Lafourche jury finds Raceland man guilty of aggravated rape

A Raceland man charged with aggravated Wrape in NovemMichael ber of 2017 Lirette, Sr. was convicted by a Lafourche Parish jury Tuesday evening. Judge Hugh Larose presided over the trial. Michael Lirette Sr., 66, sexually abused the pre-teen victim over a period of several years dating back over a decade ago. Lirette, who lived on the same street as the victim, was a friend of the victim’s family. “Justice may be delayed, but it won’t be denied,” said Assistant District Attorney Jason Chatagnier, who prosecuted the case along with Greg Stahlnecker. “The victim became the voice of her 8 year old self. Now, after a decade of living with the weight of her story, justice has been served.” Chatagnier continued, “We applaud the Lafourche Parish Sheriff’s Office, more specifically the Juvenile Detectives Division, for their diligence in public service.” During the trial, other victims testified See Litette Page 3-A

State, parishes to get $94M in offshore oil money

WASHINGTON (AP) — The federal government is set to pay Louisiana $94.7 million of its royalties from Gulf of Mexico offshore oil revenue earned in fiscal year 2018. News outlets report the U.S. Department of the Interior on Thursday announced the latest Gulf of Mexico Energy and Security Act (GOMESA) award will go toward coastal restorations projects and flood protections. Lafourche and Terrebonne parishes will receive nearly $2.5 million combined. The 2006 act is meant to distribute federal revenue collected from energy-related offshore drilling to several states, including Alabama, Mississippi and Texas. According to a recent North Lafourche Levee District newsletter, excavation of a new forced drainage canal as part of the Lockport to Larose Hurricane Protection Project is 70 percent complete as contractor Onshore Materials LLC proceeds toward Larose. The new forced drainage canal will provide greater storage capacity for water within the system. Completion is expected this fall. Along with the excavation of the new drainage canal, the existing forced drainage canal (40 Arpent Canal) is being filled. This will allow NLLD to increase the footprint and the stability of the adjacent levee in the next phase of the project. All levee upgrades along Reaches C4, C5 and D1 should be completed in 2020.

Long-shot effort renewed to raise Louisiana minimum wage By MELINDA DESLATTE, Associated Press

BATON ROUGE, La. (AP) — A renewed effort to boost the minimum wage paid to Louisiana workers edged ahead Thursday in the Senate, with tougher hurdles to passage than prior wage hike bills that failed. The proposal by New Orleans Sen. Troy Carter would set Louisiana’s minimum wage at $9 per hour, up from the $7.25-per-hour federal level currently paid to workers in the state. The labor committee voted 5-1 to send the measure to the full Senate for debate. “Throughout our entire state, people are hurting,” said Carter, a Democrat. He added: “We should create an environment where families can do more than just survive, that they thrive.” Gov. John Bel Edwards, a Democrat running for reelection this fall, has repeatedly sought a minimum wage increase, with his administration saying it could boost the pay of tens of thousands of workers. Law-

makers have rejected the idea for three years straight, even though polls show the wage hike is popular. Twenty-nine states have set a minimum wage higher than the federally mandated rate, according to the National Conference of State Legislatures. Carter pointed to the neighboring state of Arkansas, which recently passed an $11an-hour minimum wage ballot initiative. But the bid to boost Louisiana’s minimum hourly pay remains a long shot. Carter’s proposing to let voters decide the wage hike’s fate through a constitutional amendment, but that takes two-thirds backing from the House and Senate. His minimum wage proposal last year failed to win a simple majority of senators’ support. As they have done in years past, the National Federation of Independent Business and the Louisiana Association of Business and Industry opposed the increase. See Wages Page 3-A

The Lafourche Parish Council voted unanimously Tuesday night to move forward with a new garbage contract that will reduce the cost by nearly $5 per household each month. The vote accepted a proposal from River Birch LLC to take over residential garbage collection in all areas of the parish, except within the city limits of Thibodaux. Parish President Jimmy Cantrelle said he plans to present a final contract to the council at its next meeting May 14. The proposal was approved by the council’s Solid Waste Committee earlier this month. According to the letter, the company plans to offer a five-year contract for twice-a-week collection, unlimited bulky waste collection and new 95-gallon garbage cans for residents, starting at a rate of $15.50 per household. The company will also purchase new equipment. See Council Page 3-A

2½ years in prison for woman who stole more than $2 million

NEW ORLEANS (AP) — Federal authorities say a Louisiana woman has been sentenced to two and a half years in prison for stealing more than $2 million from her former employer. New Orleans-based U.S. Attorney Peter Strasser’s office says in a Wednesday news release that 40-year-old Jennifer Guillot of Chalmette was sentenced for bank larceny. She had pleaded guilty in January. Prosecutors say the thefts happened when Guillot worked as bookkeeper for a New Orleans-area company. She wrote company checks to herself and to her credit card companies and logged onto a company electronic account without permission to pay personal credit card bills. Steps she took to cover up her crimes included altering original bank statements, copying the altered statements then shredding originals and the cancelled checks. ___

Edwards calls for 3 debates in Louisiana governor’s race

BATON ROUGE, La. (AP) — Gov. John Bel Edwards is calling for three debates with his Republican challengers in the Louisiana governor’s race this fall. The Democratic incumbent said Wednesday that he wants three, hour-long TV debates against Republican contenders Ralph Abraham and Eddie Rispone between Sept. 2 and the Oct. 12 election. Edwards says he’s already accepted a debate invitation for Sept. 19 in Baton Rouge, to be televised statewide by Nexstar. He says he’s searching for two more forums that could be shown on TV across Louisiana, held in different regions of the state. Abraham, a northeast Louisiana congressman, responded on Twitter, saying there should be debates in each of the state’s six congressional districts.

Rispone’s campaign spokesman Anthony Ramirez backed the idea of three debates, calling the number appropriate. ___

5-year-old Michigan boy calls 911 to ask for McDonalds

WYOMING, Mich. (AP) — A 5-year-old Michigan boy had a craving for McDonald’s but his grandmother was sleeping so he called 911 and made a request. WZZM-TV in Grand Rapids reports Iziah Hall of Wyoming asked the dispatcher: “Can you bring me McDonald’s?” Dispatcher Sara Kuberski says she told him no but reached out to the police. Wyoming police officer Dan Patterson says the April 14 request made him laugh, so he stopped at McDonald’s on his way to check on Iziah’s home in the western Michigan city. Patterson says he thought, “I’m driving past McDonald’s on my way there and I might as well get him something.” The officer says the first thing the boy said to him was, “My grandma’s gonna be so mad, can you please go away?” Information from: W Z Z M - T V , http://www.wzzm13.co m

Revenue From 1-A

“While these funds go directly to the parishes, we look forward to working with them on their priorities and ensuring the lines of communication with CPRA are open to help move their projects forward,” said Bren Haase, the coastal agency’s executive director. Gulf states will receive $215 million combined. Louisiana received the most; followed by Texas, $58 million; Mississippi, $32 million; and Alabama, $30 million. Congress has banned drilling off Florida and, as a result, the state does not receive money through GOMESA. Louisiana’s congressional delegation hailed the latest distribution. “Revenues from oil and gas activity in the Gulf of Mexico are vital to restoring our coast and protecting coastal communities, which is why I’ve fought to protect this revenue sharing from attempts to raid it,” said Rep. Steve Scalise, R-Metairie, whose district includes southern Terrebonne and Lafourche. “Through this revenue sharing, Louisiana will receive nearly $100 million to invest directly into vital coastal-restoration and hurricane-pr otection projects that provide greater security against strong Gulf storms and floods.”

Wages From 1-A

Dawn Starns, state director of the NFIB, said Louisiana’s economy lags the nation in growth and employment levels, and she said forced wage increases would exacerbate job losses. She noted that while Carter referenced Arkansas, Louisiana’s neighboring states of Texas and Mississippi haven’t raised their minimum wages beyond the $7.25 federal level. “We believe philosophically that the market should dictate the wages,” Starns said. Carter brought New Orleans area business leaders, including Ochsner Health System President and CEO

Warner Thomas, to speak in favor of his proposal. Ochsner, the state’s largest nonprofit health care system, raised its minimum wage to $12 per hour this year. Supporters hope to get a boost from a recent poll from LSU’s Public Policy Research Lab, which showed 81% of Louisiana residents, including nearly threequarters of Republicans, said they support an increased minimum wage of $8.50 an hour. The only committee member to vote against Carter’s bill was Republican Sen. Barrow Peacock, of Shreveport. With a separate 4-2 vote, the labor committee also sent the full Senate a proposal by Sen. J.P. Morrell, a New Orleans Democrat, that would prohibit employers from taking action against workers who talk about their pay. Supporters, including the governor, say the measure would help achieve more equal salaries by shining a light on pay disparities. Business organizations oppose the bill as meddling in their operations and creating new avenues for lawsuits against them. Senators rejected a similar “pay secrecy” bill last year. ___ Senate Bills 136 and 155: www.legis.la.gov Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

The parish is currently paying $20.17 per household, Councilman Daniel Lorraine said. Based on the number of estimated households at 34,580, the first year of the contract would cost $535,990. At $20.17 per household under the current terms, the current contract would cost the parish $697,478. The current deal with Progressive Waste Solutions expires at the end of this year.

Lorraine, one of the members of the Solid Waste Committee, commended Solid Waste Manager Jerome Danos for helping to negotiate the contract and bringing it to the committee. Lorraine called the new contract proposal “unbelievable” and a “no-brainer.” Ten years ago, the parish was paying the previous contractor $17.40 per household, Lorraine said. The parish contract is financed through a 0.7 percent sales tax that excludes Thibodaux. Cantrelle and Lorraine have said the current tax revenue is more than enough to cover the new price. “This is well within our budget, and we don’t have to go back to the taxpayers,” Councilman Jerry Jones said. For the past two years, the parish has pulled more than $3 million from BP fine reserves, royalty funds and other discretionary budgets to cover a roughly $2 million gap between solid waste revenue and costs. “With the new contract, service stays the same, with new equipment, nothing’s cut, and for this price, it’s a nobrainer,” Lorraine said. “It’s a miracle.” Before the council officially approves the new contract, Councilman Jerry Lafont asked the company to provide the number of trucks it will deploy for bulky waste and for regular pickups. The council also heard reports from its legislative internal auditor, Reggie Bagala, Ochsner St. Anne CEO Timothy Allen and Lafourche Parish Animal Shelter Advisory Board Chairwoman Betsy Magee. Bagala asked the administration to review the parish’s website, noting that the community services calendar was bare, and property tax and public works reports have not been updated for the past several years. Ochsner is part of Lafourche Hospital Service District No. 2 and receives property taxes from some residents. Using the $260,000 in taxes it collected last year, along with other money, the hospital provided 56,000 residents with free services such as health screenings and programs, Allen said. The hospital is also the only district in the parish that pays taxes, Allen said, contributing $375,000 to the parish in 2018. The Lafourche Parish Animal Shelter saw a record 1,000 adoptions last year, Magee reported, but a large number of cats go unadopted each year due to the number of stray cats. To combat it, the shelter is working with three veterinarians in south Lafourche to provide spay and neuter events, she said. Last year, the program helped spay 300 cats, while the shelter saw a decrease in the number of cats surrendered to the shelter by the same number. “This is the only method of addressing cat overpopulation throughout the country that been successful,” Magee said. The shelter also recently received a $90,000 grant from the Petco Foundation to renovate its dog kennels.

According to the terms of the grant, the project must be completed by August. The advisory board is also working to write some new parish ordinances and rules for cruelty and neglect of animals. Among the group’s wish list is the addition of a green space for exercise, more community outreach, a free microchip program, free spay and neuter for pit bulls, renovating or building a new facility and better relations with the Sheriff Office’s Animal Control division. — Daily Comet Staff Writer Julia Arenstam can be reached at 448-7636 or julia.arenstam@ houmatoday.com. What a Life!

By: Rev. Wilmer L. Todd Happiness begins where selfishness ends and one engages in loving acts

True spirituality encourages us to let go and let God. Jesus’ life, death, and resurrection show us how to win by losing. In the letter to the Philippines Paul says, Jesus “emptied himself, taking the form of a slave, being born in human likeness. Being found in human form, he humbled himself and became obedient to the point of death, even death on a cross. Therefore God also highly exalted him and gave him the name that is above every name.” (Phil. 2:79) Jesus became human to teach us how to empty ourselves of our pride and hate and to take the form of a servant like Jesus did. When we die to self, we find new life. This is what Jesus’ Resurrection means for us. The following quotations show us how to be good servants of Jesus. Author Og Mandino once said, “Extend to each person, no matter how trivial the contact, all the care and kindness and understanding and love you can muster, and do it with no thought of any reward. Your life will never be the same.” Coach Dale Brown declares, “Kindness sees no color, ethnicity, age, gender, status wealth, or religion. However, it does see the person of God. Kindness is a language the deaf can hear and the blind can see. With one small loving gesture you can change a person’s life for the better.” The late Martin Luther King, Jr. said, “Returning hate for hate multiples hate, adding deeper darkness to a night already devoid of stars. Darkness cannot drive out darkness, only light can do that. Hate multiples hate; violence multiplies violence in a descending spiral of destruction. “Time is cluttered with the wreckage of communities that surrender to hatred and violence. For the salvation

of our nation and the salvation of humanity, we must follow another way. Love is the most durable power in the world. This creative force is the most potent instrument available in mankind’s quest for peace and security.” President John F. Kennedy had written a speech he had planned to give in Dallas on November 22, 1963, the day he was assassinated. This is an excerpt from that speech: “Our duty as a party is not to our party alone, but to the nation, and to all humanity. Our duty is not merely the preservation of political power but the preservation of peace and freedom. So let us not be petty when our cause is so great. Let us not quarrel among ourselves when our nation’s future is at stake. “Let us stand together with renewed

confidence in our cause and determined that this land we love will lead all humans into new frontiers of peace and abundance.” Basketball coach John Wooden identifies what’s important in life: “Happiness begins where selfishness ends and one engages in acts of kindness.” The following are six little stories: 1) One day all villagers decided to pray for rain.
