If cut, Kennedy says he’ll try to save Louisiana food stamps By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — U.S. Sen. John Kennedy said Wednesday he’ll ask federal officials to intervene to keep Louisiana’s food stamp program for low-income households up and running if the state moves to eliminate it because of budget cuts. Kennedy said he’s introducing federal legislation that would seek USDA administration of Louisiana’s food stamp program, distributing aid through food banks and faith-based food programs. The Republican senator said he doesn’t want Louisiana to lose $1.4 billion in federal food assistance it doles out annually to more than 19 percent of the state’s residents. “I hope the bill isn’t necessary,” Kennedy said in a conference call with reporters. But he added: “I don’t want people to worry. I want all people who are depend-
more taxes to support the parish’s inadequate Solid Waste fund. Although some parish officials felt it was not necessary to go to the voters “again” for approval, since the tax was created by vote in 1985, the Louisiana Legislature granted voters the right to decide because some municipalities would be over the state’s 5-cent cap on sales tax if the measure passes. For the past two years, the Solid Waste, or garbage fund, has been in the “red” and parish government has used over $1 million of the BP Fund to shore it up. Parish President Jimmy Cantrelle has stated that Solid Waste is still $2.5 million short of the funds necessary to pay the 2018 garbage contract. A 1985 vote of residents, except in Thibodaux, originally allowed a full penny of tax, but back then so much money was going into the Solid Waste Fund that the Council lowered it to the present seven-tenths. ent on food stamps not to be scared.” Gov. John Bel Edwards’ administration says a $34 million cut slated for the Department of Children and Family Services on July 1 will make it unable to pay for administration of the federally funded benefits, starting in January. The Democratic governor wants lawmakers to replace some expiring temporary taxes in a 10-day special session that starts Monday to help save the food stamp program and close other budget gaps. Lawmakers failed to reach a tax deal in two previous special sessions, with Edwards at odds with House Republican leaders about how much money to raise. “I’m not going to let the state lose $1.4 billion because of a political spat,” Kennedy said. The senator, who is considering running against Edwards next year, didn’t notify the governor’s office about his proposal. See Food Stamps Page 3-A

How the crawfish became an icon of Louisiana cooking By ANDREA MUJICA, The Houma Courier
HOUMA, La. (AP) — Crawfish were what’s for dinner in Louisiana long before the Cajuns, often associated with the savory crustacean, arrived in the mid-1700s. The Houma Indians are mentioned in French documents as early as 1682, and the new settlers said the native tribe used a red crawfish as its symbol. “The name translates literally as ‘red’ and is apparently a shortened form of saktci-homma, the name of the chakchiuma, meaning ‘red crawfish,’ “ according to a history of the Houma Indians compiled by a genealogy program called the Native Heritage Project. The Houmas used the crawfish as a war emblem because of the crustacean’s habit of raising its claws when threatened instead of backing down, the groups says. Several other histories say the Native Americans and later the Cajuns, who arrived after being exiled from Nova Scotia,
harvested and ate crawfish wfi f sh in large part fi out of necessity. Most ost were poor, and crawfish were readily available in the muddy y marshes and riverr basins of south uth Louisiana. “In the 1800s, Cajun un settlers modified lobster recipes es passed down from their coastal oastal Canadian forefathers, ers, substituting them with h crawfish,” the Louisiana ana Of fice of Tourism says.. “Creole restaurateurs in New Orleans caught on, and once it took off in the Big Easy, the secret was out: Crawfish became synonymous with Louisiana cooking. Today, Louisiana leads the nation in crawfish production.” In the 1980s, the agency says, technological advances allowed producers to ship crawfish safely around the country, transforming them from a regional to a
national dish. In 1983, the Legdi islature named it the state crusnam tacean. Chef Patrick Mould, owner of Louisiana Culinary EnterLouis prises and a Cajun cuisine ambassador, told the Tourism Office the state is still the best be place to enjoy crawfish, f sh, especially during peak harvest fi season from February through f om late fr l May. May a . ay “If you want to suck some crawfish and peel some crawfi f sh heads fi he crawfish craw a fi aw f sh tails, tail the only place to do it is in Louisiana,” the agency quotes him as saying. You’ll hear a similar take from Chef Randy Cheramie, a Golden Meadow native, former restaurant owner and current instructor at Nicholls State University’s cooking school. See Crawfish Page 3-A

Do you sell grapes?
One day a duck walks in a store and ask the manager if they sell grapes. The manager says, “No, we don’t sell grapes.” The duck goes home and comes back the next day and asks the same question. The manager says the same thing again, “No, we do not sell grapes.”
The duck goes home, comes back the next day, and asks the manager if they sell grapes. This time the manager says, “No, we don’t sell grapes! If you ask one more time, I will nail your beak to the floor!” The duck goes home. It comes back the next day and asks the manager if he has any nails. The manager says, “No, I don’t have any nails.” The duck says, “Okay, good. Do you sell grapes?”

I like Father’s Day. It’s always interesting to see if my children or anyone remembers. Maybe I will get a text, an email or even a telephone call. Father’s Day is kind of like your birthday you don’t really think about it until the day comes. You then can’t help but notice who forgot or who simply does not care. I was always busy as a young adult and probably didn’t pay attention to Father’s Day like I should have until later in life. I got a little closer to my dad in his later years simply because my mother had died and he had to talk to me when I called. My father was a good dad in that he took care of us. He kept food on the table and a roof over our heads. I never had to face living with a single parent or in a blended family. All I knew was my mom and dad and I never worried about being hungry or being homeless. Millions of Americans cannot say this. This is not a negative about single parenting or being homeless or blended families. I’m simply saying that Mom and Dad hung in there and my sisters and brothers and I have a lot for which to be thankful. My grandfather was a good dad. He raised ten children. He was a blessing to a multitude of grandchildren. He worked until he was 83.
I never saw him smile a lot but how could he smile when there were dozens of grandchildren around all the time? Plus, he worked six days a week until he was 83. He managed it pretty well. My son is a good dad. I can believe it because he was a good son. Yet, it’s always amazing when you see your child in action. He spends so much time with my little grandson and they have a beautiful bond. I love to watch their interaction and I am so happy for both of them. This Father’s Day will once again be a good day and a tough day. Father’s will count their blessings and also their failures. Fathers will wish for another chance to do it again but we only get one chance to be a dad. Many will visit cemeteries to pay respect to a dad now long gone or fathers will mourn over the passing of a child. Father’s Day is upon us and the best you can do is to cherish the moment. Make a visit. Make a telephone call. Make the day as personal as possible. Life is about relationships and there is nothing like loving a father or a child while you have the opportunity. When you look back you’ll be so glad you did.

Crawfish From 1-A
“In the restaurant business, we only buy Louisiana’s tails because anything outside of the state doesn’t measure up,” Cheramie said recently in an interview with The Courier and Daily Comet. “We are so lucky to have the seafood resources that we have here,” Cheramie said. “It can be said that Louisiana seafood is the best in the world, coming from all the little ecosystems and estuaries for fresh seafood we have around here.” Imported crawfish need to be washed and frozen, he said. The water takes away most of the fat, and the meat loses its tenderness once thawed. “All the fat is in the head of the crawfish,” he said. “Fat equals flavor.” There is no single right way to boil crawfish; everybody does it differently, he said. Some people boil them for a short time then let them sit and finish cooking. Others boil them longer. His family would usually toss onions and butter into the boiling pot. The onions would melt until they became like marmalade, releasing sugar. Once all crawfish were added, the family would add more butter, green onions and parsley. “That’s how it was made in my family,” Cheramie said. “It’s nice we do a crawfish boil for no reason, just because we want to eat and have a good time at the same time.” ___ Information from: The Courier, http://www.houmatoday.com

After a little over 20 years the seven-tenths has become inadequate to support the present garbage contract. At a March 2018 council meeting, Solid Waste Director Jerome Danos told the council that the three-tenths would be adequate to help cover the garbage cost for the next few years, but if the vote doesn’t pass, imposing a user fee would probably be the alternative source of funding. At Tuesday’s council public meeting, members voted 8-1 without discussion to let voters decide. Jerry Lafont, who has vowed to never vote for any “new” tax, was the lone dissenting vote. Parish President Jimmy Cantrelle said earlier this year that his administration feels the additional tax “should work” to cover the parish’s shortfall of $2.5 million and have little effect on the pocketbooks of citizens. Three-tenths of a penny equals an additional 30 cents of sales tax on a $100 purchase and would be dedicated solely to the Solid Waste Fund. The added tax would bring in about $2.7 million, he said. Also, Cantrelle vowed to return parish workers to a 40-hour work week from the present 35-hour schedule they have had been reduced to since March. “As soon as we start collecting it (the additional 3/10 tax), I’m gonna go back to the 40 hours,” Cantrelle promised in March. According to the ordinance, an estimated $8.5 million is “reason-

District received calls from customers who claimed to have made payments which were never received by the water district. In each case, the payment was dropped off in the payment drop box just outside the front door of the water district’s office. In reviewing surveillance video, officials observed a man, later identified as Domangue, appear to stick his hand and arm in the drop box. The man returned several times in disguise, each time reaching into the box to retrieve envelopes. After receiving multiple tips identifying Domangue as the suspect, detectives made contact with him at his Lockport residence on Thursday, June 14. During questioning, Domangue admitted to stealing the envelopes. He told detectives he was seeking cash and did not attempt to cash the checks. He was charged with Misdemeanor Theft in the incident. Sheriff Webre and Lafourche Parish Water District officials again encourage residents to make payments in person whenever possible if payments are to be made at the Water District office. If necessary to use the outdoor payment drop box after hours or on weekends, residents are encouraged to use a check made payable to Lafourche Parish Water District #1.

It’s unclear if he could get congressional support for the measure — or how long such a debate would take in a Congress not known for its speed on issues. Edwards’ spokesman Richard Carbo questioned if federal officials would go for the idea. “Throughout this entire budget process, the Department of Children and Family Services has been working with the federal government. They have given no indication that they are willing or able to do what the senator is suggesting,” Carbo said in a statement. About 860,000 people in Louisiana receive assistance from the food stamp program — known as the Supplemental Nutrition Assistance Program, or SNAP. The Department of Children and Family Services said about half of those recipients are children. year’s budget would strip 24 percent of the unrestricted, discretionary state general fund money the agency receives. Without additional funding, Walters said her department will officially notify the USDA in September that it intends to shut down Louisiana’s SNAP program. In January, 1,000 staff would be laid off, eight offices closed and aid from the program ended. No other state has ever shuttered a SNAP program. ___ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

Dear God, We know mentally that we ourselves cannot remove this hurt and pain, but we know spiritually that you can. Because we also know that you can and are the only one who can fix what’s broken, our hearts. God we know that you saw your child struggling as the stony road he trod. We know that you dispatched your angels from heaven to come and take him home. He is safe in your arms now. God please tell Anthony that we love him. One of these days, we will all be going home. Gone to get our reward. Happy Father’s Day. We love you. From, Momo, Mom, Dad, Uncle Keith, Aunt Trina and the love of your life; Jo-Jo, Kingston (King) and Journey

BOO LEGENDRE
Happy Father’s Day in Heaven
Born: 2/11/72 Died: 7/17/15 My dad was a man who had smiles to brighten your days; who always made you feel good with his warm words of praise. And what’s more, he knew what to do to make all of our wishes come true. My dad was someone who always had good stories to tell; but just as importantly, he knew how to be a good listener as well. He was patient, caring, loving and kind and the very best friend you could ever hope to find. He was no ordinary man. Love you always, Angelique and Angelle

What a Life!
By: Rev. Wilmer L. Todd
Spirituality is essential for human happiness and mental health
Dr. David N. Elkins, in an article in Psychology Today, entitled “Spirituality: It’s What’s Missing in Mental Health,” shares his own faith journey: “During my first therapy session years ago, the therapist listened to me as no one had ever listened before. I told my story, the one I had rehearsed, but he heard the truth. Near the end of the session, he said gently, ‘You are spiritually hungry.’ I began to cry. Me, a grown 31-year-old man, deep inside, knew he was right. “For the next two years, I was taught how to care for and feed my soul. The psychologist gave me the skills I needed to build a life of passion and depth. Today, as a clinical psychologist and university professor, I share this wisdom with clients and students because I believe that spirituality is essential to human happiness and mental health. “Indeed, new evi-

dence shows that religious and spiritual interventions can help when everything else has failed.” In essence what he is saying is that only by being plugged into the divine energy can we truly be happy. St. Teresa of Calcutta once said, “We will be the happiest people in the world if we belong to God, if we place ourselves at God’s disposal, if we let God use us as he pleases. To be this happy, we must belong to Jesus fully without reservation. He alone is worthy of our love and total surrender. Once we really belong to the Lord, then God is free to use us, to do with us whatever he pleases.” We can easily become addicted to many things in life. We can believe that something like the latest cell phone will make us happy. What often happens, we become slaves to our new phones and after a while, they control us instead of our using them approximately. When we have to answer our messages and phone calls immediately, then we are no longer free. This is true of so many things in life. Alcohol is the number 1 addiction in the U.S. An estimated 30 percent of Americans have suffered from an alcohol abuse in the past. That’s close to 100 million people. In 2010, nearly 18 million Americans were addicted to alcohol. Because in our culture, alcohol is legal and consumed at almost every social gathering, alcohol addiction is complicated. If a person turns to alcohol as an

TUPELO, Miss. (AP) — In an Elvis Presley contest full of men with slickedback hair and rhines t o n e - s t u d d e d jumpsuits, a 19-year-old was chosen as being most like the King of Rock ‘n’ Roll. News outlets report that Nick Perkins of Tickfaw, Louisiana, won the Ultimate Elvis Tribute Artist Competition. It happened Saturday in Tupelo, the Mississippi city where Presley was born on Jan. 8, 1935. Perkins was a firsttime competitor. He wore a powder-blue jumpsuit, complete with an oversized belt buckle, as he crooned, “Let It Be Me” and “The Wonder of You.” Perkins will represent Tupelo in August at the Ultimate Elvis Tribute Artist competition at Graceland in Memphis, Tennessee. This was the 20th year for the Tupelo Elvis Festival. ___

answer to life’s problems or to feel good in the midst of a hectic world, that person has put alcohol in God’s place. We have all seen unnecessary deaths from abuse of alcohol. It affects the brain’s reward system causing intense craving in heavy drinkers. We can be addicted to many types of drugs. For example, cocaine is still one of the worst addictions in America. Cocaine is one of the hardest addictions to quit. While it may not be as popular as it was in the 1980’s, around 1.5 million people continue to suffer from cocaine addiction in the US. Because cocaine boosts positive mood and energy, people using it can easily become addicted to its effects. When taken socially, it can make kicking the habit even harder. Besides drugs and alcohol, many other types of addiction exist: gambling, hand washing, the internet, pornography, the need to be needed, money, overeating, codependent relationships, using religion as an escape from the real world, self harmful behaviors, sex, shopping, spending money to feel good, stealing, watching too much television, video games and overworking. St. Augustine of Hippo (354–430), in his “Confessions,” realized all the addictions he was seeking never satisfied him. He finally found God and said, “You have made us for yourself, and our hearts are restless, until they can find rest in you.” May we can find that same happiness.
