Golden Meadow man slapped with $1 million bond for 10 counts of Contempt

Cheramie was scheduled to appear in 17th Judicial District Court – Division C on Monday, March 29 in reference to multiple charges including Simple Criminal Damage to Property, two counts of Theft, Trespassing, and several drug possession charges. The charges stem from multiple incidents. Upon failing to appear in court, Judge Walter Lanier III issued warrants for 10 counts of contempt with a $100,000 bond on each, totaling $1 million. BATON ROUGE, La. (AP) — Smokers, drinkers, car renters and every shopper around Louisiana began paying more for their purchases as of Friday, as millions of dollars in tax hikes passed by lawmakers to help balance the state budget took hold at the beginning of April. The biggest tax increase will hit nearly every person and business in the state. The 1 percent rise in the state sales tax will boost Louisiana’s average state and local sales tax rate to more than 10 percent, the highest in the nation, according to the Tax Foundation. Lawmakers passed the tax hikes to drum up
money for the state treasury and lessen the cuts needed to close state deficits. The taxes are estimated to raise $300 million by June 30 — more than $1.2 billion for the budget year that begins July 1. SALES TAXES Louisiana’s 4-cent sales tax will grow by another penny on every dollar spent, on top of the local sales taxes charged by municipalities. The tax hike expires in July 2018. In addition, a long list of purchases usually free from state sales tax will temporarily lose some of those exemptions. State sales tax still won’t be charged on food for home consumption, residential utilities and prescription drugs, but sales taxes of differing rates for varying times will be charged on
previously exempt items such as business purchases of utilities and of manufacturing equipment. The changes were complex enough that the Department of Revenue issued a 26-page chart showing which tax breaks apply to which pennies of the sales tax. Jessica Elliott, with the Louisiana Retailers Association, said the short time between final passage of the complicated tax changes in early March and their start date has created difficulties for stores. “Two weeks to prepare for sales tax changes is burdensome for retailers, especially those that have to hire service providers to reprogram their systems,” Elliott said in an email. “Also, retailers are struggling to determine what rates apply to what sales.” SIN TAXES AND OTHER CHARGES Cigarettes, beer, wine and

The cigarette tax will rise from 86 cents per pack to $1.08, the second tax hike on smokers in less than a year. In 2015, lawmakers increased the tax rate by 50 cents. Alcohol taxes will bump up the cost of a case of beer by 18 cents. The cost of a glass of wine or liquor also will grow by a few pennies.

Senate votes to curb last-minute pay raises from governors

BATON ROUGE, La. (AP) — Labor law changes backed by Gov. John Bel Edwards to boost Louisiana’s minimum wage to $8.50 an hour and to mandate equal pay for women started advancing Thursday in the state Senate. Over objections from business groups, the Senate labor committee voted 4-3 for a proposal by Sen. Karen Carter Peterson, D-New Orleans, that would raise Louisiana’s minimum wage from the $7.25 per hour federal level to $8 in 2017 and $8.50 a year later. The vote split along party lines, with Democrats supporting the wage hike and Republicans opposing it. The panel also voted 5-2 for a measure by Sen. J.P. Morrell, D-New Orleans, that would extend an equal pay law governing state workers to cover private industry in a state with the largest pay gap in the nation. Republican Sen. Ronnie Johns, of Lake Charles, voted with Democrats for the bill.

Booking a room through short-term rental sites such as Airbnb will now carry a new state tax. A 3 percent tax on shortterm car rentals that expired four years ago is back on the books. A 1 percent telephone tax slated to disappear with the start of April will instead continue. COLLECTION QUESTIONS Revenue Secretary Kimberly Robinson said her agency did extensive outreach to make sure that the state’s various tax collectors — from convenience stores to wholesalers and car dealers — are ready for the new tax rates. “We know the law change is complicated, and we’re trying to work with everyone to make sure that they get the information and they get their systems programmed,� Robinson said. Robinson said she’s confident most businesses will be ready for the new tax rates, but she also expects “there will be a little bit of compliance lag because smaller retailers, vendors just aren’t necessarily keeping up with what’s going on in the world.� BUSINESS IMPACT Business organizations
say the imposition of new sales taxes on companies’ utilities and manufacturing equipment purchases could be impediments to business growth and economic development efforts in Louisiana. Those tax increases are expected to heavily hit the manufacturing sector, particularly the chemical manufacturing industry. Dan Borne, president of the Louisiana Chemical Association, said he didn’t have estimates about the short-term impact of the tax hikes. But he said the numbers would be “huge.� “These companies spend tons and tons of money on machinery and equipment. If $2 billion is spent on an ethylene plant, and you’ve got to pay 2 percent tax on half of that, you can see how that would add up pretty quick,� Borne said. “How many of these investments are going to be slowed down because of that? “We talk, as we should, very often about family values. But sometimes we talk family values and we don’t pursue policies that actually value families,� the Democratic governor said. “Investing in the success of Louisiana families is equivalent to investing in the state.� Both measures go next to the full Senate for consideration. Similar proposals have failed to win support in the majority Republican Legislature in previous years, and the legislation is expected to face a tough road to passage this session. Edwards, in office since January, hopes having a governor involved could make the difference. “This is not a partisan issue,� Edwards said. “This is just an issue of right versus wrong, and today we’re going to start getting on the right side of these issues.� Dawn Starns, state director of the National Federation of Independent Business, spoke against both bills, saying the policy changes would create hardships for small businesses. She said existing laws provide equal pay protections and Morrell’s legislation could open companies up to unnecessary lawsuits. The minimum wage increase, Starns said, could force businesses to lay off workers because they can’t afford the higher salary costs. “They don’t need the government to tell them how much to pay,� she said. She added that the increased wage costs would follow recent tax hikes that lawmakers passed on businesses: “When government puts its finger in the economy, it has a ripple effect.� Currently, 29 states have minimum wages above the federal level, according to the National Conference of State Legislatures. Peterson’s bill wouldn’t help student workers employed by the state or colleges. They are excluded from the wage hike. In addition, rules would be different for waiters and others who make the majority of their money from tips. Sen. Barrow Peacock, R-Bossier City, said salaries should be decided by economics. “I don’t support the bill because I believe in the
market system that we have,� he said. Peacock voted against both the minimum wage and equal pay proposals. Morrell’s bill would require men and women who perform the same jobs to receive the same compensation. Exemptions are included for businesses that employ fewer than 20 workers. Suspected violations would follow a specific complaint process. BATON ROUGE, La. (AP) — National advocacy group Human Rights Watch says Louisiana’s locally-run jails fail to provide inmates with proper HIV testing and treatment, in a state with some of the highest HIV infection rates in the country. Megan McLemore, author of the 70-page report released Tuesday, calls Louisiana “ground zero” for nationwide HIV and incarceration issues. She says Louisiana ranks second only to Washington, D.C., in new HIV infections, but only five of the state’s 104 parish jails offer routine testing. According to the report, some inmates say they’ve requested moves from parish jails to state facilities for treatment but the transfers were delayed or never occurred. Coast Guard: Contractor cleans up after 11K- gallon oil spill
NEW ORLEANS (AP) — A contractor is cleaning up about 11,500 gallons of oil that overflowed from a tank being filled in south Louisiana, the Coast Guard said Tuesday. Lt. j.g. Lisa Siebert said much of the oil was on the ground rather than nearby Bayou Teche, so the Environmental Protection Agency took over the investigation and cleanup supervision. A stretch of the 135mile-long waterway remained closed to commercial traffic, she said. Investigators don’t know how much oil got into the water. Siebert said PSC Industrial Outsourcing reported the spill about 8 p.m. Monday and is paying for the cleanup along the edge of Bayou Teche near Charenton. The company’s Houston headquarters did not immediately return a call for comment Tuesday. State police said a shelter-in-place advisory for nearby residents was lifted about 8 a.m. Tuesday. Trooper Brooks David said in an email that he did not

Siebert said the spill apparently happened because an alarm failed to signal that the tank was too full as it was being filled Monday, and an open valve let oil flow out of an overflow tank. Dog comes home with surprise for family: Bag of marijuana
LAUREL, Miss. (AP) — Officials say a family dog in Mississippi recently came home with more than a bone or toy to play fetch — the pup had a big bag of marijuana. The Jones County Sheriff’s Office says in a statement that narcotics deputies were sent to the home Saturday to investigate the unusual incident. According to the statement, the homeowner told deputies that when his dog came home with the bag, he initially thought it was garbage. But he inspected it and found that it contained a leafy substance that smelled like marijuana. Authorities say they recovered about a pound of the drug. How or where the dog got the bag is not known.

Drug Test
After a weekend full of drugs and alcohol, John turned up for work Monday morning and had to give a urine sample to test for drugs. It’s a routine procedure at his work place, and normally a surprise, but luckily for me John, he found out on Friday and came prepared with a urine sample from his girlfriend, Susan.
Susan is a saint, so John knew he would pass the test no questions asked. He sneaked the urine sample in and gave it to the nurse. A few days later, John’s boss contacted him after receiving the test results and said, “Good news! You passed and are totally clear of drugs. Bad news, you’re six weeks pregnant and you’re fired!”

AG settles claims against fraudulent cancer charities Two sham charities dissolved and leader banned from working for non-profits
BATON ROUGE, LA – Attorney General Jeff Landry, along with the Federal Trade Commission (FTC) and other national agencies, has obtained a permanent injunction to dissolve two nationwide sham cancer charities and ban their president from profiting from any charity fundraising in the future. Cancer Fund of America Inc. (CFA), Cancer Support Services Inc. (CSS), and their leader James Reynolds Sr., agreed to settle charges that CFA and CSS claimed to help cancer patients but instead spent the overwhelming majority of donations on their operators, families and friends, and fundraisers. “Like many Louisiana families, cancer has impacted my friends and relatives. And to know that con artists and fake charities were using the struggle of cancer patients to line their pockets is beyond disgraceful,” said Attorney General Jeff Landry. “I am proud to have stood together with leaders from across the country to shut down these sham charities and their abhorrent lies.” The settlement concludes the largest joint enforcement action ever undertaken by the FTC and state charity regulators. Under the settlement order, CFA and CSS will be permanently closed and their assets liquidated. Reynolds is banned from profiting on charity fundraising and nonprofit work and from serving as a charity’s director or trustee or otherwise managing charitable assets. He is also prohibited from making misrepresentations about goods or service and from violating the FTC’s Telemarketing Sales Rule
and state laws. The settlement order imposes a judgment against CFA, CSS, and Reynolds – jointly and severally – of $75,825,653, the amount consumers donated to CFA and CSS between 2008 and 2012. The judgment against CFA and CSS will be partially satisfied via liquidation of their assets. The judgment against Reynolds will be suspended upon surrender of certain artwork, two pistols, and sale of a pontoon boat. The full judgment will become due immediately if he is found to have misrepresented his financial condition. The other defendants in the case were CFA’s and CSS’s chief financial officer and CSS’s former president, Kyle Effler; Children’s Cancer Fund of America Inc. (CCFOA) and its president and executive director, Rose Perkins; and The Breast Cancer Society Inc. (BCS) and its executive
director and former president, James Reynolds II. Under settlement orders – Effler, Perkins, and Reynolds II were banned from fundraising, charity management, and oversight of charitable assets, and CCFOA and BCS are in receivership and will be dissolved after their assets are liquidated. “The FTC and our state enforcement partners have ended a pernicious charity fraud that syphoned hundreds of millions of dollars away from well-meaning consumers, legitimate charities, and people with cancer who needed the services the defendants falsely promised,” said Jessica Rich, Director of the FTC’s Bureau of Consumer Protection. “This settlement, along with those announced earlier, shut down the sham charities once and for all and banned the individual perpetrators for life.”
