Grand Isle man accused of raping 6-yr.-old girl

Louie Dassau, of Grand Isle, was arrested and booked with firstd e gW r e e Louie Dassau rape and indecent behavior with a 6-year-old girl, according to the Jefferson Parish Sheriff’s Office. JPSO investigators arrested Dassau, 39, Monday, according to arrest reports. Dassau is accused of forcing the girl to perform oral sex, according to Lt. Jason Rivarde, a sheriff’s office spokesman. According to nola.com, the girl told investigators Dassau performed oral sex on her, as well. The Sheriff’s Office also accused him of showing the girl pornography, Rivarde said. See Dassau Page 3-A

Bridge to Independence graduates enter the workforce By DAN COPP, The Courier of Houma

HOUMA, La. (AP) — Sean Adams loves being organized. So when the Bridge to Independence graduate recently joined the Lafourche Parish Clerk of Court’s Office, he said, his new job fit like a glove. “My favorite thing to do is organizing,” the 26-year-old Larose resident said. “This is my favorite job because it helped me educate myself even more about organization.” The Bridge to Independence program at Nicholls State gives students with intellectual disabilities new opportunities to receive higher education while participating in the college experience. The program, started in August 2016, is open to students with intellectual disabilities or autism spectrum disorder. “The Bridge to Independence Program ... provides opportunities for students in the certificate program to work in various offices/departments on campus in internships to prepare them in various skills for gainful employment opportunities once the program has been completed,” said Mary Breaud, the program’s advisor. “We are very excited and proud of our students who have applied for Larose resident Sean Adams at work at the and secured employment after completing the Bridge Program.” Lafourche Parish Clerk of Court’s office. Toddler dies after being found in swimming pool

THIBODAUX, La. (AP) — Authorities say a toddler died earlier this week after being pulled from a swimming pool. A news release from Lafourche Parish Sheriff Craig Webre says Riley Bourgeois of Matthews died Monday — days before his second birthday. Webre’s statement said the child had been playing with a friend as his family visited a neighbor’s residence Saturday, June 30. He was later found, unresponsive, in a swimming pool at the residence. Surveillance video showed the boy was able to open a gate to gain access to the fenced-in swimming pool area. A bystander was already administering

CPR when sheriff’s deputies, firefighters and state police arrived. The child was then airlifted to Children’s Hospital in New Orleans for treatment where he remained in critical condition until he Riley Bourgeois passed away Monday night, July 2. Drowning is the suspected cause of death but Webre’s office said the official cause would be determined later.

sales taxes beginning this week, but Terrebonne and Lafourche parishes still have some of the highest local rates in the state. The Legislature voted during a special budget session that ended June 24 to reduce the state sales tax from 5 percent to 4.45 percent. That brings the total state and local sales tax to 9.95 percent across Terrebonne. In Lafourche, the combined sales taxes range from 9.1 percent to 9.85 percent, depending on the city of taxing district. Local sales tax rates are capped at 5 percent. However, they can exceed that limit with legislative approval. For example, Lafourche Parish government has put a measure on the November ballot to increase the sales tax for garbage collection from 0.7 percent to 1 percent. The parish needed legislative approval to do so because raising the rate will push the local rate in many areas of the parish above the 5 percent cap. Businesses within the city limits of Thibodaux are not included in the tax because the city operates a separate system for solid waste collection. Lafourche has about six groupings of different sales tax districts: Thibodaux, Lockport and Golden Meadow, Road District A north of the Gulf Intracoastal Waterway and Road District 2 south of the waterway. The highest rates are found in Golden Meadow and Road District 2, which includes Cut Off, Galliano and See Taxes Page 3-A

Cut Off man arrested after deputies save his life

A Cut Off man was arrested Wednesday due to an outstanding warrant after deputies saved his life through the use of nalox- Gus Schexnayder one. Gus Schexnayder, 36, is the sixth person saved by Lafourche Parish Sheriff’s Office deputies through the use of naloxone in as many months. Just before 1:15 p.m. on Wednesday, July 4, deputies responded to a call of a man slumped over on the side of a building along LA Highway 1 in Golden Meadow. Upon arrival, deputies located the man, identified as Schexnayder, and observed him to be unresponsive with a slow pulse and labored breathing. Due to circumstances and investigation at the scene, deputies suspected the man was suffering from an opioid overdose. Deputies administered naloxone using an auto-injector. See Arrest Page 3-A

TRMC Sports Medicine Center will host summer basketball camp

The Sports Medicine Center of Thibodaux Regional is hosting a oneday youth basketball clinic on Monday, July 30 at the Wellness Center of Thibodaux Regional Gymnasium. TCC store donating backpacks to local students

On Sunday, July 22, nearly 1,000 participating TCC and Wireless Zone stores are teaming up to donate 187,000 backpacks full of school supplies to children through TCC’s annual School Rocks Backpack Giveaway. Since 2013, TCC has donated more than 752,000 backpacks filled with supplies to ensure children are well prepared for the start of the school year. Between 1-4 p.m. on Sunday, July 22, the local participating TCC store, located at 16258 W. Main, Cut Off, is inviting local families to bring their children to the store to pick up a backpack filled with pencils, paper, a pencil box, folders, glue and more. Concealed handgun course slated for Saturday, July 21

The Lafourche Parish Sheriff’s Office will hold a Concealed Handgun Training Course on Saturday, July 21, at the LPSO Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8:00 a.m. and last until approximately 5:00 p.m. with a break for lunch. The cost for the course is $110, and advance registration is suggested due to limited class size. A short time later, the man became responsive and was examined by medical personnel. He refused further medical attention. Deputies later determined Schexnayder had an outstanding warrant for Contempt of Court for the Town of Golden Meadow. He was then taken into custody and transported to the Lafourche Parish Detention Center in Thibodaux where he was booked accordingly. Naloxone, which is sold under brand names such as Evzio and Narcan, is used as a temporary antidote to treat an opioid overdose. The Lafourche Parish Sheriff’s Office obtained naloxone injectors at no cost to the agency in November 2017 from the Louisiana Department of Health’s Bureau of Emergency Medical Services and the Louisiana Attorney General’s Office. Many deputies are now carrying the agencyissued naloxone injectors after undergoing proper training for use.

Adams is one of four of the program’s May graduates who recently found jobs in the public sector. Adams works in the Civil Department, where he files, organizes and collects records. Lafourche Clerk of Court Annette Fontana said she knew he would be the right fit shortly after meeting him. “Sean is doing great,” Fontana said. “He works very hard and is always happy when he comes in. He has the same responsibilities as other part-time employees. He’s been a blessing and brings a lot of joy. I think the only complaint he has is that our coffee isn’t strong enough.” The Lafourche District Attorney’s Office also recently recruited a Bridge to Independence graduate. Mary Szush, of Thibodaux, assists with administrative work. “I really enjoy working here,” Szush said. “My favorite part of the job is walking to the different buildings during errands and meeting all of the new people.” District Attorney

Kristine Russell reached out to the Bridge to Independence program shortly after taking office to provide an employment opportunity. “Bridge to Independence is an amazing program, and we thought we had an opportunity to make a difference in Mary’s life,” Russell said. “As a mom myself, all we want is for our kids to have a happy, fulfilled life, and we had an opportunity to do that. The program is giving our community these amazing graduates.” Szhush, who works part time in the District Attorney’s Office Monday through Friday, is already making a name for herself with her work ethic, Russell said. “We didn’t know initially what Mary wanted to do, but she has already exceeded our expectations in every task we give her,” Russell said. “She’s happy to do it with a smile. She really helps out our secretaries and support staff. There’s not much she can’t do. She’s been phenomenal.” When Thibodaux Police Lt. Clint Dempster announced on Facebook the department had hired Bridge to Independence graduate Caroline Owens a few weeks ago, the post went viral, racking up 2.7 million views, over 3,000 comments and 18,197 shares. When Owens reported to work one Friday, she found a card on her desk sent from Laguna Beach, Calif., congratulating her on her new job. “It was the most viral Facebook post the PD’s ever had,” Dempster said. Owens, originally from Morgan City, works in the department’s records room, where she enters traffic violations into the computer. “She sits in the front window in our records division, where she can interact with the general public,” Dempster said. “When it comes to Caroline, the sky is the limit.” Owens’ mother, Judy Owens, said she hopes her daughter can serve as an inspiration. “One lady asked us on Facebook why did we have to mention she had Down syndrome, but we’re not ashamed of it at all,” Judy Owens said. “We’re proud of it. We want people to know Caroline is succeeding.”

The founder of the Schriever-based organization Blessed by Downs, Sheri Dupre’ DeFelice, is an ardent supporter of the Nicholls program. Blessed by Downs is the Southeast Louisiana Affiliate of the National Down Syndrome Society that works to provide support for families and those born with Down syndrome. Down syndrome should not be a barrier to accomplishing your dreams, DeFelice said. “When you see someone walking up to you with Down syndrome, a lot of people automatically think they can’t do things, but they really can,” DeFelice said. “What Caroline wants to do she excels at.” The city of Thibodaux recently hired Bridge graduate Paige Faucheux, who works in the city’s Recreation Department. Adams, who wrote a book in 2014 and has aspirations of becoming a motivational speaker, said his new job is helping him fulfill his destiny. “I always tell myself that God has a purpose for everyone,” he said. “And I believe he put me here in this position. That’s why I’ve been into organization in the first place. He knew it was something I loved to do, and he sent me here with Ms. Annette. Every day is like an adventure. Port Fourchon, each at a combined 9.85 percent. In Terrebonne, government is consolidated, covering the entire parish. There are no separate city or town governments as in Lafourche. “The sales tax in Terrebonne Parish is a ‘parishwide’ rate, meaning that wherever you are in the parish, you will pay 5.5 percent (local) sales tax on taxable goods and services,” said parish Sales Tax Director Mark Daigle. In both parishes, sales tax revenue goes to schools, law enforcement and local levee districts. Lafourche also collects sales tax for solid waste and roads. Terrebonne collects a general 1.92 percent for the parish. Lafourche sales tax collections have dropped in recent years, raising $73.9 million in 2016 and $72.4 million last year. Terrebonne collections were higher, bringing in about $115.8 million in 2016 and $116.4 million in 2017. Compared to nearby parishes, Daigle said, Terrebonne is on the higher end. In St. Mary Parish, local sales tax rates range from 4 percent to 4.3 percent. Assumption and St. Charles parishes are 5 percent. St. Tammany Parish’s rates range from 4.25 percent to 5.25 percent. However, when shoppers from St. Mary Parish, for example,

come to Houma to shop, that drives up local revenue, said Daigle. Terrebonne’s hotelmotel tax of 5 percent is also largely paid by outof-towners, he added. Motor vehicle sales taxes are calculated at a slightly different rate. The state has a 4 percent sales tax rate for vehicle purchases, but local rates remain the same. The local rate is calculated bases on where the person buying the vehicle lives, not where the dealership is located. According to the national Tax Foundation, Louisiana’s average combined local and state sales tax rate was 10.02 percent in 2018. As a result, it was ranked as the highest sales tax state in the country. Average state and local collections per capita in 2015, the most recent data available, was $1,521, ranking eighth nationally. However, Louisiana property and income taxes are lower than other states. A report from 24/7 Wall Street in April ranked Louisiana the sixth lowest taxes state in the country. According to the report, which gathered data from the Tax Foundation’s Facts and Figures 2018 report, state residents spend about 7.6 percent of their income on state and local taxes. The state’s 20-centper-gallon gasoline tax is also far less than many other states, the report says. Dassau is known to the victim. The girl told her mother about the abuse, which occurred on more than one occasion. Her mother contacted the sheriff’s office on June 22. In addition to these charges, Dassau was also booked with two counts of probation violation. He was sentenced to five years of active probation in 2016 after pleading guilty to three counts of hydrocodone distribution and possession of marijuana with the intent to distribute, according to Jefferson Parish court records. Dassau was arrested on the rape charges after

he appeared in court Monday morning for trial on charges of theft, hit and run, simple battery and simple criminal damage to property. He was being held without bond Thursday at the Jefferson Parish Correctional Center in Gretna. Bear spends hours up in tree in yard of Louisiana man’s home

HOUMA, La. (AP) — A black bear had made a weekend visit to residents of a neighborhood in Louisiana. The Courier of Houma reports that the bear was spotted Saturday in a tree in the yard of Jared Theriot in Houma. Residents of Houma’s Acadian Drive summoned officials from the state Department of Wildlife and Fisheries. Officials showed up with a trap, but it proved unnecessary. After a few hours the bear climbed down and wandered

Warren P. “Wayne” Dufrene, 95, a native of Gheens, LA and resident of Cut Off, LA passed away peacefully on July 4, 2018. A visitation had taken place on Saturday, July 7 at Samart-Mothe Funeral Home in Cut Off, LA, from 9 a.m. until 10:30 a.m. Mass of Christian Burial had taken place at Sacred Heart Catholic Church in Cut Off, LA at 11 a.m. with burial in Sacred Heart Cemetery. Warren is survived by his daughter, Karen D. Griffin Sammons; son, Wayne P. Dufrene (Kim); granddaughter, Grace Griffin Hicks (Brian); grandson Brooks Dufrene; grandson Ryan Dufrene (Katie); great grandchildren, Cora and Blair Hicks; and brother, Arthur Dufrene. Mr. Dufrene was preceded

in death by his wife, Enola Doucet; parents Diet and Edna B. Dufrene; brothers, Gilbert, Herman, Loney, and Norah Dufrene; and sister, Dorothy D. Cheramie. Mr. Dufrene was a WWII Veteran, having served in the 97th Field Artillery (Pacific) and the 75th Infantry Division (Europe). He was a dedicated member of the American Legion Delvin Adams Post 315 and VFW Post 8583. Warren was also a member and officer of the Louisiana Oyster Festival, was the 1980 Oyster Festival King, and was an active member of the American Legion Seafood Festival. Mr. Dufrene was in the inland marine transportation industry, owning and operating the Warren P. Dufrene Boat Co., NOLA Marine Towing, Inc and DD&S Marine Towing, Inc. Warren loved fishing, shrimping, gardening, and being outdoors. The family would like to thank The Trace Senior Community of Covington, LA and Passages Hospice for their wonderful care provided in his final days. What a Life!

By: Rev. Wilmer L. Todd We should look at a new and less expensive way of administering justice

Louisiana has had some success in improving our system for punishing criminals. We have moved from incarcerating the most prisoners per 100,000, to the second to last place. Our state was known as the “world’s prison capital.” We thank Oklahoma for helping us move up a notch. However, we still have a long way to go. Every year we have a budget crisis in our state. Think of the money we could save if we could come up with a system of rehabilitating the less dangerous criminals instead of the expensive system of locking them up. Most religions and cultures believed that sin and evil are to be punished and that retribution is to be demanded of the sinner in this world and usually in the next. Such an arrangement called “retributive justice” is a dualistic system of reward and punishment, good guys and bad guys, and makes perfect sense to most people. This system promotes prisons, courtrooms, wars, and even sanctions by religious and church authorities. “If you do evil things, you are going to hell.” Jesus and other spiritual teachers took a different approach. Jesus was often accused of hanging around with sinners. The only people Jesus became angry with were those who thought they were better than anyone else and looked down on others. (These people still exist today). Jesus looked upon sin and failure as an opportunity for the transformation and spiritual growth. Keeping score of our sins and failures is not the spirit of the Gospel. Jesus wants to restore relationships, and not just blame or punish. This is this meaning of God’s Amazing Grace that we often sing. (We sometimes define God as a strict judge instead of a Healer, Forgiver, Reconciler and Lover and so we feel justified following that retribution model.) What we really need is an honest exposure to the truth and accountability for what has happened. Only then can human beings move ahead with dignity. Hurt needs to be spoken and heard. It does not just go away on its own. This can then lead to “restorative justice,” which is what the prophets invariably promise to the people of Israel. In Isaiah 57:17-19, God says, “Because of their wicked covetousness I was angry; I struck them, I hid and was angry; but they kept turning back to their own ways. I have seen their ways, but I will heal them; I will lead them and repay them with comfort, creating for their mourners the fruit of the lips. Peace, peace, to the far and the near, says the Lord. I will heal them.” Jesus’ story of the Prodigal Son (Luke

15:11-32) and his whole healing ministry should teach us how we are to act toward sinners. The aim of “restorative justice” is to return the person to a useful position in the community. There can be healing for the offender and those offended. Such justice is a mystery that only makes sense in our inner selves. Any good therapist will tell you that you cannot heal what you do not acknowledge. What you do not consciously acknowledge will control you from within, festering and destroying you and those around you. In the Gospel of Thomas, Jesus teaches, “If you bring forth that which is within you, it will save you. If you do not bring it forth, it will

destroy you” (Logion 70). Only mutual apologies, healing, and forgiveness offer a sustainable future for humanity. Otherwise, the past will control us. We all need to apologize, and we all need to forgive or we will surely self-destruct. Observe what is going on in our country and in other countries. When we take sides and hold on to bitterness and grudges, violence will inevitably follow. “Forgiveness is to let go of our hope for a different past.” Reality leads to great freedom, if both accountability and healing forgiveness are present. No wonder that almost two-thirds of Jesus’ teaching is directly or indirectly about forgiveness.
