New legislative session opens with same budget problems budget crisis to the next. They were unable to fully dig out of the gaps in a contentious special session on taxes that ended last week, so they start the threemonth regular session staring down an $800 million shortfall for the fiscal year that begins July 1. With taxes off the table for the session, lawmakers will be left cobbling together a budget that likely will contain steep cuts across services — and talking about the possibility of a second special session on taxes to lessen some of the slashing. Edwards, in office since January, described the special session’s results as “lacking.� “As we begin this regular session, let’s get back on track,� he said. “Let’s make the most of the time we have here to improve our state.� In a news conference later

John Bel Edwards outlined an expansive agenda to lawmakers Monday as they opened their regular legislative session, saying that while Louisiana’s budget troubles will continue to be his focus, he will also seek to fulfill campaign promises to raise the minimum wage and enact an equal-pay law. “Stabilizing the budget must remain our top priority, but setting Louisiana on a more prosperous trajectory also requires focusing on policies that will move our state and our people forward,� he told a joint gathering of the House and Senate. Lawmakers face the same financial problems that have kept Louisiana staggering from one
Monday, Edwards said a second special session on the budget is “more likely than not,� though he didn’t offer a timeline or proposal. He said with the current budget gaps, Louisiana won’t be able to adequately fund higher education, health care services and the TOPS free college tuition program. While the state’s finances again will take center stage this session, lawmakers also have offered a wide range of measures for consideration. Old education battles on higher education management and the content standards taught in Louisiana’s public schools are expected to flare up again. New contentious discussions about removing Confederate monuments and requiring welfare recipients to hold jobs in order to receive assistance are being introduced.

Leeville will get a fishing pier, despite state’s budget woes
A fishing pier planned at the Leeville Public Boat Launch will go on as planned despite the state’s budget woes.

Lafourche Parish Councilman Daniel Lorraine spent a good bit of pre-public council meeting time on Tuesday, March 8, showing constituents a letter from the State of Louisiana announcing funding from State Capital Outlay for a fishing pier at the Leeville Public Boat Launch. Trouble is, the date of the letter is August 10, 2015. Lorraine says the letter and its announcement should have been made public in August and the project should be completed by now. He is worried that a state budget crisis
and Special Legislative Session in Baton Rouge may cause the state to withdraw the $500,000 dedicated to the project. “If we lose this money because of budget crisis, shame on Charlotte and Archie Chiasson,� said Lorraine. But the money is budgeted, and along with a parish appropriation of an additional $166,000, a fishing pier and pavilion will be added to the $1.2 million Leeville Public Boat Launch in the near future Bob Gourges, of “Between the Banks� TV fishing show, also spoke about the pier’s potential.
At the 3rd Annual Leeville Arts and Heritage Festival, locals and visitors alike are invited to celebrate the historic south Lafourche fishing village with food, art and crafts and live entertainment. The festival runs from 10 a.m. to 5 p.m. this Saturday, March 19 at Top Water Marina, 24015 LA 1. According to the Daily Comet, Janet Rhodus, of Launch Leeville, said the festival’s main objective is to raise awareness about Leeville and the toll land loss has taken on the community. Leeville sits in a precarious place, miles outside the parish’s levee system to the north. Ten miles of open water and marsh to the south separate it from Port Fourchon. Since the opening of the elevated LA 1 Highway, Leeville has seen a decline in the amount of visitors and fishers. And although it is still young, the festival has been successful at bringing more attention to the community and helping people reconnect with the area, Rhodus said. See Leeville Page 6-A

West Larose Lift Bridge to be out again for repairs
Just when you thought it was almost done, the West Larose Vertical Lift Bridge on LA 1 crossing the Intracoastal Canal Waterway in Larose, will again be closed continuously to vehicular traffic, in the next several weeks, in order for DOTD’s contactor to perform various structural installations and repairs as part of a multi-million dollar rehabilitation project. New efforts to restrict abortion and strip funding from Planned Parenthood have been proposed among the more than 1,200 bills up for consideration. Some lawmakers returned to Baton Rouge from districts recovering from severe flooding after days of storms inundated neighborhoods in north and southeast Louisiana, including Edwards’ home parish. Trumping Freedom of Speech By Glenn Mollette Guest Columnist
Whether you like Donald Trump or not doesn’t give you the right to obstruct his right to free speech. The Chicago mob that shut down Donald Trump’s campaign speech last week should have been put in jail. Trump’s campaign was hosting the rally. This was Trump’s party. Your right to free speech does not Trump someone else’s right to free speech. Ronald Reagan’s most famous line may be, “I am paying for this microphone Mr. Green.” The statement was made in Nassau, New Hampshire leading up to that state’s primary. Reagan was trying to explain to the crowd why the debate was being delayed when the Nassau Telegraph newspaper editor told the soundman to turn off Reagan’s microphone. Only he and George H.W. Bush had been invited to debate but Reagan thought that was unfair not to include the other candidates and insisted that Bob Dole and the others running at the time be on the platform. Dole had previously complained to the Federal Election Commission about the debate stating the Telegraph was making an unfair campaign contribution to the Bush and Reagan campaigns. The Commission agreed and hence Reagan’s campaign agreed to foot the bill. The Nassau Telegraph newspaper editor whose name was Jon Bren and not Green asked that Reagan’s microphone be turned off when Reagan began to say something. Reagan responded with the famous statement. When Lyndon Johnson paraded through Inez, Kentucky in 1964 nobody dreamed of trying to yell down the President. I was there. When Barack Obama came to Indiana I stood in line for three hours to hear the Senator speak to almost 13,000 people. Everyone was courteous. No one yelled out or tried to interrupt Obama. My son and I went to hear Hillary Clinton a few
years back. We went down and shook hands with her. No one tried to disrupt her speech. In each scenario it was Johnson’s, Obama’s or Clinton’s party, people were invited to listen and not to make buffoons of themselves. If you have something to say free speech gives you the permission to say it. Rent your own convention space. Announce you have something to say and then stand up and say it. Have a party at your house, subdivision or stand in front of your courthouse or state house and say what you want to say. People should listen without interrupting you if they are interested in what you want to say. Freedom of speech does not mean forgoing all civility. If you are having a hamburger party in your backyard and want to espouse all your reasons for smoking Cuban cigars then so be it. You don’t expect people to show up and shout you down. There are many ways to foster your first Amendment right. However, trying to Trump someone else’s speech with your speech is out of line especially when that person is paying for the microphone.

Ex-priest gets 2 life terms, plus 50 years, for sex abuse
LAKE CHARLES, La. (AP) — A former Lake Charles priest has been sentenced to two life sentences, plus 50 years, for sexually abusing altar boys in the late 1980s and early ‘90s. Mark Broussard was sentenced Friday on two counts of aggravated rape and one each of molesting a juvenile, oral sexual battery and aggravated oral sexual battery. The rape charges carry mandatory life sentences. Judge David Ritchie told Broussard he done “pure, pure evil� and “had no right to use children as his sex toys,� KPLC-TV reported.

He also said he was disgusted by Broussard’s refusal to accept responsibility, blaming anyone but himself. “He said it was the child’s fault — this child came on to him — basically, for the first event that I know of for sure,� Ritchie said. KPLC reported that one of the abused boys, now an adult, told Broussard at his sentencing, “I know you have no remorse for what you did. The remorse you have is that you finally got caught and have to pay for the crimes you have committed. “You were able to lie to children but your lies don’t work on adults. So this is the end for you — no more preying on children for your own sexual gratification.� ___
US rig count drops 9 this week to all-time low of 480
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. declined by 9 this week to 480, a record low and another sign of the continuing economic woes in the oil and gas industry. The number of rigs seeking oil was at 386 while 94 explored for natural gas, Houston-based oilfield services company Baker Hughes Inc. said Friday. A year ago, 1,125 rigs were active. At the recent boom’s height, the count had climbed to 1,931 in September 2014. But it has steadily fallen since then as oil prices plunged to about $30 per barrel, well below the $100 per barrel just two years ago. The rig count is seen as an important indicator of the strength and stability of energy prices and the health of the oil and gas industry. The U.S. rig count
peaked at 4,530 in 1981 and bottomed at 488 in 1999. In the latest count, there were only 386 rigs in the U.S. looking for oil and 215 of those were in Texas. Among the major oiland gas-producing states, Texas lost 12 rigs, Oklahoma lost three, New Mexico lost two and North Dakota and Ohio lost one. Louisiana and Pennsylvania each gained three rigs, Kansas gained two and California and Utah each gained one. Alaska, Arkansas, Colorado, West Virginia and Wyoming all were unchanged. ___
Louisiana jobless rate up slightly in January to 5.9 percent
NEW ORLEANS (AP) — Louisiana’s unemployment rate ticked up in January, with jobless numbers rising because more people joined the labor force than found jobs. The jobless rate rose to 5.9 percent from 5.8 percent in December, but stayed below the 6.9 percent rate of January 2015. A separate survey showed payrolls rose slightly in January from December, but are more than 15,000 below yearago levels, warning Louisiana’s economy may be shrinking. Mining employment has fallen by 12,000 over the year. The unemployment rate was eighth-worst among states, remaining above the nation’s 4.9 percent rate. Both sets of figures, adjusted to cancel out seasonal changes, were released Monday by the U.S. Labor Department. The number of unemployed Louisianans was flat from December to January at 125,000, but about 25,000 fewer than in January 2015.

In short, the question “Do we want kids?� should come before “Can we afford kids?� Once family goals are settled, it’s wise to evaluate where current finances stand. Couples and single parents will benefit from complete financial transparency before pregnancy, adoption proceedings or fertility treatment starts. Utilize qualified financial and tax advice to fit specific circumstances. Consult trusted family and friends for referrals to qualified financial planning and tax experts. Also check current tax rules for how to handle and potentially deduct certain costs related to adoption or fertility treat-
ments. Research thoroughly and bookmark resources online. The IRS website (www.irs.gov/Individuals/P arents) continually updates its summary of tax issues for parents which can guide overall planning. New authors and bloggers emerge daily on virtually every aspect of parenting; friends, relatives and colleagues can also provide resources. For prospective parents who are employed, it is a good idea to evaluate benefits well ahead of a pregnancy, fertilization procedures or adoption. Depending on specific circumstances, employees should review health and general benefits for routine and emergency medical coverage, medical leave policy and extras like child care benefits. Couples should compare their coverage to determine who has the best family coverage overall. Start planning for childcare expenses as soon as possible. Full- or parttime childcare services for working parents can be surprisingly expensive and difficult to obtain depending on location. In 2015, the White House reported that the average cost of full-time care for an infant was about $10,000 a year, and a 2014 Boston Globe (www.bostonglobe.com) report noted state-by-state estimates that were significantly higher. For peace of mind and affordability, it is advisable to tackle the childcare issue as early as possible. Prospective parents might also speak with a qualified
tax advisor about whether it is more advantageous to claim the Child and Dependent Care Credit on their taxes or pay childcare expenses from a Flexible Spending Account at work. Loved ones can also lend financial assistance to a new family in a variety of ways. Affordable basics include general parenting advice, as-needed babysitting services and sharing coupons and hand-medowns like clothing, toys and unneeded child-related equipment in good condition. For those willing to lend financial support, such options might include a Coverdell Education Savings Account, 529 college savings plan or a gift of cash or assets to the child subject to IRS rules. Also, anyone can directly pay medical expenses in full for someone they do not claim as a dependent under certain circumstances. If friends or family members offer financial help, encourage them to evaluate options with qualified financial and tax experts. Finally, prospective parents should become dedicated bargain hunters and savers with an equal focus on handling childcare expenses and supporting retirement goals. Both financial goals are equally important. Bottom line: It pays to plan early for a family. Evaluate your finances, reach out to friends and family for advice and get help from qualified experts if you need it.

Grand Isle gearing up for 18th Migratory Bird Celebration The Grand Isle Community Development Team, along with the BaratariaTerrebonne National Estuary Program (BTNEP), The Nature Conservancy and other partners, will be hosting their 18th Annual Grand Isle Migratory Bird Celebration on April 15-17. Each year, millions of songbirds fly over the Gulf of Mexico and through Louisiana to return to their breeding grounds throughout North America. Grand Isle is a great place to witness the magic of bird migration because of its location and the type of habitat it provides to the birds. The celebration offers a variety of birding opportunities such as observing marsh birds on a kayaking tour, taking a boat ride to Queen Bess to see a wellknown Brown Pelican rookery, and walking tours
throughout the Grand Isle birding trails to witness the beauty and variety of songbirds. A luncheon is available on Saturday. Carver Meet Cleo Scott
Cleo Scott of Patterson has been carving for 20 years. He has carved numerous types of species and styles but his preferred method is decorative. He doesn’t have a particular species that he prefers to carve. He just likes to do whatever comes to mind. Cleo sells some of his work to collectors but mostly takes part in the hobby because of his love for carving. “It makes me so proud when someone says that my work is beautiful. I put a lot of time and effort into it and to be recognized for that is a great feeling,” said Cleo. He is part of a group

But even as he talked about bipartisanship, the governor described a decidedly Democratic agenda, pushing proposals that likely face a rough road in the majority Republican House and Senate. He’ll seek a law aimed at closing a wage gap that has women averaging 67 cents in pay for every dollar paid to men and a boost in the state’s minimum wage from the federal level of $7.25 per hour to $8 in 2017 and to $8.50 a year later. Those ideas received quick opposition from Dawn Starns, state director of the National Federation of Independent Business. In a statement, Starns asked lawmakers “to push back against Gov. Edwards’ overreaching policies that would create additional hardships for Louisiana’s job creators.” Edwards also wants to reverse course on some decisions made by his predecessor, Republican Bobby Jindal. Edwards is seeking to further restrict which students can receive taxpayer-financed vouchers to private schools and put new limits on charter school creation. He’s proposing a restructuring of the Department of Children and Family Services to undo much of Jindal’s redesign. But those issues are expected to be overshadowed by financial woes. “I think it’s going to be just the budget, the budget, the budget,” said Sen. Fred Mills, R-Parks. “I wonder if the budget is just going to take all the oxygen out of the place.” The regular legislative session must end by June 6.

Calling the fishing pier an “economic engine” which will help generate a financial boost to the tiny Leeville community, he says Leeville is already seeing the benefits of the public launch. “The Leeville boat launch has been a tremendous step. The businesses in Leeville are busy from people coming to Leeville and launching their boats,” said Gourges. “It’s been a perfect project. When that bridge (LA1 Elevated Highway) cut off Leeville and hurt all those merchants, we’re now recuperating from that,” he added. Gourges, like Lorraine, says it’s a shame that the launch and its improvements have hit another “snag” or delay due to what he calls paperwork. “If it wasn’t for our councilmen in that area, we’d still be trying to get a boat launch. Everybody that’s been here for awhile knows how hard it was to get that launch, all the hurdles we went through. I hope that all that work that Senator Chabert did is not for naught.” State Senator Norby Chabert was instrumental in getting the outlay money which will be used for the boat launch as well as the fishing pier. The pier and pavilion project now moves to design and bid phase, before construction.

On August 4, 1927, Victor Records producer Ralph Peer auditioned, signed and recorded the Carter Family and Jimmie Rodgers. On that one day, without a pick or shovel, he struck two gold mines. When their records hit big, Peer realized that the real money was in publishing original songs, so he formed Peer/Southern Publishing Company, which, today is the world’s largest music publishing company with offices in 38 countries. By 1927, he already had a long history in the recording business, starting as a scout and producer for Okeh Records, (now Columbia), then Victor (now RCA). His accomplishments were legendary. (Leroy’s birthday is August 4, 1929). He received no salary, just the right to publish original songs he recorded. The companies placed little value on that and granted it. Big mistake! That paved him a path to great wealth and fame by establishing Peer/Southern Publisher Company. The Jimmie Rodgers and Carter Family catalogs financed him in acquiring rights to South American music, (Calypso and Samba), Hillbilly, (which became Country), Race, (which became Rhythm and Blues), and Rock & Roll, all music genres which A.S.C.A.P. found beneath their dignity to acknowledge, therefore they did not accept those song writers nor share the performance fees with them. By the time A.S.C.A.P. woke up, Peer had eaten their lunch and published songs like “Georgia on my Mind”, “Brazil”, “Marie Elena”, “Green Eyes”, “Granada”, “You Are My Sunshine”, “Besame Mucho”, “Amour”, “Slipping Around”, “That’ll Be
the Day”, “La Bama”, “The Great Pretender”, and “Only You”. In the 1950’s new publishing companies like Acuff/Rose and Hill and Range proliferated to compete with Peer. Meeting opened at noon by President Bob Sevin at the Grand Isle Multiplex Building located on Louisiana Highway 1. Commissioners present were Bob Sevin, Ambrose Besson, Perry Chighizola, Terrill Pizani and Juanita B. Cheramie. No commissioners were absent. A motion was made by Commissioner Chighizola, seconded by Commissioner Besson and unanimously agreed to approve the meeting of February 10, 2016 as read. A motion was made by Commissioner Besson, seconded by Commissioner Cheramie and unanimously agreed to accept the financial report and pay port operating invoices. Mr. Mo Saleh from PEEC was recognized and stated that the Contractor for the Commercial Dock Project is waiting on the clean line certificate. Once the certificate is received the project will be 100% complete. The project has some money left and the contractor will be submitting prices to add limestone with the additional money. The commissioners stated that the bolts on the pilings were installed incorrectly and sticking out and mentioned to the contractor at the October 2015 meeting. Mr. Saleh stated he will bring this to their attention and have the bolts installed correctly. FEMA has approved the repair of the outside dock and we are waiting to see if the state can be the FEMA match. The bulkhead work for the back property was submitted under Capital Outlay. Mr. Bill Watkins was recognized and stated that he is working reviewing the port options when someone does work within the port’s jurisdiction whether a permit is required or some type of notification. He stated he should have an answer at the next meeting. Mr. Wayne Keller was recognized and stated that a citizen would like to see if Louisiana Wildlife and Fisheries can have a mobile office in their new building on Grand Isle. The commissioners agreed to let Mr. Keller contact Wildlife and Fisheries to see if they could come to Grand Isle at least once a month. Commissioners Pizani and Cheramie will work on a list of the licenses they would like to be able to renew on the island instead of traveling to Baton Rouge. President Sevin stated that the ribbon cutting for the Commercial Dock is Thursday, March 24, 2016 at 11:00 a.m. at the Commercial Dock located on Oak Lane. Everyone is invited. The renewal election for the port millage is April 9, 2016 and early voting is Monday, March 28, 2016 at the Grand Isle Multiplex Building. This millage is a renewal only. The port would like for everyone to consider supporting the renewal and vote yes. Commissioner Chighizola questioned the status of the pilings still on the port property. Commissioner Pizani stated that some of the pilings could be used because one of the boats is tying to the light pole. Commissioner Chighizola stated to give the boat the pilings. Commissioner Cheramie requested an update on the camera system. Mr. Keller stated that he spoke to a company at the PAL Convention and should be here next week to meet with us. Commissioner Pizani mentioned that a boat owner at the Commercial Dock would like to have a 3 phase line.

Street Supervisor Chris Hernandez was recognized and made the following request: 1. $882.00 for the purchase of 8 gas regulators and 12 ¾ inch gas valves – approved on a joint motion by the Council. 2. $1,986.00 for repairs to the 4x4 Ranger – approved on a motion by Council Member Clifford Santiny, Jr. and seconded by Council Member Ray Santiny. 3. $2,471.30 for repairs to the New Holland fork-lift – approved on a motion by Council Member Ray Santiny and seconded by Council Member Clifford Santiny, Jr. 4. $2,370.80 to install safety lights on the Ford F-250, the new Ford F-350, the Fork Lift and the Boom Truck – approved on a motion by Council Member
Clifford Santiny, Jr. and seconded by Council Member Bladsacker. Motion by Council Member Ray Santiny seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to grant permission to the New Orleans Electrical Association to have a beer truck located at the Sand Dollar Marina on June 2nd, 3rd, and 4th, 2016 for their annual fishing tournament. A joint motion by the Council was unanimously agreed upon to pay National Corrosion Service invoice in the amount of $1,157.20 for qualified operator work from January 11 thru 22, 2016. Motion by Council Member Clifford Santiny, Jr. seconded by Council Member Bladsacker and unanimously agreed upon to table the payment of $1,467.63 to National Corrosion Services for operator qualification training. Motion by Council Member Clifford Santiny, Jr. seconded by Council Member Bladsacker and unanimously agreed upon to pay Traffic Control Products invoice of $896.30 for speed bumps. Motion by Council Member Resweber seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to grant the request of Rosiland Besson to trim trees at her home at 185 Chighizola Lane. Council Member Bladsacker reports/requests: 1. Reported broken rims at the basketball court in Chighizola Park. 2. Reported that the Volleyball Court on Cott Lane needs cleaning and some sand. Mayor’s report: 1. Congratulated the Grand Isle School Trojans for winning District. He also thanked the Police Chief the Council and all of the families and residents for supporting the Trojans. 2. Workers will start this week boring the new Entergy line. 3. Reported that Senator Alario and Representative Gisclair are working hard for the town’s Capitol Outlay Projects. 4. He will be meeting with Councilmen Roberts and Templet to discuss the Head Start program. He is fighting to save the program here on Grand Isle. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, January 13, 2016 at 10:30 AM at the Administration Building 16829 East Main Street, Galliano, LA. President Gisclair called the meeting to order and Secretary Cheramie called roll. ATTENDED: Chuckie Cheramie, Kris Gaudet, Ted Savoie, Perry Gisclair, Larry Griffin, John Melancon Jr., Jimmy Guidry, and Ervin Bruce ABSENT: Wilbert Collins Upon motion by Griffin and second by Melancon, with no public comment, the board unanimously approved the minutes for December 9, 2015 regular meeting. Executive Director’s Report Chett Chiasson announced the Port Commission will be receiving applications and resumes from any persons interested in serving as the Port’s recommendation for Member of the South Lafourche Levee District Board. Interested parties may obtain copies of the application at the Port’s Administration Office or from our website and they will be due no later than Friday, February 5, 2016 at 4:00 p.m. Northern Expansion – Engineer Joe Picciola reported Crosby Dredging is working on Slip D Bucket Dredge project. The materials are stacked high on the platform. We did receive some cross sections today but will meet tomorrow to determine where we go from here. Engineer Larry Picciola reported Shavers Whittle completed driving concrete piles for the northernmost deadman for the Slip C 800 LF Bulkhead project. The sheets are being painted. Engineer Picciola reported the preconstruction meeting was held on Monday for the Slip C 950 LF West Bulkhead project. Notice to proceed will be issued for February 1st. Melancon questioned days of completion, which Picciola replied 330 days ending by January 2017. Airport Projects – Engineer Joe Picciola reported Plaisance Dragline is on site working on the trash screens and platform for the Pump Station project. The pumps are scheduled to be installed next week. Gisclair questioned the process during the hard rain at the end of December, which Davie Breaux replied we had a backup plan of renting a pump which worked. Other Projects – Engineer John Plaisance stated the Nerby Collins Commercial Marina Bulkhead is complete with the clear lien and retainage later on the agenda. The wood cap is being installed by E&L Enterprise and should be complete this week. Engineer Larry Picciola reported that Dupre Bros is complete with all dolphins in Flotation Canal for the Mooring Dolphins Phase 4 project. The 6 closer to LA1 are ready for use with the other 6 waiting on paint to cure. All welding work is done for the 6 in Bayou Lafourche with 2 already painted. We expect completion by the end of next week. Engineer Joe Picciola reported the preconstruction meeting for the Fourchon Bridge Helper Bent was held on Tuesday. PSC is in the process of sending required submittals and we expect issuance of the notice to proceed mid-February. Melancon questioned if the bridge will be shut down during repairs, which Picciola replied there will be periods of shut down for vehicle traffic while they set the beams in place but Chevron will be notified. Engineer Joe Picciola reported the contractor continues to work on the Airport Road Paving project. There were some delays due to weather. They are complete with the first 1000 ft. section. They have 3500 ft. remaining to work on. Griffin questioned completion date, which Picciola replied sometime in June. Engineer Picciola reported that the Steel Mooring Piles in Bayou Lafourche are complete. There is a change order of $370 for the light shields and the substantial completion certificate is later on the agenda. Chiasson stated we did receive phone calls from landowners in the area thanking us for doing this. Chiasson stated the Assumption of Maintenance report is under review by the Corps office in DC. This report is for the Corps to take over the maintenance dredging of 6,000 ft. in Bayou Lafourche from C-Port 1 to Flotation Canal. Chiasson stated the Section 203 Feasibility Study is also being reviewed by the Corps. We plan on meeting with the Corps next week in DC to
get updates on these reports. Breaux reported Huey Stockstill started back last week on the LA 3090 Overlay project to complete the 2 inch wear course and shoulder work. Committee Reports Executive Committee - The committee met on January 11th in Galliano present was Gisclair, Cheramie, Griffin, and Melancon. Upon motion by Melancon second by Guidry, with no public comment, the board unanimously approved the Cooperative Endeavor Agreement with South Louisiana Economic Council (SLEC) to assist the Port with its economic development, infrastructure improvements, and coastal restoration by supporting SLEC $7,500, Restore or Retreat $10,000, LA 1 Coalition $22,500, and Gulf Economic Survival Team $5,000. Upon motion by Cheramie and second by Savoie, the board unanimously approved the request from Construction Helicopters to assign lease to Bristow US, LLC for site SLIP-11. Upon motion by Bruce second by Gaudet, with no public comment, the board unanimously approved the Fourchon Bridge Cooperative Endeavor Agreement with Chevron Pipe Line Company to fund $36,565. Chiasson then reported the final breakdown of all agreements: Lafourche Parish Government $82,812.50, Wisner Trust $82,500, Caillouet Land $10,000, Chevron USA $36,565, Chevron Pipe Line $36,565, and the Port’s remaining share of $82,812.50. Upon motion by Guidry second by Bruce, with no public comment, the board unanimously approved the request from M-I to lease 3 mooring dolphins in Flotation Canal (#37, #38, #39). Upon motion by Melancon second by Guidry, with no public comment, the board approved the request from Modern Group, LTD to assign lease to In Hot Water, LLC for site GLF611. The vote resulted in 7 yeas, 1 absent, and 1 abstain by Gisclair. Permits & Waterways Committee - The committee met on January 11th in Galliano present was Cheramie, Gisclair, Collins, and Griffin. Chairman Cheramie presented the permit applications from Texas Petroleum Investment Company, Louisiana Delta Oil Company, and Lafourche Parish Government. Construction & Development Committee - The committee met on January 11th in Galliano present was Bruce, Gisclair, Griffin, and Savoie. Upon motion by Bruce second by Guidry, with no public comment, the board unanimously awarded the lowest bids for yearly construction materials 14 items to Grand Isle Shipyard, 2 items to Arabie Trucking, and 1 item to Vulcan Materials Co. Chiasson explained as stated in the proposal the tied item will be awarded to the one with the lowest administrative cost which is Arabie Trucking. Upon motion by Savoie second by Cheramie, with no public comment, the board unanimously awarded the low bid from Gaubert Oil Company for the yearly fuel supplier at a markup rate of $0.2995 for both gas and diesel in Fourchon and Galliano. Upon motion by Gaudet second by Griffin, with no public comment, the board unanimously awarded the low quote of $66,900 from SBL Construction for tree obstruction removal at the Airport. Richard Osborne stated this project is DOTD funded up to $100,000. Upon motion by Melancon second by Guidry, with no public comment, the board unanimously accepted the Clear Lien Certificate from Dolphin Services for the Nerby Collins Marina Bulkhead project.

Upon motion by Melancon second by Guidry, with no public comment, the board unanimously approved the Substantial Completion Certificate dated December 21, 2015 from Plaisance Dragline & Dredging for the Steel Mooring Piles in Bayou Lafourche. Upon motion by Bruce second by Savoie, with no public comment, the board unanimously approved the Cooperative Endeavor Agreement with the Lafourche Parish Water District for the waterline along Minor Cheramie Sr. Road a 50/50 cost share. Finance Committee - The committee met on January 11th in Galliano present was Melancon, Gisclair, Gaudet, and Guidry. Upon motion by Melancon second by Bruce, the board approved payment of December invoices and recognized expenditures over $10,000 which total $1,764,407.96. The vote resulted in 7 yeas, 1 absent, and 1 abstain by Griffin. Upon motion by Melancon second by Guidry, with no public comment, the board unanimously approved the out of state travel requests from Kris Gaudet to attend the AAPA Commissioners Seminar in Florida on February 8th and Chett Chiasson to attend the AAPA Spring Conference in DC on April 4th. President Gisclair opened for any other business. Rodney Gisclair addressed the board and announced his candidacy for Port Commission Seat D in the upcoming March election. Upon motion by Griffin and second by Melancon, the board unanimously approved terminating the lease with GAO FBO Services, Inc. effective January 31, 2016. Chiasson stated the Port Commission will contract workers to operate and maintain airport operations. Upon motion by Gaudet and second by Cheramie, the board adjourned the special meeting at 11:23AM.
