Council delays vote on finance director

The Lafourche ParishW Council voted down the nomination for parish administrator Tuesday night and deferred a vote for the finance director until Monday. Parish President Jimmy Cantrelle nominated former Councilman Rodney Doucet to be parish administrator earlier this month. Former Parish Administrator Leif Haas resigned effective Feb. 1. The 7-2 vote by the council gives Cantrelle another 60 days to make a second nomination and present it to the council. BATON ROUGE, La. (AP) — Louisiana lawmakers have reached the midpoint of their regular session mired in sharp disagreements over the budget, with most gun proposals stalled, the governor’s legislative agenda struggling and efforts to end early questionable. Many hot-button topics have been resolved, largely because the measures have been shelved. Efforts to ban the death penalty and restructure the TOPS college tuition program have been rejected. The list of proposed gambling law changes has been whittled down. Still advancing are bids to toughen Louisiana’s laws against hazing, strengthen government policies against sexual harassment and broaden the medical marijuana program. Gov. John Bel Edwards has signed three bills into law so far out of more than 1,400 introduced by lawmakers. A bid to end the session before its June 4 deadline — to hold a special session on taxes to help balance the budget — is uncertain, with House Republican leaders not committed to a timeline. Shrimp season to open Monday

The Louisiana Wildlife and Fisheries Commission convened a special meeting Thursday to consider setting the opening of the spring shrimp season in a portion of state inshore waters. The opening is based on information provided by Louisiana Department of Wildlife and Fisheries biologists and public comments. State inside waters from the eastern shore of South Pass of the Mississippi River westward to the western shore of Freshwater Bayou Canal will open at 6 a.m. on Monday, April 30. The Commission will consider the opening dates for the remaining state inshore waters for the spring shrimp season at its May 3 meeting.

Dangerous Uber-Lyft bill slithers back

State Capitol denizens have a code name for bills that are truly awful. They call them “snakes.” It’s an apt moniker because such bills tend to slither quietly through the legislative process without the press and public taking notice ... until it’s too late. Last year, transportation network companies (TNCs) like Uber and Lyft pushed a notorious “snake” bill that would have given loads of protection to TNCs but virtually none to passengers. The bill cleared the House easily but died in a Senate committee - after it garnered media and public attention, which is the best way to kill a snake bill. This year, the TNCs are back with another snake that’s just as dangerous. For starters, Uber and Lyft convinced House Speaker Taylor Barras, RNew Iberia, to author their bill. Barras is a powerful lawmaker and an honorable guy. It’s a shame his good name is attached to HB 749. I have nothing against TNCs. I use Uber regularly, in fact, because I know that my city requires strict background checks of drivers and offers strong protections for passengers. Barras’ bill would remove those protections and instead protect Uber and Lyft - and bar local governments from imposing stricter protections for passengers. That’s only part of what makes Barras’ bill a snake. For starters, it was filed more than two weeks after the session began, which helped it slither under the media’s radar.

Second, it puts the state Department of Agriculture, not the Public Service Commission, in charge of regulating TNCs. Do you feel safer knowing that your TNC driver is regulated by the folks who regulate cows, chickens and pine trees? Barras’ bill requires initial criminal background checks of drivers - but not drug testing or fingerprints, which allow more extensive checks. Worse, after the initial background check, TNCs would only have to do additional checks every two years. A driver could pass an initial check, then beat up his wife or girlfriend days later and continue to pick up riders for almost two years without anyone knowing he has a domestic abuse arrest. Or worse. If you think that’s farfetched, check out whosdrivingyou.org/incidents. It’s scary. Barras’ bill also pulls an end run around the state’s Public Records Law, which protects people’s right to know about problem drivers. “The bill allows the Department of Agriculture to only ‘visually inspect’ records once a year and does not pro-

vide for how those records are selected,” says Scott Sternberg, attorney for the Louisiana Press Association. “It further designates these records as ‘confidential.’ ... This appears to be an intentional attempt to keep physical records from being public records requested by the people.” Ironically, Barras’ bill states that the Legislature’s intent is to “protect and promote the safety and welfare of the residents of Louisiana.” A careful reading of the bill shows that HB 749’s true intent is to protect and promote Uber and Lyft, not the residents of Louisiana. To no one’s surprise, Barras’ bill sailed through the House. It is now before the Senate Judiciary A Committee, where, hopefully, it will receive the public and media scrutiny that it warrants - and get stomped as all snake bills deserve. Anger over banks’ gun policies snags $600M road plan Council

BATON ROUGE, La. (AP) — Louisiana’s plans to finance about $600 million in interstate projects got tangled up Thursday in a dispute over moves by two banking giants to restrict gun sales by their business customers. The State Bond Commission, which regulates the roadwork financing plans, disagreed about how and if Louisiana should retaliate against Citigroup and Bank of America for their firearm restriction policies. “Do I as your state treasurer want to do business with companies that impose these kinds of policies?” said Treasurer John Schroder, the Republican who chairs the commission. “And the answer to me was clearly no.” The quarrel didn’t derail plans to jumpstart the projects: a widening of Interstate 10 in Baton Rouge, a new exit from Interstate 20 into Barksdale Air Force Base, and an I-10 interchange to serve a new terminal at the New Orleans airport. Louisiana will use federal construction bonds, repaid over 12 years with federal highway dollars. Gov. John Bel Edwards’ administration

successfully objected to language pushed by Schroder and Republican Attorney General Jeff Landry that was aimed at keeping the banks from being eligible to work as underwriters on the interstate financing deal. The Democratic governor issued a statement describing himself as “a staunch defender of the Second Amendment” and calling Thursday’s meeting “an ugly display of political posturing that could have jeopardized a massive infrastructure plan for the state of Louisiana.” Anger at the banks is expected to again emerge as the commission works through the monthslong process to piece together the road deal, including when financing partners are chosen in July. In March, in response to a deadly high school shooting in Florida the month before, Citigroup announced it would end relationships with businesses and clients that sell firearms to people who haven’t passed a background check or anyone under the age of 21. The bank also will not allow its customers to sell rapid-fire devices known as bump stocks and high-capacity magazines. Bank of America

said it will stop doing business with certain gun manufacturers. Schroder questioned whether those policies violate a provision of the state constitution protecting gun rights. Other Bond Commission members also expressed their doubts. “When did Citigroup and Bank of America decide to get into the policymaking business, instead of the banking business?” asked Rep. Blake Miguez, a Republican from Erath. Landry described the banks’ policies as “fascism.” Representatives of both banks who appeared at Thursday’s meeting didn’t offer a defense of the policies or answer questions, but said they would take the Louisiana officials’ concerns back to bank leaders. Schroder and Landry couldn’t rally enough support for their bid to prohibit Citigroup and Bank of America from being eligible to work as underwriters on the interstate financing deal. The Bond Commission voted 8-6 against including the language targeting the banks. The proposal would have required an evaluation team that will regrade view and proposals to block any companies with policies that “infringe on the constitutionally protected rights of the citizens of the state to lawfully keep and bear arms,” among other provisions. Edwards administration officials said they don’t like the banks’ policies, but they raised

concerns about whether Schroder’s provision could damage the financing plans or slow down the interstate projects. They questioned if the language was too vague and would improperly force staff members to determine what could be a constitutional violation. “We would not like to be the test case for what’s being proposed,” said Transportation and Development Secretary Shawn Wilson. Landry said the procedure for vetting financial partners would be “very simple.” “I didn’t know our Second Amendment rights were up for sale or had a price on them,” he said. “It’s a great day as we begin the next phase of this critical infrastructure project for Lafourche and the nation,” said Henri Boulet, Executive Director of the LA 1 Coalition. The current phase for Thursday’s groundbreaking consists of a 1,750-foot widening and a 390-foot extension of the existing structure to the north. This is the first segment of a multisegment plan to construct the remaining 8.3 miles of highway that, once complete, will bring the elevated highway into the town limits of Golden Meadow.

Cantrelle said he had received a message from Doucet that he would be unable to attend the meeting. Earlier at the meeting, Lorraine moved to defer a vote on the appointment of Lionel J. Lagarde Jr. as finance director. Former Finance Director Carrel Hymel also resigned effective Feb. 1. He now serves in a civil service position as finance manager. Lorraine, Jones and Melvin agreed to call a special meeting for 5 p.m. Monday to vote on the nomination, despite some council members saying they were not certain they could attend. It requires five council members to make a quorum, which is needed to hold a meeting. The council must vote on the nomination by Tuesday to meet the 30-day mark mandated in the parish charter. Lagarde was previously nominated for the community service di-

rector position. He was present at the meeting but said he would wait to address the council until the special meeting on Monday. Lorraine said he made the motion to defer the vote after hearing from other council members that more information could be presented before Monday. He said he supports the nomination but declined to comment further on the deferment. Tommy Lasseigne is serving as interim parish administrator. No interim finance director has been named. The council requested an opinion from the Lafourche District Attorney’s Office during the March 27 meeting about whether it has the authority to fire an interim administrator or department head. According to an opinion by District Attorney Kristine Russell dated April 9, “interim administrator and department head appointments are subject to removal by a super majority (seven votes) of the council.” Since the opinion was released, no motion has been made to remove anyone from those positions.

With heavy hearts, the family of Dr. Walter “Walt” Birdsall, Jr. would like to announce his sudden death while traveling with his wife and two of their children in Barcelona, Spain. He was born in his favorite city, New Orleans, LA, on January 4, 1954. As the beloved husband of Jane Angelette Birdsall for 42 years, he became the adoring father of Dr. Lisa Fort, Dr. Emily Bui, Allison, William and Alexander. Recent years blessed him as a proud grandfather of Sophia and Sabrina Fort as well as Oliver and Simon Bui. He was the oldest son of Walter Birdsall, Sr. and Betty. He is survived by his sisters, Brenda Klazynzki and Dr. Maria Cruse; and his brothers Dr. Gary Birdsall and Thomas Birdsall. He was preceded in death by his brother, James. Walter graduated from LSU Medical School in New Orleans in 1981. A gifted family physician, he spent many years in practice in his hometown in Cut Off, Louisiana. He continued his practice through Ochsner at St. Charles Parish hospital until the time of his death. He remained active in education and mentorship of young physicians throughout his career. Walter will be remembered as a dynamic, generous family man who made the most of every moment of life for himself and all those around him. He shared his lifelong love of music with friends and family during holidays and gatherings as “Dr. DJ.” Relatives and friends are invited to a Memorial Mass at St. Patrick’s Catholic Church at 724 Camp Street in New Orleans on Saturday, April 28 at 10 a.m. Those who so desire may make a donation in his memory to his parish church St. Patrick’s. ___________________

Betty Lou Fournier Escalante, 83 years old, of Raceland, Louisiana, passed away peacefully on Sunday, April 22, 2018, surrounded by her family. She was preceded in death by her husband, Henry Escalante. She is survived by her children, Carmelita Noyola (Ramon), Consuelo Madere (Michael), Enrique Escalante (Tracey), Teresita McNabb (Timothy), Armondo Escalante (Holly), and Maria Bovill (Shawn). She is also survived by 14 grandchildren, Damaso, Isabella and Carolina Noyola, Dustin, Taylor, Alejandro and Mia (deceased) Escalante, Nikolas and Felicia Melancon, Raven McNabb, Rosa, Chelbie, Cheyenne, Jesse and Holland Escalante; and one great grandchild, Brooke Escalante. Betty was born and raised in Raceland, Louisiana where she was a parishioner of St. Hilary Catholic Church. She lived most of her life in Raceland until two years ago, when she moved to Terrebonne Place Assisted Living in Houma, Louisiana. She was an avid reader, loved to crochet, play Bingo and pray the rosary. Her life’s work revolved around raising her family. She will be missed and fondly remembered by family and friends. HOUSTON (AP) — Investigators are trying to determine if severed heads discovered last month near lakes in Texas and Louisiana are part of the same gruesome case. The Houston Chronicle reports the two unidentified victims were white women with reddish hair and good teeth. The heads were found in plastic bags and in similar surroundings — about 150 miles apart — at Lake Houston and near Calcasieu Lake. Some volunteers doing cleanup near Lake Houston made the macabre discovery March 24, in Huffman, on some rocks. In Cameron Parish, a prison inmate doing cleanup labor found a severed head March 1 in a grassy marsh next to Louisiana Highway 27. No one has been arrested. WASHINGTON (AP) — House Majority Whip Steve Scalise has returned to the Capitol after another surgery stemming from last year’s congressional baseball shooting, and he is eager to hit the campaign trail for the GOP majority. The Louisiana Republican told reporters he’s anxious to get back on the ball field but still has a ways to go in recovery. He nearly died when a gunman opened fire on GOP lawmakers practicing for the annual game. He hopes last week’s surgery was his last. NEW ORLEANS (AP) — State and local governments in Louisiana have offered an estimated $1.5 billion in incentives to persuade a Taiwanese company to locate a $9.4 billion plastics complex along the Mississippi River upstream from New Orleans, Louisiana’s secretary of economic development said. The package includes about $1.4 billion in local property tax exemptions for the Formosa Petrochemicals Corp. subsidiary that would build and run the plant, Secretary Don Pierson said in a statement emailed Monday night. An analysis made for Formosa subsidiary FG LA LLC by economist James Richardson estimates that the project will generate $675 million in new state and local taxes through 2035. NEW ORLEANS (AP) — Four Gulf of Mexico states and their coastal counties are getting nearly $188 million in revenue-sharing funds as the offshore leasing area s involved expand. The money must be used for coastal conservation, restoration and hurricane protection. An Interior Department news release Thursday says Louisiana is getting a total of about $82 million, with more than $50 million going to Texas, nearly $28 million to Mississippi and almost $27 million to Alabama. The state shares of those totals are $66.3 million for Louisiana, $40.5 million for Texas, $22.2 million for Mississippi and $21.4 million for Alabama. Congress approved the revenue-sharing program in 2006. For the first 10 years, it covered a smaller leasing area in the Gulf of Mexico. For the past few weeks, the live self-help program on Houma’s HTV Channel 10 has been dealing with “The ABC’s of Faith.” Panelists have been breaking down the meaning of these ABC’s. In today’s column I want my readers to know the scripture passages behind the words. There are different translations in various Bibles so some of these quotations may not be the same as the Bible you are reading. However, the meaning is the same. Ask and it will be given to you.
