The Lafourche Parish Sheriff’s Office will once again be participating in the National Night Out Against Crime event scheduled for Tuesday, August 4. This is the 32nd annual nationwide event. Sheriff Craig Webre is reminding citizens that there is still time to sign up to host a “block party” for their neighborhood from 6 p.m. to 9 p.m. that evening. Lafourche Parish Sheriff’s Office deputies will be attending these block parties throughout the parish to meet community members to discuss crime prevention and any other concerns. Explorers from POST 323 will also be conducting fingerprinting and DNA swabbing in some areas, and hot dogs, soft drinks and other refreshments will be provided at each of the block parties. Anyone interested in hosting a block party is

Second Harvest Food Bank is an organization fighting hunger around the country. The Louisiana chapter, founded in the Greater New Orleans area in 1982, has grown to serve twentythree parishes in southern Louisiana. Two months ago, Second Harvest opened its doors in Galliano to serve the community of Lafourche. The Galliano Second Harvest Food Bank is located next to the Hope Center on Hwy. 308, once home to State Bank in Galliano. Families, consisting mostly of young children and the elderly, receive enough food each month to last three to four days, which helps to offset their own grocery budgets. The facility consists of a large stock room and a cold room where freezers and refrigerators are located. It is immaculate and totally organized thanks to Bernice Kibadeaux, Tillie Breaux and Audrey Gaspard, three of the many dedicated volunteers who keep operations moving smoothly so that food can be distributed to families in need. Once a month a truck filled with 2,000-6,000 pounds of food arrives. The volunteers organize

the donations, which includes housing frozen and refrigerated items as well as non-perishable foods. In order to receive these contributions, a family must meet the financial and residency requirements and show proof of income. Only after the appropriate paperwork is filled out and is approved can a family receive food donations. The amount of food each family receives is based on the number of people living in the household. “It’s very rewarding to do this kind of work. I do this because He wants me to,” said Bernice, pointing to the sky. The volunteers show a lot of heart and have gotten to know the eligible families by face and name. Irene Griffin, a ninety-two year old recipient, often shows up with a big smile while yelling her name out to organizers, sending volunteers and recipients alike into fits of laughter. Once she receives her rations, she is always heard bellowing in a thick Cajun accent, “Mais thanks, cher! See you next time.” See Hunger Page 5-A

Meeting, workshop lays out Golden Meadow Skatepark Gazette staff reports

The ball is rolling on a skate park at Oakridge Park in Golden Meadow that could be completed as soon as this fall. Mayor Joey Bouziga, members of the town council and a representative with park designer Spohn Ranch Skateparks hosted about two dozen citizens at the town hall on Wednesday afternoon for a brief meeting and workshop designed to go over the specifics for the park, which will be built at Oakridge Park on a $250,000 budget. Questions about the park’s details were answered during the approximately 30minute meeting, and local skate lovers met with Spohn Ranch Design and Development agent Vincent Onel and

local engineer John Plaisance to gather input on how the park should look. Bouziga said he’s anxious to see the project come to fruition. So, too, are the skaters – some of whom said they’ve been waiting for a project like this locally for as much as 15 years. “We’re going to do this project,” Bouziga said, “We’re excited to see it come to light. It will happen and we’re looking forward to it.” “I think Golden Meadow is a good site for a project like this,” Onel added. “We want to get everyone’s thoughts and make sure that this is a place that fits the needs and skill levels of the skaters in your area.”

After a meeting in executive session and a unanimous vote (with three Council members absent) afterwards, the Lafourche Parish Council on Wednesday evening accepted an $8.1 million settlement from British Petroleum (BP) for damages incurred during and after the disastrous 2010 oil spill in the Gulf of Mexico. “Tonight’s vote by the council allows me to sign all the legal documents associated with this settlement offer. Pending litigation prohibits us from commenting further,” Parish President Charlotte Randolph said in a press release. The settlement with the parish is part of a larger recent $18.7 billion settlement BP reached with five states and the federal government to settle a portion of the claims stemming from the 2010 Deepwater Horizon oil spill. In comparison, as of press time Friday, other local government entities receiving settlement funds include: - Jefferson Parish: $53.1 million - City of New Orleans: $45 million - Jefferson Parish School Board: $32.7 million - Orleans Parish School Board: $22.7 million - St. Tammany Parish: $16.8 million - St. Bernard Parish: $9.3 million - City of Kenner: $9.3 million See Settlement Page 5-A

Incarcerated Larose man faces more charges

A Larose man arrested in June for robbing a convenience store now faces several more charges relating to a residential burglary. Blake HerBlake Hernandez nandez, 24, faces new charges of burglary, possession of stolen goods, and several counts of theft stemming from the incident. On Wednesday, June 10, detectives began investigating a residential burglary where several items of value were stolen along with several credit cards. Through investigation, detectives discovered Hernandez had recently performed work at the residence where he disconnected a surveillance system. Detectives were unable to make contact with Hernandez at that time, but learned he was in possession of stolen property matching the description of some of the items taken in the residential burglary. Meanwhile, as previously reported, detectives had also begun investigating a robbery at a convenience store on East Main Street in Larose that same day. Investigators developed Hernandez as the suspect in that case and obtained a warrant for his arrest for simple robbery. See Charges Page 5-A

Judge refuses to toss lawsuit over decade-old Gulf oil leak MICHAEL KUNZELMAN Associated Press

BATON ROUGE, La. (AP) — A federal judge refused on Tuesday to dismiss a lawsuit that environmental groups filed against a New Orleansbased company responsible for a decade-old oil leak in the Gulf of Mexico. U.S. District Judge Susie Morgan ruled that a trial is necessary to determine whether several plaintiffs led by the New York-based Waterkeeper Alliance have a right to sue Taylor Energy Company. The company has claimed federal regulators agree nothing more can be done to stop its leak off Louisiana’s coast. But Morgan concluded there is a “genuine factual dispute” over whether Taylor can and should do more to mitigate its impacts. Since 2004, oil has been leaking at the site where a Taylor-owned platform toppled during Hurricane Ivan. A mudslide triggered by Ivan’s waves also buried a cluster of oil wells under mounds of sediment. Authorities estimate the leak could last a century or more if left unchecked. The Coast Guard has ordered the company to design and install a better system for collecting oil before it reaches the water’s surface. In April, an investigation by The Associated Press revealed evidence that the leak is worse than Taylor, or the government, have publicly reported. Presented with AP’s findings, the Coast Guard provided a new leak estimate that is about 20 times greater than one recently touted by the company in a court filing. Taylor Energy sold all

its offshore leases and oil and gas interests in 2008, four years after founder Patrick Taylor died. The company says it is no longer active in the offshore industry and it only exists to continue addressing the leak. Morgan, however, said that position isn’t consistent with the company’s argument that many leak-related documents must remain under wraps to protect valuable trade secrets. “If Taylor has ceased to operate as an oil producer, the Court questions whether information related to oil production should remain confidential,” she wrote. A biologist, a tour guide and a fisherman are named as plaintiffs in the suit. The company claims they lack the legal “standing” to sue over alleged Clean Water Act violations. A trial for the case is scheduled to start on Oct. 5, with Morgan hearing testimony and deciding the case without a jury.

With summer in full swing, the Louisiana Department of Wildlife and Fisheries takes this opportunity to remind anglers of the free, required Recreational Offshore Landing Permit. The permit is required for all anglers possessing tunas, billfish, swordfish, amberjacks, groupers and snappers, hinds, cobia, wahoo and dolphin, except for anglers under 16 years of age or anglers fishing on a paid-for-hire trip where the captain holds a permit. The program was developed to better quantify and characterize the charter and recreational fishermen who fish beyond Louisiana’s territorial waters. The permit is available at no cost to the public. Anglers wishing to obtain or renew a permit can register at https://rolp.wlf.la.gov. Anglers may renew their permits up to 30 days prior to expiration. A valid

Not berry good: US adults still skimp on fruit and veggies

NEW YORK (AP) — Most U.S. adults still aren’t eating nearly enough fruits and vegetables. In a large national survey, only 13 percent said they ate the recommended amount of fruit each day. And only 9 percent had enough vegetables. Californians — a big produce-growing state — ate the most fruits and vegetables. Tennessee was at the bottom of the fruit list, and Mississippi was last in eating vegetables. The findings come from a 2013 national telephone survey of hundreds of thousands of Americans. 3 accused of harvesting oysters in closed area

HOUMA, La. (AP) — The state Department of Wildlife and Fisheries has accused three Houma men of harvesting oysters during a closed season in Terre-

bonne Parish. The department said in a news release agents arrested 33-year-old Juan Resendiz-Zarraja, 19-yearold Jorge Enrique LoperMendoza and 26-year-old Gilberto Lopez-Pascual for allegedly taking oysters from Sister Lake Public Oyster Seed Reservation, which is closed for the season. The captain of the vessel, De-Laoanaya, was also cited for violating the log book requirements. Agents said they spotted the men dredging oysters Thursday morning and found 31 sacks of oysters in their possession. Agents seized the vessel and returned the oysters to the water. ___

Last day of federal red snapper season Tuesday

BATON ROUGE, La. (AP) — State wildlife and fisheries officials are reminding charter vessels that Tuesday is the last day of the federal red snapper season. NOAA Fisheries made the decision to split the recreational red snapper quota into two components — private anglers and charter vessels and headboats (for-hire). Private anglers had a 10-day federal season that closed June 10, while charter vessels/headboats have a 45-day season closing at the end of the day July 14.

Mayor: Move 4 monuments of ‘fight for bondage and supremacy’ Sunday, July 12, 2015 THE LAFOURCHE GAZETTE

NEW ORLEANS (AP) — The New Orleans City Council granted the mayor’s request Thursday to consider moving three prominently displayed statues of Confederate leaders and an obelisk known locally as the white supremacy monument. Mayor Mitch Landrieu told the council at a public hearing that history must be remembered to avoid repetition but the statues should be put “in their proper place and context.” “Simply stated: Remembrance, yes; reverence, no,” Landrieu said. All six council members present — one was absent — voted to begin the 60-day process, which includes public hearings, to have the monuments removed as public nuisances. “For the record, all seven council members coauthored this — the entire City Council,” President Jason Rogers Williams said. Landrieu suggested the memorials could be replaced with symbols befitting the city’s nature. “These monuments were built to reinforce the false valor of a war fought over slavery, but New Orleans has always been a city of diversity and inclusion,” he said. Gen. Robert E. Lee’s statue faces north from a downtown traffic circle, Gen. P.G.T. Beauregard’s monument stands at the entrance to City Park, and Confederate President Jefferson Davis is memorialized on the wide median of Jefferson Davis Parkway at Canal Street. Landrieu suggested renaming the street after Norman Francis, who retired in June after 47 years as the first black president of historically black Xavier University. “How can we expect to inspire a nation when our most prominent public spaces are dedicated to the reverence of the fight for bondage and supremacy of our fellow Americans?” Landrieu asked. The fourth monument, the obelisk erected in 1891, originally commemorated

White League members who fought city police, killing 11 black officers, in an unsuccessful attempt to overthrow the city’s Reconstruction government in 1874. It once stood on Canal Street, a major thoroughfare, but was moved to a more out-of-the-way spot in 1993, its white supremacy inscriptions replaced by a plaque honoring the dead on both sides of the Battle of Liberty Place. The few white members of the public who spoke to the council said Lee’s history as a leader who freed his own slaves in 1862 deserves remembrance, the Civil War was not about slavery and New Orleans residents also discriminated against Italians and Irish immigrants. “We need to stop chipping away at our history,” said Kerrie Slaton, who described the anti-Irish and Italian discrimination. “I resent being stripped of my

heritage.” “I teach my children history I agree with and history I disagree with,” Joey C. Cargol Sr. said. African-Americans said the move was overdue, and several said the proposal didn’t go far enough. “I think this is a halfhearted way to address these racist symbols,” said Chui Clark, chairman of the group Neighborhood Unity. He said everything in City Park, including the Storyland playground, is “a tribute to white supremacy. There is nothing ... about African-American people who have done wonders.” Charles Steele Jr. of Tuscaloosa, Alabama, president and CEO of the Atlanta-based Southern Christian Leadership Conference, said leaving the monuments in place is saying “it’s OK to try to overthrow your government and not be considered a terrorist.”

On his death bed, Alexander the Great summoned his generals and told them his three ultimate wishes: 1) The best doctors should carry his coffin. 2) They should scatter the wealth he has accumulated (money, gold, precious stones) along the procession to the cemetery. 3) His hands should be let loose, hanging outside the coffin for all to see. These unusual requests surprised one of Alexander’s generals so he asked him to explain. Alexander stated: 1) I want

Raceland Am. Legion 349 reports on recent activities The regular monthly meeting of the Raceland American Legion Auxiliary, Unit 349 was held at the post home with president Betty Cavalier presiding. The unit draped its charter in memory of Leon Barilleaux, a member who died recently. The officers read prayers and the members prayed for him. The unit had masses said. The unit sponsored a bingo party for the residents of the Raceland Manor and donated $30 for the prizes. Mary Martinez and Rosalie Knobloch spent a week at Northwestern University with Louisiana Girls State helping with the program. The unit gave a $25 check to the Girl State candidates, Claire Melancon, Page Parks and Heidi Plaisance for snacks, etc. Members of the unit attended the American Legion State Convention held in Alexandria. On Friday, June 12, detectives located Hernandez and arrested him per the warrant. At that time, they also questioned him regarding the residential burglary, and Hernandez admitted to his involvement in that crime. Through further investigation, detectives were able to determine Hernandez had also used the credit cards obtained in the burglary to make over $2,700 in purchases at various locations throughout Lafourche Parish. They also discovered he had obtained cash from a local pawnshop for a piece of jewelry stolen during the burglary. Still in jail from the June 12 arrest, Hernandez was charged on Monday with simple burglary of an inhabited dwelling, three counts of unauthorized use of an access card (one felony count, two misdemeanors), theft less than $750, and illegal possession of stolen things. His previous bond of $50,000 set by Judge Walter I Lanier III has increased to $69,000 due to bonds on the new charges set by Judge F. Hugh Larose. He remains incarcerated at the Lafourche Parish Detention Center in Thibodaux.

The project’s design is still in its infancy stages and no set layout or theme has been created, which is the purpose for the meetings. But Golden Meadow is working with arguably one of the best companies in the world to make the project come to light. Spohn Ranch has designed parks for elite, worldwide venues, including ESPN’s X-Games. The company also has rich roots in Louisiana, having recently created parks in New Orleans and also the $800,000 facility that was recently opened in Houma. Plaisance said the project will occupy a strip of grass around the pool area of the park – a 20,000 square foot plot of land. Budget restraints will only allow the park to occupy about 5,000-6,000 square feet of that land during its infancy. Onel also encouraged folks to become part of a private Facebook group titled ‘Golden Meadow Skatepark’, which will house open discussion and planning throughout the phases of the project’s development. He said that no matter what, the park will feature equipment that will make all skaters feel welcome – from beginners to intermediates all the way to advanced riders. The survey also inquired about scooters, bikes and other equipment that can be used in a park. “Whatever the survey results say is how we will build,” Onel said. “We’re gathering your interests, gathering data and then we’ll make it happen.” So the question is inevitable with a project like this: What happens if someone gets hurt? Bouziga said the park has liability insurance, which means that the town will be liable if a rider gets injured because of faulty park equipment that wasn’t fixed under the town’s watch. But outside of that, individuals are going to be on their own, as long as the park displays a sign explaining that skateboarding is a dangerous sport and that all skaters must use the equipment at their own risk. “You’re on your own,” Bouziga said. Once exploratory information is gathered on the design, it won’t take long for the park to come to life. Once bidding is done on the final design chosen, all it will take is “about 45-60 days” to build the park from scratch. Plaisance said in a perfect world, the project could be completed by the end of 2015, but any delays like bad weather or an active hurricane season could push that timetable back further.

Area shrimpers’ dock day August 5 will extend learning opportunities

Educational extension services provide information and outreach to various audiences in many creative and non-traditional ways. Agricultural extension realized years ago that farmers tended to learn and adopt recommended practices better if they were presented in a hands-on “field” environment. Thus, “field days” have been and still are used as an important educational tool for the LSU AgCenter. Louisiana Sea Grant and the LSU AgCenter, in cooperation with the Louisiana Department of Wildlife and Fisheries, has extended and adopted this concept in the facilitation of coastal fishery “dock days”. An area Louisiana Fisheries Forward “Shrimp Fisheries Dock Day” will be held at the Larose Regional Park and Civic Center Pavilion (307 East 5th Street) beginning at 9:00 a.m. on Wednesday, August 5. This event will offer industry updates and handson demonstrations. It is designed to help keep area commercial fishermen up to date on new technology, best practices for quality and handling, and safety news and regulations. Workshop topics to be covered include: Updates and statistics on the shrimp industry; TEDs, shark guards and gear modification; refrigeration and freezing best practices including — plate freezing demonstrations, new technology equipment displays, brine tank charging and testing methods; Coast Guard fishing vessel safety demos; and new marketing and outreach techniques. New for this dock day is Louisiana Fisheries Forward’s just completed refrigeration and freezing technologies mobile trailer unit. Custom built by local refrigeration experts, housed aboard this trailer are self-contained plate and brine freezing units as well as other refrigeration devices. Fishermen will be able to get onto the trailer and experience first-hand how these refrigeration technologies work. Actual demonstrations with real seafood products will be conducted. This event, produced by the Louisiana Fisheries Forward program, will help shrimp fishermen better understand shrimp industry trends, refrigeration and freezing technology, and best handling methods — enabling them to better produce a safe, select Louisiana quality shrimp product. More information concerning Louisiana Fisheries Forward and the programs being developed for Louisiana’s commercial fishing and seafood industry can be found at the website lafisheries forward.org.
