Louisiana hopes to reduce inmates returning to prison
BATON ROUGE, La. (AP) — Officials in Louisiana hope to reduce the number of inmates who return to prison after additional crimes by resuming a program that W was successful over a decade-long period. The Advocate reports that prison officials hope a renewed federal grant on recidivism and money saved by criminal justice reforms will allow them to build on the success from the last decade when former inmates returned to prison at decreasing rates. State officials plan to bring back a program

Golden Meadow Police asking for help in locating stolen “Welcome” sign
Golden Meadow Chief of Police Reggie Pitre announced a reward is being offered for information leading to the arrest of the person or persons wanted for stealing a welcome sign for the Town of Golden Meadow. At 11:05 a.m. on December 27, 2018, a Golden Meadow Police officer observed the sign was missing. The sign was located on the north end of the town limit in the median on LA Highway 3235. The officer observed eight screws on the ground which had been removed
from where the sign was secured to the posts. It is unknown exactly when the sign was stolen. Anyone with any information on this case is asked to submit a tip anonymously through Crime Stoppers Bayou Region by phone at 1-800-743-7433 or online at www.crimestoppersbr.org. Tips can also be submitted using the P3 Tips app on your mobile device. Tipsters could be eligible for a reward of up to $1,000 in cash if the information leads to an arrest.

A look back at Lafourche’s top 10 stories of 2018 The relative stability comes after the local oil-based economy lost 16,000 jobs — nearly one of every five — since mid2014 as low crude prices sparked layoffs and work slowdowns. Scott predicts the area will add 700 jobs this year and another 2,100 jobs in 2020, driven largely by oilfield gains. But that will hinge on whether oil prices rise to around $80 a barrel after posting their biggest yearly drop since 2015. U.S. benchmark crude closed at $45.41 a barrel Monday, down 25 percent for the year. 2. OIL BUST HITS BOTTOM A report from a wellknown Louisiana economist summarizes the state of Houma-Thibodaux’s economy since an offshore oil bust began four years ago. “After much bloodletting, the corner appears to have been turned,” Loren Scott’s annual forecast, released in September, says. “The numbers obviously do not show great growth, but at least they are up.” The area lost 100 jobs in 2018 through November, preliminary state figures show.

Built in 1976, the current jail holds about 245 inmates. Lack of space forced the Sheriff’s Office to send inmates to other parishes at higher cost. The new jail will house more than 500 inmates, with room to grow, and will focus on rehabilitation, officials said. 3. Smoking Cessation Trust offfers quit tips for Louisiana smokers
NEW ORLEANS – As 2019 begins and many people make New Year’s resolutions, one resolution that consistently appears at the top of many lists is “quitting smoking.” Louisiana currently ranks 48 out of 50 states for tobacco use according to the recently released 2018 Report from the United Health Foundation. Presently, 23.1% of the state’s adult population lights up. According to the CDC, the number of adult smokers in the U.S. is now estimated at 14% (as of 2017). The state’s overall health ranking is now 50, one spot down from 49 in 2017. “With existing and potential smokers now being convinced on a daily basis that ‘safer somehow equals safe’ when it comes to new, high-tech cessation tools, unfortunately, we will continue to see a steady rise of Louisiana citizens smoking at even higher rates,” said Mike Rogers, CEO, Management Services. “To combat this challenge, the Trust continues to help people face their challenges by offering eligible smokers a variety of free products and services, as well as advocating for a rise in the age in which young people can purchase tobacco products to 21, to protect our youth from a lifetime of addiction to nicotine. To date, the Smoking Cessation Trust has enrolled more than 95,000 members with a goal of 200,000 by 2022.” The Smoking Cessation Trust encourages Louisiana smokers to start the New Year cigarette-free by following these five quit steps from the CDC: Step 1: Set a Quit Date: Pick a date to quit smoking. This will give you enough time to prepare. Really think about your quit date. Avoid choosing a day where you know you will be busy, stressed, or tempted to smoke (for example, a night out with friends, days where you may smoke at work). Step 2: Tell Family & Friends That You are Trying to Quit: Telling family, friends and
coworkers about a quit attempt can increase a smoker’s chances of success. By sharing what kind of support a smoker is looking for–either encouragement or accountability–the loved one can be involved in the process. The more people a smoker has in his corner, the more likely he is to succeed. Have a spouse or friend who wants to quit too? Do it together! Step 3: Plan for Challenges While Quitting: Stopping smoking is not just about dealing with nicotine cravings. Many smokers need to work through the habitual tendencies surrounding cigarette use. By going to a group workshop run by a certified tobacco treatment specialist (“CTTS”) smokers can learn how to work through cravings and triggers like stress, boredom and nervousness without reaching for a cigarette. Many major hospitals across the state of Louisiana offer cessation counseling; contact the Trust for a full list. Step 4: Remove Cigarettes and Other Tobacco from Your Home, Car and Work: You will be tempted to smoke during your quit. Stay strong; you can do it! Removing things that remind you of smoking will get you ready to quit. A few good ideas are: • Throw away all your cigarettes and matches. Give or throw away your lighters and ashtrays. Remember the
ashtray and lighter in your car! • Don’t save one pack of cigarettes “just in case.” Keeping even one pack just makes it easier to start smoking again. • Remove the smell of cigarettes from your life. Make things clean and fresh at work‚ in your car‚ and at home. Clean your drapes and clothes. Shampoo your car interior. You will be less tempted to light up if you don’t smell smoke. • Have your dentist clean your teeth to get rid of smoking stains. Your teeth will look amazing. When you quit smoking, they will always look that way. Step 5: Talk with Your Doctor about Nicotine Replacement Therapy or Pharmaceutical Help: Smokers should
discuss cessation treatments with their doctor. The Smoking Cessation Trust provides access to all recommended cessation methods through their provider partners across Louisiana; knowing an individual’s medical history, the doctor can suggest and prescribe pharmaceuticals or a nicotine replacement therapy that will work best for each smoker. Doctors can also talk about the benefits of quitting and what to expect. For more information, to see testimonials of former smokers, to find a provider or to sign up for the Smoking Cessation Trust please visit www.smokefreela.org or call: 504-529-5665 or toll-free at 1-855-2596346.

Edmonson said she didn’t blame Larpenter for cutting the program and hopes the local economy will rebound. “Sheriff Larpenter has been a very good friend for the Council on Aging,” she said. “For 20 years his inmates have prepared 3.5 million meals for us. It was his idea in the first place. The parish bought all of the equipment, we provided the food and containers, the inmates cooked it and we delivered it. It was a wonderful, wonderful venture. I don’t think the sheriff wanted to do it this way but was forced to due to lack of funds. He’s always been there for the elderly.” ___ Information from: The Courier, http://www.houmatoday.com

that focuses on inmates with both mental illness and substance abuse problems as they completed their sentences. “We started actively cooperating in the community post-release to get them engaged; that had a significant effect,” Department of Corrections Assistant Secretary Rhett Covington said in an interview Wednesday. Covington said the department previously had not been involved with inmates after their release. The revised Second Chance Act program will work with prisoners returning to the Baton Rouge and St. Tammany areas before and after their release. The state’s recidivism rate among highrisk and high-need inmates who returned to prison within three years dropped 12 percent between 2004 and 2014, according to a national justice organization. Those numbers do not include all inmates in the Louisiana prison system, corrections spokesman Ken Pastorick said. In 2011 and 2014, Louisiana’s prison system received two $600,000 grants to work with inmates with mental illness and substance abuse disorders. The New Beginnings pro-

gram increased peer mentorship, improved inmates’ access to local service providers and support from probation and parole officers. The 400 inmates involved in the program made the New Beginnings program one of the productive re-entry initiatives that helped reduce recidivism, according to the report from The Council of State Governments Justice Center. Covington said without help, inmates with co-occurring mental illnesses and substance addictions return to prison after release almost automatically. The program did not win federal funding for two years. State Corrections Secretary James LeBlanc said after this federal grant of $750,000 runs out, he hopes to continue the work through their own funding. ___ Information from: The Advocate, http://theadvocate.com

nesses, losses of jobs, a vanishing coastline, and flooding are a few of the issues that have continually plagued our area. These are mentioned by the people I have spoken with throughout the parish. However, the biggest overall concern expressed is a parish government that can work together to solve these problems. My experience in parish government, leadership skills and the ability to create a work environment conducive to team and consensus building are qualities that I would like to bring to the office of Parish President. It is with great excitement and enthusiasm that I announce my candidacy for the office of Lafourche Parish President.

NEW PRESIDENT Jay Clune became the sixth president of Nicholls State University in January, succeeding Bruce Murphy. Clune, a Houma native and Nicholls graduate, has advocated at the state Legislature for higher education and TOPS tuition funding, instituted the first faculty and staff pay raise in 10 years and pushed for new projects such as renovation of the campus greenhouse, library and student union. The new president has spoken about his vision to expand the university into a lifelong learning environment, stretching from the students at the Little Colonels Academy to a future housing center for senior citizens. 9. THIBODAUX MASSACRE Researchers continued their efforts to locate and identify the remains of at least 30 people killed during a racially motivated attack nearly 150 years ago. On Nov. 23, 1887, a mob of white men attacked black sugar plantation workers who were protesting a wage system that effectively kept them tied to the farms where they worked. Historians estimate 30-60 were murdered during the daylong attack. The burial site wasn’t recorded, but researchers suspect it may be on property of American Legion Post 513 in Thibodaux, where initial tests led them to conclude further investigation is warranted. The project, funded by a nonprofit, seeks to locate and identify victims’ remains and provide proper burials. 10. PARISH ADMINISTRATORS The Lafourche Parish government has gone without a permanent administrator since February 2018 despite several nominations for a replacement. The resignation of
Leif Haas at the end of January prompted a continuing dispute between Parish President Jimmy Cantrelle and the Parish Council over who should take the No. 2 job. Cantrelle has made four nominations since February, one every 60 days. The council re-

New Orleans: lowest number of killings in 47 years
State medical pot tests cause conflict of interest concerns
BATON ROUGE, La. (AP) — Louisiana’s only operating medical marijuana grower is concerned about the state Department of Agriculture and Forestry’s plan to test the crop itself instead of using third-party laboratories. The president of licensed grower GB Sciences Louisiana, John Davis, tells The Advocate that the new regulatory scheme complicates procedures such as appealing contested test results. Marijuana grown by the state’s two approved producers is supposed to be tested by an independent laboratory to ensure the crop’s safety. But the state agriculture department says all laboratories that responded to its request for proposals failed to meet state requirements, leaving it to temporarily conduct the tests. The law allowing medical marijuana in Louisiana was passed in 2016, and Davis says the greater than twoyear delay in solving the laboratory issue is concerning. NEW ORLEANS (AP) — New Orleans logged the lowest number of killings in 47 years during 2018, but an analyst notes that the murder rate remains among the nation’s highest. The 145 homicides in the city in 2018 marked the lowest total since 116 in 1971. It also marked the second drop in a row: from 174 in 2016 to 157 in 2017 and 145 last year. The murder rate is about 37 per 100,000 residents. That’s at best fourth-highest and might be No. 3, crime analyst and City Council consultant Jeff Asher told The New Orleans Advocate. St. Louis and Baltimore have the highest rates, and either Detroit and New Orleans will be next, he said. It would take a further significant reduction for New Orleans to drop to No. 5, he said. Asher also noted that while 2018 saw the fewest murders in New Orleans since 1971, the city had a lower murder rate in 1985, when there were 152 slayings and more than 500,000 residents.

campaigned promising to reduce the board’s size from 15 to nine members. Among other races, Thibodaux Mayor Tommy Eschete was elected to his third term, unopposed for the second election in a row, a first for the city. 6. COUNCILMEN’S FEUD A fight between two Lafourche Parish councilmen made headlines. Parish Councilman Jerry LaFont was granted a temporary restraining order against Councilman James Bourgeois. LaFont claimed Bourgeois threatened his life after a council meeting in April. Bourgeois was charged with simple battery and has been arrested twice for violating the restraining order, once in June and again in September. Bourgeois was convicted in September for filing false public records after a jury found he did not live in his home in Raceland. After the conviction, Bourgeois was suspended from his council seat and an interim replacement was named. The restraining order was set to expire at the end of 2018. 7. SCHOOL ISSUES Declining revenue prompted the Lafourche School Board to cut $6 million from its budget in March. The cuts eliminated 20 percent of the system’s bus drivers and left many positions unfilled. Teaching positions were unaffected. A new Chackbay Elementary opened in August, and the system installed artificial turf at its three high school football stadiums. In December, Superintendent Jo Ann Matthews retired after nearly 14 years. The board chose Louis Voiron, the system’s human resources director, as the new superintendent. 8. NICHOLLS GETS

What a Life!
By: Rev. Wilmer L. Todd Standing up for gospel values may not be popular in our world today
On March 24, 1980, a lone gunman stepped out of his car, rested his rifle on the car door and aimed it at the church. Through the wide-open doors he could see directly up the long aisle to his target, an archbishop who was just finishing his homily at Mass that morning. A shot rang out, and so ended the life of Oscar A. Romero, Archbishop of San Salvador. For the previous three years, Oscar Romero preached the gospel to all his people, and had denounced the sins, murders and torturers who were destroying his country. Using the archdiocesan radio station, he spoke to all the people, and everyone listened to him. To the poor, he was the “voice of those who have no voice.” To the rich and powerful, he was a Communist and an enemy of the state. The rich and powerful publicly denounced him. “We have never preached violence,” Romero said, “except the violence of love, which left Christ nailed to a cross, the violence that we must each do to ourselves to overcome our selfishness and such cruel inequalities among us.” What kind of gospel would it be, Romero asked, that did not provoke a crisis in you? This is what many people would like: pleasant, pious considerations that do not bother people. That type of gospel never hurts anyone, and never helps anyone, either. No, the gospel is courageous, and it makes demands on us, even to the giving of our lives. Romero gave a simple message to his people and those in power. “The Church says to the rich: Do not sin by misusing your money. It says to the powerful: Do not misuse your political influence. Do not misuse your weapons. Do not misuse your power.” The abuse of power and position has brought great suffering to millions of people. The greed of the powerful has caused the financial crisis we went through several years ago. Yet all of us are tempted to misuse our power over others. What is the message many people hear today? A major Christian organization took a survey a few years ago of the 10 most popular radio and TV ministers. They evaluated their sermons and the result was that 75% of their message focused on what we might call “feel good” preaching. The themes ranged from: “You are a special child of God and you have a right to receive
every physical blessing God has promised. Just believe and you will receive!” to “Everyone gets an A+ in God’s School of Faith.” One minister had just finished constructing a two million-dollar home for himself and was praising God for being so good to him and his family. When we sugarcoat the Word of God, we have no sense of God, or no sense of justice, nor will we be expecting anything. We will fall into our lazy ways of living. Then the Gospel will be only a storybook. It will have no power to touch us, move us, or bring us to life. This is what Romero said for the 1978 Advent Season, “Advent should caution us to discover in each brother or sister
that we greet, in each friend whose hand we shake, in each beggar who asks for bread, in each worker who wants to use the right to join a union, in each peasant who looks for work in the coffee groves, the face of Christ. “Then it would not be possible to rob them, to cheat them, to deny them their rights. They are Christ, and whatever is done to them, Christ will take as done to him. This is what Advent is – Christ living among us.” Archbishop Oscar Romero was canonized a saint by Pope Francis on October 14 of this year. A bullet stopped that brave beating heart, but it could not silence his voice. Oscar Romero is a voice in the wilderness of worldly greed, a voice calling to us today.
