Supreme Court blocks Louisiana abortion clinic law By MARK SHERMAN Associated Press

WASHINGTON (AP) — A divided Supreme Court stopped Louisiana from enforcing new regulaW tions on abortion clinics in a test of the conservative court’s views on abortion rights. The justices said by a 5-4 vote late Thursday that they will not allow the state to put into effect a law that requires abortion providers to have admitting privileges at nearby hospitals. School board discontinues its health insurance

Animal Shelter tops adoption goal By Julia Arenstam Daily Comet Staff Writer

The Lafourche Parish Animal Shelter is celebrating exceeding its adoption goal of over 1,000 animals last year. Shelter Director Hilary Knight announced the final 2018 report at the shelter board’s meeting last month. Throughout 2018, the shelter placed 1,014 animals into adoptive homes and returned 163 missing pets to owners. The shelter also saw a reduction in the number of animals brought to the shelter for the first time in five years, Knight said. “That has a huge impact, especially for cats,” she said. “It’s encouraging to see that the numbers are dropping,” Shelter Advisory Board Chairwoman Betsy Magee said. “It’s an incredible amount of

work. Hilary has done a wonderful job, and her staff, it’s just unceasing with intake.” The shelter also transferred another 423 animals to rescue groups, like Hail Mary Rescue and Hope For Animals, in 2018. Rescue groups and other volunteers transport local animals to area pet stores and other states for adoption. As the local shelter prepares for kitten season, adopting and spaying cats to limit the pet population is a major priority. The stray cat population and repopulation is the biggest problem the Lafourche shelter faces, Knight said. The shelter is continuing its lowcost spay and neuter program this year as well as its catch and release program. See Shelter Page 3-A

Louisiana digital license can be used to buy liquor, tobacco

BATON ROUGE, La. (AP) — Louisiana’s digital driver’s license app can now be used as identification to buy beer, liquor and cigarettes. A new rule published by the Louisiana Office of Alcohol and Tobacco Control authorizes the LA Wallet cellphone app for age verification. LA Wallet launched last July, under a 2016 law. While it’s free to download, it takes a $5.99 purchase to use the app for legal identification. The app enables cellphones to display an image of the physical driver’s license, the only form of electronic identification recognized and accepted in Louisiana. NOLA.com/The Times-Picayune reports that under the new ATC rule, retailers must train employees before they start accepting the digital driver’s license for alcohol and tobacco purchases. Louisiana Legislature seeking youth advisory council members

BATON ROUGE, La. (AP) — Louisiana’s Legislature is looking for high school students interested in public policy. The Louisiana Legislative Youth Advisory Council is accepting applications for membership from high school students who want to discuss young people’s issues around the state. The 31-member council is appointed annually, aimed at helping Louisiana’s teenagers connect to state lawmakers. Students on the council study issues important to their peers, including education, community service, employment, substance abuse and health. Student members are selected from each of the state’s congressional districts. Applicants must be between the ages of 14 and 19 and enrolled in high school or a home school or participating in a GED skills program during the current school year. The application is available online at civiced.louisiana.gov. The deadline to apply is March 22. ___

Police: Man fails to open register, steals chicken instead

NEW ORLEANS (AP) — New Orleans police say a man entered a fast-food restaurant and tried to swipe some cash but couldn’t open the register so he made off with some fried chicken instead. NOLA.com/The Times-Picayune reports the man entered the Popeyes in eastern New Orleans on Monday morning and tried to steal money from the register. But police say the register wouldn’t budge so he grabbed some fried chicken and fled. Police arrested 27year-old Phillip Lee a short time later in the area. He faces charges of simple robbery and simple battery. Magistrate Judge Brigid Collins set his bond at $13,500. It was unknown if he’s represented by an attorney who could comment on his case.

Abortion From 1-A

President Donald Trump’s two Supreme Court appointees, Justices Neil Gorsuch and Brett Kavanaugh, were among the four conservative members of the court who would have allowed the law to take effect. Kavanaugh wrote a dissenting opinion in which he said the court’s action was premature because the state had made clear it would allow abortion providers an additional 45 days to obtain admitting privileges before it started enforcing the law. If the doctors succeed, they can continue performing abortions, he said. If they fail, they could return to court, Kavanaugh said. The law is very similar to a Texas measure the justices struck down three years ago. Roberts dissented in that case. But the composition of the court has changed since then, with Kavanaugh replacing Justice Anthony Kennedy, who voted to strike down the Texas law. Trump had pledged during the campaign to appoint “pro-life” justices, and abortion opponents are hoping the more conservative bench will be more open to upholding abortion restrictions. Louisiana abortion providers and a district judge who initially heard the case said one or maybe two of the state’s three abortion clinics would have to close under the new law. There would be at most

two doctors who could meet its requirements, they said. But the federal appeals court in New Orleans rejected those claims, doubting that any clinics would have to close and saying the doctors had not tried hard enough to establish relationships with local hospitals. In January, the full appeals court voted 9-6 not to get involved in the case, setting up the Supreme Court appeal. The law had been scheduled to take effect Monday, but Justice Samuel Alito delayed the effective date at least through Thursday to give the justices more time. He and Justice Clarence Thomas were the other dissenters Thursday. The justices could decide this spring whether to add the case to their calendar for the term that begins in October. The case is June Medical Services v. Gee.

Speaker Taylor Barras and House Appropriations Chairman Cameron Henry didn’t return requests for comment about the financial reports. Beyond the what-if scenario, Alario said he’d like to use about $40 million for a new legislative auditor’s office building across the street from the Louisiana Capitol, where remains of a demolished office structure are used for parking. Asked if lawmakers might earmark some money to help with needed repairs on the exterior of the Capitol, where a temporary walkway protects the public entering the front doors from crumbling mortar, Alario said that could be considered. But he made no commitments to finance the work, estimated to cost up to $60 million. “The building actually belongs to the executive branch,” he said. “We haven’t talked a whole lot about it because it’s just coming to our attention how serious the problem was.” The financial documents show the House and Senate expect some money to pay for leave time owed to employees and retirement obligations. The House reports it intends to use dollars for computer upgrades and renovations to the House chamber and committee rooms. But even with that anticipated spending, audits show the “unassigned fund balance” tops $53 million. Appropriations Committee member Jack McFarland, a Winnfield Republican, was unaware of the full size of the accumulated surpluses. He said he’s been told a balance exists in case disagreements with a governor stall passage of the legislative budget, to “keep people working until the dispute can be resolved.” He said he expects the House will spend a small portion of its money to fill vacant jobs after losing workers to private industry. Lawmakers passed an $85 million spending plan for legislative operations in the fiscal year that began July 1, similar to the prior year budget. The agencies get an additional $10 million annually from a 2008 earmark not included in the legislative budget bill. We’re not full-time employees. Nicholls Music plans free, romantic Valentine’s Day concert

The Nicholls Department of Music faculty will perform a free concert of romantic music for those seeking more than the traditional dinner on Valentine’s Day. “Love Notes” will begin at 7:30 p.m. on Feb. 14 in the Mary and Al Danos Theater. NEW ORLEANS (AP) — The Port of New Orleans set a record for cruise ship passengers in 2018, with more than 1 million travelers. The New Orleans Advocate reported the nearly 1.2 million cruise passengers who went through the port represented a 2.3 percent increase from 2017. Last year was the fifth consecutive year the figure was at least 1 million. The port says it had 235 passenger ships in 2018 and is the sixth busiest cruise port in the United States. The increase in passengers benefits local businesses, from florists and food wholesalers to hotel and restaurant staff, port President and CEO Brandy Christian said. A recent economic impact study by Louisiana State University’s Business College found that cruise passengers and ship crews spend an estimated $129.1 million locally each year. The port also set a modern-day record for Mississippi River travelers in 2018, with 30,298 passengers on the five riverboats based in New Orleans. Port officials expect a record number of cruise

passengers next year as well because of new, larger ships set to sail in the Caribbean and on the river. The 4,000-passenger Norwegian Breakaway became the port’s largest occupancy cruise ship when it arrived in November. It’s set to make seven-day cruises through April until its newer sister ship, the Norwegian Getaway, replaces it in November. In early 2020, Disney Cruise Line will have a homeport in Louisiana for the first time when the 2,700-passenger Disney Wonder embarks on six cruises in the Caribbean, the port said.

A part-time veterinarian will be onsite to provide care for the shelter animals, including spaying and neutering. The shelter is always looking for volunteers to help with transportation, fostering and shelter work like helping exercise dogs during Rescue Run Fridays. Rudolph “Rudy” Charles King passed away due to a tragic accident on Tuesday, February 5, 2019 at 3:26 p.m. at University Hospital, New Orleans, Louisiana. Born March 10, 1952, he was a proud lifelong resident of Golden Meadow, Louisiana. Beloved father of Addie King Martin (Jeremy), Joy King Guidry (Adam), and Jesse Dallas King. Devoted grandfather of Macy Rene’e Callais and Alexander Paul Guidry. Former husband of Mary Constransitch Chailland and husband of the late Susan Anselmi King. Son of the late Dr. Patricia King Bollinger and the late James Dallas King. Brother of James C. King (Ann), Charlotte King Brown (Roger), and Louis R. King. Also survived by nieces, nephews, other relatives, and friends. Rudy was a professional painter for over 40 years. He was a founding and active member of Community Bible Church, and generously served his community by giving his time and various talents. Rudy was an avid gardener, enthusiastic fisherman, and devoted grandfather. He will always be remembered fondly. What a Life!

Last Month, Christopher Cleary from Colorado went on Facebook and threatened to kill “as many girls as I see” because he was still a virgin at 27. Police feared he might be targeting a nearby Women’s March. They arrested him after he wrote a long verbal attack against women blaming them for his virginity and wanting to become “the next mass shooter.” Cleary is part of a group of murderous young men who call themselves “involuntarily celibate” or “incels” for short. They have recently used their status as a single person to launch deadly attacks on women. The tragic death of 10 innocent lives in Toronto is a reminder of the hate and anger stemming from within this fringe group. Alek Minassian, 25, intentionally struck many people on a busy Toronto street with a rented van and was charged with 10 counts of murder and 13 counts of attempted murder. Another recent incel example is Elliot Rodger who went on a killing rampage in 2014 near his campus of UC Santa Barbara after having written manifesto seeking “vengeance against attractive women” for denying him sex and affection. He killed six people before shooting himself. In 2015, Chris Harper-Mercer shot and killed nine people at a community college in Oregon before taking his own life. He was a selfdescribed incel saying, “Here I am, 26, with no friends, no job, no girlfriend.” It’s easy to dismiss these incels as losers. Yet, I think these examples say more about our society and our attitude toward woman and human sexuality. What I hear these people are saying is that the role of women is to satisfy the sexual cravings of men. It is very similar attitude to the people accused in the #metoo movement who used or tried to use their position in life to force women to have sex with them. The cultural message found on TV, movies, and music is that sexual pleasure is the right of everyone, including teenagers. No one should be deprived of this pleasure. If the purpose and goal of sex is primarily pleasure, then other people are just objects to be used for bodily gratification. Let’s face it, everyone wants to love and be loved. That’s what defines us as human beings. God has put this desire in the human heart along with a desire to be intimate with another human being. Yes, God created sex. The Greeks called this deep

desire of the human heart Eros. A man’s body doesn’t make sense by itself, nor does a woman’s. Seen in light of each other, we discover an unmistakable call to be a “gift” to one another – a gift so real that it leads to another person! Selfish sexual desire often called lust, aims not at self-giving, but at self-gratification. Chaste sexual desire, however, refuses to use our own or other people’s bodies as objects for personal gratification. Christian sexuality should never become recreational. The idea of dating is not to see whether we will enjoy becoming sexual active but to find someone with whom we are willing to spend the rest of lives. Building a strong lasting relationship with the right person is essential for our

happiness. Every human being struggles with strong sexual desires. When we recognize that all-powerful desire in our hearts, we need to discipline ourselves and deal honestly with that desire. Like with any of our appetites, this demands conditioning and sacrifice. True chastity is not about suffocating the longing that dwells in our hearts, but about freeing it, so that it can reach its true height. It’s a discipline that is creative and liberating – like that of a musician who continually trains his body to make ever more beautiful music. The Christian position of human sexuality is that sex is relational, with pleasure as the byproduct. It is so powerful that it is only safe within a committed, covenant marriage relationship.
