Auditor: LA businesses owed $785 million in unpaid state taxes last year By David Jacobs The Center Square
Businesses owed the state about $785 million in unpaid taxes at the end of the fiscal year that concluded June 30, 2018,W the Louisiana Legislative Auditor says. The Department of Revenue collected about $9.2 billion that year across all tax types. About 90 percent of the money the department collects comes from businesses, though that includes employer withholding of individual income taxes. About 70 percent of the unpaid business collections are sales or employer withholding taxes that businesses collected but did not remit to the state. A little over 69 percent is considered collectable; the department considers owed taxes uncollectable when its officers have exhausted their collection tools or once the debt is 10 years old. While the amount of unpaid debt increased by $170.8 million since fiscal year 2016, staffing in the department’s Business Tax Enforcement division has decreased by 8.3 percent,

Storm debris cleanup and removal begins
Parish officials provide tips on placing storm debris curbside
Lafourche Parish Government and its contractors will begin the process of Storm Debris Cleanup and Removal in the aftermath of Hurricane Barry. Any resident who has storm debris is asked to place the debris curbside. Patience and understanding is necessary in allowing contractors the time that it will take to complete the lengthy process of cleaning up the entire parish. The parish and its contractors are not responsible for collection of debris in cases where property owners may be reimbursed by insurance companies for hauling debris to an accredited landfill. In these cases, property owners and their contractors will be responsible to make arrangements with a solid waste contractor for the proper collection and disposal of the debris. The parish and its contractors are not entering private property to collect debris at this time. Debris collection will occur at or very near the public right of ways. Property owners will be responsible to
make sure the debris is placed in the proper location for collection. To assist in these collection efforts, parish government officials ask that storm debris and regular garbage and trash be kept separate as much as possible: Place all debris at street curbside away from fire hydrants, low hanging wires, water meters, etc. Storm debris should be separated into different piles: (1) metal (2) clean wood and tree debris (3) white goods (household appliances such as stoves, refrigerators, a/c units, washers and dryers, microwave ovens, TV’s, etc.) (4) batteries, chemicals or other items that may be of a hazardous nature. Loose debris should be boxed, bundled, and containerized as much as possible. Residents are asked not to put debris in roadside ditches that may block drainage.
The Lafourche Parish Sheriff’s Office will begin rolling out a new notification system for upcoming court dates. The message will also give the recipient the option to pay the fine associated with their citation or summons in lieu of attending court. This system is aimed at curbing the large number of contempt of court warrants issued for people who failed to pay or attend court. “In recent years, we’ve noticed a large number of people being arrested for contempt of court after failing to pay a fine or show up for court,” said Sheriff Webre. “Through our own research, we found many of those people had simply forgotten about their court date. This new notification system will remind those individuals of their upcoming court date and prompt them to contact us if they have any questions.” When an individual receives a traffic citation, for example, the citation is essentially a summons to appear in court on a date specified on the citation. In lieu of appearing in court, the citation recipient may exercise the option to pay the fines and costs associated with the citation. If the citation recipient does not pay and then fails to show up for court, a contempt of court warrant is issued for that person’s arrest. Then, during the next encounter with law enforcement, such as a traffic stop, the person is found to have an active warrant and would be subject to arrest. See Texts Page 3-A

77.8M acres in Gulf of Mexico for August oil, gas lease sale
NEW ORLEANS (AP) — The federal government will offer 77.8 million acres in the Gulf of Mexico for oil and gas exploration and development on Aug. 21. An Interior Department statement says the lease sale will include 14,585 tracts. They’re in water 3 to 231 miles offshore and in water from 9 feet to more than 2 miles deep. Until August 2017, the Interior Department held separate lease sales for the Gulf’s most active area and tracts off Texas. They were consolidated under an Obama administration plan created because bidder numbers were dwindling. In March, 78.5 million acres were offered and about 1.3 million acres drew $244.3 million in high bids. The high bid total was about 37% above the previous sale’s and nearly double the March 2018 figure. ___
7 years after fire, a comeback for Hubig’s Pies
NEW ORLEANS (AP) — A favorite New Orleans confection is making a comeback seven years after a devastating fire ended production. Hubig’s Pies will be produced again next year in suburban Jefferson Parish, the Louisiana Economic Development agency said in a news release. Hubig’s made handsized turnovers with a glazed crust and fillings of chocolate, coconut or a variety of fruits. Sealed in waxy white and yellow paper wrappers, each emblazoned with a caricature of a chef known as Savory Simon, the pies were prominent for decades at retail checkout counters, including grocery outlets, drug stores and hardware stores. A 2012 fire gutted Hubig’s longtime bakery in New Orleans’ Marigny neighborhood. Production will resume in Jefferson Parish after a $1.37 million investment in a manufacturing facility, the Louisiana Economic Development news release said. “We’ve been a New Orleans company since the 1920s. We buy local, hire local, and our main market is Louisiana,� owner Andrew Ramsey said in the release. ___
No retrial for man officers threatened to beat during arrest
HOUMA, La. (AP) — A federal judge has denied a new trial for a Louisiana man who was filmed being detained by officers screaming and threatening to fight him. The Houma Courier reports Christopher Verdin Jr. also was ordered to pay about $2,100 in court costs. Cellphone video of the 2017 arrest was posted online and showed Verdin being threatened while handcuffed. He was arrested on charges including aggravated cruelty to an animal.
Terrebonne Parish Sheriff Jerry Larpenter said deputies Joseph Cehan III and Charles Cook Jr. were fired and a third officer was reprimanded for not reporting the behavior. Verdin has pleaded guilty to misdemeanor charges and faces criminal charges in a burglary during which a pet dog was killed. He unsuccessfully sued the sheriff’s office. Louisiana WWII vet receives France’s highest honor
JENNINGS, La. (AP) — A Louisiana veteran of World War II has received an award from France for his actions during the war. News outlets report 97-year-old Lawrence Boudreaux received a French Legion of Honor medal Tuesday for his service at Normandy. France’s new ambassador to the United States, Philippe Etienne, bestowed France’s highest order of merit to Boudreaux at a veterans home in Jennings. Etienne says France wanted to pay tribute to Boudreaux and “all American veterans who liberated France and Europe.� Private First Class Boudreaux was inducted into the Army on February 9, 1943. His battles and campaigns include Normandy, Ardennes, Rhineland and Central Europe. Among Boudreaux’s other medals are the Purple Heart Medal and Bronze Star Medal. ___

NEW ORLEANS (AP) — It’s an orangutan! The Audubon Zoo has announced the birth of a critically endangered Sumatran orangutan to longtime inhabitant Feliz and Jambi, a male brought from Germany last fall. The species has been drastically reduced by hunting and by destruction of the forests where they live. Fewer than 14,000 are believed to exist in the wild, and “overall numbers continue to decline dramatically,� according to the International Union for Conservation of Nature. Veterinarians don’t yet know the baby’s sex, zoo spokeswoman Lauren Messina Conrad said in an email. Zookeepers are keeping a close eye on mother and baby because the first 72 hours are when orangutans learn to nurse, a news release said. But they’re not yet looking closely enough to tell whether it’s a boy or a girl. The baby was born early Wednesday and Feliz is an attentive mother, according to the statement. The zoo hopes she’ll be able to do everything needed for the baby. This is Feliz’s second baby. She gave birth in 2009 to a female named Menari, who is out in public with Jambi and another young female named Reese.

Social media is just like m o m ’ s apple pie, it’s not good to eat a whole pie every day. Over three billion people are social media users worldwide. While social media helps keep the world connected, social media addiction is becoming a global problem that keeps growing. As of 2018, one third of the global population used social media. Internet and social media addictions continue to grow as our dependence on technology increases. Over 210 million people suffer from internet and social media addictions worldwide. A 2018 study found that teens who spend 5 hours per day using their phones were almost twice as likely to exhibit depressive symptoms than counterparts who dedicated only one hour on their phones. The relationship between excessive mobile use and depression appears to be strongly inked to gender with 58% more females than males experiencing depressive symptoms. A recent study containing over 23,500 participants between the ages of 16 and 88 found that being a young single female was most strongly associated with displaying addictive social media behavior. Addictive social media behavior was also strongly related to narcissistic personality traits and low self-esteem. Social media addiction doesn’t just affect behavior during the day; it even damages the ability to sleep. A study found that 71% of Americans sleep with or next to a mobile device. Some 47 million people in America do not get enough sleep and 55% more teens were sleep deprived in 2015 than in 1991. Exposure to screens before bed is a large factor in exacerbating sleep disorders. Thirty-five percent of people using phones less than average experienced sleep difficulty compared to 42% of those with average or above average phone usage.  Forty-five
percent of people check social media instead of sleeping and roughly 10% of teens check their phones more ten 10 times per night. Fifty percent of people driving are checking social media. 90% of drivers admit to using smartphones behind the wheel. The Center for Disease Control and Prevention reports that each day nine people are killed and more than 1,000 are injured as a result of smartphone use while driving. According to the National Highway Traffic Safety Administration, teens are the largest group reported for distracted driving. Over 240 million Americans check Facebook daily or 74% of all Americans. The majority of Americans use Facebook and most users check the app daily. Scientists don’t have an explanation for why areas like Cocodrie have lowered and Thibodaux has slightly risen. The focus is on gathering the data before turning it over to other scientific fields to better understand the causes of elevation changes. If an elevation change is unrelated to subsidence in Louisiana, Mugnier said typically it suggests that there was a change to the water table in the area over the time period. “When industry or oil wells are pumping water and hydrocarbons under the ground, then it changes the amount of density in the surface,” he said. Mugnier also noted that Louisiana pumps out a lot of groundwater for drinking purposes. Aside from the National Geospatial-Intelligence Agency’s assistance with measuring, Mugnier said LSU has also increased the number of GPS antennas that it has set up across the state to measure elevation. The number is at 130, including a site in Houma. While Houma wasn’t a site for the measurements collected in 2002 and 2018, the antenna will now allow its elevation changes to be recorded. Ultimately, Mugnier said the goal is to use this data to help planners in communities. “If there is subsidence occurring at a certain rate, this is information that planners need to have so they know how low the evacuation routes are and how long they need to give cities and people to evacuate before they flood,” he said. Eventually, a few millimeters worth of changes add up.

Department officials regularly meet with counterparts from other states to discuss best practices, they say. Revenue officials say they already are “keenly aware” of which processes and procedures best generate payments. They say they are looking for ways to make it easier for taxpayers to enter into installment agreements to pay delinquent taxes. Department officials say they are testing new tax language using “plain language” guidance. They say they are updating their website and re-opening regional offices, giving taxpayers the option of resolving tax issues in a local office.

With the notification system, those who have not paid their fine within ten days of their court date will be sent a text message reminding them of the court date with the amount owed and offering them the option to pay the fines and costs in lieu of going to court. If the recipient opts to pay, they will be sent instructions on how to pay by phone, in-person, or online at www.LPSO.net. “Our goal for this proactive notification system is to curb or eliminate arrest warrants for people who forget their court date,” said Sheriff Webre. “Additionally, we implore those who cannot pay their fines to contact us prior to their court date instead of simply not showing up for court.” The Sheriff’s Office will use their own records of individual cell phone numbers to issue the text messages. Deputies ask individuals for their cell phone numbers during encounters in order to have the most recent contact information for the individual. Those with phones capable of receiving MMS messages will receive the notification. The first incoming message will be free, and all subsequent messages would be subject to charges by individual carriers if applicable. The Sheriff’s Office will begin rolling out this notification system this month and will test it over the next several months before rolling it out to all individuals for which cell phone numbers are available. This means that only a small group will receive the message during the testing phase, and even after full implementation, the messages will only be sent for those with up-to-date cell phone numbers. Above all, this message system is a courtesy. Failure to receive a text notification does not absolve anyone from their responsibility of paying fines and costs or attending court.

The high waters around the state this spring and summer have resulted in more alligator sightings. The Louisiana Department of Wildlife and Fisheries (LDWF) Alligator Program warns the public not to feed them as doing so can create a potentially dangerous situation for you and others who utilize the water. When alligators are fed by humans, they start associating people with an easy food source, bringing them in much closer proximity to people than they normally would. This can lead to increased opportunity for dangerous conflict between people and alligators. Simply put, they may see humans as source of food once they become accustomed to being fed, according LDWF experts. “When alligators are fed by humans they overcome their fear and natural shyness and become attracted to humans,’’ said LDWF Alligator Program Manager Jeb Linscombe. “That is why it is so vital not to feed or entice them. We also strongly recommend to use caution when swimming at any time in areas frequented by alligators.” Always maintain a safe distance between yourself and alligators. And never offer them food, and remember that although you may not be intending to feed alligators, when you discard fish scraps into the water or attempt to feed other aquatic wildlife, you may be inadvertently feeding alligators as well. LDWF recommends these “do’s” and “don’t’s” when coming in contact with alligators: Do use common sense and precautions. Do inform others that feeding alligators creates safety problems for those who want to use the water for recreational purposes. Don’t allow small children to play by themselves around water bodies that may contain alligators. Don’t throw fish scraps into the water or leave them on shore. Although you are not intentionally feeding

alligators the end result can be the same. Do dispose of fish scraps in garbage cans at boat ramps or fish camps. Do enjoy viewing and photographing wild alligators from a safe distance. Per state law, it is illegal to kill, harass, molest or attempt to move alligators. Don’t remove any alligators from their natural habitat or accept one as a pet. In addition to being illegal, the potential for being bitten or injured by a provoked alligator is high.
Alligators do not become tame in captivity and handling even small ones may result in bites. In particular, never go near hatchling/young alligators or pick them up. They may seem harmless, but the mother alligator may be nearby and may protect her young for at least two years. Anyone experiencing problems with nuisance alligators may contact any LDWF office to make a nuisance alligator complaint. Locally call 985-447-0821 to report a nuisance alligator.
The Lafourche Parish Sheriff’s Office will host a Rape Aggression Defense (R.A.D.) course on August 12, 13, and 14, at the Alstarz Cheer Academy, located at 13347 W. Main Street in Larose. This self-defense course is designed exclusively for women and will take place over the course of all three days. The class will begin at 6 p.m. and end around 9 p.m. each day. Participants must attend all three days. The cost of the course is $10 to cover the cost of course materials. Class size is limited, and advance registration is required. Man facing charges including rape after holding a woman and her daughter against their will
A Cut Off man is facing charges including First Degree Rape after holding a woman and her daughter against their will over the weekend. Morgan Ratley, 52, of Cut Off is also charged with sexual battery, domestic abuse, and false imprisonment in the incident At around 10 a.m. on Sunday, July 14, a woman arrived at the South Lafourche SubStation in reference to a disturbance at a Cut Off residence. The woman indicated she and her teenage daughter were held against her will by Morgan Ratley since approximately 5 p.m. on July 12, 2019, and that a rape occurred during that time. Through investigation, detectives learned the woman and her daughter were at the residence with Ratley when he approached the woman with duct tape and attempted to restrain her. The daughter attempted to contact the Sheriff’s Office, but Ratley took the phone away. He then used the tape to restrain the woman to a chair. He occasionally released the woman from her restraints, but would not allow her to leave.
Finally, on Sunday morning, the woman and her daughter were able to escape the resMorgan Ratley idence and proceeded to the Sheriff’s Office. Following an investigation, detectives obtained war-

What a Life!
By: Rev. Wilmer L. Todd In truly religious acts we discover who we are in God and who God is in us
One basic question we humans ask of ourselves is: “Who am I?” It’s a short but complicated question that takes many years to come up with a truly satisfying answer. As adults we usually start by defining our role in life – I’m a “butcher, baker, or candlestick maker, etc.” Yet our roles in life are not who we are. That’s what we do; it’s not who we are. Also, we should not define ourselves by our past – good or bad. We are not the sum of our past mistakes, especially those we keep secret. That’s something we did (hopefully we learned something from our mistakes). That’s not who we are. Similarly, we are not defined by our successes. While these are good things, they are part of our doing, not part of our being. Some questions we should ask of ourselves are: What are my values? Who and what do I love? What excites me? What is special about me? This basic task of self-discovery will lead us to deeper loving relationships with God, others, and ourselves, and help us to live truly virtuous lives. God’s grace builds on nature; it does not destroy who we are. The Book of Genesis reminds us that God created us in the Divine image and likeness. Since everyone is made in the image of God, then we need to recognize, honor, and respect the image of God in everyone. We humans began life with our unique divine DNA, an inner force in the center of our being. That Divine Image wants to be fulfilled and show itself. “God chose us in Christ before the foundation of the world to be holy and blameless before him in love. He destined us for adoption as his children through Jesus Christ.” (Eph.: 45). This is our True Self. Jesus revealed and accepted that human and divine are not separate, but one! When we deny this, we deny who we are. For many of us, this seems just too good and too dangerous to be true. Just listen to the daily news or the headlines of our newspapers. They don’t reflect the Divine! It is the divine part of us that is great enough, deep enough, and gracious enough to fully accept the human part of who we are. If we are merely human, we will tend to reject our embarrassingly limited humanity. Maybe we
subconsciously realize that if we recognized our True Self (that is the Holy Spirit within us) if we really believed that we are temples of God, then we would have to live up to this incredible dignity, freedom, and love. That could be frightening! St. Paul reminds us, “Do you not know that you are God’s temple and that God’s Spirit dwells in you?” (1 Cor. 3:16) And “Do you not know that your body is a temple of the Holy Spirit within you, which you have from God, and that you are not your own? For you were bought with a price; therefore, glorify God in your
body.” (1 Cor. 6:19-20) Again, “For we are the temple of the living God; as God said, ‘I will live in them and walk among them, and I will be their God, and they will be my people.’” (2 Cor. 6:16) Humility leads us to the distinctive character of our True Self. We simultaneously know we are a son or a daughter of God, but we also know that we did not earn it and are not worthy of it. It’s a free gift of God. “For by grace you have been saved through faith, and this is not your own doing; it is the gift of God and not the result of works, so that no one may boast.” (Eph.
