Eric LaFleur, a Democrat from Ville Platte who chairs the Senate Finance Committee, said on the Senate floor “I think we have a budget that we can be proud of.” The Senate Finance Committee on Monday amended the budget bill to better reflect the proposals of Gov. John Bel Edwards and the Board of Education and Secondary Education, or BESE, on public school funding. But the proposal differed from what House Republican leaders pursued. Earlier this month, House Republican leaders had sent the budget proposal to the Senate after an almost unanimous vote that included $1,200 pay raises for teachers and $600 raises for support workers but excluded the governor’s plan for an additional $39 million block grant for school districts. Yet BESE refused to back down from the $39 million state aid proposal. Two people have been arrested in connection to burglaries at a Larose shipyard. Ted Toups, 53, and Ronda Badeaux, 50, both of Gheens, were arrested last Saturday. In January 2019, detectives began investigating burglaries of marine vessels at a Larose shipyard. Locks on shipyard entry gates, as well as the vessels, had been cut. Through further investigation, detectives identified a white sedan as a suspicious vehicle which had been parked in the area several times over the span of a few months. It was believed Ted Toups was using the vehicle. Then, in May, surveillance cameras captured images of subjects, later identified as Toups and Badeaux, entering marine vessels on several occasions.

Louisiana House lawmakers refuse to legalize sports betting
BATON ROUGE, La. (AP) — Louisiana won’t be legalizing sports betting this legislative session. The House Appropriations Committee voted 14-6 Tuesday to shelve Republican Sen. Danny Martiny’s proposal to allow sports wagering in the state. The Senate supported legalizing sports betting on professional, college and international sports events at Louisiana’s 16 casinos and four racetracks. Martiny, of Kenner, says Louisiana residents already are betting on sports through online offshore sites and neighboring casinos in Mississippi. Louisiana lawmakers agree to 30-year extension for Harrah’s
BATON ROUGE, La. (AP) — Louisiana will extend its no-bid contract with Harrah’s to operate Louisiana’s land-based casino in New Orleans for 30 years. Legislation striking the deal won final passage Tuesday with a 2710 Senate vote, sending the measure to Gov. John Bel Edwards, who supports it. Support for the contract extension was a turnaround from last year, when a 30-year proposal failed amid Senate questions about whether it offered the state too little. After that failure, the House and Senate hired a consultant to study the casino license’s market value ahead of this year’s debate. Harrah’s will manage the New Orleans casino until 2054, in exchange for adding new restaurants, a second hotel and more enter-
tainment space. Meanwhile, the state will get millions more dollars from the contractual arrangement than it receives today. ___

BATON ROUGE, La. (AP) — Louisiana’s Department of Health says doctors must now report all test results for HIV, syphilis and hepatitis C — even tests indicating someone doesn’t have the ailment. Louisiana has very high rates of all three diseases, which can be fatal. Office of Public Health Assistant Secretary Alex Billioux says getting all test results will give a clearer picture of epidemics and efforts to stop them. The department a negative test might not rule out an infection or might provide important information about treatment success. It said in a news release Friday that the new rule follows recommendations from the federal Centers for Disease Control and Prevention. ___
SLIDELL, La. (AP) — One man has been arrested in Texas and another suspect is being sought following last month’s theft of tires and wheels valued at about $120,000 from a Louisiana car dealership. The theft of 124 tires and wheels from 31 vehicles happened at Matt Bowers Chevrolet in Slidell. The Slidell Police Department says the evidence led detectives to Houston, where two suspects were identified. Police said Wednesday that 39-year-old Eric Summage of Humble was arrested in Texas. Police are searching for 44-year-old Riley Richardson of Houston. More arrests are expected in connection with what Slidell Police describe as a professional theft ring. That ring is suspected in thefts along Interstate 10. Surveillance video from locations throughout the Gulf South and Texas aided the investigation.

On May 25, detectives made contact with Toups and Badeaux on a traffic stop. Following questioning, both were arrested and charged with Simple Burglary in connection to the shipyard burglary investigation. They were booked into the Lafourche Parish Correctional Complex in Thibodaux and bail was set at $50,000 each. Investigators found most of the stolen items had been sold for scrap. The value of the items stolen is in excess of $100,000.

Opponents of the socalled heartbeat bills said they would effectively eliminate abortion as an option before many women realize they are pregnant and would violate constitutional privacy protections. Several hundred pink-clad Planned Parenthood supporters filled the Louisiana Capitol to protest the ban ahead of Thursday’s bill signing. “The unprecedented and extreme attacks on abortion we’re seeing across the country, including here in Louisiana, are dangerous to patient health and wellbeing,” Petrice SamsAbiodun, with Planned Parenthood Gulf Coast, said in a statement. Louisiana’s law includes an exception from the abortion ban to prevent the pregnant woman’s death or “a serious risk of the substantial and irreversible impairment of a major bodily function” — or if the pregnancy is deemed “medically futile.” But it does not include an exception for a pregnancy caused by rape or incest, drawing criticism that the law forces continued trauma on women who have been victimized. Under the bill, a doctor who violates the prohibition could face a prison sentence of up to two years, along with medical license revocation. The abortion-rights debates that divide state Capitols across the nation cause fewer ripples in the Louisiana Legislature. It is one of the country’s most staunchly anti-abortion states, with a law on the
books that immediately outlaws abortion if Roe v. Wade is ever overturned. Louisiana’s latest abortion ban won support from many Democrats and was sponsored by Democratic Sen. John Milkovich. And the governor won some GOP praise for his position. “While Gov. Edwards and I disagree on a lot of things, I’m proud that he stands for life,” Republican Rep. Julie Emerson said. Although Edwards is a rarity in the national Democratic Party, he ran as an anti-abortion candidate. In his 2015 campaign, Edwards had a prominent TV ad that showed his wife, Donna, describing being advised to have an abortion because of their daughter’s spinal birth defect. The Edwardses refused, and the ad showed a grownup Samantha. The bill signing by Edwards, who faces two Republicans on the ballot this fall, is expected to help shore up his position with some voters at home, even if it puts him at odds with national Democratic Party leaders and donors. Still, the governor faced an outcry of anger on social media from Democrats who objected to his support for the abortion ban. The chair of Louisiana’s Democratic Party, Sen. Karen Carter Peterson, has been regularly slamming the bill. She’s posted opposition messages on Twitter, including after the bill signing: “Embarrassing! past the residential area up to Cloverly Farms. Councilman Jerry Lafont, who represents that area, said he wanted to shorten the project to only pave from the intersection with La. 308 until just past the residential area, a difference of about 4,000 feet. Plaisance said work has also stalled on the Choctaw Levee rehabilitation project while they continue to wait for a mitigation response from the U.S. Army Corps of Engineers. The project received notice from the Department of Natural Resources that only 0.3 acres would be required, but the project still needs final approval from the corps, Plaisance said. The parish has been waiting for that since February. He later suggested the parish administration and council send a letter to the corps asking them to speed up the project. Councilwoman Luci Sposito said residents are still under a cease and desist order from the federal government not to touch the land surrounding the existing levee. That order has placed those residents “in limbo,” she said. Last year, the parish settled a lawsuit filed by the Environmental Protection Agency for dumping fill material into wetlands around the levee. Construction is also continuing at the new Lockport Community Center. The project was scheduled to finish in November but there may be some rain delays, Plaisance said. Crews are finishing foundation work and will move on to the metal framing next, he said. The council unanimously rejected a project to build a multi-use path between the Larose Civic Center and the boat launch, however. The project was part of a recreational grant package sent to the state. Lafont asked the council to reject the budget amendment and contract with the state after hearing concerns from the civic center employees, who reportedly had no prior knowledge of the project. Lafont said the civic center has seen some recent damage and makeshift bridges built between the two sites that have already caused problems.

The Louisiana Department of Health will enforce the provisions of the bill through its foodservice health inspection programs. “The U.S. has very limited capacity to inspect the billions of pounds of imported shrimp entering our borders each year. In 2015, only .1 % of imported shrimp were inspected for the presence of illegal veterinary drugs used in most foreign aquaculture,” said Dr. David Veal, executive director of the American Shrimp Processors Association. “At the same time, antimicrobial resistance (AMR) is a growing public health problem impacted by persistent exposure to these drugs.”

The amendments were posed as a response to Louisiana’s ‘fetal heartbeat’ bill, a strict abortion ban that Democratic Gov. John Bel Edwards signed into law earlier that afternoon. “So members, we’ve decided that in this budget it’s not a priority to take care of the healthcare of the women that are forced to have children as result of the new [‘heartbeat’] bill,” Peterson said. Peterson’s amendments were rejected. The Legislature has struggled in previous
years to address recurring budget crises. Lawmaker’s disagreement on which state agencies and services to defund has ignited partisan wrangling on several occasions. But after last year’s sales tax bipartisan compromise that temporarily stabilized the budget, lawmakers now have to allocate new money instead of reducing funds across state agencies. Nolan Joseph Gautreaux, 95, a resident of Thibodaux and a native of Lockport, Louisiana died May 12, 2019. He was born January 21, 1924 to Annie & Sylvester Gautreaux of Lockport. On August 23, 1946 he married the love of his life, Nora T. Trosclair. Survivors include sons, Ted C. Gautreaux (Angela) of Gheens, La. and Gerard A. Gautreau (Sharon) of Allen, Texas; daughters, Jennifer G. Williams of Johns Creek, Georgia, Anna Marie G. Dufrene of Raceland, La., Phyllis T. Eddy (Samuel) of Hot Springs Village, Arkansas and Pamela T. Gautreaux of Mandeville, La.; his brother Dudley of Lockport, La.; 11 grandchildren and 27 great-grandchildren. He was preceded in death by his parents Annie and Sylvester Gautreaux; wife Nora T. Gautreaux; sister Inez Crain; brothers, Sylvester Jr., Charles, Norman, Edwin and Francis; sons, Michael and Timothy; sonin-law, H. Wade Williams andDwight Dufrene; grandchildren, Marlene, Ted C. Jr., and Rhandal Gautreaux. Nolan proudly served in the United States Navy during World War II. He was employed by Louisiana Power & Light Company for 45 years. His hobbies were fishing, hunting, horseback riding and woodworking. He spent most of his weekends outdoors. He also enjoyed traveling with his family and friends to various states. His fondest memory was the time he spent in Kodiak, Alaska while in the U.S. Navy. He was a beloved husband, father and friend. He will be greatly missed. We take comfort knowing our Father is reunited with our Mother. Memorial Service will be held at a later date.

Gus “Paul” J. Pitre, Jr., 65, a native of Golden Meadow, La. and resident of Cut Off, La. passed away on Tuesday May 28, 2019. Visitation was Friday, May 31, from 9:00 a.m. until funeral time. A mass of Christian burial was celebrated at 11:00 a.m. at Our Lady of Prompt Succor Catholic Church with cremation to follow. Gus is survived by his son, Matthew J. Pitre; Matthew’s mother, Mona Guidry Pitre; step-son, James Bourg; Godchild he raised as his child, Tara Danos; sisters, Ethel Hebert, Laura Pitre, Stella Hebert, 2 step-grandchildren; and 3rd generation great niece, Harmony Danos. Gus was preceded by his parents, Gustave J., Sr. and Rita Naquin Pitre; brother, Otis Pitre, Sr. Gus enjoyed car racing and loved fishing, He never met a stranger and Gus was a jack of all trades. Paul Degeyter, Sr, 86, a native of Parks, LA and resident of Cut Off, passed away on May 29, 2019. A visitation was held at Holy Savior Catholic Church in Lockport on Friday May 31, from 9:00 a.m. until service time. Military Honors were performed at 10:00 a.m. with Funeral Mass beginning at 11:00 a.m. and burial followed in the church cemetery. What a Life!
By: Rev. Wilmer L. Todd What is the Christian response to the growing number of suicides?
When I preparing a homily last week I came across some statistics that astounded me. According to the Centers for Disease Control and Prevention the suicides in 2016 nationwide more than doubled the number of homicides, 44,965 compared with 19,362. That’s alarming! Suicide rates have increased in nearly every state since the turn of the century, and half the states have seen suicide rates go up more than 30 percent. Guns were the most common method used for suicides especially by men. Research shows that people often make a decision to end their lives quickly in an impulsive way. That’s why we need nationwide laws with a unified waiting period before people can buy firearms to prevent impetuous acts of self violence. The study from Nationwide Children’s Hospital noted that from 1999-2014 the suicide rate increased three-fold among girls between the ages of 10-14. While males generally committed suicide at a higher rate, the study showed that we need to pay more attention to young women. Research also found that the people who committed suicide were not only those with serious mental problems. Those who committed suicide were found suffering from other issues, such as relationship problems, substance misuse, physical health problems, job or financial problems, and recent crises or things that were coming up in their lives that they were anticipating. So what is our response as Christians? We have to be willing to give three things: our attention, our love and hope. The night before he died, Jesus gave a new commandment to his friends and followers: “I give you a new commandment: love one another; just as I have loved you, you must also love one another. By this love you have for one another, everyone will know that you are my disciples.” The sad thing is, nobody really knows how much someone else may be hurting. We could be standing next to someone who is completely falling apart. They may be wearing a happy face and we would not even sense their pain. Our love has to be very attentive to others’ needs, especially those we deal with every day. We have to show our love and interest in their lives and asking the right questions. We need to show we care about what is going on in their lives. Even when we are not getting along with someone, we can still choose to focus on reasons to love, forgive, and support them. We can keep them in our prayers. Remember, love is healing, both to those who receive it and those who give it. To refuse to
love is to die. To decide to love is to live. Yet love is a choice, not a feeling, and when we choose to be loving, caring, healing, helping, and forgiving persons, we experience wellbeing and contentment. We have to be very careful that what we say and do will not affect others negatively. We need to keep our intentions positive. We can never make another person happy for happiness comes from inside us. We can help people see that happiness and fulfillment does not come from external things or people, but from a loving heart in relationship to God and others. We have the power to help others. Author Jonathan Huie once said, “We hold the power to make
things happen through our intentions – to the extent that we use our intention with compassion and without ego.” Mother Teresa of Calcutta reminds us, “Every time you smile at someone, it is a gift to that person.” People need to know that someone cares. St. Teresa of Avila, the Spanish mystic said, “Let nothing disturb you, let nothing frighten you. All things are passing; God alone is changeless. Patience gains all things. Who has God wants nothing. God alone suffices.” Some people may have battles that they may be reluctant to talk about. Share God with them. Give them hope.
