Edwards proposing $19M more for Louisiana higher education

BATON ROUGE, La. (AP) — Gov. John Bel EdW wards is asking lawmakers to spend $19 million more this year on higher education than was budgeted, to fill gaps in the TOPS college tuition program, help schools facing accreditation reviews and pay for boosted online resources for students. The items are included on a list of additional spending requests for the budget year ending June 30 that the Democratic governor is asking lawmakers to finance in their upcoming legislative session. Louisiana borrowing $185M to start interstate projects

(AP) — Louisiana will borrow $185 million in April to finance highly sought roadwork across the state, ranging from the widening of Interstate 10 in the capital city to a new Interstate 20 access for Barksdale Air Force Base. The Bond Commission, a panel of statewide elected officials and legislative leaders, quickly agreed to the plans Thursday without objection, the final approval needed. Louisiana will sell bonds to investors for upfront cash, repaying the debt with interest over up to 15 years using federal

44,000 checks in the mail to LA residents owed money

BATON ROUGE, La. (AP) — Tens of thousands of Louisiana residents will be receiving checks in the mail from the state, not tax refunds, but other unclaimed property dollars collected by the treasury. Treasurer John Schroder’s office said Tuesday that more than 44,500 checks, totaling $4.2 million, started going out this week. The maximum check is $1,500. Schroder wants to make sure people don’t think it is part of a scam and throw the checks away. He said if someone receives a check with the state seal on it, “take it to the bank.” “This is not a scam. This is real money that belongs to you,” Schroder said in a statement. Medicaid expansion program may have spent as much as $85 million on ineligible enrollees as “deeply troubling” and said it could seek repayment of misspent money. The U.S. Centers for Medicare and Medicaid Services said it will include Louisiana in a future review of how “high risk states” determine eligibility for government-financed Medicaid benefits, in response to work done by Louisiana Legislative Auditor Daryl Purpera. But the federal agency, known as CMS, also noted a computer system change launched by Gov. John Bel Edwards’ administration after Purpera’s audit. The Louisiana Department of Health now does quarterly eligibility checks, rather than previously performed annual checks, and uses more wage data for comparison. “As we understand, recent upgrades to Louisiana’s eligibility systems will help to address some of the issues identified,” CMS Administrator Seema Verma wrote in a March 8 letter to U.S. Sen. Ron Johnson, a Wisconsin Republican and chairman of a Senate oversight committee. Verma’s letter, provided to The Associated Press by Purpera’s office, came in response to concerns Johnson and U.S. Rep. Jim Jordan of Ohio, the top Republican on a House oversight committee, raised in January about Purpera’s audit. Though the federal Medicaid agency has limited legal authority to seek return of overpayments made through eligibility mistakes, Verma wrote that it can recoup misspent federal funds from states through a “disallowance” in certain circumstances. House Appropriations Chairman Cameron Henry questioned the accreditationrelated spending during a joint House and Senate budget hearing Tuesday. He said the schools should try to “rework their business model.” “It can’t be, ‘When in doubt, we’ll just go to the Legislature and get more money.’ That’s not sustainable,” said Henry, a Jefferson Parish Republican. Barbara Goodson, the governor’s deputy commissioner of administration, said repeated cuts to state financing before Edwards took office have caused problems at higher education institutions. “We’re still grappling with some of these growth issues which were caused by years of less funding,” she said. Louisiana only has two pharmacy programs, one at ULM and the other at the private Xavier University in New Orleans. While Henry questioned the funding proposal, several lawmakers said Louisiana needs to ensure the viability of its only pharmacy program at a public college. “There’s a huge shortage of pharmacists in the state today. They can’t graduate enough. But due to budgetary constraints, they’ve had to limit their enrollment,” said Sen. Ronnie Johns, a Lake Charles Republican who graduated from the ULM pharmacy school. “We’ve got to do everything we can to keep their accreditation on an even keel.” Edwards’ list of ad-

Louisiana Department of Health spokesman Robert Johannessen said the department hasn’t had any discussions with CMS about recouping funds because of the audit. Auditors in Purpera’s office used a random sample of 100 Medicaid expansion recipients, to check if their income exceeded the eligibility threshold. Projecting those results across the entire expansion population, auditors wrote, suggests the

health department spent between $61.6 million and $85.5 million over 20 months on people who weren’t eligible for coverage. Edwards supporters have criticized the methodology used by auditors. Republicans have seized on the report to bolster their claims that the Democratic governor was so focused on expanding Medicaid when he took office in 2016 that he didn’t make sure his administration could properly administer the expansion and avoid abuse. The Edwards administration points to its computer upgrade and to letters sent to 37,000 Medicaid enrollees in February notifying them they appear to earn too much to stay in the health insurance program. More than 500,000 working poor and other nonelderly adults have been added to the Medicaid rolls since Edwards, running for a second term on the October ballot, expanded the program. Under Medicaid expansion, adults ages 19 to 64 with incomes up to

Hilton Joseph Bouffanie, 84, a native of Galliano and resident of Golden Meadow passed away on Monday, March 18, 2019. A visitation was held at St. Joseph Catholic Church in Galliano on Saturday, March 23, from 9:00 a.m. until service time. A funeral mass began at 11:00 a.m. with procession following to graveside services at Cheramie Cemetery. Mr. Hilton is survived by his companion of 47 years, Doreen Cheramie; children, Brigitte Bouffanie, Ryne Bouffanie, and Hillary Bouffanie; grandchildren, Christopher, Courtney, Ceres, Nikita, Krislyn, Weslynn, Jeffrey, Brady, Blake, and Piper; and 11 great grandchildren. Mr. Bouffanie was preceded in death by daughter, Jenny Bouillion; parents, Francis and Ceres D. Bouffanie; brothers, Francis Jr., Ivan, Noles; infant brother, Norman; sisters, Ezola Thibodaux, Mable Toups, and Justilia Curole; and infant sisters, Diana and Eva. Religious services were at 3:00 p.m. He is survived by his wife, Paula Pitre Eschete; children, Amanda Kilgus (Robbie), Tobie Eschete (Jackie), Dodie Dicks (Forrest), Corey Eschete (Dusty), Logan Eschete, Catina DeRosia (Jeff), Cassie Comardelle and Danny Comardelle Jr.; sister, Lorena Adams; 21 grandchildren; and 16 great grandchildren. He was preceded in death by his parents, Israel Sr. and Marie Eschete; brothers, Nolan, Daniel, Israel Jr., Murphy, Earl, Paul and Ernest Eschete; sisters, Earline Richardelle, Annabelle Henry, Eloise Plaisance, Irene Barrilleaux and great granddaughter, Melanie Johnfroe. His passion was his business, Cajun Deer Sausage. He also enjoyed hunting, running his dogs and cooking cracklin to sell at the Lafourche Central Market. Zane K. Matherne, 60, a native and resident of Golden Meadow, passed away peacefully in his sleep on March 18, 2019. Son of Elvin P and Gertrude Cheramie Matherne (both deceased). Survived by son Dylan John Matherne, sisters Christine M. Hohensee (Winston) and Trudy M. Shaddinger, brothers Patrick L. Matherne (Faye) and Perry A. Matherne (Tammy), Grandson Jax John Matherne, and a host of nieces and nephews. Zane was loved and befriended by many. His legacy is one of kindness and giving. He enjoyed fishing and visiting with friends, but was most passionate about his music and gardening. As his body was donated to the LSU Anatomical Division, a memorial service may follow at a later date.

What a Life!

By: Rev. Wilmer L. Todd If we are conscious of someone’s shortcomings, look within ourselves first

In Luke gospel Jesus says, “Why do you see the speck in your neighbor’s eye, but do not notice the log in your own eye? Or how can you say to your neighbor, ‘Friend, let me take out the speck in your eye,’ when you yourself do not see the log in your own eye? You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your neighbor’s eye.” (Lk 6:41-42) Jesus often used exaggeration to make a serious point. Of course it’s impossible to have a log in our eyes. However, if we don’t deal with our own demons, we will be in serious trouble. Fr. Richard Rohr, in his book, Job and the Mystery of Suffering, writes: “We all have some evil within ourselves. We all have roots of violence within us. Until we take responsibility for that, we will continue to need victims and continue to create victims.” Christ calls us, Christians, to lead others. If we are to lead by word and example, we must not be hypocrites. If we are to criticize the evil in the world, we must first look with a critical eye on ourselves. If we are to offer a solid witness to Jesus, we must have a firm foundation. Our deepest emotions come from the depths of our hearts – love and hate, generosity and selfishness, honesty plus deceit. Before we dare to criticize others, we must first look to see if the things in us that we hate the most are what we project on others. In some strange way it makes us feel superior to see evil in others. It’s easier to condemn others than to look within ourselves first. So often our criticism stems from jealousy, even unconsciously. How do we know what we would have done if we were in someone else’s shoes? We put others down to

build ourselves up, to appear better than they are. We should criticize evil. Yet, unless we first admit our own frailty and capability of error, then we are wrong in trying to correct others. If hatred exists in us, we merely continue the process of hatred, envy and jealousy in the world. If we nurture these feelings, they flourish not only in us but in others. The only way to stop anger, hatred, and chaos is to confront them within us first. For peace to begin with me, means simply that hatred, jealousy, envy, bigotry, and selfglorification must first be eradicated from my heart. Then, we can be instruments of God’s love. Our hearts will beat with God’s. Carl Jung, the late psychologist, speaks of our “shadow side,” those

things about us that do not appear on the surface but lurk deep within. To deny the fact that we all have a dark side is foolishness because by recognizing our darker feelings, we can gain control of them. If we do not, one day our repressed feelings will shoot to the surface and we will find ourselves doing and saying things that may even shock us. We can be generous, but we can also be very selfish. We may be pure of heart, but we can do unmentionable things. We may be kind, but we can also be very cruel. We look terrified at ourselves at such times and realize that our shadow side has suddenly taken control, unsolicited. As humans, we have the tendency to project our greatest failings upon others. As Jung says, if you are con-

scious of greed in someone, look within first, for greed lurks there. Whatever failings we see in others can well be the very feelings we repress,
