Louisiana sales tax phase-out advances, while gas tax stalls

Sheriff’s office gears up for Click It or Tick It Campaign

The Lafourche Parish Sheriff’s Office will join other local law enforcement agencies in participating in the Click-It or Ticket camp a i g n which runs from May 20 through June 2, 2019. The campaign is coordinated and funded by the Louisiana Highway Safety Commission and the National Highway Traffic Safety Administration. Additional deputies will be assigned to saturated patrol efforts, and there will be several checkpoints held in conjunction with the campaign. Seat belt checkpoints will be conducted on May 23, 24, and 29. Additionally, a DWI checkpoint will also be conducted on May 24 and continue into the early morning hours of May 25. Louisiana’s per capita debt dips for first time in a decade By MELINDA DESLATTE, Associated Press

BATON ROUGE, La. (AP) — Louisiana’s debt load has declined for the first time in a decade, a notable benchmark in a state trying to get a handle on its finances after years of budget gaps and record borrowing. But the amount Louisiana owes for every man, woman, and child still outstrips the national average. An updated debt report presented to the State Bond Commission shows Louisiana’s per capita, tax-supported debt dipped to $1,497 in 2018, down $61 per person from $1,558 a year earlier, as the state works to shrink its outstanding obligations for construction projects. It was the first drop in the debt load since 2008, after years of continued rises. Louisiana owes an amount per state resident that is lower than in 2014, when it hovered slightly above $1,500. “This is really all good news for us and represents a discipline that has been instilled in our capital outlay program,” said Commissioner of Administration Jay Dar-

denne, the governor’s chief budget adviser, referencing Louisiana’s construction budget. Louisiana borrows money through bond sales to investors to finance construction projects, like road work, building repairs, and economic development initiatives. The debt is paid off with interest over decades. Boosted borrowing levels, combined with pension and other state debts, grew the per capita debt level every year during Republican former Gov. Bobby Jindal’s tenure. The Jindal administration and lawmakers at the time overcommitted Louisiana to construction work, leaving the state on the hook for years of projects that far outpaced available money. Democratic Gov. John Bel Edwards’ administration and the majority-Republican Legislature have worked to curb the borrowing levels, with the Bond Commission report showing the state’s tax-supported debt load fell $650 million last year compared to 2017. BATON ROUGE, La. (AP) — Louisiana House Republicans pushed ahead Monday with a proposal to undo the seven-year sales tax passed last year to stabilize state finances, while elsewhere, efforts to boost the state’s gasoline tax and to centralize sales tax collections fizzled after meeting opposition. The House Appropriations Committee voted 12-5 along partisan lines to advance GOP leader Lance Harris’ bill to phase out the 0.45% state sales tax over four years, eliminating it by mid-2023. Republicans backed advancing the measure to the House floor, while Democrats opposed the move. Harris, of Alexandria, said two years of surpluses suggest Democratic Gov. John Bel Edwards and the majority-GOP Legislature passed more taxes and fees than are needed. He said some of those dollars should be returned to taxpayers. “Let the families spend their money like they want to,” Harris said. See Sales Tax Page 3-A

Driver arrested following police chase into Lafourche Parish

A Galliano man was arrested following a pursuit that began in St. Charles Parish. Lionelle Cheramie, 30, of GalLionelle liano faces charges in- Cheramie cluding DWI and Aggravated Flight from an Officer. Sheriff Greg Champagne reported that on Thursday morning, a St. Charles Parish Sheriff’s Office deputy conducted a traffic stop on a car driving erratically. The driver, later identified as Cheramie, sped away from the stop and eventually began heading west on U.S. Highway 90. The owners of Tom’s Service Station in Golden Meadow see Team Tom stickers on the back of trucks as far as a few states over. The simple sticker and T-shirts mean a lot to the family of Tom and Hope Pitre and the community in south Lafourche. Tom and Hope Pitre, natives of Golden Meadow, took over the shop after Tom’s parents retired. After 25 years running the business, they handed it over to the third generation, T-Tom, Kitty and Roxxy. For more than 50 years, the Pitres have been giving back to their community. Last week, they were

honored for their service. The Lafourche Parish Council presented Tom and Hope with the Lafourche Outstanding Citizen Award. “If you’ve ever been to Golden Meadow or been through Golden Meadow you may or may not have heard of Tom’s Service Station, you may or may not have heard of the Pitres. That’s Tom and Hope and the gang. But if you live in Golden Meadow or anywhere near there, you know them,” Councilwoman Luci Sposito said. “They are unbelievable citizens.” Tom Pitre said he was shocked by the award, saying he had no idea why his family dragged him to the council meeting last week. Louisiana lawmakers carve out exemptions in smoking age bill

BATON ROUGE, La. (AP) — A bid to increase Louisiana’s legal smoking age from 18 to 21 narrowly escaped the House budget committee, but only after lawmakers added a long list of exemptions to the proposal. House Appropriations Chairman Cameron Henry broke a tie to keep the bill from being bottled up in committee. It advances to the full House for debate. Still, the measure only won passage after lawmakers exempted people in the military, law enforcement and first responders from the age boost. The legislation also would exempt anyone who turns 18 before Dec. 31. Republican Rep. Frank Hoffmann says his proposal would save lives and cut health costs. Critics say the exemptions are burdensome to business. Anti-smoking groups say the bill doesn’t go far enough to curb smoking. House Bill 38: www.legis.la.gov ___

Average US price of gas drops 3 cents per gallon to $2.93

CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline fell 3 cents a gallon over the past two weeks, to $2.93. Industry analyst Trilby Lundberg of the Lundberg Survey says Sunday that it’s the first price drop at the pump in four months.

Lundberg says the price is 6 cents lower than it was one year ago. The highest average price in the nation is $4.08 a gallon in the San Francisco Bay Area. The lowest average is $2.35 in Baton Rouge, Louisiana. The average price of diesel fell a penny over the past two weeks, to $3.16. ___

Police: Louisiana students laced teacher’s drink

EUNICE, La. (AP) — Authorities say two Louisiana high school students poured a chemical into a teacher’s drink and filmed it on Snapchat. Eunice Police Chief Randy Fontenot says the 17-year-old Eunice High School juniors were arrested Friday on a felony count of mingling harmful substances. Police say the students mixed Krud Kutter, an all-purpose cleaning solution, into the teacher’s cup Wednesday when she stepped out to get supplies. The Advocate reports Fontenot says a girl poured the chemical into the drink while a boy filmed her and acted as a lookout. When the teacher returned, she sipped her drink and then threw it away. Fontenot says he doesn’t believe she consumed enough to adversely affect her health. Another student showed the video to a school resource officer Thursday. Louisiana launches new recruitment effort of foster parents

BATON ROUGE, La. (AP) — Louisiana’s child welfare agency is launching

a new recruitment campaign searching for potential foster parents willing to care for teenagers. The Department of Children and Family Services says teens account for about 20% of the children under the state’s oversight. But fewer than 5% of non-relative foster homes are taking in teenagers. The foster parent recruitment effort, announced Wednesday, comes during National Foster Care Month. The department says it will be distributing new brochures, posters and informational cards highlighting the need for more foster homes for teenagers. New African lion exhibit opens in New Orleans

NEW ORLEANS (AP) — A new lion exhibit is opening at the Audubon Zoo in New Orleans. During a recent tour, the African lions were seen lounging in the shade of an enormous rock surrounded by open grass and tree limbs. The scene is reminiscent of the African Savannah and is part of the new exhibit opening Saturday. Visitors will be able to see critically endangered lions — three females and a full-maned male — from the safety of a fictional train station. Rail cars with glassfronted openings to the “savanna” include informational displays about threats facing lions in the wild, such as poaching and habitat loss, as well as efforts being done to save them. Zoo curator and vice president Joel Hamilton says there are only about 20,000 lions left in Africa.

The bill isn’t expected to become law. Edwards opposes rolling back the sales tax any earlier than its mid-2025 expiration date, and the Senate tax committee has killed a separate proposal aimed at reworking the sales tax, with senators saying they don’t want to tweak last year’s hard-fought tax compromise. Even if the proposal never reaches the governor’s desk, Republicans are using it to criticize Edwards’ record on taxes in an election year where he faces two GOP challengers. Edwards’ chief lawyer Matthew Block opposed Harris’ bill during committee debate Monday, saying the tax deal reached after seven special sessions ended a decade of budget uncertainty. “It put us on a sound fiscal footing for the first time in a long time. It seems like there’s some amnesia” about the prior budget cut concerns, Block said. Harris’ proposal would strip $87 million from state coffers starting on July 1, 2020. That figure would grow to $392 million by the fourth and final year of the phase-out. Rep. Walt Leger, the House’s top-ranking Democrat, asked what Harris proposes to cut when the sales tax money starts disappearing. Harris replied that it was too soon to have such talks. As the sales tax phase-out legislation advanced, two House Republicans stalled their own tax proposals in the House Ways and Means Committee amid significant opposition. Rep. Steve Carter shelved his bid to raise the state gasoline tax to pay for road projects. Rep. Tanner Magee jettisoned his proposal that would start the centralization of sales tax collections, rather than having local officials do the work. Carter, a Baton Rouge Republican, has sought for years to increase the gas tax to chip away at a $14 billion backlog of road and bridge projects. Business groups back the effort, but Carter acknowledged he couldn’t win support for the idea, particularly in an election year. Magee, a Houma Re-

publican, also faced heavy resistance from local elected officials across Louisiana, in his effort to start a process for centralizing sales tax collection work that currently is handled by parish officials. Several business organizations backed Magee’s proposal, describing Louisiana’s numerous sales tax collectors as cumbersome and out of step with other states. But organizations representing municipal government, police juries, school boards and sheriffs objected to the change. “I understand maybe we’re not ready to go there yet,” Magee said before shelving his bill. “I’ll keep working on it.” ___ House Bills 57, 542 and 599: www.legis.la.gov

During the DWI checkpoint, deputies will be looking for drivers who are possibly impaired while checking for other traffic safety issues, including but not limited to seat belt usage. Every year during the annual Memorial Day Weekend holiday period, law enforcement agencies join forces day and night, from coast-tocoast, for an enforcement blitz that delivers a simple message: “click it or ticket.” In 2017, seat belts saved an estimated 14,955 lives. “Most individuals understand that seat belts save lives,” said Sheriff Webre. “We hope this enforcement campaign is a reminder of the importance of seat belt usage to the small percentage that do not follow the law.” Sheriff Craig Webre also asks for patience and cooperation when passing through these checkpoints and for recognizing the importance of raising awareness for safety issues.

T-Tom left in ninth grade. “I told him like my daddy told me, ‘you ready to work?’” Tom Pitre said. “We’re not proud of not having a diploma, everybody should have one, but we’re just blessed.” When they’re not in the shop, Team Tom hits the road to help the community, organizing shrimp boils, community garage sales and whatever they’re asked to do. “They seem to be involved with everything that has to do with giving, that has to do with taking care of their community,” Sposito said. It’s all about the community, helping out those who support them and the business, Tom Pitre said. “They do a lot of things in the community. It’s not all for them, they share a lot,” said Parish Councilman Daniel Lorraine, who represents the Golden Meadow area. Branding Team Tom was T -Tom’s idea, his dad said, a way to advertise that no one else in the community did. “When someone asks for a sticker to put on their truck, it means a lot,” Tom Pitre said. “Just like the shirts, they’re walking advertisement.” Team Tom is also a representation of the community in south Lafourche. “When you see that sign, you think man, check this out people got ‘Team Tom’ about a gas station. But it’s not about the gas station, it’s about the big heart, it’s about the people. At any event, they’re always there to support,” Councilman Jerry Lafont said. Tom Pitre said the success of the shop is all because of their dedicated customers and the continued support of the family. “Thank the Lord for giving us the opportunity to do this, thank my mama, my daddy and my wife ... State Police joined in the pursuit. Cheramie exited from U.S. 90 headed southeast on LA Highway 308. Spike strips were set up, but Cheramie went around the strips and ended up off-road in the Gheens community. Cheramie cut through several residential yards before abandoning his car near a railroad track. He attempted to flee the area on foot, but was quickly taken into custody. During questioning, Cheramie told deputies he had used methamphetamine earlier in the day. A blood test was conducted, and the results are pending at the Louisiana State Police Crime Lab. Cheramie was also found to have several active warrants for his arrest. Cheramie was booked into the Lafourche Parish Correctional Complex in Thibodaux. He was charged with DWI (2nd Offense) and Aggravated Flight from an Officer. He was also booked on six counts of Contempt of Court stemming from failure to appear in court on various charges. His bail is set for $161,000. He is also being held for St. Charles Parish for charges including Aggravated Flight from an Officer, Reckless Operation, Hit-and-Run Driving, and no registration.

Sheriff congratulates NSU Criminal Justice graduates

Two Lafourche Parish Sheriff’s Office employees were among the first group of Criminal Justice degree graduates at Nicholls State University. Captain Lafate Day and Lieutenant Michael Beck Jr. each graduated with a Bachelor’s degree in Criminal Justice on Saturday. Nicholls State University recently instituted a Bachelor’s degree program in Criminal Justice. Captain Day, Director of the Lafourche Sheriff’s Regional P.O.S.T. Training Academy, and Lieutenant Michael Beck, a patrol shift supervisor, were among the first class to graduate in the new program. The two did so while taking advantage of the education benefits afforded to all Lafourche Parish Sher-

John R. Leviness, age 72, passed away on Thursday, May 16, 2019. Visitation was held at Our Lady of Prompt Succor Catholic Church in Golden Meadow on Tuesday, May 21 from 9 a.m. until service time. Pedestal Bank recently announced the winner of the bank’s $10,000 “Be Inspired� Scholarship. Marcus Matherne, a senior at South Lafourche High School, is the recipient of a $10,000 scholarship funded by Pedestal Bank. He was one of 90 applicants considered for the scholarship. Matherne plans to attend Nicholls State University in Thibodaux majoring in Geometric Engineering. The Pedestal Bank “Be Inspired� Scholarship seeks to encourage the spirit of Community in high school seniors and give financial assistance to area youth seeking higher education. Among other criteria, applicants were required to submit an 800 word essay on the value of community. Central Lafourche High School senior Brooke Bergeron has been awarded the 2019 Louisiana Sheriffs’ Association Scholarship for Lafourche Parish. Bergeron will receive the $500 scholarship to assist her with expenses as she plans to attend Nicholls State University and major in Chemistry (Pre-Med). On her application, Bergeron indicated plans to pursue a career as a flight surgeon after completing medical school. She was notified of the scholarship award and presented with a certificate on Wednesday, May 8 at Central Lafourche High School’s senior awards night. “Ms. Bergeron is involved in many school organizations and has already been recognized for her academic achievements in chemistry. I wish her the best of luck as she pursues her dream of a career as a said flight surgeon,� Sheriff Webre. The Louisiana Sheriffs’ Educational Scholarship Program awards $500 to graduating high school students in parishes where the sheriffs are members of the Louisiana Sheriffs’

The meeting was called to order by Mayor Pro-Tempore Brian Barthelemy who led the Pledge of Allegiance to the American Flag. Council Member Leoda Bladsacker then followed with a prayer. Roll call was as follows: PRESENT: Council Members – Ray Santiny, Kelly Besson, Jr., Brian Barthelemy, Mona Santiny, Leoda Bladsacker; Police Chief Laine Landry ABSENT: Mayor David Camardelle Mayor Pro-Tempore Brian Barthelemy stated that Mayor Camardelle was in Baton Rouge lobbying for the local fishermen, municipal court and capitol outlay funding, House Bills 335 and 221. Ronnie Sampay President of the Garden Club was recognized and announced that Grand Isle had again won the Cleanest City Contest in its field. He thanked everyone who took part in cleaning up the Island and then asked permission to trim some trees on town properties. He also said that 24 palm trees will be here within 2 weeks to be planted on the Island. Motion by Council Member Mona Santiny seconded by Council Member Kelly Besson, Jr. and unanimously agreed to accept the minutes of the April 9, 2019 special called budget meeting as written. Motion by Council Member Mona Santiny seconded by Council Member Leoda Bladsacker and unanimously agreed to accept the minutes of the April 9, 2019 regularly scheduled town meeting as written. Motion by Council Member Kelly Besson, Jr. seconded by Council Member Leoda Bladsacker and unanimously agreed to accept the minutes of the April 23, 2019 regularly scheduled cancelled town meeting as written. A hearing was held on the following proposed ordinance which will again be heard at the regular town meeting of May 28, 2019 at which time it will be eligible for adoption: ORDINANCE NO. ____ An ordinance setting the weekly salary of the Town of Grand Isle Mayor and Chief of Police. NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that: SECTION I: The weekly salary of the Town of Grand Isle Mayor will be $1,366.16. SECTION II: The weekly salary of the Town of Grand Isle Chief of Police will be $1,346.46. SECTION 111: The position of the Mayor and Chief of Police of Grand Isle is a full-time position. Police Chief Laine Landry was recognized and gave the following police report: For the period of April 9, thru May 14, 2019 there were 11 arrest, 122 traffic stops and 39 traffic citations issued for a total calls of 310. Traffic/Court fines paid were $17,455.00 for traffic and $1,304 for MISD for a total collections of $18,749.00. Total year to date collections amounts to $140,349.60. Golf Cart Tag Income was $52,800 for a total tags sold of 704. The Chief then announced that the bids for the repairs to the repairs to the Multiplex were open and the low bid was Picciola Construction ($1,034,600.00). The budget for the project is $800,000.00 but the Chief said that he and the Mayor were working with Jefferson Parish to get the rest of the money. Joseph Chauvin with GIS Engineering was recognized and reported on the town ongoing projects: 1. FEMA Town Hall Repairs – the cable tray was ordered, and work will start back this week for completion. Bids were received for painting the town hall and Picciola Construction was low bid with a bid of $87,200.00. A joint motion was unanimously agreed upon to accept the low bid of Picciola with the stipulation that it passed legal review. 2. Community Center Roof Repairs - Bids were received for the new roof on the Community Center and Picciola Construction was low with a bid of $91,850.00. A joint motion was unanimously agreed upon to accept the low bid of Picciola Construction with the stipulation that it passed legal review. Street Supervisor Chris Hernandez was recognized and reported the following: 1. Matting for the golf cart crossings were received and work should begin Thursday. 2. The new fence at the Town Hall was completed (thanked the Coast Guard for their help). 3. Working on install mile markers on the beach to help people locate anything on the beach. 4. Working with Jefferson Parish to get more bulldozer work done on the beach. Building Official Rodney Rigaud was recognized was reported that there was plenty of new construction and that everything was going well. 2. Reminded contractors to acquire permits before beginning any work. Grand Isle Independent Levee District – Mayor Pro-Tempore Brian Barthelemy made a remark that the Wildlife & Fisheries made the comment the Levee District wanted to close Elmer’s Island. The following proposed ordinance was introduced with hearings scheduled for the regular town meetings for May 28 and June 11, 2019 at which time it will be eligible for adoption: ORNINANCE NO. ___ An ordinance adopting the FY 2019-20 Town of Grand Isle Operating Budget beginning July 1, 2019 and ending June 30, 2020. Presented the Council with a proposal to purchase some games for the Community Center and a proposal to have a game program on the weekends for the Grand Isle Kids. He has already spoken with someone who is willing to supervise the children. The Council agreed to consider the proposal and see if there is any money in the budget to finance the purchase of the games. They agreed to have a decision at the next meeting. Member Brian Council Barthelemy requests/reports: 1. Asked why the Water Department is not repairing the Town streets after they cut into them to repair water leaks. After a brief discussion it was decided that Parish Councilman Rickey Templet would be contacted to investigate the situation. 2. West end levee repairs should start in July. 3. Dredging of Bayou Rigaud from the Wildlife & Fishries is being discussed and hopefully the Port Commission will get on board Council Member Mona Santiny requests/reports: 1. Asked about the hole in the fence by the Cheniere Park and Pump Station. Chris Hernandez said he would look into it if it could be repaired. Council Member Leoda Bladsacker requests/reports: 1. Asked about all of the old gas meters stacked up in the Medical Ave. stock yard. Mr. Hernandez reported that they were not worth fixing. She suggested that maybe they can be auctioned off with the next surplus equipment auction.
