Report: Louisiana has largest gender pay gap in US

NEW ORLEANS (AP) — Louisiana has the nation’s largest gender pay gap, with women paid about two thirds of what men are paid, according to new census data. Figures from 2013 also show that Mississippi’s gap was 77 percent, about average nationally, but average pay for both men and women in Mississippi was the nation’s lowest: $39,956 and $30,667 respectively. “There’s still a $10,000 or thereabouts difference,” said former state Sen. Gloria Williamson, a member of the Mississippi Commission on the Status of Women. In Louisiana, by contrast, men’s pay was in the top half nationally, averaging $48,318, while women’s pay ranked 44th among the states and Washington, D.C. at $31,865. That indicates high gender segregation in Louisiana jobs, “possibly in the oil and gas area, which pays well but doesn’t have a lot of women,” said Lisa Maatz, vice president of governmental relations for See Pay Gap Page 6-A

CDC tells healthy adults not to forget flu vaccine WASHINGTON (AP) — It’s time for flu vaccine again and while it’s important for the whole family, this year health officials have some different advice for different ages: Certain kids should opt for the ouchless nasal spray. Seniors, expect to get a new kind of pneumonia shot along with that flu jab. And too many young and middle-age adults are skipping the vaccine altogether, says the Centers for Disease Control and Prevention — even though there are more options than ever. “The best way to protect yourself against the flu is to get a flu vaccination,” said CDC Director Dr. Tom Frieden on Thursday, before rolling up his sleeve to get his own flu shot.

Some things to know about flu vaccinations: WHO SHOULD BE VACCINATED The government recommends a yearly flu vaccine for nearly everyone starting at 6 months of age. Yet only about half of Americans get one, a number Frieden called unfortunate. On average, the CDC estimates, flu kills about 24,000 Americans a year. HOW MANY ARE Vaccination rates last year were highest for children under 5 — 70 percent — and for seniors — 65 percent, the CDC said. But just a third of healthy adults ages 18 to 64 got vaccinated and, surprisingly, last year hospitalizations were highest among that age group.

LAROSE – Lockport native Hank Holland has been chosen to paint the 2014 poster for the 41st annual French Food Festival, a Top 20 Festival and the crown jewel event for the Larose Civic Center. Holland’s painting will be unveiled at the 41st Annual French Food Festival to be held the weekend of October 24 to October 26 at the Larose Civic Center.

As a young boy in Lockport, Hank enjoyed swimming and fishing in Bayou Lafourche and anything else a young boy could find to get into mischief. Born with Cerebral Palsy, Holland never let his disability hold him back. He continues to prove that with the right mindset and attitude, you can accomplish your goals and dreams. Hank’s mother, Jane Holland, was a self-taught artist who hoped that one of her four children would pick up her love of painting. But Hank never gave painting a second thought as a boy. It wasn’t until May of 2008 when, feeling lonely for his mother, who had died a year earlier, Holland picked up his first canvas, a few tubes of paint and a cheap set of brushes and taught himself to paint. His original art hangs in homes and businesses in all 50 states and 97 countries, including the Mosaic Gallery in Baton Rouge. Holland still resides in Lockport with

Lafourche Parish Government, through the Louisiana Department of Health and Hospitals, would like to alert residents that a human case of West Nile Virus has been confirmed in Lafourche Parish. A north Larose resident living near LA Highway 308 was found deceased last week, and state officials have confirmed West Nile Virus antibodies were discovered in his system. Residents in this area may notice door hangers on their homes also notifying them of this event. Personnel of Mosquito Control of Lafourche, LLC, have been assigned to inspect the immediate area surrounding the epicenter and to continue outward for an approximate one to five city block areas depending upon the geographic location, the topography, and the surrounding conditions. The purpose of the search will be to locate vector mosquito (the Southern House Mosquito and/or the Asian Tiger) breeding sites. Once located, Mosquito Control will address the larvae with the feasible means necessary to control the situation. During the evening hours, truck mounted sprayers will be assigned to Spray Zone 20 in an effort to reduce/maintain the vector mosquito population below the critical level. Traps will also be deployed to sample the mosquito population and will provide specimens for further testing. Most people (70%-80%) who become infected with West Nile Virus show no symptoms. About 1 in 5 people who are infected will develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash. Most people with this type of West Nile virus disease recover completely, but fatigue and weakness can last for weeks or months. Less than 1% of people who are infected will develop a serious neurologic illness such as encephalitis or meningitis (inflammation of the brain or surrounding tissues). There are several precautions residents can take to protect themselves from mosquitoes:

The Lockport Son’s of the American Legion (SAL), Squadron 83, is participating in a “cell phone” gathering event that allows old, outdated or otherwise broken cell phones to be refurbished and provided to active duty personnel and senior citizens for emergency calling. The SAL will be paid a fee for these phones where the money earned will be designated for special projects such as providing a day of fun for a child who might be suffering from a severe or life threatening illness. The Nicholls Department of Petroleum Engineering Technology and Safety Management grew by 153 students, for a total enrollment of 459 students this fall. Malaria identified as cause of illness on ship

NEW ORLEANS (AP) — Health officials have identified malaria as the cause of an illness that hospitalized at least one crew member aboard a ship docked south of New Orleans. The Centers for Disease Control says at least one crew member of the Liberian-flagged ship, Marine Phoenix, tested positive Wednesday for the potentially fatal mosquito-borne disease. The CDC issued a statement saying that two other sailors had “mild symptoms.” The CDC says one of the ship’s crew members disembarked in the Bahamas several days ago, where he was diagnosed with malaria and later died. The ship’s itinerary included a stop in the Democratic Republic of the Congo. The CDC says a test on the dead crew member showed negative for the type of Ebola that is causing the current outbreak in West Africa. ___

Axman is interim Nicholls State football coach

THIBODAUX, La. (AP) — Nicholls State University has named Steve Axman as interim head coach for its football program for the remainder of the season. A search for a permanent head coach will begin immediately. Axman replaces Charlie Stubbs, who resigned over the weekend due to health concerns. In addition to his head coaching responsibilities, Axman will oversee the quarterbacks and help direct the offense. Axman brings a wealth of experiences after coaching at UCLA, Washington, Minnesota, Stanford and Arizona. Director of Athletics

Severe respiratory illness confirmed in 12 states

NEW YORK (AP) — Health officials say 12 states now have respiratory illnesses caused by an uncommon virus — enterovirus 68. Centers for Disease Control and Prevention officials say Alabama, Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Missouri, New York, Oklahoma and Pennsylvania together have 130 lab-confirmed cases. All are children. The virus can cause mild to severe illness, with the worst cases needing life support for breathing difficulties. Kids with asthma have been especially vulnerable. No deaths have been reported. The strain is not new but only a small number of labs can test for it. Since mid-August, there’s been an unusual spike in identified cases. The CDC has tested more than 200 specimens from more than 30 states. Investigators say it’s not yet clear what triggered the outbreak or whether it’s worsening. ___

Daughter, boyfriend accused in bludgeoning death

GRETNA, La. (AP) — The Jefferson Parish Sheriff’s Office says a 34-year-old woman from Terrytown, Louisiana, and her 26-yearold boyfriend have been arrested in Virginia and are accused of killing the woman’s mother in Louisiana. NEW YORK (AP) — After Superstorm Sandy hit the East Coast nearly two years ago, the federal government quickly sent out $1.4 billion in emergency disaster aid to the hurricane’s victims. Now, thousands of people might have to pay back their share. The Federal Emergency Management Agency is scrutinizing about 4,500 households that it suspects received improper payments after the storm, according to program officials and data obtained by The Associated Press through a public records request. As of early September, FEMA had asked around 850 of those households to return a collective $5.8 million. The other cases were still under review. FEMA’s campaign to recover overpayments, called “recoupment” in agency lingo, typically involves instances where the agency believes a household got more money than allowed under program rules, but not necessarily because of an intentional attempt to cheat the system. Fraud cases are handled separately. Many people asked to return money were deemed ineligible because their damaged properties were vacation houses or rental properties, not their primary residences. Others had double dipped into the aid pool, with more than one household member getting payments. Some received FEMA money for things later covered by insurance. As of July 30, the average demanded refund was $6,987, a sum that could be difficult for many, given the modest annual incomes of most aid applicants. Roughly half of the households under scrutiny reported an annual gross income of $30,000 or less. The larger pool of cases still under review as of that date involved $53 million in aid payments — or about 3.7 percent of the total given out by FEMA through its individuals and households program — though any potential refunds would likely involve only a portion of that money. “For most people, the money is long gone and long ago spent on storm recovery,” said Ann Dibble, director of the New York Legal Assistance Group’s storm response unit, which has been helping about a dozen families fight a FEMA clawback. The list of people asked to return cash includes Gary Silberman of Lindenhurst, New York, who got a letter last November demanding just under $17,000. The agency said he was ineligible partly because he and his elderly father had both applied for disaster funds even though they were living together. The Silbermans also were barred from getting some types of aid because they had failed to buy flood insurance after getting $25,000 in FEMA aid for flood damage during Hurricane Irene a year earlier. Silberman says he should still qualify for the money because he was a rent-paying tenant in his father’s house, not a dependent, but FEMA has so far rejected his appeals. “I lost my home. I lost everything. I don’t have $17,000 to give back,” Silberman said. Sandy was among the costliest hurricanes in U.S. history. More than 280 people died in the U.S. and the Caribbean. When the storm struck the New York and New Jersey coastlines, the surging ocean poured into densely populated seaside neighborhoods and turned entire communities into soggy, moldy wrecks. About 179,000 households in New York and New Jersey received FEMA payments following the storm. The agency is also review-

ing payments to some households in Connecticut, Maryland and Rhode Island. FEMA mobilized for Sandy hoping to avoid problems that plagued the aid distribution process following Hurricane Katrina’s strike on the Gulf Coast in 2005. That destructive

storm forced the overwhelmed agency to relax internal controls to speed up relief efforts, which led to huge numbers of people getting money they shouldn’t have received. FEMA’s attempts to recover hundreds of millions of dollars, often from people who couldn’t afford to pay, led to a court fight and a procedural overhaul. By 2011, the agency had mailed out letters to at least 90,000 households asking for aid refunds. Congress authorized the agency to waive much of

that debt. The agency says it has since gotten better at making sure aid only goes to the right people, and in proper amounts. “They have a lot more controls in place,” said John Kelly, the Department of Homeland Security’s assistant inspector general for emergency management oversight. G.M. Rotary Club presents law enforcement with new equipment The Rotary Club of Golden Meadow recently presented the Thibodaux State Probation and Parole Office that serves Terrebonne, St. Charles, and Lafourche Parishes with thirteen throat microphones and ear plug radios. Luke Adams, state agent, and Corey Acosta, state agent and supervisor of the Thibodaux officer, attended the meeting to receive the equipment on behalf of their office and agents. Agent Acosta told club members that the agents already have outdated shoulder mics that in many situations can compromise the safety of the agents as well as citizens when they may be in danger. The agents recalled a 9hour standoff where the shoulder mics compromised their ability to capture the perpetrator quickly and with no injuries. These radios are loud and extremely limit the stealth abilities of the officers. Since officers have to speak loudly and clearly to be heard through these older mics, the perpetrator was able to hear their locations as they surrounded the dwelling, gain an understanding of their intent and tactics, and was able to thwart their early efforts of capture. Both agents agreed that they were lucky that no officers were hurt and that they were eventually able to capture the perpetrator with no injuries to the officers or civilians. The new mics involve ear pieces so that only officers will hear transmissions and throat mics so that officers can whisper communications. Agent Corey was able to give club members tips on how to avoid becoming victims of crimes. Lock house doors, garage doors, and cars and vary routines. He said the demographics in our area have changed since when we were young. There are many strangers coming into our area looking for work or a place to stay and many do not have the same ethics that most of our original citizens have. The District of Columbia had both the narrowest gender gap — women’s pay averaged 91 percent of men’s — and the highest average pay at $67,610 for men and $61,760 for women. Most of the top states and Washington, D.C., have highly educated workforces, Maatz said. “The average educational attainment for women in this area is much higher than the national average. We do know that getting an education can help women close the pay gap. It doesn’t completely close it but it is one of the best tools women have to help boost themselves,” she said. The bottom five, like Louisiana, tend to rely heavily on “kind of traditional male jobs,” she said. “In West Virginia you have coal mining; in Wyoming you have ranching and farming. In North Dakota, there’s a booming energy and gas industry.” Some of the gap may just reflect the way income is reported, Maatz said. “We know, and ranchers talk about it, that when you’re running a ranch it’s a family operation. About 55 percent of school-age children were vaccinated. Parents need to realize that flu vaccine is crucial even for otherwise healthy children, said Dr. Paul Offit of the Children’s Hospital of Philadelphia. At least 100 U.S. children died of flu last year, only half of whom had lung conditions or other illnesses that put them at high risk and most of whom weren’t vaccinated. About half of pregnant women get vaccinated. The shot can be given during any trimester, and also protects the baby during the first few months of life, said obstetrician Dr. Laura Riley of Massachusetts General Hospital. THE VACCINE SUPPLY About 150 million doses are being shipped this year, with no signs of shortages or delays, Frieden said. About half will protect against four strains of influenza instead of the usual three, he said, as U.S. manufacturers move toward vaccines with that extra bit of protection. CDC doesn’t recommend one over the other. WHICH KIND TO CHOOSE For the first time this year, the CDC says the ouchless FluMist nasal spray version is the preferred vaccine for healthy children ages 2 to 8, after research showed it works a little better for them. If a squirt up the nose isn’t for you, there are lots of other options: the regular shot; an egg-free shot for those allergic to eggs; a high-dose shot just for those 65 and older whose immune systems may need an extra boost; and a tinyneedle shot that just penetrates the skin. The Food and Drug Administration also recently approved a needle-free injector to deliver flu vaccine, although it’s not clear how soon it will be widely available. NEW ADVICE FOR SENIORS This year, the CDC is urging people 65 and older to get a new kind of pneumonia vaccine along with their flu shot. Children already receive Pfizer’s Prevnar-13 to prevent a kind of bacteria, called pneumococcus, that can cause pneumonia, meningitis and other infections. Now seniors need a one-time dose, too, Frieden said. That’s in addition to a one-time dose of another long-used pneumonia vaccine, called a polysaccharide vaccine. The caveat: The two pneumonia shots have to be given at least six months apart. If you’ve had neither so far, get the new kind first — along with this year’s flu shot — and come back later for the second pneumonia vaccine, advised Schaffner. Together, the two pneumonia shots are expected to cut seniors’ risk of pneumococcal infection by 45 percent, and the chance of severe disease by 75 percent, he said. WHEN TO GET VACCINATED “Now’s the time,” Frieden said. It’s impossible to predict when flu will start spreading and it takes about two weeks for protection to kick in. Flu season typically peaks in January or February. WHAT’S THE COST The vaccine is covered by insurance and Medicare, usually without a copay. For the uninsured, it can cost about $30, although Schaffner advised checking public health clinics for free or reduced-cost shots.

Payton: With Ingram out, Saints other RBs ready BRETT MARTEL AP Sports Writer

METAIRIE, La. (AP) — New Orleans’ running game has been the least of coach Sean Payton’s worries during the Saints’ first two games. The coach expects that to remain the case, even with his most productive rusher, Mark Ingram, sidelined by a broken hand. Payton said Ingram, who has averaged 6 yards per carry and scored three touchdowns, won’t be able to play Sunday when the Saints (0-2) host Minnesota (0-1) because of surgery to repair his broken hand. Beyond this weekend, Payton would not speculate how long the injury would sideline Ingram, who had a pair of screws inserted near his thumb to repair a displaced fracture. “Everything went well,” Payton said about Ingram’s surgery, adding that the running back’s status would be updated “week to week.” Primarily handing off to a rotation of Ingram, Pierre Thomas and Khiry Robinson, the Saints gained 139 yards on the ground during their Week 1, 37-33 overtime loss at Atlanta and rushed for 174 yards Sunday in a 26-24 loss at Cleveland. Payton said if someone had told him before the season that the Saints would put up those totals and still lose both games, “that, statistically, would be something that would be a little bit of a surprise.” Improving the running game was “a point of emphasis” during the offseason, Payton said, and the results have manifested themselves in the form of substantially greater production on the ground compared to this time last season, when the Saints gained fewer than 80 yards in each of their first two games. “The guys up front have done a good job. The backs have done a good job,” Payton said. “In order for us to have these runs we’ve got to be able to block the perimeter and I would say we’ve been doing that better than we had in years past.” Last season, the Saints instituted a zone blocking scheme for many of their runs. There appeared to be a difficult adjustment period, but now the lineman say they have a better grasp of how to adjust their blocking to varying defensive alignments, and the running backs say they have a better feel for how to read those blocks. In Cleveland, Ingram played with his broken hand throughout the second half. He finished with 83 yards and one touchdown rushing to go with 21 yards receiving. “He’s been sharp,” Payton said of Ingram. “Fortunately, with regards to his procedure, I don’t expect it being a long period of time” before Ingram returns. This week, a heavy load likely will shift to Thomas, Robinson and possibly Travaris Cadet. Thomas, a reliable veteran in his eighth season, has rushed 10 times for 47 yards (a 4.7-yard average) this season. Robinson, a robust, second-year pro, has carried 14 times for 59 yards (a 4.2-yard average) and a touchdown. Cadet does not have a carry yet. Payton said Robinson would “obviously” get more carries. “Certainly he’s further along here in Year 2 with the whole game. He understands fronts more and where plays are designed to go more and also the protections,” Payton said. “He’s a physical runner. He’s got really good balance and so he’ll be fired up for the opportunity and he’s already been, really, a big part of our plan.” Likewise, quarterback Drew Brees said he won’t be concerned if he has to rely on Robinson to pick up blitzes. “I’m very confident in

his ability to do that,” Brees said. “From the first time he stepped foot in our building until now, he’s light years in improvement in every facet of the game.” Thomas, who has done much of his work on third down as a blocker and receiver out of the backfield, said he would expect to be more involved as a rusher and that he and Robinson both are prepared to take on Ingram’s usual workload seamlessly. “We try to make sure we’re not predictable,” Thomas said. “Every last one of us as running backs knows each position.”

What a Life!

I have a good friend who lives outside Atlanta, Georgia. His name is Dr. Charles Bartholomew. I met Dr. Charles when he was a student at Nicholls in the late ‘60’s and early ‘70’s. At the time he was a struggling student who had to deal with his own fears of heights and other things. One of his classes was on the second floor so I encouraged him to face his fears and attend class. Recently he and his wife Cherylle, (I officiated at their wedding many years ago), attended my 50th Anniversary as a priest at St. Bernadette Church in Houma. Before he left, he gave me this letter that he wrote earlier. “Thanks for inviting us to your 50th Years of Priesthood. Cherylle and I are overjoyed to be here and to spend time celebrating mass with you today. You have been such an integral part of my family’s life from my days at Nicholls, to our wedding, the adoption of our daughter, our life as a married couple, the blessings of grandkids and now the deteriorating health of my Mom. For all these things I am so very grateful! “When I came to Nicholls in 1968, I was totally out of place and, as I have said before, dying. I had ‘no business’ (as the older generation would say) being on a college campus. My Dad completed 3 years of school but could read and write a little. My Mom’s education was so sporadic as a child that she could barely write her name. “My options were limited to working on a sugar cane plantation, joining the military as my older brother did, or going to college. I

was almost immobilized by being fearful of everything, so I know the military was not for me and being a laborer on a plantation was too close to replicating my father’s sad life. “As a very young boy I asked God why he had given this life to me, he did not answer. Surely, there were thousands of babies who died in 1950 who were so much more deserving of this wonderful gift. Although God did not answer, he has sent Angels to guide my feet, to give me comfort and to pray for me when I thought that all hope was gone. “Many people believe that angels are ghost-like with wings and that miracles exist in some isolated and obscure places. My life has taught me that miracles happen every second and, as far as angels are concerned, they are human and live among us. “I know that you were and am one of those Angels and I celebrate you today! (signed) Charles” This letter is very humbling and I don’t consider myself an Angel. However, I asked Dr. Bartholomew to let me use this letter for two reasons. First, to show how we can effect others’ lives. By taking interest in other people’s situations and encouraging them to face their fears, we can give them the “push” they need to be all that they can be. The second reason for using this letter is to celebrate the success that Charles has. Here was an African American student from the little town of Vacherie, La., who not only graduated from college but went on to get his doctorate in Psychology and has a successful practice in the Atlanta area serving unprivileged young men. It’s amazing what we can do when we follow the lead of Christ. One of my favorite quotations by Ralph Waldo Emerson is: “Our chief want is someone who will inspire us to be what we know we could be.” Sometimes in life we have to be the “pusher,” sometimes we have to be the “pushed.” That’s what Christianity is all about.

In the early days of the 18th and 19th Century, the Creoles of Louisiana were predominantly of French, German and Spanish descent. These families, whose parents and grandparents had settled in New Orleans and the surrounding areas of south Louisiana, were all Roman Catholic. Their religion was woven deeply into the fabric of their daily lives. Morning, evening, and before meal prayers, rosaries and holy candles also made up the patterns of daily life in these homes. In the city and on the plantation, these customs were devoutly followed. In death as in life, these Catholic families of old Louisiana practiced customs and rituals that were followed for generations by their ancestors. Of course with the much shorter life expectancy of those days, family members were in mourning a considerable amount of their life. A widow would be in deep mourning for a whole year. Black garments were required at all times. Children were also required to dress the part. Holy Days were also very important and November 1st, All Saints’ Day, (“La Toussaint”), was one of the most celebrated Holy Days of the year. In honor of these important customs and tradi-

tions, St. Joseph Plantation is proud to present its Annual “Mourning Tour”. The tour runs from October 2nd through November 4th. The plantation home is dressed in full “deep mourning”. Black crepe drape and wreath adorn the front doors. Pianos and organ are closed; mirrors covered, white candles and flowers accentuate the black draped coffin, which is placed in the main hall, as was the old Creole custom of home visitation. Each room of the plantation home is decorated according to these prescribed customs. Incorporated into the regular house tour, St. Joseph Plantation family members and friends explain these old customs and rituals, which are all so very important in understanding the rich history and culture of Old Creole Louisiana and should not be forgotten. On September 6th, members of the Knights of Columbus Council #3054 of Lockport participated in the 42nd Annual State Horseshoe Tournament held at the Zito Multi-Purpose Center in Plaquemine. Raceland American Legion, Unit 349 monthly meeting report Lockport KC reports on recent activities

The regular monthly meeting of the Raceland American Legion Auxiliary was held at the post home with President Betty Cavalier presiding. The Unit draped its charter for JoAnn Ledet and Edwina Allemand, members who passed away recently. Officer’s recited prayers and the members prayed for them. The Unit sent the money for the fall semester to its four scholarship recipients and also paid its dues to the Friends of the

Library. Cindy Thibodaux, Americanism Essay Chairman, reported that this year’s essay is “What Freedom Means To My Family”. She will be bringing the rules to all the local schools at a later date. The Unit purchased an ad in the Third District Fall Conference ad booklet. The Unit is still collecting dues for the year and has paid its Third District Assessment dues.
