Ceremony dedicates new Saltwater Control Structure in Lockport
Mathews, LA – Local, parish and state officials were on hand Thursday morning in Lockport to dedicate the recently completed Bayou Lafourche Saltwater Control Structure. The project, with a price tag of approximately $4.1 million, is a combination gate/weir capable of preventing saltwater intrusion from moving up the bayou, while also designed to act as a weir and form a reservoir on the north side of the structure. It has been a number of years in the making, with original funding cut at the state level through budget constraints. Monies were then located through a number of sources including the Coastal Impact Assistance Program (CIAP) through the Coastal Protection and Restoration Authority (CPRA). In remarks at the ceremony, Parish President Jimmy Cantrelle, who also sits as a board member of the CPRA, praised the work of the nu-

merous agencies in completion of the project. “Thanks to everyone, past and present, who strived to see this important work through to completion. Although this structure has had its ups and down, it’s an important part of the effort to control saltwater intrusion,” said Cantrelle. Lafourche Parish Council member Michael Gros also praised the work, as he noted its importance to stem the flow of salt water northward and the cooperation between all the agencies that had a hand in its design and construction. “This project serves as an excellent example of what can happen when entities work together for a common goal. Let’s hope we can work together like this moving forward,” he said. “This structure has been a long time coming and it’s an important step in the many improvements taking place to improve Bayou Lafourche,” said Councilman Armand “Noonie” Autin. BATON ROUGE, La. (AP) — Louisiana’s $315 million deficit from last year was mainly driven by continuing dips in employment that are hammering perW sonal income and business tax collections, the Legislature’s chief economist said Thursday. Greg Albrecht delivered the grim assessment to the state’s income forecasting panel, the Revenue Estimating Conference, with a warning: “There’s no improvement in sight so far.”

BATON ROUGE, La. (AP) — Republican John Kennedy and Democrat Foster Campbell agreed on one thing Wednesday as they began a monthlong sprint to Louisiana’s U.S. Senate runoff election: They don’t agree on much. Campbell, a state utility regulator with the Public Service Commission, said the two have such strong distinctions that the choice “is as clear as black and white.” Kennedy, the state treasurer, said they’re as different as “gumbo and grits.” They were Tuesday’s top vote-getters as Louisianans whittled would-be senators down from two dozen to two for the seat left open by Republican

David Vitter, who isn’t running for reelection. And now that the presidential race is settled, Kennedy and Campbell hope to draw more eyes to their campaigns ahead of the next vote on Dec. 10. Each man accused the other of being a political insider; both have held government jobs for decades. And yet they say it’s easy to tell them apart: Campbell backed Hillary Clinton, while Kennedy supported Donald Trump. Campbell supports a minimum wage increase and equal pay legislation; Kennedy opposes them. They quickly began trading attacks as the one-on-one phase of their race began. See Senate Page 3-A

Murder From 1-A
Detectives spent several hours processing the scene, and through investigation, learned the incident occurred sometime overnight Sunday night and developed Duet as a person of interest in the investigation. Duet was brought in for questioning and told detectives he went to Gisclair’s residence and knocked on the door. When Gisclair opened the door, Duet said he struck him multiple times in the face with an axe and eventually left the residence. Investigators recovered the axe, believed to be the weapon used in the murder, on Tuesday evening. Duet and Gisclair were acquaintances, but based on Duet’s statements, detectives believe Duet had no motive in killing Gisclair other than an urge to kill. During questioning, Duet also admitted to his involvement in the murder of Wayne Matherne which occurred early Friday morning, November 4. As previously reported, Cameron Sands was at Matherne’s residence when a verbal altercation ensued and later resulted in Sands striking Matherne in the head with a cane. Duet admitted to detectives that he was also at the residence, and detectives learned it was Duet, not Sands, who grabbed a wooden object and struck Matherne in the head before Duet and Sands Matherne’s residence. On Tuesday evening, detectives obtained warrants for Duet’s arrest for First Degree Murder in Gisclair’s death and Second Degree Murder in Matherne’s death. Duet

was booked into the Lafourche Parish Detention Center in Thibodaux where he is held without bond. Cameron Sands, who was previously charged with Second Degree Murder in Matherne’s death, remains in jail in lieu of $500,000 bond.
Economist From 1-A
The economist, who has described Louisiana as in a recession, told the forecasting panel that the number of private-sector jobs in the state has been falling since last year, particularly in the oil and gas industry, but also in other high-paying fields. “We’ve had declining employment or slowdown since the beginning of 2015,” Albrecht said. That has a ripple effect across income and sales tax collections, as people earn and spend less money, hitting state coffers — and providing fewer dollars to pay for state services and programs. Louisiana’s unemployment rate is 6.4 percent, third-worst among states. The number of people working in the mining sector, which includes the oil and gas industry, has fallen 30 percent since December 2014, according to Albrecht’s data. The state closed the books on the financial year that ended June 30 having collected $315.5 million less than budgeted. Gov. John Bel Edwards and lawmakers will have to close that gap in the current budget year and already are drawing up plans for potential cuts. “What we need is employment growth to stop declining. It boils down to that,” Albrecht said. “Recovery for us is being pushed back. It doesn’t look like we’re going to even start to see anything until we’re well into 2017 sometime.” In the two heaviest hits, Louisiana took in $105 million, or nearly 4 percent, less than expected from personal income taxes and $110 million, or 31 percent, less than expected from corporate taxes. The state has had difficulty forecasting corporate tax collections. Albrecht said economists initially projected Louisiana would bring in more than $780 million in corporate taxes during the
past fiscal year, a number that was repeatedly revised downward. And the state still didn’t reach the lowest forecast. When the budget year was over, Louisiana received $249 million in business tax payments. Albrecht said the amount of tax breaks paid to businesses continues to soar, despite legislative efforts to scale back the tax break spending. He said the increase could be a combination of companies rushing to claim available tax breaks or being able to write off the larger losses that they are seeing in the state’s struggling economy. Commissioner of Administration Jay Dardenne, the governor’s top budget adviser, warned that Louisiana’s income projections in the current year also could be too high, worsening the financial gap. “The big challenge for the state right now is to reverse that (unemployment) trend and get more people working so that they’re paying income tax and that they’re buying more things,” Dardenne said. But the revenue forecasting panel didn’t drop this year’s income projections yet, waiting another month to review tax collection data. The state gave out extensions for tax payments after mid-August floods ravaged south Louisiana, adding more uncertainty than usual into the mix, so state officials want more time to track the numbers. ___ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

Senate From 1-A
Kennedy said Campbell supports bigger government, while he wants less regulation. “Commissioner Campbell believes he can tax, spend and regulate America into prosperity. I do not. Commissioner Campbell believes the government can spend our money better than we can. I do not,” Kennedy said. “Nobody is going to confuse the two of us. We just are diametrically opposed on the role of government in people’s lives.” Campbell hit Kennedy for changing his positions during two prior runs for the U.S. Senate, running first in 2004 as a Democrat who supported John Kerry for president and the most recent two times as a Republican. “John Kennedy’s been everything but a Baptist preacher,” Campbell said. “Before he was a staunch conservative Republican, he was a very, very liberal Democrat.” Kennedy replied that the Democratic Party left him and other one-time Democrats in Louisiana behind, lurching too far to the left. Campbell said if Kennedy wins the race, he’ll get a state-financed retirement of $120,000 a year on top of Senate salary. The Democratic contender called it “straight hypocrisy” for his GOP opponent to get such a large taxpayer-funded benefit while objecting to raising minimum wages for the poor. Kennedy said, however, that he’ll get no such money, because he didn’t join the state retirement

system. “Rhetoric and reality often lead separate lives in Commissioner Campbell’s world,” Kennedy said. Though Campbell and Kennedy said they’d welcome outside help, it’s unclear how much support either will get from national Democratic or Republican organizations, since Kennedy is favored to win by most political prognosticators, and Tuesday’s election left the GOP in control of the U.S. Senate. Campbell, also a former state senator, continued his populist message of representing working men and women and fighting against special interests, repeating his often-used phrase that he’s not “in anybody’s shirt pocket.” He sought to tie Kennedy to Vitter, who unsuccessfully ran for governor last year, and to Republican former Gov. Bobby Jindal, who left office highly unpopular and is blamed for creating a financial mess.

“Bobby Jindal and David Vitter set this state back,” Campbell said. He accused Kennedy of not criticizing Jindal until the governor’s popularity waned, and said Kennedy never left Vitter’s “amen corner.” Kennedy said he was fighting Jindal’s budgeting practices when “you couldn’t have found Foster Campbell with a search party or a map.” But Kennedy didn’t criticize Vitter, who announced Wednesday that he’s supporting Kennedy to succeed him. “He’ll be a strong, independent fighter for Louisiana. Unlike his opponent, he’ll support Donald Trump in advancing conservative Louisiana values,” Vitter said in a statement. Hillbilly striptease
Cletus is passing by Billy Bob’s hay barn one day when, through a gap in the door, he sees Billy Bob doing a slow and sensual striptease in front of an old John Deere tractor. Buttocks clenched, he performs a slow pirouette, and gently slides off first the right strap of his overalls, followed by the left. He then hunches his shoulders forward and in a classic striptease move, lets his overalls fall down to his hips, revealing a torn and frayed plaid shirt. Then, grabbing both sides of his shirt, he rips it apart to reveal his stained
T-shirt underneath. With a final flourish, he tears the T-shirt from his body, and hurls his baseball cap onto a pile of hay. Having seen enough, Cletus rushes in and says, “What the world’re ya’ doing, Billy Bob?” “Good grief, Cletus, ya’ scared the bejeebers out of me,” says an obviously embarrassed Billy Bob. “But me ‘n the wife been havin’ trouble lately in the bedroom d’partment, and the therapist suggested I do something sexy to a tractor.” (Don’t make me come and ‘splain this to you! Read the last line again, slowly.)

What a Life!
By: Rev. Wilmer L. Todd The virtue of humility is the only requirement to approach God in prayer
The ancient Church of the Nativity in Bethlehem is constructed over the cave where Jesus was born. The entrance to the Church of the Nativity has a single doorway with a low lintel. To go in, you have to bend low and humble yourself. It is a fitting way to enter the church that celebrates the lowliness of God, the place where the Son of God emptied himself to be born a human being. That doorway is a symbol of the only requirement needed to approach God in prayer – humility. We have mixed feelings about humility. Some may look at it as an old-fashioned virtue with overtones of low self-esteem. Yet it lies at the heart of the Christian gospel and of our understanding of God. If we were to invent God, we would probably fashion a kind of super hero figure: someone who would use force, always for the good of course, to make sure that his will was done. This god would be a god of power and authority. That is not the Christian God. The God we worship is humble. God revealed himself to Elijah not in a powerful storm but in the still small voice. Jesus resisted the allure of power during his forty days in the desert. He does not impose his will on humanity, but chooses to come humbly among us, to be born in a lowly stable. At Gethsemane, he did not call down legions of angels to bring in God’s kingdom by force. Instead he died in agony on a cross to show the depth of his love. This is our God and God’s true followers will always seek to be humble and Godlike. If you want to know what kind of god someone worships, look at the kind of person they are: We become like the god we worship. No one who is full of self can claim to be like the true God, because God emptied himself. Jesus came among us as one who serves. In Jesus’ parable about the Pharisee and the tax collector who went to the temple to pray, the Pharisee in his self-sufficiency, does not know or need God. It’s the tax collector, the sinner, who is closest to God. The tax collector acknowledges his inability to help himself. He confesses his need of God’s mercy. He trusts in that mercy and God hears his prayer. The Pharisee, although he addresses his prayer to God, is in fact simply talking to himself. He is congratulating himself on his achievements, while putting others down. His prayer in no way requires him to change, to grow or to move on. The tax collector’s prayer implies a desire to change. He wants to repent and to end his sinful ways. The Pharisee’s prayer is closed, just like his heart and mind. The tax collector is open to God, open to new possibilities, open to growth. He is the one who is truly communicating with God. “The Lord hears the cry of the poor.” Those who realize their poverty without God in their lives are put right with God. The temptation to be like the Pharisee is one that we all face. We may not think that we are perfect, but many of us have
consoled ourselves with the thought, “Well at least I’m not as bad as so-andso over there.” We judge others while absolving ourselves. Jesus comes along and proclaims the blessed are those who rely on God for everything. In our churches, the folks who serve on the most committees or who volunteer the most, who give the most money get most of the honor and attention. We talk a theology of God’s grace from the pulpit, but we live a theology of doing religious things to make God happy. We have found the Pharisee and the Pharisee is us.
