Lafourche council pays legal fees for parish president By Julia Arenstam Daily Comet Staff Writer

Lafourche Parish will reimburse the parish W president over $8,000 for legal fees incurred from an ethics complaint. The Parish Council approved reimbursing Parish President Jimmy Cantrelle the $8,550 Tuesday, but expressed concern that employees were not receiving the same treatment. The measure passed by a 6-1 vote, with Councilman Jerry Jones voting against and Councilman Corey Perrillioux abstaining from the vote. Councilman Jerry LaFont was absent. Cantrelle said the fees were incurred when he hired an attorney, James Cobb Jr., to rep-

Angels of Encouragement – Survivors’ group continues to bring awareness and support to those touched by cancer

is a nineteen-year survivor of stage four breast cancer. Polly had a mammogram at age 35 and showed no signs. Five years later, while chatting with her son, she crossed her arms over her chest, and when she did, she felt something. The small lump was no bigger than the size of a pea. She received her diagnosis on August 24, 1999. When she asked the physician if he could tell how long she had cancer, he replied, “two or three years.” For that very reason, Polly stresses the crucial importance of self-exams and mammograms. We asked what would be the first thing she would say to someone who receives a cancer diagnosis, Polly replied, “The very first thing I would say is, I understand and I know what you are going through because I have been there.” Cancer has affected so many people she knows and loves that it has inspired her and her team to do all they can for as many people as they can. Fundraising is a big part of her team’s fight against cancer. See Angels Page 3-A

Staff Reports

The human body contains more than fifty trillion cells, which continually divide and keep us healthy. The other side of that coin is every person has cancer cells in their body. That is a scary thought to say the least. Most of the time the body’s defense system works to keep those cancerous cells from mutating and “provoking cancer.” The American Cancer Society estimates in 2018, there will be an estimated 1,735,350 new cancer cases diagnosed and 609,640 cancer deaths in the United States. In Louisiana, ACS estimates there will be 25,080 new cases and 9,370 deaths this year alone. It is easy to recognize the big “C” never sleeps. Therefore, Angels of Encouragement, a South Lafourche Relay for Life team whose members are all survivors, remains steadfast in their year round efforts to educate, support, and fundraise for those touched by the dreaded disease. Medical marijuana wait: Regulatory hurdle for Louisiana crop

BATON ROUGE, La. (AP) — Louisiana’s first medical marijuana crop will take longer than expected to reach patients. But the company tells The News-Star the earliest harvest likely will be in November. Fletcher Proudly Serves South Lafourche

Audio recordings- Omarosa, President Trump and Billy Graham By Glenn Mollette Guest Columnist

Per fect people will never work in government. People make promises and look good in television advertisements but people are people and that always means human error. A good person can easily say the wrong thing at the right time. Often people say things they meant at the time or didn’t really mean at the time. People slip up. An old preacher used to say that what is in the well will come up in the bucket. This is a true statement. However, if you stir up the well you will create a miry mix that will go away if you let it settle back down. Who is one person that never thought a bad thought or said something they later regretted? I know what you are thinking we all have that one person in mind who seemed flawless and possibly that person may have been close to perfect but they were not. According to the Bible, Jesus was the only person who lived a life without sin. The same book says, all have sinned but it did not mean Jesus had sinned. Yet, Jesus said and did things in his day that got him in a lot of trouble, even with the very religious devout. The religious group was very much in favor of crucifying him because they did not approve of most of what he said and did. So, there you have it. If Jesus couldn’t make everybody happy then who can make

everybody happy and the answer is no one. Lots of people do not like President Trump. Lots of people did not and do not like other past Presidents. This is life and how it goes. You can’t please everybody and most of the time you can’t even please the majority. Omarosa Manigault was wrong in spending most or all of her time recording the President and others. Apparently she has a lot of recordings, according to her. Sneaking around with a recorder in the White House is bad business. This is one of the places where top-secret stuff is supposed to be happening. And now she is selling a book? The publisher and Manigault should be arrested and tried for espionage. What spies would be allowed to run around in Russia, record Putin and then sell it worldwide? They would be executed. What about North Korea? You would never hear from the person again. We believe in free speech. However, it should be a serious crime to record conversations in The White House. If the President or anyone is recording let it be known, “You are being recorded,” up front.

If Omarosa had declared she was recording everything I bet she would have been fired much earlier. States have different laws about recording conversations and videotaping. In some states it’s okay if one person knows and in some states it’s not okay. However, regardless, in most cases if you secretly record someone on private property or a private setting you are most likely to get into serious trouble. I realize we have the Nixon tapes. We heard things on the Nixon tapes from a February 1, 1972 conversation between Nixon and Billy Graham about the Jewish people that were appalling. Graham was horrified by his comments when the tapes finally became public in 2002 and he asked for forgiveness. Most of us thought Billy Graham was perfect but he slipped up at least that one time. Most everybody slips up one time. A recorder whether audio or video might catch a slip but remember everything can be edited and spun however the producer of the recording wants to spin the story.

After Tuesday’s meeting, Jones said he pulled the measures as a result of the opinion. But he noted that the Community Action bylaws were approved by the Louisiana Workforce Commission when they were adopted in 2015. He said that Landry is also the legal advisor of the workforce commission and questioned why the conflict with the charter wasn’t brought to light at that time. The Community Action Advisory Board holds the power to change its bylaws, Jones said, but he said he was uncertain if it would do so. “We’ll wait and see what happens,” Jones said. The advisory board has not met since May. Board President Richmond Boyd previously said it would not meet until the attorney general issued his opinion. — Daily Comet Staff Writer Julia Arenstam can be reached at 448-7636 or julia.arenstam@houmatoday.com. Polly stressed for those in need to reach out and utilize resources readily available. Angels of Encouragement has a support group, which meets every third Tuesday at 5 p.m. at the Learning Center behind Lady of the Sea Hospital in Galliano. The group is open to anyone touched by cancer including survivors, nurses, and a social worker from Lady of the Sea, Misty Comeaux, who also found out two

years ago she had cancer. Misty was thankful she had been a part of the support group before her diagnosis. It gave her a better understanding of what was before her because she had already learned so much from the survivors there. When speaking with Polly, she stated, “It remains a learning process for each of us, especially with advancements in medicine and ongoing research. Many treatments we have today did not exist when I received my diagnosis.” The Angels of Encouragement team is asking the community to come by the Lady of the Sea Hospital lobby this Thursday, August 23 beginning at 7 a.m. for a bake sale fundraiser. Be sure and come by early because once the goodies are gone, they are gone! Money raised from the bake sale will go to support Camp Bluebird in Houma. Every fall, Camp Bluebird offers a threeday, two-night camping trip for any adult men or women touched by cancer, whether a survivor or someone currently going through treatment. The camp allows survivors to relax, recharge, and reach out to one another. This year’s camping trip will be Oct. 16, 17, and 18th. Proceeds from the bake sale will go towards the $65 camp fee for those unable to pay due to financial hardship. For more information, or to donate to the bake sale, contact Polly Danos at 985-258-6558 or Mary Messer at 985632-4121. A small percentage of proceeds go to the American Cancer Society for cancer research. But the rest of the money raised helps those in need who have cancer in South Lafourche for medications, gas cards, and rides to and from doctor appointments. For those in need of assistance, call the American Cancer Society office in New Orleans at 1-800-227-2345. Someone will provide you with information on getting help with some of these issues. “It is the people in the community who make Relay For Life

what it is. Our community is caring and comes together for the common cause. Without the community, there would not be a South Lafourche Relay For Life. The Angels of Encouragement and RFL are thankful every day,” said Polly. “Also, I’d like to stress that monies raised during local Relay For Life events, stays locally. Oftentimes people tend to donate through mail solicitations from the American Cancer Society. And while this is still good, I want to stress to people that those funds are going to the ACS nationwide and not necessarily staying here in our community. That’s why local Relay For Live events are so important,” said Polly.

resent him “against unfounded accusations made to the Louisiana Board of Ethics.” The complaint centered on whether Cantrelle used his authority to compel or coerce Parish Council members to give two parish employees a raise. According to a letter sent to Cantrelle in February, the ethics board said an investigation “did not reveal clear and convincing evidence that a violation of the Ethics Code occurred.” According to numerous Attorney General Office’s opinions, governmental entities have the authority to reimburse public employees and officials when they are cleared from investigations or charges. Although the Lafourche district attorney serves as the primary legal adviser for the parish, the prior District Attorney Cam Morvant said he could not handle ethics cases involving the parish, Cantrelle said. In the past, council members and the parish president have been reimbursed for legal fees spent in their defense after an investigation was cleared, said Council members Daniel Lorraine and Jones, both of whom have served on the council for decades. Councilman Armand “Noonie” Autin questioned why the reimbursement was at the

discretion of the council. After an official is cleared, the council can choose to pay the full or partial invoice, or not at all, Councilwoman Luci Sposito said. Out of respect for the offices, Councilman Bo Melvin said he supported the measure. Parish Risk Manager Brent Abadie encouraged the council to find a solution out of fairness and served the public as stated in the attorney general opinions. As the council considered approving the reimbursement Tuesday, members also discussed the possibility of employees being reimbursed for any legal fees they incur in the process of appealing and winning a civil service case. At the request of Sposito, Council Clerk Carleen Babin read an email from a former parish employee who stated she won her civil service appeal, spending over $8,000 in legal fees, and was never reimbursed by the parish. Council members unanimously approved a request for the district attorney to provide an opinion on whether those employees who win their appeals should be reimbursed for legal costs. In the past, the Civil Service Board has approved reimbursing employees for legal fees after they win their appeals, interim Parish Administrator Tommy Lasseigne said. Once the opinion is returned, the council could consider forming or changing any policy. — Daily Comet Staff Writer Julia Arenstam can be reached at 448-7636 or julia.arenstam@houmatoday.com. JOSIAH BULLOCK

Josiah “Joey’ Bullock Jr., 56, a native of New Orleans and resident of Larose, passed away on August 12, 2018. Memorial Visitation will be held Saturday, August 25, 2018 from 10 to 11 a.m., with the Memorial Service to start at 11 a.m., at Grace Lutheran Church in Houma. A private burial will be held at a later date in Bullock Cemetery in Mississippi. He is survived by his son, Josiah O. Bulluck III and wife Chelsea; granddaughter, Sherrille Bullock; father, Josiah O. Bullock Sr.; stepfather, Frederick Gerken; sister, Connie Bordelon and husband Jesse; nieces and nephews, Shannon (Claude) Greene, Tina (Brian) Zoerner, Brad (Kasey) Bullock, Jesse Bordelon, and Brandon Bordelon. He was preceded in death by his mother, Joelle Montz Gerken; brothers, Randy Bullock and Stanley Bullock; and sister-in-law, Charlene Bullock. Joey was a retired able seaman from Laborde Marine and he held a USCG captain’s license. He was also a member of the Boneyard Kreepers Car Club in Larose. In lieu of flowers, donations can be made to Grace Lutheran Church or Troop C Grant-A-Wish. Samart Funeral Home of Houma, Bayou Blue is in charge of arrangements.

which is regulating the industry, to sign off on GB Sciences’ medical marijuana growing facility plans. Agriculture Commission Mike Strain said he isn’t trying to stall the process. He said GB Sciences has to finish its operating procedures and complete its background checks with the state police. “I know they’re anxious to get into production, but it’s incumbent on them to get the information to the parties who need to review it,” Strain said. Davis said the company has cooperated completely. “We’ve submitted everything we’ve been asked and resubmitted everything they’ve asked for, so we’re trying to get down to the bottom line so we can prevent any further delay to the patients, the physicians and pharmacies,” Davis said. Davis said he met with representatives of the nine dispensing pharmacies last week, and they’ve expressed concerns about the delay. “It’s become pretty frustrating and illustrates the pace of government and the pace of business operate at two separate speeds,” said Greg Morrison, who se-

cured the permit for a medical marijuana pharmacy he’s opening in West Monroe. “We really need to get moving.” When asked the timeline for regulatory approval, Strain said, “I can’t say when it will happen.” Under a law passed in 2015 and tweaked twice since then, Louisiana is allowing therapeutic cannabis to treat a long list of diseases and disorders, such as cancer, epilepsy, intractable pain, posttraumatic stress disorder and Parkinson’s disease. Marijuana can be available in medicinal oils, pills, liquids, sprays and topical applications, but cannot be sold in a form to be smoked. Only the LSU and Southern University agricultural centers can grow medical marijuana.

What a Life!

By: Rev. Wilmer L. Todd In dealing with additions, we have to look at the “whys” behind the problem

When we deal with addictions like the present drug problem, we usually explore what the addicts are using and how they got started using their preferred drug. We often look at the source of the drugs and try to find ways to prevent its spread and how can we warn potential users of its dangers. What we rarely discuss is the “why.” Why do people turn to drugs in the first place? Dr. M. Scott Peck in his book, The Road Less Traveled, gives us the answer in his first page. He says in his first paragraph, “Life is difficult.” In the next paragraph he says, “This is a great truth, one of the greatest truths. It is a great truth because once we truly see this truth, we transcend it. Once we truly know that life is difficult – once we truly understand and accept it – then life is no longer difficult. Because once it is accepted, the fact that life is difficult no longer matters.” Then in the next paragraph he says that most people do not embrace the truth that life is difficult. They moan about their life, the immensity of their problems, their burdens as if life should be easy. People become overwhelmed by their problems and try to escape by turning to addictions like drugs, alcohol, sex, food, buying, gambling, etc. That’s the “why” of addiction. I think another part of addiction is the lack of self confidence that we can face life and use our gifts and talents to overcome any obstacles. We humans have a bad habit of comparing ourselves with others. In doing that we fail to see our own God-given talents and gifts. We need to stop looking at what other people have and start looking within ourselves to see what God has given us. In the 2nd Century St. Irenaeus said, “The glory of God is a person fully alive.” We will never be fully alive if we are constantly comparing ourselves with others. The ancient Greeks used to say, “An unreflected life is not worth living.” We have to meditate constantly on where we are and what is happening in our lives. Again, we need to get in touch with our inner self. We need to use our Godgiven powers to face life and overcome our difficulties. Another thing we have to deal with in life is to examine the messages we get from our society. One fake message that I call the “American lie” is “You can become anything you want to be.” This is a lie because God has given all of us different talents to be

used in different ways. I could never be a brain surgeon but I am a good counselor. Again, everyone has different gifts and talents and we have to discover our personal gifts and talents and develop them for our own good and for the common good. The fact that I am a good counselor does not make me better than anyone else. We are all equal in the sight of God. Recently Pope Francis told the newly created cardinals, “The only credible form of authority is born of sitting at the feet of others to serve them.” He goes on to say, “None of us must feel ‘superior’ to anyone. None of us should look down at others from above. The only time we can look at a person in this way is when we are helping them to stand up.” The last and most important aspect of deal-

Top 4 bids 30 percent of Gulf of Mexico lease sale’s $178M

NEW ORLEANS (AP) — Oil and gas companies made $178.1 million in high bids for federal leases in the Gulf of Mexico. That’s about 28 percent above the last gulf-wide sale in March. The Bureau of Ocean Energy Management says 29 companies bid on 144 tracts Wednesday. High bids averaged

dens. He said, “Come to me, all you that are weary and are carrying heavy burdens, and I will give you rest. Take $1.2 million, up from $939,000 in March. Regional Director Michael Celata says there’s clearly continued interest in deep water. Spokesman John Filostrat says the four highest bids were in water more than 1,600 meters (about a mile) deep. They added up to $53 million, nearly 30 percent of Wednesday’s total. The highest were Hess Corp.’s $25.9 million and Chevron USA’s $11.1 million. Exxon-Mobil Corp. had 25 high bids for $40.5 million, including the day’s third- and fourth-highest, at $8.5 million and $7.5 million. ___

Medical marijuana in Louisiana expected to be planted Friday

Marijuana takes about three months to mature, so the first product isn’t expected to be available to patients until November, months later than originally projected.

BATON ROUGE, La. (AP) — Louisiana’s first legal crop of medical marijuana can be planted this week. Agriculture Commissioner Mike Strain, whose agency regulates the burgeoning industry, loosened a regulatory logjam that created a months-long delay. The Monroe NewsStar reports that Strain’s team met with LSU AgCenter Chancellor Bill Richardson and the head of LSU’s marijuana contractor GB Sciences Wednesday to clear the path for production.
