The Lafourche Parish Council elected new leadership at its first meeting of the year Jan. 8, instating Noonie AutinWas chairman and Jerry Jones as vice chairman for the coming year. Before handing over the gavel, 2018 Chairwoman Luci Sposito urged Autin to continue the strong relationship she held with the District Attorney’s Office as the legal advisor for the parish. “Please continue to utilize the district attorney and assistant district attorney as team members by asking for opinions when you have any questionable decision to make,” Sposito said. The Louisiana Coastal Protection and Restoration Authority released its draft 2020 Annual Plan this week, detailing spending on more than $783 million in projects. The report includes dozens of projects headed for construction and financing in Terrebonne and Lafourche parishes. The plan includes project money for fiscal years 2020 through 2022. According to the draft, CPRA would spend $738 million on projects in 2021 and $938 million in 2022. The draft plan will be open for public comments through March 9. CPRA will hold three public hearings, including one at the HoumaTerrebonne Civic Center, 343 Civic
Center Blvd., Jan. 31. An open house will begin at 5:30 p.m., followed by a presentation at 6 p.m. and public comments at 7 p.m. Some of the largest local projects include money for the Morganza-tothe-Gulf hurricane protection system, various pump stations in Terrebonne and Lafourche, and barrier island restoration. Louisiana’s First Circuit Court of Appeal officially gained its newest member Tuesday when Walter Lanier III took the oath of office during a swearing-in ceremony. Lanier, who was elected to the appellate court in November after serving 16 years on the bench in Lafourche, began his 10-year term on Jan. 1. “It gives you a sense of pride,” Lanier said to the packed Lafourche Parish courtroom after being sworn in by Chief Appellate Judge Vanessa Guidry-Whipple. “The election was a great opportunity to not just meet with people I’ve been friends with for the past 16 years but to go into new locations and meet individuals in Terrebonne and St. Mary parishes.”

Guidry-Whipple said Lanier is well-fitted for the appellate court. “Socrates once said a good judge acts by listening courteously, answering wisely, considering soberly and deciding impartially,” she said. “I think Judge Lanier fits the bill on all of those points. I would add a good judge is someone who can also exhibit these qualities even in the face of a crushing workload and I know he has that work ethic. Entergy to refund $58M to Louisiana customers after lawsuit
BATON ROUGE, La. (AP) — Entergy Louisiana’s 1 million customers will receive refund credits on their electric bills, the Louisiana Public Service Commission said. The commission voted Wednesday to approve a plan for returning the roughly $58 million over January, February, and March, news outlets reported quoting a statement from the commission. The refunds are the result of a lawsuit the commission won over Entergy, the statement said. They should be about $5.50 per month for customers consuming around 1300 kilowatthours a month.

Lafourche Parish School threats found to not be credible
Lafourche Parish Sheriff Office and Lafourche Parish Schools Superintendent reported several recent school threats have been investigated, and at this time, none have been found to be credible. Detectives began investigating threats Tuesday evening, and the investigations continued into Wednesday. On the evening of January 15, rumors began swirling on social media about a possible threat of a shooting at Bayou Blue Middle School. Through investigation, detectives found that a student had reportedly made a drawing that included an object, which could have been perceived as a gun. Ultimately, the report was investigated, and no credible threat was found. Out of an abundance of caution, additional security measures were in place Wednesday morning. Then on Wednesday, January 16, deputies received reports of rumored threats of possible shootings at several Lafourche Parish schools. Upon further investigation, investigators found these threats were similar to an incident in Terrebonne Parish in which a Houma Junior High School student was arrested Wednesday morning. Similar messages began circulating with only the name of the school changing on each. At this time, no threats involving Lafourche Parish schools have been deemed credible. Sheriff Webre said that while these threats are alarming, he is not surprised to see a rash of threats following Sunday’s arrest of a Thibodaux High School student. Cameron Boudreaux, 18, was arrested for allegedly making direct threats to students that he would kill them by bringing a gun to school. “In the past, upon making an arrest involving a school threat, we tended to see ‘copycat’
incidents over the next few days or weeks,” said Sheriff Webre. “I want to assure the community that we are working with the Lafourche Parish School District to ensure the safety of the students and faculty. Every threat is considered credible until proven otherwise, and we will fully investigate any and all threats that arise.” Investigators are also aware of “Facebook challenges” which encourage students to make threats of school violence or run away from home. Sheriff Webre warns these “challenges” have serious consequences. “This is not a game,” said Sheriff Webre. “Making a threat of this nature will and can result in an arrest and criminal charges that will follow you for the rest of your life. There is no level of anonymity that can protect you. For years, we have worked closely with social media outlets to identify those responsible, and we will continue to do so.” Sheriff Webre said additional deputies or investigators may be seen at Lafourche Parish schools over the next several days, but he stresses that it is simply out of an abundance of caution for the safety of students and faculty. Lafourche Parish Schools Superintendent, Dr. Louis Voiron stated, “District and school level administrators have been working with LPSO throughout these incidents and continue to do so. Any threats of violence will be taken seriously and proper action taken accordingly. We encourage parents and guardians to have a conversation with their children regarding the seriousness of making threatening statements of any form either on or off campus. We also ask that you discuss the importance of reporting anything heard or seen in social media to a school or law enforcement official immediately.”

Satisfaction: Rolling Stones to headline 50th Jazz Fest
NEW ORLEANS (AP) — The New Orleans Jazz and Heritage Festival has got satisfaction: The Rolling Stones are among the headliners for the 50th anniversary festival. Organizers Tuesday confirmed reports that Mick Jagger and his band will play. Also headlining are Katy Perry, the Dave Matthews Band, Al Green, Pitbull, Santana, Jerry Lee Lewis, Aaron Neville and gospel great Shirley Caesar. Producer Quint Davis says this year’s festival will include at least 20 tributes honoring artists who helped shape the city’s musical landscape. These include performances dedicated to Louis Armstrong, Fats Domino, Mahalia Jackson, Allen Toussaint, Pete Fountain and Al Hirt. Tickets went on sale Friday for Louisiana residents only, to buy tickets for the Rolling Stones date — Thursday, May 2. The festival runs April 25-28 and May 25. ___

BATON ROUGE, La. (AP) — Hundreds of Republicans will be gathering in the New Orleans area this weekend for an event billed as a kickoff to the 2020 presidential election. The Southern Republican Leadership Conference is happening Friday and Saturday in Kenner, featuring Louisiana’s top Republicans and others from the GOP national scene. The Advocate reports that since President Donald Trump is seeking re-election, the event is unlikely to be the bustling scene of prior years when presidential candidates would attend jockeying for attention. But the gathering comes just months before Louisiana’s highprofile statewide and legislative races and amid GOP efforts to unseat Democratic Gov. John Bel Edwards. Most of Louisiana’s congressional delegation and statewide GOP officials are expected to attend the conference, along with Mississippi Gov. Phil Bryant and Arkansas Attorney General Leslie Rutledge. BATON ROUGE, La. (AP) — Louisiana has finished handing out February food stamps early, with the state social services agency warning recipients to budget them carefully to cover their needs. The state Depart-
ment of Children and Family Services joined other states in the early issuance of the food aid through the Supplemental Nutrition Assistance Program because of the partial federal government shutdown. The benefits loaded onto the debit-style cards totaled more than $88.5 million for nearly 338,000 Louisiana households. The Department of Children and Family Services is trying to ensure recipients realize that it is not extra help, but the usual food aid a family receives. Coast Guard ends search for 2 missing in Mississippi River
BOOTHVILLE, La. (AP) — The Coast Guard has suspended the search for two people missing in the Mississippi River after a workboat capsized. The Coast Guard made the decision Thursday after a search that lasted 27 hours and covered 130 square miles. The 32-foot boat was found Thursday. The Coast Guard said Katelyn Carlisle and Rueben Arellano were on board when it capsized late Wednesday morning near Boothville. The Coast Guard, the Plaquemines Parish Sheriff’s Office, Louisiana Wildlife and Fisheries and Branch Pilot boat crews responded to the call for help. Coast Guard Cmdr. Michael Wolfe said it’s never easy to make the decision to stop a search. What prompted the boat to capsize is still under investigation.

The project was expected to begin Friday, January 18 and end by July 16. Project Engineer Joe Picciola of Picciola and Associates, Inc. said that getting a resolution to the problem of the curve was of utmost importance. “The Corps’ (U. S. Army Corps of Engineers) idea was to move the road away from the lock structure so that the roadway wouldn’t create ‘down drag’ on the structure. What it did though is it created this really bad curve,” said Picciola. The resultant deep vertical curves presented a hazard to both north and south bound traffic. Because of the difference in levee and highway elevations, a sand-filled temporary barricade employing Hesco baskets was used in the past across the highway during high water events. The new gate will eliminate the need for Hesco baskets. In addition, SLLD can delay closing the highway until water is more certain of topping the levee before it closes the gate. Whereas in the past it took a crew of men, a crane and other equipment to mobilize and install the baskets, now one or two men can close the gate in less than an hour, said Curole. For most of the duration of the project, traffic in both directions will continue on the existing road at a reduced speed of 35 miles per hour. There will be a need at times for one-lane traffic, but not for long periods of time, probably no more than one week, said Picciola. No night work is planned and plenty of signage will be placed nearby to warn drivers of hazards. When asphalting tiein connects the new portion to existing LA 1, there will be some delays and periodic stoppage of traffic, he said. Port Commission Executive Director Chett Chiasson noted that it will be extremely important for all parties to be apprised of all delays and stoppages during the project. “Then we can notify customers at Fourchon and they can change their timing for deliveries,” he said. Picciola promised that any changes in traffic flow will be alerted to all parties involved and posted on Facebook, on
the parish government website and on other social media sites so that the public is made aware of project development.

He has already attended two days of oral arguments in Baton Rouge and attended his first administrative conference Wednesday. Louisiana has 22,912 lawyers and only 53 appellate judges, Guidry-Whipple said. “He joins a very small group in our profession but a very important one,” she said. “People do not understand exactly how hard our job is. about being able to pay for the position with the finances of the Community Action Department reportedly running low and a possible merger with St. Mary Parish on the table. Parish Risk Manager Brent Abadie said the amendment would only allow for the creation of the position; it could be filled later if money allowed. Jones, the council liaison for the Community Action Advisory Board, said that board should have approved the new position before it was brought to the council. Jones also pulled a resolution that would have moved Advisory Board President Richmond Boyd from a public sector seat on the board to a private sector seat. Following Boyd’s decision not to run for re-election to the Lafourche Parish School Board, his term on the School Board expired Dec. 31, 2018. Abadie raised questions over the legality of such a move according to the board’s bylaws. He said Boyd was officially removed from the Advisory Board when his School Board term expired. “You can’t move somebody that’s not there,” Abadie said. Jones said Boyd only had about a year left of his five-year term on the Advisory Board, but he agreed to advertise for the position before submitting a nomination to the Parish Council. There are several public sector positions open on the advisory board, Jones said. The council also presented some good news for civil service employees. Two percent cost of living raises were instated beginning with the pay period that started Dec. 29, Abadie said. Combined with other state money, the NLLD district will have received more than $14 million for these projects in three years. “With this $14 million in construction funding proposed in the FY 2020 Draft Annual Plan, the North Lafourche Levee District will move three significant levee projects through construction to completion, strengthening flood protection for residents and businesses throughout North Lafourche,” district Executive Director Dwayne Bourgeois said. “This significant funding proposed for our projects in the Draft Annual Plan demonstrates that the investment our community is making in levee protection is not only critical to North Lafourche but to the state of Louisiana as well,” Bourgeois said. “Our community is worth protecting.” Large island and marsh restoration projects listed in the plan include: $26.5 million for Caminada Headlands Back Barrier marsh creation, $10.5 million for
Queen Bess Island restoration and $42.95 million for Terrebonne Basin ridge and marsh creation along Bayou Terrebonne. “Through the projects we aim to get in construction in FY20 we hope to have a positive impact on more than 8,600 acres of marsh and more than 162 miles of levee. We are also going to be advancing a series of projects in engineering and design in FY20 that will offer benefits to approximately 117,000 acres of marsh and more than 18 miles of levee when finally completed,” said Bren Haase, CPRA deputy executive director. The commission in 2009 accused Entergy of violating an agreement that allowed the utility to buy other utility companies in Louisiana. The deal required Entergy to make less expensive power from its Arkansas subsidiary available to its Louisiana companies. But the commission said Entergy from 2000 to 2009 sold the cheaper electricity to other mer-

chants, benefiting shareholders but requiring Louisiana customers to pay more. The commission sued Entergy at the Federal Energy Regulatory Commission, and the federal commission ordered Entergy Arkansas to pay $135.6 million plus interest to Entergy customers in Louisiana and other states. Entergy Louisiana customers received $58.6 million. WAFB-TV reports Entergy says in 2012, the federal commission rejected the state commission’s argument that Entergy Arkansas was not allowed to make the sales. Former councilman convicted of theft
A former Lafourche Parish councilman was convicted Thursday of stealing thousands of dollars in Section 8 housing money. A six-member jury found Michael F. Delatte Sr. guilty of one count of felony theft after about an hour and a half of deliberation and three days of testimony. Judge John LeBlanc gave Delatte until noon Friday to pay a $10,000 bond. The defendant was not taken into custody. Delatte’s New Orleans attorney Craig Murdock said he intends to appeal. Delatte was originally indicted on the theft charge on June 1, 2017. Also charged in connection to the same investigation was Kemitra Banks, 41. Banks opted for a bench trial, which will be held at a later date. According to the Lafourche Parish Sheriff’s Office, Delatte and Banks claimed fraudulent Section 8 housing vouchers. Banks, who relocated to Lafourche from New Orleans with her four children in 2014, received Section 8 housing assistance ob-
tained through the Lafourche Parish Housing Authority. Based on Banks’ reported income, the Housing Authority gave her $700 a month to live as a tenant in a mobile home at 2076 La. 307 owned by Delatte’s company. DeLatte received the money as her landlord, prosecutors said. However, Assistant District Attorney Jason Chatagnier contended Delatte and Banks claimed $20,513 from the Housing Authority illegally because she wasn’t actually living in the trailer. Banks and Delatte were involved in a romantic relationship and lived together in Delatte’s home at 2999 Choctaw Road but still collected monthly $700 payments from the Housing Authority, Chatagnier said. Delatte served three terms as the District 2 councilman. He was defeated by Luci Sposito in 2015. Leblanc set sentencing for 1:30 p.m. on March 14. Delatte faces up to 10 years in prison.

Retired LSU Basketball Coach Dale Brown gave this edited address at a recent Interrupting the Culture of Violence Meeting. His message is appropriate for the upcoming Martin Luther King Day. We must have the courage to stand up for what we know is right and speak the truth. Far too many people prefer not to know the truth, because they just want reassurance that what they believe is the truth. There are so many very loving and caring blacks and whites that constantly interact with each other as brothers and sisters. However, we seldom hear about these because the media accentuates the negative and diminishes the positive. Most people are unaware that the founding members of the NAACP in 1908 were made up of four blacks and four whites. We must know all the facts before we can have a solution. These are the facts: Fact 1: History. African-Americans have had to suffer through 250 years of slavery, 90 years of Jim Crow, 60 years of separate but equal, and 35 years of racist housing policies. Until we recognize and understand the pain this has caused AfricanAmericans, we can never be whole. Fact 2: Fear. Many of my black friends from all over this nation have told me they fear the violent dysfunctional behavior that has made murder the number one cause of death for black males between 15-34. Sadly 90% are killed by other black men. We must notify the police about these dangerous thugs. The only thing more powerful than fear is the boldness of faith. Fact 3: Fathers. What helps to perpetuate the problems in the African-American community is that 75% of all births are out-of-wedlock. Nearly 70% of these children are growing up in single-parent households. A former NFL player bragged he has 11 children by seven different women. What a shameful and a lousy role model he became. Fact 4: Education. Education is another major problem. Less than 50% of black males graduate from high school and 75% of all crimes are committed by high school dropouts. Fact 5: Freedom. Martin Luther King said, “There is a danger that those of us who have been forced so long to stand amid the tragedy of oppression that we will become bitter. But if we become bitter and indulge in hate campaigns, then the new order that is emerging will be nothing but a duplication of the old order.” Change can only happen through education, justice and unity. No emancipation proclamation, no civil rights bill can give us freedom. We will only be free when we reach down in the inner depths of our own being and sign our own emancipation proclamation. Fact 6: Excuses. George Washington Carver grew up in a slave family and became an inventor and profes-
sor at Tuskegee University. He said, “90% of the failures come from people who have the habit of making excuses.” Benjamin Franklin supports that theory, “He that is good for making excuses is seldom good for anything else.” You can never move from victim to victory until you eliminate all excuses and quit feeling sorry for yourself. Fact 7: Evaluation. The four P’s – Prayer, Politicians, Police, and Prison – cannot solve these problems. Our system needs a total evaluation and overhaul. Fact 8: Saviors. We have built the idea of saviors into our entire culture. We have learned to look to experts in every field, thus surrendering our own strength, demeaning our own abil-
ity and causing us not to act. If you are looking for a helping hand, look at the end of your own arm. Fact 9: Conversations. Until blacks and whites reach out to each other and have an honest and candid discussion, nothing will change. Both sides must admit their flaws. Denzel Washington said, “If the father is not in the home, the boy will find a father in the streets.” Fact 10: Teamwork. The world must learn to work together or it will not work at all. We are looking for theories and searching history for explanations on what makes a great organization. It is very simple. We all have to work together. The best potential for me has always been we.
