BATON ROUGE — The head of the state Corrections Department said his agency would have to release 10,000 inmates starting July 1 if the Legislature does not raise more revenue by then. Jimmy LeBlanc, the secretary of the Department of Public Safety and Corrections, said the agency could not weather the $75 million in cuts apportioned to it by the Legislature on Monday without sharply reducing the inmate population and its staff. He said the department would not release violent offenders or inmates convicted of sex crimes. But sheriffs and officials in various parts of the state have already expressed concern about criminal-justice reforms in 2017 that have led to the accelerated release of thousands of nonviolent offenders

since last November. LeBlanc said the 10,000 additional inmates — nearly one third of the total state prisoners — would be released gradually over the next year and are now being housed in parish jails around the state. The budget passed by the Legislature cut about 25 percent of the money that the department uses to pay sheriffs to hold the inmates. Under state law, the department must maintain the per-diem payment for each inmate at $24.39 a day. So sheriffs are likely to return many of the 18,000 state inmates now in parish jails to state prisons that are too crowded to hold them. “What that means for us is total chaos,” LeBlanc said in an interview. “We don’t have the wherewithal to take 18,000 people into a system that is already 100 percent full.” See Inmates Page 3-A

Rodney Lyons, a Harvey Democrat, to allow medical marijuana for certain people with autism spectrum disorder. Lawmakers narrowly agreed to both bills during the regular legislative session that ended last month, but the governor hadn’t publicly said whether he’d support the expansions. Prior laws, passed in 2015 under former Gov. Bobby Jindal and tweaked again in 2016 under Edwards, allowed use of medicinal pot for people with cancer, a severe form of cerebral palsy, seizure disorders, epilepsy, muscular dystrophy and other specific diseases. During debate on the expansion proposals, supporters said marijuana could help veterans suffering from PTSD and others with severe medical conditions, rather than steering them to addictive opioids. They said people have moved out of state to gain access to medical cannabis. Opponents said lawmakers should wait until the medical marijuana program begins before expanding eligibility. Medical marijuana is expected to be available in Louisiana by late summer. Marijuana can be available in medicinal oils, pills, sprays and topical applications, but cannot be sold in a form that can be smoked. Only the agricultural centers at LSU and Southern University are allowed to grow therapeutic cannabis, overseen by the state agriculture department. “If we start cutting again, we’re gonna lose our momentum,” Edwards said, and businesses will not have “the confidence in Louisiana to have the workforce that they need to be successful.” Edwards said maintaining and eventually increasing higher education funding would create a more qualified workforce and lead to more investment by outof-state companies. He cited projects in downtown New Orleans and St. James Parish that would bring a combined 3,900 permanent jobs and 8,000 temporary construction jobs. Edwards touted recent efforts to reform the state’s criminal justice system and reiterated a promise to reduce the state’s highest-in-thenation incarceration rate. He said that cuts in per-diem payments to sheriff’s departments, which house more than half of the state’s prisoners, would prompt some sheriffs to send the inmates back to overcrowded facilities. “They’re going to want to bring them back,” Edwards said. “But we’re not funding the Department of Corrections either, so I don’t know what the hell we’re going to do with them.” At the current rate, Sheriff’s Departments are paid about $24 per inmate per day, providing for only the most basic services. Even if the budget passed Monday is fully funded, the state money for the local housing of adult inmates would decrease by 16 percent. “Every time there’s an unsuccessful reentry, you’ve created a new crime victim,” Edwards said. Edwards discussed the budget cuts in a speech to the Association of Community Action Partnerships, a coalition of private and public organizations that serve low-income families in the state. He also mentioned the cuts could impact the Department of Chil-

dren and Family Services, a state agency that administers food stamps and heads the foster care system. Edwards vetoed a budget bill last month that called for $34 million in cuts to the department. Much of that money would have been restored if either a Senate or a House version of the revenue bill had passed in the special session. With Edwards’ support, the Senate passed a bill Sunday that would have extended half a cent of an expiring penny of sales tax to raise an additional $515 million to help reduce a projected $648 million budget gap. Republicans in the House had proposed limiting the extension to one-third of a cent, which would have raised $365 million. Neither bill ultimately passed, and the only revenue raised during the special session totaled $87 million— $53 million from oil spill recovery money and $34 million from reducing an individual income tax break for taxes paid to other states. Commissioner of Administration Jay Dardenne said Wednesday that state officials had not yet calculated what the cuts would be to various agencies since the governor has not decided whether to sign or veto Monday’s budget bill. So even though the next fiscal year starts on July 1, state agencies are still uncertain if and by how much their budgets could be cut. Dardenne said the budget the Legislature passed would only fully fund crucial health programs, including the public-private hospital partnerships and programs that would waive Medicaid income requirements for those with disabilities—two areas that were a subject of concern in the legislative sessions this year. The Judiciary and Legislature itself are funded under separate budget bills in which their funding is given priority over state agencies if there is not enough revenue to go around. The bill to extend a half cent of the sales tax fell six votes short on Monday. After a bill to renew a third of a cent also failed, a second attempt to vote on the half-cent bill was blocked in the last minutes of the session by Rep. Alan Seabaugh, RShreveport, who took control of the microphone to “run out the clock.” The Louisiana House Republican Delegation released a statement Tuesday defending

its decision to push for the one-third-cent renewal. It said House Republicans were “crystal clear” in their opposition to increasing the size of government. “Our state government will continue to grow out of control, taxes will continue to rise, and Louisiana will continue to fall in every conceivable category until someone says ‘enough is enough,’” the statement said.

Under the Legislature’s budget bill, Correction officials said, the pool of money for housing inmates in parish jails would be reduced by $45.5 million, to $133.4 million from $175 million. The department’s operating budget would be cut by $29.4 million to $540 million, even though LeBlanc said it is struggling from cuts stretching back to the Jindal administration. “We’ve taken $200 million in cuts,” he said. “We’ve lost roughly 1,800, 1,900 positions. We’ve closed four state prisons. We’ve had 16 closed parish jails. We are down to the bone with budget cuts.” He said the agency is having trouble hiring enough correction officers to ensure the safety of both inmates and its staff. “We have a female officer with 170 offenders at Angola, right now, at night,” LeBlanc said. “We have nowhere to go here. It’s ridiculous. These agencies get tired of cut, cut, cut. There’s nowhere else to go.” Gov. John Bel Edwards has said he would call a third special session later this month to try again to raise additional revenue. An Edwards-backed plan to renew one-half of a penny of sales tax that expires July 1 would have largely funded the budget that the Legislature just passed, averting most of the cuts to Corrections and other state agencies. That bill failed in the last hour of the special session Monday, falling six votes short of the 70 needed to pass any revenue raising measures. An attempt to vote on that bill again was blocked by House Republicans. LeBlanc said he is confident that the halfcent renewal of the sales tax would have passed had Rep. Alan Seabaugh, R-Shreveport, not filibustered in the final minutes of the session. He added that he hopes the legislators “come to their senses” and raise enough revenue in an expected

third special session. If no more is money raised, department would have to choose between releasing the inmates or furloughing much of its non-security staff, reducing those workers to three-day work weeks, LeBlanc said. Any reductions in the administrative staff for the Office of Probations and Parole would inhibit the remaining officers’ ability to adequately supervise parolees. The department would make $6 million of the reductions by closing regional reentry and day reporting centers in five parishes— a key component of the 2017 effort to reduce the prison population and recidivism rates. The parishes are Orleans, Jefferson, St. Tammany, Caddo and East Baton Rouge. LeBlanc said the agency cannot afford to reduce security staff of corrections, probation and parole officers. He said that 99 percent of the vacancies in his department are for corrections officers. He said he has had to pay overtime to a skeleton crew of underpaid and overworked officers to secure state facilities. At a House Appropriations Committee meeting in March, Angola Warden Darrel Vannoy said correctional officer turnover is expected to be 52 percent for the current fiscal year. As part of the criminal justice reinvestment package passed in 2017, the money saved from the accelerated release of non-violent offenders must be returned to state prisons for improved programming to reduce recidivism. That money was protected from the latest budget cuts by a separate bill.

a logjam over raising revenue that has gotten worse since he took office in 2016. “We should be close enough in terms of dollar amounts that we ought to be able to do this,” Barry Erwin, President of the Council for a Better Louisiana, a nonpartisan group, said before Monday night’s votes. “If we can’t, I think it’s a real indictment of all of our leaders to come together for the good of the state.” Erwin said the state has been in the same budget crisis scenario before. The difference this year, he added, is that “a portion of the House has grown more fiscally conservative.” Edwards essentially echoed Erwin’s comments after the session fell apart, blaming the failure in the House on what he called “that distinct hardcore caucus of ‘no’ standing in the way of the state of Louisiana.” Jan Moller, head of the Louisiana Budget Project, a nonprofit group that monitors how public policy affects Louisiana’s low- to moderate-income families, chided legislators supporting only a one-third tax renewal, or no extension of the sales tax at all, and their “petty politics.” “It’s not about growing government, it’s about maintaining vital services,” he said. Jim Richardson, an LSU economics professor, said the difference between the two sales tax levels would cost a family making $25,000 an additional $7 each year. A household income of $50,000 would pay about $23 more a year. Many Republicans disagree, saying the fight to limit the increase to one-third of a cent is about principles. Some say state government

needs to become more efficient. They also argue that keeping the taxes as low as possible could spark economic growth and eventually boost state tax collections. “I continue to defend the taxpayers against a tax and spend agenda which aims to grow the size of government,” said Rep. Blake Miguez, RErath, in a tweet Monday. “State government should be more focused on the economic growth of the private sector, which ultimately funds the state treasury.” Rep. Lance Harris, R-Alexandria who sponsored the House version of the sales tax bill, tweeted Monday morning that he had told Edwards then that the House GOP “was sticking to ⅓” of a cent. The two-thirds rule means that any revenueraising measure required 70 votes in the House, which has 61 Republicans, 41 Democrats and three Independents. It is difficult to get that many votes in the House on sales taxes since a number of Republicans have refused to vote for any kind of tax increase and members of the Legislative Black Caucus are wary of sales tax increases. Caucus members argue that the sales tax increase is regressive and overly burdensome on low-income constituents. Edwards, the only Democratic governor in the Deep South, faces re-election next year, and that also is influencing the politics over the revenue bills. “We don’t want a Democrat to get re-elected, and we don’t want to give him a political win by doing tax reform — that was something that was told to me,” Rep. Barry Ivey, R-Central, said in an earlier special session that collapsed in March.

Both chambers also voted to raise $86.6 million through other means. But even though the $150 million difference in sales tax levels represents only about 1.5 percent of the state’s annual expenditures, analysts say that philosophical and political differences between the parties complicated the debate, as did the fact that tax measures require a two-thirds vote to pass in each chamber. State agencies were scrambling Tuesday to figure out how much their budgets could be cut. And understanding what happened Monday also is crucial because Edwards plans to call another special session later this month to break

She then shifted gears to further assist her community by working with families in need through Families In Focus and Alcoholics Anonymous programs. Raleigh J. Lasseigne, 73, a native and resident of Grand Isle, La. passed away of cancer with his loving family at his side on Tuesday June 5, 2018. Visitation was held on Friday, June 8, at Our Lady of the Isle Catholic Church from 9 a.m. until funeral time. A Mass of Christian Burial was celebrated at 12 p.m. with burial followed in the church cemetery. Raleigh is survived by his wife of 55 years, Kay Danos Lasseigne; children, Floyd and wife Julie Lasseigne, Gail Lasseigne and husband Beedon Cheramie, and Cindy Lasseigne and husband James Trahan; brother, Jefferson “Co” Lasseigne; 6 grandchildren; and 8 great-grandchildren. Deputies save another life using naloxone

Deputies saved the life of a Houma woman who had overdosed on heroin Wednesday night. This is the fifth person saved by Lafourche Parish Sheriff’s Office deputies through the use of naloxone in as many months. At around 10:30 p.m. on Wednesday, June 6, deputies responded to a medical emergency at a business establishment in Bayou Blue where they found a female in her 20s lying on the ground and showing signs of a possible opioid overdose. Deputies, learning the woman had taken heroin prior to their arrival, administered naloxone using an autoinjector. A short time later, the woman regained consciousness and was examined by

medical personnel. She was transported to a local hospital for further treatment. “Saving lives is part of our mission,” said Sheriff Craig Webre. The Lafourche Parish Sheriff’s Office obtained naloxone injectors at no cost to the agency in November 2017 from the Louisiana Department of Health’s Bureau of Emergency Medical Services and the Louisiana Attorney General’s Office. After undergoing proper training, many deputies have now opted to carry the agency-issued naloxone injectors. Naloxone, which is sold under brand names such as Evzio and Narcan, is used as a temporary antidote to treat an opioid overdose.

Governor vetoes 40 projects in Louisiana construction budget

BATON ROUGE, La. (AP) — Gov. John Bel Edwards has stripped 40 projects from Louisiana’s $3.6 billion construction budget before signing it into law. The governor’s office announced the line-item vetoes Wednesday, describing removal of $39 million in local projects as a prioritization of Louisiana’s limited construction dollars. Most of the projects jettisoned by Edwards are located in parishes represented by Republicans who often vote at odds with the Democratic governor. Vetoed projects include dollars for road work in Acadia, St. Landry, Iberia and Vermilion parishes. A $12 million road extension in Lafayette was stripped. The Port of Iberia won’t get road money. Coach Alvin Gentry, Pelicans agree on 2-year extension

NEW ORLEANS (AP) — New Orleans Pelicans coach Alvin Gentry has agreed to a two-year extension running through the 2020-21 season. The Pelicans already had informed Gentry going into the playoffs that the club would exercise his option through next season. Now he’s under contract two additional seasons under the extension announced by the club on Thursday afternoon. Gentry has gone 117138 in three seasons, including this season’s playoffs, when the Pelicans swept Portland before losing a second-round season 4-1 to defending champion Golden State. What a Life!

We continue the life story of Ronald Griffin, Sr. from last week. Ronald’s financial situation improved over the years but some of his bad habits stayed with him. He writes, “I kept being jealous and mean to my wonderful wife and my number one son, poor baby. I was so mean and jealous that I didn’t want my wife to go anywhere, not even to church. But she would go to church when I was at work for seven days.” When one person tries to control another, it’s not love. It’s slavery. True love can only exists when both parties are free. One day, he had a visit from a mysterious nun whom nobody knew. She startled him because he was still in bed under his sheets with no clothes on. She placed a rosary in his hands and made him promise that he would start going to church. He went to church but he still had an empty feeling inside. He went to Conyers, GA, where Nancy Fowler claimed to have visions of the Blessed Virgin Mary. He had a religious experience there that changed his life. While he was there, an unknown priest came up to him and said, “I don’t know who you are, but keep up the good work.” He writes, “I was surprised, stunned and in disbelief of what just had happened. I have no idea what he saw in me to do what he did. I guess I’ll never know until we meet again in heaven.” Ronald also made a Cursillo, a weekend retreat where participants understand the Christian life better. Ronald got very involved in the Cursillo movement and often became a team member for future Cursillos. Once, a leader asked him to give a talk at a Cursillo. He was functionally illiterate, and went he talked, his nose made a funny noise. One day he was talking to God about his nose problem and he says, “I felt my nose cracking with no pain of any kind. I realized a miracle had happened. I looked in the mirror and noticed my nose was straight.” No more funny noises. Through the grace of God and help from a coach who told him he needed to have more self-confidence, he was able to give the talk at a Cursillo. One day, Ronald heard a voice say, “Go to the Adoration Room.” He couldn’t go then because he was working but when he got home from work, he heard the voice telling him again, “Go to the Adoration Room.” This time he did.

He met an unmarried woman about 20 years old with a young child. She cried and poured out her heart to him. He doesn’t remember what he said but it had a positive effect in her life. He felt good about what he had accomplished. A few days later a car drove up to their house and it was the young lady, her child and her mother. The young lady wanted to show her mother the man who helped her. Ronald asked his wife to fix coffee for the guests while he showed the young lady his chapel in the barn. After they had coffee, the guests left. Three months later, Ronald writes, “I was sitting outside when I heard a loud noise, like something falling in the house. I ran inside to see what was happening. To my surprise, my wife

had turned over the kitchen table and scattered all the chairs throughout the house. She said, ‘Get away. You disgraced my table by bringing that whore in my house and sat at the table that was a souvenir from my dead Mother.’” She threw the tables and chairs out and later threw him out. Ronald had a rough life. When he finally had some breakthroughs with the help of God, he neglected the most important person in his life, his wife Bertha. Even when we do God’s work, we should never neglect our family and friends. A balanced life is key to happiness. We can learn a lot from the hardships, trails, successes, failures, spirituality and devotion of others. I thank Ronald Griffin for sharing his story.
