MIAMI — The chances of a major hurricane happening this year have dropped dramatically, federal forecasters said Thursday. That upbeat revised prediction comes just as the Atlantic hurricane season typically heats up, with August, September and October historically producing the most and strongest storms. The reasons for the dwindling possibilities: Cooler surface temperatures in the Atlantic Ocean, non-conducive wind patterns and warmer Pacific Ocean waters are creating a hostile environment for hurricanes in the Atlantic and Caribbean basins. BATON ROUGE, La. (AP) — Louisiana’s pick to replace thousands of decade-old voting machines is the company that was the subject of bid-rigging complaints involving the secretary of state’s office. The state’s procurement office sent letters Thursday announcing Coloradobased Dominion Voting Systems is the winning bidder based on “price and other evaluation factors.” Negotiations are set to begin for a contract now estimated to be worth up to $95 million. Louisiana slowed work to replace the machines and overhauled the team evaluating vendor proposals, after competitor Election Systems and Software raised al-

profits last month and the federal government needs to do more to help them. Speaking during the Louisiana Shrimp Association meeting at the American Legion Hall in Houma, shrimpers said import tariffs aren’t enough to protect their business. And foreign companies should not be able to sell shrimp in the U.S. if they are using banned antibiotics. “We’re being treated differently than other businesses that are in the same situation we’re in,” said Dean Blanchard, owner of Dean Blanchard Seafood Inc. in Grand Isle. “We’re comparable to rice farmers and sugarcane farmers.” When these farmers, many of them in Louisiana, couldn’t compete with imports, they received help, Blanchard said. The federal government provides them subsidies. He added that they would be out of business if they had to work as hard as shrimpers. “We need the same deal they got,” said Blanchard. “Why are we being treated differently than farmers? Huge sea-life sculptures made from ocean’s plastic trash By JANET McCONNAUGHEY Associated Press

NEW ORLEANS (AP) — Huge sculptures of sea life are dotted about New Orleans’ aquarium and zoo, all of them made from plastic trash that washed ashore. There’s a great white shark made partly of bottle caps and beach toys and a jellyfish made mostly of cut-up water bottles. The artwork, part of a project called Washed Ashore: Art to Save the Sea, is the creation of Angela Haseltine Pozzi, who started making the pieces after seeing plastic heaped by the waves onto Oregon’s southern coast. Pozzi was in the town of Bandon, where her grandparents had lived, mourning her first husband’s death. “I’d known its beaches all my life,” she said. “I went to the ocean to heal and found that the ocean needed healing.” She wants the scale of her creations to make people realize just how much plastic gets into the ocean — and to act on that knowledge. Signs next to each piece suggest simple ways to reduce the problem, such as not using plastic straws, reusing water bottles, and picking up other people’s litter. “Every piece of trash picked up and

In addition to the shark and two jellyfish sculptures, there’s a walk-through whale ribcage made with bucket lids, bottles, buoys and bait traps; a marlin with a beak made of fishing rods; and percussive “Musical Seaweed.” That statue’s long leaves include metal and plastic bottle caps strung on wires so they rattle when a leaf is hit lightly. Robert and Lauryn Geosits of Mandeville, Louisiana, were visiting with their three children. “This is such a great idea for people to visualize just how much trash is in the ocean,” said Lauryn Geosits. Her husband read from a sign while their baby slept in a stroller and Chelsea, 7, and Preston, 8, searched the shark for the items he named: “There’s a toy car bumper, bottle caps, beach toys, a lighter ...” Asked about the strangest piece she’s used, Pozzi said: “When you’ve processed more than 21 tons of debris into more than 70 pieces of art you’ve seen pretty much everything.” “One of the most shocking are bleach bottles that have bite marks from fish,” Pozzi said. A fish made entirely of fish-bitten plastic is among the pieces to be added in October. Most of the pieces coming to New Orleans this fall are on display at Shedd Aquarium in Chicago, including a river otter, a seahorse and a clownfish in an anemone. “We are very sad to see them go, because they’ve been very successful,” said Tynnetta Qaiyim, vice president for planning and design at Shedd. She said the response has been far beyond what she expected, both in the number of pictures patrons have posted on social media and in increased conservation awareness.

Qaiyim had thought the exhibit might be more interesting to coastal residents, but said it also connects Midwesterners to the Great Lakes. “People are talking about plastics and the Great Lakes and the waterways in a way that we were hoping for but not really sure it would happen,” she said. In New Orleans, the sculptures are in a variety of places and will stay up through April. “Look! A jellyfish! A jellyfish!” Elliot Harold of Chalmette shouted as he approached a stairway below one of Pozzi’s creations. “It’s the only thing he’s liked all day,” said his grandmother, Gera Mendel.

They’re being subsidized by their own government to come over and get the American dollar.” Blanchard says that 15 years ago shrimpers worked hard and earned a decent living, but now they are working harder for less financial return. “I got 38 years in this business and I’d like to retire,” said Blanchard. “I’d like to see smiling fishermen also.” Acy Cooper, who heads the Louisiana Shrimp Task Force, said the shrimp industry has to be united in seeking changes. He noted U.S. Rep. Steve Scalise, RMetairie, who represents southern Terrebonne and Lafourche parishes, is someone who can help the fishermen. “I can tell you that Mr. Scalise does support Louisiana fishermen, and he does support trade that is beneficial for America,” said Matthew Jule, a representative from Scalise’s office. “We want to get fair trade and what’s fair for Americans.” The fall shrimp season is set to open Monday, August 13.

All that adds up to a less likely chance of major storms forming through the end of hurricane season on Dec. 1, according to a top researcher at the National Oceanic and Atmospheric Administration. Prior to the start of hurricane season this year in June, NOAA forecasters expected to see between 10 and 16 named storms, five to nine hurricanes and up to four major hurricanes with winds in excess of 111 miles per hour. But this year’s mid-season forecast looks much brighter, said Gerry Bell, NOAA’s lead seasonal forecaster. The predicted number of major storms has dropped to between none and two. And NOAA now expects only between nine and 13 named storms with four to seven of them reaching hurricane level. That includes the four named storms that have already formed this year. “There’s much more inhospitable weather. And the weather and climate models agree,” Bell said. “It’s an entire combination of conditions that suppresses hurricane activity.” Like the early season forecast, the mid-year update offers only a general guide of likely scenarios. NOAA can’t predict landfall because that’s based on weather patterns at the time of the storm. Bell said surface water temperatures in the Atlantic haven’t been this chilly since the early 1990s — but he wouldn’t go so far as predicting a pattern for upcoming seasons. Water temperatures were unusually warm during the slow hurricane season of 2015. But last year was a brutal storm season, with 10 consecutive hurricanes forming in the Atlantic, Maria devastating Puerto Rico and other parts of the Caribbean and Irma sweeping through the Florida Keys and striking the state’s southwest coast with strong category 4 winds. Bell also said that though El Nino hasn’t yet formed over the Pacific Ocean, the likelihood of it forming has almost doubled. El Nino warms sea temperatures in the Pacific and creates unfavorable windshear for storm conditions in the Atlantic. Back in May, forecasters gave El Nino a less than 50 percent chance of forming this year. Still, the forecaster warned the 80 million Gulf and Atlantic coast residents to stay alert. It’s worth repeating, Bell said, that it only takes one storm to make life miserable for millions of people.

Ardoin described the selection process as “fair and equitable for all bidders.” “We look forward to negotiating a final agreement with Dominion in the near future,” he said in a statement Thursday. Election Systems and Software didn’t say whether the changes addressed all of its concerns. A company attorney cited confidentiality around the ongoing evaluation of proposals. Dominion wouldn’t comment about its winning bid, directing questions to Ardoin’s office. Competition among companies to replace and service voting machines is fierce. The contracts are lucrative, only a handful of vendors do the work and states hang onto their machines for decades. Louisiana last purchased voting equipment in 2005. The secretary of state’s office wants to replace existing bulky machines with smaller, touch-screenstyle equipment, improved technology and a paper trail. Nearly 10,000 machines are slated to be replaced by 2020. Three companies bid for the work: Dominion Voting Systems, Hart InterCivic and Election Systems and Software. Election Systems and Software protested the selection process, objecting to two sets of voting system standards released after the request for proposals from bidders. The standards are highly technical specifications for things such as machine security, ballot counting and voting transmission that contractors must meet. Election Systems and Software said the secretary of state’s office released add-on standards weeks later than allowed. The company said one set of standards was so specific that only Dominion Voting Systems would qualify. The standards were “clearly and blatantly slanted to accommodate a single vendor’s existing voting system,” Thomas Clark, a lawyer representing Election Systems and Software,

wrote in a protest letter to the Office of State Procurement. Paula Tregre, director of the procurement office, immediately stalled the evaluation of contract proposals after receiving the complaint. Ardoin withdrew both sets of contested standards two days after the complaint was filed, according to letters exchanged by the officials. In an interview, Ardoin said one set of standards was signed by former Secretary of State Tom Schedler as he was resigning amid sexual harassment allegations. Ardoin, who was Schedler’s top assistant, took over after Schedler left and said he was unaware Schedler had issued the add-on standards. “When I was able to figure out what had occurred, I very quickly decided we’re not going to be able to abide by this,” said Ardoin, who is running on the November ballot to remain secretary of state. Schedler didn’t return a call for comment. The other standards were “inadvertently uploaded,” Ardoin said. Those were issued for Dominion Voting Sys-

tems, for its current work servicing Louisiana’s voting machines and weren’t meant to be required for the new contractor, Ardoin said. After Ardoin withdrew the contested standards, Tregre directed Ardoin to “remove himself from participating” in the evaluation of voting machine proposals; notified companies the add-on standards won’t be used to evaluate bids; and ordered a new evaluation committee. Ardoin was named to the evaluation committee when he was Schedler’s chief deputy. He said he asked to be removed because it wasn’t appropriate for the secretary of state to help choose the contractor and then later negotiate final contract terms with the winning bidder. “We developed this solution together,” he said. Berry described events differently, saying Tregre “made the decision independent of anything he may or may not have asked. Danos Foundation encouraging non-profits to apply for grants

GRAY, La. – The Danos Foundation is accepting grant applications from non-profit organizations that help solve community challenges where the company and employees live and work. “We are proud to live out our company purpose of solving big challenges for our communities through the work of the Danos Foundation,” said owner Mark Danos. “The foundation has already made an impact in our communities, and we look forward to serving more organizations as the foundation grows.” Established in 2017, the Danos GIVES arm of the foundation has donated $39,750 this year to nine organizations who applied for grants in 2017. NEW ORLEANS (AP) — A warehouse in eastern New Orleans will be the new home of Dixie Beer, a nostalgia-evoking New Orleans brand that has been brewed out of state in the nearly 13 years since Hurricane Katrina laid waste to its landmark brewery near the city’s business district. Dixie was established in 1907, survived prohibition and remained a New Orleans commercial icon over the decades despite financial troubles, a “bad batch” that damaged the brand in 1975 and the levee failures and flooding that followed Katrina in 2005.

It was brewed in Wisconsin, and, later Memphis after the storm. Previous owners Joe and Kendra Bruno were never able to fully revive the brand and restore the old brewery. But Dixie has enjoyed a resurgence in the city since Saints and Pelicans owners Tom and Gayle Benson purchased majority ownership of the Dixie Brewing Company last year. In addition to the brewery, Dixie plans to establish a brewpub and will hold tours of the site. It was touted as a $30 million investment. ___

spokeswoman Brandie Richardson tells The Courier of Houma that construction of the Bayou Chevreuil Bridge just north of the Lafourche Parish line is expected to begin in February. Last week, transportation officials held a meeting to solicit comments from the public. Richardson says a wider concrete bridge will improve safety by increasing the shoulders and reducing the steepness to improve sight lines. A diversion bridge will be built for traffic to continue passing through the area. While traffic passes on the diversion structure, crews will remove the existing bridge and install the new one. The $8 million project is being funded through the department’s Bridge Preservation Program.

What a Life!

By: Rev. Wilmer L. Todd The gospels encourage us to approach Jesus with faith, trust and confidence.

Matthew, Mark and Luke all have the story of Jesus working a miracle within a miracle in their gospels. Mark gives us a few more details in his account about Jesus raising Jairus’ daughter from the dead and the hemorrhage woman who touched his garment. Jairus was an official of the synagogue. You would think that an official of the synagogue would be hostile to Jesus. Yet, he had faith in Jesus’ healing power and asked him to come to his home and cure his dying daughter. He left with a large crowd. On the way there, a woman with an unstoppable flow of blood touched his garment as he passed. Her condition made her unclean, untouchable, and an outcast in her society. When she deliberately touched Jesus’ garment, she was taking a risk that he might be angry with her for making him ritually unclean. She also had no idea how the crowd might react. That is why when she finally came forward, she was panic-stricken. Yet, she had a faith that made her whole. The stories of Jairus’ daughter and the woman with the flow of blood are presented as precise bookends of the same truth – that Jesus is the Lord of all life. Consider first the 12year-old girl. Mark alone tells us her age, to alert us that she is on the threshold of maturity when the flow of blood begins and fertility is possible. The tragedy is therefore intensified. She will never be a mother, never make the passage to maturity. On the other side is the woman suffering the hemorrhage. Her trouble is the mirror image of the pubescent girl, for her flow of blood does not cease. She, too, is therefore infertile, incapable of bringing a child to term or even of being touched by her husband. The dying girl and the suffering woman are missing life’s great possibilities. Yet, they are both daughters of God. In both stories, faith is crucial to the outcome. The girl’s father, Jairus, comes to Jesus with great faith that he alone can save his daughter. Jairus believes that a touch of Jesus’ hand will be sufficient to effect the cure. The hemorrhaging woman also approaches Jesus with the absolute conviction that contact with his person, even the hem of his cloak, is all that she needs. Jesus confirms in each case that their faith is essential to the healing they

seek. A little girl, a fullgrown woman, both were at the edge of existence and loss. Jesus has the power to rescue both, but not without the vital participation of their personal faith. Where human beings are present, death is always in the room. However, Jesus is the ultimate authority before whom every knee must bend. When Jesus is in the room – wherever two or more are gathered in faith in Jesus’ name – death is forced to retreat to the sidelines. We cannot be passive with our faith. Jairus had to seek Jesus out and make his urgent appeal. The hemorrhaging woman reached out and clutched at Jesus’ cloak without permission and against the rules that an unclean woman should not be in

a public place at all. Both understood that healing and wholeness are blessings that we should seek. We either seek life in Jesus, or remain subject to death. Those are our options. The fact that someone interrupted Jesus twice in this gospel reminds us that we can tolerate the constant interruptions in our carefully planned days. We can do so with the confidence that when we walk with God, every encounter, scheduled or unplanned, is meaningful in its own way and is a place where God calls us to live and respond with love. We should always be open to whatever God sends us without shame and fear. This gospel urges us always to approach Jesus with trust and confident in his ability to save and heal.
