After recently filling all of the vacant department head positions, Lafourche Parish President Jimmy Cantrelle has now announced a W new interim deputy department head for planning and permitting. Council OKs $2 million in road projects By Julia Arenstam Daily Comet Staff Writer
The Lafourche Parish Council approved a $2.2 million road project in south Lafourche Tuesday night. Members unanimously passed an amended budget for phase two of the Road Sales Tax District 2 road improvements project. The original budget amendment would have set aside nearly $3.3 million for the project, including two additional projects. Council Chairman Noonie Autin asked that the project be amended to include only the original scope, saving the other two for later this year to wait for more money. The project will be paid for using the Road Sales Tax District 2 half-cent sales tax. The district includes Larose north and south of the Intracoastal Waterway, Cut Off, Galliano, Golden Meadow outside of the town limits, Port Fourchon and Leeville. All council members representing those areas, along with the administration, agreed on the new plan. The first phase of the project was completed last month. Construction bids for
phase 2 are scheduled to be opened April 17. Several council members also questioned construction work that was performed in-house for the Lafourche Parish Animal Shelter. Through a grant, the shelter recently built a surgical unit that it will use to spay and neuter cats and dogs, reducing contracting costs. The new building sits on top of concrete pillars on a slab. At last month’s council meeting, Councilmen Jerry Jones and Daniel Lorraine questioned the appearance of the building and whether the slab was poured correctly. Tommy Lasseigne, the project manager, told the council the building is “perfect” and called any accusations that it is flawed “ignorant.” Parish President Jimmy Cantrelle said he approved raising the building an additional eight inches, using piers instead of cinderblocks, to provide more room under the building for utility work. A skirt will also be added around the base of the new building, he said.

John Bel Edwards and the Legislature are sifting through a long list of competing requests for new dollars, with college leaders, early childhood education advocates and agency chiefs among those vying for the cash. Three different pots of money are available after the state income forecasting panel boosted its projections: a $308 million surplus from the budget year that ended June 30, $110 million in unbudgeted money for the current year and $119 million in the financial year that begins July 1. WHAT SEEMS LIKELY Even when it was uncertain what agreement the governor and House Republican leaders would strike on the income forecast, both sides introduced budget proposals for the upcoming 2019-20 year that included a $1,000 raise for public school teachers and a $500 pay hike for school support workers, like custodians and teaching aides. South Lafourche High chosen for state education panel By Julia Arenstam Daily Comet Staff Writer
South Lafourche High School has been chosen to participate in the state’s Ed Talks later this summer as a leader in education. School leaders are scheduled to lead a panel discussion at the Ed Talks series at the 2019 Teacher Leader Summit, held June 26-28 in New Orleans, the Department of Education announced last week.
The panel will focus on the school’s approach to academic planning and professional development to prepare students for college and careers. The school was named the 2019 Teacher Leader Summit Premier School after earning Top Gains and Equity Honoree distinctions from the state Department of Education. “South Lafourche High School’s recognition validates the hard work that the entire SLHS family has contributed over the past several years. As a district, we are very proud of this distinction,” Lafourche Superintendent Louis Voiron said. The Top Gains award is given to schools that earn A’s in student progress assessments and do not show a pattern of student behavior problems or struggle with student subgroups. The West Larose Vertical Lift Bridge on LA 1 crossing the Intracoastal Canal Waterway in Larose will remain closed continuously to vehicular traffic until 5:00 p.m. May 24. This closure extension is necessary so crews can remove and replace the exterior machinery sheeting, perform touch-up painting, install traffic warning lights, reinforce the lift span bearing risers, and function test the lift span moveable machinery and electrical system. If the construction is completed ahead of schedule, the bridge will return to normal operations. The $25 million project is designed to extend the life of the existing structure and is estimated for completion in summer 2019.

Woman lived to 99 with most organs on wrong side of body
SALEM, Ore. (AP) — Rose Marie Bentley was an avid swimmer, raised five kids, helped her husband run a feed store, and lived to the ripe age of 99. It was only after she died that medical students discovered that all her internal organs — except for her heart — were in the wrong place. The discovery of the rare condition, which was presented this week to a conference of anatomists, was astounding — especially because Bentley had lived so long. People with the condition known as situs inversus with levocardia often have lifethreatening cardiac ailments and other abnormalities, according to Oregon Health and Science University. Cameron Walker’s class at the university in Portland was examining the heart of a cadaver last year when they noticed the blood vessels were different. When they opened the abdominal cavity, they saw that all the other organs were on the wrong side. The unusual blood vessels helped the heart compensate.
Bentley’s family had not known about the condition, which OHSU says occurs only once in every 22,000 births. Apparently Bentley didn’t either. Bentley, who lived in Molalla, 25 miles south of Portland, had led a normal life. ________
Opening of New Orleans airport terminal delayed until fall
NEW ORLEANS (AP) — The opening of a new $1 billion terminal at the Louis Armstrong New Orleans International Airport has been delayed to this fall. News outlets report the city of New Orleans and the New Orleans Aviation Board announced the delay on Thursday. An airport release says the delay will allow more time for testing, training and implementing key system at the facility, which will replace the city’s existing airport’s terminal. This is the fourth time that the opening of the 35-gate terminal has been delayed. Construction started in 2016 and it was set to open in early 2018. Officials decided to increase the number of gates and pushed the opening until February 2019, but then sinking land and a damaged sewer line pushed it to this summer.

year’s budget for the TOPS college tuition program and the payments local sheriffs receive for housing state prisoners. Those programs often get late-year infusions of cash to cover costs. The budget proposal filed by House Republican leaders, which is the measure lawmakers are advancing, doesn’t contain enough money to keep TOPS students from facing cuts in assistance next year, but lawmakers appear likely to add that money, and Edwards supports the addition. WHAT THE GOVERNOR WANTS Running for a second term on the October ballot against two Republican challengers, Edwards wants spending increases in next year’s budget for colleges, K-12 public education, the child welfare agency and juvenile justice programs. One of the larger items is a $39 million increase in block grant financing proposed for K-12 school districts. Edwards also offered plans for spending $80 million of this year’s unbudgeted money. He wants to finish a computer system upgrade across agencies, repay FEMA for Louisiana’s share of some disaster recovery costs and give more money to the corrections department. In higher education, he recommended increased spending to help schools facing accreditation reviews, offer more online resources to students and bolster university research and agricultural facilities. tions Chairman Cameron Henry, whose committee is the first stop for budget bills, joked that he’s received requests that far outstrip available financing. The Jefferson Parish Republican said committee members want to continue “working through the money agencies have before we decide about giving them more.” Several lawmakers have suggested adding dollars for early childhood development programs, which Edwards didn’t recommend for increases. Advocates are asking for $86 million annually to help children from birth to 3 years old with early learning assistance. Some Republicans argue that spending everything available on continuing programs will only boost Louisiana government costs longterm. GOP House Speaker Taylor Barras said: “I would hope we don’t spend it all.” SURPLUS RESTRICTIONS Under Louisiana’s constitution, surplus dollars can only be spent on one-time expenses, like debt payments, construction work and coastal projects, not ongoing agency expenses and continuing programs. At least 10 percent of any surplus must pay down retirement debt, and a quarter of a surplus is earmarked for the state’s “rainy day” fund. That will carve about $108 million off the top, leaving $200 million for lawmakers to divvy up for other items. going efforts to improve the permit department. “In my quest to redefine and improve upon the Permit Department, a promise I have kept, I am dedicating talent to ensure that businesses throughout Lafourche Parish have the best possible experience. My dedication to economic development is my utmost focus moving forward,” Cantrelle said. When Abadie announced the appointment, the Civil Service Board was debating whether Delcambre violated the Civil Service code by participating in political activity. Ultimately, the board said there was no violation because there was enough documentation to show he moved to the deputy position before any political activity occurred. Delcambre is running for Assumption Parish assessor. At the same meeting, Abadie said the parish had also appointed an interim deputy director for public works. Cantrelle said he has the authority to make the appointment, citing Louisiana attorney general and Lafourche district attorney opinions. “Despite debate regarding this appointment, AG Opinion 18-0093, issued by Attorney General Jeff Landry on August 13th, 2018, pointed out that ‘The Charter divides all of the parish’s powers and functions between the legislative and executive branches of parish government and mandates a strict separation of the powers and functions.’” Cantrelle said. That opinion related to the parish president’s authority over employees of the Lafourche Office of Community Action. The opinion states the parish president has the authority to terminate any employees in that department as they fall under the executive branch, subject to any civil service provisions. Cantrelle also cites a portion of the district attorney opinion, issued in 2016 under District Attorney Cam Morvant, who is no longer in office. “Just as the Council is authorized to hire, as-
sign and direct its own legislative employees without administrative approval, so can the parish president assign and direct executive employees without legislative approval,” Cantrelle quoted from the opinion. That opinion was issued when the council was proposing an amendment that would limit department heads to a single, full-time position, eliminating the ability for the parish president to appoint the same person as the director of human resources and the finance department. The amendment was approved but vetoed by Cantrelle and never overridden. The only explicit mention of a deputy department head in the Home Rule Charter lists, “Department heads and one deputy department head per department” as among those excluded from the Civil Service System. The parish code of ordinances, however, elaborates on the role of a deputy department director. The code allows for the parish president to appoint a deputy director in the following departments: finance, public works, human resources and planning and permitting. However, in each section, the ordinances states the positions are subject to approval by the council. “The parish president may appoint a deputy director(s) of planning and permitting that will serve outside of the civil service system, as provided by the Lafourche Parish Home Rule Charter, and as approved by the council,” the ordinance states. Cantrelle could not be reached for comment today to clarify whether he will seek to appoint Delcambre to the perma-

Mary Ann Duet “Myann, TTont”, 70, a native of Galliano and resident of Lockport, passed away on April 3, 2019. A visitation was held at Our Lady of the Rosary Catholic Church in Larose on Wednesday, April 10th, from 9:00 a.m. until service time. A Memorial Mass began at 11:00 a.m. with burial following in the Church Cemetery. Ms. Mary is survived by her son, Chad Michael Duet; sister, Sandra Cheramie (Ronnie); nieces, Hope Adams (Robert), Angela “Doogie” Rousse (Wade), and Sandi Orgeron (Davy), great nieces and nephews; Dane Adams, Trudy Adams, Hailey Orgeron, Carmen Orgeron, and Prince. Ms. Duet was preceded in death by her parents, Edward and Annie B. Duet. Myann’s family would like to give a special thanks to the staff of The Broadway for their care and compassion. Zachary Joseph Savoie, 35, a native of Cut Off, Louisiana and resident of Massachusetts, passed away on Sunday, March 31, 2019. He was preceded in death by his grandfather, Irvin P. Melancon Jr. Zach was generous, loving and caring; he enjoyed spending time with his family and friends. Barbara Ann AdamsMcKay entered into eternal rest on Saturday, April 6, 2019. From her birth on August 20, 1937 in Cut Off, Louisiana to her death, she nourished people around her with passion, faith, and love. She was 81 years of age. She was born in Cut Off, LA and resided in Houston and Dallas area for many years before returning back to New Orleans to live with her sister, Gloria Louimiet. She enjoyed her lengthy career for Mobil Oil as a Contract Analyst for over thirty years. She was a longtime parishioner of St. Matthew the Apostle Catholic Church. She was also a member of several Bridge groups including serving as Vice President for the Newcomers. She always had a passion for books, bridge and travel. No one was more important to her than her grandchildren. She is preceded in death by her husband Bill McKay; sister, Gloria Louimiet; brother, Donald Adams and parents, Alcide and Carrie Adams. What a Life!

Dr. Sigmund Freud used the term “His Majesty, the Baby” to describe the infantile behavior of some adults. Freud died in 1939 so this is not some new behavior. Those who work with chemically dependent people often talk about “King Baby” or “Queen Baby” when describing this type of behavior. I will use “K/Q Baby” to cover both sexes in this article. The third step in the 12 Step program for recovering chemically dependent people is: “Made a decision to turn our will and our lives over to the care of God as we understood him.” We are not in control of the world and we are not totally in control of ourselves. The spiritual writers are often telling us to “surrender to God.” Ignatius of Loyola has given us the following prayer: “Take Lord, and receive my entire liberty, my memory, my understanding and my entire will, all that I have and possess. You have given all to me. I surrender it all to you to be disposed of according to your will. Give me only your love and your grace; that’s enough for me.” This is hard for us to do. We want to be in control. We often keep God at a distance. Who is a K/Q Baby? In our mother’s womb we experienced warmth, security, comfort, freedom and power. All our needs were met. We came into the world screaming but we soon found out that all our needs were met in a different way – food, security, attention and love. With maturity, most people realize that they are not the centers of the universe and they learn to cope with the new challenges of life. They have strong dependent feelings and exaggerated fears of abandonment. They are obsessed with money and material things. They believe rules and laws are for others, not
for themselves. They hold their emotional pain within and lose touch with their feelings. Understand the K/Q Baby is difficult because they are “wearing a mask.” They have two motivating factors: the scared, lonely child does not want to be hurt anymore; and secondly, the K/Q Baby is never satisfied. They are always right while others are wrong. Power, attention and pleasure drive them. Maybe we have some of these qualities in ourselves. The only conquest that brings peace and happiness is the conquest of self. The most interesting journey we can make is discovering who we are. We have to be willing to look at ourselves and get in touch with our shadow side. We have to name the “demon,” claim it as our
own, tame it, and replace it with something positive. We must learn to use things and love people and not love things and use people. In the words of Henry David Thoreau, “To find the best in others, to give of oneself without the slightest thought of return, and to know that even one life has breathed easier because you have lived, this is to have succeeded.” To make this happen we need to surrender to the power of God. To go from victim to victory we must eliminate all excuses. We must take responsibility for our own lives and stop blaming other for our failures. Then we will go from being a victim to finding the right path to peace, love, happiness and success. “Let go and let God.”
