The Town of Grand isle has been getting a lot of calls recently asking if the beaches are being affected by the cyanobacteria (blue-green algae) bloom that has closed beaches in Mississippi. Although officials are keeping an eye on the bloom in Lake Pontchartrain, as of press time Friday, Grand Isle and Elmer’s Island were currently not affected. Town officials have stated if the situation changes, it will be announced on the Town of Grand Isle’s facebook page.
Study: Sea rise, subsidence to cost state $38 billion By Halle Parker Daily Comet Staff Writer
A new study suggests protection and adaptation against the rising sea levels could cost Louisiana $38 billion or more by 2040. The study, produced by the Center for Climate Integrity, projects that the state will spend the second most in the nation for adapting public infrastructure and installing protection, behind only Florida. The study
estimates that Florida will spend nearly $76 billion. Of the 132 counties or parishes projected to spend over $1 billion by 2040, 10 are in Louisiana. Terrebonne Parish’s estimated spending by 2040 ranks 11th in the nation at $4.7 billion. Lafourche is 25th at $3.2 billion. The center is an advocacy group that pushes for legal action and policy changes against bodies that have contributed to climate change. Richard Wiles, the center’s executive director and a co-author of the report, said the year-long study incorporated data from two of the Intergovernmental Panel on Climate Change’s models for sea level rise. This included the rise from global sea level rise — which is related to climate change — and Louisiana’s rate of subsidence, or sinking, of its land. See Sea Rise Page 3-A

Two Lafourche Parish residents were honored Tuesday night for their service to the community. The Parish Council proclaimed May 24, 2019, as Mark Goldman Day in the parish. Goldman is retiring from the Coroner’s Office after over 30 years. In that time, he also served as forensic investigator and helped investigate over 30,000 deaths, Councilwoman Luci Sposito said. The council also honored Michelle Plaisance with the parish Outstanding Citizen award. Plaisance has led a group of other residents raising money for the Give Kids the World Village at Disney World. Over 20 years, the group has raised more than $1 million, Sposito said. The village houses children visiting Disney World for their Make-A-Wish trips. “No one can do anything like this themselves,” Plaisance said, talking about the community support. Students at the Larose-Cut Off Middle School actually started the club 20 years ago, she said. “Now it’s on to 21 years and starting to get to $2 million,” Plaisance said. In regular business, the council voted not to move forward with re-establishing the Grant and Economic Development Department. The vote was split 4-4 with Councilmen Jerry Jones, Jerry Lafont, Daniel Lorraine and Bo Melvin voting against it. Councilman Craig Jaccuzzo was absent. The Roses and Thorns of the 2019 session

T h e 2019 legislative session has finally come to a close. For those that thought this would be a quick and uncontentious two-month session for lawmakers, boy, were they wrong. This session, even without another budget crisis, did not run short on its list of roses or thorns. There were a handful of bills that passed this session that enhanced the environment for the oil and gas sector. The oil and gas industry will be able to participate in carbon dioxide sequestration, thanks to Rep. Raymond Crews filing House Bill (HB) 163. This bill allows the Office of Conservation and the Commissioner to promulgate rules to permit carbon sequestration. This bill, now law, was a collaboration between industry, regulators, and lawmakers to provide another environmentally friendly way to deal with excess carbon while producing energy. Additionally, LOGA worked hand in hand with Rep. Blake Miguez to provide some clarification to the tax code. Due to a “unique” interpretation of Louisiana tax codes, oil companies in three parishes have recently been assessed a property tax on goods that was previously not taxed. Thankfully, this measure passed and on the October ballot will be a constitutional amendment to provide for a property tax exemption for goods bound for the Outer Continental Shelf, providing needed clarity for Louisiana’s offshore operators. Louisiana will also experience one of the largest infrastructure investments in decades. Thanks to the teamwork of Rep. Tanner Magee, Sen. Rick Ward, and a coalition of pro-industry and business groups, Louisiana is set to receive nearly a $700 million investment for transportation projects. The best part about this investment is we, the taxpayers, are not on the hook for the tab. Instead of using taxpayer dollars, HB 572 directs BP Deepwater settlement dollars to these infrastructure projects, like the LA1 Improvement Project that connects to Port Fourchon. However, it was not all cheers this session. There were two bills that received approval from the House but failed to receive approval from the Senate Finance Committee. These bills, HB 188 and HB 256, looked to provide a severance tax exemption for stripper Lotto Numbers for June 26, 2019 05 - 14 - 27 28 - 36 - 37
and incapable wells when the price of oil was under $75. We thank Rep. Jim Morris for his help with these bills and for his support of the oil and gas industry as he now completes his tenure as a Louisiana state representative. Louisiana missed a huge opportunity to begin the process of cleaning up our legal system and to lower our auto insurance rates. The missed opportunity came in the defeat of HB 372, the Omnibus Premium Reduction Act of 2019 by Rep. Kirk Talbot. This piece of legislation looked to tackle our outrageous auto insurance rates by instituting common sense legal reforms. The legislation received overwhelming support in the House but would make it no further
than the Senate Judiciary A committee, the “King’s Landing” of the Senate … where all tort reform measures are scorched. Now that session has ended, we can take the time to reflect on what’s next. Louisiana ranks 50th in best states to do business and 50th in best states in the nation; those numbers are dismal. We have some of the highest auto insurance, sales tax and severance tax rates and unfortunately the oil and gas industry is all too familiar with the impact that unnecessary Legacy and Coastal lawsuits have had on our industry. It is clear that Louisiana is in need of a change in direction and in our great democracy there is no better way to make that change than by having your voice heard in the voting booth. Elections are right around the corner, now is the time to engage.
Plans announced for Independence Day Drive Sober Campaign
The Lafourche Parish Sheriff’s Office has announced plans for the Drive Sober or Get Pulled Over campaign which runs next week from July 1-7, centered around the Independence Day holiday. The campaign is coordinated and funded by the National Highway Traffic Safety Administration and the Louisiana Highway Safety Commission. As part of the campaign efforts, the Sheriff’s Office will assign additional deputies to saturated patrol efforts to target impaired drivers and help keep motorists safe. Additionally, LPSO deputies will conduct a seat belt checkpoint during the evening hours of July 3, and a DWI checkpoint during the evening hours of July 3, and continue into the early morning hours of the fol-

Scientists say the sea level is rising at a rate of 9.08 millimeters per year at Grand Isle, with one third due to global sea level rise and two-thirds due to subsidence. Wiles said researchers tried to focus on providing a moderate estimate versus a worstcase scenario by using the IPCC’s models that account for lower carbon emissions. They also incorporated the effect of a one-year surge event — one that typically happens at least once a year — or high-tide flooding. “The point of this study was not to identify a worst-case cost,� he said. “This is kind of the bare minimum cost that a community is facing.� The costs of protection are based on the idea of constructing seawalls around at-risk areas at the base of the rising tide. Wiles contended that the construction of seawalls was unlikely in Louisiana due to the geography but said the planners included on the teams viewed the hypothetical construction of seawalls as a way to calculate “a baseline cost.� “If you’re going to do any more sophisticated defenses,� he said. “Then those in most cases are going to be more expensive than building a wall.� The study looked at the entirety of the United State’s coastline, esti-
mating that the nation was looking at more than $400 billion in cost by 2040. Wiles noted that the cost will likely fall on the backs of taxpayers. He argued that the results of the study should spur more people to push for oil and gas companies to foot the bill for protections. “Given the numbers and the size of the cost, companies should be forced to pay,� said Wiles. “They should be paying to help these coastal communities.� States and communities across the country have tried their hand at filing lawsuits against oil and gas companies for damages related to climate change. So far, none have been successful. Several parishes have filed lawsuits against oil and gas companies for damage to wetlands caused by exploration, production and pipeline constructions activities, but none have pointed directly to their role in climate change. Most recently, New Orleans filed a lawsuit. Terrebonne and Lafourche parish councils and presidents have stood firmly against suing any oil and gas companies, stating the local economy relies heavily on the energy industry. Parish Risk Manager Brent Abadie said the administration didn’t have anyone in mind for the position, but the parish was swayed by a speech Sposito gave about the importance of the position about a month ago. Sposito said the current lack of a permanent human resources director and parish administrator were also a factor. Councilman Michael Gros said he supported the measure because it would allow for the position to be included in the 2020 budget. The council also reversed a previous decision to reject a contract for health care services at the Lafourche Correctional Complex. The council voted 62 in support of the three-year agreement with Quality Correctional Health Care. Councilmen Jones and Lorraine voted against it. The same contract was rejected at the previous council meeting on a 4-3 vote, with five votes needed to pass. Some members were concerned the proper bid process wasn’t followed and planned to rebid the contract. However, when the same agreement was brought up Tuesday night, it garnered enough support. Councilman Jerry Lafont previously voted against the agreement but changed his vote. Gros and Sposito were absent during the last vote. The new contract will cost the parish about $1.1 million a year, a savings of about $8,000.

A Catholic Funeral Service was celebrated on Saturday, June 29, 2019, at 1:00 p.m. at Fountain Memorial Funeral Home in Lafayette, LA for Bella Theresa Marie Dantin (née Guilbeau), 88, who passed away Saturday, June 22nd in Pensacola, FL. Visitation was observed at Fountain Memorial Funeral Home on Saturday, June 29th from 11:00 a.m. until the time of service. Interment followed in Fountain Memorial Cemetery in Lafayette. Deacon Art Bakeler officiated. Bella was born in Golden Meadow, LA in Lafourche Parish, where she lived until the age of 37. The adventure of her life was to live abroad from 1968-1985, with her husband and children, in Portuguese West Africa, Brazil, the Philippines, India, Germany and The Netherlands. Following her years abroad, Bella was a 30year resident of Lafayette and was a parishioner of St Jules Catholic Church. Bella was survived by her four children, Theresa Urness and her husband Michael, of Fredericksburg, IA, Patricia Blair and her husband Chas, of Cypress, TX, Mitchel Dantin and his wife Julia, of Cantonment, FL and Anna Sinha and her husband Ajay, of Alexandria, VA; her six grandchildren, Ryan Urness and his wife, Jennifer, Jonathan Urness, Alicia Dantin, Alex Dantin, Renee Glover and Caroline Blair; her two greatgranddaughters, Olivia and Alyssa Urness; her brothers, Larry Guilbeau and his wife Jenny, of Lockport, LA and Jeffrey Guilbeau and his wife Linda, of Shreveport, LA; one sister, Yvonne Joseph, also of Lockport and numerous dear nieces, nephews and friends. Gautreaux (Gillis); sisters, Carol (Curtis) Robin, Beverly (Joel) Authement, Lois (Howard) Mora; brothers, Donald Smith (Helena), Marvin Smith (Diane), Rodney Smith (Liz), Dale Smith (Bunice), Rayford Smith (Roxanne); 3 grandchildren, Trisha, Janeé, Garrett, one great grandchild on the way as well as numerous aunts, uncles, nieces and nephews. What a Life!
By: Rev. Wilmer L. Todd How do we go about making the most important decisions in our lives?
Life is complicated. Easy answers are not always available for the choices we have to make. Should I go here or there? Should I buy this or that? Should I join this group or another? Should I marry this person? Should I wait longer before changing jobs? We are constantly making decisions. When we think about it, we realize that our decisions are the backbone of our lives. To become aware of how we make those decisions is so important. Are we led by the spirit of the world, or by the Spirit of the Lord, the Holy Spirit? At times we can easily see that the spirit of the world has inspired many of our decisions. When we buy things, we do not really need; when we enter relationships only because we want to get something out of them for ourselves; when we make decisions that will harmfully affect others. When we decide in this way, we know the spirit of the world is leading us. Many organizations and institutions make all of their decisions under the prompting of the world’s spirit. Selfprotection and profit become their main motives. What is not good for business is considered as unimportant. Money becomes more important than human lives. A few years ago, Don Blankenship, a former coal executive of Massey Energy received the maximum penalty for conspiring to violate federal mining safety laws. He was the CEO in 2010 when an explosion in the Upper Big Branch Mine killed 29 miners. His defense was that he was trying to make money for the company. Because of his and his company’s greed, 29 miners died. Christians should ask the Holy Spirit to lead us in every decision we have to make, no matter how small or big. Jesus tells us, “The Advocate, the Holy Spirit, whom the Father will send in my name, will teach you everything, and remind you of all that I have said to you.” (Jn. 14:25) This is why we need to remain open to the promptings of the Holy Spirit. The Spirit teaches us what we need to know, when we need to know it. The Holy Spirit reminds us of the particular truths that we must remember when we are involved in an important moment of our lives.
Angels of Encouragement Cancer survivor’s group meets every third Tuesday
Angels of Encouragement, a survivor’s group that brings awareness and support to those touched by cancer, meets every third Tuesday of the month at 5 p.m. at the Learning Center behind Lady of the Sea Hospital in Galliano. The group is open and welcomes anyone touched by cancer.
If this is true, why do we often make the wrong decisions? What is the biggest obstacle we place in the way of the Holy Spirit working in our lives? In simple terms, a closed mind and a closed heart are the biggest obstacles to our being led by the Spirit. If we are not open to the new and unexpected in our lives, then we will not hear the Holy Spirit speaking to us. So often we miss the prompting of the Holy Spirit because we push aside new thoughts and feelings as strange or not what we are used to doing. Sometimes we get stuck in life. We move neither forward nor backward. Nothing new ever happens. However, when we listen to God speaking in our lives, we can see things and people in a new way. New
possibilities open in our lives. A breath of fresh air finally blows through our stale daily routines. The Holy Spirit wants to penetrate our whole lives. We should never think of ourselves as having a spiritual life and an ordinary life. When we think like that, we misunderstand the gift of the Holy Spirit. God is present to us and within us through the constant indwelling of the Spirit that we receive at Baptism. There is no area of our life that God does not want to influence. On Pentecost Day the Holy Spirit enabled the disciples to proclaim the Good News so that everyone in the world could understand them. The Spirit will speak through us in a similar way when we open our hearts to this great gift and allow the Spirit to move freely within us.
The V. H. Boudreaux Senior Citizens Center in Lockport held it’s monthly birthday party for May on May 28. Those celebrating birthdays that month were Ryleigh Theriot, Janine Savoie and Dolores Hebert. The Center is now going to the Silver Slipper Casino once a month. For more information call the Center at 532-5930. Senior Citizens are always welcomed and encouraged to join the Center. If you would like to join in for birthday parties, cards, pokeno, exercise and lunch, call or stop by the Center on Monday through Friday from 8 a.m. to 1 p.m. Lunch is served daily for seniors over 60. Meals must be ordered the day before.
