Council to ask state for approval of tax increase

Lafourche Parish Councilman Jerry Jones’s plan to let residents decide whether to bail W out the 2018 garbage contract shortfall failed Tuesday night at a special public meeting. The vote was 4-4, with Corey Perrillioux absent. Saying that it is “more than fair to bring it back to the voters”, Jones tried to rescind a resolution passed on Thursday March 1 at another special meeting which asks the Louisiana legislature to let Lafourche Parish levy an additional threetenths of a penny sales tax on garbage. Official files suit against Lafourche Parish president By Julia Arenstam Daily Comet Staff Writer

Former Lafourche Parish Administrator Reggie Bagala has filed a lawsuit in federal court against Lafourche Parish and Parish President Jimmy Cantrelle. The federal lawsuit, Reggie Bagala filed Jan. 31, claims Cantrelle violated Bagala’s First Amendment rights and Louisiana state law. Bagala’s attorneys are Jerri and Maxwell Smitko of Smitko Law in Houma. A summons was sent to Cantrelle via the Lafourche Parish Government Feb. 7. “Mr. Bagala’s allegations in his lawsuit are demonstrably false,” Cantrelle’s attorney James Cobb, Jr. said in a written

statement Tuesday. Cantrelle had 21 days, until Feb. 28, to respond to the complaint. As of today, Cantrelle has not responded, but he obtained an indefinite extension due to parish legal issues, Cobb said. As a result, it is still undetermined whether Cobb will represent Cantrelle as parish president or as a private individual because the Parish Council had not yet approved a list of parish attorneys for the year. Bagala served as the parish administrator from September 2016 until he was fired by Cantrelle in January 2017. Within a week, he was hired by the council as legislative auditor. Bagala claims in the suit that Cantrelle violated Louisiana open meetings laws by having him call council members about an insurance issue that was coming before the council for a vote. The names will be sent on the Parker Solar Probe all the way to the sun. Once launched this summer from Cape Canaveral, Florida, the probe will eventually come within 4 million miles of our star, closer than any other spacecraft. Temperatures will reach 2,500 degrees Fahrenheit as the spacecraft zips in and out of this atmospheric hot zone. Until now, the materials for such a grueling journey were unavailable. “Tales of the South” Louisiana feature film debuts on Video On Demand

Southwest Airlines unveils Louisianathemed plane ___

NEW ORLEANS (AP) — A giant pelican will soon be landing and takingoff at airports in its namesake state. News outlets report Southwest Airlines unveiled Louisiana One on Wednesday at Louis Armstrong New Orleans International Airport. The Boeing 737-700 is painted with an artist’s rendition of Louisiana’s flag. A statement from the airline quotes Gov. John Bel Edwards saying the plane is a tribute to the Pelican State and a flying ambassador. In 1979, New Orleans became Southwest’s first destination served beyond its home state, Texas. The plane that features a mother pelican and a nest of her three young joins 11 other state-themed 737s in Southwest’s fleet: Arizona One, California One, Colorado One, Florida One, Illinois One, Lone Star One (Texas), Maryland One, Missouri One, Nevada One, New Mexico One and Tennessee One.

The cuts also leave multiple positions in the district’s staff and administration unfilled after being vacated for retirements and shrink the district’s school bus force by 20 percent. Twenty-eight of the 135 bus drivers will be laid off at the end of the school year, which saves the district $1.5 million. Board member Ray Bernard requested at the meeting that displaced drivers be considered first if positions open up in the future. The cuts were recommended by school Superintendent Jo Ann Matthews at January’s finance committee meeting. The committee accepted Matthews’ recommendation at last month’s meeting, with the exception of the reduction in pay for the 180-day contract employees. Board member Marian Fertitta said the board had to make the cuts that would have the least effect on the students, starting with the bus drivers and making their way down. “We’re just hoping that down the line maybe the taxes will improve,” Fertitta said. The cuts come after the district experienced a drop in revenues from sales and property taxes. Other action taken Wednesday night by the Lafourche Parish School Board include, (all votes were unanimous unless indicated otherwise): ACTION: Approved revisions to policies on use of school facilities, student smoking and tobacco use, building and ground management, sale of buildings and land, employee tobacco use, sick leave and recruitment. ACTION: Approved a change order for $11,067.08 for the repair and flushing of hot water hydronic lines at Larose-Cut Off Middle School. ACTION: Approved a change order for $64,247.41 from B.E.T. Construction to add 40 additional parking spots for the new Chackbay Elementary School project. ACTION: Accepted the superintendent’s proposed recommendation for budget cuts, with the exception of the

reduction in days of 180-day contract employees. Raymond Toups dissented. ACTION: Accepted changing the school boundaries for St. Charles Elementary, Thibodaux Elementary, W.S. Lafargue Elementary, South Thibodaux Elementary, Raceland Lower Elementary and Raceland Upper Elementary schools for the 2018-19 school year. ACTION: Approved revisions to the policy on reduction of personnel. ACTION: Accepted a low bid of $3.38 million for the turf field projects at Central Lafourche, South Lafourche and Thibodaux high schools. ACTION: Accepted the credit change order for $3,200 and added 30 additional days to the contract for the South Lafourche High School sewer plant/lift station project. ACTION: Adopted a resolution supporting the Louisiana State Association of School Personnel Administrators’ request to have the Legislature create a task force to address the shortage of certified teachers in Louisiana. Bagala alleges Cantrelle threatened to discontinue health insurance for parish employees if the council did not approve a new group insurance plan. Cobb refuted those allegations, calling them “a ridiculous assertion.” A compromise was proposed, but Bagala said Cantrelle didn’t feel like he was getting enough out of the deal, so Cantrelle attempted to renegotiate. The suit says Cantrelle asked Bagala to call each council member, offering to keep the same insurance provider if the council agreed to raises for thenDeputy Communications Director Caroline Eschette and Plans and Permits Director Tony Breaux. According to the suit, Cantrelle referred to the pay increases as “bargaining chips” and violated the law by asking Bagala to make calls to individual council members. The suit says Bagala asked Cantrelle twice “if he was sure.” One of those calls was to Councilwoman Luci Sposito, who is quoted in a statement she made to thenLafourche District Attorney Cam Morvant. After Bagala told her about the proposed deal, Sposito said, “Reggie, this is really screwed up. I feel like he’s got a gun to my head.” In early January 2017, Cantrelle called Bagala and said “Reggie, you know I didn’t put a gun to your head to make those (expletive) calls,” after Morvant completed an investigation, the suit says. Morvant later turned the investigation over to the state Board of Ethics to determine whether any ethical violations were made by Cantrelle. In a recent letter to Cantrelle, the Ethics Board’s Jennifer T. Land says the investigation did not reveal clear and convincing evidence that an ethics violation occurred and closed the file. The suit says Cantrelle tried to force Bagala to resign on Jan. 25, 2017. In exchange, Cantrelle offered to reinstate him as director of the Office of Community Services with a $10,000 raise, the suit says. Bagala did not agree to the deal, the suit says. About a week later, Bagala said, he was asked to meet Cantrelle in the lobby at the parish building but was instead greeted by three police officers who stepped into Bagala’s office, followed by Cantrelle, and presented him with a termination letter. When Bagala was hired as the legislative auditor, Cantrelle told parish employees not to speak to Bagala and

threatened those who did with termination, the suit claims. “The allegations in Mr. Bagala’s lawsuit, as well as the purely political decisions and unprofessional behavior of the council, are certainly not to be admired by anyone,” Cobb said. The suit claims Cantrelle also refused to provide Bagala with office space after he was hired as auditor. Now, Cantrelle is encouraging parish employees and an outside firm to monitor Bagala’s computer activity as legislative auditor, the suit says. “Mr. Bagala is an employee of Lafourche Parish, working for the council, a parish he is now suing under the most dubious of circumstances,” Cobb said. The suit calls for compensatory damages for mental and emotional harm, punitive damages and legal fees. It does not list specific amounts for the damages. a full penny of tax, but so much money was going into the Solid Waste Fund that the Council lowered it to the present seven-tenths. Over the past 20 years, the seven-tenths proved to be inadequate to support the present garbage contract. would not need a public vote since approval was given in 1985. It would however require the blessing of the state legislature. Three-tenths of a penny equals an additional 0.30 cents of sales tax on a $100 purchase and would be dedicated to the Solid Waste Fund. But fear that the legislature might not allow Lafourche to add the additional three-tenths sales tax caused some council members to reject the tax idea and opt for a water bill surcharge of as much as $40 monthly, or some other plan, to pay for garbage. Discussion centered on the “what-ifs”, should the legislature say no. Solid Waste Director Jerome Danos told the Council that the threetenths would be adequate to cover the garbage cost for the next few years, but if the doesn’t pass, imposing a user fee would have to go before voters first. “Lafourche is one of four parishes with a tax for garbage. By state law, to put a user fee requires voter approval,” said Danos. Danos also told the council that without any action, some form of user fee will be necessary. “Plan B is the user fee; it always has been. The preferred method would be to reinstate the tax as recommended by the administration. Plan B is a partial user fee, a “hybrid” collection system with a $7 per month fee plus the seven-tenths tax, or repeal the whole tax and go to the voters,” he stated. Parish President Jimmy Cantrelle said his administration feels the additional tax “should work” to cover the parish’s shortfall of $2.5 million and have little effect on the pocketbooks of citizens. The addi-

tional tax would bring in about $2.7 million, he said. Cantrelle is against the user fee, since it imposes too much of a financial burden on the elderly and disabled, he says. Financial woes such as the garbage dilemma have forced Cantrelle to make cuts to employee work schedules, and further layoffs are possible. “It hurts me to cut any employees, but the fact is we are short $2.5 million and, unfortunately, everything (else) is dedicated funds. If we don’t pass this, we’ll be in dire straits.” Public Works Director James Barnes said that he has informed many of the parish employees that an additional 20 jobs may be cut in the near future if something is not done about the garbage crisis. Additionally, Cantrelle warned of “dire straits” if the threetenths doesn’t pass, because most other revenue sources are dedicated funds. But he did promise to restore the 40-hour week if the tax passes. “As soon as we pass council, as soon as we pass Baton Rouge, and ya’ll come back and vote for it, as soon as we start collecting it, I’m gonna go back to the 40 hours,” he promised. The final vote on the resolution saw Michael Gros, Daniel Lorraine, James Bourgeois and Armand Autin vote against rescinding the resolution. Jerry Jones, Jerry Lafont, Bo Melvin and Luci Sposito voted for the resolution. Corey Perrillioux was absent. The deadline for applying to the state is March 15. The present garbage contract expires on December 31, 2019.

She was employed with Interlink Communications for ten years and later Guidroz Jewelry for ten years. Mary lived in joy and spread joy to all who knew her. She was artistic and loved making jewelry and painting. She had a passion for making things beautiful and would leave her mark wherever she went. She enjoyed tending to animals and fishing. The time she treasured most was spending time with her family, especially her grandchildren. Credit rating agency raises concern about state’s gridlock By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Louisiana lawmakers’ failure in the special session to help close a budget gap only four months away raised alarms Wednesday with a national credit rating agency. S&P Global Ratings offered an update about the end of the 15-day session and continued uncertainty about Louisiana’s finances. “In our view, political risk — as evidenced by the legislative gridlock during the special session — has emerged as a credit weakness, which has the potential to stunt what otherwise has been recent positive momentum in the state,” the agency wrote. No move was made to downgrade the state’s credit rating, but the update signals such a threat could exist. The three major rating agencies — S&P, Moody’s Investors Service and Fitch — all downgraded Louisiana’s credit rating in 2016 and 2017, making it more expensive to borrow money for roadwork and construction projects. Edwards and others have warned if Louisiana doesn’t get its fiscal house in order, the state is at risk of another drop. National rating agencies have repeatedly cited concerns about the impermanent nature of Louisiana’s financial base and about the looming expiration of more than $1 billion in temporary taxes when the new budget year begins July 1. Edwards wanted lawmakers to pass replacement taxes in the special session to offset a portion of the expiring taxes, but the House deadlocked on all tax measures, scrapping the session early. What a Life!

By: Rev. Wilmer L. Todd God does not want us to spend our lives worrying about things

In St. Paul’s letter to the Corinthians, he says, “I want you to be free from anxieties” (I Cor. 7:32). Constant anxious concerns are characteristic of unredeemed existence. We often pray, “Deliver us Lord from every evil, and grant us peace in our day. In your mercy keep us free from sin and protect us from all anxiety.” That’s quite a phrase: “Protect us from all anxiety.” What does that mean? Why are we asking God to protect us from anxiety? The obvious answer is that God doesn’t want us to become anxious. The Almighty wants to protect us from all harmful realities. Nevertheless, how does our faith in God keep us from becoming anxious? What is anxiety? When we are becoming anxious about something, we become so concerned about that situation that it takes over our lives. It’s like someone else is living inside us, controlling us. When we are anxious, we have lost our freedom and our peace. Is it unreal to think that we should be freed of all anxieties? This is what God wants for us if we believe that God is really a God of love and has our ultimate concerned in the Divine heart. Trust is the only adequate response to anxiety. We are talking about a trust that is so deep that it goes beyond death. Jesus told us, “Do not worry about him who can destroy the body; fear him who can destroy even your soul.” This is a basic stance that Jesus has asked us to cultivate. What is a basic stance? When we get away from our daily routine and arrive at a place where life is totally different, we see life from a different perspective. We often see the “big picture.” Well, we are talking about a horizon that we carry around with us, a trusting inner horizon. Something out of which we see everything. Jesus had many strong emotions. However, below the surface of those emotions is the basic horizon that Jesus had. He was in touch with his Father through a deep trust. He also told us, “What good does it do to worry about our life. We cannot add one minute to our lives simply because we are worrying about losing our life.” (Matt 6:27) We do not fully understand all of life. There are too many contradictions, too many problems, too much evil. If we think that by developing our intelligence we will finally shed light on everything that happens in the world and to our-

selves, we are doomed to failure from the start. I have always been impressed that the saints could spend so much energy on doing good for others and yet not be totally discouraged by the evil that they encountered so frequently in their ministry. It was because the horizon they were working out of was that of Jesus. They could see a horizon that looks beyond what with the human eye could see. They put on the mind of Christ. How do we move toward this kind of freedom from anxiety? First, we must become aware of our anxiousness. Maybe we didn’t even know we were anxious. Start becoming aware of

how much anxiety we carry around with us. Secondly, what is our horizon? What is our basic stance out of which we see everything? This is not an easy question but one in which we must grapple. Thirdly, we have to try to put on the mind of Christ. We can do this by getting to know Christ better and better through prayer, Scripture, discussion, meditation, wondering, reading, loving him. Our knowledge should not just be a head knowledge but a knowledge from the heart. This vision of existence is a lifelong goal, but as followers of Jesus, we should not be afraid to seek it.

Holy Rosary Catholic School is proud to announce the recently chosen Living Apostles. Marijain Burns (3rd grade) and Spencer Nguyen (1st grade) are the Living Apostles for the month of February. Marijain is the daughter of Desiree and Jonathan Darda and Dain Burns; and Spencer is the son of Elizabeth Cao and Bao Nguyen. Each month teachers and staff are encouraged to submit the names of students who exemplify outstanding Christian values in their everyday lives. In following the mission of the school, all students are encouraged to exhibit respect, service, responsibility, and love of God so that they will become witnesses of Christ’s presence in the world. Each selected Living Apostle is given a crucifix to wear as an outward symbol of their dedication to Jesus Christ.
