A Thibodaux-based nonprofit says property owners along Bayou Lafourche are getting to work on recreational improvements. Friends of Bayou Lafourche announced Tuesday that together with the Bayou Lafourche Fresh Water District, they’ve seen an increase in permit applications for private and public bayouside projects this year. “It is exciting to see individuals and organizations beginning to view the bayou as a recreational and aesthetic asset,” Ryan Perque, executive director of Friends of Bayou Lafourche, said. FEMA will issue flood insurance policies despite shutdown By The Associated Press
President Donald Trump’s administration on Friday reversed new guidance issued by the Department of Homeland Security that prevented the Federal Emergency Management Agency from writing or renewing National Flood Insurance Program policies during the current government shutdown. FEMA announced the change of policy in a statement Friday, much to the relief of homeowners, as well as members of Louisiana’s congressional delegation who had played a key role in getting NFIP coverage extended into 2019. In a statement, U.S. Sen. Bill Cassidy said FEMA had erred when it told insurers earlier this week that it said it cannot issue or renew NFIP policies during a partial government shutdown. The decision had caused numerous home sales to be delayed because buyers weren’t able to obtain flood coverage. “FEMA’s initial guidance made no sense, and I’m happy to announce they are
heeding my direction and will start selling new flood insurance policies again,” Cassidy said. “It’s unfortunate so many people were inconvenienced due to FEMA’s error, but I’m glad they are correcting it so home sales in limbo can proceed.” FEMA had previously said it decided to halt flood insurance funding because commission payments to the private companies that issue the policies could be seen as an “impermissible funding obligation” during the shutdown. More than 500,000 Louisiana homeowners currently depend on the NFIP for flood protection and roughly 40,000 of those policies are up for renewal each month, The Advocate reported. Home sales in parts of New Orleans and other areas had been on hold in instances where required flood insurance can only be obtained through the federal government, NOLA.com/The TimesPicayune reported Thursday. Kelli Walker Starrett, senior vice president for the New Orleans Metropolitan Association of Realtors, said members saw an impact from FEMA’s policy, prior to Friday’s reversal. The group sent out a notice Thursday morning to local real estate agents, informing them that NFIP policies could not be issued during the shutdown. Within a few hours, Starrett said she got word that as many as 25 local home sales had been delayed because buyers could not obtain flood coverage. See Flood Page 3-A
After years of debate and changes, the Lafourche Parish government is inching along to complete renovations to the Cyprien Pump Station in Lockport. But some Lafourche Parish Council members are questioning why a project that has been budgeted for three years still isn’t done. “After time and re-engineering, and whatever else, here we are,” Councilman Bo Melvin said last week, later adding that the project has seen “gross mismanagement.” The $3.5 million project has been discussed for decades and money from Road Sales Tax District A was first budgeted in 2015, under former Parish President Charlotte Randolph’s administration. In May of that year, the Parish Council approved hiring T. Baker Smith engineers to design the improved station. The project budget has increased slightly due to an abandoned pipeline running through the middle of the property, Parish Risk Manager Brent Abadie said at the Dec. 11th council meeting. There have been a handful of amendments made to the project since the new administration and council took over in 2016. Those include an engineering amendment to have T. Baker Smith work with the parish to refurbish the existing station, instead of building a new one. However, the parish later reversed that decision in mid-2017 with a second amendment, after accepting a bid from Xtreme Pump and Supply for $567,000 to purchase three pumps. See Pump Page 3-A
Early report shows Houma-Thibodaux loses another 200 jobs
BATON ROUGE – Based off of data released Friday by the Bureau of Labor and Statistics (BLS), seasonally adjusted nonfarm employment increased by 23,100 jobs from November 2017. Seasonally adjusted nonfarm employment is now at 1,991,100. This is the 14th month in a row that seasonally adjusted nonfarm employment has increased over the year. From November 2017, seasonally adjusted private sector employment increased by 25,200 jobs to 1,667,000. This is also the 14th overthe-year increase for seasonally adjusted private sector employment. Analysis: Louisiana lawmakers leaving ahead of term’s end By MELINDA DESLATTE, Associated Press
BATON ROUGE, La. (AP) — The Louisiana Legislature has been shedding members at a high rate, with 15 percent of lawmakers leaving their elected positions without completing their terms in the last three years. Blame term limits or the heavy workload across a record number of legislative sessions. Blame partisanship or the general lack of enjoyment about having to repeatedly debate budget cuts and taxes. Whatever the reason, the reshuffling of House and Senate members continues, and it’s causing repeated special elections to keep the jobs filled. Twenty-two state lawmakers have left office since the term began in January 2016, two senators and 20 members of the House. Nearly one out of every five House members from the start of the term is no longer in the chamber, a higher turnover rate than any term going back four decades, according to data provided by the House. Some lawmakers left for jobs at government agencies. Others won elections to switch to different offices they preferred. One lawmaker died fewer than two months into the term. When then-Rep. Chris Broadwater announced his resignation in December 2017 from the seat representing Tangipahoa Parish, the Republican said the job was taking too much time away from his wife and four daughters. “I cannot continue to allow (my wife) to handle a disproportionate share with regard to our family,” Broadwater wrote. Louisiana has had 10 legislative sessions in three years — three regularly-scheduled annual sessions and seven special sessions called by Gov. John Bel Edwards to deal with state finances. Those sessions often involved contentious, highstress debates over taxes and budget cuts in which conservative House Republican leaders and the Democratic governor repeatedly clashed. Rob Shadoin, a moderate Republican from Ruston, described working through repeated sessions marked by gridlock and animosity: “It feels like I’m aging in dog years. For every year I’m down here, it feels like seven.” Shadoin left the House in October to become Department of Wildlife and Fisheries deputy counsel in the Edwards administration. Edwards, a former
House member himself, has blamed an increasing partisan atmosphere for some exits. “I have an awful lot of legislators telling me that it’s not as fun to be there anymore. They don’t feel like they’re being as productive as they should be,” Edwards said on his radio show. The vacancies were filled across 10 election cycles during the threeyear period, according to the Louisiana secretary of state’s office. Five election dates were created specifically to fill empty legislative seats, an expense that otherwise wouldn’t have been needed. Many lawmakers left for other elected jobs. Republican Rep. Mike Johnson of Benton was elected to Congress. Democratic Rep. Helena Moreno won a New Orleans City Council position, and Republican Rep. Tom Willmott was elected to the Kenner City Council. GOP Rep. Greg Cromer became mayor of Slidell, while Democratic Rep. Mike Danahay became mayor of Sulphur. Republican Rep. John Schroder resigned to run for state treasurer, a job he won. Other lawmakers, like Shadoin, resigned for appointed positions. Democratic Rep. Jack Montoucet of Crowley took a job as Edwards’ wildlife and fisheries secretary. Democratic Rep. Gene Reynolds of Minden left to oversee the state parks system. Republican Rep. Bryan Adams of Gretna left for the fire marshal’s office. Republican Rep. Joe Lopinto resigned to work for the Jefferson Parish Sheriff’s Office and later was elected sheriff. Democratic Sen. Troy Brown resigned in February 2017 rather than face likely expulsion after he was involved in two domestic violence incidents. Democratic Rep. Ed Price was then elected to fill that Senate seat. New vacancies also opened after the November and December elections. Republican Bob Hensgens, of Abbeville, won a special election shifting him from the House to the Senate. He takes over the Senate seat vacated by Jonathan Perry, who moved to an appeals court judgeship.

A long-term solution to keeping the NFIP afloat has proven elusive since 2005, when three major storms — including Hurricane Katrina — led to unprecedented claims. Critics consider the program unsustainable in its current form and have pushed to increase premiums and eliminate coverage for properties filing repetitive claims. The parish considered doing the project in-house, saving more than $2 million on the overall cost. But Public Works Director James Barnes said last week that due to public bid laws, the parish couldn’t do that. “There were several meetings before we got to this point,” Barnes said. After the pumps were bought and delivered, they sat on the levee for a year, several council members said. “This is something that should’ve been done at the beginning of this administration; this administration’s almost over,” Councilman Daniel Lorraine said. “The pumps sat there so long now they got to go back to where they come from to get checked out.” It wasn’t until July of this year that the parish awarded a construction contract to Sealevel Construction Inc. for $2.3 million. When the parish went to install the pumps, they were bigger than expected, and several of the parts weren’t working properly, even after being serviced by parish employees, Barnes said. “Yes it’s definitely something wrong, but they are stepping up to plate. They are going to do the repairs and we are going to get the pumps back,” Barnes said. Just recently, the council approved a budget amendment to add $25,000 to the project for removing the abandoned pipeline. However, Abadie said the parish expects to recoup that money from the

pipeline’s owner, who had previously promised to remove the pipe on his own. The project was expected to be completed “two hurricane seasons ago, and we still playing with it, and it looks like we’re going to play with it some more,” Lorraine said. The metro area, comprised of Terrebonne and Lafourche parishes, has lost roughly 16,000 jobs — nearly one of every five — since mid2014 as low crude prices sparked layoffs and work slowdowns throughout the oil industry. Indicators have shown the Gulf oilfield, the area’s key economic engine, has been stabilizing. The local oilfield had posted year-overyear gains of a few hundred jobs in both September and October, according to the Louisiana Workforce Commission. The Gulf rig count stood at 24 last week, up one for the week and five compared to a year ago, according to separate figures released by oilfield-services company Baker-Hughes. That’s less than half the 56 rigs operating in August 2014, when the offshore oil bust began. Houma-Thibodaux’s October unemployment rate of 4.8 percent was down from 5 percent in September and up from 4.4 percent a year earlier. Of the state’s 388 metro areas, only 27 had higher jobless rates, according to the U.S. Bureau of Labor Statistics. Louisiana’s unemployment rate was 5 percent last month, the
same as October but up from 4.7 percent a year ago. The state has the nation’s fourth-highest jobless rate, behind West Virginia, the District of Columbia and Alaska, federal figures show. The national unemployment rate has remained unchanged from September at 3.7 percent but was down 4.1 percent in November 2017. Below are the November job gains and losses in Louisiana’s metro areas: • Alexandria gained 100 jobs from November 2017, but lost 100 jobs from October 2018. • Baton Rouge gained 6,300 jobs from November 2017 and 700 jobs from October 2018. • Hammond gained 800 jobs from November 2017 and 100 jobs from October 2018. • Houma lost 500 jobs from November 2017 and 200 jobs from October 2018. • Lafayette gained 1,400 jobs from November 2017 and 100 jobs from October 2018. • Lake Charles gained 3,700 jobs from November 2017 and 100 jobs from October 2018. • Monroe gained 800 jobs from November 2017 and 100 jobs from October 2018. • New Orleans gained 12,500 jobs from November 2017, but lost 1,600 jobs from October 2018. • Shreveport gained 700 jobs from November 2017 and 200 jobs from October 2018. “Louisiana’s economy has continued to strengthen and make significant progress over the past 14 months,” said Louisiana Workforce Commission (LWC) Secretary Ava Dejoie. “As we look to 2019, the LWC will continue to

Permits more than doubled this year. Sixteen applications were approved in 2018, compared to six in 2017. The permits are granted through the Bayou Lafourche Water District at no cost to the applicant. They are required for any landowner within the legal boundary of Bayou Lafourche looking to construct wharves, docks, piers, bulkheads, bank erosion prevention or reclamation projects, seawalls, utility crossings or rip-rap placement. “Permits are not something that we are proud to require but are a necessity in order to prevent encroachments that will impede future projects in Bayou Lafourche,” said Ben Malbrough, executive director of the Bayou Lafourche Freshwater District. Once submitted, permits are usually approved within 30 days, Malbrough said. “The BLFWD staff

and commissioners are supportive, cooperative and progressive when it comes with enhancing Bayou Lafourche’s recreational opportunities. They make the permit process painless and have eliminated a great deal of the red tape that is often associated with governmental permits,” Perque said. The Bayou Lafourche Freshwater District streamlined the permit application process in 2017. Friends of Bayou Lafourche has been working to promote recreation along the waterway since the group’s inception in 2016. The organization is working with Nicholls State University in Thibodaux to develop a large recreational area along Bayou Lafourche near the college campus. George J. Walker, a native and resident to Lockport, passed away Thursday, December 27, 2018 at the age of 94. Visitation was held at Holy Savior Catholic Church on Monday, December 31 from 10 a.m. until service time. A Mass of Christian burial was celebrated at the church starting at 11 a.m. with burial followed in the church cemetery. George is survived by his son, Timothy J. Walker (Shirley D. Walker); 3 grandchildren, Troy Sampey (Stephanie), Tait Sampey (Jenny), Ty Sampey (Tiffany); great grandchildren, Brock Sampey, Brooke Travis (Austin), Trittnie, Trey, Baylon and Madison Sampey; great great grandchild, Hayzlee Grace Travis. He is preceded in death by his wife, Beulah M. Walker; parents, Alcee and Lydia Walker; brothers, Russell, Roy, Clifton and Wilton Walker; and sisters, Bernice Blanchard, Tessie Chauvin, Lucille Sevin and Doris Blanchard. The agenda will include the 2019 Congrès Mondial at Prince Edward Island, the upcoming Guédry et Petitpas Réunion there on August 17, 2019, exciting new information on the parents of Claude Guédry, husband of Anne LeJeune and Anne Moise, discussion of the Guédry and Petitpas families in Louisiana and around North America, and how and where folks can obtain historical and genealogical information on the Guédry family. The first ancestors in North America were Claude Guédry and Marguerite Petitpas, daughter of Claude Petitpas and Catherine Bugaret. During the late 1600s to the mid-1700s they lived with their family primarily at Merliguèche, Acadie – today Lunenburg, Nova Scotia.
Although most of Claude and Marguerite’s children died before the Grand Dérangement (Great Upheaval, also called the Acadian Deportations) of 17551763, their daughter Françoise and almost all of their grandchildren were deported from Acadia. The family was scattered along the Atlantic coast of North America (primarily Massachusetts, Pennsylvania, Maryland and North Carolina) and in France. Eventually most of the Guédry family settled in Louisiana, Nova Scotia and Québec. In 1785 Claude Guédry and his second wife Anne Moise came to Louisiana from France with their family – most of who eventually settled along Bayou Lafourche. Everyone with an interest in the Guédry (Guidry, Guedry, Gaidry, Labine, LaBean) and/or Petitpas family is encouraged and welcomed to attend. Bring your questions and hopefully they’ll be answered.
