardust� had been published by Peer because “Georgia� had brought his family substantially more royalties than “Stardust� even though “Stardust� had been recorded hundreds of times more, and played on radio, television and movies incomparable times more than “Georgia�. Ray Charles would soon close the gap. That 10-minute conversation still “lays gentle on my mind.� (Love that phrase). Whether the song was written about a girl or the state has remained the composer’s secret and I certainly didn’t inquire about it. That ten-minute conversation still “lays gentle on my mind�. Next week, I’ll explore a more future episode of my past, if that makes any sense. Bye now!

NEW ORLEANS – Now in the fourth year of its 10year program, the Smoking Cessation Trust crossed a major milestone by exceeding 50,000 applicants (50,014, as of March 21), who have made the commitment to do one of the hardest things they will probably ever do in their lives — quit smoking. According to the 2015 America’s Health RankingsŽ Report from the United Health Foundation, Louisiana presently ranks 46 out of 50 states for tobacco use, with nearly a quarter of the state’s residents smoking. The Trust, which has members in every parish of the state, is working towards its goal of helping 210,000 Louisianans become smoke-free by 2022. The Smoking Cessation Trust, which began in 2012, is the result of a court judgment in a 14year-old class action lawsuit entitled Scott v. American Tobacco Company. The judgment became final in 2011 and ordered certain tobacco companies to fund a statewide, 10-year smoking cessation program to benefit more than 200,000 Louisiana smokers who are members of the plaintiff class (the “Scott Class�). The recipient of the award was a court-established and court-supervised smoking cessation
program to benefit all Louisiana residents who smoked a cigarette before September 1, 1988. Applicants who register for the smoking cessation program and are approved (usually in one day) as qualified recipients will be eligible to receive any of the following cessation services completely free: cessation medications (such as ZybanŽ and ChantixŽ), nicotine replacement therapy (gum, patch, lozenge, inhaler, nasal spray), individual/ group cessation counseling, telephone quitline support, and/or intensive cessation support services. By using these services, evidence suggests that participants will increase the success rate of attempts to stop smoking, and may successfully quit for good. “As cigarette taxes increase and smoke-free ordinances continue to go into effect across Louisiana, we are seeing more people take advantage of the free resources available through the Smoking Cessation Trust to help them give up cigarettes,� said Mike Rogers, CEO, Smoking Cessation Trust Management Services. Local athletes to participate in fifth annual Bayou vs. River high school All Star Basketball Game The fifth annual Sports Medicine Center of Thibodaux Regional Bayou vs. River All Star Basketball Shootout will be played at Thibodaux High School on Saturday, April 9. The evening will kick off with a dunk and 3 point shooting competition at 5:30 p.m. followed by the game at 6 p.m. The Thibodaux Lions Club will present the game. Carol Danos of Cut Off has been carving for two years. She mainly enjoys carving decorative styled songbirds, particularly the cardinal. Carol sells her creations to collectors and bird enthusiasts. Her proudest carving moment was when she was awarded best of show and first place for a male cardinal she carved, which was sold to a collector at the show. “Never in a million years did I think that I could carve something; then I began going to the carving classes. It’s not just for men! I encourage ladies to join in and see

what they can do,” she said. Carol is part of a group of carvers that promotes Cajun heritage, carving and keeping the age-old tradition thriving. A Mass of Christian Burial was celebrated at 11 a.m. with burial followed in the church cemetery. She is survived by her loving husband of fifty-five years, Freddie Acosta, Jr.; son, Christopher Acosta and wife Gretchen Acosta and their children, Laci Acosta, Jason Acosta and fiancé, Michele Jarreau and their children, Cy Acosta and Cade Acosta; daughter, Gwyn Acosta Creek and husband Harry Creek and their son, Myles Creek; brother, Roland Curole and wife Loretta Curole. She also leaves behind many loving nieces, nephews, cousins, students and beloved lifelong friends.
