Galliano woman arrested for stealing from her employer
A Galliano woman was arrested for stealing a l a r Wg e sum of Stephanie money LaJaunie from her employer. Stephanie LaJaunie, 29, is charged with Felony Theft in the case. On June 6, the owners of a local company based in Lafourche Parish filed a complaint with the Sheriff’s Office after discovering unauthorized charges to the company’s accounts. It was suspected that LaJaunie, an employee of the company, had set up automatic payments through the company’s accounts for her residence, utilities, and credit cards, as well as multiple car payments. Through investigation, detectives determined LaJaunie had allegedly stolen a large sum of money from the company over a span of several months.

Tips offered on drowning prevention for children
Rodeo planned in honor of drowning victim and to raise water safety awareness
With drowning being the leading cause of death from injury in children ages 1-4, Lafourche Parish Sheriff Craig Webre is urging parents to be cautious with children Riley Bourgeois around swimming pools and open bodies of water. Statistics show three children die every day as a result of drowning. “Now that school is out, many kids will be looking to spend time in the pool,” said Sheriff Webre. “I implore parents not to use the pool itself as a ‘babysitter’ for any child. Children should always be properly supervised when in or around pools or any body of water.” According to the Center for Disease Control, children ages 1-4 are at the highest risk of drowning in a pool at a home.
BATON ROUGE, La. (AP) — Louisiana never had sizable sums set aside to buy the thousands of new voting machines it needs. But the state has even less now, after the small amount socked away for the expense was shifted elsewhere in an election-year legislative scramble to boost spending on education, public safety and health care. Lawmakers previously had put $2 million in state financing into a voting technology fund, as a down payment on a machine replacement expected to cost tens of millions of dollars. Secretary of State Kyle Ardoin had hoped millions more would be added this year. Instead, lawmakers reshuffled the money to help pay for Ardoin’s office operations as they built the $30 billion state operating budget that starts July 1. That will leave lawmakers in the new term beginning in 2020 to find dollars to pay for machines. “I did warn them. I said, ‘The bill is coming. The bill is coming.’ It was a hugely missed opportunity,” said Ardoin, Louisiana’s chief elections officer. A contract for the new voting machines hasn’t been settled, and the Secretary of State’s office hasn’t
Drowning can happen quickly and quietly and can even occur in the presence of lifeguards. “Unfortunately, our parish is no stranger to this sort of tragedy,” said Sheriff Webre. On June 30, 2018, Riley John Bourgeois slipped away from his parents’ watch and was found in a neighbor’s swimming pool. CPR was administered by bystanders and first responders took over upon their arrival. Riley was then airlifted to Children’s Hospital in New Orleans where he remained for two days before his death on July 2, just a few days shy of his second birthday (July 8). Darby Bourgeois, Riley’s father, said, “As I saw my son’s lifeless body lying there, I was praying to God, and I thought to myself that I don’t want another person to have to go through this agony.”

Gov. signs bill allowing easier refunds of unconstitutional taxes By David Jacobs The Center Square
Gov. John Bel Edwards signed a number of bills into law over the past few days, including one that makes it easier for taxpayers to get refunds of taxes paid under an unconstitutional or misapplied law. Senate Bill 198 is far from the highest-profile bill signed this week, but some supporters of the change thought Edwards might consider a veto. His administration had expressed concerns about the unpredictable costs it could create for state government. The bill by Sen. Barrow Peacock, a Bossier City Republican, started life as an even lower-profile measure having to do with the disbursement of the state catalog tax, the administration of the state Board of Tax Ap-

The State Bond Commission on Thursday approved more than two dozen local elections for the October ballot in which voters will be asked to approve tax hikes and fees to fund everything from schools and hospitals to debt payments and operating expenses. State Treasurer John Schroder said he was concerned about the financial health and management of some of the local governments. He suggested legislators and other state officials should look at how policies might be tweaked to encourage better management. One municipality that is now under state financial management didn’t even know a property tax used to pay its bills was expiring, Schroder said. “The hard, cold reality is, maybe they ought not be in that business [of running a local government], he said. “Maybe the parish ought to be running their business. Senate President John Alario suggested Schroder’s office might begin to maintain a database that keeps track of when millages are set to expire and inform local governments when the expiration date nears. Schroder said the Louisiana Municipal Association has a similar service, though not every local government is an LMA member. The commission also gave four political subdivisions permission to take out loans to pay for operating expenses. For example, the Vernon Parish Law Enforcement District will borrow up to $1.5 million. According to Thursday’s discussion, the disLotto Numbers for June 19, 2019 14 - 26 - 30 33 - 36 - 37

peals, and refunds related to the Combat-Injured Veterans Tax Fairness Act of 2016. The state House of Representatives amended the bill to include the goals of House Bill 265 by Rep. Phillip DeVillier, R-Eunice, which sought to require tax collectors to pay refunds when taxes are overpaid as a result of an unconstitutional law, invalid or unenforceable rule or regulation, or because of a misinterpretation of a law or rule. HB 265 had been bottled up in committee. Under prior law, taxpayers could pay a disputed tax under protest and sue the state for a refund. Failing that, they could also file a claim with the Board of Tax Appeals, though if successful the Legislature still had to appropriate the money to repay. Now, if a tax is collected under a mistake of
law, taxpayers are entitled to a refund plus interest and can collect by filing the proper paperwork with the Department of Revenue, no lawsuit necessary. Supporters said the change benefits individuals and small businesses who might not think to pay a tax under protest because they don’t have accountants and lawyers telling them a tax might be unconstitutional. Sen. J.P. Morrell, D-New Orleans, said during a Senate floor debate that the bill could lead to unforeseen consequences and cause a “giant hole in the budget.â€? Other bills Edwards signed this week include: • House Bill 105: The $34 billion state operating budget for the fiscal year that starts July 1 is most notable for funding the first state-backed raises for K-12 public schoolteachers and support personnel in a decade. The budget also includes additional money for higher education and early childhood care and education. • House Bill 335: Requires food service estab-

trict has struggled financially because the correctional facility it operated lost money. The facility was closed last year, but the district still is paying expenses associated with it and needs to borrow money to make payroll in July. Schroder said Louisiana is one of the only states that allows local government entities to borrow money to pay recurring expenses, which he believes raises a “big red flag. He suggested lawmakers should revisit that policy over the next few months. “It’s not a healthy way to operate, he said.

Budget
From 1-A
The largest disagreement centered on how much of an increase to give public schools and how to divvy it up. As if to indicate the lack of arguments, Edwards didn’t strip a single thing from the budget bill with his lineitem veto. Still, he said Louisiana will take years to make up for the ground lost in education with years of stagnant financing or cuts in programs. “The train is no longer in the ditch,” he said. “It’s back on the tracks.” SURPLUS DOLLARS Beyond the upcoming budget, lawmakers allocated more than $400 million in unspent cash from Louisiana’s better-than-expected tax collections for last year and the current financial year to pay for a long list of construction work and one-time projects. Dollars will go to roadwork, coastal protection and public college programs. Debts will be paid down, along with legal judgments owed by the state. Computer upgrades for state agencies will continue. The fire marshal’s office will get money to cover overtime expenses for investigating the burnings of three black churches in St. Landry Parish. Other money is being steered to a state savings account. And lawmakers’ favored projects will get construction money. Edwards didn’t sign those budget plans Tuesday, as the legislation still is under review for possible line-item vetoes. OVERALL BUDGET PICTURE Combined with the legislative agency, judicial expense and construction spending bills, Louisiana’s total budget will near $35 billion in
the 2019-20 financial year. That’s a $730 million increase, about a 2% spending growth, largely tied to boosted federal dollars and fees or other self-generated revenue sources for agencies. State spending from general tax collections is growing 1%, about $100 million, according to a House budget analysis. ____ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

begun seeking vendors for the work, after a previous solicitation effort was derailed by allegations of improper bid handling. The decision to spend the dollars in the voting technology fund happened in the Senate Finance Committee and then was approved by the full House and Senate. Finance Chairman Eric LaFleur said senators didn’t see a need to stockpile money for an expense that’s not yet set. Ardoin won’t be buying new machines this year, LaFleur said, and he has $5.8 million in federal money for voting machines whenever his agency enters into a contract. LaFleur said lawmakers will pay for the remaining expense when there’s a contract to fi-

nance. “Our plan was, ‘You don’t need to save any money. When you’re ready to pull the trigger, we’ll put it in your budget and you’ll have the money.’ That was the sentiment of the committee,” LaFleur said. “When he’s ready to buy the machines, I feel like there won’t be a problem in paying for them.” The Secretary of State’s office started searching for a voting machine contractor in March 2018, soliciting bids to replace 10,000 Election Day and earlyvoting machines bought in 2005 with smaller devices that have improved technology and provide a paper record of votes. But a multimilliondollar contract award was scrapped months later. The state’s chief procurement officer said the Secretary of State’s office didn’t follow legal requirements in choosing the winning vendor. Ardoin’s office is working on a new bid solicitation, with an eye toward releasing it in August. Ardoin said he is working closely with Gov. John Bel Edwards’ administration, which oversees the procurement office, “because I do not want to repeat any of the mistakes from the last time.” The Edwards administration has said it supports replacing the voting machines. For now, Ardoin said his office will spend $2 million renting temporary early voting machines for the October and November elections, when Louisiana’s statewide and legislative positions are on the ballot. He said he’ll continue the rental through the 2020 presidential election cycle. The office will continue using spare parts to make sure the decade-old Election Day voting machines are running properly. Ardoin said any contract for voting machine replacement — whether leasing or buying new machines — will be phased in over three to five years, so the expense won’t be entirely upfront. But he warned a “sizable price tag is coming.” “No one’s heeding the warning,” Ardoin said. “They keep kicking the can down the road.” ___ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

To that end, Bourgeois and his family launched the Blue Boot Rodeo in 2019. The event is slated for July 12-13, at Sand Dollar Marina in Grand Isle. The proceeds from the rodeo will go towards the education of elementary students and parents on drowning prevention and water safety awareness, as well as scholarships to local high school seniors. The rodeo is geared toward driving awareness to childhood drowning and celebration of the life of Riley John Bourgeois who loved wearing blue boots! For more information, go to www.BlueBootRodeo.com. “There is seemingly nothing more devastating to a parent or a community than the death of a child. By taking these steps, you can do your best to prevent such a tragedy.” Sheriff Webre recommends the following tips: - Never leave your child unattended outdoors, especially if there is a pool or body of water at your home or nearby. - Enroll your child in swimming lessons as young as possible. - Drain all water from kiddie pools and turn upside-down when not in use. - Enclose pools with a fence at least four feet tall with a self-closing gate. - Remove floats, balls, and other toys from the pool and surrounding area when not in use so that children are not tempted to enter the pool area. - Restrict access to items such as ladders,
buckets, and chairs that are easily accessible to children to climb on and enter a pool, and consider installing a safety cover for the pool. When kids are swimming, be sure to designate a “water watcher” even if a lifeguard is on duty. This individual should be an adult with the skills, knowledge, and ability (such as CPR) to rescue someone in distress or

be able to notify someone nearby who can. The water watcher should have a working phone to be able to call 9-1-1 in an emergency but should not be distracted by the phone. This person should never be under the influence of drugs or alcohol. For more tips on childhood drowning prevention, go to WaterSafetyUSA.org.

His bond was set at $10,000 on a simple burglary charge. Davis said he doesn’t know whether Welzbacher has an attorney who could speak for him. ___

NEW IBERIA, La. (AP) — A boat captain found cocaine worth more than $1 million floating in the Gulf of Mexico off the coast of Louisiana. Police: Theft suspect tried to evade chase by leaving state
SLIDELL, La. (AP) — Authorities say a man accused of stealing in Louisiana led police on a chase into Mississippi under the mistaken impression that officers couldn’t follow him there. In a news release, Slidell police say officers were investigating a shoplifting call Tuesday when they approached 51-year-old Robert Myers, who was sitting in his vehicle. Police say Myers started driving away when officers asked him to get out of the car. He’s accused of dragging one officer a short distance and nearly running over another. Neither was hurt. Authorities say Myers then led officers on a chase across the state border. Police say he crashed, suffered minor injuries and was arrested in Mississippi. Myers is in a Mississippi jail and is expected to be extradited to Louisiana.

What a Life!
By: Rev. Wilmer L. Todd Jesus wants to help us overcome any fears so we can experience true peace
Years ago, advice columnist Ann Landers would receive about 10,000 letters a month. When someone asked her what was the most common topic, she answered that most people are afraid of something. They are afraid of losing their health, their job, family members, afraid of upsetting their neighbors, alienating a friend, or committing a social mistake. We live in a world of fearful people. In John’s gospel Jesus tells us: “Do not let your hearts be troubled, and do not be afraid.” Don’t we all long for an untroubled heart? We would give whatever we had, if someone promised us freedom from fear, and a heart that was totally at peace. What is an untroubled heart? Does it mean enduring pain and hardship without showing our feelings? Is it a don’t let anything bother you attitude? No. An untroubled heart does not close itself off to feelings and compassion. An untroubled heart deals with trouble in a way that the world does not understand. This is because for a Christian the outcome of any situation never spells final success or final failure. Graduating from college, buying and paying for a new home, getting a promotion – these are all successes, but they are not final or ultimate successes. Losing a loved one, getting fired from a job, failing an exam – these are all failures, but they are not final or ultimate failures. For a Christian the only ultimate failure is complete despair – losing all hope in the God who loves us. The only ultimate success is loving God and others, as completely as we can. When Jesus tells us not to have troubled hearts, he is asking us to live our entire life with faith in a God who has conquered the ultimate enemy – death. Peace is a result of the hope we have in Jesus Christ. Jesus suffered, died and rose again. For his followers, peace and suffering can thus exist side by side. Yes, not even suffering can take our peace away. This is a hard message to accept, because many of us don’t deal with suffering very well. We quickly panic or rebel against it. We spend so much energy fighting it that we never make peace with it. It’s the person who knows how to live with
his or her suffering who can claim an untroubled heart. Suffering is uncomfortable and unavoidable, but if we face it directly, it can even be beneficial. We often hear stories of people who contracted a serious disease like cancer and their whole life changed for the better. They realized they had limited time to live and they re-evaluated their lives and put first things first. Their priorities changed. God, love and family and other relationships became the most important things in their lives. On the other hand, suffering becomes destructive when it drives us into ourselves, isolating us from God and those we love. However, suffering can be positive if faith and love create the power to overcome it. The heroes and heroines of history are not those

who took the easy way or had it made, but those who struggled and overcame hopeless odds. Jesus said, “Those who love me will keep my word, and my Father will love them, and we will come to them and make our home with them.” When we allow Jesus and his Father to come into our hearts, how could our hearts be anything but peaceful? Most of the world sees peace as release from tension, the avoidance of struggles, an escape from pain. Peace is not the absence of something. Rather it is the presence of Someone – Jesus himself. Nothing external can give us the peace we seek. It is only when we fully welcome our Lord into our lives that we will finally know what peace really means.
