Third suspect charged in killing of confidential informant pleads guilty
A H o u m a Jerrard Major man schedW uled for trial next week for his involvement in the killing of a confidential narcotics informant in 2013 pled guilty to conspiracy to commit murder Monday afternoon. Jerrard Major, Sr., 39, was indicted for the second degree murders of Nikki Landry and Harry Lefort, who were found shot to death on the morning of September 22, 2013. Also indicted with Major were Toronzo Thompkins and his son, Traveyon Blackledge, both of whom were convicted for the murders last year and are now serving life sentences. Landry was scheduled to testify against Thompkins in a trial for distribution of cocaine, which began the day after the murders. Despite her death, Thompkins was convicted on the narcotics charge. Lefort had no involvement in the case against Thompkins, and See Suspect Page 3-A

Local Church helps fifty-seven students with uniforms and school supplies Holly McKeon, Contributing Writer
With the upcoming school year right around the corner, many parents are already in full swing getting children ready to head back to class. Shopping for the required clothing and supplies is a big part of preparing for the first day of school. Unfortunately, in today’s hard economic climate countless families are struggling with the costs of uniforms and school supplies. Victory Life Church Messengers, a mission group within the Victory Life Church in Lockport, recognized this need within the community and came to the aid of thankful families who would otherwise not be able to acquire the clothing and supplies needed to begin the school year. You see, VLCM believes that love is not merely an expression. In the eyes of these caring mission members, love is something you do. In their call to action, VLM contacted eighteen schools to enlist their help in selecting students most in need due to financial constraints. The collaborative effort between VLM and area
schools was a huge success. A total of fifty-seven students will reap the benefits of VLM’s selfless act of kindness. The preselected students will receive two complete uniforms including a belt, a pair of shoes, a pack of socks, and undergarments. Each child will also receive a school bag, school supplies, and a fanny pack with deodorant and other hygiene products. Students and their families will pick up the uniforms and supplies at a private event on August 4th, while enjoying a meal with the VLM members. But the giving does not stop there! The kids will receive a complimentary back to school haircut as well! The event is sure to bring a smile to students, their families and VLM members. Messenger President, Ternica Williams said the mission is still in need of donations for this year’s event. “We are about $2,200 from our goal of $13,000. Nevertheless, we are shopping for our selected children,” explained Williams. See Church Page 3-A
Candidates announce intent to run for School Board, District 9 seat
Randy Schouest
Cally Bonvillain
To the voters of Lafourche Parish, I, Randy Schouest would like to announce my candidacy for Lafourche Parish School Board District 9 in the upcoming election on November 6. I have been married to Sandy Arabie Schouest of Mathews for 40 years and counting. We have three wonderful children – Seth Schouest, Jolie’ Schouest Johnson, Shea Schouest – and four beautiful grandchildren. I recently retired from my 40-year career in the medical field, predominately working at St. Anne and Terrebonne General. My wife is retired as a center director/teacher for multiple Lafourche Parish Head Start locations. I was born and raised in Raceland and have been a resident of Mathews for 38 years.
Today, I, Cally Hebert Bonvillain am announcing my candidacy for Lafourche Parish School Board, District 9. My goals include: - Supporting reducing the number of school board members and listening to the voices of our community. - Promoting the safety and well-being of the students in our schools. - Promoting communication between the superintendent, School Board members, principals, teachers, students and the public. - Finding resources to help our teachers get the funds they need to bring quality education to our children; including finding ways to help increase the salary of the teachers in Lafourche Parish. - Being accessible to the schools, teachers and people I represent and lisSee Bonvillain Page 2-A

energy industry. Incoming President Terry Coleman has served LOOP since 2008 and is a registered engineer. Coleman spoke to members of the South Central Industrial Association at the Courtyard by Marriott in Houma. He talked about crude oil consumption, exports from the region, the demand for energy, the future of fossil fuel and technology in the energy industry. LOOP serves various facets of the oil industry and is a “diversified global energy hub,” which supports commerce for refiners, traders and producers of energy. “When you fully load a VLCC, it drops about 85 feet in the water, and the terminal is situated offshore in about 110 feet of water. That means that tanker can come in empty or with a payload on it, and we can completely top it off and send it to another place. We are the only port where that tanker can actually enter without being lighter,” Coleman said. See Future Page 2-A
$60M in oil spill money to pay for recreational projects
BATON ROUGE, La. (AP) — Louisiana will spend $60 million in oil spill recovery money on recreational projects to bolster boating, fishing and outdoor leisure opportunities across coastal parishes, Gov. John Bel Edwards announced Tuesday. The dollars come from billions in settlement money tied to damages caused by the massive 2010 BP PLC oil spill. Edwards said the 23-item list released Tuesday, approved by state and federal officials, will use the full amount required for spending on coastal recreational projects. “The oil spill impacted Louisiana’s environment and natural resources, but it also took a toll on our way of life and the recreational opportunities that See Projects Page 5-A

The group owns 48 miles of 48-inch pipeline that can operate at up to 100,000 barrels of oil a day. It also owns 22 storage tanks, which can store more than 12 million barrels. “Twenty-two tanks means you can store that many types of oil,” said Coleman. “Crude oil is not all alike. We are connected to 12 refineries in the region from Baton Rouge all the way down to the lower Mississippi River. Each plant runs a different type of crude oil.” Coleman said most of the 225 employees are located in Cut Off or Port Fourchon. “The unique thing about LOOP and the thing we pride ourselves on is that we are located right here and we live in the region. All of our employees either live in Terrebonne, Lafourche or surrounding parishes. We covet the relationship we have with the community.” Coleman said the region has begun to export oil to nations around the world. To date, four tankers have been loaded with 2 million barrels apiece. They’ve already reached China and Singapore, and one just left the Caribbean. “Quite a few projects in the Houston area are trying to do the same thing, but you can’t bring a tanker in without having to dredge channels, move bridges and change interstate configurations,” said Coleman. “We are fortunate to have the facilities in the Gulf that allow all
of us to get our products to the market.” Coleman said there will be less domestic consumption in the future. We’ll also see greater global efficiency, he said. At the same time, the population of the globe is growing, creating more demand for energy. Coleman said the world population is projected to increase to 9.2 billion people by 2040, with the most urban population growth projected to take place in Africa. It is estimated that 600 million people will live in urban areas throughout the continent. That would be twice the number of U.S. citizens living in urban areas throughout Africa. They expect 2.5 billion people to be lifted into the global middle class by 2040, with developing nations accounting for nearly all the energy demand growth. “With that comes opportunity for industries on our coast,” he said. Coleman said energy from the Gulf Coast will remain an essential part of the global energy equation. The U.S. consumes 16.7 million barrels a day, produces almost 11 million and exports almost 2 million a day. As of July 2016, the U.S. was producing around 8.5 million barrels of crude oil per day. That number has risen to almost 11 million by this month. Foreign imports from Canada and other nations largely remained the same over the twoyear period where U.S. production grew. “Our message today is that business on the Gulf Coast is good,” said Coleman. “Business is changing in the Gulf, and we at LOOP are really engaged in that change.”

was simply at the scene when the hit on Landry was carried out. “This plea brings a long and challenging series of prosecutions to a close,” said District Attorney Kristine Russell. “This plea wouldn’t have happened without the support of the victim’s family. Hopefully now that justice has been done they can move forward with a sense of closure.” Pursuant to the plea agreement, Major was sentenced to twenty-five years in prison by the Hon. Walter I. Lanier, III, who had also presided over the Blackledge and Thompkins trials. “The conspiracy charge fits the facts of the case against Major,” said Assistant District Attorney Jason Chatagnier, who prosecuted the case along with ADA Joe Soignet. “This was by far the most difficult prosecution of the three who were charged. But the Lafourche Parish Sheriff’s Office did an excellent job of uncovering this conspiracy during their investigation, and as a result each of the three men they charged is now in prison.” While Thompkins was incarcerated in the Lafourche Parish Detention Center awaiting trial at the time of the killings, detectives were soon able to identify recordings of phone calls he made to acquaintances, including Major, discussing his wish to take care of Landry using code language that the perpetrators understood. While Major admitted to knowing what the dialogue meant, he denied killing either Landry or Lefort, and acknowledged only that he went to the scene of the killings with Blackledge. Following his convictions for the killings, Blackledge remained unwilling to testify against either Thompkins or Major, according
to Soignet. “Without Blackledge’s testimony, we couldn’t put a gun in Major’s hand at the time of the killings,” said Soignet. “But the investigation certainly concluded that Major was part of the conspiracy to kill Landry, so this is an appropriate resolution to the case.” Major had faced a mandatory life sentence if convicted of seconddegree murder.
Church From 1-A
We asked Ternica what circumstances came about to drive the mission to help area children and she responded, “God gave me this vision about two years ago. I had a lifechanging experience. I was granted custody of my disabled nephew in 2010. My being a single mother before taking him in meant great challenges. I had an eyeopening experience when my son graduated high school and headed off to college. You see my son was a huge help with my nephew. Him being home allowed me to work hours I couldn’t work with him gone. Therefore, I started looking for jobs to accommodate being available for my nephew.” “In the challenge of finding a career to accommodate his needs I considered becoming a teacher, so I became a substitute teacher for a little over a year. It was then I saw children coming to school soiled, dirty, no coat, no supplies, no snack, eating crackers, and water because they had no lunch money in their account. “I fell in love with a little autistic boy in a class that I had a longterm subbing engagement. He was often misunderstood, and not treated kindly because of it. He was always dirty, and never had a snack. He was very distant. I began to buy
things he needed to help him have good days at school. I made sure he was clean, had his snacks, and showed him a lot of kind jesters. I saw this child’s life slowly change. “That feeling can’t be duplicated. Therefore, I’ve wanted to make a difference. Helping a child go to school with the proper supplies and attire makes a difference. My goal is to make them feel special and loved. That’s why we are giving a Back-to-SchoolBash and not just a giveaway. This way we get to celebrate the children and get them excited about school. We pray that the families see the love of Jesus and know that He loves them!” Ternica said. “This year our goal was fifty students, and we are blessed to serve fifty-seven. We plan on doing this every year just better. We would like to get the schools involved in raising the funds for the children by asking them to host one Jean Day a year to support the Messengers ministry. This will allow us to serve more children”, Williams stated. Next year, VLM’s goal is to help a hundred students. The Messengers are hoping to begin fundraising for the 2019 – 2020 school year sometime after this year’s Back to School Bash. Mission members are asking other churches to become involved. “Having other church organizations would mean unity, it means better together. It’s more families we can reach; it would mean us making a bigger impact, it means socking it to poverty one child at a time! I mean I can go on and on, but my vision for this ministry is that Messenger ministries form in multiple churches in different parishes and raise funds and come together and make Jesus famous by being his hands and
feet,” stated Williams. Ternica explained the heart behind the Mission group when she said, “Our only goal is to share the love of God and to do what we are meant to do as Christians which is serve. God blesses us to be a blessing. Also, I thank God for our Senior Pastor Daniel Knight. Without him being a man after God’s own heart and sharing in on my vision the Messengers ministry wouldn’t exist.” Sponsors/donations are still in need before the August 4th event. VLM currently has a Go Fund Me account at http://gf.me/urjs84bv. For more information on sponsoring a child, contact Ternica Williams at 985-859-6568 or email at ternica@yahoo.com.

make Louisiana a true Sportsman’s Paradise,” Edwards said in a statement. Construction on some projects will begin this summer, while Edwards administration officials said others require more engineering and design time before building can start. State parks and wildlife management areas along the coast will see renovations to cabins, playgrounds and bathrooms, new fishing piers and docks and other upgrades. The state also will enhance its artificial reef sites. Lt. Gov. Billy Nungesser said the improvements to state park facilities will help attract more tourists to the state, and Wildlife and Fisheries Secretary Jack Montoucet said the projects will boost fishing and boating opportunities for local residents as well. “This is about recreation, enhancing the opportunities to enjoy the natural bounty of our coast and all it offers,” said Montoucet in a news release. “We’re going to build or improve boat
Cut Off man charged with Aggravated Incest
The Lafourche Parish Sheriff’s Office has announced the arrest of a Cut Off man for the molestation of a juvenile relative. Wesley Todd has been charged with Aggravated Incest in the case. In late June, juvenile detectives opened an investigation into Todd after receiving allegations that he reportedly molested a child several years ago who is also a relative. Following the investigation, detectives obtained a warrant for Todd’s arrest. On Tuesday, July 17, detectives and patrol deputies traveled to Todd’s residence to attempt to take him into custody. As deputies’ approached, Todd ran from the residence into a nearby wooded area.
Deputies pursued him and located him hiding behind a tree where he was taken into custody. Todd was booked into the Lafourche Parish Detention Center in Thibodaux on the warrant for Aggravated Incest, and he was additionally charged with Resisting an Officer. His bond is set at $100,000. He was released Tuesday evening after posting $100,100 bond. He has been ordered to stay away from the victim.
ramps and mooring docks, and construct new fishing piers in many areas, and we’re going to make Elmer’s Island even more accessible for users to access the recently restored beach.” All nine of Louisiana’s coastal parishes will receive a share of the money, with specific projects earmarked in each one. Jefferson Parish is receiving the largest portion, with projects there receiving more than $18 million for kayak launches, fishing piers, trails, floating docks, wetlands exhibits and more improvements at parks and other facilities. Edwards’ chief coastal adviser, Johnny Bradberry, said the process for selecting and approving the project list took two years, with more than $1 billion in proposals submitted for consideration. Below is a rundown of area projects on the list, along with the money each will receive. Combined, the local projects will cost about $20 million: - Upgrade the existing fishing pier, rock jetties, boardwalk and trails at Grand Isle State
Park, $6.1 million. - Add several recreational-use projects on Elmer’s Island, including operation of a shuttle service along Caminada Beach, culverts aimed at improving water flow and aiding fish movement, construction of kayak launches, additional road maintenance and trash collection, $6 million. The 1,145-acre barrier island, just west of Grand Isle near the Lafourche Parish boundary, is popular for bank and surf fishing and bird watching. - Construct fishing piers, boat pullovers, a parking lot, a bridge, pirogue and boat launches, boat docks and bulkheads at the Pointe-aux-Chenes Wildlife Management Area, $5 million. The area, managed by the Louisiana Department of Wildlife and Fisheries, is open to limited hunting and fishing. Another $6 million will be used to enhance 11 existing artificial reefs that attract anglers off the state’s coast. All of the projects, in nine coastal parishes, have undergone public hearings.

What a Life!
By: Rev. Wilmer L. Todd
Three items I have found while cleaning my cluttered office
I was recently trying to clean my office from all the “stuff” that I had accumulated. I came across of number of items I would like to share with you. The first was a holy card picturing Jesus, Mary and Joseph fleeing from Herod’s bloodthirsty edict to kill baby Jesus. Under the picture was “A Prayer For Refugees.” It made me think. What if Jesus were born today and his family were trying to save his life from the murderous treats of a dictator? If the holy family had come to the United States to seek refugee status in the past few months, Baby Jesus would have been taken away from Mary and Joseph, given to some caretaker without his parents (or those in authority) knowing where he was located. Mary and Joseph would be locked up in a detention center without having any idea where Jesus was. Thank God that Jesus was born 2,000 years ago and his family moved to Egypt, not the USA. The prayer on the holy card reads: “Good and gracious God, we are grateful for all the joy and love that families bring into our lives. We ask that you provide special protection for all families, especially those who face hardships as they move in search of a better life. “Show mercy to those traveling in danger and lead them to a place of safety and peace. Comfort those who are alone and afraid because violence and injustice have torn their families apart. “The Holy Family faced many difficulties as refugees in Egypt. Help us to remember the suffering of all migrant families. Through the intercession of Mary and Joseph we pray that all migrants may be reunited with their loved ones and find the meaningful work they seek. “Open our hearts that we may provide hospitality for all who come in search of refuge. Give us the courage to welcome every stranger as Christ in our midst. In Christ’s name we pray.” The second item I would like to share with you is what we have done to the word “amnesty.” The dictionary defines the amnesty as: “An official pardon for people convicted of political offenses.” In other words, it is forgiving people for their wrong doings. Jesus told
Please don’t leave me behind when you move away. I won’t be alright!
us, “If you forgive others their transgressions, your heavenly Father will forgive you. But if you do not forgive others, neither will your Father forgive your transgressions.” (Matt 6:14-15) Jesus grants amnesty to wrongdoers. Presidents have done the same. Why do some Christians have difficulty granting pardon to illegal refugees who have been living in the U.S. for years? Lastly, I came across a quotation from St. Ignatius of Loyola that gives us a good balance of the spiritual life. “God’s purpose in creating us is to draw forth from us a response of love and service here on earth so that we may attain our goal of everlasting happiness with him in heaven. “All the things in this world are gifts of
God, created for us, to be the means by which we can come to know him better, love him more surely, and serve him more faithfully. “As a result, we ought to appreciate and use these gifts of God as far as they help us toward our goal of loving service and union with God. Yet if any created things hinder our progress toward our goal, we ought to let them go.” St. Benedict also had this balanced approach. In Chapter 48 of his Monastic Rule he states: “Idleness is the enemy of the soul. Therefore, the brothers should have specified periods for manual labor as well as for prayerful reading … When they live by the labor of their hands, like the apostles did, then they are really monks. All things are to be done with moderation.”
BATON ROUGE, La. (AP) — Louisiana’s civil service board has signed off on pay raises for the state’s prison guards. Corrections Secretary Jimmy LeBlanc said the increases are needed to lessen corrections officer turnover rates that he says are so high they threaten safety. The pay hikes vary from 2 percent to 5 percent. The civil service department said Tuesday that the raises were approved without objection by the Civil Service Commission last week. The increases, ap-

proved by lawmakers, took effect immediately. The minimum hourly wage for a cadet, the lowest-ranking corrections officer, grew from $12.70 to $13.97, a raise of more than $2,600 annually. For the highest-ranking position of colonel, the minimum hourly pay of $25 rose to $25.50, a more than $1,000 yearly increase. The pay hikes cost more than $9 million annually. ___
since visitors first reported the fluid in May. Bishop Oscar Cantu of the diocese said Friday a sample of the fluid collected from the sculpture was sent for chemical analysis, and it was determined that it was olive oil, the Las Cruces SunNews reported. “Some of the witnesses claimed it smelled of roses, so something similar to the oil I bless and consecrate each year that we use for baptism, for confirmations and for ordination of the priests,” Cantu said. That fact doesn’t preclude the occurrence from being deemed a church miracle. But an investigation is under way to determine whether there was a natural cause behind the liquid found on the hollow bronze sculpture, Cantu said. Cantu was reassigned last week to a diocese in California.
