The state relinquished its title as the nation’s top jailer, with an announcement earlier this month that Oklahoma now has the highest incarceration rate in the country. But a new report also shows Louisiana’s prison population decline also exceeded state projections of the criminal justice overhaul’s impact.

BATON ROUGE — When Rep. Paula Davis put forward a compromise last Friday to resolve an epic fight over funding state government, a fellow Republican proposed an amendment that could have placed the bill in jeopardy. As Rep. Raymond Crews, R-Shreveport, approached the podium, Davis firmly shook her head no and repeatedly told him, “Do not do this.” Several members came rushing over to support her, and Crews backed off, prompting applause from other legislators. That dramatic moment reminded nearly everyone in the chamber of how another Republican had rushed to the microphone to stop Rep. Julie Stokes, R-Kenner, from calling for a compromise vote earlier this month. Stokes lost then, while Davis’ bill passed Friday, breaking a logjam and setting the state on a path to greater financial stability. But the risks that both took in seeking a compromise on such a highstakes issue also show how women are beginning to have a larger influence in a male-dominated Legislature that has not always been so hospitable to them. “So much of what we saw this year was political gamesmanship, and most women are not that interested in that,” Stokes said in an interview. “We just want to solve problems and get our state on the right track.” “I do think it flows naturally for women to not want to see the division,” she added. “There is a desire to bring people together.” That seems to be the case, she said, even though some of the most liberal and most conservative House members are women who believe deeply in their issues. But when it comes to pushing for consensus, she said, “it makes sense that a

The Revenue Estimating Conference adjusted the forecasts a day after Gov. John Bel Edwards signed both the budget and tax bills from the just-ended special session. Conference approval was the last step needed to enact the budget without the dire slashing once predicted. “This is obviously necessary for us to recognize the session action and for us to process the budget and move forward,” said Commissioner of Administration Jay Dardenne, the governor’s chief budget adviser and a member of the conference. The final $29.5 billion state operating budget enacted by the Legislature for the budget year that starts in July will keep most agencies on an even keel — and even fund a few new initiatives. Taxes passed by lawmakers across two special sessions in May and June sidestepped worries that food stamp assistance would dry up, college students would lose state-financed tuition aid, safety-net hospitals would close and nursing home residents would be evicted. Instead, the spending plan will shield health services, K-12 education programs, college campuses, the TOPS tuition program, state parks, district attorneys, the food stamp program and the child-welfare agency from cuts. woman would actually step up and fill that role.” That role was especially crucial in the House, where Republican leaders have been at loggerheads with Gov. John Bel Edwards since he took office in early 2016. After 10 legislative sessions and months of tense partisan debate, the House finally broke the stalemate by passing Davis’ bill to renew 0.45 of an expiring penny of state sales tax, raising at least $466 million a year for the next seven years to avoid major budget cuts. The Senate ratified the measure last Sunday. Even though she is just in her first term in the House, Davis, who is from Baton Rouge, started the push toward a compromise with a proposal last week to extend four-tenths of a cent of the sales tax. She increased it to 0.45 Friday when Edwards, who wanted to extend half a cent, and House Speaker Taylor Barras, RNew Iberia, agreed to split the difference. See Women Page 5-A
Sheriff’s office plans Drive Sober or Get Pulled Over campaign
The Lafourche Parish Sheriff’s Office has announced plans for the Drive Sober or Get Pulled Over campaign which runs from June 29 through July 5, centered around the Independence Day holiday. The campaign is coordinated and funded by the National Highway Traffic Safety Administration and the Louisiana Highway Safety Commission. As part of the campaign efforts, the Sheriff’s Office will assign additional deputies to saturated patrol efforts to target impaired drivers and help keep motorists safe. See Drive Sober Page 5-A

Two Lafourche Parish Sheriff’s Office supervisors recently graduated from the first ever session of the National Command and Staff College. Major Roy Gros, Criminal Department Head, and Captain Cortrell Davis, warden of the Lafourche Parish Detention Center, were among the class of 34 law enforcement commanders who completed the course. The International Academy of Public Safety, Inc. founded the course in collaboration

Davis herself noted in the House that while compromise is never easy, “not budging is not an option.” Davis and Stokes stood out in this year’s sessions, but other women also played important roles even though only about 15 percent of state legislators are women. Sharon Hewitt, RSlidell, helped lead a push to free up millions of dollars from dedicated funds to make it easier to move money around the state budget, and Rep. Katrina Jackson, D-Monroe, sponsored a bill that raised $34 million in revenue. Rep. Nancy Landry, R-Lafayette, succeeded in making hazing a felony after the death of an LSU fraternity pledge, while Rep. Barbara Carpenter, D-Baton Rouge, got a bill passed to require state agencies to develop sexual harassment policies and train employees on them. Sen. Karen Carter Peterson, D-New Orleans, delivered a tongue-lashing after an earlier special session fell apart, calling on the representative, Alan Seabaugh, a Republican from Shreveport, who blocked Stokes’ bid for a compromise, to apologize to residents of the state. Louisiana ranked lowest in the nation in 2015 in the percentage of female legislators, according to The Institute of Women’s Policy Research, a group based in Washington D.C. The study found that between 2005 and 2014, Louisiana saw the largest decline of female representation in the country. Since then, the state has rebounded a bit and now ranks 45th in the percentage of female state legislators. “It has been a good ol’ boy system for so long,” said Rep. Pat Smith, D-Baton Rouge. “Women for a long time have felt that they do not have what it takes to take on the challenges of the Legislature.” Rep. C. Denise Marcelle, D-Baton Rouge, said that when she ran for the city council in 2008, other women also were in the race. “I kept hearing the phrase: ‘We don’t need all of those

women in leadership,’” she said. “We need males in leadership.’” When Davis ran for the House in 2015, Jerry Arbour, a former East Baton Rouge Parish School Board member, told her that “a woman’s place is in the kitchen.” He later claimed it was a joke. Instead of ignoring the comment, Davis integrated it in her campaign. She sent out mailers to her district with the comment written alongside her accomplishments, including her role as former deputy commissioner of insurance. The flyer also included a cake recipe and a photo of a woman wearing an apron. “For the record, I’m pretty good in the kitchen, too,” Davis wrote. Davis won a runoff against Republican Ryan Heck with 55 percent of the vote. Over the years, female legislators have had to endure remarks they considered demeaning. In 2016, Rep. Kenny Havard, R-St. Francisville, made national headlines by proposing an amendment requiring female strippers to weigh less than 161 pounds. The underlying bill would have blocked women under the age of 21 from becoming strippers, and after women on the floor expressed outrage at his amendment, Havard said it was a joke to poke fun at government overreach. When asked about that again Thursday, Havard said he still did not think he should apologize for them. “I don’t feel that I owe an apology, especially because of the #MeToo thing,” Havard said. “I think it’s totally blown out of proportion. People walk around with their feelings on their shoulders, and in my opinion, they need to grow up.” “It’s one thing to harass someone—in my opinion we should lock the guys up, not just fire them—that’s totally out of hand,” Havard added. “But it’s another thing to tell someone you look nice in that jacket or dress. That’s not necessarily sexual harassment, I don’t think. I had a guy a while ago when I went to Raising Canes tell me “nice suit.” Should I run out into the street yelling ‘#MeToo?’” Referring to Havard and others, Smith said that “when you talk about sexual abuse, gender discrimination and those kinds of things with a mostly male environment, you are subject to have people make jokes like they did. They didn’t really give any thought to the notion that women would be insulted and actually take that a different way than a man would.” “You have to be strong on how you feel about yourself in order
to counteract what they brought forth,” she added. Marcelle agreed, saying that she has witnessed inappropriate comments being made in the House. “Sometimes we get into the setting where there’s a lot of men, like the House of Representatives,” Marcelle said, “and they will say things that they think are okay but are very offensive to women.” Dr. Belinda Davis, a public policy researcher and LSU associate professor, said such remarks could discourage women from running for office. Several organizations, like Ready to Run and Emerge America, are trying to change the status quo and encourage more women to run for political office. Emerge America recently opened a chapter in Louisiana, and Dr. Davis was selected as a member of its inaugural campaign training class for women interested in running for office. Among the topics covered were messaging, fundraising, finance laws and organizing campaign ground games. “Up until now, we have not had an organization dedicated to encouraging women to run and providing them with the skill sets that they need in order to be able to run for office effectively,” Davis said. “We need to reach a point where we have this critical mass of women in our Legislature that is capable of encouraging other women to run.”

“Shedding that title was just the beginning,” the Democratic governor said. “This is about making the people safer.” Louisiana had a prison population of more than 40,000 inmates in September 2012. It had fallen to about 33,000 in March with the changes enacted. Corrections Secretary Jimmy LeBlanc said the number of people in Louisiana prisons is the lowest it’s been in 20 years. Edwards touted data showing Louisiana is locking up fewer nonviolent offenders, decreasing prison admissions for property and drug crimes and cutting probation and parole caseloads. The criminal justice changes championed by the governor expanded probation and parole opportunities and reduced sentences, mainly for nonviolent offenders. They eased some financial burdens inmates face upon release. And they required most of the savings from the reduction in prison population to be spent on treatment and training programs aimed at keeping exiting inmates from returning to crime. The overhaul passed last year with a wideranging coalition of bipartisan support. Supporters said Louisiana — which spends about $700 million a year on correctional costs — should focus more on rehabilitation to improve public safety, noting that other Southern states have taken similar approaches. “We were locking people up at double the national average and yet we had nothing to show for it. Our communities weren’t safer,” Edwards said. Early releases of inmates have been controversial, however, as critics derided the changes as damaging to public safety. Republican Attorney General Jeff Landry, a possible challenger to Edwards in the 2019 election, denounced the criminal

justice redesign as “dangerous legislation.” Lawmakers tweaked the overhaul this year, changes that could keep more people under corrections supervision longer. The report released Thursday by the corrections department and the Louisiana Commission on Law Enforcement was the first performance review about the law changes.
Since most of the changes began in August and November, the report warns the data is preliminary. No information on recidivism rates was available to indicate if Louisiana was seeing fewer ex-inmates returning to prison with the changes. Edwards said the savings from the criminal justice redesign also is higher than expected.
That data will be released in a few weeks. Seventy percent of those dollars are required to be reinvested in education, training and support programs aimed at keeping people from reoffending and on victim services. “The work is far from over,” LeBlanc said. “In fact, it has just begun.” ___
Houma, La. – After a continued investigation into a fatal crash that occurred on April 15, Troopers arrested Brodie Matherne Thursday for several charges including negligent homicide. Troopers had obtained a search warrant for Matherne’s cell phone and through investigative means, were able to determine that he was distracted by the phone while driving, causing the accident.
An arrest warrant was obtained for Matherne and he was booked into the Terrebonne Parish Correctional Facility on charges of negligent homicide, negligent injuring, texting while driving, and driving left of center. The two-vehicle crash occurred around 2 a.m. April 15, on LA 659 just north of LA 24, taking the life of 52-year old Roy Neil of Montegut. The preliminary investigation revealed 26-
year old Matherne of Bourg was traveling north on LA 659 in a 2014 Chevrolet Silverado. Neil was traveling south on LA 659 in a 2014 Nissan Altima when Matherne crossed the center line and struck Neil’s vehicle head-on. Neil was properly restrained during the crash, but suffered fatal injuries. He was pronounced deceased on scene by the Terrebonne Parish Coroner’s Office.

Bourg man charged after investigation finds cell phone distraction caused fatal accident
In Lafourche, fireworks are illegal in Thibodaux and Golden Meadow, except in Golden Meadow’s Oak Ridge Park. The designated times to launch fireworks in Lafourche are from 9 a.m. to 9 p.m. through Monday, from 9 a.m. to midnight Tuesday and Wednesday and from 9 a.m. to 5 p.m. Thursday. “The parish has an ordinance regarding fireworks,” said Lafourche Sheriff Lt. Brennan Matherne. “Whether you’re buying, selling or discharging them, there are designated times. From the standpoint in our jurisdiction, fireworks are legal everywhere in the unincorporated areas of Lafourche Parish. After July 5, it will be as illegal to pop fireworks in Lafourche as it is everywhere else.”

Corrections officers will get a pay raise. Need-based aid for college students will grow. The foster care program will be expanded to pay for students to finish high school or until they reach age 21, rather than ending payments when a child turns 18. Some agencies will take smaller cuts, and the budget doesn’t contain enough money to pay local sheriffs to house state inmates in their jails. The state will owe sheriffs the money. Lawmakers also allocated only part of the money needed for the corrections officer pay raise. Corrections Secretary Jimmy LeBlanc will be asking for additional dollars later in the year to cover the pay hike costs, saying the raise is critical to help stem prison guard turnover rates that are so high they threaten safety. With the new budget year only a day away, the Revenue Estimating Conference moved to put the finishing touches on the tax and budget deal quickly, with legislative staff hastily trying to pull together all the paperwork needed for the final procedural step. The deal had three main financing pieces that needed to be incorporated into the forecast: partial renewal of an expiring state sales tax, adjustments to tax break programs and movement of oil spill recovery money from savings accounts to the state’s general fund. The largest amount of money, $463 million, was raised by the sales tax. Lawmakers agreed to renew 0.45 percent of an expiring 1 percent sales tax. The state sales tax rate will fall from 5 percent to 4.45 percent on July 1 and stay there until mid-2025. LPSO deputies will also assist Louisiana State Police with a DWI checkpoint scheduled during the campaign period in Lafourche Parish. In a new twist on DWI enforcement, deputies will also partner with other agencies, including Thibodaux Police Department and Louisiana State Police wherein officers from two agencies will ride in a single unit in an effort to better spot impaired drivers and remove them from the roadways. Also during the campaign, the LPSO will also conduct its weekly seatbelt checkpoint on Thursday, July 5. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. These weekly checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists. Citizens are reminded to designate a driver if you are going to drink. Motorists suspected of DWI who refuse to submit to a breathalyzer test will lose their driver’s license for one year (first offense). For a second offense, the penalty increases to two years. What a Life!

I started this article before President Trump reversed his stance and signed the executive order ending the practice of separating immigrant children from their parents at the border. Two-thirds of Americans have condemned the practice and practically every religious leader has called this policy “immoral.” I am still sending this to the press in the hope that his will never happen again. Child Psychologists described this practice as “child abuse.” These children might be scarred for life. They cry for their parents and are very insecure because they do not know what is going to happen to them. A government should never abuse innocent children. Edmund Burke once said: “The only thing necessary for the triumph of evil is that good men should do nothing.” Thank goodness we have many good men and women who spoke up for a change to a more humane, Christian policy that would respect the dignity of every person. Attorney General Jeff Sessions sparked a heated debate when he quoted a Bible passage from Romans 13 trying to justify the Administration’s policy of separating children from their parents. He said, “I would cite you to the Apostle Paul and his clear and wise command in Romans 13 to obey the laws of the government because God has ordained them for the purpose of order.” This is the same Scripture quotation used by slave owners and segregationists in the past. A good Christian knows that an unjust law does not have to be obeyed. Only just laws need proper obedience. Besides there is no law saying that children should be taken from their parents. The Administration played the “blame game” and tried to fault the Democrats for passing such a law. The fact that Trump signed an executive order reversing the practice proves that no law ever existed. Again, Trump was not very honest with the American people. As a Sunday School teacher for the United Methodist Church in Mobile, AL, Sessions should have known that Jesus talked about loving others in more than 40 gospel passages. The most important, “This is my commandment, that you love one another as I have loved you.” (Jn 15:12)
Jesus’ love was unconditional, without any “ifs, whens, or buts.” In other words, we are to love all peoples, all the time, no matter what race, creed, sex, gender, or nationality they belong to. Jeff Sessions should have also known that Jesus preached mercy. Again the gospels have Jesus speaking about mercy more than 20 times. In Matthew’s gospel he says, “Blessed are the merciful, for they will receive mercy.” (Matt 5:7) Again in Matthew’s gospel, Jesus says, “Go and learn what this means, ‘I desire mercy, not sacrifice.’ For I have come to call not the righteous but sinners.” (Matt 9:13) Maybe we as a country should be practicing Jesus’ teaching on mercy.
