BATON ROUGE, La. (AP) — Louisiana senators are moving ahead with a bill to end executions in the state, a rare proposal in a Republican-controlled region that tends to favor capital punishment. A Senate judicial committee Tuesday voted 6-1 to have the full Senate consider the proposal, which would eliminate the death penalty as punishment for any offenses committed on or after Aug. 1. Even though he supports capital punishment, Republican Rep. Steve Pylant told the committee that cashstrapped Louisiana should not be spending money on costly death penalty appeals, especially when only one person has been put to death in Louisiana since 2002.

A familiar coalition of religious leaders and defense attorneys attacked capital punishment, citing moral concerns and questioning whether it deters crime. The state’s 82 percent reversal rate of death sentences since 1976 is the highest in the nation, but supporters of the death penalty said some of the reversals have come about from technicalities. A more unorthodox defense of the bill came from former Louisiana prosecutor A.M. Stroud. Harassment begging in America By Dr. Glenn Mollette Guest Columnist

My wife and I visited New York City a couple of days recently. We were walking through Times Square and masses of people on a Saturday night after a show when someone called out to us for money. “Will you please give me a couple of dollars I am hungry,” came the first plea. I barely heard this out of my right ear, as we were moving forward with the crowds. I hadn’t really noticed this guy as I was trying to watch where we were going, not trip on someone or the sidewalk while trying to enjoy the lights and sounds of Times Square. People begging for money have become a common sight in America. I see it in Cincinnati, Nashville, Washington, D.C., Chicago, Baltimore, Seattle, Portland and well you get the picture … begging is everywhere in America to some extent. There is no American that can hand money to every beggar they pass on the street. My wife and I try on occasions to help people. We’ve seen mothers with their babies on the street begging. We’ve seen families on the street begging. We’ve seen Veterans on the street begging. We have passed people and then gone back with a few dollars if we had it to give. Last Saturday night I was more attuned to walking with my wife and trying to enjoy a brief NYC visit. For some reason this beggar in NYC tuned in on me when I did not turn my head and look at him or respond. He moved toward me, got in my face and yelled at me, “You

are a S.O.B. and I hope that you choke on your food tonight.” I looked at him for just a moment. He was a very angry man obviously from the Middle East. I don’t know if he was from Syria, Yemen or who knows but definitely Middle East. My wife and I moved forward. I wasn’t scared but it’s irritating to be accosted for money when someone is calling my mother the B word. I was happy that I had not given that man a penny. I understand that people get desperate and hungry. I understand poverty is rampant in this nation. I understand people are victims of unfortunate circumstances. I do believe we should help people and I’ve tried throughout my life to always be involved in charitable projects. I don’t feel sorry for people who feel they are entitled to harass, accost and literally try to rob people. Thieves and robbers who break into people’s houses rationalize that they need stuff and however they can get it is justifiable in their minds. What I am seeing more and more in America’s cities is what I’ve seen in Africa, Turkey and other foreign countries, which is harassment, begging and pleading. Our tour group was warned about leaving the ancient city of Ephesus in Turkey back in 2005. Our guide told us the people would beg vehemently for anything you have. Do not even make eye contact with them we were told. Sure enough it was a mob who did everything but try to take our wallet and purses. They literally got in our faces and

begged, pled and cried for anything we might give them. I’ve seen this same demeanor in other parts of the world. More and more of these people are coming to America and more of them will end up on our streets and prowling our neighborhoods. Taking a carefree, delightful stroll down Michigan Ave in Chicago, a leisurely walk through Times Square or most any major American city has changed. We’ve always had the poor and needy. However, we are now facing a different attitude and in reality a frightening mentality that does not mind getting in your face to get some of your money or whatever else they feel possessed to try to take. Finally, everywhere I go in America people are working from every nationality around the world. From hotels, to restaurants, to taxi drivers, vendor people are working and I can’t understand anything they say. They do seem to work hard and seem to be happy to be in America. I am happy for these people if they are legal, but I do wish I could understand what they are saying. If you run into a guy in Times Square calling you an S.O.B. and wishing for you to choke on your food please do what I did not have the presence of mind to do. Remember, hindsight is always 20/20. Tell him about all the Internationals working all over America. Tell him he can work a real job too. If he doesn’t want to do that to please do us all a favor and go back to where he came from.

The alleged victim, who was the next to testify, said she finally reported Danos because he has enjoyed his freedom but she hasn’t. “I’ve been in my prison, in my own house, for 30 years,” she said. “And I can’t do it anymore.” Ory pointed out several inconsistencies between her police statements and testimony, including how often she would visit Danos’ home, how many times he allegedly raped her and which sex acts allegedly occurred on what occasions. He also pointed out that other people in the home had never witnessed Danos abusing the alleged victim. The defense attorney noted that she was more composed talking to him than she was with Russell and was able to speak without crying. Although the charges against Danos involve one alleged victim, two other women who said they had been related to Danos by marriage testified against him. The statute of limitations has expired for their allegations. A 52-year-old woman testified that Danos molested her when she was 5 or 6 years old, and a 60year-old woman testified that he molested her when she was between 10 and 12. Both said they didn’t initially report the alleged crimes out of shame and

fear. “It’s not something that you talk about, that you brag about, that you write home about,” the 52year-old said. “It’s very shameful.” Ory said the woman had a track record of accusing Danos of heinous crimes: molesting multiple people, impregnating one, killing her mother and causing a family member to commit suicide. None of that could be proven, Ory said. “You expect us to believe the person who’s slinging allegations left and right?” he asked her. She responded that she believed what she said to be true. The 60-year-old also alleged in a police statement that Danos had molested several people. But like the 52-year-old, Ory said, she had no proof. Danos was the only witness for the defense. He said he was never alone with the alleged victim and firmly denied sexually touching or raping her or anyone else who testified or was mentioned in court. The defendant said he believes the 52-year-old woman testified as she did because she wanted money from a succession. When Soignet asked him what he did to the alleged victim and the other woman who testified to lead to such accusations, he said he didn’t know. With the centerpiece of Edwards’ tax package upended, attention shifts to House Republican leaders to devise a path forward for balancing next year’s budget and coping with the loss of $1.3 billion in temporary taxes set to expire in mid-2018. “At this point in time I’m looking for the House leadership to step up, offer solutions and not just continue to say no,” Edwards said after his tax proposal was shelved. House Speaker Taylor Barras, a Republican, said the Ways and Means Committee will start voting on other tax proposals next week. He accepted Edwards’ assessment the House needs to start formulating its own budget and tax plans. “I don’t disagree with that. We have a good bit of work to do, and hopefully, we’ll see some traction,” Barras said. An array of tax bills are pending in the House, where most tax measures must start. But GOP House leaders haven’t championed a package of ideas — or agreed on how much of the temporary taxes they’d like to replace. Other Edwards-backed proposals, such as charging new sales taxes and lessening tax breaks, won’t generate enough money to fill the mid-2018 gap. The governor said he’ll consider other ideas, and he said enough time remains in the two-month legislative session, which wraps up in early June, to close the budget hole and end cycles of continued shortfalls. “We have so many op-

tions available to us, but we’ve got to stop wasting time,” he said. A gross receipts tax is a tax on business sales, without consideration of profit or expenses. Edwards said the proposed tax, which he called a Commercial Activity Tax, would have made companies that use loopholes pay “their fair share.” He cites data that 80 percent of corporate income tax filers in Louisiana didn’t pay state income taxes in 2015. But the idea gained little public support, even from the Democratic governor’s allies. Business owners and lobbying groups hammered the concept. They told lawmakers a gross receipts tax could damage expansion plans, force businesses to shrink staff and chase away economic development deals. They said such a tax would be passed along to customers, who would face boosted prices and charges. And they rejected the suggestion they don’t pay taxes. “The governor says we don’t pay our fair share. Honestly? That’s an insult,” said Mitch Rotolo, owner of Rotolo’s Pizzeria, which has 31 restaurants in four states. Rotolo has been eyeing opening a store in Alexandria. But he told lawmakers: “You keep putting a burden on me, I can’t go there.” Chris John, president of the Louisiana Mid-Continent Oil and Gas Association, said the tax plan would harm an industry that already is struggling.

He said the state has repeatedly changed its business tax laws in the last few years, giving companies little clarity or certainty about what they will pay each year. “We can continue to harm the business environment, but my problem is I just don’t even see that it’s going to fix” the budget problems, said Rep. Julie Stokes, a Kenner Republican. The barrage of opposition came even after the Edwards administration tweaked the proposal, to strip most small businesses out of the bill. Southern University Law School professor Michelle Ghetti and her daughter, Christie Battaglia, both said they were terrified by the possibility of Ghetti’s ex-husband, John Battaglia, ever being released from death row in Texas. With her daughter sobbing next to her, Ghetti described how her ex-husband killed the two young daughters he had had with his second exwife, Mary Jean Pearle, while Pearle was on the phone with him in 2001. “I am confident that if he had the chance to not be in prison, I would not be here anymore,” said Christie Battaglia, who was a teenager at the time of the slayings. “The worst way to hurt Mary Jean was to hurt the girls. His hatred for (my mother) is more than his love for me.” Gov. John Bel Edwards, a Democrat, hasn’t taken a position on banning capital punishment. Thirty-one states allow the death penalty. Louisiana’s last execution took place in January 2010 after convicted murderer Gerald Bordelon waived his right to appeal. The state’s next planned lethal injection is on hold until at least 2018 pending a federal lawsuit challenging the method.

Jacob Maxwell Ellard, 30 of Monterey, La. “Turbo Joe Jenkins” as known to his friends. Graveside service were held Thursday, April 27, 2017 at 12:30 p.m. at Ellard Family Cemetery in Lismore, La. The family received friends Thursday from 11:00 a.m. till 12:30 p.m. at Ellard Family Cemetery in Lismore, under the direction of Young’s Funeral Home. Jacob was born March 18,1987 in Monroe and passed away April 24, 2017 in Grand Isle. He was an avid hunter and fisherman. Jacob especially loved teaching his daughter, nieces and nephews to hunt and fish. Preceded in death by paternal grandparents, Lee and Leona Ellard and his maternal grandparents, Harold and Lovie Smith. He is survived by his parents, James and Zona Ellard of Monterey; daughter, Harley Marie Ellard and her mother, Tonya Bell of Grand Isle; sister, Mary Brooks and husband Mitch of Phoenix, AZ, Jennifer Nations and husband Clay of Monterey; brothers, Daniel Ellard and wife Lori of Monterey, Jason Ellard and wife Jonah of Kiln, MS; and a host of nephews, nieces, cousins, aunts and uncles who loved him very much. ___________________

FLORINE CHERAMIE

Florine “Flo” Raymond Cheramie, 94, a native and resident of Cut Off, passed away at 7:30 a.m. on April 25, 2017. Florine had been a resident at Audubon Health and Rehab Center in Thibodaux, LA. Visitation had taken place on Friday April 28, 2017 at Sacred Heart Catholic Church in Cut Off from 10 a.m. until service time. A Mass of Christian Burial began at 12 noon with burial followed in the church mausoleum. She is survived by her sons, Van Joseph Cheramie (Connie), Edmond Anthony Cheramie (Miriam); daughter, Ora Cheramie Ordoyne (Dale); sisters, Therese Raymond Duet and Alice Raymond Ledet, seven grandchildren, ten great grandchildren, and one on the way. She was preceded in death by her husband, William (Yum) Joseph Cheramie and her parents Leonce Raymond and Aurora Plaisance Raymond; her brother Lubin Raymond, Sr. and sisters Estelle Raymond Williams and Vivian Raymond Schouest. Florine was a parishioner of Sacred Heart Catholic Church in Cut Off, Louisiana where she had been an active member of the Ladies Altar Society and a founding member of the Sacred Heart Chapter of the Catholic Daughters of America, League of the Sacred Heart, VFW Auxiliary Post 8538, Lower Lafourche Women’s Bowling Association, and Lafourche Homemaker Council. She sewed church banners and assisted in counting the church collections on Mondays. She was recognized on numerous occasions at the state level by the Louisiana Association for Family and Community Education for her volunteer work. She and her four sisters were avid bowlers who traveled the country participating in bowling tournaments and sightseeing. Florine was a wife, mother, daughter, sister, friend, cook, seamstress, bowler, Cub Scout den mother, who firmly believed in and lived her faith. The family wishes to extend their thanks to the staff of Audubon Health and Rehab for their passion and excellent care. What a Life!

By: Rev. Wilmer L. Todd My mother, Charlotte Todd, lives life to the fullest and died at 100

My mother, Charlotte Lozes Todd, lived to be 100 years old and died on Holy Thursday, April 13, 2017. Allow me to be a little personal and explain what we can learn from her life. St. Augustine of Hippo around the year 400 said, “We are Easter people and ‘Alleluia’ is our song.” This was so true of Charlotte. She loved her God and Savior, Jesus Christ; she loved her family, loved people, loved life and loved to celebrate with others. My mother was an Easter person and believed in God’s power in her life, the Resurrection power that conquered sin and death. Charlotte died on Holy Thursday, when we remember Jesus’ gift of himself in the Eucharist. Charlotte also loved to sing and taught all her children the songs of her generation. We sang everywhere – in the car on road trips, at family gatherings, in church. She believed what St. Augustine once said, “Those who sing pray twice.” When we sang at a family gathering, if the musicians didn’t start the singing, she would. She had a good voice even at 100. St. Irenaeus in the second century said, “The glory of God is the human person fully alive.” That is what being a saint is all about – using all your gifts and talents for the glory of God. My nephew Joshua Harvey described his grandmother as “strong, tough, smart, energetic, self-reliant and remarkably social.” I think that’s a beautiful and accurate description of my mother. My parents had 10 children of which I am the oldest. My mother taught in school before she was married. Lewis and Charlotte Todd were married for 40 years before he died in 1978. For the next 39 years my mother didn’t sit around feeling sorry for herself. She got involved in many activities from being in the Nain Society for people who have lost a loved one, to being a minister in various church activities, supporting the interests of her children and grandchildren. She often visited me in the country when I had some special church function. Charlotte’s 100th birthday fell this year on Mardi Gras Day, February 28, 2017. It was fitting because she loved Mardi Gras for the social aspects. She loved being with people whether it was at parties or just going out to eat. The many cards and messages I received had the same message: “Charlotte treated me with kindness.” That’s the mark of a true Christian. My Mother also had to deal with tragedies in her life. She not only lost her husband and a grandchild, she also lost her second to youngest daughter in August 2001. Dominican Sis-

ter June Engelbrecht tells the story about the death of my sister, Mary Todd, who died of cancer at the age of 46 leaving behind a husband and five young children. Sr. June was a chaplain for North Oaks Hospice in Hammond and was at the bedside of my sister. Mother was on the phone trying to reach Mary’s husband, Allen, who was in Monroe for a trial in court. Sister watched her take her last breath; she put her hand on Charlotte and said, “She’s gone.” Immediately Charlotte said, “Father, thank you. You gave her to me; I give her back to you.” That’s a woman of faith! When Charlotte was

about to celebrate her 99th birthday, she wanted to have a birthday party to celebrate her 100th birthday. We tried to persuade her that she was “rushing things”, that she was only 99. She insisted she was 100. So we went along. She invited family and friends, rented a reception hall, hired a caterer, and more than 200 guests showed up. We had a great celebration. My theory: Charlotte had two struggles with death before her 99th birthday and realized she might not be around for another year. Or if she were, she would not be in any condition to celebrate. She was right. She never gave up and lived life to the fullest. May she rest in peace!
