Board denies convicted killer’s request for clemency

A 39-year-old Larose man convicted in 2002 of killing another man at W a party will continue serving a life sentence after his clemency application was denied. The Louisiana Board of Pardons rejected Louis Preston Jr.’s request Monday for a reduced sentence, Department of Public Safety and Corrections spokesman Ken Pastorick said. Preston was convicted of second-degree murder in the Sept. 22, 2001, shooting death of 18-year-old Ryan Picou. Although Judge Robert Klees gave Preston a life sentence, he was granted a clemency hearing Monday in Baton Rouge. Family and friends from both the victim and defendant appeared before the board to argue their cases, Pastorick said. After hearing arguments from both sides, the board voted 4-0 to deny Preston’s application, Pastorick said. Picou family friend Jera Angelette praised the board’s decision. “It was a long, emotional hard day,” she said. “It was extremely hard to hear all the facts that lead up to the shooting and have to hear them defend him. Judge: Parish president violated charter

A judge has ruled that Lafourche Parish President Jimmy Cantrelle violated the parish charter when he didn’t remove an interim parish administrator from the position last year. District Judge Buddy Larose issued the judgment to Lafourche District Attorney Kristine Russell, Cantrelle and parish employee Brent Abadie on Feb. 13. He said the continued appointment of Abadie as interim parish administrator, after he was rejected by the Parish Council for the permanent position, violates the parish charter. Larose sided with the District Attorney’s Office. “This Court does not agree with the defendants’ argument that the interim Administrator and the permanent Administrator are two separate and distinct positions,” the ruling states. As a result of the ruling, all official ac-

tions Abadie made as interim administrator after the vote on Oct. 1, 2018, are now “null and void,” Larose said. “Once we received the judgment of the court, we began the process of evaluating the impact of this particular part of the ruling on the parish,” Russell said, adding it is too soon to comment on that. Cantrelle declined to comment on the ruling but said he wasn’t surprised by the decision and plans to appeal. “I don’t agree with everything but doesn’t mean I’m right or wrong. The Court of Appeal will determine that situation,” he said. “We are satisfied with the ruling of the trial court and will work to uphold the judgment in the pending appeals process,” Russell said. “Hopefully the judgment will do nothing more than put all of us back on track, working towards the same goal, which is to serve the best interests of the people of Lafourche Parish.” See Judge Page 3-A

With all members present, the council voted to approve Timothy Vedros as the permanent administrator at an $87,513 annual salary, plus benefits. The administrator is the No. 2 position in the parish, second to the parish president. Nearly all of the council members said they received numerous calls on Vedros’ behalf, including from a former parish administrator, recommending him for the position. Despite Vedros’ lack of governmental experience, the council members said they would support him. Before the vote, Vedros told the council he is an “honest individual” who could not be bought or forced into doing anything unethical. Vedros also said he applied for the position last year but missed the application deadline. As a deacon in the Catholic Church, Vedros was haled by some council members such as Councilman Jerry Lafont as “a good Christian in government.” See Council Page 3-A

March deadline for 37K in La. Medicaid to prove eligibility By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Tens of thousands of Louisiana Medicaid enrollees told they earn too much to stay in the program have a month to prove otherwise if they want to hang onto the taxpayer-financed health insurance. Louisiana’s health department said the 37,000 Medicaid recipients sent letters this month notifying them they are slated to lose the insurance coverage have until March 29 to present “information demonstrating ongoing income eligibility.” If they can’t prove they meet the Medicaid income requirements, they’ll be ejected from the program at March’s end. Medicaid Director Jen Steele told a legislatively created task force reviewing Medicaid eligibility issues that she couldn’t estimate how many people ultimately will lose their coverage. “Anyone who can demonstrate eligibility stays,” Steele said Tuesday. The Lafourche Parish Public Library will forgive outstanding fines in any amount for overdue, damaged or lost items in March in exchange for varying amounts of donated nonperishable food or pet supplies. Fines associated with laptops, iPads, electronics, or video games are not eligible for fine forgiveness. Any person who owes money to the library for anything exc e p t ineligible items – from less than $1 to more than $100 — can bring in items according to a suggested donation schedule to clear their library record and once again enjoy library services. Police said Preston shot and killed Picou with a shotgun at a party on East 25th Street in Larose. Preston’s trial was riddled with controversy and chaos. The Daily Comet reported that after the verdict was announced, angry family members from both sides were restrained by deputies as members of the jury openly wept. When the verdict was read, Picou’s family and friends cheered while Preston’s family members exploded in anger. Some audience members had to be escorted from the courtroom. Preston said during testimony he was being beaten on the ground by Picou’s friends when he asked someone to retrieve a 12-gauge shotgun from his car. He then fired two shots from that gun, one of which hit Picou in the back as he ran for cover. The bullet ripped through the victim’s chest and penetrated a bathroom wall. Preston is currently serving his sentence in the Louisiana State Penitentiary in Angola.

This lawsuit stems from a series of events that took place between the administration and the Parish Council at the end of 2018. In August, Cantrelle appointed Abadie as interim administrator following the council’s firing of Tommy Lasseigne. Cantrelle later nominated Abadie to serve in the permanent position, but the Parish Council voted against him on Oct. 1. After the nomination failed, Abadie continued to serve in an interim capacity. This led to questions by the Parish Council. Councilwoman Luci Sposito, who was serving as chairwoman at the time, requested a district attorney’s opinion. On Oct. 16, Russell issued an opinion stating Abadie was ineligible to serve as administrator as a result of the vote, either permanently or on an interim basis. However, Abadie remained in the interim position until Russell filed suit Oct. 19, and Larose granted an injunction Nov. 16. At that time, Abadie said he was stepping down from the position. Since then, Cantrelle said he has taken over all administrative duties himself. A hearing on the matter was held Jan. 15. Larose spent the following weeks considering arguments. Despite the ruling, legal questions remain. Larose declined to grant declaratory relief to Cantrelle and Abadie who sought judgement largely on whether the council has the authority to terminate an interim administrator. Declaratory relief is an official judgment about

the legal status of a controversy or interpretation of the statute, without ordering any actions. However, Larose did reaffirm that the district attorney is the regular attorney and legal counsel for the parish and has a statutorial relationship with the parish president. Vedros’ was the fifth nomination for the job from Parish President Jimmy Cantrelle since the last administrator resigned Feb. 1, 2018. The four others were rejected by the Parish Council. The council also unanimously confirmed the appointment of a new Head Start director, Melissa Badeaux, effective March 13. The current director, Vicki Adams, is planning to retire in April. For the second time this year, the council awarded the new Lafourche Outstanding Citizen award, this time to Raceland-area resident Janie Schafer. Schafer was involved in starting the first Lafourche Parish soccer teams in the early 1980s and continued to be a leader in recreation for many years, Councilman Corey Perrillioux said. Judge dismisses suit over firing

A federal district judge in New Orleans has officially dismissed a civil suit against Lafourche Parish and Parish President Jimmy Cantrelle. U.S. District Judge Carl Barbier dismissed the suit filed by former Parish Administrator Reggie Bagala earlier this month for failing to state a claim and provide enough evidence. Bagala, and his attorney Jerri Smitko, alleged his First Amendments rights were violated when he was fired by Cantrelle in 2017. The lawsuit also claimed Cantrelle violated the Louisiana open meetings laws and the Louisiana Whistleblower Statute by firing Bagala after he refused to make calls to Parish Council members on Cantrelle’s behalf. The case was dismissed with prejudice, meaning Bagala cannot re-file the suit based on the same claims. Bagala declined to comment on the ruling Monday. Bagala served as the parish administrator from September 2016 until he was fired by Cantrelle in January 2017. Within a week, he was hired by the council as legislative auditor. The original complaint said Cantrelle violated Louisiana open meetings laws by having Bagala call Parish Council members about an insurance policy that was heading to a council vote. Bagala alleged Cantrelle threatened to discontinue health in-

John Bel Edwards’ administration has hailed the system upgrade, saying it offers more real-time income verifications and answers Republican and legislative auditor concerns about Medicaid misspending. The system does quarterly eligibility checks, rather than previously performed annual checks, and will use more wage data for comparison. “Because of the commitment of this administration, Louisiana now has an eligibility and enrollment system that is more robust than what had been in place for decades,” health agency spokesman Robert Johannessen said in a statement. Nearly all those threatened with removal from the government insurance coverage are non-elderly adults enrolled through the Medicaid expansion that Edwards enacted in 2016 under the federal health law. The Edwards administration didn’t announce the letters were mailed Feb. 11, but confirmed the mass mailing after several days of repeated questioning from The Associated Press. “Shame on them for trying to hide it from the taxpayers,” Kennedy said. In Honor and Tribute to Rudolph “Rudy” Charles King

Recently, I was unable to attend the funeral of my precious friend, to honor this fallen asleep brother in the faith—Rudy King. Months back, Rudy’s wife passed away very quickly after a sudden illness, and after many deep, long, heart-to-heart discussions with Rudy, he went on to say, “You know, I don’t know how much longer I have left to be here on this earth, but I’ve been considering documenting my desires for my funeral arrangements and who I would like to have speak on my behalf.” He went onto say, “Chisom, if I was to pick anyone to speak on my behalf, it would be you. Would you be willing to speak on my behalf?” I said, “Rudy, it would be an honor to lift up the Lord with your life.” Rudy didn’t care much about his own life. He just wanted people to know the truth about our Lord Jesus. So, after much consideration, I thought, “How is it that I can still pay the tribute due to a man who had such a great influence in my life and who displayed an example of such great faith in Jesus?” Well here’s how—by publically honoring him for his service to mankind. The Lord Jesus has blessed me through my friendship with him! Praise, Honor, and Glory to Our Almighty Heavenly Father who was and is to come! What can I possible say about this wonderful man of God that no one truly already knows about him? His whole life was a display of Christlikeness in the physical form—Jesus with skin on! Was he perfect? No, but he continually strived to be loving to everyone he encountered! I continually praise God for the opportunity to get to know this man as well as I was able to these last few years. Our relationship was truly deepened by the intimacy that Jesus calls us to as in relating to other believers on this earth. We shared so much together—whether it was in the midst of a struggle or rejoicing in the Lord together. We had something deep within us that was carrying us along together in full unity and brotherly love. We had what the Bible describes when an older man or “elder or overseer” looks over a younger man and guides him in a way of Godly character. I have been in many church building assemblies along this bayou and recognize that this display or example to a younger generation is lacking. Rudy was a humorous, fun-loving man who had compassion for people and a deep desire for them to know the true gospel of Jesus Christ. He didn’t have a selfish bone in his body and was always looking out for the best interest of others. He took time out of his busy schedule for people, being generous and patient, always willing to meet the needs and desires of others before himself. I have seen with my own eyes the amount of influence he had in other people’s lives, being well-respected, and what I would consider a man of great wisdom. I know for myself that he has eternally impacted my life in a tremendous way, breathing life into me with the encouragement to help build me up in my faith. His positive attitude and outlook on every situation had me knowing how much faith and trust he had in knowing the Lord was in control of his life. I wonder if he had any enemies or opposition with people. I never saw him upset or ever heard him speak an ill word about someone else. There was a peace and stillness about him that radiated. Matthew 5:9 says, “Blessed are the peacemakers, for they shall be called the children of God.” Could the way he treated people ever have angered anyone? His quiet and gentle spirit was always inspiring and pleasant to be around, which is a quality of his I pray earnestly to obtain. His honesty and integrity stood out, being a man who honored other people and most of all Jesus, by being servant-hearted and pouring himself out to others. He had a gift of teaching and dissecting the Bible. He would have been considered an uneducated man in today’s society (not to undermine him). I mean he was just a man who pushed and pulled a paint brush, just like I’m a simpleminded carpenter! (Haha) He had a gift of taking the Word of God and breaking it down into a simplistic way so that people could understand it and he would relay it in a way that was not condemning or conflicting to cause argument. He stood for what he believed and what God had shown him and was willing to use his giftedness to build others up in the faith. Rudy was an investor, and his investment was to accomplish the will of God, pouring himself out as an offering to God constantly as a great ambassador of the Word of Truth, always to a greater kingdom purpose than his own selfish gain. Other people mattered to him. I considered him as an overseer or elder in my life who I allowed to speak life and purpose into me. 1 Timothy 3:2-7 defines specific qualities of an elder which he displayed consistently: above reproach, temperate, self-controlled, respectable, hospitable, able to teach, not given into drunkenness, not violent but gentle, not quarrelsome, not a lover of money, and having a good reputation with outsiders. He displayed true leadership qualities that were evidence that his submission to Jesus was a reality. When I shared my dreams and visions of what the Lord was showing me, he would always encourage me to push through and be all God called me to be. He would always tell me, “Man you are out the box! God created you to be someone different. He is going to use you in some crazy ways to reach people with the gospel!” He was a Barnabas to me! What an encouragement to me and to so many others in this community! If there is one way I could describe Rudy’s life biblically, it would be out of Matthew 25 in the Parable of the Talents. Of course Rudy was an extremely talented painter, but more so with what God had entrusted to him for kingdom purposes. Starting in verse 14 it says, “The kingdom of God is like a man going on a journey, who called his servants and entrusted his property (or assets/giftedness) to them. To one he gave 5 talents of money, to another two talents, and to another one talent, each according to his own ability. Then he went on his journey. The man who received five gained five more. So also the one with two gained two more. But he man who received one went off and dug a hole in the ground and hid his master’s money. After a long time the master of those servants returned and settled accounts with them. The man who had received five talents brought the other five. ‘Master’ he said, ‘you entrusted me with five talents. See, I have gained five more. His master replied, ‘Well done, good and faithful servant! You have been faithful with few things; I will put you in charge of many things. Come and share your master’s happiness (inheritance)!” Rudy was not just a good man, but a good steward of what God had entrusted to him, to serve God and people with all of his heart, mind and soul. Upon hearing of his accident, I was lead to read the account of Lazarus’ death in John Chapter 11. Lazarus, a great friend of Jesus, died and they sent for Jesus to come, but Jesus waited a while before coming. When Jesus showed up, Lazarus’ sister, Martha, came to Jesus and said, “Lord, if you had been here my brother would not have died. But I know that even now God will give you anything you ask.” Jesus said to her, “Your brother will rise again.” Martha replied, “I know he will rise again in the resurrection at the last day.” Jesus said to her, “I am the resurrection and the life. He who believes (puts full trust) in me WILL LIVE even though he dies; and whoever lives and believes in me will never die. Do you believe this?” You see, Jesus doesn’t always stop people from dying. People die daily. However, Jesus does take things that die on this earth and brings them to new life again! If there is one thing Rudy would have wanted people to know, it is the life-saving power of the Good News of Jesus Christ— The Living Word of God! Catholic Foundation hosts Mother Teresa Women’s Giving Circle

The Catholic Foundation of South Louisiana announces its inaugural Mother Teresa Women’s Giving Circle, a new initiative dedicated to bringing together a group of women to learn about the needs in the diocese and community, and to raise awareness and funds for philanthropic giving. To kick off the Mother Teresa Women’s Giving Circle, the Catholic Foundation will host a Mass with Bishop Fabre on Saturday, March 16th at St. Thomas Aquinas in Thibodaux, followed by a brunch at Nicholls.

As part of the kick off brunch, women interested are welcome to gather to learn about organizations and their needs, and decide together which projects to fund. There will also be opportunities to share ideas, serve with one another and, of course, plenty of time to socialize. Sheriff: Toddler found floating in pool has died

CHAUVIN, La. (AP) — The sheriff’s office of Terrebonne Parish, Louisiana, says a toddler found unresponsive in a Chauvin pool has died. The Courier reports the sheriff’s office says the 2-yearold boy died Tuesday morning. Deputies say the toddler was found floating in the pool Saturday morning during a family gathering. The toddler was taken to a hospital and placed on life support. He was later flown to a New Orleans medical center, where he died. NEW ORLEANS (AP) — More than 170 Louisiana state troopers are headed to New Orleans as the city prepares for the final and busiest weekend leading to Mardi Gras. Gov. John Bel Edwards committed the manpower from across the state to supplement troopers already working in the city. Troopers will be assigned to the French Quarter and surrounding metro area, primarily focusing on patrols, criminal investigations, crowd control and traffic control. The weekend parades, including Endymion, Bacchus and Orpheus, draw huge crowds to the city and officials say extra help is needed. will build a new hydrogen plant in Louisiana and be one of the largest hydrogen production units in the country. The Advocate reported Thursday that Praxair Inc. says it signed a long-term contract with a major refinery and that the new plant will start up in 2021. It’s unclear where the plant will be located. Praxair says it will be integrated with the firm’s “already extensive Louisiana production network via its Mississippi River Corridor hydrogen pipeline system.” Petroleum refiners use hydrogen to produce transportation fuels. Hydrogen is also used by chemical companies to make some specialty chemicals and intermediates. Praxair recently started a new carbon monoxide unit at is Geismar manufacturing site.
