A leading official in the state’s oil and gas industry says Louisiana is lagging behind large national growth in the W large local economic sector. In what one South Central Industrial Association member joked was his farewell tour, Louisiana Mid-Continent Oil and Gas Association President Chris John updated the group Tuesday on the state of the industry as he prepares to leave his post with the state lobbying group. “I love the offshore industry,” John said. “It’s big and sexy and a big economic driver.” The oil and gas industry is expected to invest more than $300 billion in new programs over the next two years. Despite national growth, the state’s oil and gas industry is not growing at the same rate as the rest of the country. Louisiana’s rig counts in the Gulf of Mexico are growing at 24 percent, while other states’ grew by the hundreds, John said. He attributed the

MONROE, La. (AP) — The oyster dressing is safe this year. Since the Deepwater Horizon spill in 2010, 4 billion to 8.3 billion subtidal oysters were estimated to be lost across the Gulf coast. Many states are struggling. Louisiana is the only state producing at a level at or higher than before the spill, according to Seth Blitch, The Nature Conservancy’s Director of Coastal and Marine Conservation in Louisiana. “Oysters Gulfwide are kind of in a bad spot, but Louisiana is actually sort of the bright spot in terms of commercial production of oysters. Louisiana produces more oysters than any other state in the country, which is good,” Blitch said. TNC recently released a report on oyster restoration in the Gulf. According to the report, there’s been about a 50 percent to 85 percent oyster loss throughout

The decrease could affect not only oyster harvesters but restaurants and industries that use the shell, such as using it to supplement chicken feed. The Gulf produces more oysters than anywhere else in the U.S., but there are challenges to restoring and maintaining

production, including: — changes to freshwater flow along the Gulf, — sedimentation from more frequent storms, — inconsistent replacement of oyster bedding material, called “cultch,” and — heavy fishing. Earlier in November, the state of Alabama announced there would be no oyster harvest in state waters because of a lack of supply. Scott Bannon, director of the Marine Resources Division of Alabama’s conservancy agency, said a weeklong season in 2017 produced 136 sacks of oysters, according to an Associated Press report. In 2013, 7,000 sacks were harvested, Bannon said. “They felt like they couldn’t open it and have any oysters survive,” Blitch said. See Oysters Page 3-A

He pointed to Apalachicola Bay in the Florida panhandle, a bay that at one time produced 90 percent of Florida’s oysters and about 10 percent of the nation’s. “But it doesn’t anymore,” Blitch said. “It’s fallen on really hard times just in the last four or five years.” Mississippi, he said, produced about 20,000 sacks of oysters last year. Fifteen years ago, the state produced almost half a million sacks in a season. In Texas, TNC is launching two oyster reef restoration projects — a 60-acre reef restoration project in Copano Bay and one for a 50acre reef in Galveston Bay. Half of each will be designated as a marine sanctuary, and the other half will be available for harvest and open for commercial fishing. “Louisiana is unique in that most of the oysters that we produce come off of private commercial leases, meaning individual or companies will lease submerged land — coastal lands — from the state and then they will actually, at their expense, put material on the bottom of that site,” Blitch said. Oysters tend to live in estuaries that have a mix of salt and fresh water. Larvae oysters attach to cultch like rock or shell and develop until they’re harvested. “Ideally, that’s shell because oysters grow on each other. ... But shell is in short supply,” Blitch said. Restaurants will put them in the landfill, and shucking houses sell it as part of chicken feed or other supply options. “There’s an economic incentive to keep it and sell it.” “Well over 90 percent of Louisiana’s production comes from those leases. Even though there are public areas that you can harvest too, most of it comes off of leases,” Blitch said. Blitch said there’s a lot possible when reefs are valued for more than shell and meat. Oysters contribute to the habitat of other animals and protect landmasses from erosion. Lastly, the Council amended the budget to raise the salary of Public Works Director James Barnes from $84,000 to $89,000 annually. Several council members expressed their support of Barnes’ raise, citing his unfailing work ethic and willingness to respond to any problem day or night. “Every time we needed Mr. James, unless he was with another council member, he showed up. He answered his phone, he met me at constituents’ houses, boots on the ground,” said Bo Melvin. The amendments totaled a little over $1 million added to the 2019 budget. Cantrelle has until December 7 to accept the budget or veto amendments.

slow growth to taxes and lawsuits, two issues that can be controlled locally and statewide. There are several major pending lawsuits in south Louisiana that could affect the whole global industry, John said. The state’s “roller coaster” tax system leaves companies looking to invest in more business-friendly areas, he said. During his time in Congress, John served on the Energy and Commerce Committee, a committee he said will be turned over to the incoming Democratic leadership who are against the production of liquefied natural gas. After this year’s midterm elections, the House of Representatives should gain 40 Democratic seats. That represents a “seismic change in where we were headed,” John said. Many of the committees important to the oil and gas industry are expected to be “troubling” as they are turned over to those who favor more regulations and who aren’t familiar with the economies of south Louisiana, John said. “People that don’t know about Houma, and can’t even pronounce Terrebonne and Lafourche,” he said. Between the uncertainty in Congress and President Donald Trump’s “cabinet carousel,” John said, the industry faces many challenges. Yet, he highlighted what he said were some successes of the presidential administration, namely rolling back regulations, opening more offshore drilling, opening drilling on federal lands, pipeline approvals and cutting corporate taxes. Next year’s statewide elections will be an important opportunity for the industry, he said. More than 51 current state legislators will be ineligible to run for another term in their current offices, making up 35 percent of the statehouse, John said. “We need to be elect-
ing the people that share our values,” he said. John was selected as president of the association in 2007 after representing Louisiana’s 7th Congressional District and serving as a

Henry “Jr. Boy” P. Vega, 81, a native and resident of Cut Off passed away on November 29, 2018. Visitation will take place at Falgout Funeral Home in Galliano on Monday, December 3, from 5 until 9 p.m. and on Tuesday, December 4, at Sacred Heart Catholic Church in Cut Off from 8:30 a.m. until service time. Funeral Mass will begin at 11 a.m. with burial following in the Church cemetery. Mr. Henry is survived by the mother of his children, Linda L. Vega; children, Louise Vega (Willie) and Elizabeth Vega; son-in-law, John “Beaver” Griffin Sr. (Barbara LeBouef); grandchildren, Linda Carcisse (Travis), Lana LaBauve (Randy Jr.), Natasha Vega Gilmore (Greg), David Lirette Jr. (Allyssa), and John Paul Griffin Jr. (Kimberly); great grandchildren; Katelynn Davis, Serenity Wiggins, Colby, Chole, Bohdi, and Finley LaBauve, Alaya Gilmore, Daimen and Draeden Lirette, and Arcly Griffin. Mr. Vega was preceded in death by his parents, Henry J. and Louise T. Vega; and two sisters. He was a member and former Grand Knight with the Knights of Columbus Council #3150, President of Alcohol Anonymous of Southeast Region, a parishioner of Sacred Heart Catholic Church of Cut Off, and an avid trumpet player for many years. Lock your vehicle. Never leave keys in the vehicle or leave it running unattended. Hide all purchases in the trunk or use blankets to conceal them. PAYMENT: Using a credit card is the safest method of payment. Only keep cash on you in the amount necessary. If you need to enter a PIN, shield the keypad from bystanders. Save the most expensive purchases for last so they are in your vehicle only for a short time. RETURNING TO VEHICLE: Stay off your phone to avoid distraction. Locate your keys before leaving the store. Check the backseat before entering your vehicle. Upon entering, lock your doors immediately. Change parking locations each time you return to your vehicle. Con artists may try to distract you to steal your money or belongings. Be wary of anyone approaching you needing “quick cash” or offering you a large check for a smaller amount of cash. Consider shopping with a partner since criminals are more likely to target someone shopping alone. If possible, avoid bringing children shopping as they can hinder your safety by diverting your attention. A few tips for online shoppers: - Look for the “secure” icon in the address bar, or check that the
website address begins with “https.” - Avoid phishing scams by typing the address of the website instead of clicking a link. - Only shop with companies you know and trust. - Avoid public Wi-Fi when shopping from a mobile device. - Ensure packages will be delivered to a person at a home or office, or opt to pick up the package at a store. Once your purchases have made it to your home, follow these precautions: - Always keep your doors and windows locked. - Keep blinds or curtains closed to ensure merchandise and gifts are not visible from outside. - Break down large boxes for high-value items instead of placing them near the roadside. - Place all trash in black or dark-colored garbage bags. - Avoid any social media posts indicating you are not home. If your family is vacationing during the holidays for an extended period of time, ask a trusted friend or neighbor to check on your house daily. Have them pick up any mail and newspapers to avoid the appearance that no one is home. All shoppers should save receipts and order confirmations as these are key in tracking down stolen property. If your credit card is lost, stolen, or misused,

Boudreaux and Thibodaux were fishing at the end of a bayou. They had put up a sign that read, “The end is near. Turn yourself around.” After a while, a car came speeding along. The people in the car read the sign and shouted at Boudreaux and Thibodaux, “You bunch of religious nuts, go somewhere else with your stupid religion.” Then suddenly Boudreaux and Thibodaux heard a big splash. They looked at each other and Boudreaux said, “You think we should put, ‘The Bridge is out’ instead?” Most of us are more concerned about the next event in our lives – whether it’s a fishing trip, an LSU or Saints game, our next party or whatever – than we are about the end of the world. However, we should take Jesus’ words about the end of the world seriously. We are living in the “in-between times” – between the first and second coming of Christ. We all live in time. One day, for each of us, time will be no more. Meanwhile, we have the very difficult task of living as pilgrims. A pilgrim is one who journeys to a sacred place. As pilgrims we endure hardships, but we also travel together for support and encouragement. We need each other – men and women, young and old, peoples of different races. It’s not good to travel alone. In fact, it can be quite dangerous. The most important aspect of being a pilgrim is that our journey will

one day be over. A pilgrim is not just an eternal wanderer. At some point, the world as we know it will end or be transformed in some radical manner. Our particular journey will have its end. Death is a reality. Knowing that we will one day face death should have an overwhelming influence on our lives. When you are teaching your children about the facts of life, do not forget the most important fact – life will end. Live with that knowledge. Denying death is a major impediment to living life as God wants us to live it. If we live our lives pretending that we have forever, we will end up doing some very foolish and perhaps even evil things. Many anti-aging products can be found in our supermarkets today. It is a modern version of Ponce de Leon’s attempt to discover the fountain of youth in Florida and live forever. Deep down in our hearts, we know it’s a lie. We often use the expression, “Well, there’s always tomorrow.” That too is a lie. For thousands upon thousands of people, there will be no tomorrow. Today will be their last day. Someday, we will not be able to say, “There’s always tomorrow.” We only have a limited amount of time. We cannot do everything and be everywhere. We have choices to make and putting off some of those choices can be a big mistake. Once we face our death, we can live life to the fullest. Look at some people with cancer. They realize how precious life is. They often change their values and ways of living and thinking. When the door of happiness closes, another opens. Often we look so long at the closed door that we do not see the door that opened for us. Go after real values. Don’t go after looks; they can deceive. Don’t go for wealth; even that fades
