Despite gaps, no cuts proposed for La. legislative agencies

BATON ROUGE, La. (AP) — Though Louisiana continues to face budget shortfalls, state legislative leaders aren’t proposing to W own agencies. Incut their stead, they’re seeking to boost legislative spending next year to the level in place before they took any reductions. A panel of legislative leaders backed a $98 million financing proposal on Wednesday for the House, Senate, legislative auditor and other offices that work for lawmakers in the 201718 budget year that begins July 1. If the spending plan is supported by the full Legislature, that would rise from the $88 million budget approved for those agencies this year. Senate President John Alario said the Legislature needs to have the money to do its job properly. He said the House and Senate have absorbed the costs of three special sessions over the last two years while also coping with increased retirement and health costs. “Our costs are going up,” said the Republican leader from Westwego. “I can’t lay off members of the Senate.”

The American Cancer Society Relay For Life is a community celebration where individuals and teams dance, play games and take turns circling around a track “relay” style to raise funds and fight cancer. Relay For Life will bring our community together to honor individuals who have fought bravely against this merciless disease. Survivors, their families and all those who have been affected by this disease come together to walk, run and camp out around a track to create a united network of support and dedication. Relay begins with a Survivor Lap, an inspiring time where survivors are honored by participants in support of their incredible fight. One of the most memorable events during the night is the Luminaria Ceremony, where everyone has the opportunity to light candles and take a moment to honor those who have beat the disease, those who are still fighting, and those who have courageously fought but have lost their lives to cancer. BATON ROUGE, La. (AP) — Spectators watching the public meetings of the Louisiana Legislature since state lawmakers began their work two weeks ago may be tempted to ask why very little seems to be happening. Few measures have gotten votes so far in the two-month legislative session, and nearly all the financial bills at the core of the session’s budget debate remain in the committees where they were assigned for their first hearings. The Senate’s hamstrung by requirements that most of the tax and budget bills must begin in the House. Gov. John Bel Edwards said he doesn’t feel a sense of urgency from lawmakers about the financial problems on Louisiana’s horizon, but lawmakers in the House say they’re crafting an approach and negotiating. CUT OFF, La. (AP) — Theresa Naquin never thought she’d be a 911 dispatcher, but now that she is, she can’t imagine doing anything else. She remembers rushing home to find her high school diploma so she could apply for an opening at Lafourche Parish Fire District 3 and getting to the central station just in time. The room was full of applicants when she took her civil service test, but she was called for an interview and later offered the job.

“When I came here and I started learning, I was overwhelmed at first because it’s so much you have to learn at one time,” she said. “But I knew that this was my career and I was meant to have it. ... It’s just something that I know I’m going to be doing for the rest of my life because I love to help people.” The 32-year-old native of Cut Off started with the fire department in August 2013. Before that, she worked for Lafourche ARC and as a caregiver for elderly residents. “Before, you would be with them 24/7 and you would actually take care of them,” she said. “You would feed them, bathe them. Some of them, they would have Alzheimer’s so you’d have to make sure they wouldn’t walk out into the street and stuff like that. (Now) I’m not at these people’s houses, but I kind of know what’s going on. You’re not on scene, but you know kind of what these people are going through.” See Dispatcher Page 6-A

Lafourche Parish resident and national music legend, Ervin “Vin” Bruce, will celebrate his 85th birthday Tuesday. To honor and recognize Bruce for his accomplishments and contributions to Cajun music, the Lafourche Parish Council recently presented a proclamation honoring Bruce and declaring April 25 of every year as Vin Bruce Day. Bruce is one of the first Cajun musicians to appear on the Louisiana Hayride and Grand Ole Opry. Known as “the King of Cajun Singers”, Bruce has been inducted into the Nashville Music Hall of Fame, the CFMA Cajun Music Hall of Fame, the Westbank Musicians Hall of Fame, and was also chosen as Lafourche Parish’s Citizen of the Year. While he has maintained a much lower national profile, he is still lauded as among the best Cajun singers of all time by fans of the genre. Happy Birthday Vin!

SLHS to dedicate Ag building to former teacher, Dr. Weber

South Lafourche High School will be honoring Dr. Richard Weber, former agriculture teacher and FFA sponsor, by dedicating the agriculture building in his honor. Fundraising event to help patient battling rare condition

SL Library’s Friends group to host mega book sale

The South Lafourche Library’s Friends of the Library will hold a mega book sale beginning Monday, April 24, and lasting through Saturday, April 29. All available books, from hard covers and paperbacks to children’s books, will be sold for 25 cents each to clear a large inventory of books during the sale. The library is located

at 16241 E. Main Street in Galliano, behind Burger King on La. 308. The book sale will take place in the building’s hall. These prices are good only from April 24 through April 29. Proceeds from the book sale will benefit the library’s Friends of the Library organization.

The House Appropriations Committee will hold the last of its budget hearings Monday and Tuesday before crafting its version of a spending plan for the financial year that begins July 1. At the same time, the House Ways and Means Committee is scheduled for hearings on Edwards’ main business tax plan and expected to start casting its first votes on tax bills. The session’s central debate is how to establish long-term stability for Louisiana’s state budget, to end nearly a decade of repeated shortfalls and deficits that have forced cuts across state programs and services. The Democratic governor and majority-Republican lawmakers enacted only temporary fixes last year. An estimated $1.3 billion in short-term tax hikes expire in mid-2018, creating a massive hole that lawmakers and Edwards call “the fiscal cliff.” They’re trying to find ways not only to build next year’s operating budget, but to also close that looming cliff a year later. Edwards is proposing

a tax overhaul that would raise money by shifting more of Louisiana’s tax burden to businesses. House Republican leaders oppose the new business tax the governor wants to levy and want to raise less money than Edwards is proposing. Appropriations Chairman Cameron Henry, a Metairie Republican, is working on a “standstill” budget proposal that would have Louisiana spend less than the full estimate of what’s available, keeping most agencies in line with the state financing they got this year. He said he’s still negotiating with his committee members on how much state financing to use, ranging from 95 percent to 98 percent.

The tactic would be a hedge against income estimates falling short and causing another midyear cut, which has repeatedly happened in recent years. “I think everyone will agree 100 percent of a wrong number is not a good idea,” Henry said. Henry intends for his committee to vote May 1 on its version of next year’s budget. Rep. Lance Harris, leader of the House Republican caucus, said if lawmakers hold the budget at a standstill level, he doesn’t think the fiscal cliff would be nearly as large as currently estimated. He’s working on his own estimates of the mid-2018 gap. That suggests House leaders may only be willing to replace that lesser figure

— which Harris believes is somewhere around $700 million — instead of the full $1.3 billion hole. On the tax front, Ways and Means Chairman Neil Abramson, a New Orleans Democrat, had been delaying votes on tax bills, instead holding informational hearings without decisions. Second suspect arrested in December armed robbery

A man wanted in connection with an armed robbery in Larose is now in custody. Leonard Evans Jr., 24, of Larose was arrested Wednesday and also faces additional charges stemming from the arrest. Deputies had previously arrested Jasmaine Caine, 27, of Larose in connection with the case. On December 16, 2016, Caine and Evans forced their way into a residence on East 18th Street in Larose and demanded money from a woman inside. While armed with a handgun, Evans allegedly forced the victim into a bedroom where he fired a single round which struck a mattress. Caine then stole several hundred dollars in cash from the victim, and both fled the scene. Through investigation, detectives identified Caine and Evans as the suspects and obtained arrest warrants. Caine was arrested on December 21, 2016, and deputies found her to have cocaine, crack cocaine and clonazepam in her possession. She was charged accordingly and remains at the Lafourche Parish Detention Center. On Wednesday, April 19, deputies had obtained information about Evans’ whereabouts. With assistance from the U.S. Marshals Fugitive Task Force, deputies proceeded to a residence on East 23rd Street where Evans was located

Proposal would shorten divorce wait for parents in Louisiana

BATON ROUGE, La. (AP) — Louisiana lawmakers are considering whether to shorten the wait to six months for a no-fault divorce when the married couple has children under 18. Under existing law, such couples must live separate and apart for one year before they can get a divorce, unless there are certain special circumstances like domestic abuse. The longer waiting period doesn’t apply when couples have minor children from previous relationships. A proposal advanced Tuesday to the full House for debate would reduce that separation requirement to six months. That would match the 180-day wait allowed for childless couples and couples with children 18 and older. The bill — sponsored by Rep. Patrick Jefferson, a Homer Democrat — was recommended by the Louisiana State Law Institute, which studies complex legal issues for the Legislature.

Louisiana Senate agrees to limit hunting sales tax holiday

BATON ROUGE, La. (AP) — The Louisiana Senate has agreed to scale back the state’s sales tax holiday for hunting supplies. A proposal by Sen. Barrow Peacock, a Bossier City Republican, would keep state sales taxes from being charged on firearms, ammunition and archery supplies on the first weekend of September. But the sales tax holiday would no longer apply to off-road vehicles, airboats, pirogues, animal feed and some other items that have been tax-free. The change would generate savings for Louisiana. A financial analysis says revenue lost to the state for the tax holiday this year is estimated at $900,000, with $400,000 coming from vehicle and boat sales that would be excluded. Louisiana coastal land loss declared a state emergency

BATON ROUGE, La. (AP) — Gov. John Bel Edwards has declared a state of emergency for Louisiana’s coast, saying he hopes to draw national attention to coastal land loss. The Democratic governor issued the emergency proclamation Wednesday. His office said the proclamation will be sent to President Donald Trump and members of Congress, trying to raise the profile of the state’s erosion troubles as it seeks federal assistance to speed up restoration projects. In a statement, Edwards described the Louisiana coast as “in a state of crisis that demands immediate and urgent action to avert further damage to one of our most vital resources.” The emergency proclamation lasts until May 17.

The blood of martyrs has always been the seed of Christianity

Before Jesus left this earth, he commissioned his followers, “Go and make disciples of all nations, baptize them in the name of the Father and of the Son and of the Holy Spirit. Teach them to obey everything I have commanded you. Surely I am with you always, to the very end of the age.” The Church has been doing this for 2,000 years. When the first missionaries, like St. Francis Xavier, came to Japan in 1549 they were welcomed. By the 1580’s, the church counted about 200,000 members. The growth had proceeded despite the opposition of Buddhist priests and many petty rulers. The local Japanese feudal lord was a powerful ruler named Toyotomi Hideyoshi. He began a persecution of Catholics because he felt threatened by the Jesuit’s influence and possibly because of their European origins. In 1587 he banished Christians and destroyed

many of their churches. Some missionary priests stayed and went into hiding, dressing like the Japanese natives so they could minister to the Christians. The government martyred more than 3,000 Christians in Japan. On December 8, 1596, Hideyoshi arrested and condemned to death the friars of Miako. Among them were three Japanese Jesuits, six Franciscans (four of them Spanish), and 17 Japanese lay members. Charged with attempting to harm the government, they sentenced them to crucifixion. Some of these men were very young: Louis was 10; Anthony, 13; Thomas, 16; and Gabriel, 19. The best known is Paul Miki, who was a Japanese of a noble family, a Jesuit seminarian, and a brilliant preacher. Paul Miki was born in Tounucumada, Japan around 1562 to a wealthy family. His father was a military leader. Paul received a Jesuit education. After he completed school in 1580, he became a Jesuit seminarian. He was a wellknown and successful preacher, converting many people to the Catholic Faith. He would have been the very first Japanese priest if he had escaped arrest, for he had already completed his studies for the priesthood. The government tortured and then forced the

Fire District 3’s dispatchers handle fire, rescue and medical calls. They work 12-hour shifts, and they must be prepared for anything. Naquin said multitasking and staying alert are two of the most needed abilities. “You could think it’s a car crash, and then all of a sudden you need your fire-

fighters to go out there because somebody’s trapped,” she said. “Or they hit a pole, so you need to call Entergy. If there’s injuries, you need to see if you can get someone to assess the injuries. ... You have no idea what to expect, and it keeps you on your toes.” Naquin said dispatchers must try to keep the caller calm but also put themselves in that person’s situation. Some people will call because they’re sick with a cold, Naquin said, but other calls are much more urgent and tragic. One of Naquin’s most difficult calls was when a young boy drowned as he and his friends tried to swim across the bayou. Another time, a teenager was shot and killed. Although not everyone can be saved, Naquin finds gratification in helping whenever she can. “The most rewarding ones are the ones where you are just happy that the people make it,” she said. “When you get on the phone with somebody and they just tell you thank you, or they’re just relieved that they got help. And you can always hear it in their voices, the relief that they get from you helping them.”

To continue at that (lower) level would be difficult.” The increased spending comes as the state operating budget under consideration by lawmakers for next year wouldn’t fully fund the TOPS college tuition program, would cut state spending on higher education and would make reductions across a wide array of state agencies. Gov. John Bel Edwards has proposed tax hikes to raise more for the

state treasury next year, but Republican leaders in the House have shown resistance to tax increases. Asked if cuts to the House and Senate could be coming as the legislative budget bill moves through the process, Alario said: “I don’t anticipate it going down.” Legislative agency leaders talked of their shrinking workforces, even as demands have grown higher amid additional legislative sessions called by the governor to handle Louisiana’s unstable finances and close budget gaps. The $98 million financing proposal was approved without objection Wednesday by the Legislative Budgetary Control Council. It heads next to the House Appropriations Committee for consideration. Under the recommendations, spending on legislative agencies would go back to the levels of the 2015-16 budget. The House would get $29 million and the Senate would receive $21.8 million. The Legislative Fiscal Office, which analyzes the costs of bills and other financial issues, would get $2.9 million. The Legislative Budgetary Control Council, which covers expenses shared by the House and Senate, would receive $8.6 million. And the budget for the Louisiana State Law Institute, which studies legal issues, would be $1.1 million. The Legislative Auditor’s Office, which audits government agencies, would get $34 million, though it would receive more of its money from state tax dollars — and dip less heavily into its reserves to pay for operations. With that level of funding, the office would cut 13 jobs, shrinking its staff to 265 people. ___

26 men to walk more than 300 miles from Miako to Nagasaki through snow and ice and freezing streams. Along the way they preached to the people who had come out to see them. They sang psalms of praise and joy. They prayed the rosary and told the people that such a martyrdom was an occasion of rejoicing, not of sadness. Finally, on February 5, they reached Nagasaki, where 26 crosses awaited them on a hill now called the Holy Mountain. The Christians ran to their crosses, singing. Soldiers bound them to the crosses with iron bands at their wrists, ankles, and throats. Then they thrust them through with lances. Many people came to watch the cruel deaths. Hideyoshi and his solders had hoped the example would frighten other Christians. Instead, it gave them the courage to profess their faith as the martyrs had. Paul Miki said the following statement from the cross, reminiscent of what Jesus said on his cross. “Having arrived at this moment of my existence, I believe that no one of you thinks I want to hide the truth. That is why I declare to you that there is no other way of salvation than the one followed by Christians. Since this way teaches me to forgive my enemies and all who have offended me, I willingly forgive the king and all those who have desired my death. And I pray that they will obtain the desire of Christian baptism.” A powerful example for all of us! In 1858, Japanese rulers again permitted Christianity to flourish in Japan. Missionaries found thousands of Christians still in Japan. For 200 years they had carried on the faith in secret. Tertullian (c.155-240) said, “The blood of martyrs is the seed of Christianity.” How true!
