Raceland man gets second life sentence for Larose double homicide By Dan Copp Daily Comet Staff Writer
A 39-year-old Raceland man found guilty of ordering the 2013 killing of a confidential informant has W been sentenced to life in prison, prosecutors said. Toronzo Thompkins, 38, was convicted May 26 of the seconddegree murToronzo der of Nikki Thompkins Landry, 41, of Larose. The jury also found him guilty of negligent homicide in the death of Landry’s acquaintance, 54year-old Harry Lefort, of Cut Off. The victims were shot Sept. 22, 2013, in Landry’s apartment on West Fourth Street. Landry was to testify against Thompkins in his cocaine distribution trial that week. Thompkins was convicted of the drug charge despite Landry’s death and is now serving life in prison at the Louisiana State Penitentiary in Angola. He faces another life sentence for the murder conviction. Thompkins son, Traveyon Blackledge, has already been convicted of both killings, and a third accomplice

BATON ROUGE — Tensions were high Thursday as the Louisiana House voted 55-47 to pass a state budget that called for cutting TOPS funding by 20 percent and stripping most of the funding for partner hospitals and other health services for the poor. This proposal came after state officials estimated that federal tax changes would bring in an extra $346 million in state revenue next year, lowering the projected budget deficit to $648 million. Some legislators, like Democratic Caucus Chairman Robert Johnson of Marksville, expressed serious concerns about the bill and its impact on Louisianans, especially the 31,000 nursing home residents who would lose Medicaid funding and be forced out of facilities with no places to go. “We are constitutionally obligated to pass a budget, but we are not constitutionally obligated to

BATON ROUGE, La. – Entergy Louisiana customers will see a series of rate reductions over the remainder of 2018 under an agreement approved Wednesday by the Louisiana Public Service Commission (LPSC). The first of the reductions will occur in May as a result of $210 million in federal tax reform-related savings, $105 million of which will be returned to customers over the next eight months, with the remaining half of these savings returned to customers over the following four years. Study: Louisiana Medicaid expansion program has $3.5B impact
BATON ROUGE, La. (AP) — Louisiana’s Medicaid expansion program has helped create or support nearly 19,200 jobs across the state and $178 million in state and local taxes, according to a new economic analysis. The three LSU professors hired by the state health department to look at the program during the 2016-17 budget year determined that the infusion of $1.8 billion in federal spending on health care through the Medicaid expansion had a $3.5 billion economic impact in Louisiana. Economist Jim Richardson, the lead author on the study, said the jobs were spread around the state and should continue as long as the federal financing of the program continues. Gov. John Bel Edwards championed the Medicaid expansion and moved to enact it as soon as he took office more than two years ago. More than 470,000 people have enrolled in the government-financed coverage for the
working poor and other nonelderly adults, which began July 1, 2016. The Edwards administration says more than 183,000 people in the program have received preventive services that in some instances have identified cancer, diabetes and other illnesses. Adults ages 19 to 64 with incomes up to 138 percent of the federal poverty level - about $16,750 for a single adult or $28,680 for a family of three - are eligible for the coverage through one of Louisiana’s Medicaid plans administered by private managed-care companies. Edwards, a Democrat, said Louisiana is saving more than $300 million this year by tapping into the Medicaid

Evidence presented during the trial included jail recordings of phone calls made by Thompkins to acquaintances, including Blackledge, seeking to have Landry killed to prevent her testimony. State District Judge Walter Lanier of Thibodaux handed down the sentence on Wednesday. Thompkins had already been serving a life sentence as a habitual offender after being convicted for distributing cocaine the week after Landry’s murder. Thompkins will spend the rest of his life in prison without the benefit of probation, parole or suspension of sentence, prosecutors said. “To set up the killing of another human being for the purpose of avoiding trial is unthinkable,” District Attorney Kristine Russell said. “Life in prison is the only appropriate sentence. While we might never be able to give the victims’ families real closure, we can give them justice. I hope that this begins the healing process for both of these families.” The defendant also received five years for the negligent homicide of Lefort, which he will serve concurrently to the homicide sentence but consecutively to the habitual offender sentence, prosecutors said. After spending two hours of debate on an unusually large number of amendments, it became clear that representatives were simply too divided on the issue to have much chance. Some of the most prominent concerns included the ways people could build structures to block waterways, the liability of property owners and even how to define “running waters.” Amendments addressing all of these issues were considered, a few which were adopted. However, the bill’s sponsor, Rep. J. Kevin Pearson, R-Slidell, complained that a number of the amendments were just “poison pills” to help kill the bill. Others, like Rep. Barry Ivey, R-Central, felt the bill was simply too intrusive on landowners. Essentially, the private waters that would have been affected by the bill were those that are connected to state waters or waterways subject to coastal tide activity. This would have been significant, as there are a large number of coastal marshes and swamps in the state that meet these requirements and are privately owned. While the land underneath and surrounding the water can be owned privately, the water itself—as well as its aquatic life—is classified as state property. However, trespassing laws have allowed private owners to file charges against boaters and anglers accessing the property. Pearson said his primary concern in proposing the bill was to eliminate this risk for recreational fishermen. “This bill was never,

ever about access to any land,” said Pearson. “We are trying to allow Louisiana, which once was called the sportsman’s paradise, to remain the sportsman’s paradise.” “We can’t remain the sportsman’s paradise when you have someone fishing in southern Louisiana and getting a ticket for trespassing on property that he doesn’t even know is private,” he added. Pearson also said he had reached out to landowners about the bill but had received less-than-enthusiastic responses from them. “I have not had any assistance there, it’s just, ‘We’re going to kill the bill,’” he said. While the public would have been able to access the waterways, the ownership of the land would not have been affected. Owners also would have retained limited liability if their properties was used by others for recreational purposes. A previous version of the bill allowed for an exemption from the law in areas in which obstacles impeding navigation were constructed by a private landowner before March. That was amended to require a permit from the Department of Natural Resources before the bill was killed. According to Louisiana Sportsman magazine, B.A.S.S., a prominent fishing organization, had said it would stop hosting tournaments in Louisiana tidewaters that appeared to be public waterways if recreational fishermen were at risk of arrest.

However, Thursday, when the bill reached the House floor, Rep. Lance Harris, R-Alexandria, and chairman of the Republican delegation, presented an amendment that would fund TOPS at 80 percent instead of 100 percent of the projected cost and split the remaining money between higher education and state hospitals run by private partners. Roughly $32.5 million saved on TOPS would be dispersed through the partner hospitals across the state. The hospitals have said, however, that they need a combined $200 million to continue operating. Harris contended that the House had to pass a budget despite the heavy cuts. “It’s not just our job to pass a budget, but it is our job to pass a stable tax structure for this state,” Rep. Walt Leger, D-New Orleans responded. Leger also asked Harris if he felt the budget, as it stood, met the needs of the state. Harris said he did not. Harris also said Thursday that he was in favor of a special session. This comes after weeks of House Republicans claiming that they could solve the state’s budget deficit through cuts alone. Rep. Barry Ivey, RCentral, argued that Harris and others did not feel that it was imperative to pass a budget in the previous special session. Ivey, who voted against the budget Thursday, previously accused his fellow Republican legislators of not wanting to give Gov. Edwards, a Democrat, a political victory by passing tax reform during the last special session. “I got excoriated for trying to do my job and pass a budget,” said Ivey. The only Democrat

to vote in favor of the bill was Rep. Neil Abramson, D-New Orleans. He said that his vote did not mean he endorsed the bill as final but did think it was a place to start. The Legislature was unable to pass a budget reform last year and failed again in February’s special session. As the proposed budget now moves from the House, the Senate has not said if it will address it during the regular session. Senate President John Alario, R-Westwego, has said he was not sure if legislators would be able to come to agreement and that he would rather debate the budget during a special session when raising more revenue is part of the mix. Jay Dardenne, the commissioner of the Division of Administration, broke down the funding for health care and showed that each partner-hospital would only receive around 12 percent of funds needed. Rep. Barbara Norton, D-Shreveport asked why the only funding for hospitals in the budget passed by the Appropriations Committee for went to one in Alexandria, where Harris is from. Harris said that she would have to ask the chairman of the Appropriations Committee, Cameron Henry, RMetairie. She then asked if Harris had asked Henry why his district would have been the only one receiving funding, and he said he had not done so. “I basically didn’t know about it,” said Harris. Rep. Malinda White,
D-Bogalusa, told Harris he could keep the portion of money that would go to the hospitals in her area because it “wouldn’t even keep the Band-Aid station open.” “You can give the money to someone else,” she said. Other representatives worried about the loss to TOPS funding. Rep. Kenneth E. Havard, R-Jackson, argued that by reducing TOPS, the state was breaking their promise with families. “So now we are going to cut the one thing they get,” Havard said. “The only thing that we have promised them since they entered the ninth grade.” State figures show said that 20 percent of the TOPS money typically goes to students from families earning $150,000 or more. WAYNE CHERAMIE
Wayne John Cheramie passed away unexpectedly at his home in Metairie on April 11, 2018 at the age of 65. Wayne was the son of Mack and Edith (Gisclair) Cheramie of Lafourche Parish. He is survived by his wife, Virgie (Breaux) Cheramie; two daughters, Valerie (Mark) Hulse and Nicole Buckeridge: a son, Peter (Shannon) Cheramie; and his son-in-law, Michael Albers; eighteen grandchildren; eight great grandchildren; his mother, Edith (Gisclair) Cheramie; and his sisters, Cindy and Dina Cheramie. Wayne is preceded in death by his father, Mack Cheramie; and his sister, Cathy (Cheramie) Raines. He was born and raised in Lafourche parish, and resided in Metairie. Beloved son, father, and grandfather, Wayne will be sadly missed. He was a loving generous person who gave of himself to his family, friends, and neighbors. A memorial service was scheduled for April 20, 11 a.m. 12 p.m. at Vineyard Church of New Orleans, 4340 Sal Lentini Pkwy, Kenner, LA 70065 (visitation 10-11), with a reception that followed. Mae Rita Vedros, age 86, passed away on Thursday, April 19, 2018. Visitation will be held on Saturday, April 21, at Sacred Heart Catholic Church in Cut Off from 9:30 a.m. until service time. A Mass of Christian burial will be held at 11 a.m. with burial to follow in the church cemetery. Mae is survived by her children, Ida C. Vedros, Timothy M. Vedros (Tracy), Gerard A. Vedros (Sandra), Terence J. Vedros (Jeanine); six grandchildren, Jeremy, Hannah, Emily, Andrew, Remi, Hansel; great grandson, James; and sister, Dorothy Badeaux. She was preceded in death by her husband, Lawrence A. Vedros; and parents, Dennis and Estellina Matherne. Mae was an active parishioner of Sacred Heart Church. She enjoyed sewing, and playing pokeno with her friends. Her grandchildren were her pride and joy. Falgout Funeral Home is entrusted with arrangements.

Mr. James is survived by his wife of 70 years, Netty Pitre Danos; sons, Reed Danos and wife Shelia, and Todd and wife Michele Danos; grandchildren, Dirk, Gregory, Denise, Brook, Kline, Dustin, Alexandra, and Taylor Danos; great-grandchildren, Emily, Ava, and Atlas; brothers, Raymond Danos and wife Ruby, and Russell Danos and wife Bobbie Rose; and sisters, Reba Adams and husband Whitney, Barbara Hebert and husband Daniel, and Beverly Dufrene and husband Danny. Two local men were arrested in connection with a residential burglary in Galliano. Sean Chauvin (age 24) of Cut Off, and David Nelson Jr. (age 20) of Galliano, were arrested for the burglary, and they are also charged with property damage in the case. On Sunday, April 15, a deputy responded to a Galliano residence in reference to a burglary. Through investigation at the scene, the deputy learned several items of value including jewelry, televisions, gaming systems, and other items were stolen. The

Monday, detectives located Chauvin in Cut Off and questioned him in reference to the incident. During questioning, he admitted to his role in the burglary. Then, at around 1:30 a.m. on Tuesday, April 17, detectives made contact with David Nelson Jr. at his residence. There, detectives recovered a number of items stolen during the burglary. They also discovered approximately half a pound of suspected marijuana and approximately 76 doses of suspect MDMA. Chauvin and Nelson
Health Department to offer no-cost STD testing
BATON ROUGE, La.– The Louisiana Department of Health is offering STD testing at no cost to patients at select Parish Health Units on April 24, April 25 and April 26 in support of the Centers for Disease Control and Prevention’s STD Awareness Month. 5 Louisiana medical marijuana dispensing licenses awarded
BATON ROUGE, La. (AP) — The Louisiana Board of Pharmacy has started selecting the recipients of medical marijuana dispensing licenses. Five permits were awarded Tuesday, with four more businesses expected to be chosen a day later for licenses. Local media reported that licenses were granted to: Capitol Wellness Solutions in Baton Rouge; Green Leaf Dispensary in Houma; The Apothecary Shoppe in Lafayette; Medicis in Lake Charles; and H&W Drug Store in New Orleans.

What a Life!
By: Rev. Wilmer L. Todd Jesus’ Resurrection has given our bodies a new dignity and importance
On Easter Sunday, I heard someone wishing another person a “Happy Resurrection” instead of “Happy Easter.” That might be more “spiritually correct.” However, scholars are not exactly sure of the origin of the word “Easter.” One theory is that the mythical figure Eostre was the AngloSaxon goddess of the sunrise and the spring. They named the direction of the sunrise, East, for her. The sunrise became a symbol of the Resurrection. On Easter Sunday, we even have Sunrise Services facing the East. Another idea involves the Germans who settled in Rome during the fifth century. The color of the robes worn during the resurrection season was white, alba in Latin. Alba also meant sunrise. When they translated alba into German, ostern was used. So, take your pick. What is more important are the implications of Christ’s Resurrection, especially regarding our bodies. When Jesus rose from the dead, he appeared with a glorified body. He made sure his disciples knew he was fully alive. He asked the apostle Thomas and others to touch him. We believe what God has effected in Jesus was a virtuous deed and the same will be done for us. Fr. Richard Rohr in one of his daily meditations says this: “God’s will is incarnation. And against all our expectations of divinity, it appears that for God, matter really matters. When God gives of Godself, one of two things happens: either flesh is inspirited or spirit is enfleshed.” Nevertheless, the Christian Church has had a hard time dealing with our bodies. We seem to be either ashamed or afraid of the body. We need to make peace with our material side and realize this is God’s gift. We cannot have a healthy view of our own bodies until we accept the fact that God has forever made human flesh the privileged place of God’s Spirit. We are temples of the Holy Spirit. We can separate body and spirit for the sake of studying our humanity, but our bodies and our spirits must always be one. That’s the way God made us! St. Irenaeus’ famous quotation is, “The glory of God is a human being fully alive.” The task of becoming fully human is a life long task. We need to be in touch with our bodies and our spirit. To become fully human is a conscious choice that every Christian should make. We do this by im-
itating Christ. To become fully human is the highest honor we can pay to Jesus. The Irish poet and priest, John O’Donohue (1956-2008), says it well: “Your mind can deceive you and put all kinds of barriers between you and your nature; but your body does not lie. Your body tells you, if you attend to it, how your life is and if you are living from your soul or from the labyrinths of your negativity. … The human body is the most complex, refined, and harmonious totality. “Your body is, in essence, a crowd of different members who work in harmony to make your belonging in the world possible. … The soul is not simply within the body, hidden somewhere within its re-
cesses. The truth is rather the converse. Your body is in the soul, and the soul envelops you completely.” To be in touch with our bodies we need to
